Have your say on new Council budget South Gloucestershire Council wants local people to have their say on its new draft budget for 2022 to 2023. The council provides hundreds of services from looking after vulnerable people, keeping the streets clean and collecting our waste to maintaining the road network and investing in our schools. The total net budget is more than £360 million in 2022/23 and proposals include increases to children’s services funding worth more than £10 million over the next four years. There are also proposals for continuing financial support for those hit by the impact of Covid-19, and investing in facilities and infrastructure to improve communities and travel. The moves are part of the council’s focus on supporting residents as the country emerges from the pandemic.

Social care

The budget includes a 1.99 percentage point rise in general Council Tax, and a two-percentage point Adult Social Care Levy. This will specifically help contribute towards the increasing demand for social care services. These services include helping older South Gloucestershire residents live safely and well in their own homes, or recover from a hospital stay.

Savings

The council is committed to making savings and ensuring it delivers value for money services to residents. It aims to make savings of £18 million over the next four years by: · Adapting to different ways of working, building on what the council has learned by working flexibly over the past two years.

· Adopting new technologies and automating systems where this can improve the way it works and improve its online offer, for example, so that more residents can access the support they need at any time. · Ensuring council charges reflect the cost of delivering services and are comparable with other local authorities’ charges, for example how it charges utilities companies to compensate for disruptive roadworks on commuter routes. · Implementing improved cost recovery, where the council can charge to cover the cost of providing some services, such as recovering its full overheads against pre-application planning fees on large developments.

Sprucing up our streets Progress on potholes South Glos Council’s StreetCare teams have filled in almost 12,000 potholes in the last year. Thanks to quieter roads, they were able to fill in more than ever during the pandemic. Of the 11,868 potholes filled in 2020, nearly 3,000 of these were completed as a priority, in 24 hours, with around 6,000 filled within 14 days Local resident Pete meets and thanks the South and the less urgent Glos Council StreetCare team who fixed potholes in his area within 24 hours. within 12 weeks. Speedy potholes work has impressed local people. Pete from Patchway said: “I was delighted after reporting two potholes very recently that they were both fixed within 24 hours. I had spotted them while walking around Patchway and was concerned particularly for cyclists.” A pothole in the road needs to measure at least 300mm by 300mm and be 40mm deep to be considered in need of attention. The council is investing a record £174m in highways over the next four years.

Council StreetCare services: value for money It’s official! An independent study has found that the council’s StreetCare services provide ‘value for money’. The report also highlighted the resilience of the services which adapt to residents’ needs. The research, by the Future Highways Research Group, included analysis of StreetCare’s activities, compared Cabinet Member for Comwith other local authorities, along munities and Local Place with an independent peer review. Keeping our communities clean and tidy From overgrown to gleaming, Tower Road South in Cadbury Heath gets a makeover! Cleaning up the little roads is a really positive step for local residents. The council has a Clean Team dedicated to keeping South Gloucestershire’s neighbourhoods and major routes neat and tidy.

First ‘through-about’ opens up South Gloucestershire’s first ‘through-about’, the conversion of the Wraxall Road roundabout on the A4174 Avon Ring Road, is opening up to traffic. The through-about (a round-about with three lanes for traffic through the middle), will reduce congestion and increase traffic flow at the busy junction, helping to reduce delays at peak periods by managing the volumes of traffic. It will also improve air quality near the roundabout and future proof the roads network for the additional housing and development schemes coming forward in the area. Work started on the £5.9m project in summer 2020. Both approach roads have been widened. There are also additional traffic lights, a resurfaced junction with new road markings, safety barriers and acoustic fencing. The council will pause to monitor the performance of the new junction layout before deciding whether to roll-out these improvements to more areas.

Action pledge on surgery phones HEALTH officials say they are working to improve phone systems at some GP practices after continued complaints that patients cannot get through to make appointments. Councillors first raised the issue in the summer and in September Kingswood representative April Begley voiced her concerns at the South Gloucestershire healthy scrutiny commission meeting. She said she feared that some people would give up on trying to contact their surgery and described her own experience after receiving letters from the practice advising her to make an appointment. Councillor Begley said she eventually had to go to the surgery to make the booking. “I could easily just give up and say, ‘right, I’m not going to have the vaccination; right, I’m not going to have my blood tested; right, I’m not going to do this, whatever it is they’re asking me to do.” The NHS Clinical Commissioning Group (CCG) for Bristol, North Somerset and South Gloucestershire has admitted that “some” general practices are having problems with telephone access and that it is working to identify those practices and help them. It comes amid a surge in patient demand for GP

appointments following the lifting of coronavirus restrictions. Some surgeries still have staff shortages linked to the pandemic. They also face the burdens of an expanded flu vaccination programme, a Covid vaccine booster programme, and a backlog of routine blood tests caused by a blood tube shortage last month. Jenny Bowker, the CCG’s head of primary care development, said phone lines at “a number of practices” had been “incredibly pressured” due to significant numbers of reception staff having to self isolate. She said the CCG had started to track telephony data to understand the “pattern” and could see that the number of calls to practices was “significantly” higher compared with last year and the year before. Ms Bowker said the CCG was working with all its practices to identify those in need of extra help and to give them the right support. David Jarrett, the CCG’s area director of South Gloucestershire, said primary care had seen “unprecedented change” during the pandemic and was experiencing “unprecedented demand” with “significant workforce challenges”.

School's 'Fred Flintstone' has heart of gold

A HEAD teacher has raised nearly £3,000 for charity to support bereaved children at his school. Tom Hutchings from Cherry Garden primary school has completed an ultra marathon, as well as a fancy-dress half marathon. He was inspired to take on the feat after the deaths of parents from two different families at the school in Bitton within a week of each other. Children’s bereavement charity Winston’s Wish helped support the individual families, as well as the wider school community. Mr Hutchings, who has been head teacher at the school for four years, decided to raise money for Winston’s Wish as a thank you for its work, as well as in tribute to the two affected families. He said: “In June of last year our school community was rocked. Both deaths were incredibly tragic and were felt

right across the staff, parents and children of the school. As well as providing both families with as much support as we can as a school, we have all been fantastically supported by the charity Winston’s Wish. “The charity offers support to bereaved children themselves but also by working with parents, families, schools and other community members. “Their support has played an enormous part in helping the children from these families in what must be a time of simply unimaginable grief and difficulty.” A keen runner, he took on the challenge of 102km ultra marathon from Minehead to Dawlish, which took over 15 hours to run. He said: “I grew up around Exeter so it was the perfect route, going through lots of my old stomping grounds. It even took me right past my brother’s front door.”

In addition, he ran the Bristol Half Marathon, with children at the school and other fundraisers deciding whether he dressed as Fred Flintstone, Super Mario or an Oompa Loompa during the run. Luckily the coolest outfit won the vote, and he completed the course as Fred Flintstone, all while high fiving Cherry Garden pupils who’d positioned themselves around the course to support him. He said: “I was pleased with the choice of outfit. Running dressed as an Oompa Loompa in a wig would have been horrendous.” The pupils also surprised him with a special assembly where they’d made banners, badges and T-shirts to support him. Driver shortage puts bus services in crisis A SEVERE bus driver shortage is forcing operators First and Stagecoach to cancel services. The boss of First West of England says the problems are “unlike any other the UK transport industry has faced”. Covid-19, Brexit, sickness rates three times higher than normal, stored-up staff holidays, have all been cited as causes. The bus companies are redeploying drivers or hiring agency staff as short-term cover to keep less frequent services and the day’s last buses running, as well as “working round the clock” to recruit and train employees. But operators admit they cannot deliver full timetables for now, more cancellations are inevitable and the end is not yet in sight. Dan Norris, mayor of the West of England Combined Authority (Weca), the strategic transport authority for Bristol, South Gloucestershire and Bath & North East Somerset, said: “A

lack of strategic planning over the last decade means we are now in crisis. “We will do all we can to recruit and retain drivers in these challenging conditions. They are vital key workers and we need more of them.” Public transport campaigner and Bristol One City transport board member Dave Redgewell told a recent South Gloucestershire Council scrutiny commission meeting that the driver shortage was initially affecting Stagecoach services in particular.

He said that on Wednesday, September 29, services that day to Yate, Kingswood, Severn Beach, Bristol Parkway, Southmead, Avonmouth, Shirehampton, Cribbs Causeway, Thornbury, Tytherington and Chipping Sodbury had been affected. He said: “This shortage of bus drivers is now affecting the economy of the West of England in the cities of Bristol and Bath and our rural communities.” Stagecoach West managing director Rachel Geliamassi said afterwards: “We are continuing to run over 95 per cent of our timetabled services and have firm plans in place to return to full services as quickly as possible. “However, as is the case with many organisations and sectors in the economy, the pandemic is continuing to impact our business in the short-term. First West of England MD Doug Claringbold said: “Due

to the current national driver shortage that is affecting all transport sectors, from supermarket supply chains to public transport, First West of England is, regrettably, currently experiencing some reliability issues in its registered timetables. “There may be a need to temporarily suspend a small number of journeys until this situation is fully resolved. “However, over the coming weeks, we are looking to plan and publish any cancellations in advance, avoiding busy buses, less frequent services such as those in rural areas, and last buses – we want to make our services as predictable as possible. “We will also be working with Weca to try to provide improved information on ‘real time information’ boards at bus stops." Masks return in schools as Covid surges SCHOOLS in Hanham and Longwell Green are bringing back some extra precautions this month following a surge in Covid-19 cases. As the Voice went to print, the latest figures for South Gloucestershire showed that 685.9 people in every 100,000 had coronavirus, with the biggest increase in positive cases among children aged ten to 14. The district's rate of infections - above 1,000 in 100,000 in some areas - is higher than the South West and national average. South Gloucestershire's director of public health Professor Sara Blackmore has advised schools to bring in mask wearing in communal areas, increase ventilation, enhance cleaning regimes and avoid assemblies of mixed age pupils. The steep rise in cases of Covid-19 cases last month follows the discovery that an estimated 43,000 people, including some who were tested at the site in Cossham Street, Mangotsfield, received false negative PCR results from a private laboratory. One resident who received a text message after taking a PCR test said: "After my negative result I continued to go out working and shopping – it's worrying to now find out that I could have been infectious all that time. "My son had a negative PCR test after a

positive lateral flow and went to back school, which was the official advice. A few days later he had another positive lateral flow test – this time followed by a positive PCR test. "He was in tears after realising he had been in school with Covid." South Gloucestershire Council is not collecting figures for the number of school pupils testing positive for coronavirus, after the responsibility for reporting them was taken away from schools in the summer. A spokesman said: "This is an isolated incident affecting one laboratory and all samples are now being redirected to other

laboratories which are operating normally. Testing availability is unaffected around the country." Professor Blackmore added: “We would like to assure our residents that there is no evidence of faults with any of the test kits themselves, and the public should definitely remain confident in using them and in our other laboratory services. "With winter on its way, we are expecting an increase in respiratory illnesses such as cold and flu in addition to Covid-19. Anyone who is unwell is advised to stay at home to reduce the risk of passing illness on to others." For further advice on testing visit www. southglos.gov.uk/testing or call 119. Secondary schools began vaccinating children aged 12-15 last month and the council says it expects the programme of jabs for those in this age group whose parents have consented to be completed by Christmas. Community clinics also began during half term where parents could book their children in to receive the vaccine. The Government advice is that children in this age group will be well protected if they receive one dose of the Pfizer vaccine.

Date set for new primary school opening A NEW primary school on the site of the former Grange School in Warmley will take in its first pupils in September 2024, South Gloucestershire Council has confirmed. Work is finally under way to demolish the old secondary school, which shut in 2016 and was severely damaged in an arson attack in May. The new school will be on the southern part of the site, alongside Digitech Studio School, which opened in 2015. Up to 200 homes are also planned for the site. The council released the details after confirming it had secured an extra £2million from the Government to take the scheme forward. A spokesman told the Local Democracy Reporting Service that the primary school would eventually have up to 420 pupils. “We are aiming for construction to begin on site in 2023 and for the first pupils to be able to start lessons in September 2024,” the spokesman said. The school, to be known as Tower Road Academy, is set to be run by Cabot

Work starts at Kleeneze site

Plan for a new pool

DEMOLITION work is under way at the former Kleeneze site off Anstey’s Road in Hanham. Over the summer the site has been cleared of vegetation and preparation work undertaken by site contractors Forkers. The current demolition work at the site owned by Homes England will take until next spring. The site has mineshafts and wells on it, as well as derelict buildings that contain asbestos that need demolishing. Long-term, a developer will be sought to create a new housing estate on the site. Potential plans presented at a public meeting earlier this year included up to 204 houses and flats, as well as a business hub and an area that could be used for health care or a creche. However, concerns were raised over parking, with suggested plans only including a parking space for around half of the expected 350 to 450 new residents.

KINGSWOOD Leisure Centre could be replaced as part of regeneration plans. A scheme to provide a new centre for the area was unveiled as the current centre in Soundwell celebrated its 60th birthday. The leisure centre project is included in part of a masterplan for the future of Kingswood's Kings Chase shopping centre, which was bought by South Gloucestershire Council in May. A spokesman said: “Providing a new leisure centre in Kingswood’s Kings Chase shopping centre is a priority for the council and Circadian Trust as part of our regeneration plans. We want to encourage a broader range of uses for land and buildings in Kingswood. We anticipate the new leisure centre will be built within 4 to 6 years and will feature a pool equivalent to the current leisure centre.”

The Kleeneze buildings being knocked down The Sealtech site next door will continue operating and planning permission has been granted to move its access to New Walk. Construction works for the access will commence later this year. The site is close to Samuel Whites and Hanham Abbots schools, as well as Hanham

community centre. Consultation with the schools and other community facilities, such as capacity at GP surgeries, will form part of the later application for planning permission. Construction work is likely to begin in 2023 and take two to three years to complete.

Wombling free around Longwell Green YOU might have heard of the Wombles of Wimbledon Common, but have you met their distant cousins in Longwell Green? The Mustard Tree Wombles are a new litter-picking group who scour the streets of Longwell Green once a month for things that the everyday folk leave behind. Founder Doug Campbell set up the group out of concern for the environment and improving the local area. He said: “We’ve only been running for four months but already we have up to 16 people turning up to help. “The first time we went out we collected 20 bags of rubbish. “It’s amazing the things we find, such as children’s bikes. The most surprising thing was an entire joint of meat that you’d have for a roast dinner, stuffed in a hedge!” He said that the council had provided them with gloves,

grabbers and sacks, and they collect the bags of litter at the end of each session. He said: “We’ve had so much positive feedback from people who’ve seen us out litter picking. They say thank you for what we’re doing, and really appreciate us doing a good job. “When I set it up there were still Covid restrictions in place so it was a good way to do something outdoors while keeping socially distanced from each other. “We try and cover different routes each month, working in small groups, to make sure everywhere gets covered.” The group meets on the first Saturday of each month at 9am by the Mustard Tree Church in Watson’s Road. Suicide prevention helpline calls for volunteers A CHARITY set up to help people considering suicide is looking for more volunteers. Suicide Prevention Bristol (SPB) offers a national phone line for people who are struggling, as well as patrol teams who engage with vulnerable people. Its office has recently moved to near Warmley and the charity is appealing for some new call handlers who can spare some of their free time to help others. The helpline is a 24-hour, national service manned by volunteer call handlers offering support to callers who are vulnerable, distressed, or want to end their lives. They handle up to 300 calls a day Summer Harris, who lives locally, has been a volunteer for six months and trains the call handlers, in addition to them receiving external training. She said: “I’ve always worked in health and social care and I got involved because I wanted to be part of a unique charity who are on the front line saving lives. “Suicide is a taboo subject with a lot of stigma attached to it. The only way we can help beat the stigma is to start talking openly about this topic and about mental health in general.

Suicide Prevention Bristol volunteers Robin, Summer and Sarah “SPB is such a warm and welcoming community to volunteer with, offering lots of support to both our callers and volunteers.” SPB was set up in 2018 after the founder read a newspaper report of a young mother who took her own and her baby’s life. Patrol volunteers walk around at night to try and spot people who are struggling with

Shine Your Light festival set to return WINDOWS across Hanham will be illuminated with cheerful scenes as Hanham Shine Your Light returns for a second year. Last year saw nearly 50 homes, schools, nurseries, businesses and churches display lit window displays in the run up to Christmas. This year’s event will be even bigger and better, with plans for a community workshop to help people make their window displays. The trail will run from Friday 17 to Sunday 19 December, as schools break up for Christmas, from 5pm to 8pm each evening. Residents will be able to download a map and follow the trail around all the lit windows. Trail organiser Chloe Scholefield said she’d received lots of positive feedback after last year’s inaugural event. She said: “People really got involved and lots said they wanted to do it again this year.” Her son Hector, four, refused

to take down his own dinosaur window display when the event was finished. Ms Scholefield said: “It got to the stage where I’d hear children walking past our house calling it the dinosaur house. I think it was about April when I finally persuaded him to take it down!” As well as being an event to bring together the community, this year’s event will also raise funds for charity. The Bristol Children’s Hospital Grand Appeal is organising a Shine Bright map of illuminated displays around

Bristol, and will include the Hanham Shine Your Light map. Residents can also set up a Just Giving page or QR code to encourage donations from people who view their window displays. Ms Scholefield is trying to find a venue to host a community event where residents can create the silhouettes needed for their window displays and learn how to use tissue paper and lights to make an eye-catching display. Park wins funding in centenary year PLANS to revamp Kingswood Park are finally back on track thanks to £120,000 lottery funding. The park, which is 100 years old this year, is in need of rejuvenation but work has been delayed by Covid. The Friends of Kingswood Park and South Gloucestershire council had submitted a bid to the National Lottery Heritage Fund (NLHF) two years ago after two years of public consultation. However, funding was diverted to Covid projects and the criteria for funding changed, meaning the bid needed rewriting and resubmitting. The £120,000 will be used to put detailed plans in place to apply for further NLHF funding of about £2.5 million to actually carry out the work on the park. The rejuvenation work would then begin in 2023, it’s hoped. Money could be used for new play equipment, improvements to paths, walls and toilets, as well as work on the ampitheatre used for events and the creation of a community growing area. The park would be made more accessible to people with disabilities and parents with children in buggies, because the current design includes steps and paths that are hard to

A GROUP of people with disabilities and their families have raised £3,000 and cycled hundreds of miles to raise money for Warmley Wheelers, a cycling scheme that gives people with health conditions and supported needs the chance to ride a bike. Run by Bristol-based social care charity Milestones Trust, the cycling group offers specially adapted bikes and a safe, friendly environment to help people into cycling. Nine people took part in this year's Cycle Challenge, including Joni Pike, from Warmley, who has cerebral palsy and cycled 40 miles in a month using a hand bike from Warmley Wheelers. Judith Gordon cycled 1,000 miles in a month during the Cycle Challenge, as a way of saying thank you to the group which has allowed her 12-year-old son who has special needs try out and ride lots of different bikes so he can start to cycle independently. Joni, who has lived in Warmley all her life, started riding with Warmley Wheelers a year ago and says it has made such a difference to her, in terms of both fitness and mental health, that she wanted to give something back to the group by raising money. She set herself the target of riding 40 miles in a month by cycling the group's hand

The land the park occupies was originally purchased by the borough council in February 1921. They allowed the fire brigade to graze their horses, used to pull the fire engines, on the land until it finally opened as a park in 1934. It is hoped that the plans will make the park fit for purpose for another century. Cllr Rachael Hunt, the council’s Cabinet Member for Communities and Local Place, said: “Securing this funding is a significant step forward with our ambitious plans to comprehensively restore and enhance Kingswood Park for the enjoyment and benefit of the local community. “The Friends of Kingswood Park group has already made a big contribution towards improvements and this funding big reflects the enthusiasm and passion that local people have for the park. “We want to build on the successes of previous activities and events so more people can enjoy this much-loved community asset.”

Having always used ‘tag along' bikes, they've helped him find the right cycling solution to start to ride independently, and means they can continue to enjoy cycling together as family. n NEWS RECYCLING collections in South Gloucestershire will not return to normal for “a couple of months”, the leader of the council has said. Driver shortages that are partly behind the recent fuel crisis have also affected the ability of South Gloucestershire Council to collect rubbish from people’s homes. Garden waste collections resumed at the start of August, after disruption in some areas during the last two weeks of July. But contractor Suez is still mixing up recyclables when it collects them from the kerbside, because the driver shortage means it cannot send out as many vehicles. Council leader Toby Savage provided an update on the situation during an interview with the BBC, in which he assured residents that Suez was sorting out the items back at the depot at its own cost. do need to be trained, so it’s a solution that we’ll see in the next couple of months but it isn’t an immediate solution.” Cllr Savage said he could not guarantee that the extra cost to Suez of sorting recyclables at the depot would not ultimately fall on council taxpayers. Contractors such as Suez could try to recoup any extra costs caused by the driver 13:46 shortages when they renegotiate

their contracts with the council, which could ultimately mean residents pay more. Cllr Savage said: “I can’t say for certain whether they will or whether they won’t, because what we don’t know is how long the current difficulties are going to last and ultimately how much is going to cost. “But in terms of waste specifically, we have a contract with Suez that runs until 2025, so I would not be expecting any significant renegotiation of that contract in advance of that date.” Cllr Savage said people with green bins will have their subscriptions extended to make up for the disruption, rather than getting a cash refund. Children win Joe Wicks school visit CHILDREN at St Barnabas primary school got a huge surprise when celebrity trainer Joe Wicks dropped in to visit for the day. The school in Warmley was one of just 12 selected nationwide from a competition with 40,000 entrants to receive a visit. Joe, who became the nation’s online PE teacher during the Covid lockdowns, was promoting his children’s book The Burpee Bears. He led the whole school in a workout including his signature moves such as The Silly Billy, Pikachus and Spider Man Lunges.

Phoebe, age 10, said: “It was really exciting and it was really cool how everyone was getting up, moving and enjoying themselves.” He then read his book to the children and handed out T-shirts to those who answered questions about the book. Then the children turned the tables on him, challenging him to complete as many burpees as he could in a minute. He managed to do 20 of the press-up, squat and jump combo. Year 6 student Freddie said: “It was exciting because we’ve never had a celebrity and there was a celebrity in our school.”

Pupils also asked him what he advice he would give to his 10-year-old self. Joe said: “Don’t give up. Believe in yourself because you are going to go on to do amazing things when you grow up.” The St Barnabas children made banners, cards, posters and painted bears based on the book and Joe visited the classrooms to meet all the children. Harleigh, a Year 6 pupil, said: “I was pretty surprised that it was actually Joe Wicks at school and not a tribute.” Year 6 teacher Samantha Gough said: “I entered the competition because I wanted a

positive role model to visit the school to promote healthy living, active lifestyles and reading. “As a school, we completed the 'PE With Joe' workouts as a community, both in our homes and at school. Joe Wicks is a huge figure for children to aspire to. The atmosphere at the school was brilliant and pupils had huge smiles across their faces. When he visited, nothing was too much. He had so much time for the children in the school. He listened to them and answered their questions. The children, and adults, at St Barnabas will always remember the day he visited and the impact he made.”

Action on abusers VICTIMS of domestic violence in South Gloucestershire have been given a ray of hope with a pioneering project launched earlier this year. The Drive Project targets repeat offenders who pose the most serious risk of harm or murder to people they have an intimate or family relationship with, a local community safety group heard. Putting the onus on perpetrators to stop offending, it offers them the chance to change their behaviour by participating in a voluntary, one-to-one programme addressing the root cause of their offending. Its approach is mirrored by a slogan that matches the public mood around violence against women: “We need to stop asking ‘why doesn’t she leave?’ and start asking ‘why doesn’t he stop?’.” Project service manager Zoey Pethers told members of the South Gloucestershire Safer and Stronger Communities Strategic Partnership that in six months five men had taken up the offer of the intensive, face-to-face sessions so far, and the team has identified another 30 they would like to approach. Ms Pethers said the project identified 16 perpetrators responsible for harm to 18 victims and 33 children in its first three months. Police recorded 2,877 incidents of domestic abuse in South Gloucestershire in the last 12 months, according to information presented at the meeting. The Drive Project was developed in 2015 by Respect, SafeLives and Social Finance. It is in varying stages of development in a dozen parts of England, including South Gloucestershire and Devon in the South West. KINGSWOOD HISTORY SOCIETY Our October talk, given by Clive Burlton, was about Harry Dolman OBE who rose from humble roots in Wiltshire to become a multimillionaire, thanks to his fantastic inventions, draughtsmanship and engineering skills. He loved football and his business success led him to Bristol City Football Club where during 38 years he became director chairman and president. During WW1 Harry took officer training and in 1918 joined the RAF. Returning to Civvy Street with engineering firm Brecknell, Munro & Rogers, Harry excelled in the mechanics of coin operated vending machines and really put the firm on the world map. He also built a ‘Flying Flea’ aircraft at Whitchurch airport in 1936 and in WW11 set up a local detachment of the Home Guard. Harry passed

away in 1977, aged 80. Truly a life well lived. On November 2nd Garry Atterton will tell us about the ‘Great Western Cotton Factory’ – Surely unmissable! The Kingswood History Society meets on the first Tuesday of each month (March – December). Learning new skills for the future

WHEN I was growing up my grandfather and uncles were miners, my aunt was a factory worker, and my uncle worked on the railways – and that was that. In those days many people spent their whole life working in the same job, for the same employer. It was how it was. Over the years that’s changed. I had a range of roles before becoming metro mayor: a child protection officer, an environment minister and a scaffolder’s assistant. For children growing up today it will be even more varied, so it is important they always have the opportunity to reskill and retrain. A child born today will have seven or eight different careers in their lifetime, and two-thirds of children entering primary school this year will ultimately work in completely new types of jobs that simply don’t exist yet! Skills and training are an exciting part of my metro mayor role. Recently I opened two fantastic new facilities with funding from the West of England Combined Authority that I lead: the Brunel Centre on the SGS WISE Campus in Stoke Gifford and the City of Bristol College Advanced Construction Skills Centre. The Brunel Centre is a particularly stunning £7 million building, with a great name. I know the next generation of world leading engineers, scientists, technicians and creatives are raring to

go there – I could sense everyone’s enthusiasm as I cut the ribbon. Meanwhile in Bristol I met Owen, who is doing a carpentry course, learning what’s needed to build a better future – literally! He is getting equipped with skills to build new homes and retrofit existing ones in our cities, towns and villages. But it’s not just about young people. I met MakeUK, the manufacturers organisation, as they launched their plan for skills. They explained to me how the average age of people working in manufacturing is over 50 – but they also need to reskill as new manufacturing techniques and machinery emerge. Lifelong learning matters. Here in the West of England we’re at the forefront of innovation, and we need to keep it that way. Our brilliant locally-based scientists, researchers and engineers hold so many of keys to meeting important challenges of tomorrow.

We have just passed a significant landmark on skills funding. We have a special scheme here in the West of England to stop money raised by local companies via the “apprenticeship levy” disappearing up the M4 and being banked by the government. Instead we are keeping it local, with bigger firms passing their unspent levy money to smaller local ones. We’ve just passed £1 million – a great collective effort. So thanks a million to all involved!

Day of action to support carers NOVEMBER 25 marks Carers Rights Day, a national event helping unpaid carers know their rights and find out how to get the help and support they are entitled to. With Covid-19 still in circulation, the role of carers who look after vulnerable people at home has never been more crucial. 81% of carers are providing more care and with less support. Yet, while the challenges carers face has increased, their role remains largely invisible. Many do not know they can get help. It takes on average two years for carers to access support services. There are at least 27,639 carers living in South Gloucestershire, many of whom are caring around the clock with little support. Local charity Carers Support Centre provides support, information and advice to carers of any age living in Bristol and South Gloucestershire. The charity has made a short film all about caring which will be launched on Carers Rights Day. Tim Poole, Chief Executive of Carers Support Centre explained: “Many people do not realise they are carers and that there is support for them. A big part of our job is to seek out ‘hidden carers’ to make them aware of our services, and to continually promote our services. This film is a huge opportunity to raise awareness

of carers in GP practices and beyond. Even more people have become carers since the pandemic, and we want to make sure as many carers as possible can get the help they need.” In the film, Cheralyn, Tony, Fanuel and Amanda share how they started caring, how they realised what they were doing was caring, and how receiving support improved their lives. Amanda explains why making this film is so important to her: “I’ve been caring for my husband for nine years. I didn’t identify as a carer. I always thought caring was just physical – lifting somebody out of a bed or a bath – not the emotional support and running a household. For other carers, I would encourage them to seek support. It is true that if you don’t look after yourself you can’t look after someone else.” Carers Support Centre wants all GP practices across Bristol and South Gloucestershire to show the film to their practice staff, to expand their understanding of the issues that affect carers. The charity also hopes practices will make the most of opportunities to share the film with their patients. Metro Mayor chuffed to visit railway METRO Mayor Dan Norris helped Bitton's Avon Valley Railway launch its upcoming season of Santa Special trains. Volunteers and trustees at the charity talked with Mr Norris about how they’re getting back on track after the pandemic’s impact, with the Mayor helping promote the festive family steam train rides. They kick off next month and run all the way through to Christmas Eve. During his visit Mr Norris had a hands-on tour of the locomotives, carriages, rolling stock, workshops and the restored railway station. Mr Norris said: “Avon Valley Railways is a Bitton gem, a popular family day out that’s loved by people of all ages who come from across the West of England for the thrill of a

weekend steam train ride. “I was chuffed to be able to help launch this year’s Santa Specials’ What better way to prepare for Christmas than to book ahead for a festive treat.

“Closure of the passenger service, followed by reduced capacity when it re-opened, meant a loss of income in common with so many West of England organisations.

“Enthusiastic volunteers have given Avon Valley Railway a platform for recovery.” It seemed to be the end of the line for the railway when it closed in the 1960s. A decade or so later, volunteers began restoration work. There are now three miles of re-laid track, and locomotives and carriages have been restored – as has the original Victorian railway station building. Train rides are available to members of the public at weekends, with mince-pie fuelled Santa Specials due to depart from late November onwards. 'First Dog' opens new pet store A NEW pet store in Warmley welcomed a special guest when Angel – ‘the First Dog of the West of England’ – performed its official opening. Angel’s owner, West of England Metro Mayor Dan Norris, joined her for the ceremony at Jollyes. The store wrote to Angel inviting her to do the honours, and received a reply from the clever canine saying she’d be barking mad to miss it! She was rewarded with the chance to ‘bite the ribbon,’ which was made from sausages. Mr Norris said: “Angel seemed happy to open this brand new retail outlet, and the string of sausages was a paw-some treat. “And she even managed to pose for a photo taken by the puparazzi.” Dan Norris and Angel are pictured with store staff at the opening event.

hortages of HGV drivers; stories of animals being culled and food going to waste; threats of pigs-in-blankets disappearing from the shelves at Christmas. These kinds of headlines are increasingly familiar and expose our reliance on complicated supply chains to deliver the food we eat every day. Memorial match raises £32,500 for charity MORE than 2,000 people crowded into Mangotsfield United's Cossham Street ground for a very special football match. The fourth Martin Belsten Memorial Match at the end of September raised more than £32,500 for the Bristol Rovers Community Trust, which provides a wide range of social inclusion, health, education and sports participation projects in the community. Former Rovers players including Rickie Lambert, Aaron Lescott, Steve Phillips and Jake Gosling took on a supporters club side which opened the scoring but eventually lost 3-1 to the Legends 11, for whom Lambert scored twice. The final whistle then saw fans allowed on to the pitch to meet their heroes for pictures and autographs, and players joining fans in the bar afterwards. The family-friendly charity match was organised by Rovers fan Ash Belsten, from Kingswood, in memory of his grandfather Martin, who took him to his first ever Rovers match and died in 2016. Ash said: "I’m really pleased with how the day went – it was a superb turnout from the Gasheads and will have given the local

economy, especially hospitality, a much needed boost! "The amount raised was just over £32,500 for the community trust, which will be hugely invaluable for them. "A huge thanks to everyone who contributed in making the day a huge success." Community trust chief executive Adam

Tutton said the amount raised – which was matched by a donation from Rovers president Wael Al-Qadi – was "absolutely outstanding". He said: "What Ash has done for us is incredible. He works full time and it was arranged around that." The event was due to be the last memorial match organised by Ash, although it may now return in 2023 after Ash takes a break.

Making our local roads safer As the local MP for over 11 years I have been involved in a range of campaigns on all kinds of issues important to local people. Following the tragic deaths of Ross and Clare Simons at the hands of a disqualified driver in Hanham in January 2013, I successfully campaigned alongside the families to strengthen the law on dangerous driving. On behalf of everyone involved in these campaigning efforts, I was pleased to accept a national road safety award from the road safety charity Brake. Road safety has continued to be a priority for me, whether that is action against speeding traffic through to filling potholes and keeping the condition of our highways safe. I was pleased therefore that the council has started some

major improvements to Hanham roads over recent weeks – that add to the improvements made over the last few years. Various roads including Lower Hanham Road and the High Street will be improved, including pothole and resurfacing repairs alongside the installation of speed humps and speed tables at the same time - coordinating it all to reduce the inevitable disruption and minimising the number of road closures required as the works are carried out. These are just a few of the roads being improved. When it comes to road safety across South Gloucestershire as a whole, the number of deaths and injuries on roads within South Gloucestershire has been declining for many years. In 2019 the total number of people killed or seriously injured in

British Curry Day coincides with 50 years of independence for Bangladesh. A national holiday will be held in the country on December 16.

The council is carrying out more maintenance improvements to school buildings than ever this year, with an investment of just under £3 million. Work has been completed at a number of primary and junior schools across South Gloucestershire over the summer holidays. This is part of our record £78 million investment into

schools over a four-year period. Projects already completed include: Blackhorse Primary School in Emersons Green: Replacement of existing lighting to LED and the installation of a solar photovoltaic (PV) system as part of the Public Sector Decarbonisation

South Gloucestershire saw a record 1,650 new homes built during 2020/21, despite the impact of the pandemic on the construction industry. This success means that more individuals and families in the district will now have homes to rent and buy. Of these new homes, 403 are classed as ‘affordable’, including 305 for social renting, eight for affordable rent and 90 for shared ownership schemes. This represents over 40 per cent of the total number of affordable new homes completed in the last year across the entire West of England region. The new homes are on both large and small-scale developments. Both the overall number of new homes and those which are affordable completed in the past year are above the council’s targets. Construction in the district has remained resilient. Not only does this keep people employed locally, but offers the prospect of housing being available for the next generation of South Gloucestershire residents close to where they grew up. The growth in available housing supports local businesses to attract and retain staff who contribute to the local economy and strengthens the community. The council works closely with housebuilding companies, large and small, to help ensure their schemes fit with its aspirations for high-quality, sustainable new homes, which provide a good choice to meet the needs of everyone in our communities and create good, safe and inspiring places for people to live and work.

Did you know that being part of a parish gives you a stronger voice regarding what happens in your community? South Gloucestershire residents now have the chance to comment on proposals on changes to town and parish councils, including the creation of four new parish councils, through a Community Governance Review consultation. The deadline for responses is 31 December. The review will look at how things currently work locally and examine how they can improve to meet communities’ rising expectations. Among the consultation proposals, this includes: • A new Town Council for Kingswood • Staple Hill & Mangotsfield, Charlton Hayes, and Stoke Park & Cheswick to be Parish Councils • Oldbury-on-Severn Parish Council to have additional councillors • Tytherington Parish Council to have additional councillors and name change to Tytherington and Itchington Parish Council • A name change for Westerleigh Parish Council to Westerleigh and Coalpit Heath Parish Council.
