t George Garrett’s first meeting as city manager on Nov. 8, he announced the promotion of Brian Shea from senior planner to planning director and also told the council that Growth Management Director Doug Lewis had submitted his resignation. “We wish Doug well in his future endeavors,” said Garrett. Garrett also told the council that because meetings will continue once a month (rather than twice a month), in the future every department would present a report. Part of Lewis’ duties included overseeing the code department. Not for the first time, Councilman Dan Zieg suggested the city do away with the special magistrate, and revert back to using the code board. Councilman John Bartus agreed, while Councilmen Mark Senmartin and Steve Cook disagreed. Mayor Luis Gonzalez asked staff to gather data. “We need a complete report of the whole (code) system so that we are all better informed to make a decision at the next meeting,” Gonzalez said. While the city used to have a code board, it only had a five-person committee. By state statute, Marathon must have a seven-person board with specific qualifications. City attorney Steve Williams told the council it’s possible to have a hybrid of the two — a code board and a special magistrate — but the city must decide how to assign cases to each entity. “The special magistrate and code board would be treated as equal. Their decisions are equal. The fines are equal,” Williams said.
The donation of a gator to the City of Marathon’s Parks Department by the Monroe County Sheriff’s Office proved to be less exciting than anticipated. As it happens, the sheriff was giving a Gator — a motorized vehicle — to the Middle Keys city. CONTRIBUTED
Garrett also told the council that all city staff would begin using the new permitting software immediately. “The old system will cease to function on Thursday and we will be working with Brian Shea, planning director the building staff on Friday. We will also notify contractors about the change so they can also register to use it,” he said. “I know there will be glitches, but it’s going to happen and we are going to move forward.” The city is also seeking reimbursement from the state’s allocation of CARES Act for $800,000 for funds it
spent on pandemic expenses. Most of the Nov. 8 meeting was devoted to a case previously heard by the city’s planning commission. The planning commission rejected a plaintiff’s appeal of a city-issued permit to move electric poles from the south side of Aviation Boulevard to the north side to accommodate the new bike path. Residents Roger Bolon and Alexandra Wolff exercised their right to have the Marathon City Council hear almost the entire case again, complete with cross examinations by their lawyer and an attorney for the Florida Keys Electric Cooperative. In the end, the council agreed with the planning commission’s decision and rejected the plaintiff’s appeal to have the permit overturned.
A route is being laid out for Santa’s ride on the fire truck through town on Christmas Eve. This year, there will be no stops, to prevent the gathering of large groups as a safety precaution during the pandemic. Watch the Keys Weekly for more details.

ANOTHER LOOK AT THE NUMBERS DON’T LOCK IN ON THE NUMBER OF NEW CASES REPORTED IN YOUR AREA
E
very day, the stats roll in: “Since Friday (12/4/2020), 89 cases have been added to Monroe County, including 34 in Key West, 16 in Key Largo, 14 in Marathon …” The Monroe County Health Department has added an introductory paragraph to the COVID-19 positive cases it reports each weekday. On Mondays, it reports a three-day tally — Saturday, Sunday and Monday — like the one above. It’s human nature to look at the numbers in a parochial way: “Oh, Key West’s numbers are twice as high as Marathon’s, therefore I am safe in Marathon.” That is incorrect. While the simple numbers are a good starting point for data, they don’t tell the whole story, without including population data. According to the U.S. Census, Key West has about 24,000 residents, Key Largo about half that with approximately 10,500 residents, and Marathon about 8,500 residents. So while, yes, Key West has the most cases reported on Dec. 7 with 34, Marathon’s infection rate for that day, with 16 counted, actually represents a larger percentage of Marathon’s population testing positive than Key West’s. So for that DAY, Key West’s percentage of positive residents was 0.14%, Marathon’s was 0.16% and Key Largo’s was 0.15% Many times, national and state news reports talk about COVID-19 cases per capita, or per 100,000. For example, earlier this week Florida published its per capita rate of COVID-19 infections to date at 5,127 per 100,000; roughly 1 million out of 20 million Floridians have tested positive for COVID-19 since the state began keeping track at the beginning of the pandemic. The Keys’ snapshot from Dec. 3, a one-day tally, tells a different story about infection rates in Monroe County. On that day, the Health Department reported 37 new cases in Key West, 7 cases in Marathon and 2 cases in Key Largo. Calculated by population (as described above), Key West had a rate of 148 positive patients per 100,000 population,
Marathon had 84 positive patients per 100,000, and Key Largo just 20 per 100,000. Health experts say the best rough calculation of how many residents in your area are positive with COVID-19 is to count the rise in cases over a two-week period, the same period medical experts say patients are actively sick or contagious. On Nov. 23, there were 3,140 cases reported since the beginning of the count. Two weeks later, on Dec. 7, there were 3,604. That means that there are about 464 Monroe County residents who are actively carrying the virus. Again, that’s a rough estimate. According to the most recent COVID-19 reports from the county health department, the Keys has a positive test rate of 9.53% over the past two weeks and the median age of the person infected is 41. LKMC SAYS SOME EMPLOYEES AFFECTED

ower Keys Medical Center said the increase in COVID-19 cases in the Keys is affecting the hospital too. “Community spread is the most common way people, including our employees, are becoming exposed. We have had some out in quarantine or in self-isolation in accordance with CDC guidelines,” said LKMC’s David Clay. “This has not impacted our ability to care for patients. Our hospital remains prepared to care for patients needing medical care, whether for COVID-19 or other medical conditions.” Clay said staff are following CDC guidelines — wearing personal protective equipment while caring for patients, including medical masks, face shields and gowns. “We are extremely proud of the many ways our staff and physicians have risen to the challenges presented by COVID-19. They continue to work tirelessly to care for our patients, each other, and our community. CURATIVE OFFERING FREE COVID TESTS TO LOCAL RESIDENTS Results may come back in less than two days JIM McCARTHY

COVID testing station at the front of Islamorada’s Founders Park is offering free oral swabs to residents who need a test and quick results. Testing startup company Curative, based in California, formed earlier in the year in response to the COVID-19 pandemic that spread quickly throughout the U.S. Each state received federal funding to provide COVID-19 testing, and Curative was chosen by the state of Florida as the contractor to provide the service. Paul Cardwell is a resident of Islamorada who’s working with Curative to provide testing in the Keys seven days a week from 8 a.m. to 6 p.m. Cardwell said they’ll likely expand their hours an extra two hours so residents who might have been in contact with a positive case or need a test before flying can swing by. While appointments can be made at curative.com, Cardwell said people can also walk up, scan a QR code and fill out an application so they can be administered the test. Around 100 tests are offered daily. “Those who are not comfortable with technology or have a flip phone, there are iPads on site to
assist in the application process,” he said. Curative provides the real-time reverse polymerase chain reaction test. Cardwell said it’s the test people need to fly domestically or internationally, or if someone’s been contacted by the health department for possible exposure. The oral-fluid swab testing is an alternative method to nasopharyngeal swabs in testing for COVID-19. The observed and directed selfcollected oral fluid swab involves having the person cough first, which releases virus, if it’s present, from the upper and lower respiratory tract. The virus is then caught in the saliva; the patient then swabs the inside of their cheeks and the roofs of their mouths. Once a person finishes the test, it’s shipped overnight to Curative’s laboratory in Washington, D.C. Cardwell said the lab runs 24 hours a day, seven days a week. “We ship every day so tests get there the next morning,” he said. “You can expect results sent to your phone via text or email you provided.” Cardwell said Curative will likely be around a few months to provide testing.

n a unilateral move, Key West’s mayor has ruled that the party will end at 10 p.m. on New Year’s Eve and the ensuing weekend. However, for many business owners and constituents within the city, two looming (and possibly costly) questions are now boiling above the surface. First, is Mayor Teri Johnston’s decision to impose a New Year’s Eve curfew legal without a majority vote from the full city commission? And if not, why has no commissioner called for a special meeting on the issue? As of now, not long after the sun sets on Dec. 31, non-essential businesses, including bars and restaurants, must close at 10 p.m. Furthermore, no one will be permitted on the streets and sidewalks past 10:30 p.m. unless they’re headed to or from work at an essential business, the directive states. The announcement of a 10 p.m. curfew for the entire New Year’s weekend came the morning after a three-hour discussion by the city commission that ended without consensus. At least three commissioners — Billy Wardlow, Sam Kaufman and Clayton Lopez — questioned the value and enforceability of a 10 p.m. curfew when an estimated 50,000 people will have to be somewhere on the island. Attorneys and business owners are questioning the mayor’s authority to unilaterally enact such directives without a vote of the full city commission.

“The City of Key West’s charter and code enumerate the powers of the mayor and the commission,” Key West attorney Bart Smith told the Keys Weekly on Wednesday, Dec. 9. “Nowhere in Key West’s charter or code of ordinances is there language that allows the mayor to act unilaterally in times of emergency. Only the city commission has that authority. Other places, like Miami-Dade, have provisions that allow the mayor to act in a time of emergency and enact a curfew. Key West doesn’t have that. So the question is, where does the mayor of Key West get the authority to enact emergency directives, like the New Year’s curfew?” Keys Weekly emailed the same question to City Attorney Shawn Smith late on Wednesday, Dec. 9, but received an automated response saying Smith is “out of the office until Monday, Dec. 14.” Keys Weekly also asked each commissioner by email on Dec. 9 whether they plan to call for a special meeting at which the full commission could vote on a potential curfew.

Commissioners Kaufman and Jimmy Weekley responded to the last-minute question before presstime. “We follow the advice of our legal counsel that the city has the option to adopt an emergency ordinance or the mayor can enact an emergency directive,” Kaufman replied. “Because the majority of my colleagues voiced support for the mayor’s emergency directive, it is not apparent to me that convening a special
meeting would have a different outcome. My preference is that such policies be voted upon at a city meeting with a proposed ordinance properly noticed in advance. Too often recently, the city has adopted directives or ordinances without the proposals being published as an action item in advance of a city meeting....” Weekley said he supported the mayor’s position that she would issue a directive following the discussion at the meeting. LEGAL CHALLENGES? Two Friends Patio Restaurant owner Danny Hughes and his attorneys put the city on notice with a Dec. 9 letter that challenges the mayor’s authority to enact the curfew and emphasizes their willingness to sue the city for financial damages related to the curfew. Hughes also offered to help any other business file similar lawsuits for damages. “Two Friends will heed the advice of our counsel, and not rely upon, much less be bullied, by anyone undertaking to support what are unreasonable, arbitrary and capricious policies,” Hughes’ letter to the city commissioners states. “If Two Friends is damaged by the actions of the city, and it is determined by a court that the city’s actions were invalid and/or unlawful, Two Friends will seek damages from the city. Two Friends will also assist any other business; be it restaurant, hotel, guesthouse, night club, entertainment venue, watersports, etc., in collecting damages from the city for actions deemed invalid and/or unlawful.”

ey West’s last New Year’s Eve curfew ended in a riot. It was late on Dec. 31, 1975, or very early Jan. 1, 1976, when police closed bars two hours before the legal closing time, then used fire hoses to disperse angry crowds and arrested 114 people. Eight people were injured in the melee that prompted the governor to launch an investigation into reports that police officers and firefighters had been drinking on duty that night, according to reports from the Palm Beach Post in 1976. The fire hoses pummeled revelers who were slow to disperse and tear gas was released into the crowd. Eight people were injured, although Police Chief Winston James later claimed the tear gas was accidentally deployed, the Palm Beach Post reported on Jan. 4, 1976. “It hurt our business,” Colleen Sytek, manager of the Boat Bar, told the Palm Beach Post in the days following the chaos. “Everybody was beautiful all night … and then the police said to get everyone out of here,” the Palm Beach Post reported. After arresting 114 people, police came under investigation themselves, when Gov. Reubin Askew ordered an inquiry by the state Department of Criminal Law Enforcement. Emory Major, a prominent Key West resident, testified at the time that some police officers had been drinking on duty before the confrontation. He said alcohol had been served at a party for police and firefighters in the fire station at City Hall, in violation of city laws, the Palm Beach Post reported. Police Commissioner William Gamble testified during the inquiry, “When you can’t break up a crowd, it’s better to wet them up,” the Palm Beach Post article states.
“Much of the criticism stemmed from police action in clearing revelers out of bars two hours before legal closing time and in failing to barricade the streets. Critics said that two years ago, when the streets were barricaded and revelry unrestricted in the streets, the only incident reported was the accidental breaking of a show window. Last year and this year violence erupted when police attempted to keep the street open,” the newspaper article states. The police commissioner’s response in 1976 shows how times — and tourism — have changed in Key West: Commissioner Gamble responded at the time by saying, “A lot of local people like to drive through on New Year’s Eve. Why should we change for a few people?” the Palm Beach Post reported. Investigators subpoenaed the activity records of 13 police officers who were present for the uprising on New Year’s Eve, according to reports in the Miami Herald. Public Defender Nancy Linnan testified at the time that two police officers had fired warning shots to disperse the crowds. Twenty-one people testified at a city-run inquiry in January 1976, with nearly all of them saying they had witnessed “acts of police brutality including clubbings of revelers in the early-morning hours of New Year’s Day.” The state investigation “reached no conclusive results,” but investigators turned their findings over to a Monroe County grand jury, according to a Jan. 7, 1976 Miami Herald article. The results of that grand jury inquiry are unknown. onroe County commissioners made no changes to an ordinance that remains in place regarding the wearing of masks when people can’t social distance or when they’re inside a business or restau-
rant. No discussions were had on any added restrictions with New Year’s Eve approaching. Commissioners and a few county staff members met in person for a regular scheduled meeting at the Murray Nelson Government Center in Key Largo. Remaining staff and departments tuned into the meeting via Zoom. County Attorney Bob Shillinger said the agenda item, a public hearing to consider revisions to ordinance No. 32 of 2020 regarding the county’s mask ordinance, is placed on every agenda to be “nimble and respond to any needed changes.” “We don’t have any particular changes to recommend at this time,” Shillinger told commissioners. “The process of scheduling a hearing and whatnot, we put it on so that we can respond if necessary. If there’s no desired changes, we just let it sit. We don’t take action.” A brief discussion followed, which ended with commissioners agreeing to keep the ordinance as is. Commissioner Eddie Martinez asked if anything at the county has superseded any of the governor’s orders. Shillinger replied that the county isn’t doing anything contrary to that. An executive order by Gov. Ron DeSantis in late September that entered Florida into a phase 3 recovery made it so local governments couldn’t collect fines for COVID-related violations against individuals. But he did not preempt the ability to have those violations or to charge for them. And businesses could be held liable if they’re found to be in violation of the mask rule. Commissioners’ decision in maintaining the mask order comes as county emergency operations related to COVID-19 enters its 44th week. The county’s still operating under a statewide and local state of emergency. Confirmed cases in Monroe County since March total 3,641, or roughly 4% of the total population. Weiner said new cases for December are averaging 32, which is around the same number seen the month before. In October, average new cases were around 14. “We continue to see an upward trend in new cases right now,” county Emergency Management director Shannon Weiner said. Percentage of positive tests in the county is 9%, which is also the statewide rate. In November, percent positive tests were 11% and 8% in October. Weiner also reported 31 new COVID positive cases among students, in addition to positive cases for four teachers and 10 school staff, the past eight days. Lower Keys Medical Center had two patients with COVID in-house, while Mariners and Fishermen’s had none as of Dec. 9. Average COVID hospital counts for the last week is five, she said.

Increasingly, Keys nonprofits are turning to Amazon wish lists to fill organizational needs. “The wish list is a great way for animal lovers to help the Florida Keys SPCA,” said executive director Tammy Fox. “And I think our supporters like the idea of being able to personalize their donations. They might want to buy a warming pad for the Marathon shelter’s spay and neuter clinic or purchase a stuffed animal with a ‘beating’ heart to comfort kittens and puppies in Key West.” The best way to find out about a wish list is to visit the organization’s website. arathon’s Zonta Club found a way to carry on with the tradition of raffling off Christmas trees by teaming up with the Marathon Community Theatre. The trees are displayed in the theater lobby, as well as the local cinema right next door. Joanne Zimmerman is a member of both organizations. “This is Zonta’s major fundraiser of the year. Because we’re not having the gala and dinner this year, it’s very important to the club to raise money with the raffle,” she said. “And, the holiday show will mark the first time since the start of the pandemic that there will be a show on the mainstage.” Organizers have paid special care to precautions to prevent the spread of COVID-19. Guests who come to see the trees will have their temperatures taken and follow a one-way path through the trees. Missed something the first go-around? “Just go to the exit and come through again,” said Zimmerman. The holiday show is about an hour long and features dancing, musical performances and holiday skits. Normally, the theater seats about 150 patrons, but attendance will be limited to about 50. Zimmerman said there will be two rows and three seats empty between each party. To see the trees, swing by the Marathon Community Theater on Thursday to Saturday, Dec. 10-12. Hours are 3:30 to 8 p.m. on Thursday and Friday, and from 9 a.m. to noon and 5 to 8 p.m. on Saturday. Raffle tickets are $5 each, or 5 for $20. Guests can purchase them on site and then place them in the appropriate bucket for a chance at the raffle win. There are also many holiday gift baskets to be bid upon. The holiday show is on Saturday, Dec. 12 at 8:30 p.m. Tickets are $15 each, and going quick because of limited attendance, plus ticketing fees and sale tax. “We’re sticking together to help each other out,” said Zimmerman of Zonta and Marathon Community Theater. “We’re just trying to spread a little holiday cheer. People have been cooped up for so long.”

GRINCH Gruff but lovable He or she may not take a liking to Christmas, the noises of the holiday season and all the cheer, but they do like to take part in the festivities, whether it be downing cookies and milk, snatching presents away from loved ones and messing up all the Christmas mail. While they may be mean-tempered, their heart has the ability to grow during a moment of crisis. And they have that superhuman strength to stop an entire sleigh loaded with presents from going over the cliff. BUDDY THE ELF Pure love and innocence Our Keys version of Buddy the Elf is super friendly and slightly goofy. He or she is willing to put maple syrup on anything and defend a small friend in an epic snowball fight (or whatever the Keys equivalent of that is). Most importantly, he or she has an unshakeable faith in Santa and the Christmas spirit. CLARK GRISWOLD Mr. Do It All The patriarch of the family who plans to have a great Christmas with family. He is often known to go into huge tempers when his family gets on his nerves, but he’s also ambitious. He’s also the one to get the largest Christmas tree and cover the exterior with 25,000 twinkling lights that could lead to a neighborhood power outage. KEVIN McCALLISTER Adventurous and crafty Mistakenly separated from his family twice, he was forced to defend himself from bumbling burglars. The ideal Kevin McCallister candidate can hold their own alone and create a mighty devilish plan to get at his foes or family. With a love for cheese pizza, they also know how to use coupons while grocery shopping and live large for a moment, even if their dad’s credit card account can’t accommodate it.
HOLLY McCLANE The Fixer The holidays often come with elaborate, intricate plans that require precise timing or the whole dang thing falls apart. Which they will. In that case, you need Holly McClane (“Die Hard,” and, yes, it is a Christmas movie) in your corner. She’s cool under pressure, has good communication skills and isn’t above getting her hands dirty if the occasion calls for it. MARTHA STEWART Super Decorator Okay, this isn’t really a movie character, but lord knows Martha Stewart has done enough cameos. The person nominated for this award is an overthe-top Christmas decorator — we’re talking six storage bins or more of holiday baubles, blow ups, ornaments and light shows. He or she owns Christmas plates, Christmas hand towels and would rather die than use a bed sheet as a tree skirt. Go! RUDOLF THE RED-NOSED REINDEER Party Guide If Rudolf were a person, living in the Keys, he or she would be the ultimate party guide of the holiday season. He or she has mapped out a schedule of holiday boat parades, parties with free champagne, and is the type of person who can waltz into a cookie-making party, make themselves at home and entertain the bakers. Extra points if they have solid connections with local law enforcement in case things get a little rowdy and can lead the party safely home with his or her “nose so bright.”

Coastal Source innovations changing outdoor living SARA MATTHIS

t used to take months. Now it takes seven hours. Coastal Source, headquartered in Marathon, makes use of a professional 3D printer to develop new products such as lighting and stereo speakers. On Dec. 7, the 4-foot by 2-foot by 2-foot 3D machine painstakingly printed — layer by layer — the housing for a new light. The machine is fed from a reel of raw material plastic that looks like wire. “Being able to see and hear speeds up the process of developing a prototype,” said Franco D’Ascanio Senior. “Even though we sketch these
out on paper, and then transform them into CAD drawings, the size and function can still be a surprise.” For example, it helps to have a physical object to examine to determine whether or not apertures are large enough or too large for wiring. Or whether it’s the right proportional size to accommodate the LED lighting. “Before, we would design a prototype and send it off to a manufacturer to replicate in cheap metal. Then we would wait one to two months to receive it, tweak the design again, and then wait another two months,” said Sean Snowden, an industrial engineer. “It could take up to a year to develop a product before it was ready for production in long-lasting materials.” Coastal Source is D’Ascanio’s baby. The company was imagined in the early 2000s. By 2010, it had production facilities and a product line, starting with outdoor speakers. In 2020, the company has 1,000 dealers all across the U.S. handling high-end installations of lighting and speakers at
elegant, (mostly) waterfront residences as well as commercial projects such as “a large theme park in Central Florida.” The company’s genesis is creating products that can stand up to — or as the company’s tag line says, “defy” — the elements. While living in paradise is easy, the climate is not so kind to outdoor accessories. Coastal Source replaces those shabby outdoor lights, with peeling veneers, with something that is sleek and virtually indestructible. Much of the development and testing is performed in the Keys, although there’s another facility in northern climes that researches the stresses of cold weather on its products, too. The Marathon location of Coastal Source has five employees, while the New Jersey manufacturing plant has 30. Ashley Pritchett collects the data from the Coastal Source product testing and distills it to manageable bites to be shared with the team and dealers. She also researches the market and reports back. Coastal Source sound systems have an ingenious plug-and-play cable system that is compatible with the outdoor applications (sealing out rain and dirt), but also makes it easy to expand the number of speakers, for example, without rewiring the entire ensemble. Joe Stayduhar works on the sound side of the business. “We test these speakers outdoors so that we can get a true reading of how they will sound on a patio. It just doesn’t sound the same indoors.” What’s next for Coastal Source? Well, not to make it sound too sci-fi, it could be about “controlling the weather.” “It’s wonderful to have an outdoor speaker system, but if it’s too hot you’re going to turn on the sound system in your living room,” said D’Ascanio. “So, I think some type of climate control will be our next area of interest.” D’Ascanio is proud of the company’s domination of the niche market and the R&D done in the Keys. “We’re able to leverage our love of living here with the demand of a large market for our products,” he said. A
local shuttle company recently returned its door-to-door service from the Keys to airports in Fort Lauderdale and Miami following a temporary closure. Keys Shuttle resumed operation on Nov. 15 in the lead-up to what’s usually one of the busier times for traveling by air for the holidays. But that’s changed with the ongoing pandemic and the Centers for Disease Control stating that traveling may increase exposure to COVID-19, and that the safest thing to do is stay home. A lack of air passengers resulted in fewer people using the local transportation service Keys Shuttle, which led owner Raul Cisneros to close Aug. 8 as COVID cases grew and uncertainty remained over flying. The shuttle service, like other businesses, reopened and resumed when checkpoints in Key Largo came down on June 1. But calls for service never came. Now, Keys Shuttle is back online, albeit on a limited basis, with one van making one daily run beginning in Key West at 5:30 a.m. and driving up the is-
lands to the two large air hubs in South Florida. Keys Shuttle has picked up residents and tourists from doorsteps since 2000. As more calls for the service come in, Cisneros said more vans will return to service. That hasn’t happened just yet, however. In normal times, vans run to and from the airports six times a day, seven days a week. “A lot of people are not flying and that’s where our business is,” Cisneros said. “It’s not anywhere near as many before the pandemic, but still, people need to travel. And the price of a private trip to the airport is very expensive.

“I can’t come back from doing nothing to anywhere near a full schedule,” he continued. “I need the drivers. I have to start gradually.” Christmas is approaching and New Year’s Eve isn’t far away. Cisneros said it’s a time to gauge air travel and demand for transportation service to airports. “We want to be ready and we just keep an eye on what’s going on,” Cisneros said. “We’re getting ready and wishing we could get more trips. But we will be adding them as they are needed.” According to the latest air traffic reports, just over 785,809 passengers on domestic flights and 386,265 international passengers departed and arrived at Miami International Airport in October. That’s down from the previous year when more than 1.7 million domestic passengers and 1.6 million international passengers flew in and out of the busiest South Florida airport. A little over 1 million domestic passengers and 203,000 international passengers enplaned and deplaned at Fort Lauderdale-Hollywood International Airport in October. Beginning Dec. 9, the Broward County Aviation Department (BCAD) will begin offering a COVID-19 virus testing service at Broward County's Fort LauderdaleHollywood International Airport (FLL) as an additional amenity for the traveling public. The opening of the on-site testing service comes as more international and domestic destinations require travelers to present a negative COVID-19 test as part of their entry requirements and/or submit to quarantine restrictions. The rapid antigen with results in 30 minutes will be offered, as well as the polymerase chain reaction (PCR) test with results within 48 hours. Test costs are $69 for rapid antigen and $99 for the PCR test. Cisneros said the ultimate goal would be returning the fleet of vans to service, but that will take time. “I really wish I could get everything back to normal, but it’s not going to pick up overnight,” he said.

he Association of Florida Colleges awarded Lana Gaspari, director of marine science and technology at the College of the Florida Keys, with the 2020 Career and Professional Employee of the Year award. Gaspari was selected from dozens of nominated employees from the 28 state colleges in Florida. Hired by CFK in 2012, Gaspari first served as an instructor in the diving business and technology program for four years. In her current position, as the director of marine science and technology, she assists the dean with the operational oversight of five academic programs in the division of marine science and technology. She collaborates with full-time faculty and supervises adjunct faculty, dive facilities management, boat crews, and student lab assistants. She is also responsible for CFK’s fleet of vessels. Additionally, she has played a key role in the establishment and growth of CFK’s summer adventure camps program, which serves almost 300 children each summer. “Lana is incredibly student-centric. She is a Professional Association of Dive Instructors (PADI) course director and specialty instructor trainer, a Diver’s Alert Network (DAN) diving emergency management provider instructor trainer, and an emergency first response instructor trainer. “I believe that individuals are only as good as the team they work with,” said Gaspari. “I am fortunate to work with a team of hard-working, student-centric, dedicated, and passionate people. ikki DunnCullen is the marketing and public relations consultant for Florida Keys Electric Cooperative, based in Tavernier. One of her many responsibilities is providing and designing content for Florida Currents magazine, the cooperative’s monthly publication for its consumers. In being selected for the award, Dunn-Cullen was cited for her effective use of magazine pages, embracing styles in the magazine’s redesign, always meeting deadline, and her exceptional execution of a clear and consistent communications plan on behalf of Florida Keys Electric Cooperative. “Nikki is fabulous,” said Pioneer Utility Resources senior editor Pam Blair, who is responsible for production of Florida Currents. “She provides her pages cameraready, with a polished and distinct look that makes them really stand out. She quickly incorporated the new fonts and styles that resulted from our redesign. Nikki never hesitates to ask for feedback, and always seems to be ahead of deadline. She works with the team at FKEC to provide members with useful information. Nikki has a clear vision of the goals for each issue of the magazine, and that shows in the finished product.” Dunn-Cullen has been the primary public relations person for Florida Keys Electric Cooperative since 2010. She assisted for many years before that. She has worked with Pioneer Utility Resources on Florida Currents since the publication’s first edition in November 2011. The communications award is named in honor of longtime communicator Dave D’Avanzo, who earned top communicator honors for his work and dedication serving his cooperative on Ruralite magazine, Pioneer’s sister publication. HOLIDAY MEALS TO FEED ISLAND RESIDENTS IN NEED

A
holiday meal handout in three Keys locations is set for Monday, Dec. 21 to help individuals and families in need of a little assistance this season. From Key Largo to Key West, thousands of meals were distributed during the coronavirus pandemic to many who lost their jobs and needed some help. Through the nonprofit Mangrove Mike’s Endeavor’s Paying it Forward, what started as a hot meal handout at Islamorada’s Mangrove Mike’s Cafe quickly grew to other parts of the island chain including Bahama Village, Marathon and Key Largo. Marathon Mayor Luis Gonzalez recently reached out to Mike Forster, nonprofit founder and county commissioner, about feeding Marathon families in need this holiday season. “I called Mike (Forster) after Thanksgiving and asked if he would be interested in restarting his organization to feed people over the holidays,” Gonzalez said. At the height of the pandemic and unemployment, the two worked side by side at the food distribution center at Brutus Seafood. “We decided it should be reactivated Keyswide.” While agreeing to the idea, Forster expressed a desire to help as
many families as possible throughout Monroe County. The food distributions will go from 4 to 7 p.m. at Marathon’s community park, Lower Keys Chamber of Commerce in Big Pine Key and at Key Largo School. Like his feedings, which evolved quickly from his restaurant to Bahama Village, the holiday feeding took a life of its own. Several phone calls were made at the outset that resulted in $15,000 in donations and more than 1,200 U.S. Department of Agriculture nutrition boxes for distribution. USDA boxes were handed out during past food drives up and down the Keys. “Those boxes not only come with veggies and starches, but they also come with milk and cottage cheese to give more nutrition to the family,” Forster said. “We have enough to feed around 1,500 families. Who knows? It might be more.” Forster added they’re looking to give out either a turkey or pork. He’s also hoping to hand out desserts and bread, but that all depends on donations. “The more money we raise, the more money we put in these packages,” Forster said. “Right now, it’s still a great thing to do with these USDA boxes, plus a turkey or a pork butt, but we’d like to add on to that for a greater value and greater good for people who need it the most.” Gonzalez said Middle Keys supporters, including private and corpo-
rate donors like Publix, have signed on. So has the base group of volunteers to help distribute the food. “Plus we will have the help of Marathon’s Parks and Recreation Department and volunteers from the sheriff’s office,” Gonzalez said. The food baskets include all the makings for a holiday meal including dessert, plus leftovers. Those wishing to donate can visit mangrovemikesendeavors.com and click “donate.” Instructions are also given for those wishing to mail a check. Any donation is tax-deductible. With donations made to Mangrove Mike’s Endeavors, people see where their money is going, Forster said. “They see the boots on the ground and people driving through the lines. You see the camaraderie of the people who are handing out the food and how we love what we're doing in giving back to our community. That’s why I was able to raise close to $300,000 between donations and product in seven weeks when COVID first hit.” Forster added that the one-time holiday food drive on Dec. 21 is an added bonus to the many other organizations supplying meals to Keys residents in need every day.

rom lighted boats to a golf tournament to a tree festival and an outdoor concert, there’s plenty to put on your calendar this holiday season: • Christmas lights drive-through Residents and passers-through of Marathon are invited to see the holiday light display at Marathon Community Park. The lights will stay up throughout the holiday season. • Festival of Trees Come see and bid on Zonta’s Festival of Trees Thursday to Saturday, Dec. 10-12 at Marathon Community Theatre. Hours are 3:30 to 8 p.m. on Thursday and Friday, and from 9 a.m. to noon and 5 to 8 p.m. on Saturday. Raffle tickets are $5 each, or 5 for $20. Guests can purchase them on site and then place them in the appropriate bucket for a chance at the raffle win. Winners will be announced at the conclusion of the Holiday Show (below). Guests will have their temperature taken, wear a mask, and follow a one-way route marked on the floor to observe the trees. • Rotary golf tournament Rotary Club of Marathon is hosting a four-person scramble on Saturday, Dec. 12 at the Florida Keys Country Club. The cost
is $100 per player or $400 per team. The event includes breakfast and lunch for participants. Prizes for the hole-in-one contest include a “tricked out SUV” for first place and $10,000 for second place. Proceeds support the club’s scholarship fund for Marathon High School students. • The Boot Key Harbor Christmas Lighted Boat Parade The annual event is set to begin at 6 p.m. on Saturday, Dec. 12. Find viewing on the waterfront of Boot Key Harbor. Prizes will be awarded for the best decorated boat in four divisions, and the grand prize winner receives $500. • Outdoor dance performance and concert Prodigy Dance Center will perform at 7 p.m. and Marathon Community Theater is putting on an outdoor concert on Saturday, Dec. 12 at 7:45 p.m. at Marathon Community Park. Donations are encouraged and guests are advised to bring a chair or blanket to sit on at the amphitheater. • Holiday Show Seating is limited at Marathon Community Theatre’s “Holiday Show” on Saturday, Dec. 12 at 8:30 p.m. Parties will be seated in a socially distant manner. Tickets are $15
each, and going quick because of limited attendance. • KCB Christmas Lighted Boat Parade The Key Colony Beach Christmas Boat Parade will be held on Sunday, Dec. 13 starting at dusk. The parade will begin on the 7th Street canal and proceed along Sadowski Causeway through the west side canals, finishing up on the 10/11th St. canal. The entire Middle Keys community is encouraged to attend while observing all social distancing practices. What do you enjoy about being on the weightlifting team? I think it’s important to build muscle, and being part of the team and working out is very healthy for you. It also keeps me mindful of my health, and I think that makes me more successful in general. How long have you been on the team? My sister originally joined the team, and so she encouraged me to join. I’ve been on the team for three years now. I am so glad because I instantly fell in love with it. Everyone on the team cares so much for everyone else and supports my efforts. Describe one of your best moments in athletics. Some of the best times are when I max out at a meet. I always feel better when I can do more weight than I think I can do. It’s a great feeling of accomplishment. Coach Schubert says … “It’s just 5 pounds, you can do 5 extra pounds.” This is just the motivation I need to do better and get more weight at a meet. Sometimes I feel like I can’t do it, but Schubert's encouragement always helps me.

or two years, Marathon High School junior Yasmary Santos has been part of the girls’ varsity soccer team, but not in the usual playing-onthe-field way. In 2020, junior Carla Bacallao, transitioned from being a player to also acting as a team manager. Together, Bacallao and Santos are always ready. “The girls help our soccer players with whatever they might need,” said parent Bonnie Mercado. What do managers do? They note down the stats, film play, fill water bottles and grab snacks. They also prepare for travel games, including transporting the equipment. “We are there to support our team members and to help Coach Kelly Cruz out with whatever she might need throughout a game or practice, and we love doing it,” said Bacallao. “We’ve met new people who have become friends.” Santos approached MHS’ soccer coach after noticing a void — no one taking the game stats. “When I finally asked Coach Cruz about it, she was more than happy to call me part of their soccer family,” Santos said. Both students say they highly recommend the job of team manager. There are several bonuses in addition to making new friends, such as community service hours. Before taking on the responsibility, however, Santos cautions other students that they just can’t jump right in. “You will have to take the position seriously, and pay close attention to the game, because others will be counting on you,” she said. “It takes real patience sometimes.” With COVID-19 precautions, traveling to away games has become a large issue. Space on school vans can get scarce, while attempting to properly social distance. This often means that extra and injured members of the team are asked to stay behind so that the rest of the team can travel safely to and from the game. Luckily for Santos and Bacallao, their presence has been deemed essential. — Clare Merryman is the Marathon Weekly’s high school

Community Foundation seeking nominations to honor volunteers The Community Foundation of the Florida Keys (CFFK) is now accepting nominations for its 21st annual Unsung Heroes Celebration, recognizing the tremendous efforts of our community’s volunteers. All charitable nonprofits based in and serving the Florida Keys are invited to nominate a volunteer to be honored. More than 1,300 volunteers have been recognized since the event was started 20 years ago. The deadline for nominations is Thursday, Dec. 31. The nomination form is available at cffk.org. Honorees will be recognized during a virtual celebration on Friday, Feb. 5, at noon. The event is free and will be livestreamed on Facebook. The Unsung Heroes celebration is sponsored by the Lower Keys Medical Center and promotes civic engagement in the Keys. The hotel’s general manager, Michael Weber, said, “Taking care of people is the heart of hospitality. Even through a pandemic, we strive to do just that and I could not be more proud of our entire team for achieving this distinction.” Need a safe place to make exchanges? The Key West Police Department is teaming up with the Monroe County Sheriff’s Office to offer safe exchange zones for online transactions. This is a busy season for buying and selling over the internet. However, it may not be wise to give strangers your home address in order to make the transactions. “Sheriff Rick Ramsay and I want to offer this added safety to our residents,” said Police Chief Sean Brandenburg. “We can’t address the quality of authenticity of the items, but we can provide a neutral safe space for these transactions.” These safe exchange zones must also be COVID-safe. Masks and social distancing are required. Online yard sales and sites like Craigslist have made these transactions a common way to buy and sell. By conducting these transactions at the police department, both buyers’ and sellers’ privacy is protected. The Key West Police Station is located at 1604 North Roosevelt Blvd. The open-air lobby in front is open 24 hours a day. The sheriff’s office is offering the lobbies of its substations and headquarters building as safe zones for residents making online transactions or to anyone buying or selling in person. THE MORE THINGS CHANGE… Tackle Box has made fishing happen for decades
T
his column is the next in a semi-regular series about Keys places that have stayed mostly the same as things have changed all around them. Now and again it’s good to celebrate some of our islands’ stalwart businesses that have survived and thrived. Marathon’s early development was concentrated around the west end of Vaca Key, hence the moniker Old Town. The United States Postal Service constructed one of Marathon’s early post offices near the intersection of US 1 and 20th Street; the building still resembles an old post office today. When a new post office was built during the Kennedy administration, the Old Town Post Office became Miller’s Bait & Tackle. It quickly became a place where fishermen could get bait and spin stories — something that happens at the site to this very day. Many locals remember Dave Brown from the years he owned the Tackle Box. Dave sold the business in 2004 to Dave Still, and Dave sold the Tackle Box to his son and daughter-inlaw Chris and Robyn Still in 2016. Even though things have changed, so much has remained the same. Bait, tackle and stories flow freely in the Tackle Box. Chris and Robyn didn’t change much — why fix it if it works? People rely on the Tackle Box. Some have been coming in for decades, and remember “the way it was” as they get their bait or drop off a reel to repair. “Where did that door go?” “There was a window there — what happened to it?” These are some of the questions old-timers ask when they come back to the Tackle Box for the first time in years. Some of them remember (fondly, I suppose) the old concrete trough behind the old door where fishermen would rid themselves of their used beer. And there’s a bullet hole in a window that’s been there for years. No one knows when it happened or who might have shot at the place. Robyn calls the myriad mysteries of the building “treasures.” When a place has been the same basic business for decades, there are always surprises left behind years ago that turn up. Old reel parts, tackle, rod stuff — it keeps the Stills amused by the continual discovery that takes place. The building has been added on to and modified numerous times throughout the years. Significant parts of it, however, haven’t changed much in the past five decades. And
the Tackle Box has proven resilient — Irma mostly spared the old structure. Other hurricanes have mostly spared the building as well. That’s a really good thing that hasn’t JOHN changed. Today, the Tackle Box is one of the few (if not the only) full-service bait and tackle stores left in the Keys. They catch their own live baits, and can outfit you with everything you’ll need, from rods and reels to comfortable fishing apparel. They offer rod and reel repair, and can even take you out on a charter if you can’t find one readily available. They can customize rods and other fishing paraphernalia, and will soon have an embroidery machine that will let them make their own custom hats. It’s all part of their mission to ensure that fishermen who come to Marathon have the best possible time and will continue to come back. Robyn and Chris love their community. Robyn is a member of Zonta, and they help out so many worthwhile causes. They are great supporters of Presents In Paradise, and do so much to help out in so many ways that so few know. The community is blessed to have people like them as local business owners.
