Marvin Rees re-elected as Bristol mayor MARVIN Rees won the race to become Bristol’s next mayor. The Labour candidate beat his nearest rival, the Green Party’s Sandy-Hore Ruthven, by 13,613 votes. It means Mr Rees will have three more years at the helm of Bristol City Council, after which he says he will not seek re-election. Speaking after the declaration at City Academy in Redfield on May 9, Mr Rees said: “There’s something that’s very, quite special about being re-elected because it confirms so much of the work we’ve been trying to do and the way we’ve been trying to do it in the city.” Mr Rees has already led Bristol for five years, one more

than is usual because local elections were cancelled last year by the coronavirus pandemic. He won 59,276 votes, against Sandy Hore-Ruthven’s 45,663. Mr Hore-Ruthven said he was “pleased but also disappointed” at how he did in the mayoral election. We’ve quadrupled our vote and that’s a huge achievement. People have seen the Green Party as a party that could govern the city,” he said. The mayoral election was conducted under a supplementary voting system. All the candidates other than Mr Rees and Mr Hore-Ruthven were knocked out in the first round, and their second preference votes were added to the two frontrunners’ totals.

n NEWS LABOUR has lost overall control of Bristol City Council as a “Green surge” saw the party’s new main rivals more than double their seats. Both groups now have 24 councillors, with Labour losing nine members at the local elections, which were declared on May 9, and the Greens gaining 13, while the Conservatives remained on 14 and the Lib Dems lost one to leave them on eight. Notable casualties included two Labour cabinet members – Kye Dudd and Afzal Shah – who both lost their seats on a disappointing day for the local authority’s former ruling group. Lib Dem deputy group leader and Cotham ward Cllr Anthony Negus, deputy lord mayor and Ashley ward Labour Cllr Carole Johnson and ex-cabinet member and Horfield Tory Cllr Claire Hiscott, also lost their seats as the council saw a huge shake-up. Conservative councillors Geoff Gollop and Steve Smith, standing for re-election in Westbury-on-Trym and Henleaze ward were elected and will be

Green surge sees council move to no overall control joined by newly-elected Sharon Scott, also standing for the Conservatives. Among the new members elected is 18-year-old Lily Fitzgibbon, the youngest candidate standing at the polls, who took one of the two seats for the Greens in Bishopston & Ashley Down. Attention will now turn to Bristol mayor Marvin Rees, who was sworn into office for a second term on May 10, and whether he will now have to revert to a rainbow cabinet of cross-party councillors, which he axed during his first term in office. Long-serving councillor Negus, who lost his Cotham seat in one of the many Green gains, said voters had decided to “vote for a colour” but added that his party would be back because people understood the Lib Dems

n NEWS AVON and Somerset’s new police and crime commissioner has promised to “shout and scream” for more funding for the force and has already spoken to the Home Secretary. Conservative candidate Mark Shelford received 34.4 per cent of first preference votes and was elected after second preference votes were counted, beating Labour’s Kerry Barker. Former Cotham councillor, Cleo Lake, secured 16.4% of first preference votes for the Green Party and came third. Heather Shearer polled 13.3% for the Liberal Democrats and independent candidate and former deputy to Sue Mountstevens, John Smith, received 11.7% of first preference votes. He is only the area’s second PCC, taking over from independent Sue Mountstevens, who stepped down after nine years in the role. The PCC sets the strategic direction for the force and one of Mr Shelford’s first tasks will be to appoint a new chief constable

Tory police commissioner takes helm

Mark Shelford after Andy Marsh announced he would leave in July for a new challenge. Asked what qualities he is looking for in a new chief constable Mr Shelford said:

“Somebody that exudes leadership and command and has unshakeable belief in the Peelian principles of policing. “They need to have all the qualifications, knowledge and

experience. Key to me is the leadership piece. “Andy Marsh has been an exceptional leader who has really changed Avon and Somerset for the better. He came in at a difficult time when there had been quite a few chief constables and morale was quite low. “He had to deal with a really difficult time and led exceptionally well.” A key challenge for police over the last year has been handling protests during successive lockdowns. The new PCC has said he wholly supports the Police, Crime and Sentencing Bill – which has sparked riots in Bristol – as it reinforces “the British people’s right to peacefully protest but not to disrupt, so those people going about their lawful business should not be affected by a protest”. by Stephen Sumner, Local Democracy Reporter

What happened to the consultation on traffic flow around Westbury village? BRISTOL City Council has put the development of the A4018 scheme’s proposals for Westbury village on hold and as yet there are no dates for the next stage of consultation. A new Westbury Transport and Place-making group, led by co-convenors Alan Morris and David McGregor, is taking the initiative to propose improvements that would enhance a visit to Westbury village. Twelve representatives from local groups including schools, churches, businesses, disability forums, SusWoT, WoTSoc and two planning experts met on May 4 to discuss ways to engage the wider local community in suggesting areas for improvement. Transport issues locally include managing the traffic flow more effectively in the centre of Westbury. Place-making opportunities include enhancing the identity and character of the village centre, and supporting the village’s role as a key centre for a range of services and activities. The group will also look at: • rat-running – volume and speed of traffic • access in and around the village, whether by car, bus, bike or on foot.

• environmental impact of traffic on residents (for example, Waters Lane) and schools (such as Passage Road) • parking, including disabled parking. The aim of this new Westbury Transport and Place-making Group is to look at options for improvement and explore whether a broad consensus emerges in good time to feed in to the Council’s transport team before they re-engage with the community. Local politicians and the BCC transport team have

been made aware of this work and support the idea. Alan Morris says: “We plan to produce an online questionnaire (with a paper version available too) to seek views from the wider community to see which priorities emerge. “To enable this work to go ahead it is important that we have an email address for any community group representative who would be willing to forward the questionnaire to their group.” The Westbury Transport and Place-making group would like to hear from you at westburytransportplacegroup@gmail.com if: • you can represent a community group that can distribute the questionnaire to its members • you can distribute the link to the questionnaire in a local Facebook or WhatsApp group • you would like them to send you a link to the online questionnaire for your own use • you would like to hear more about the group • you can help them with communications/ admin or mapping/sketching.

Residents urged to join integration project EVERYDAY Integration is a collaborative research project between University of Bristol, Bristol City Council and over thirty community organisations across the city. The project examines the everyday contexts and practices of integration in Bristol and is funded by the Economic and Social Research Council. Further information about the project can be found on its website here: https://everydayintegration. org.uk/ The project would like to interview a selection of residents in Westbury-onTrym about their experiences in their

local neighbourhood. Senior Research Associate Dr Natalie Hyacinth says: “We are interested in social dynamics across the city, such as how, when, and where people meet up with friends, family, neighbours, and also sometimes strangers in their neighbourhoods. We are also interested in interviewing people who may find it difficult to meet up with others. “While we welcome applications from people of all ages and backgrounds living in Westbury-on-Trym to apply, we are particularly interested in interviewing residents of diverse backgrounds.”

Interviews take one hour, online and you will receive a £20 high street voucher as a thank you for your time. A community feedback session about the interviews and research will be organised in the coming months in which participants will be invited to see how their thoughts and experiences have contributed to the research and to making Bristol a better, more integrated place to live. If you would like to take part in an interview, please contact Natalie on natalie. hyacinth@bristol.ac.uk

Murder-bid fraudster CCTV appeal following sees jail term increase Sandyleaze burglary A 63-YEAR-OLD man who tried to murder a disabled woman to cover up the fact he’d stolen more than £100,000 from her over a period of over two years has had his prison sentence increased to 15 years. Barry Riley, of East Morton, attempted to smother 75-yearold Ann Skelton with a pillow at her home in Westbury-on-Trym on 10 March 2018. Riley provided care for the victim, who had a degenerative physical condition, and he had Power of Attorney over her finances. Riley was found guilty of attempted murder and fraud and sentenced in February to 11 years and eight months in jail but on May 13 had this increased to 15 years on appeal where it was ruled the original sentence was unduly lenient. Riley attempted to kill Ms Skelton by placing a pillow over her face, claiming it was a mercy killing, but she managed to press her buzzer to alert other care staff, who arrived to find her slumped over the side of her bed. Ms Skelton, who was unable to talk due to her condition and used a keyboard to communicate, died in hospital a few months after this incident. A post-mortem examination found no link between the incident and the cause of death. Investigating officer Det Sgt Craig Basil said: “This was a cold and calculating attack on a woman unable to defend herself. The depths of his criminality knew no bounds and even on the day of the failed attempt to kill Ann Skelton, Riley went to the cashpoint to withdraw more of her money.”

AVON and Somerset Police have released a CCTV image of a man police want to identify in connection with a burglary in Westbury-on-Trym. Between 8pm on Thursday 8 April and 5am on Friday 9 April, an unknown offender gained entry to a property in the Sandyleaze area and stole a number of items. He also attempted to gain entry to other nearby addresses and parked vehicles. The offender is described as a white man in his late teens/ early 20s, wearing dark clothing and distinctive Nike Airmax Silver Bullet trainers. Do you recognise the man pictured? Happy times to come at Eastfield Inn

The Eastfield Inn in Henleaze Road HENLEAZE Road pub, The Eastfield Inn, is returning to its roots with a 1930s look. The pub has been taken over by Westbury Park pub and kitchen owner James Savage, and was due to reopen on May 26. James has a team of builders and gardeners working to restore the interior to a look similar to its original appearance. No changes have been made to the layout of the interior but most of the furniture, lighting and art has been replaced, there is a new colour scheme and mature plants have been added. “Everything we use is vintage,” says James. “We’ve restored some design elements in the pub and are using existing vintage rugs, furniture, lighting and picture frames. The garden room is being improved and the skittles area is restored and redecorated.” The chef’s food will consist of freshly cooked pub classics plus an occasional popup guest menu, which will run alongside the main menu. James believes that there is room in the garden to invite in specialist street traders, the first of which may be a Thai pop-up. A large new play area from Little House Bristol has been commissioned. Designed on site to get the best fit for the area, it is due to be installed early in June, ready for little ones to explore. The garden benches have been restored and new trees and

James says: “The pond is looking great now that it’s restored. We emptied it and added new plants. “It’s always been an important part of the pub to have a family-friendly garden, so that it’s safe for kids to play outdoors. We have family areas set aside within the pub too and want to continue the legacy of being a family-friendly pub. “I’m excited to have a function space at the Eastfield Inn. It will run alongside the Westbury Park pub, and can serve up birthday parties galore which aren’t possible at that site as it’s so open in design. “I want people from the local residential areas to use the facilities. The Eastfield Inn is aimed at local people - I hope they come and enjoy the revamped space.”

Rubbish of decades cleared from green IF someone asked you what size skip you might need to clear Redland Green of the accumulated rubbish of decades, you would be unlikely to guess at eight cubic metres. The Green generally looks so tidy (plastic sweet wrappers and bottles notwithstanding) that the rubbish lurking around some of its perimeters might not have been particularly obvious. Yet this was the size of skip that was filled to capacity on April 29 after local residents participated in a “deep cleanse” organised by Redland Green Community Group (RGCG) and supported by Bristol City Council Parks Department. BCC Parks staff member Ben Brown brought the skip and a Kubota, or minidigger, to the green and worked with the volunteers. About 20 local residents turned out with wheelbarrows and sack trucks and a huge amount of combined energy.

Ben set to work along the path from St Oswald’s Road with the Kubota, clearing the tangle of bramble and rubbish – which prepared the way for the volunteers to clear what remained by hand. While he did that, residents set to work on removing the rubbish from the woodland by the garages. Julie Parker from Redland Green Community Group said: “Five hours after starting, the green was looking as beautiful as it should. ” Many in the area had long been vexed by an ugly accumulation of rubbish in among the trees in front of the garages at the Coldharbour Road end of Cossins Road. This rubbish had been fly tipped there two or more decades ago, and included a rusting counter refrigerator, a microwave oven, many bags of building rubble and clothes, a bed base, a bathroom hand

Some of the team basin, many concrete fence post bases and a great deal more. Julie added: “This area does not belong to the Council and while contiguous with it, isn’t part of the green. However, that technicality makes no difference to local children, for whom it is simply a play area. It was safe to conclude that as those responsible for this land have done nothing in two decades to get rid of this rubbish, they were not going to.”

Fly-tipping in the green behind some of the Coldharbour Road properties has, over some years, also resulted in a hazardous and ugly mix of rusting metal, bricks and building rubble, heavy concrete post bases, broken glass, cables, an old chain link fence, old carpet and a growing amount of litter. Medieval house open to visitors

Located in village

15th century roof timbers

Entrance

THERE is a medieval building and a small cottage next to it at the end of Church Road in Westbury next to the Parish Church. You may have wondered how old they are and what they are used for now? The House was built as part of the development of the Parish Church in the 1440s and has been used as a residence since then, making it one of the oldest residential buildings in Bristol. It has been awarded a Grade II* status by Historic England. Architecturally, this building is an important survival, as there are very few medieval ‘hall houses’ like it in this part of the country. Many of its roof timbers are intact, and the house still has its original oak front door and several 15th century doors and windows. Known locally as ‘Elsie Briggs House’ after its previous owner, this ancient building is now The

Well, Centre for Spirituality, and has been a Christian place of prayer and retreat for nearly 30 years. People of all faiths and none are welcome to spend time in this ancient building, to soak in the silence and history of the House, to pause and reflect. The House is supported by the Friends of Elsie Briggs House (registered charity no. 1064760) who work to maintain this ancient building and all that goes on in it. It is not financed or run by the Church, by Westbury Parish, or by the Diocese of Bristol. Frances Henley Lock, Warden at The Well and Catherine Richards, Chair, Friends of Elsie Briggs House, jointly state: “We would like to invite you to come and see the House and spend time here and, perhaps, to become a Friend of the House to help, in one of the many ways Friends can, to maintain

the House. We look forward to welcoming you soon, Covid-19 restrictions permitting. There will also be several Open Days later in the summer, so watch out for details of these.” If you would like to come and visit, please contact the Warden

on 0117 950 7242 or warden@ thewellcentreforspirituality. org.uk. For more information about the Friends of Elsie Briggs House, please contact the Friends on ebhfriends@gmail.com and they will send you details.

Cyclists 'fly' by to mark Dambuster Johnny Johnson’s centenary year A TEAM of cyclists completed a two-wheeled ‘flypast’ in front of Britain’s last surviving Dambuster Squadron Leader George ‘Johnny’ Johnson MBE DFM on Monday 17 May in tribute to the Dambusters raid that took place 16-17 May 1943. The 12-strong group cycled 19 miles before arriving in Bristol – one mile for each of the Lancaster crews which flew in Operation Chastise, 78 years ago. The cycle past was planned as part of the RAF Benevolent Fund’s Dambusters Ride, a 100and 56-mile cycle fundraiser which celebrates Johnny’s 100th birthday later this year. The outdoor event was opened by Peaches Golding, Lord Lieutenant of Bristol, with Johnny and a small group of guests in attendance. The cycle past, which set off from the RAFA Club in Westbury-on-

Trym, was organised by a friend of Johnny’s, Chris Della-Porta. Chris, who lives in Bristol, said: “The RAF Benevolent Fund’s Dambusters Ride is a fitting tribute to Johnny’s centenary, but as he may not be able to make it to the main event in July, we decided we would

bring the Dambusters Ride to Johnny – quite literally! This was a really special day for everyone to remember the bravery and sacrifice made all those years ago.” The Dambusters Ride consists of two key elements: a virtual ride that took place on

15/16 May, the anniversary of the raid, and a physical event taking place in Lincolnshire on 3 July. To learn more about the Dambusters Ride, visit rafbf.org/ ride and to sponsor Chris, visit rafbf.enthuse.com/pf/chrisdella-porta. The Dambusters Ride is set to raise more than £92,000 for the RAF Benevolent Fund, which supports serving RAF personnel, veterans and their families with emotional, practical and financial help. Operation Chastise was a pivotal moment during the Second World War when 19 Lancaster crews targeted three dams in the heart of Germany’s war machine. It was a risky raid, dropping the revolutionary bouncing bomb at low level, and the cost was high. Of 133 crew who took part, 53 were killed in action and three were taken prisoner of war.

Music success for Redmaids’ High School students REDMAIDS’ High School for Girls, in Westbury-on-Trym, is celebrating the success of three of its students in their ARSM Diploma qualification for piano. The ARSM Diploma is a post-grade 8 qualification, and requires students to deliver a half-hour programme of repertoire, put together according to the students’ individual musical strengths and enthusiasms. Lucy Keeley (Year 13, Distinction), Abigail Davis (Year 13, Merit) and Amy Mercer (Year 12, Merit) each study music A-Level at the school, and each already holds a Grade 8 qualification for the piano. Lucy also plays the oboe, which she has already achieved an ARSM for, and the recorder to Grade 8 standard and is going on to study music at Oxford University. Abigail holds a Grade 8 violin qualification, and Amy also takes singing lessons. All three are enthusiastic participants

ARSM students Lucy Keeley, Amy Mercer and Abigail Davies in ensembles at the school, including instrumental groups and the chamber choir. Each girl spoke of the difficulty of learning their pieces via online tuition. “It was a very demanding experience,” said Amy.

S T B O N AV E N T U R E ’ S CATHOLIC PRIMARY SCHOOL

“As the majority of my lessons were taken online, it was difficult to hear details in the music which are essential to include in the piece for a diploma, but the return to face-to-face lessons made it easier for me to iron out any mistakes and add extra

expression and depth to my pieces.” Lucy Keeley, who achieved a Distinction said she was “over the moon about the result, and feel the ARSM performance diploma is a really rewarding experience, which allows you to express yourself through the music.” Abigail found that the cancellation of A-Level exams gave her something to work towards through the lockdown, and motivated her to practise more as she worked toward the exam date. The girls played a range of music, varying from Bach Prelude and Fugue, Schubert Sonata and Gershwin. Head of Keyboard Studies at the school, Catherine Woodman, said: “Each girl performed beautifully, and it’s a delight to see such fantastic achievements in music at Redmaids’ High.”

Children at Westbury pre-school earn international Green Flag accolade AN internationally recognised award for excellence in environmental action and learning has been awarded to the children of Jack and Jill Preschool, Westbury-on-Trym. Over the course of the last year the children have worked on a range of activities to help the preschool become more environmentally sustainable and earn the Eco-Schools Green Flag. The younger children have been learning about the importance of recycling and how to reuse materials rather than send them to landfill. Amongst other things, the older children have created habitats for small creatures and made Jack and Jill a really inviting place for birds to visit. Alongside this, they have learned how to support biodiversity and how important it is for our planet.

The staff across all the rooms of the Ofsted ‘Outstanding’ early years setting have committed to achieving the Green Flag award. In 2020 alone, despite the

pandemic, the setting has saved 5,000 nappy sacks, 400 single use aprons, 700 plastic wallets, 200 laminating pouches and 6kg glitter from going into landfill!

Owner Claire Hollingdale said: “This is such a fantastic award to achieve. It shows how committed our young children are to making a better, more sustainable planet! All the children, staff and parents have contributed to getting this recognition and we are really proud of everyone involved.” Jack and Jill Pre-school has been serving the community of Westbury-on-Trym for over 30 years and has consistently been declared Outstanding by Ofsted. The Pre-school is constantly looking forward and is innovative in its approach. This award is just one part of its contribution to a more sustainable planet. n EDUCATION CLIFTON High School have announced the appointment of their new Head of Infant and Junior School, Mrs Alice Taylor, their previous Junior School Lead. Mrs Taylor graduated with a degree in psychology from Cardiff University and later completed a Primary PGCE at Cardiff Metropolitan University. She has a wealth of experience in both the state and private sector with previous experience including teaching and leading at the British School of Paris. She said: “I believe that Clifton High School is the exemplar environment for shaping pupils' intellect and wellbeing, ensuring a successful future. “My ethos is that teaching should be learning focused, and knowledge centred, with close attention being paid to skills, understanding and attitudes. Finding pupils' individual brilliance through personalising learning and teaching means taking a highly structured and responsive approach to each child; it is then that we see progression and achievement through a love for learning.'” Starting this summer term, Clifton High School has also announced the launch of its new

Clifton High Junior School set for new beginnings

outdoor education provision, Clifton High Adventure. The school has teamed up with Mendip Outdoor Pursuits, Belmont Estate and Oxfordshire Outdoors to create a bespoke outdoor education programme.

The aim of the Adventure programme is to enable skill development, rather than one-off introductory sessions – Clifton High hopes to make up for the time children have spent indoors over lockdown and to grow in

them an appreciation for the living world. Visits to the Mendip Centre will include offsite forest school, climbing, kayaking, archery, target sports, rock skills and hiking. Clifton High teaching staff will also lead outdoor curriculum enrichment such as nature studies, art and creative writing. Farm education at Belmont Estate will see children learn about nature, sustainability, non-aggressive farming, conservation, rewilding and foraging. The Infant School will take part in Beach Education, where they will incorporate the surroundings of the West coastline into their curriculum for subjects such as art, design, construction, science and drama. Innovative clean air project awarded funding DR Fiona Crawford, research fellow in transport studies at UWE Bristol, has been awarded funding for an innovative clean air project, looking at how car and van travel has changed across Bristol during different stages of the pandemic. Fiona’s project, ‘Characterising changing travel patterns in the Covid-19 era’, looks at applying methods previously used in gene sequencing, to number plates and vehicle registration data, in order to generate insights into travel behaviour during the pandemic and provide insights into the air quality impacts of changes in working patterns and shopping behaviour (e.g. increasing home working and home deliveries). The research will use data supplied by Bristol City Council,

under a data sharing agreement, and is timely with the Clean Air Zone due to be introduced in the city in October 2021. Dr Crawford said: “We are thrilled to receive this funding to help with our research. We know that there have been far fewer cars on the road during the pandemic, but what we don’t know is whether it is the least polluting vehicles that have been taken off the roads. “This research will examine how travel has changed across Bristol during the pandemic and these behavioural responses will be examined alongside the emissions standard of the vehicles involved.” The funding is part of the University of Birmingham-led Transition Clean Air Network, funded by UK Research and Innovation.

RETIREE Sarah Barnes is calling on local residents from all walks of life to join her as volunteer on-line tutors and to help ‘bridge the gap’ for the UK’s 27% of disadvantaged pupils at risk of not achieving national standards in Maths and English at SAT or GCSE level. Sarah, a former headteacher living in Southmead, volunteers with Action Tutoring – a not-for-profit charity that works in partnership with UK primary and secondary state schools. She says urgent action is needed to prevent the 18 month attainment gap between disadvantaged pupils and their non-disadvantaged counterparts from widening further as a result of the lockdowns. “Whilst exams have been scrapped for the second year running, learning is for life and not just for exams,” Sarah said. “Good standards in English and maths in particular are crucial to progressing well in further education, employment or training. “With many of us having experienced time out from our hectic lives to pause and reflect, why not do something positive for the community and sign up to join Action Tutoring as a volunteer tutor? Together we can positively impact the life chances of the 75,000 disadvantaged children that currently leave school every year without basic qualifications in maths and English.” Within the next few months the charity’s target is to build a 1,500 strong workforce of DBS-checked volunteers across the country, trained to provide online tutoring and small-group, face-toface tutoring. Action Tutoring currently partners with six secondary schools and nine primary schools in Bristol. To sign up to join Action Tutoring as a volunteer or to learn more, please email hello@actiontutoring.org.uk or call 0203 872 5894.

Mid Life Guide to Financial Freedom Do some or all of the following statements apply to you? Are you: • A business owner or senior professional? • Stretched by having to support elderly parents and your children? • Looking forward to a future where your work aligns more with your values and preferred lifestyle? If you’re over 40, and don’t want to work full-time until state retirement age, this article is for you. Whether you want to retire early or reduce your hours to achieve a balanced working lifestyle, planning (starting now) is the key to achieving this. Retirement Planning This should be your number one priority. In the same way you have a business plan, you also need a personal strategic plan. With guidance from a financial planning expert, it may entirely be realistic to bring forward your retirement or semi-retirement date by several years. But as each year passes, the retirement planning window narrows, so it’s important to act now.

Health and Wealth Retirement is made fulfilling when enjoyed alongside good health. Remaining healthy in later life is not a given, and COVID has leant a stark perspective on this. A personal health plan alongside a retirement plan can make long-held dreams of a life after work a reality. Wealth Planning You may have spent much of your working life making money. But as you get older it becomes more important to protect what you have. A combination of Wills, Powers of Attorney and inheritance tax planning can protect your wealth, to pass-on efficiently, and to whom you choose, even if you die first and your partner re-marries. To receive a complimentary guide covering wealth management, retirement planning or Inheritance Tax planning, contact Derrick Royall, Director of The Royall Wealth Partnership Ltd, on 07747 125924 or derrick.royall@sjpp.co.uk

WHILE most of us support a number of charities in our lifetime, it is perhaps not surprising that a smaller number choose to remember a charity in their Will. Clearly the priority for most is to provide for a surviving spouse or children, or to ensure that the family wealth can be passed on to benefit the next generation. However, government policy is clearly to encourage giving to charity, and a recent development in the law is intended to promote gifts to charity being made by Will. This change may also, on occasion, serve to save Inheritance Tax, or even to create a gift which literally pays for itself.

it may be possible to take advantage of this tax break. If the beneficiaries of the estate agree, it is possible to effectively amend the terms of a Will within two years of the date of death. A ‘Deed of Variation’ can be drawn up which sets out the family members’ agreed arrangements

n MAYOR'S VIEW

Second time around IT is a deep honour to have been re-elected. My thanks go out to everyone who campaigned and voted for me, encouraged, endorsed and supported me in the many ways people have. We have spent my first weeks since being re-elected planning ahead, reconnecting with city partners and our regional, national and international allies, reviewing Bristol City Council’s corporate strategy, meeting council staff, refining our city priorities and getting on with delivery. It has been a busy time. The themes we will be working to over the next three years are shaped by the following: Bristol is a city of contrasts and contradictions. We have great wealth and opportunity living alongside poverty and hopelessness. The challenge of inequality will become more significant following Covid because it’s the most vulnerable who have been hit first and hardest, and it is they who will be least well placed to participate

in the recovery. Providing quality jobs, affordable homes to underpin and inclusive economic recovery must be at the heart of all we do. This is not only an issue of social justice. Unequal societies waste talent, cost more in terms of public services and are more unstable. Building a city in which everyone has hope is in our collective enlightened self interest. We need to meet the economic challenge in the face of the climate and ecological emergencies. Decarbonising and building nature in the energy, transport, housing and other city systems we depend on is crucial. The pace and scale of change we need cannot be delivered one lifestyle decision or project at a time. This will take a wholesale city redesign. Our climate and ecological strategies set the framework and working through the City Office and One City Plan we will be able to approach this challenge as a whole city. There is great opportunity in this. Investors are looking for

n NEWS Hilary Long, chair of the Westbury-on-Trym Society, explores the origins of design behind Canford Park's sunken garden I WONDER how many people enjoying some freedom out of doors in Canford Park during this last restricted year, realised they were walking through a part of history that dates from 2,500 years ago? I refer not to tennis, football and play facilities, but to the ‘Sunken Rose Garden’ as it used to be known. I wonder also, if you know how lucky we are to have this unique example of garden history right on our doorstep - that deserves so much greater care and respect than it has received for some decades? After more than half a lifetime in Westbury, as a keen gardener, with a passion for history and fine art, the significance of its design only dawned on me two years ago when I was part of a group of volunteers from WOTSOC and SUSWOT, recruited to help dig up the old rose bushes and replace them with bee loving perennials. I had accepted it as a formal garden, typical of its 1920-30s Arts and Crafts era when Canford Park itself was opened - which it is - but only by derivation. I had not fully understood the meanings underlying its geometry with a central canal and fountain, nor the significance of the four pathways and the importance of the surrounding trees. The origins of this design come from Ancient Persia - now modern Iran - where the walled, royal garden of King Cyrius II became the model for all formal gardens through succeeding centuries. Ancient Persians had discovered a means of irrigating the cold, dry plains of their homeland, with waters brought down from the mountains by means of underground conduits or ‘ganats’. These fed ‘basins’ centred in their gardens, sloped to allow overspill of water to create fertile growing conditions. As the art of cultivation progressed, four water channels were cut to flow between flowers and shrubs - especially roses, much beloved by Persians. To keep out drying winds and desert dust, protective border walls and

Westbury’s Paradise Garden

Photo: Bill Long Cypress trees were placed around the gardens. We can add to this the Hebrew account of the Garden of ‘Eden’ - in the book of Genesis meaning a place of ‘pleasantness and ‘delight’, where the writer describes its form as having a river running through that “became into four heads”. This idea may have been conceived by a Jewish poet influenced by Persian Gardens while a captive of Babylonians, but its importance is the introduction of a spiritual context for gardens. So, a basic model and meaning for man-made pleasure gardens was already established by the time the Arabs swept across Persia from AD 637 onwards, suggesting a form for ‘Eden’ which later became interchangeable with the concept of ‘Paradise’. Gradually Arabian gardens acquired the greater formality and geometric art of Islam, but still retained freedom of planting - particularly with roses. This later form is known as ‘Chaghar bagh’- the ‘Islamic Garden’. Lastly, where does the word ‘Paradise’ originate, running parallel with the idea of a ‘Garden of Eden’ and common to both Christianity and Islam? Here we must include later Greek scholars, in particular Xenophon (C4th BC) who, captivated by accounts of enclosed gardens with orchards and flowing water, created the term ‘Paradise’ from the Persian word ‘pairidaeza’, meaning something formed or moulded to a special shape.

Thus, Greek translations of the Old Testament use the word ‘Paradise’ to describe the Hebrew Garden of Eden. It was Arabs who spread this essential blend of spirituality and form, first to Mughal India, then to Egypt and finally along the North African coast to Morocco, from whence it spread to Europe after their invasion of early medieval Spain, where today its greatest evocation is in the Alhambra palaces in Granada. Romans too were influenced by the concept of water canals and formal gardens with peristyles and hedges, while the Renaissance gardens of Italy all contain elements of the original Persian style, inspired by manuscript pictures

that eventually made their way to Europe. So popular was the essential design and the Islamic inspiration behind it, that for hundreds of years it became a familiar design on carpets and rugs - right up to the present day. Coming back to our own real world in Canford Park, can you now recognize this design with its central canal, four pathways in and out of the garden, representing the four rivers, with lines intersecting below the fountain source and a reason for the protective wall and Cypress trees around it? So how does our ‘Sunken Rose Garden’ fit into the English period of ‘Arts and Crafts’ design? - read next month about its later significance in garden history.

OW that the election cam pai is over it’s great to be bac gn k in the Voice, and of course to have been re-elected as one of you r Councillors for Westbury-on-Try m and Henleaze. Thank you to everyone who supported us at this election. One feature of campaigni ng in our area (which isn’t necessarily true across the city) is how welcoming people are. We spoke to hundreds of people on their doorsteps and regardless of whether peo ple were voting for us or not almost eve ryone was friendly and interested in local issu es. If you are one of the many people tha t I spoke to during the campaign, thank you very much for that. The election means tha t we say a final farewell and thank you to Liz Radford, who stepped down this year having been a bril-

For me personally this new Council term is very special bec ause I have been given the great honour of becoming Lord Mayor of Bristol for the coming year. If you hav e a local event or organisation that I could support as Lord Mayor, please get in tou ch (lordmayor@ bristol.gov.uk). Meanwhile work in the ward doesn’t stop. In the new Counci l term we expect to be dealing with the Cle an A4018 improvements, new Air Zone, the bus lanes, pedestrian crossings, develo pm Ursula’s and St Christophe ents at the St r’s sites and many other issues. If we can hel p you with any of C

A can didate and their election agent can make a request to the Returning Officer for a rec ount of the votes, but fortunately this was not required. Once the count was concluded the Returning Officer declared the res ult which was overwhelming.

Campaigning Prior to this was the cam paign which went really well. It was so lov ely to come and meet so many of you (on ce Covid restrictions eased) and hear you r views. For those of you I didn’t get to me et personally, it was really important tha t I could reach out to you in other ways like delivering leaflets through your door, by pho ne, in local magazines and on social media .

Harold started work as an Ophthalmic Optician in the 1930’s, years before the NHS was formed. Harold believed in quality care at an affordable price. We hold those values dear to this day. I think Harold would be proud that over 80 years later his family Opticians are very much thriving in Bristol. So how can people come and see you now? To make thorough eye care affordable, we launched low cost monthly Direct Debit Vision Plans for eye care, and also for contact lens wearers too. Vision Plan membership lets our patients access the reassuringly thorough eye care then want, when they need it. We also include accidental damage cover for their glasses bought from us as well as emergency appointments if needed too. Full details are on our website. Do you still see Children? Most definitely. As parents of young children, we’re keen to offer the thorough care our children benefit from to others too. For one child it’s just £4 per month, for two or more children in a household it’s £6 for all. We also include a pair of single vision lenses (worth £25) for each child who needs them. Your Vision plan sounds interesting, how can I join? You can telephone the practice, or book to come and see us, and we will be happy to set up your vision plan membership. Although most of us are used to Direct Debits, what about those who aren’t? If patients would prefer to pay for their eye care consultations each time they attend, we also offer a pay on the day option. Well Peter, I wish you the very best. You certainly seem re-energised by your new ways of working. As a final question, what if someone has another question? Thank you! If there’s any other questions we’re very happy to help, just email EyeCareTeam@TurnersOpticians.co.uk. This Q&A session was with Peter Turner, who is a Senior Optometrist at Turners Opticians in Bristol, and also works part time as a Senior Optometrist at the Bristol Eye Hospital.

Power of Attorney When a person makes a power of attorney, they appoint someone else to act on their behalf. The person making the power of attorney is called a donor and the person appointed to act on their behalf is called an attorney. If a person wants you to look after their financial affairs for a temporary period, they can give you an ordinary power of attorney. If they want you to look after their affairs for a long period of time, they can make a lasting power of attorney (LPA), of which there are two types: property and financial affairs LPA and health and welfare

LPA. Although a common request amongst family members, few people discuss the potential risks of agreeing to be someone’s attorney. Of course, it is understandable to want to take the pressure from a loved one but you should be aware of your legal duty of care obligations before you agree. These include: • Acting in the donor’s best interest; • Acting for the donor with the utmost good faith and wholeheartedly avoid situations where there is a conflict of interest;

• Ensuring you keep accurate records of dealings/transaction undertaken on the donor’s behalf and; • Keeping your assets separate from their own. If you don’t perform your duties, you could be ordered to compensate the donor for any losses they suffer. There can often be scrutiny from close friends and family of the donor regarding whether you are truly fulfilling your obligations. Denzil Lush, retired senior Judge says: "Lack of transparency causes suspicions and concerns which tend to rise in a crescendo and eventually explode." It is clear that any decisions you make regarding someone else’s

property and financial matters must be done with clarity and confidence to protect yourself and also your relationships. We can help you to ensure that matters are organised and simple to manage. Please call 0117 363 6212 or email richard@haroldstephens. co.uk or contact us through the website www.haroldstephens. co.uk to book your complimentary financial review. Take part in virtual Rainbow Run and support Bristol’s children’s hospice CHILDREN’S Hospice South West (CHSW) is asking people to take part in this year’s Rainbow Run Your Way fundraiser on 19-20 June. Rainbow Run has become an event synonymous with sunny days and explosions of colour. The event has been held in Bristol since 2013 but last year, due to the pandemic, the event went virtual and still proved to be a huge success for the charity. Rainbow Run Your Way is open to anyone of any ability – it’s about having some colourful fun whilst raising money for CHSW’s Charlton Farm hospice just outside the city. Participants can choose their own route, their own distance and can complete it however they wish. It’s a chance to don a bright outfit and complete the chosen distance by running, skipping, walking,

skating, or riding and having fun along the way! CHSW hopes to raise £30,000 for Charlton Farm, which currently supports more than 200 families whose children have been diagnosed with a life limiting condition. Kiley Pearce, event fundraiser at CHSW said: “We were overwhelmed by the amount of people that got involved last year. We could see from social media that everyone really embraced the fun and colour that the Rainbow Run is all about.” It is free to take part but CHSW is asking everyone to register on its website to ensure they have access to event information and free resources. If participants raise £15 or more in sponsorship they will be sent a 30th anniversary commemorative medal after the event. For more information and

Embracing kindness to all is how we'll face challenges

T

HE last few weeks have been dominated by commentary on a report by the Commission on Race and Ethnic Disparities. The commission was established partly in response to the Black Lives Matter Protest. The report itself, its approach, findings and recommendations have struggled to find any friends. The UN, also joining many other organisations, including many NHS organisations and professional bodies like the Royal Pharmaceutical Society, all distancing themselves from the findings. Many are calling it out, using less bland language; most unhelpful. As we start to navigate our way out of the pandemic, its lasting impact is

also becoming apparent. The financial implications for families and individuals – over 450,000 families likely currently in arrears due to the Covid-19 crisis. Young workers, in general, have borne a disproportionate brunt of job losses in lockdown as many work in industries such as hospitality and leisure. According to the Resolution Foundation, the UK jobless rate for young black people rose by more than a third to 35 per cent over the past year. Compared with 24 per cent for young people of Asian descent and a rate of 13 per cent for young white people. A young generation under attack. Long treatment delays for physical and mental health are also now to be tackled. Long Covid is a whole new condition to

manage. It is so easy to lose heart. I would like to ask us all to please help bring about the change so desperately needed. A recommendation every report should make is now my plea: We all must Embrace Kindness to Ourselves, Each other and the Environment that we all share and live in. I mention kindness because, in many ways, it is a universal value to grasp. Fairness, generosity will always flow out of kindness. In the last 12 months, we have seen our community excel at being kind. I also know that for most, the cost involves setting aside our own needs, even being unkind to ourselves to help others. As we all continue to face all the unwelcome things Covid-19 has brought on us, we must now

0117 9246579 18 Kellaway Avenue, Westbury Park, Bristol, BS6 7XR

become kindness advocates - a kind friend and neighbour. That friend and neighbour, you can always text, talk with and seek help from. This will help us respond correctly and on time to the challenges ahead, improving our own contentment, also health and wellbeing for all.

n NEWS PLASTIC pollution campaigning organisation City to Sea has teamed up with environmental research organisation Darwin200 to embark on a 13 week voyage, circumnavigating the UK for a UK wide expedition to understand the distributions, abundances and sources of plastic around UK coastal zones and Marine Protected Areas. A key focus for the expedition, the first of its kinds, will be sharing the findings of the research to reconnect the public with the issue of single-use plastic in UK waters, highlighting the incredible eco-systems and marine life we have here in the UK. City to Sea and Darwin 200 plan to create “the world’s most exciting classroom” by live broadcasting the voyage to the public and to schools around the UK, sharing first-hand observations of what plastic is being found on our coasts and the potential impacts it is having on marine life. Setting sail from Folkestone on May 17, and arriving into London on August 13, the ship will be charting a unique course,

taking in some of the UK's major ports and most remote and uninhabited islands. The ship is expected to arrive in Bristol on June 3, subject to sailing conditions. The voyage arrives in Glasgow, the host of COP26, to mark World Refill Day on June 16. World Refill Day is a global public awareness campaign to prevent plastic pollution and help people live with less waste. Exploring such remote

locations will allow the research team to better understand the scale of plastic waste in UK waters, and the types of plastics are most commonly found. The research will also collect samples that will report on the impact of plastics in places that are uninhabited by humans, but provide vital breeding & feeding grounds for birds and marine mammals, many of which are under threat. The voyage will be undertaken on a tall ship – the 45m long ‘Pelican of London,’ which is modelled on Darwin’s own HMS Beagle, and equipped with a floating laboratory to study a range of conservation and wildlife subjects. Other research topics on the voyage will include a marine macro-fauna survey around the UK (recording key information on whales, dolphins, bluefin

tuna, sunfish and basking sharks), as well as a UK-wide seabird survey. Stephanie Lavelle, plastic researcher and Project Director of Sea Sanctuaries Trust, who is leading on the research for City to Sea said: "I’m thrilled to be part of this expedition to survey the abundances and distributions of marine litter around UK coastlines. We’ll certainly expect to see high numbers of PPE and other single-use plastic items, but I’m also interested to understand how much derelict fishing gear we find and to take sediment samples to investigate if microplastics are accumulating in these seabed habitats.” Visit www.citytosea.org.uk/ to follow the progress of the voyage and interpret data generated in real-time and beamed live from the ship.
