Residents face extra charges in council budget proposals COUNCIL tax in Bristol is likely to rise by three per cent from April, including one per cent for adult social care, under proposals revealed by mayor Marvin Rees and his deputy, Cllr Craig Cheney. Bristol City Council cabinet meets on January 18 to recommend its annual budget to full council in February, and if the proposals are passed, residents will face a cost-ofliving squeeze to pay additional charges, many of which are increasing. Marvin Rees insists it is a “no frontline cuts budget” and focuses on internal costs. But the proposals include hikes in fees of 25 per cent for allotments, while motorists will be hit hard with parking charges. There will be less money for library books, museum entrance fees, a rehab centre closure and many more ways to claw back the deficit. Managerial jobs at the authority will be cut and offices and buildings sold. The measures, with other savings, will claw back a £19.5m deficit for 2022/23 to deliver a legally required balanced budget.

Motorists hit hard in council budget DRIVERS are set to pay a high price to help Bristol City Council bridge a £19.5million budget gap, including the end of free parking at parks and green spaces. Disabled residents will also be charged for the first time for dedicated vehicle bays outside their homes, while fees will be introduced at 15 car parks where it is currently free. The proposals are revealed in the authority’s annual budget, expected to be rubber-stamped by the Labour cabinet on Tuesday, January 18, ahead of the final decision at full council on February 15 where the other parties will table their alternative ideas. Mayor Marvin Rees revealed last week that the 30-minute free stay at Residents’ Parking Zones (RPZs) would be axed to raise £500,000, and hinted at other price hikes. More details have now emerged in the papers to Tuesday’s meeting, including continued enforcement of Bristol

Bridge bus gate restrictions, with fines set to reap a further £700,000, and the controversial expansion of parking fees at green spaces. Charges are already being introduced at Blaise Estate, Oldbury Court and Ashton Court but the plan is now to extend these to the remaining 13 car

It said: “The vehicle waiting proposals should contribute to improved highway safety by reducing the potential for conflict in the vicinity of the proposed waiting restrictions. “The proposal will encourage a turnover of visitors so that the opportunity to have access to a parking space could improve. “An indirect effect of a reduction in the availability of on-street parking could be to encourage people to take up active forms of sustainable transport such as walking and cycling, which would deliver significant health benefits to the individual.” A review would be undertaken of all free car parks

n NEWS the council operates “with a view to introducing appropriate charges”, raising another £120,000. These are at Clayton Street, Ridingleaze, Waverley Road, Callington Road, Repton Road, Alexandra Park (currently closed), Beechwood Road, Stoke View, Queens Road, Machin Road, Ducie Road, Chalks Road, Derby Street, Harden Road and Westbury Hill. There would be no charge or time limit for blue badge holders, the report said. The idea of charging disabled people, who have no reasonable off-street parking, to install spaces near their homes would save the authority £100,000, although this would only recover the actual costs involved, it said. “The proposal is likely to have a disproportionate impact on disabled people and their carers – especially those living in lowincome households unless there are concessions/waived fees,” the report said. A full review of charges across all council-owned car parks and on-street parking bays will also be carried out, followed by public consultation, with the intention of increasing fees in the city centre to collect an extra £800,000. Another budget proposal to increase pay-and-display hourly rates in Bristol’s 15 RPZs from £1 to £1.30 and hike the price of parking permits and visitor vouchers by 17 per cent in all but one of them, in line with inflation since they were introduced, was agreed by cabinet members last month. Hospitals on high alert THE health and social care system in Bristol, North Somerset and South Gloucestershire (BNSSG) is stepping-up contingency plans to deal with the current wave of Covid-19 alongside intense winter pressures. The number of people being treated in hospital for Covid-19 has more than doubled in just two weeks. Peter Brindle, medical director at NHS Bristol, North Somerset and South Gloucestershire Clinical Commissioning Group (CCG), said: “With Covid rates very high, we’re seeing a sharp increase in staff sickness and people needing hospital care. We’re extremely busy." Construction of a temporary Nightingale Covid-19 surge hub will begin in the grounds at Southmead Hospital.

Community association's concerns THE Westbury Park Community Association have concerns about the heights of the proposed new “villas” and their closeness to existing houses. For example, the four storey height of villa A and its closeness to the houses in Royal Albert Road; the heights of the five storey villas C and the four storey villa D in the vicinity of The Glen; and the distances to houses in The Glen. The distance of some of the cottages to the houses in Bayswater Avenue is also an issue, as is the vehicle access on Etloe Road/ Bayswater Avenue and the loss of trees. The WPCA has noted the possible under-provision of parking spaces and the consequent possible impact on parking in surrounding roads.

'Overwhelmingly negative' A GROUP campaigning for the sensitive and appropriate development of the former St Christopher's School site in Westbury Park says the latest proposals from the developers have attracted an “overwhelmingly negative response” from local residents. Emails, social media messages and texts to SCAN (St Christopher's Action Network) reveal widespread anger at the plans for 120 new ‘extra care’ flats and houses, backed by London-based investors FORE. Spokesperson for SCAN, Robin Hambleton, a professor of city leadership at UWE, said: “Local residents have many concerns about this scheme but three main worries stand out. First, residents can see that introducing massive blocks of flats is not at all in keeping with the 2-storey domestic architecture and townscape of Westbury Park which is, of course, a designated Conservation Area. Second, residents know that cramming far too many people onto this site, apart from being environmentally damaging, will have a terrible impact on local road safety, traffic congestion and car parking. Third, there’s been huge criticism of the public consultation sessions - many residents feel that the drawings presented were designed to disguise the impact

of the scheme rather than present an accurate picture.” Plans show a scheme with four large apartment blocks - one as high as six storeys along with eleven new-build houses. The design also makes use of the Grade II listed Grace House and promises to refurbish the villas facing the Downs. Stephen and Mariella Morgan live round the corner on Belvedere Road. They said: "We are exactly the age group that developers want on this site - but we would prefer to live somewhere that is lower density. Bristol deserves a better scheme than the one proposed." After seeing the plans, Martyn and Janet Drake, who live on Westbury Park, wrote: “The proposed development is out of keeping with the local area, with blocks of flats that are far too high. There are not enough parking spaces which will add further pressure to an area without a parking scheme.” With only 65 vehicle spaces for up to 200 residents plus staff and visitors, the impact on traffic and parking remains a valid concern. Mary, a resident of The Glen said: "At the drop-in sessions, the developers’ highway consultant acknowledged that the limited

response to new St Christopher's plans number of on-site spaces was unlikely to meet the full expected demand. We worry that the resulting overspill into surrounding roads will add to the parking stresses. The increased traffic circling round looking for spaces will also increase road safety issues, particularly close to the primary school and nursery.” Plans were displayed at community drop-in sessions in December, as part of a public consultation exercise, but many of those who attended were disappointed by the lack of detailed information available. SCAN spokesperson, Professor Robin Hambleton continued: “We have lots of unanswered questions and hope that the developers will finally provide us with some answers. Although there have been a few amendments to the truly dreadful plans presented in September, SCAN is clear that this is still a massive overdevelopment of a wonderful site. We look forward to discovering if the FORE Partnership team will transform their plans in response to the well founded concerns that local residents have expressed.”

Co-op seeks new council members THE CO-OP has launched a recruitment drive across Henleaze and Westbury-on-Trym, calling for new member representatives to have a say in the running of the group and its food stores, funeral homes, legal services business and insurance arm. Members’ Council leaders have said that they are especially interested in applications from members within under-represented societal groups this year, including those from ethnic minorities, candidates with disabilities and those from the LGBTQ+ community. The Co-op National Members’ Council works closely with the board and senior managers to ensure the voice of all 4.23m active members is heard throughout the group. Louise Walker from the council’s Diversity Working Group is encouraging applications from those who will ensure the council better reflects the diversity of Coop’s members overall. Louise said: “As a co-operative, we welcome applications from all eligible members, and I can’t stress that enough. In 2021, we proudly elected our first Black female president and are working especially hard to be more inclusive and build a Council which will find new ways to support all members, especially those who may feel marginalised or discriminated against in society.” To qualify to stand for election as a council representative, members need to have joined before January 2019 and have earned 500 membership points (the equivalent of spending around £10 a week on groceries in Co-op Food stores) between 3 January 2021 and 1 January 2022. Recognise this car? Driver didn't stop after hitting pedestrian AVON and Somerset Police have issued an image of a car that failed to stop following a collision in Westbury-onTrym in which a pedestrian was injured. The car, a grey Toyota Aygo, was badly damaged following the collision in the High Street at about 2.15pm on Monday 27 December. The pedestrian, a 25-year-old man, was taken to hospital where he underwent treatment. A 20-year-old man, arrested on suspicion of causing grievous bodily harm with intent, was later released under investigation. Charities benefit from Henleaze Christmas Festival prize draw THE Henleaze Christmas Festival will be donating £600 to each of the four charities they supported at the event in December thanks to a very successful prize draw. The charities are: Bristol Child Contact Centre, Cerebral Palsy Plus, Freewheelers Emergency Voluntary Service, and Little Hero. Jane Emery who has taken over as Festival Co-ordinator from Austin Ferrante says: “We are grateful for the huge support for our prize draw which enabled us to give significant amounts to the charities. “The draw is such an important part of the festival and enables us, every year, to help the charitable services that do so much for our community.” Meanwhile, plans for this year's festival are already underway. Kellaway pharmacist given royal accolade BRISTOL Travel Clinic and Kellaway Pharmacy Superintendent Pharmacist, Ade Williams has been recognised with the award of an MBE in the New Year's Honours List, cited “for services to the NHS and the community, particularly during Covid-19”. The Bristol Travel Clinic Team has been instrumental in helping to deliver Covid vaccinations across the region, with regular clinics at the local Kellaway Pharmacy in Westbury Park. Ade first hit the headlines early in the pandemic, when with the support of local members of the This Mum Runs group, they facilitated the delivery of medicines and other essentials from local pharmacies and GP surgeries. He is a regular face on national, and local media, with

a slot as the resident pharmacist on BBC Radio Bristol's breakfast show; he has also been one of the faces of the pandemic for the NHS. On receiving his award, Ade said: “I feel most undeserving. What I do is what everybody who works in the NHS does and replicates the generosity of our community. “This award brings into focus the story of multiple expressions of selflessness; such as people who have taken breaks from homeschooling and their own lives to stand in the cold for hours to welcome people for their vaccination or help deliver prescriptions. “The lesson is that when we all work together, we can make things better for everyone. It truly represents the community and the NHS at its very best. “What a privilege and

n NEWS THE area's former police and crime commissioner has been made an OBE in the New Year Honours list. Sue Mountstevens has been recognised for her services to the community in Bristol, Somerset and South Gloucestershire in her role as the first Avon & Somerset PCC, which she held for eight and a half years. Elected as an independent, Ms Mountstevens oversaw the force during the first year of the coronavirus pandemic, with her term of office extended for a year after elections scheduled for May 2020 were postponed because of the first lockdown. A magistrate and police authority member before her election, she was also previously a director of the Mountstevens Bakeries chain. During her time in office Ms Mountstevens had a particular focus on victim support, securing extra funding for services helping survivors of domestic abuse and sexual violence during the lockdown. She was also made the chair

Former police boss awarded OBE of the Quartet Community Foundation, which supports charities and promotes philanthropy in the region, in March 2020, leading the organisation through a time of "exceptional growth" as it responded to the pandemic. The foundation awarded 930 grants, worth £5.2 million, to support community activities between April 2020 and March of last year, benefiting more than 590,000 people in the region. Ms Mountstevens said: "This is a tremendous honour, and one that I humbly accept on behalf of an amazing team at the office of PCC. "The role of the PCC is to listen to all, especially the quiet voices. "I continue to listen as chair of Quartet, to those who have been hit the hardest, and support those communities where covid has exacerbated the issues facing

Queen honours cricket stalwart A CRICKET coach who has helped young players into the game for more than 30 years has been honoured for his work. Ian Crawford, from Bishopston, was awarded a British Empire Medal in the New Year Honours list. Ian played professionally for Gloucestershire between 1975 and 1978 but played the majority of his games for Stapleton Cricket Club, which he joined as a boy. He played his first game for the club in 1969 and continued as a bowler until 2010. But it is his work helping develop young players at Stapleton, where he has been youth coordinator since 1987, and across the wider Bristol area – he has been the president of the Bristol Youth Cricket League since 2012 – which brought Ian his BEM for services to sport and the community. Among the generations of

players who have been helped are several teenagers who came to the Bristol area as refugees from Afghanistan. Ian said the connection started when a young player's parent, who worked for the city council, mentioned that a refugee who had arrived in the city liked playing cricket. The teenager came to the club to play and several more followed, becoming established players. Ian said: "They have loved playing cricket and are very talented. English is often a problem at the start but they soon pick up cricket terms!" Ian, who worked in Airbus's finance department until he retired in 2016, said it was "quite a shock" to receive the letter informing him of his award in early December, "totally out of the blue". He said: "It's nice to think someone was good enough to put me forward and since word got

out, some people have been in touch with me who I haven't seen for years, so it's been nice. "We've got a club in Stapleton where a lot of people work very hard at creating what we've got, from the chairman downwards. The committee work very hard and we've got a lot of coaches who come along and give their time." Ian said that the number of young players joining had increased since the pandemic lockdown as more families saw the appeal of the sport. Stapleton CC chairman Andy Chidgey said: "Ian is one of the most incredibly kind, conscientious and selfless people you will ever meet. "He holds the respect of every person who knows him in the Bristol cricket community because he is amazingly patient, committed, kind and, above all, totally, totally fair. "He is simply one of life’s unsung and understated legends and truly deserved the recognition of the British Empire Medal for his endless

service to our club and the wider community. "As a cricket club we consider ourselves very, very lucky to have someone as brilliant as Crawf at the club. "He has done so much for the club over so many years, as a player, captain, committee member, benefactor and youth coordinator (as well as all of the many other jobs he helps out with). "I am deeply proud to call him my friend and I'm sure I speak for everyone when I say that they threw away the mould when they made him. He simply is our hero."

Infant school set to cut pupil places TWO Bristol primary schools could have their rolls cut next year due to falling pupil numbers. Proposals out for public consultation would see Henleaze Infant School and Cotham Gardens Primary School cut their reception year intake by a third in September 2023. This would mean that both schools would take a maximum of 60 pupils in the 2023/24 reception year instead of the 90 pupils they currently cater for. The proposals suggest it is too expensive for the schools to staff and resource for 90 pupils each year when they are not getting enough children applying to fill the spaces. The number of children going to primary school has fallen across Bristol in recent years, and the local authority expects the low numbers to continue. Figures from Bristol City Council show the number of children at council-run primary schools fell by around 500 last year and by nearly 300 the year before. Meanwhile, the number of pupils needing secondary school places continues to climb by at least 600 each year amid a shortage of Year 7 places, especially in East Bristol. The council has proposed

cutting Henleaze Infant School’s reception year intake to 60 pupils in September 2023 as part of a public consultation on admission arrangements for 2023/24. The consultation is due to end on 31 January 2022. A spokesperson for the council says: “Due to falling pupil numbers across the city over recent years, we have identified some challenges in continuing to operate at the current capacity whilst striving to balance the school budget and deliver the expected high standard of educational provision for all pupils. “The local authority pupil forecasts indicate that numbers

are likely to remain low for the foreseeable future.” Meanwhile, schools that decide their own admission arrangements – such as academies, foundation and voluntary-aided schools – are running their own consultations on admission arrangements for 2023/24. Cotham Gardens Primary School, which describes itself as a ‘co-operative’ academy, has proposed cutting its reception year intake to 60 pupils in September 2023. Its proposal is “due to a fall in demand for primary school places in the area and the financial challenge of operating

under capacity”, according to information provided by the council. Cotham Gardens Primary School’s consultation closes on January 28. Fifteen other Bristol schools that are their own ‘admission authorities” are also consulting on their admission arrangements for 2023/24, but none are proposing changes to their published admission numbers according to information about the consultations provided by the council. The schools running their own consultations include Cathedral Choir School, Cathedral Primary School, Victoria Park Primary School, Fairfield High School, May Park Primary School, Oasis Academy Marksbury Road, Summerhill Academy, St Bede’s Catholic College, Westbury Park School and four Venturers’ Trust schools (Bannerman Road, The Kingfisher School, Merchants’ Academy and Sixth Form V6/ Montpelier High School). Transport logo contest £3,000 raised for Little Hero PEOPLE are being asked to send in their ideas for a new logo to represent public transport in the West of England. The logo would be used on buses, trains, e-scooters and other public transport and the idea is to create a symbol for the region that would be as memorable as the London Transport roundel famous from the tube. Metro Mayor Dan Norris has launched a competition open to all residents from across the West of England Metro Mayor area, including south Gloucestershire, from amateur artists to seasoned graphic designers. The winning entry will be finalised by professional designers. A MEETING with a young cancer survivor has inspired a ten-year-old girl to run a mile a day for a month. Avid Bristol City fan Ruby Cooper found herself sitting next to the boy from South Bristol at a match at Ashton Gate. After hearing about his life and three years of leukaemia treatment, she decided she wanted to help the charity Little Hero, which has been providing him with support. Ruby, 10, a striker for Downend Flyers, decided to run a mile each day in January and her parents set up a page to collect donations online. They wanted to see if they could raise £200 – but by halfway through the month she had already smashed that target, raising around £3,000. Little Hero was set up by John Rainsbury, a colleague of Ruby's dad Rob at Bristol recruitment company Sanderson.Will, from Westbury Park, was diagnosed with a brain tumour aged six, and died nine months later. Little Hero provides respite holidays and art therapy for children undergoing cancer treatment as well as hospitality visits to football and rugby matches. n NEWS AS the dark nights drag on, it is once again time to get planning for the annual BS9 Window Wanderland trail: thinking of ways to light up our houses, gardens and streets. This year's event will take place from Friday 4 to Monday 7 March, giving everyone a bit of extra time to get themselves organised. Several schools have already agreed to participate with regular sponsor CJ Hole displaying some of the artwork in the windows of their Henleaze and Westbury-onTrym branches. The organisers are hoping that many other community groups will join in as in previous years. Lucy says: "If Brownie groups, churches or groups of neighbours or friends would like to get involved, then we can provide resources and advice. Last year the residents of Holmes Grove organised a workshop to make their displays and their road was really spectacular with lots of houses joining in. It is a great way to bring together your neighbours, both young and old." Veteran organiser, Sarah,

Jumping for joy! THIS month, the congregation of the Church of the Good Shepherd has passed the baton on to Emmanuel Bishopston. The two congregations have shared the building on Bishop Road for the last six years but now B&A Church has formally sold the building, car park and hall to Emmanuel. Emmanuel Bishopston is a Church of England church that, up until now, did not own a building. It began meeting in January 2012 under the leadership of Rev. Jim Walford. Commenting on this exciting new milestone Rev. Jim says: “We are thrilled we were in a position to purchase the Church of the Good Shepherd from B&A Church. The transfer of ownership means that our growing church family can have the security and permanence we have been longing for and continue to build on the work we have begun.

“Wonderfully, the purchase also means the B&A Church has the vital funds it needs to redevelop its other sites on St Andrews Park and the Gloucester Road. B&A Church has been very generous to us over the years, allowing us to meet in their building and we are grateful that we can take the baton on from them and share the good news of Christianity with our neighbours in North Bishopston.” Emmanuel Bishopston's congregation consists of around 120 adults and 50 children, most of whom live locally in Bishopston, Henleaze and Horfield. It meets on a Sunday at 10.45am and provides children’s groups for 0-3s (Scramblers), 4&5s (Climbers), 6-9s (Explorers) and 10-13s (Source). Revd. Jim continues: “We hope every Sunday is a good Sunday to come and visit. We don’t assume any pre-existing

knowledge and try to make everything as accessible as possible. We usually sing a few hymns, have a children’s slot and a talk from the Bible, followed by a Q&A where anyone in the congregation can submit a question via an online portal which the speaker then answers. This is something we feel strongly about – we want

everyone who comes to be able to ask their questions, whatever they believe about God.” During the week, Emmanuel Bishopston hosts a Toddler Group at the hall on a Friday morning (no waiting list!) and a youth group for 10-13s on regular Tuesday evenings. It also has weekly Bible studies across the wider Bishopston area

n NEWS and investigating Christianity courses. Over the last couple of COVID-affected years, it has organised the Emmanuel Nativity Window Trail and hosted several carol services in the car park! In partnership with its sister churches, Emmanuel City Centre and Emmanuel Westbury, it runs an English Conversation Café for internationals, actively supports the Bristol Churches Winter Night Shelter, a summer holiday club for children, blokes’ toddlers and a film club. The original Church of the Good Shepherd building was dedicated in 1927 and designed to last for only five years. It stood for 31 years and was known locally as the Church on the Hill. During the 1950s, the church community grew and began to explore the feasibility of building a more permanent structure. In September 1958, the Bishop of

Bristol dedicated the new stone structure and in 1967, the current church hall was opened. James Stevenson, vicar of B&A Church, adds: “It is a delight for us to see new life coming to one of the church buildings in this area. Six years ago, we decided that having three sites was a luxury we couldn't afford. Since then, we have been on a journey to work out how best those sites could be used. Both Emmanuel and B&A are now flourishing churches looking to serve their local communities. Bristol charities scoop share of festive financial boost TWO charities based in Bristol have received a £1,000 Christmas gift thanks to Ecclesiastical Insurance. The charities were nominated to win a share of £120,000 by members of the public as part of the specialist insurer’s annual 12 days of giving Christmas campaign. Brain Tumour Support, which aims to find a cure for all types of brain tumours, and 1625 Independent People, a charity supporting young people who are homeless, leaving care or at risk of homelessness, are the local charities set to benefit from the money following overwhelming public support in the area. 3,557 Bristol residents nominated a cause close to their hearts, with 225 charitable causes in the area receiving votes. The 120 winning charities across the UK were picked at random from those nominated. Members of Horfield Organic Community Orchard (HOCO) will tell you that it takes more than a change of season to get the best from your fruit trees. To help budding fruit tree growers create healthy plants that will provide a good harvest, HOCO have launched a new course, Get Growing Fruit Trees. “Enthusiasm for planting and growing fruit trees isn’t always matched by knowledge or skill,” says Shannon Smith, HOCO orchard learning co-ordinator. “We are also living with weather extremes caused by climate change and need to learn how to adapt and boost resilience.” Get Growing Fruit Trees is a friendly introduction to the basics of fruit tree care. nature-friendly methods, when to perk up the soil, and how to make the most of the harvest. Pruning for fruitfulness, an ongoing task, is a key activity in every session. n NEWS DONATING blood or organs are the most important things you can do to make a difference to someone else’s life, according to new research which ranks altruistic acts. A survey of 2,189 adults in England, carried out by Kantar’s Omnibus for NHS Blood and Transplant, placed blood and organ donation top in a poll of ways that people felt they could make a real difference to other people’s lives. As most New Year resolutions are starting to fade by late January, NHS Blood and Transplant are urging people not to ditch their New Year resolution but instead switch and make a pledge to register as a blood or organ donor. One organ donor can save or transform up to nine lives after their death through organ donation and save and transform even more by donating tissue. In 2020 – 2021, across the UK, 3,391 people had their lives saved thanks to the generosity of 1,180 people who donated their organs after death.

Make a difference- register as a blood or organ donor Even though organ donation has moved to an opt out system across England, Scotland and Wales, families will still always be consulted before donation goes ahead. Schoolgirl in training for endurance charity swim SCHOOLGIRL Ayushi Turner has pledged to swim 10 miles in aid of Southmead Hospital. The eleven-year old pupil from Badminton School has set herself the challenge of an endurance swim of almost 650 lengths of a standard 25m pool. Ayushi keeps a log on her justgiving website of her training as she builds up her lengths each month until the actual event which will take place at the end of June. Proud mum, Madhu Bhabuta, says: “She’s really giving it her best. Last night she swam 100 lengths non-stop.” Ayushi is putting in some serious training to achieve her goal, swimming every day except on a Monday, using the facilities at her school, swimming with Bristol Henleaze Swimming Club and at

the David Lloyd club in Westbury-onTrym. The money raised will go towards supporting the dialysis unit at Southmead Hospital, which has helped Ayushi’s grandad. “The hospital is there for me and my family,” says Ayushi. “I was born early and my mum says she and I were given the gentlest and most caring support by the super maternity staff. Children 'missing out on free school meals' CHILDREN could be missing out on free school meals in Bristol because their eligibility is not checked often enough, according to a manager at a local school. Pupils may qualify for free school meals if their parent or carer receives any of a number of benefits, such as income support or Universal Credit. Chris Pring, business manager at Cabot Primary School in St Paul’s, said eligibility checks used to happen weekly but now occur once and “that’s the end of it”. He said schools could check eligibility more regularly but it is a time-consuming process without the right software, which smaller schools do not have. “I think pupils in Bristol are significantly missing out on potentially being eligible for free

school meals because that check isn’t being done on a weekly basis,” he told a meeting of school leaders. Mr Pring said that with the right software, the check is run weekly “forever and a day” and flags up whenever a child becomes eligible. “That software is freely available to purchase outside,” he told Bristol Schools Forum. “It’s too big really for a small school to purchase, but I know bigger schools who’ve purchased it and are reaping the rewards in the fact that that automatically gets checked on a weekly basis. “It will flag up those people who are eligible, whereas at the moment, I believe it’s the case, we put it on the system, it gets checked once and once only, unless the school puts it in again.

“Obviously if you’ve got a number of parents that is time-consuming to put it in on a regular basis when there’s an automated system that can easily do it and is readily available.”

Bristol City Council’s education director, Alison Hurley, said she was interested in hearing more about the software from Mr Pring after the meeting.

Charity’s fundraising campaign reaches mountainous heights - and schools

PAHAR Trust Nepal is celebrating the end of a successful fundraising campaign throughout 2021 that has far exceeded expectations in its quest to improve early years education in Nepal. The 30For30 campaign was launched in January 2021 to mark the 30 years since the first school in a Himalayan village in Nepal was funded and built by what became Pahar Trust Nepal (PTN), now a Bristol-based charity, in 1991. Since then, PTN has delivered 248 projects in 21 districts, building and renovating 159 schools, 51 libraries and 38 other essential projects such as health centres and toilets. Trustees of the charity have built links locally with Westbury-onTrym Primary and Bristol Free School, and have had previous support from QEH and Bristol Grammar School. The aim of the 30for30 campaign was to raise £50,000 to help 30 schools in remote and impoverished areas of Nepal’s Himalayan foothills to improve resources and classroom facilities for pre-primary school children aged 1-5 years old. There were a number of specific fundraising activities throughout the year including: Freestyle February encouraged people to take on challenges related to the number 30 during the month to raise money. Many got involved

with activities such as running, trekking and blanket crocheting to selling beautifully crafted ceramics and a laughter yoga session. Nepali Night In brought friends and family together to cook and enjoy a Nepali feast at home. Nepali chefs and a drinks expert created exclusive recipes for the event. Tiffin Week included PTN's Executive Director, Alan Sweetman and The Galleries Centre Manager, David Wait, tackling the challenge of ‘climbing’ Everest on stepping machines. For a donation to the campaign, people could try freshly made, authentic Nepali cuisine, including Momos (steamed dumplings) and Sel Roti. PTN are thrilled to announce that the funds raised from these events and others organised by individuals and teams have overtaken the £50,000 target, now reaching almost double the original amount. Thanks to subsequent matchfunding from local municipalities in Nepal and additional funding from the legacy of a long term supporter passionate about early years education, the campaign will make an even greater impact than initially predicted. The original aim of the campaign was to provide varying support to each classroom, whereas now PTN can commit to refurbishing

each of the 30 classrooms to the same high standard, fully equipped with high-quality resources and furniture. Executive Director of PTN, Alan Sweetman, says: “I am delighted by the support that we have received through this campaign and the number of people who have taken part in such a variety of fun and interesting ways. The generosity of all those who have supported the 30For30 campaign will enable us to ensure the children in these 30 pre-primary classrooms will get a great start to their education in a safe, secure and engaging environment.” The campaign supports the UN’s Sustainable Development Goal to ensure all children have access to quality early childhood development (ECD) so that they are ready for primary education. When children attend preprimary education, they are more likely to stay in school and attain minimum reading and mathematics competencies. It also supports economic growth, as it enables mothers and other caregivers the opportunity to work and increase their earnings. One of the first projects funded by the campaign is about to start in Tangting, a beautiful and remote village, around 24 km from Nepal’s second-largest city, Pokhara. Situated at 1165 metres above sea level, the village

How to get a good sleep A QUIZ: Einstein was ten, Churchill, Napoleon and Newton all four, Shakespeare and Van Gogh – so little; it was even a problem. If I mention Mrs Thatcher was a four, is that a give it away? Indefatigability was viewed as a measure of the mental stamina and dedication of Prime Ministers in time past. Now we even have details of work setup and social arrangements to pore over. The NHS reports that a third of UK adults – particularly the older population and children – experience problems sleeping. Occasional episodes of insomnia – lack of sleep – may come and go without causing any serious problems, but it can last for months or even years at a time for some people. Regular poor sleep puts people at risk of mental and physical health conditions such as depression, obesity, heart disease and diabetes. Some simple lifestyle changes can make a world of difference to your sleep quality. The NHS suggests some simple tips for a more restful night. 1) Keep regular sleep hours Going to bed and getting up at roughly the same time every day will programme your body to sleep better. Choose a time when you're likely to feel tired and sleepy. 2) Create a restful sleeping environment Reduce electronic use before bedtime, avoiding using devices in the bedroom. Making sure the bedroom is cool, dark and quiet can improve the quality of our sleep. 3) Make sure your Bed is comfortable It's difficult to get restful sleep on

a mattress that's too soft or too hard or a bed that's too small or old. Get a comfortable, supportive bed. 4) E xercise regularly Moderate exercise regularly, such as swimming or walking, can help relieve some of the tension built up over the day. Vigorous exercise, such as running or the gym, too close to bedtime, as it may keep you awake. 5) C ut down on caffeine Cut down on the caffeine in tea, coffee, energy drinks or colas, especially in the evening. Caffeine interferes with the process of falling asleep and prevents deep sleep. Instead, have a warm, milky drink or herbal tea. 6) D o not go to bed full, hungry or thirsty Too much food, especially late at night, can interrupt your sleep pattern. Conversely, being hungry or thirsty at night can increase the chances of waking up. 7) D o not smoke Nicotine is a stimulant. People who smoke take longer to fall asleep, wake up more frequently, and often have more disrupted sleep. 8) Try to relax before going to bed Have a warm bath, listen to quiet music, or do gentle yoga to relax your mind and body. Your GP may be able to recommend a helpful relaxation CD. Avoid watching the clock when you find yourself awake at night, increasing anxiety levels, further preventing you from sleeping. 9) Write away your worries If you tend to lie in bed thinking about everything you must do tomorrow, set aside time before

Worried about rising energy bills? Don't suffer alone Your Voice in Parliament AFTER a Christmas spent with family here in Bristol, I returned to Parliament re-energised to fight for the things you care about. We face urgent issues this winter and many constituents have written to me about rising energy bills, supermarket prices and NHS waiting lists. The truth is there are steps we could have taken in January to address the problems we face. Instead, the Government has wasted time protecting the Prime Minister from endless scandals of misbehaviour and rulebreaking. These damaging stories have not only caused hurt and sadness, that I share with you, but the resulting cover-ups and distraction tactics have also eaten up time that could have been better spent supporting families, schools, and businesses. Last month, my Business Committee published our report on decarbonising heat in homes and continued our inquiry into energy pricing. The evidence that we need to get Britain off gas to save our heating system is now overwhelming, and we must urgently update how our energy market is regulated. It is not right that suppliers like Ovo can make workers in Bristol redundant while syphoning off taxpayer-funded support grants

to shareholders and raising prices for customers. I took evidence from suppliers, regulators, and experts about how we fix this crisis, exploring options from cutting VAT on household energy bills to a windfall tax on suppliers making huge profits during this time. We protect households and businesses from rising prices if we act quickly before the price cap gets lifted in spring. If you’re worried about paying the bills this winter, please don’t suffer alone. I’m also delighted to have been appointed to the UK-EU Parliamentary Delegation, as one of 36 colleagues in Parliament tasked with raising ongoing issues associated with Brexit with our European Parliament counterparts. At the start of January, I met with night shift workers at the Co-Op Avonmouth Distribution centre, which serves the entire region. There are eight million people working night shifts across the UK, half of whom are key workers, but we rarely talk about the toll working nights has on them and their families. Every time we go to the supermarket, shop online or use a 24/7 emergency service, we rely on night shift workers. With Southmead Hospital, fire stations, the docks and large distribution centres in our constituency, Bristol North West is a hub for nightshift workers. That is why I am launching a new campaign this year to raise awareness of their work and the help night-shift workers should have access to. Delivering the homes Bristol needs THE issue I’m contacted about most often by people is their need to find a home and give their families the best start in life. With over 16,000 people on our housing waiting list, and over 700 families in temporary accommodation not building is not an option. But bringing forward new homes to tackle this demand can sometimes bring disruption through construction works, additional pressures on local services, and concerns about the impact building homes has on our environment. We work with partners in construction to reduce the noise of works wherever possible, and to minimise disruption to our transport network, while of course giving people the space they need to carry out their work safely. Our priority is to keep the city moving, and in particular,

protecting bus routes so those that depend on public transport can continue to do so. Our city’s population is set to grow by over 100,000 people by 2050. It is crucial we plan our services, including schools and healthcare, on this basis. In many cases, we must build homes first in order to unlock the funding, raised through levies on developers, to increase capacity in these vital public services. Without building new homes, we cannot open new facilities to manage the growing demand. It has been claimed that building new homes is incompatible with our need to tackle the climate and ecological emergencies. In fact, the type of homes we build, and where and how we build them, will be the biggest determinant of the price the planet pays for Bristol’s growth. So we are prioritising

building densely on brownfield land in sustainable central locations in our review of the Local Plan document. My Maiden Speech

In the January Full Counci l meeting, I was very pleased to deliver my maiden speech. I

spoke in support of a mo tion called the Front Garden Tree Scheme. Thi s is a scheme to plant more trees across Bristol. In order to help mitigate the impact of climate change, we urgently need to pla nt more trees across our city in-line with nation al and local policies. The UK Government plans to treble tree planting rates by 202 4 and Bristol City Council has pledged to double Bristol’s tree canopy by 2046. This was well received and all parties voted in favour of this motion.

Expert explains how the GWR Badminton Line was built Alan Freke will give another of his fascinating talks about the Great Western Railway at the first group meeting of the Bristol Advanced Motorists society. Members of the public are invited to come along on 25 January, at 7.30pm. Some will remember Alan's previous entertaining talks about JS Fry & Sons and his ‘Sixty years as a Bodger’. Opened on 1st Jan 1903, the Badminton Line was the last major part of the GWR to be built. It runs from near Wootton Bassett in Wiltshire to near what is now Parkway Station. It significantly improved journey times to and from South Wales and Bristol. Alan has created this talk to mark the Centenary of the opening and he looks at how the line was built and how it has changed down the years. A spokesperson for BAM said: “We know there are many railway enthusiasts in Bristol and this sounds like a very interesting evening so please make a date in your diary. As always, entrance is free, and coffee refreshment will be available at £1 a cup.”

Don’t fall in to the ISA trap THE tax efficient benefits of saving through an ISA are widely known. Introduced in 1999, today the ISA is seen as a cornerstone to savings and investments. Many people have amassed a significant savings pot, which of course is tax-free. However, the tax benefits only apply during the holder’s lifetime, meaning the funds will form part of their taxable estate for the purposes of inheritance tax (IHT). Perhaps it is not until later in life that you may start to consider whether the tax benefits of an ISA extend to IHT, only to find

unfortunately they do not – potentially leaving you with a different issue. There is an ISA available which can reduce or negate IHT. An AIM ISA portfolio or AIM IHT ISA portfolio consists of AIM-listed shares that should benefit from IHT relief, in addition to tax free growth and income. The portfolios invest in AIMlisted companies that qualify for something called Business Property Relief (BPR). Shares held in AIM companies for at least two years potentially qualify for BPR, which

if still held on death should not be liable for IHT. One of the main benefits of these ISAs is the speed at which the investments become IHT-free compared to other options (you may have heard of the seven year rule) meaning you can potentially pass more of your wealth on to your loved ones. It is possible to transfer a portion or your entire ISA ‘pot’ to an AIM ISA, depending on your estate planning needs. The same tax benefits apply, tax-free income and growth whist retaining access to the money with full control. There are risks associated with these ISAs, so they may not be suitable for everyone. New plan sets out priorities for police I AM delighted to announce that I have recently published my new Police and Crime Plan, which will set the strategic direction for how policing and crime services should be delivered in Avon and Somerset. As I mentioned during the consultation process last autumn, I have a legal duty to produce a plan that sets out my police and crime priorities for the force area, as well as how I will hold the Chief Constable to account. After consulting with local people, working with my team and Avon and Somerset Police, my four police and crime priorities are: • preventing and fighting crime; • engaging, supporting and working with communities, victims and partner organisations; • leading the police to be efficient and effective; • increasing the legitimacy of, and public confidence in, the police and criminal justice system. I am determined that local

people will have the most efficient, effective and legitimate police service that meets the needs of communities while delivering the best value for money. I will be working with my office to monitor and scrutinise the performance of Avon and Somerset Police, in a transparent way, to help ensure delivery of the plan. I want the force to reassure our communities by putting an emphasis on preventing crime. My plan will support this through focusing on strengthening partnership working, greater visibility, better engagement within communities, early intervention, reducing reoffending and, most importantly, improving the outcomes and support for victims and witnesses of crime. Preventing and fighting crime cannot be done by the police alone: only by working together with partners and local people will we find solutions. I promise that, as your PCC, I will

do everything in my power to engage with you and bring these partners together to work hard and deliver safe communities for all. Finally, I want to urge family members of online daters to help protect their relatives from becoming a victim of romance fraud, as new figures show almost £92 million has been lost nationally through dating scams over the past year. Across Avon and Somerset, losses of £2.4m were reported in the 12-month period up to and including October 2021. Romance fraud is an awful, heart-breaking crime; victims invest time into someone and think they have a genuine connection when, in fact, it has been a cruel lie to commit fraud. Criminals often use a range of stories to get victims to transfer money without raising suspicion. The stories are often believable, to a certain extent, and something the victim would find hard to say no to, especially because of the

n SPORT GLOUCESTERSHIRE Cricket has signed 18-year-old Pakistan pace bowler Naseem Shah. A rising star of the international game, Naseem will be available to play in all formats of cricket for The Shire for the first few months of the 2022 season, up until the end of the Club's participation in the T20 Vitality Blast tournament group stages. If Naseem, however, is called up for international duty from June onwards, he will be released back to Pakistan for participation with his national team. As an exciting talent, Shah has already played in nine Test matches for Pakistan since making his debut against Australia in 2019, aged 16, in a match that saw him claim the wicket of David Warner. Just a month after making his debut, Shah became the second youngest player in history to take a five-wicket haul in a single innings, with 5/31 against Sri Lanka. In summer 2020 Shah was included in Pakistan’s squad for their tour of England. Featuring in the first Test match at Old

Trafford, which England won by three wickets, Shah finished on 1/44 with a bowling economy of 2.75 in the first innings, taking the wicket of Ollie Pope in the process, before he dismissed England captain Joe Root in the second innings. In the third Test match in Southampton, a terrific delivery from Shah had Root caught behind by Mohammad Rizwan. Shah’s last Test appearance

for Pakistan was against New Zealand, in January 2021, and he also featured heavily for Pakistan A during the team’s tour of Sri Lanka in October and November last year. The right-arm fast bowler played in two Tests and an ODI against Sri Lanka A and finished the tour with standout figures of 5/53, 4/28 and 2/26 from the three fixtures. Speaking of his delight at signing for Glos, Naseem Shah said: “I’m extremely happy to be joining Gloucestershire and can’t wait to experience playing in English cricket for the first time. I’m excited for what we can achieve as a team next season and will use all my skills to help Gloucestershire challenge for silverware across all formats.” Shah is the fifth player to sign for The Shire since the end of the 2021 season and he will link up

with the playing squad, including fellow new additions Marcus Harris, Ajeet Singh Dale, Paul van Meekeren and Zafar Gohar for pre-season training. Steve Snell, Performance Director at Gloucestershire Cricket, said: “Naseem Shah is a fantastic talent and we’re thrilled that he’s decided to come and join us for next season.
