B&NES council tax rises by nearly 4% THE amount you pay Bath and North East Somerset Council is set to go up by more than £55 in 2020/21. Authority bosses say they are investing in key priority areas like tackling the climate emergency and delivering more affordable housing. The biggest single sum in the budget for 2020/21 is the £18.3 million cost of implementing Bath’s clean air zone, and for mitigating the impact it will have on residents and businesses. The council expects central government to fund it in full but as yet that is unconfirmed. This and other projects will be funded by a 3.98 per cent jump in council tax – half of that sum will go on council services, with the rest ring-fenced for adult social care. The average band D property will pay £55.76 more than last year, equivalent to £1.07 extra per week. As well as increasing council tax, the authority also hopes to bring in extra income. Budget papers say it will rent out spare office space to net another £270,000, and it wants to squeeze another £900,000 out of its celebrated museums. Bath’s famous spa waters could net it another £20,000. Spending in the budget also includes: l £323,000 for the climate emergency team so the council can ensure the whole district is carbon neutral by 2030 l £100,000 more for street cleaning, and £140,000 on litter

enforcement – council leaders have previously hinted that the private sector “litter army” contract will not be renewed l £42,000 for “stronger and more widespread” action on empty homes l £25,000 to review planning guidance on homes in multiple occupation to ensure communities are sustainable l An additional £25,000 for parks services for in-year pressures like grass cutting l £60,000 to support the council’s tree and woodland strategy and tree planting l £152,000 to support domestic violence and abuse services l £119,000 to improve accountability, openness and engagement with local residents And, after cabinet leaders voted to ban boaters from mooring at Mead Lane in Saltford, the council is spending £35,000 to survey the damage that has been caused to the riverbank. The council is planning to make savings totalling £4.8 million by reviewing health and care contracts and changing how it works in several areas. l Last month, the Voice reported that Keynsham Town Council had voted to increase its council tax precept by two per cent from April. Man exposed himself POLICE are appealing for witnesses following a number of indecent exposure incidents in Keynsham. A man has been seen acting indecently while sitting in a vehicle parked in different locations near the train station. PC Steve Carey said: “We’ve received a number of reports in the past couple of months about a man exposing himself as commuters pass by early in the morning.

Inherent with the syndrome comes the vast array of health issues that he is likely to face in the future. “Jack is a lovely, caring little boy, and although he has his struggles, he has the biggest of hearts and is loved by everyone - none more so than by his big sister Mya, who is aged seven. “Mya is a bright and outgoing little girl who has seen Jack at his lowest times. She really hates seeing her little brother in distress, or when he has to go into hospital. Mya loves her little brother and is very protective of him.” With the money raised, the couple aim to make a sensory/therapy room at home for Jack. This will include soft flooring, calm lighting, a projector, mirrors and sensory toys. “When Jack is unwell due to refluxing or bowel issues, this can result in him losing all mobility. We are trying to make a completely safe, calm and comfortable room especially equipped for him and his needs.” Among those supporting the appeal are Eveleighs estate agents in Keynsham. As well as giving £250 towards the sensory room, they plan to donate £50 for each new property listing in March whose sale is successfully completed. So far, a GoFundMe page called ‘For a brave little trooper’ has raised more than £1,000 for the sensory room. Moorings at Mead Lane, Saltford, have been the focus of clashes between residents and people in houseboats

Our homes and our safety LIVE-ABOARD boaters fear it is only a matter of time before an accident happens following the decision to remove “lifeline” moorings from the River Avon in Saltford. After years of clashes between Mead Lane residents and people in houseboats, council leaders agreed to take away the two-week and 48-hour moorings amid concerns for the structure of the riverbank. Boaters claim they will have no choice but to moor in unsafe locations and risk losing their homes. But villagers said it was a “major blunder” to allow mooring in Mead Lane after a six-figure sum was spent shoring up the riverbank. Laura Darling, who lives on a boat with her young son, said: “I had to leave the marina because I was pregnant. It feels like there’s nowhere left for me to go. “This is going to have an impact all along the river. I’m worried about vulnerable people. “I wouldn’t go on the river at this time of year. The conditions can be scary. More people are going to have to moor further down the river, where it’s more tidal. “Boats can sink there quite easily. There’s a possibility of people losing their homes. It’s only a matter of time.” She added: “Until recently, the Mead Lane residents said they wanted to get rid of boaters because of antisocial behaviour. We’ve had a lot of verbal abuse, disgusting things, just because we live on boats. All of a sudden they’ve pulled out a structural survey.” Growing numbers of boaters started using the site after a six-figure sum was spent in 2005 stabilising the riverbank in Mead Lane, sparking complaints about unregulated mooring. Animosity between residents and boaters escalated in 2017, when Bath and North East Somerset Council trialled a number of mooring points that allow users to stay for up to 48 hours or as long as two weeks. Opponents said it was a “failed experiment” that ignored proper processes and residents’ views from the outset. Saltford Environment Group chairman Phil Harding said details of the 2005 structural works only re-emerged when he was handed

He said the road, the only access to a sewage treatment plant serving thousands of Bath homes, was at risk of collapse and a sewage pipe could fracture if the damage continued. Mr Harding added: “The council made a major blunder allowing the moorings. The riverbank was never designed for boats. It wasn’t managed and got out of hand. “The boaters are in denial if they’re ignoring the facts. You shouldn’t moor boats there.” The Saltford Environment Group hopes the riverbank can become a nature reserve. The arguments convinced B&NES cabinet members, who voted to remove the moorings. The council will commission a structural survey of the river bank to allow an “informed decision” on the long-term use of the land. Next year’s budget includes a £35,000 allocation for the survey. Calling for the moorings to be removed at the cabinet meeting, councillor Paul Crossley said the council must look along the riverbank for alternative sites for boaters and ensure their needs are met. are now at risk, say ousted boaters for homelessness charity Julian House and lives on a boat herself, said: “It’s important we have conversations about alternative provision soon so we have some assurance about what the options are. “The challenge historically is that the majority of the River Avon is privately owned. That’s why Mead Lane was such a precious resource. The issue will be displaced.” She said a solution is needed by the spring, because that is when the river will be navigable and people will be on the move. Councillor Crossley said: “Officers are currently working up plans to implement the decision taken by cabinet. “Among these plans is the need for a specialist structural survey to establish the condition of the riverbank to see if it is suitable for moorings to continue. “We will be doing further work to look at moorings along the river, taking into account weather conditions and safety of boaters who need to move on to alternative locations, to explore what alternative provision can be made. “We have a very good working relationship with the Canal and Rivers Trust and will be working with them to monitor any potential displacement.”

The flea treatment you receive as part of the club is prescription only, meaning only vets can give these out, and they can advise you on the correct procedure for applying the treatment. Fleas can become immune to the chemicals in flea treatment products. Also, flea treatments you can buy over the counter, in pet shops and supermarkets, is not as effective as prescription-only treatments and can cause toxicity to your pets. It’s important to worm your pet frequently. Lungworm is found in slug and snail slime and is fatal to pets. If a child gets roundworm in their eyes, it can make them blind, and roundworm is found in the faeces of pets. The worm treatment you receive on the Pet Health Club lowers the risk of your pets having lungworm, roundworm, tapeworm, hookworm and whipworm. You can have Pet Health Club membership for as many pets as you want. For every additional pet added to the scheme, you pay £1 less per month per pet. The council is supporting B&NES Council’s ambition to plant 100,000 trees by the council elections in May 2023. And it is now asking residents to identify areas in Keynsham which they think could support tree planting. Relief as airport expansion rejected CAMPAIGNERS in Keynsham have welcomed the news that Bristol Airport’s expansion plans have been thrown out. The scheme – to boost passenger capacity from 10 million a year to 12 million - has been rejected by councillors. It would have involved building a covered pedestrian walkway at the front of the building, more parking spaces and changes to the road layout on the site. It received 8,800 objections from the public and 2,400 messages of support. North Somerset councillors voted to reject the proposals on the grounds that the claimed economic benefits would be harmful to the environment. The decision has been praised by Keynsham resident Richard Prior, who organised a public meeting in the town in December so residents could hear about the impact of the airport’s plans. Mr Prior said: “I am relieved and delighted with the result. “Clearly this reflects the new reality we're living in, where climate change has to have a significant impact on all decision-making, especially with big business. “The government's modest 2050 goals are not going to be met unless there is a radical reduction in the airport’s plans. We need to

Concerns were voiced at the Keynsham public meeting about noise and air pollution that would be caused by extra flights, as well as the effect of extra car journeys to and from the airport. Mr Prior told those attending that the airport was big enough and should not get any bigger. In January, protesters staged a march through the centre of Keynsham to further highlight environmental concerns about the proposed expansion. Bristol Airport chief executive Dave Lees said they would reflect on North Somerset Council’s decision and consider whether to appeal or submit fresh plans.

It's time to ensure your garage is secure

here have been a few incidents of note recently that have been concerning. These include garage break-ins, mainly in blocks that are not overlooked. These secluded locations are generally poorly lit with minimal additional security, making them an ideal target for offenders. If you have a garage in a block, please check its security measures. If you store something of value, question whether your security measures are adequate. This month Lawrence, one of our crime prevention advisers, visited Project 67 on Queens Road with our Sheducation display to advise about additional security for sheds and garages. These are happening all over the force area and are being committed by travelling thieves who can steal them in minutes. They come armed with a

to combat these offences. Will we ever totally eradicate them? Probably not. But we are doing our bit to reduce them through education and enforcement. We are also waiting for some additional traffic-calming measures which should help to reduce offences in one of our problem hotspots. n We have had concerns raised about cold callers attending addresses and being quite forceful in their sales techniques. If someone comes to your door trying to sell a product or a service, they should have ID clearly displayed with a name and the company they represent. If they are selling goods, they should have a peddler’s licence granted by the local council. This enables us to know who is in what area and is allowed to sell items. Salespeople will often alert us to the fact that they are selling in a location in case we get concerned calls. If you are not happy with cold callers then challenge them. Do not buy anything you do not want

and if the price does not seem right then say no. If they are selling service, you should be advised of a cooling-off period. This is a length of time for you to consider the deal on offer and whether you want to proceed. If you’re not happy and it doesn’t seem right, call us on 101 to come and check what is being offered, or speak to a family member to see if they think it is reasonable. n A serious traffic collision was reported the other Saturday on Bath Hill, which resulted in the road being closed for some time. Concerns were raised after a youth on a bicycle was struck by a vehicle. Emergency services were on the scene quickly, with the air ambulance. Prostate cancer: What you need to know Prostate cancer has recently benefitted from increased visibility due to highprofile figures, such as Stephen Fry and Elton John, opening up about their diagnosis and life after treatment. Resident urology consultant surgeons and oncologists from the Bath Prostate Centre at BMI Bath Clinic explain what men should know about prostate cancer and how new technology is increasing the safety of prostate treatment. What is prostate cancer; is it really that common? Around 130 men are diagnosed with prostate cancer every day in the UK¹. It tends to affect over 50s, although younger men can get prostate cancer too. Only men have a prostate. It’s a gland that’s normally the size and shape of a walnut, and it sits below the bladder and around the urethra – the tube that men pass urine and semen through. In some cases, the cancer is aggressive and can grow quickly. It can also spread to other body areas, most commonly the bones or lymph nodes. A family history of prostate cancer; and certain other cancers, can increase the risk. Whilst age and race are well-established links also, there is emerging evidence about risks that may be lifestyle related. What are the symptoms? At the Bath Prostate Centre, we offer a prostate assessment clinic to get to the source of associated symptoms quickly. These can include difficulty or a frequent urge to urinate, signs of blood in urine or semen, painful ejaculation and urination and problems gaining an erection. Not all these symptoms mean a man has cancer, which is why careful assessment is advised. Finally, some men do not have any symptoms but are concerned about their risk of cancer or know someone with prostate cancer. Our specialists can discuss the need and value of PSA or other testing. How is it diagnosed? Often, the first test will be physical, where the physician uses a gloved finger to assess any abnormalities in the texture, shape or size of the gland. A blood test may also be recommended, looking at the level of PSA, a substance that’s naturally produced by the prostate gland.

If an abnormality is discovered, you may be referred for additional tests. This could include an ultrasound probe to create a picture of your prostate gland, or an MRI scan to identify suspicious areas of the prostate that require further evaluation. There has also been a great deal of research into other tests that may be relevant to a small number of men. It is possible you will be offered a prostate biopsy, where small samples are taken from your prostate with a needle, to examine it for disease. If cancer is confirmed, a pathologist will determine how aggressive it is. A scale called the Gleason grade is used to rate the degree of aggressiveness (from 6 to 10 where 6 is the lowest risk prostate cancer). How can it be treated? The treatment options available to you will vary depending on a huge number of circumstances such as how far your cancer has spread, how quickly it is growing and other factors such as your health. When prostate cancer is detected at the earliest stages, there are three treatment approaches. This may include regular checkups and PSA tests for ultra-low risk cancer, while for higher-risk cancer that has not spread, you may be offered minimally invasive surgery or carefully planned radiotherapy. Surgery seeks to remove the prostate in its entirety. External beam radiotherapy involves targeted radiation to the prostate to kill cancer cells. The goal is to minimise the risk of the cancer spreading. Your specialist can help you to choose the treatment most suited to you, including any novel treatments. If your prostate cancer has already reached a more advanced stage, you may be offered alternative treatment options such as hormone therapy or chemotherapy. What’s new? Are there ways of reducing the risks associated with treatment? Radiation therapy Prostate is effective in targeting and Space OAR treating prostate cancer, but as with any procedure there are potential side effects. These High Dose Region can be mild and Rectum go away on their own, but for some patients they can last for years after treatment is completed and profoundly impact quality of life. Side effects can include rectal pain and bleeding, chronic diarrhoea, urinary urgency/leakage, and erectile dysfunction. To potentially reduce these side effects after treatment we are delighted to offer an innovative treatment named SpaceOAR Hydrogel. What is SpaceOAR Hydrogel? Discount delights for local shoppers by Keri Beckingham A NEW scheme has been launched to offer local people discounts at certain independent businesses in Keynsham and Saltford. Theresa O’Reilly lives in Keynsham with her two young boys, and came up with the idea for the ‘I Heart Local’ discount scheme at the end of last year. She was inspired as a result of her previous role in HR, where she created employee benefit schemes, and started by trying to speak to local businesses about her idea and visiting local networking groups. After receiving an overwhelmingly positive response, Theresa says the scheme started to take off one step at a time and didn’t stop. Local businesses that have already signed up to the scheme include Angela Rose Holistic Therapies, B Block, The Crown Inn, and Hair & Beauty Boutique. Commenting on the scheme, Theresa said: “When I was researching it, I looked at similar schemes in other towns across the UK and discovered there are lots of communities already doing this. So I took the idea and ran with it, and have done everything myself while on maternity leave. “Since having children, I’ve spent a lot more time in the local area and realised what a great place it is to live and bring up a family due to all the facilities, shops, dining options and activities we have available in our growing town.

Cyclists and walkers first! CYCLISTS riding the wrong way down oneway streets and pedestrians given priority over vehicles pulling out of side roads are among a raft of ideas in a £400 million vision for getting the region active and out of cars. The West of England Combined Authority (WECA) wants to know what residents think of its walking/cycling strategy, which includes a wishlist of dozens of walking routes and cycleways. It has launched a public consultation into the infrastructure plan, which is the first step to WECA securing funding to make them a reality. The blueprint, published along with a separate bus strategy, will fit into the latest version of the Joint Local Transport Plan for Bath & North East Somerset, Bristol, South Gloucestershire, North Somerset, which was launched recently. It incorporates detailed schemes being developed by each of the four councils, including pavements replacing some car parking spaces, revamped road layouts with new signal crossings, wider paths alongside narrower roads, and new CCTV and lighting. The proposals also envisage new 20mph zones in Keynsham as well as other parts of the region. The plan says the money would come potentially from government grants, developers and WECA’s own devolved budget.

It lists a huge array of design options for the projects, depending on what is feasible for each, including continuous footways which stretch across the mouth of side junctions to give pedestrians priority over vehicles trying to join main roads, as well as cyclists if there is an existing cycle lane. Another idea is contraflow bike routes where cyclists are allowed to travel in designated lanes against the flow of traffic on one-way streets “which may or may not have some other form of physical protection or by using signing only”. Mandatory cycle lanes are being considered, which operate similar to a 2+ car-share lane at certain times of the day and have a solid white line that cars are not allowed to encroach. Zebra crossings for cyclists parallel to pedestrians are another suggestion, as are “lowtraffic neighbourhoods” — residential streets where through-traffic is removed or reduced to support walking and cycling. As the Voice went to press, Keynsham Town Council was planning to hold a public meeting to discuss the implications of the consultations on Monday March 2 in The Space at 7pm. Further details were to be advertised on its website and social media, once speakers had been confirmed. The town council believes it is vital to ensure practicable and popular alternatives are provided to replace local car journeys to ensure future sustainability. As well as the WECA consultation in respect of local transport, Keynsham Neighbourhood Development Plan and the town council will start a major piece of work in late spring addressing how people move in and around Keynsham and how they want to do so in the future. The survey will ask residents and commuters what type of transport options and improvements they would like to see in the future to reduce the number of car journeys to, from and through Keynsham town centre. These might focus on connectivity to the railway station, Park and Rides, and the through buses to Bristol and Bath.

We're cut out for half marathon challenge! A KEYNSHAM barber is teaming up with one of her clients to run in the Bath Half Marathon. Helen Walker, manager of Blades in Temple Street, will join veteran fundraiser Colin Hale on Sunday March 15 when he takes part in the event for the 35th time. She said: “I have been a keen runner for years, but I have decided the Bath half will be my last roadrun event. I run off-road now with my dog and cover lots of ground in and around Keynsham, where I live. However, I will be dusting off my on-road trainers to join Colin in his 35th Bath half.” Colin, from Willsbridge, has been raising money for various

charities over many years. He has taken part in London marathons and numerous 10K runs, but the Bath event is a particular favourite because of the “amazing” support runners receive from spectators. At this year’s event, he will be raising money for Bristol Children Hospital’s Grand Appeal. Helen said: “We shall be wearing Wallace and Gromit vests to support the charity, and there will be a charity box in Blades should anyone wish to donate.” Colin, a self-employed gardener and decorator, said: “I would like to thank all those generous people who have supported my different charities since I started in 1985.”

AN EVENT to advise residents what they can do to help protect the environment is to be held in Keynsham. The Environment and Climate Showcase has been organised in response to the climate emergency declared by the town council. There will be a wide variety of exhibitors at the showcase, which will run at The Space (above Keynsham Library), on Saturday March 14, 10am-2pm. As part of the event, the Keynsham Repair Café will be running their monthly repair session in The Space. We're not just for the old and disabled A CHARITY that provides transport to those in need is aiming to raise awareness of its services. Keynsham and District Dial a Ride was set up and is managed by volunteers. Since its inception in 2003, it has grown to meet the needs of the community, connecting people to friends, family and services. But a survey carried out at the Keynsham Festival revealed that many people believe the service is available only for old people or those with disabilities - which is not the case. For example, a car driver might suddenly become unwell and be temporarily unable to drive, making it difficult to get to medical appointments, or even do shopping and meet friends. Choir's hits from the Royal Albert Hall KEYNSHAM & District Mencap Choir treated residents at Abbeyfield’s retirement house to songs from the choir’s 2019 performance at the Royal Albert Hall. Abbeyfield team members and volunteers of the house in Westbourne Avenue, Keynsham, joined residents for an hour of songs from across the decades, including When the Saints Go Marching In, Cyndi Lauper’s True Colors and George Ezra’s Budapest. The arrangement also included songs learned by the group at the Music Man Project workshops in Keynsham, such as Peace and Hope and the National Music Man Project charity single from its album, Music is Magic, which recently topped the Amazon Broadway chart. The project, a music group for people with a learning disability, is one of 10 groups run by Keynsham & District Mencap Society. “Musical opportunities should be accessible to everyone and it’s wonderful to be able to welcome the choir from Keynsham Mencap into our house,” said Abbeyfield House manager Charlene Fleck. “In one way or another, music is special to all our residents, but elderly people don’t have access to live performances very often. It’s been a really special morning.” The group of adults from Keynsham & District Mencap attend weekly Music Man Project classes led by music graduate Naomi Tarrant. Last year, the choir took part in Music is Magic, a charity concert at the Royal Albert Hall that featured hundreds of musicians with learning disabilities from across the UK. Mencap’s Laura Jeffries said: “We are always looking for performance opportunities for our special musicians, and to be able to bring some of the songs we performed at the Royal Albert Hall to local residents was wonderful.”

CHANGING FOR THE BETTER with Transition Keynsham

The tree is our friend in so many ways

T

HE humble tree is a superhero of the natural world. Ever since we inhabited the earth, trees have provided shade and protection, food and medicine. As the world’s civilisations grew, we cut them down in industrial quantities to create farmland and build houses. Some places never recovered, like Easter Island, whose inhabitants cut all their trees down, leading to soil erosion and the collapse of farming, leaving the island uninhabitable. Now we’re rediscovering trees’ superhero status. Doctors say that being among them can improve people’s mental and physical wellbeing. They prescribe ‘forest bathing,’ encouraging patients to sit in a forest or wood and practise mindfulness in nature. Trees are superheroes in the fight against climate change too. Scientists have found that planting billions across the world is the biggest and cheapest way of taking

Avon Needs Trees aims to reforest land with suitable native trees C02 out of the atmosphere to tackle the climate crisis. As trees grow, they absorb and store the CO2 emissions that drive global heating. A worldwide tree-planting effort would remove two-thirds of all human-generated

emissions from the atmosphere. We’d still have space to grow food – the researchers excluded farmland and urban areas in their assessment of where and how these billions of trees could be grown.

In Keynsham we can enjoy the benefits of walking in our community woods, but we could still do more to increase the number of trees in the world. Every one of us with a garden could plant more native trees that support wildlife. Housing developers could be made to plant them too, and our town council could identify suitable public spaces for more trees. KEYNSHAM AND SALTFORD LOCAL HISTORY SOCIETY

Rich seam of coal mining history

W

ithin ten miles of Keynsham there were once several established areas of coal-mining, with the North Somerset coalfield to the south, the Kingswood/East Bristol coalfield to the north and a significant mine at The Globe at Newton St Loe. But on a smaller scale, there were deposits of coal to be found much closer to Keynsham and in earlier times, when it was economic to work these, some were exploited commercially. It seems unlikely, though, that anyone ever made any significant money from these operations. The best documented local mine was that in Charlton Bottom, close to Stockwood Vale. In 1781 an advertisement was placed in Bonner & Middleton’s Journal for the sale by auction of the “Charlton Bottom Coal Work”. The enterprise was described in detail and included a “Fire-Engine in good repair” (this was the name given at the time to a steam-driven pumping engine) and three veins of coal were said to be worked. We have no record of when this mine fell out of use, but the remains of the engine house are shown on the photograph taken in 1964. When these were cleared away in 1969, a shaft 150 feet deep was uncovered. Reference to the mine has also survived in the name of the track up to Queen Charlton, which is called Engine House Lane. Where this track crosses the stream, one can still see some lengths of tramway rail, which are evidence of industrial activity nearby. In the Chew valley there were

The remains of the engine house in 1964 several small pits close to Chewton Keynsham. Spoil heaps were still visible near the church in the 1960s and it is believed that coal from this pit was being moved to Bristol by boat about 1800. Moving closer to the River Avon, the Bridges family granted coal

mining rights in 1708 and George Bridges sank abortive shafts in 1730 near Hick's Gate. The Humpty Tumps area close to the railway probably arises from mining waste and this is very close to the Avon Ring Road. When this was being constructed in 1992,

Agreement reached over increase in policing cost

L

AST month, the Police and Crime Panel backed my decision to increase the policing part of the council tax by £10 a year – less than 84p a month – for the average band D household. The decision follows a public consultation with local people who said they would support an increase in the precept. I was pleased that the Panel supported my decision but I am always conscious that any increase in household bills is felt by local people. I never take the decision to raise the policing part of the council tax lightly. It continues to be a priority of mine to put victims first and this increase means we can invest in an additional 75 police staff investigators who will help improve outcomes for victims. It

has never been more important to me to ensure victims have a voice and feel encouraged to come forward and speak out. Concerns have quite rightly been growing across the country as we hear of more young people becoming involved in serious violence. The additional funding will also go towards maintaining the 15 additional PCSOs who are working closely with local schools. This work allows the police and partners to capitalise on opportunities to intervene early to prevent the harm that such violence causes to young individuals, families and communities. We need to make sure we are doing everything we can to stop young people becoming victims of serious violence and the Panel’s decision to back the increase will help this

on-going work. Child Sexual Exploitation (CSE) awareness day is taking place this month. CSE is a form of child abuse in which victims are manipulated or forced into taking part in sexual activity often in return for attention, affection, money, drugs, alcohol or accommodation. Victims of CSE are extremely vulnerable and many do not recognise that they are being exploited. We can never underestimate the damaging effects such a crime can have on victims. In order to tackle CSE for good, we need long term and consistent support to help children to survive and recover from their experiences. The police, educators, healthcare professionals and charities need

Retirement village is set to grow THE St Monica Trust is set to expand its retirement village at the Chocolate Quarter after buying more land. Half an acre of brownfield land at Somerdale in Keynsham has been acquired from Taylor Wimpey for an undisclosed sum. Alder King’s planning team and KWL Architects have now been retained to secure planning permission for a scheme of about 36 retirement apartments. The team has already consulted Bath & North East Somerset Council to inform the planning application, which will be submitted later this year. Ben St Quintin, partner at Alder King, said: “The St Monica Trust has created a unique and hugely successful mixed-use development at the Chocolate Quarter, with assisted living apartments, a care home and an impressive range of retail and leisure facilities which are open to the local community and wider public.

The St Monica Trust wants to build more retirement apartments at the Chocolate Quarter “This off-market transaction now provides the trust with the scope to expand its retirement living provision, and we look forward to playing our part in bringing

How to handle our Roman treasures

HOW many primary schools, when studying Roman Britain, can go to their local library to touch ancient Roman artefacts and walk over a Roman floor found in their town? Mosaics and other finds from two Roman villa sites in Keynsham were stored out of public view for many years. Now a new free resource, Keynsham Roman Handling Kit, has been developed by educational archaeologist and Keynsham resident Rachel Shaw. Local schools and other interested groups can book and use this resource at Keynsham Library/ One Stop Shop. The kit is designed for self-run activities and is suitable for use by all ages from seven upwards. Keynsham Library also has on permanent display internationally important mosaic floor panels under glass in the floor. These and the other artefacts were discovered by archaeologists in the 1920s in Keynsham Cemetery and at the Somerdale site. Many people helped Rachel in the creation of the Keynsham Roman Handling Kit. Special thanks are due to the members of the former Keynsham Heritage Trust who worked for many years to ensure that aspects of Keynsham’s Roman and medieval heritage were made available to all residents. ast month, we told you that the In Bloom Group was nervously awaiting the outcome of their grant submission for Pocket Park funding to refurbish the small park at the top of Avon Road, transforming it ready for South West In Bloom judging in July. Unfortunately, we have heard that we were unsuccessful in our bid to the Ministry of Housing, Communities and Local Government. This was despite our application (which was one of 373 submitted) being considered as a very good quality bid. Numerous local groups, including Keynsham Wombles, Mencap, the Scouts, the local Twinning Group and Keynsham Youth Service, had previously pledged support in kind for this project, so we have decided that if we can raise funds by alternative means, we want to complete this project and dedicate the park in memory of Denise James. To undertake all parts of the project planned, we need to raise donations in the region of £9,000 and are asking local businesses, organisations and individuals to support this cause. Grants for groups that help our town ORGANISATIONS whose work benefits Keynsham can apply for money from the town council’s annual grant awards scheme. The council will consider applications from properly constituted clubs and societies; voluntary bodies and associations; non-profit making organisations; and charitable bodies. To qualify, applications must demonstrate a direct benefit to the Keynsham town area, or any part of it, or all or some of its residents. The main aim of the scheme is to support new events, projects or items in the town, and the maximum payable to any organisation will be £1,000. In addition to the £20,000 set aside each year for community grants, the council is allocating a further £10,000 to support environmental projects that will have a direct benefit to the area. Application packs will be made available from April 1 to May 1, and the closing date will be May 15. Applicants will be notified of the grant committee’s decisions on June 3. And on July 15, there will be a grants presentation evening in The Space, above Keynsham Library.

Caring Chicks keep knitting to support hospice MEMBERS of the Keynsham Chicks knitting group visited Children’s Hospice South West (CHSW) on its monthly open day to present the charity with a cheque for £1,426. The group is dedicated to raising money for CHSW’s Charlton Farm hospice, which supports families from the local area whose children have been diagnosed with life-limiting conditions. These funds bring the total raised by the group to more than £11,000 in three years. The women from Keynsham and the surrounding area are well known for producing beautifully knitted chicks which they stuff with Easter eggs. also sell the knitted goods on their behalf. Frances Kenneally, Community Fundraiser at CHSW, said: “We are so grateful to the Keynsham Chicks for their enthusiasm and hard work in fundraising for our charity. “The results have been tremendous and we’d like to thank all the members of the knitting group for their dedication, particularly Margaret Thompson, who puts in

a great deal of work as co-ordinator. “It was our pleasure to show the ladies the facilities we have here at Charlton Farm and to show them the difference their fundraising makes to the families we support.” Charlton Farm opens its doors once a month, and tours of the facility should be booked in advance. A life of devoted to birds, moths and other wildlife ROGER Palmer was best known for his birdwatching around Keynsham over many years and regular weekly visits to Chew Valley Lake. His annual holiday destination since 1990 was the Isles of Scilly for its bird life. He was interested in a wide range of wildlife, including moths, of which he recorded more than 30,000 of 370 species that turned up in his bathroom, attracted by the light he left on, some being new to Keynsham. Fishing by the River Chew was also a favourite pastime. Roger played his part in the floods of 1968, helping to rescue people trapped in their houses and cleaning up afterwards. He worked as an MoD engineer, and being made redundant in 1987 presented him with the opportunity of a

lifetime. He went on to become a postman - an early start meant the rest of the day could be spent birdwatching. He died in January aged 83, a few days after falling into the River Chew while out walking. He will be remembered as always cheerful and keen to talk about birds and wildlife, uncomplaining and kind, with never a bad word about anyone.

very term-time Tuesday morning, two Baby Bounce and Rhyme sessions take place in Keynsham Library. I’m lucky enough to lead these on alternate weeks, turning up with my guitar to sing traditional nursery rhymes, plus some new ones (like Baby Shark!) The toddlers join in, while the babies bounce to the rhythm. I love these sessions, but someone might ask whether this is a good use of a church minister’s time. My response is to say that Jesus was probably asked the same question by his disciples that occasion he shelved an adult teaching class in favour of spending time with the kids some parents had brought for a blessing. “Let the little children come to me,” Jesus told

In his poem Waking with Russell, Don Paterson credits his baby son with rescuing him from a mid-life crisis. On waking one day to his infant’s smile, he writes: “I pitched back not my old hard-pressed grin / but his own smile, or one I’d rediscovered.” The true path had been lost, he tells his son, until “…you cut in front and lit it as you ran.” This is what children offer us – a new passion for life – if only we can become childlike enough to receive it. So, maybe singing Wind the Bobbin Up on a Tuesday morning is actually one of the best things a church minister can do with his time!

A RETIRED teacher has started a new career as an artist. Lynette Bower, who lives in Oldland Common, was born in Keynsham and has lived in the area all her life. She has just finished these two acrylic paintings of the former Cadbury’s building, now home to the

Council takes control of care ADULT social care services are coming back under council control in Bath and North East Somerset after a protracted pay dispute. Sirona Care and Health announced in September it would be handing back the contract for three residential care homes and five extra care housing schemes. It said the ongoing provision was financially unsustainable after facing repeated strike action by staff. Jobs and the care provided will not be affected when the services come back under the control of Bath and North East Somerset Council from September 1. John Drake, the regional organiser of the Unison union, said: “Unison has been campaigning alongside care workers in Bath to call for their service to be brought back under direct council control following the dispute we had with Sirona in 2018.

“This decision by Bath and North East Somerset Council is the correct one and we will work closely with the council to ensure continued quality of care for both residents and staff. “Unison believes that all adult social care should be adequately funded and run by local authorities who are best placed to plan and deliver care services in their area.” Unison supported Sirona staff through months of strike action in a dispute over their pay conditions. The firm said it had to make savings to ensure it lived within its means as it asked staff to move from paid to unpaid breaks when they work more than six hours. It and the council said in September they were “saddened” that the contract was being terminated, because the services were a key part of the not-forprofit social enterprise since it formed. They said in a joint statement

In July, Sirona was confirmed as the single provider of adult community health services across Bristol, North Somerset and South Gloucestershire.

he recent floods, caused by Storm Ciara and then Dennis, have wreaked havoc across the country over the past few weeks. Lives have been lost, villages and towns are under water, properties and possessions are gone. This week the Government has issued six flood warnings with the severity indicating that there could be loss of life. Moreover, an additional 147 flood warnings anticipating immediate action have been announced, as well as 184 general notices of likely flooding from Aldingbourne and Barnham Rifes to Witham, North Kevesten. The warnings have extended to rivers in the United Kingdom (UK) - in York, the River Ouse has reached over 14 feet above its normal level. When interviewed, Dave Throup, Environment Agency manager for Herefordshire and Worcestershire, said: “This is not normal flooding, we are in uncharted territory.” Mr Throup’s comments

are pertinent, not only for understanding the extent of the current crisis but, importantly, for the long term, which is why I am pleased to hear that the Environment Secretary, George Eustice, has allocated £4 billion for the next five years to deal with the consequences of extreme weather and measures to forestall it. We have been fortunate in North East Somerset on this occasion to avoid the level of devastation that so many around

the UK have faced this month. This is not all down to chance, as it is noticeable that some of the local drainage works that have taken place in recent years by the Bath and North East Somerset Council have been effective. It is important that similar work is done across the country. Nonetheless, I am sure that readers will join me in saying that those affected are in our thoughts and hope that their lives will soon return to normal soon.

Huge medal haul in championships

A

FTER a gruelling four weekends of competition over January and February, swimmers from Keynsham Amateur Swimming Club emerged victorious, bringing home 53 medals and eight county championship titles. The squad of more than 50 swimmers, aged from just ten years, competed with absolute passion at the 2020 Somerset ASA County Championships, against the best swimmers in Somerset. Head coach Kay Rex supported the athletes throughout each day of competition and was immensely proud of all their swims. Georgia G had an exceptional county championship outing. She won eight medals and the following six senior county titles - gold in 200m individual medley and 400m individual medley, silver in 50m breaststroke, 100m breaststroke and 800m freestyle, and bronze in 200m breaststroke. Georgia’s mum Barbara said: “It’s all a bit of a shock, as Georgia moved up to senior age group this year and we didn’t expect her to make the podium in any events, so a fabulous surprise!” It’s an amazing achievement for the young Keynsham swimmer, who only turned 16 halfway through the championships. Georgia, who swims at national level, trains with City of Bristol Aquatics as a network performance swimmer. Keynsham is still her home club.

Another teenage swimmer who deserves praise for her achievement is Jess L, who won 11 medals and took the gold 100m butterfly and gold 200m butterfly junior county titles. In one of her events, Jess swam in the lane next to Paralympian Stephanie Milward - not bad for someone who is just 13 years old. Jess also trains with City of Bristol Aquatics, while Keynsham remains her home club. The third swimmer who really impressed this year was Josh J, who won four golds and a silver medal, making it Josh’s most successful counties to date. And finally, little Laura B, who only turned 11 in January, won a treble, bagging gold in 50m, 100m and 200m butterfly, along with bronze in 50m freestyle and 100m individual medley. Let's take in the view of a natural haven with Avon Wildlife Trust Keynsham Group

A

s Storm Dennis approached, a large audience braved the winds and rain for our February talk, which took us to one of the “wilds” of Bristol. Troopers Hill Local Nature Reserve (LNR) in St George is a picturesque and nationally important wild space overlooking the River Avon. The summit of Troopers Hill is about 70 metres above sea level, which allows visitors to enjoy a wide view across Bristol to the Mendips, as well as creating a dramatic vista of its own. Our speaker, Rob Acton-Campbell, is a founder member of Friends of Troopers Hill, a local group that works with Bristol City Council to manage the area. 2020 is a significant year for Troopers Hill as it marks 25 years since it was declared as a Local Nature Reserve. During the evening we heard a great deal from Rob about the hill's history and geology. The prominent features of tall chimneys and deep gullies reveal a glimpse of Bristol's industrial history. In the 1600s the hill was part of a huge royal hunting forest. Some of the plants on the hill may well be remnant populations of plants that were once more locally widespread. The tall chimney on top of the hill is thought to have been used for copper smelting in the late 1700s. Later, in the 1800s, coal and fireclay were mined from the hill. The lower chimney is the remains of an engine house for the coal mine. Butlers Tar Distillation Works dominated the scenery at the foot of the hill from 1843 to 1981. As Bristol's urban sprawl spread, the steep slopes and tipped quarry waste deterred

The early mining bee is among a number of species to make their home at Troopers Hill builders from developing Troopers Hill, and the site was purchased by Bristol City Council in 1956 for everyone to enjoy. The pennant sandstone of Troopers Hill makes this a very different landscape to the underlying limestone rock of the rest of west Bristol. The red colours of the sandstone can be seen exposed on various parts of the hill. This sandstone has allowed acid soil to develop, which supports the locally rare grassland and heathland. Rob described the wildlife found in this reserve, where the unique habitats are home to mosses, lichens, fungi, grasses, shrubs and plants that provide an environment for more than 280 species of invertebrates, including 80 different moths and 20 types of butterflies.

The hillside is also home to a number of species of mining bees, including the early mining bee, and if you look carefully it is possible to see the tiny holes in the ground that are the entrances to their homes. In summer as you walk across the hill, clouds of grasshoppers and crickets will leap before you, and it may be possible to see the two reptile species that live here - the common lizard and slow worms - as they sunbathe on warm days. For astronomy enthusiasts, Troopers Hill has been awarded “Dark Sky” status, albeit the lowest category due to the proximity of the lights of Bristol, meaning it is THE place locally to go to look at the stars on clear nights. Fond memories and a fresh challenge as Avon Troop is reborn

F

ebruary marked an exciting milestone for 1st Keynsham Scouts, with the launch of a new troop – making it one of the largest groups in the country. Avon Troop, which used to run on Monday nights until the 1980s, is being brought back due to huge demand. We caught up with Will Fear, who’ll be heading up the new leadership team, to see how it’s going. So, Will, Avon Troop will finally be returning after February half term! Yes, it starts on Monday. We have a good number already and we’ll grow with leaders. Some young people in the troop will be Cubs who have come up, some Scouts are transferring nights, and we’ll be taking a number of people off the waiting list. So that’s our start. Scouting has a really strong history in Keynsham, and obviously the demand for it is still there, so why do you think Scouting is popular with young people today? I think they always love adventure - I don’t think that’s ever going to change. It’s a bit of an antidote to the modern world, and a lot of the purest outdoors-y stuff is great for kids on so many levels. Ken Follett Eye of the Needle is one of the 100 Books That Shaped Our World, as March’s theme is adventure. No wonder, as it is one of the best thrillers of the last half-century and screams “just one more chapter”. This is quite something, given that the plot – a German spy is on the brink of scuppering the allies’ plans for D-Day in 1944 – has a well-known real-life ending. In fact, the allies’ plans went undiscovered and D-Day was a success. So why, given the reader knows how things turn out, is the book such a page-turner? Firstly, as with another “what if?” – Frederick Forsyth’s The Day of the Jackal – you are willing to suspend disbelief. So you are never quite sure what will happen next. Second, the quality of the writing – pacy and as clear as a pane of glass. This was Ken Follett’s breakthrough book and although he went on to write many others – including the Century trilogy and Kingsbridge series – nothing lives up to Eye of the Needle for characterisation and those twists and turns that make you want to read on. So, if you’re looking for a holiday read, or an absorbing alternative to a box-set, this may be for you – but be warned, there are some adult themes. Just make sure you put up the “do not disturb” sign while you’re reading it.

Craig Thompson reviewed by Emilie Bioud, Keynsham Library Assistant Habibi (‘darling’ in Arabic) is a beautifully drawn, and well-written, fiction comic book. It tells the story of Dodola, a young woman who has been abused and many times captured to be sold as a slave. In one of her periods of captivity, she takes pity of a three-year-boy she calls Zam and escapes with him. We follow their lives in a Middle-Eastern fantasy world, full of Quran stories and the orientalism of the harem, sultan and souk. The creativity and pictures make us think we are far from reality, but sometimes elements of modernity hit us and make us uneasy about the proximity of the characters’ distress. I feel a second volume could be written, and hope for it, because Craig Thompson did a brilliant job with this one. Adult Non-Fiction

As Farrow and his producer investigated more deeply, they found themselves up against a conspiracy of silence and intimidation, ranging from the use of spies to very expensive lawyers. Intimidation even went as far as exploiting Farrow’s own family troubles – Ronan is the son of film director Woody Allen and his ex-wife Mia Farrow. However, it is Weinstein’s victims who come out as very powerful, like Rose McGowan and others who were terrified of retaliation and their careers being ended if they spoke out. This very in-depth book can at times be quite complex, particularly for a UK readership, but it is well written and a very current story which of course sparked the #MeToo movement. Children's Fiction Among the picture books in the children’s area of Keynsham Library, there is a section called Parachute Books, which help young children get to grips with new experiences, fears and issues. Glow the extra mile for charity THE Alzheimer’s Society is asking fundraisers to get their glow on for its night-time Memory Walk in Bristol. Participants are invited to dress up in the glow-in-the-dark best, grab their glow sticks and unite against dementia for the event, which starts at Millennium Square on Friday March 6. They will walk a route around the harbourside in celebration of a family member, friend or colleague affected by the condition. Dementia is now the UK’s biggest killer, with someone developing it every three minutes, yet dementia research still trails far behind other health conditions after decades of underfunding.

Taking part in a GLOW walk will help the Alzheimer’s Society improve care, fund research and create lasting change for people affected by dementia. The society has invested £5.6 million in three Centres of Excellence across the UK. And as a founder of the UK Dementia Research Institute (DRI), it has put £50m into powering discoveries to prevent, treat and care for people with all types of dementia, as well as helping us to understand how to keep the brain healthy. 'Pay for a day' appeal to n LETTERS support Dorothy House Store's profusion of plastic THE Dorothy House charity has launched a new initiative called Pay for a Day to support hospice care for local people. It is inviting local businesses or individuals to fund one day of hospice care costs. The money will help Dorothy House fund its palliative and end-of-life nursing care, which is free for patients with a life-limiting illness like cancer, neurological conditions, and heart or respiratory disease. Companies that support Pay for a Day can raise funds in their own way ato pay for 24 hours of nursing care, which costs £8,595. This sum covers the cost of a day and a night’s care at the hospice’s inpatient unit in Winsley, or 24 hours of care provided in a patient’s home by its Hospice at Home and nurse

specialist teams, which serve Bath and North East Somerset, parts of Somerset and Wiltshire. Pay for a Day donors will be invited to choose a specific day to fund nursing care. They will be invited for a tour of the hospice and will be acknowledged via the Dorothy House website and social media channels. IN Keynsham, most of our supermarkets recognise their responsibility for plastic waste and are taking action to address the issue. Sadly, there is one company who seem to ignore our concerns. That company is Poundland. On entering the shop, there is singleuse plastic as far as the eye can see. About a year ago, Mike Barrow from the Methodist Eco Group, came to talk to KeynshamNow about his efforts at trying to work with Poundland to reduce their single-use plastic but had been frustrated by their lack of communication. KeynshamNow joined in the campaign last autumn. We started by making an audit of the shop to identify products with too much plastic waste. There were many examples - single-use disposable plastic cutlery wrapped in plastic; the packets of plastic-wrapped

sweets in plastic bags, wrapped in plastic and then sold in a large plastic bags; the plastic straws filled with a small quantity of coloured sugar wrapped in plastic. I could go on. KeynshamNow approached local management looking for a way forward, to be told that all decisions were made at head office. So, like Mike Barrow before us, we telephoned and emailed head office and the CEO, only to be ignored or fobbed off. Clearly, Poundland want our custom but not our concern about their mountains of single-use plastic waste. As lead mentor of KeynshamNow, do I advise direct action? A boycott? Raise age for half fares to 21 AT the KeynshamNow meeting on February 5, we passed a resolution stating that the qualifying age for half fares on buses and trains should be raised to 21 years. We believe that if we are to take the climate emergency seriously, there needs to be an incentive to encourage young people to use public transport rather than buy older, polluting cars and motorbikes. We don’t understand why 16 years is the age when we have to pay full fares and assume it’s an out-of-date historic reason when

most young people would have been earning at that age. Now, everybody has to be in full-time education up to the age of 18. We note that old people get free bus passes and whilst we don’t begrudge them this luxury, it seems that most will have a higher income than teenagers in full-time education, students, those working for apprenticeships or those on minimum wage, which is set lower for young people. Campaigners' orbital ring road fears THE controversial South Bristol orbital ring road – whose route would start just outside Keynsham - will be pushed through by transport chiefs despite massive local opposition, campaigners fear. Concerns have been raised by a Bristol councillor who accused the West of England Combined Authority (WECA) of fudging answers over the proposed route and “refusing” to face questions in public. Councillor Tim Kent said the road remained in the latest version of the Joint Local Transport Plan (JLTP4), the region’s vision up to 2036 published last month, despite about 1,600 objections – the highest number of responses to any issue during consultation. The ring road would start at the Hicks Gate roundabout on the A4 and A4174 outside Keynsham, continue along into Stockwood, through to Whitchurch Village and across the A37, and then across greenbelt land to join up with Whitchurch Lane in Whitchurch and into Hengrove. Councillor Kent, a Liberal Democrat who represents Hengrove and Whitchurch Park, raised the issue via a written question to a WECA meeting on January 31, asking whether the road plan would be dropped

suggesting that would be brought back on the table in the next 10 years. “The homes and the orbital road were closely linked. The road would cost £150 million and its sole goal is to try to shift congestion from one part of the city to another, not reduce it. It’s a really bad idea that does not work.” Councillor Kent said he believed WECA was intent on getting the orbital road built. The road is still on the map in the JLTP4 document. It says: “Further detailed engagement and consultation will continue with the residents of South East Bristol and Whitchurch Village to develop plans that are suitable, deliverable and acceptable to the community. “Comments received through the JLTP4 consultation raised concerns that residents felt that plans are well developed. However, only initial modelling options have been assessed at this stage and we have much more to do, in consultation with the local community, to develop the plans and any future infrastructure solutions further.” It says any schemes in the document are “purely indicative” and subject to further feasibility work and consultation, as well as requiring planning permission.

KEYNSHAM’s recent run of good form has maintained their mid-table league position. Seven points from three matches were a good haul after two narrow defeats. Hallen were the visitors at the end of January and the Ks went down 2-1, despite Jamie Noble equalising an early goal for the visitors. The Ks kept the score level until late in the game when Hallen snatched a winner. The last match of the month brought Shepton Mallet to the AJN Stadium and they went away with a 2-0 victory. A trip across Bristol to Cribbs followed on the first day of February, and a Troy Walters goal was the difference between the two sides, bringing Keynsham a much-needed three points. Another away game followed at local rivals Cadbury Heath where a match spoiled by high winds brought more rewards. A Mike Grist penalty gave

Brilliant run for the Ks

AFTER a really positive performance away to Sidmouth, despite the loss, Keynsham RFC hosted Thornbury at home in a hotly contested clash. Thornbury arrived at Crown Fields having spent most of the season so far near the top of the table. However, a gutsy and defence-led performance secured the home side the 20-18 win. Keynsham’s next game was away at Bridgwater - historically always a difficult place to go, where they had not won for a number of years. However, an excellent performance defensively, combined with the pack dominating their opponents, meant Keynsham left with 4 points and nilled Bridgwater at home for the first time in many years (27-0). Most recently, K hosted local rivals Chew Valley, in a home fixture that had to be played at Lockleaze sports centre ground due to the floods. A fantastic and high-scoring performance (43-32) saw Keynsham take the full 5 points. This recent run of victories left Keynsham sitting 9th in the table with 44 and with still a game in hand.
