FLORIDA KEYS NEED FEMA SUPPORT
OFFICIALS AWAIT ELIGIBILITY FOR FEDERAL ASSISTANCE
The storm surge and subsequent flooding caused by Hurricane Ian as it churned west of Key West took many Key Westers by surprise.
On every countywide emergency management call, from Sept. 23 to Sept. 28, Jon Rizzo, warning coordination meteorologist for the National Weather Service in Key West, told Monroe County and Key West officials he was “very concerned” about a 2- to 4-foot storm surge that would be at its worst on Sept. 28, especially at high tide.
Still, the relentless rain, unusually high tides and winds that gusted occasionally to hurricane force made the storm surge flooding much worse than many expected. Key West Mayor Teri Johnston told the Oct. 3 audience at Hometown’s candidate forum that nearly 300 homes were unlivable or nearly so due to flooding from Ian.
Florida Keys officials as of Oct. 4 were still awaiting the official declaration by FEMA that would make Monroe County eligible for federal damage reimbursement for both government and individuals. As of Oct. 4, Monroe County had not been listed in what’s known as Category
A, which makes a county eligible for public assistance and individual assistance to help with storm-related damage and needs.
U.S. Rep. Carlos Gimenez, whose district includes the Keys, visited Key West on Sept. 30, when he assured city and county officials he had already sent a letter to the president and federal government asking that Monroe County be declared eligible for assistance. The meeting at city hall included assistant city manager Todd Stoughton, the city’s emergency management chief Greg Barroso, housing authority director Randy Sterling, City Commissioner Clayton Lopez, Police Chief Sean Brandenburg, Monroe County Emergency
Management Director Shannon Weiner, county and city attorneys, and Coast Guard and Navy leaders. City Manager Patti McLauchlin was in Fort Myers throughout the storm. She owns a home there and had gone up beforehand to care for a friend who’d had surgery. Johnston was not at city hall on Sept. 30 as she had traveled after the storm to Charlotte County, where she and her wife, Dar Castillo, own property.
“You had damage, absolutely,” Gimenez said at city hall. “It’s not the same as the west coast of Florida, but there’s no doubt damage here.”
He pledged his support for the county’s classification. Gov. Ron DeSantis also sent a letter on behalf of Monroe County, Johnston told the Oct. 3 audience at Hometown’s candidates forum at Tropic Cinema.
Officials were still waiting as of the afternoon of Oct. 4.
“Our elected officials at all levels are aware and working on it with the FEDM and FEMA,” said county administrator Roman Gastesi, according to an Oct. 4 press release.
“At this time, Monroe County is collecting Hurricane Ian-related debris. Additionally, individual assistance is available for Florida Keys residents through SBA loans.”

Presented by the Keys Weekly Newspapers and Greater Marathon Chamber of Commerce, the night saw the 12 candidates in attendance answer more than 30 questions throughout the two-hour recorded forum.

U.S. HOUSE
The Florida Keys have witnessed historical numbers of illegal immigrants. Law enforcement agencies including the Coast Guard and CBP claim resources are stretched thin. What solutions do you propose to address the situation?
Carlos Gimenez (R): The problem with im migration right now is changing policy. The first thing that the Biden administration did was change all the Trump-era policies. And so now, instead of 10% of the migrants being able to qualify for asylum, now everybody knows that as soon as they cross the border and they’re in the United States, they’re allowed to remain. When you incentivize that, you're going to get more and more migrants. We know we need to give more resources to our law enforcement personnel, but the problem is the policies.
Robert Asencio (D): We need to ensure that our law enforcement is better funded, but we also need to make sure that the Coast Guard and the law enforcement on the federal side that has authority over immigration create bet ter patrols. We need to ensure that our foreign policy is high and tight with regard to address ing why immigrants are leaving their countries of Cuba, Haiti and some of the other countries that are coming via our coast.
The Inflation Reduction Act is the biggest fed eral investment against climate change, aiming to cut gas emissions in less than a decade by roughly 40%. This legislation also aims to make changes in healthcare to lower drug prescriptions, cap outof-pocket expenses and extend coverage. What are your opinions on the Inflation Reduction Act of 2022? Who will benefit the most, and who will foot the majority of the bill?
Gimenez: I certainly oppose the IRA. The Inflation Reduction Act does nothing of the sort; it’s actually the Inflation Creation Act. It funds $80 billion to hire 87,000 additional IRS agents. 87,000 additional IRS agents are going to be unleashed on the American people and make us pay more taxes. I’m totally against it, I voted against it and I'm proud of the fact that I did vote against it.

Asencio: I think there are people who are having to choose between making ends meet or being able to acquire health care. Health care should not be a ticket to bankruptcy. We know the American people will pay for this for decades to come, but we also have to recognize we have gone through a historic moment in our country's history. The last time we went through a pandemic was 100 years ago, and this is the cause of worldwide recession. We need to ensure that our Americans are provided the care based on their tax dollars. Lastly, the IRA provides some programs and some funding to be able to curb emissions, lower footprints and therefore protect our ecosystem that we're so dependent on here in the Keys.
Other questions asked include:
• The Florida Keys have seen an incredible rise in premiums for the federal flood policy. Industry experts say that the odds of a carveout for Monroe County that balances our risks and contributions are slim at best. What are your proposed solutions for dealing with these rising costs to ensure an equitable split among all policyholders nationwide?
• What opposing political initiatives or leg islation would you be willing to support or help reach across the aisle in order to build consen sus?
• Are you in favor of term limits or manda tory retirement for Congress and/or the presi dency?
STATE REPRESENTATIVE
Democratic candidate Adam Gentle was unable to attend the forum due to a previous commitment.
The 2020 census was supposed to initiate a new evacuation model for the Florida Keys. Do you feel like the Keys should adhere to a 24-hour evacuation policy or should it be changed to up to 36 hours?
Jim Mooney (R): We all know that we can evacuate in 24 hours. I think serving in Islamo rada and listening to the stakeholders through out the Keys, the fear is that you're going to add more growth. Do we need 36 hours? I don’t think it makes a difference at all in any realm other than expanding the number of building rights. Right now, I think that this infrastructure can't handle any more.
Monroe County is again about to feel a mas sive increase for windstorm rates. Premiums far exceed claims paid out, so would you be in favor of structuring a Florida Keys carve-out that reflects our actual risk?
Carving out is a very difficult thing to do. I will tell you that every bill that comes through the House, I normally say that if you carve Mon roe County out, it would be a great bill. We're all in on trying to carve out, but Citizens needs to be put back in its place of what it originally was designed for: insurance of last resort.
What are some of your priorities when it comes to securing budget allocations for the Florida Keys? What can you do to ensure requests from Florida Keys organizations are seen through to completion?
The appropriations process is daunting. You don't get to plead your appropriations in front of committees any longer. They just get into a consent agenda, and then they fast forward into a whole different committee who views them by themselves without a lot of input. All you start to do is text your chairs and say “Hey guys, I need this appropriation.” There are no guaran tees in appropriations, period.
Do you support Florida’s current 15-week ban on abortions, and would you support stron ger restrictions that have been proposed by the governor?
I did vote for the 15-week bill. I did a lot of soul searching on that one, did a lot of research and spoke with a lot of medical people. So I was comfortable with that. We did not outlaw abortions, and I don't think that we're going to outlaw abortions in the state of Florida.

• HB 735, which prohibits municipalities from recognizing specialty contractors such as pavers, painters, aluminum work, etc. could have devastating effects for specialty contrac tors in the Florida Keys and throughout Florida. What is your plan to address the concerns relayed by Monroe County and many others regarding this bill?
• In February the DEO revoked Marathon’s MOU to issue building permits without state re view. What can you do to help with the relation ship between the state and City of Marathon to help restore our ability to issue building permits in a timely fashion?
• Do you feel like Marathon and Monroe County should be on the hook for judgments in the takings cases when the state conceivably stops issuing building permits in 2025? What can you do to eliminate or reduce legal expo sure to municipalities in the Keys?

I’m not aware of the exact timelines of when these permits were allocated, whether the appeal was filed or not. I’ve asked that question, and I’ve not seen a detailed analysis of that. But if we were under appeal, and we did not issue some disclaimers during allocation of those permits to transfer some liability over to the recipients and perhaps request indemnification for the city, we may be having some exposure here. So I certainly will be looking at the timelines of those. If it was indeed under appeal, that shows a lot of institutional arrogance if we is sued those permits, thinking that we’re always right because you never know when you go into court.
Other questions asked include:
• Do you feel the city acted appropriately by creating a special taxing district for the hospital, and should it continue?
• What are your feelings about vacation rentals affecting our economy and Marathon residents’ qualify of life?
• Do you believe the city has a responsibility to protect, subsidize or provide workforce hous ing?
• How should the city’s budget balance its building of reserves, alleviating tax burdens on the residents, and allowing the city to offer ad ditional services?
KENNY MATLOCK
To my knowledge, from what I’ve seen, the city knew that those permits weren’t 100% solidified. So yeah, I think it was, to be quite frank, a dumb decision to give them out. And now, like you said, we have the liability of lawsuits coming at us. So no, I don’t think it was smart.
MIKE LEONARD
The first thing I ask is, “Show me the disclaimer.” And I’ve yet to see the dis claimer. I agree with Jeff 100%. These lawsuits are extremely serious. Frankly, the lawsuits could create enormous financial problems for Marathon if we don’t get this result. This is a serious matter that must be taken seriously by everybody.
• How do we restore Marathon’s building de partment’s ability to issue permits?
• What would you do to increase the interaction between the public and our city council?
• Do you feel as if the city does a good job enforcing its own code?
• What infrastructure upgrades or improve ments would you like to see prioritized?
• Name one ordinance you would like to repeal, eliminate or revise, or one that you would pro pose or sponsor.
• As commercial development continues on U.S. 1, do you think there should be architectural standards that property owners need to follow?
• How do you feel the city of Marathon has done acting as an intermediary between its citizens and issues involving state government?
• In 2016, Marathon voters passed a nonbinding referendum for city staff to explore the viability of a community swimming pool. Noth ing has happened since. Is this a worthwhile endeavor to pursue?
• The city has a long history of creating task forces to tackle specific issues like architectural standards, beautification, workforce housing and charter review committees. However, the work done by these task forces rarely results in actions taken by council. How would you ad dress this disconnect?

Controversial items have a history of landing on the city council’s consent agenda, meaning there is little or no discussion on important issues. What is the area you feel has the greatest need for transparency and how would you go about providing that to the public?

Before items are pulled from consent, we’re not allowed to talk as council members because of the Sunshine Law. The only time we can talk about items is in front of the public. As far as transparency on other issues, my push for transparency is letting the public know how things work. If you file a code complaint, what are the next steps so a person gets issued a citation for that? What are the steps in obtain ing a building permit? What are the steps in obtaining inspections? That’s my push for transparency, but as far as consent items as a council member, I cannot discuss that with my fellow council members or I violate Sunshine Law.

The council’s hands are tied because they can’t talk to each other. So the only thing we can do is talk to our residents, and we don’t have a good way of doing that either. They don’t know what’s going on, council finds out about it, they really don’t know what’s going on. It’s a quandary, so I have no real answer to that.
I think Robin touched on something very important involved in that. I think education goes hand in hand with transparency on this. People can’t possibly know about something they haven’t been told about. So, it’s about educating folks about exactly what’s going on, the issues that are hap pening day to day. We do have some resources to do that; it’s 2022. We have the internet, we have ways of getting information out to people in a more ef fective way than what they’re currently doing. I do think that education is a great way of solving that issue, and a lot of others.
What can the city do to ensure we have high-quality nearshore waters?

I think the first thing we need to do is follow some of the rules that we have already. I know that they’re in the works with a new plan for our near shore waters. We need to deal with all of our canals. We each go out in our canals and look and for the most part, all of them are dead and not growing, so they need to be refurbished. That would probably be the biggest part of what we can do to make that differ ence.

The city has already moved forward with our sewer project to help our nearshore water quality. There is a lawsuit pending that’s highly involved with the injection wells in our sewer systems. There has been some re search done on that, and time will tell whether or not those injection wells are actually affecting our nearshore quality of water or not.

Conversations I’ve personally had with city wastewater director Dan Saus and Weiler Engineering have left me pretty confident that the city is meet ing the law, and it’s below capacity on the sewer system. Some leaching is occurring on both the ocean and bay side. That’s normal, and stormwater runoff is almost impossible to manage. We are facing that FOLKS lawsuit as well, and that is going to be interesting to see because deep wells are going to cost the city a bunch of money for us to put in.

Crane Point celebration rings in the season
Aweek’s delay due to Hurricane Ian couldn’t put a damper on Crane Point Museum and Nature Center’s Fall Harvest Festival. Now a staple of the beginning of the season in Marathon, the annual event brought out dozens of attendees and volunteers for hay rides, apple cider, food and drink, and a bevy of children’s games.
“We are so happy and honored here at Crane Point with another successful community event,” said Crane Point CEO Charlotte Quinn. “It was a great turnout and loads of fun. Thank you Marathon, our volunteers and staff whose hard work went into putting on such an event.”

The solution to the is the reduction/ elimination of stormwater intrusion. The reduction and mitigation of storm water intrusion started years ago, with Phase One on the south side of 10th street currently in the queue to be completed. This work was approved and funded last year when I was the Chair of the Utility Board. This leaves the remainder of 10th street, work on 9th street, all of 11th street, and the swells on 12th street.
An important aspect of this proj ect, continuous, clear, and concise communication from city officials to all property owners.

KCB has always prided ourselves on improving water quality with the first sewer system city wide in the Keys (1960’s) and the first advanced water quality treatment facility. We recently upgraded the plant to the new ad vanced water standards which signifi cantly improved the water quality in our canals. Last year, I authored one of the first canal maintenance plans in the Keys to ensure navigability and water quality. To continue to improve our nearshore water quality, we are currently working on finishing our stormwater system with a $2.6 million appropriation from the state.

As someone who grew up here, I know what our waters used to look like, and how they’ve changed.
I’ve been working on marine envi ronmental issues for many years, in cluding reviewing the Fl. Keys National Marine Sanctuary’s previous Restora tion Blueprint and offering suggested changes (some of which were incor porated into this latest draft). And I’ve expressed my desire to serve our City as next year’s Municipal Representa tive on the Marine Sanctuary Advisory Council.
The most important thing we can do to protect our marine waters is be part of the conversations, and strengthen our partnerships with the Sanctuary and FWC.

Tua Tagovailoa being removed from play twice under the NFL’s concussion protocol, the league saw 12 more players, including several quarterbacks, being set down on Oct. 2.
Something has to be done. Should all those injured players be dropped for their seasons, for their careers? Nope. Too drastic. But the current protocol clearly isn’t sufficient.
Tagovailoa has already been ruled out of the next game on Sunday, Oct. 9 against the New York Jets — 10 days after he last played, which is interesting because he has already been cleared of the concussion protocol.
Miami coach Mike McDaniel made the announcement on Oct. 4, saying the quarterback would not play Sunday against the Jets. According to Sports Illustrated, McDaniel said it was “premature to decide whether Tagovailoa will be going on injured reserve, which would sideline him for at least four games.”
Tagovailoa is playing for the Dolphins under a four-year, guaranteed contract of $30.3 million and was drafted No. 5 in 2020.
The NFLPA (that’s the players’ union) exercised its rights and fired the unaffiliated neurotrauma consultant who examined Tagovailoa during the Buffalo game on Sept. 25. In that game, he was noticeably wobbly on the field following a hit, but was examined and allowed to return to the game. Four days later, on Thursday, Sept. 29, in a game against Cincinnati, a vicious tackle took the starting quarterback out of the game. It was Tagovailoa’s second concussion within four days. Teddy Bridgewater replaced him.
“Chris Nowinski, a leading expert on concussions, told The Palm Beach Post he fears Tagovailoa may have permanent brain damage,” The Palm Beach Post reported on Sept. 30.

“Nowinski, a Boynton Beach resident, had warned that if the Dolphins allowed Tagovailoa to play against the Cincinnati Bengals, it would represent a ‘massive step back’ for concussion care in the NFL.”
His replacement, Bridgewater, graduated from Northwestern High School in Miami and attended the University of Louisville. Miami also has quarterback Skylar Thompson, a draft pick from Kansas State. The Dolphins also have added quarterback Reid Sinnett to their practice squad.
Bridgewater, who will turn 30 on Nov. 10, was drafted in the first round in 2014 by Seattle, but was soon traded to Minnesota, where he became the Vikings’ starter for all 16 games and was selected for the 2015 Pro Bowl. From there, he went to New Orleans, where he started 15 games in 2020. Bridgewater was a backup quarterback in New Orleans and Carolina for two years before being signed by Miami.
While other teams are having to replace their quarterbacks with deep second and third stringers, I would think Miami stands tall with Bridgewater, who is signed for this season only.
Tagovailoa was described as “brittle” while at the University of Alabama and hasn’t indicated he’s any stronger as a pro. Miami may be looking for another quarterback by next season.

Coral Shores golfer Gabby Thomas has played in six matches this season, winning five of them. Her game improves weekly, and she often outscores the gentlemen as well as the ladies. Recently, she shot a 45 at Florida Keys Country Club as she edged closer to a 40, her goal this season. Gabby does not settle for being a great athlete. She is constantly working harder to improve.
“Gabby is a very teachable player; she takes what she is told and practices it until she has perfected it,” said Coral Shores golf coach Danielle Thomas. “She always tries to better herself by practicing and watching videos of other golfers.”
Thomas does not hesitate to share her knowledge and skills. She is both a leader and teacher for her team and those she plays against, offering helpful advice to her competitors on swings, stances and any other aspect of the game. Most admirably, Gabby is a role model to others, exhibiting sportsmanship on and off the course. For her high level of play, leadership role and constant positive interactions with those around her, even during competition, Gabby Thomas is the Keys Weekly Athlete of the Week.

Monroe County’s longest-running sports rivalry is renewed under Friday Night Lights
On Friday, Oct. 7, two island football teams will meet on the gridiron to extend what is already the longest standing rivalry in Monroe County sports history, when the Marathon Dolphins make the trip north to challenge the Coral Shores Hurricanes. The red-hot 5-1 Hurricanes enter the contest riding a four-game win streak during which they outscored their opponents 141-7. Coral Shores’ defense has surrendered a mere 26 points in total on the season and has yet to give up a 20-point game. The 3-2 Dolphins, meanwhile, will look to begin a streak of their own. Following a disappointing loss to Ransom Everglades on Sept. 23, the Fins responded with a dominant 36-0 shutout win over BridgePrep Village Green the following week.
Marathon and Coral Shores have met a total of 52 times throughout their storied rivalry that began in 1970. The Hurricanes currently hold the edge in what has been dubbed the “Battle of the Keys” with 27 wins to Marathon’s 25. In preparation for Friday’s showdown, the Keys Weekly Sports Wrap took a look through past iterations of this iconic contest.

Like many kids his age, 4-year-old Carter Steele made his football debut this August playing in the Key West Junior Football League in Key West. While this is unexceptional at face value, it is notable that he made his athletic debut on George Mira Sr. Field. Little Carter just happens to be the greatgreat-grand-nephew of Key West’s own George Mira Sr., University of Miami’s fabled quarterback who went on to win three Super Bowls in his eight seasons in the NFL. While he does not yet know it, Carter belongs to Key West royalty, a member of a family with a deep athletic history that spans much farther than the bridges of the Keys. The name Mira is synonymous with South Florida football greats, particularly quarterbacks, which is why I did a double-take when Key West High School football coach Johnny Hughes first sent me the Conchs’ ’22-’23 football roster.
Number 8, listed at QB, was junior Adrian Mira. I knew instantly that Key West was in for some big home gates this season.
Key West is a town steeped in pride, tradition and community. Conch Pride is something that cannot be explained; it must be experienced. If you have ever been in the stands during a home football game in Key West while the band is playing the Alma Mater, you likely felt it. The entire island embraces its teams to create an atmosphere that is indescribable. The pride displayed by Key West fans is palpable, and regardless of wins or losses, they remain steadfast in support of their own. And even if every fan packed into the stadium is not directly related to the Miras, though a fairly large number are, they still claim George Mira as theirs.
A Key West native, born to a stay-at-home mother and a foreman at the local plant that provided Key West’s fishing and shrimping fleets with ice, George grew up in the Southernmost City playing baseball, basketball and football. He excelled in all three and also, I am told, plays a decent round of golf. Mira led the Conchs to state championships in baseball in 1958 and 1959 as their star pitcher. His deadly accuracy and zip earned him an incredible 31-2 record as a starter, first-team state honors and a major league offer with the Orioles, but it was the gridiron where Mira made himself a legend.
How did an unassuming kid from tiny Key West become larger than life? The answer is woven into the fabric of multigenerational Conch families, including the Miras. It is not elusive or magical in any way. It is work – lots of hard, focused, purpose-driven work. It was that work which led not only Mira to his storied fame, but a disproportionate multitude of Conch athletes who have represented Key West in college and major league sports. Mira played on the same baseball team as John “Boog” Powell, who played in Major League Baseball for 17 years, winning the American League MVP award in 1970; and Richie Garcia, arguably one of the greatest MLB umpires in the history of the game

with 24 years and four World Series under his belt. Three athletes starring in the pros hailing from the same little island a hundred miles from anywhere with about 6,000 telephones and no social media or internet is incredible.
Excited by the Mira connection on this year’s roster, I contacted a few of the many notable Miras in Key West, all of whom directed me to their unofficial spokesperson, Yvette Mira Talbott. Ironically, I first met Talbott, George Sr.’s niece, at George Mira Sr. Field.
Obviously, the family is thrilled to have another Mira taking snaps for the Conchs. Adrian is the fourth Mira to play the position, following behind George Sr. himself; George’s older brother James “Jimmy” Mira, Yvette’s father and longtime Key West Commissioner; and George’s younger brother Joe, who still coaches in Miami. George Mira Jr. was also a standout linebacker at University of Miami during its fabled “badboy” years. Key West has waited more than half a century for another great quarterback, and junior Adrian is on his way to making history of his own with Key West.

In his first start for the Conchs, there were flashes of the quick feet synonymous with a Mira QB. Built sturdier and more compact than his great-uncle, Adrian Mira runs the ball more like a bull than a matador, the moniker given to George Sr. for his capacity to scramble and his striking appearance. Coach Hughes describes him as a “tough kid with a good football IQ” and says that given more experience, he could be something special. Currently sidelined with an injury, Conch fans are going to have to wait to see just how special he can be, and whether he can fill the enormous shoes of his famous relatives.
I asked Talbott if she remembered anything special about her uncle. Aside from his feet – which, even as a grandfather, were fast and showed glimpses of The Matador – she explained that it was more than talent that drove the brothers, George Jr. and now the next generation of Miras to the top in football. Without hesitation, she offered the Mira family secret: “Hard work. No matter what you do, work hard. We always believed that was most important.”

We can come out to try to give them back a sense of hope, a sense of a future, and help people who are experiencing some of the most difficult points in their lives.

For the month of October, the Keys Weekly Newspapers are partnering with United Way of Collier and the Keys to remember and honor the life of Mike Forster. A business owner and community advocate, Forster led the effort to feed the Florida Keys in the days following Hurricane Irma and throughout the COVID pandemic. He served on various boards, including the United Way, and went on mission trips to Uganda to serve the hundreds of children living in orphanages.
An Islamorada councilman and Monroe County commissioner, Forster passed away on Sept. 6, 2021 at the age of 61 following a battle with COVID. Forster’s goodwill and generosity have inspired many Keys residents to carry on the spirit of giving and kindness to the island chain and those in need. In continuing the legacy of Forster, United Way of Collier & the Keys and the Keys Weekly Newspapers are highlighting some of the folks in the island chain who continue to pay it forward to help their neighbors. The community is invited to spend the week leading up to Forster’s birthday, Oct.17-21, to promote goodwill and generosity through random acts of kindness and sharing to social media and other channels as #BeLikeMike. What’s the most enjoyable part about helping your community and neighbors? When we see these people, we see the look on their faces, hear their thanks and see their true appreciation. The little bit we do just means the world to them. I’m very focused on community cleanups as well, and one of the most enjoyable parts is seeing a dirty and disheveled area, coming in with a team of volunteers, working together hand in hand as partners and seeing the after-effects of what a group of people can do. We get a chance to partner with our citizens, build these lasting relationships and see the efforts come together in a dramatic way to improve the quality of life in our communities. It’s second to none.
What kind of impact did Mike Forster have on your life or your community? I’ve known Mike a long time, and we were very good friends who were like-minded in our community-first approach. But the biggest impact I’ve seen, that I’ll remember forever, is post-COVID and post-Hurricane Irma when we had so many people who were down on their luck. He was literally feeding thousands and thousands of people every week. It was so inspirational that my team members came to almost all his feedings to work side by side for something that was so good and had one of the most dramatic impacts on our community that you could ever see.

MARATHON LATIN FESTIVAL TO DEBUT AT COMMUNITY PARK
All-day concert to feature Baby Lores, raise funds for medical charity

For the first time ever, Marathon is about to close out 2022 with some Latin flair.
Marathon Community Park will host the first ever Marathon Latin Festival on Saturday, Dec. 17. The historic all-day concert will be headlined by Cuban music pioneer Baby Lores and 13 other art ists, with more to be announced.
From 10 a.m. to 10 p.m., the family-friendly event will feature entertainment for all ages, including chil dren’s games, bounce houses, food and drink vendors and much more.
Proceeds from the Marathon Latin Festival will benefit the non-profit foundation Somos Esperanza. Directed by Cuban-born businessman Yoandys Lores González – more commonly known by his stage name Baby Lores – the foundation dedicates its efforts to offering hope to disadvantaged families, focusing on providing necessary assistance to children with preexisting medical conditions or chronic or incurable diseases.
The 5 to 6 p.m. hour of the festival will feature local Keys artists showcasing their musical talents before more than a dozen Latin artists take the stage from 7 to 10 p.m. to close the show.
Artists confirmed in the festival’s lineup include Lores, Insurrecto, Lenier, El Micha, El Kamel, El Uniko, Alvaro La Figura, Dayami La Musa, Dayran Perdomo, Davy Lores, Jose Yamil, Poesia Urbana, Erick Lexi and Eddy Borges.
Tickets for the festival are on sale now at www. babylores.net. Adult tickets are $50, tickets for young adults ages 13-21 are $25, and entry is free for kids 12 and under. A limited quantity of four-person VIP tables including limited drinks are available for $500 per table.

WILLIAM C. ‘BILL’ McQUEEN 1959-2022
William McQueen, of Mara thon, was born Sept. 25, 1959 in Illinois and died Sept. 18, 2022 while on vacation in Colorado. Bill began his career fixing hydraulic units for garbage compactors in Cabrini Green. To improve his career opportunities, Bill attended school to become an ironworker, following in his dad’s footsteps. Bill joined Iron Workers Local 63, erect ing fences along highways and making window sashes 27 stories up in skyscrapers in Chicago. Bill hated the cold wind, so he returned to night school to earn his welder’s license.
Bill married Dorothy Hattan on April 23, 1983 and moved to Marathon in 1985.
Bill worked as a welder for Hot Arc Welding for 24 years and was known for making gas tanks, balcony railings and circular staircas es. Bill and Dorothy welcomed their son, Joseph McQueen, in 1987. Bill loved spending time with Dorothy and Joe, fishing, snorkeling, smok ing fish, hanging out with his friends, listening to music and watching movies. Bill loved living in the Florida Keys and the warm weather, as well as spending time in the moun tains of Colorado.
Bill was predeceased by both his parents, William and Audrey McQueen. He is sur vived by his wife, Dorothy Mc Queen; his son, Joe McQueen; his sister Barb (Mike) Sabo; his brother Kirk (Debbie) McQueen; and several nieces, nephews and cousins.
A Celebration of Life event will be held on Satur day, Oct. 22 at the American Legion in Marathon from 10 a.m. to 1 p.m. A mass will be said for Bill at San Pablo Catholic Church at 4 p.m.

MLKAR gathers hurricane relief items for southwest Florida
The Marathon and Lower Keys Association of Realtors is gathering hurricane relief items to be delivered to disaster areas in southwest Florida by mid-October. Items requested include baby goods, baby formula, hygiene items, cleaning supplies, non-perishable food, batteries, comfort items such as small kids toys and games, and pet food. Please do not donate clothing or bottled water, as these items are handled locally. Donations may be brought to the MLKAR board office in Marathon at 5800 Overseas Hwy. #15, Monday through Friday from 9 a.m. to 5 p.m. If donors need to drop off goods outside these hours, they may be dropped off at Marathon Grill and Ale House or Village Barber Shop. Donors in the Upper Keys can email Wayne Carter at ceo@mlkar.com to arrange a dropoff in Tavernier or pickup in the Upper Keys.
Those interested in making a cash donation may scan the attached QR code. Funds donated will be used to purchase $50 Home Depot gift cards that will be delivered to those affected by Hurricane Ian with the assistance of organizers in the Fort Myers to Port Charlotte area.
Overseas Pub, American Legion team up for hurricane collections
In the wake of Hurricane Ian’s destruction, both Overseas Pub and Grill and Marathon’s American Legion Post 154 will serve as collection points for donated supplies that will eventually be delivered to the Fort Myers, Sanibel and Captiva regions of southwest Florida. Requested items include water, cleaning supplies, non-perishable food and toiletries. For a full list of accepted items, scan the attached QR code. Items collected by the American Legion will be delivered at the direction of the American Legion Department of Florida and will be accepted until further notice as long as a need exists.
United Way and Publix distribute record Stuff the Bus funds
United Way of Collier and the Keys announces that it has distributed a total of $54,542 to help Monroe County students this school year. $34,257 of the total amount came from donations made at Publix through its Tools for Back to School program, and generous
donors throughout the Florida Keys contributed $20,196 to United Way’s Stuff the Bus campaign.
This year, the funds raised by UWCK and Publix were combined into a new “Equity Fund” established at each of our 16 local schools to help provide the supplies, necessities and expenses needed at any given moment by individual students. The new Equity Fund gives each school maximum flexibility in meeting students’ needs.
“As always, the generosity of our community is amazing,” said UWCK Florida Keys area president Leah Stockton. “Through this program, we help ensure that every child has the tools they need to succeed in academic as well as extracurricular activities, increasing their ability to succeed as well as ultimately strengthening the financial stability of local families and our communities.”
Making Strides walk to return Oct. 15
The American Cancer Society invites Keys residents to join forces with the nation’s nonprofit leader in the breast cancer fight. DIARY OF AN EMERGENCY OPERATIONS CENTER
Behind the scenes of boredom, panic and stories…
Our recent brush with Hurricane Ian brought with it a good bit of time spent in our city’s Emergency Operations Center at City Hall. As mayor, one of the duties is to be around at the city’s EOC for decisions and helping direct the city’s response to the disaster du jour. There is a good deal of preparation that the city staff undertakes in advance of a storm, and those staff members put in a lot of hours getting us ready and city assets protected.
Of course, our EOC coordinates with Monroe County’s EOC and all our other stakeholders. Each local government has its own Incident Command System (ICS), as required by FEMA in order to deal with disasters and other incidents. Ours consists of the mayor, city manager, fire chief, city clerk, city attorney and certain department heads. ICS isn’t just a command structure, it’s also an incident planning and management tool. ICS really helped Marathon in the aftermath of Hurricane Irma, and adherence to the plan and its rules help local governments in getting timely FEMA reimbursements.
After preparations have been completed, there is often a lot of hurry-upand-wait until the storm approaches. As I write this paragraph, that is what we’re doing at City Hall, waiting on Ian’s passing by the Keys. When the weather hits, however, things can get pretty exciting.
I was mayor during the 2005 hurricane season when we were visited by four storms: Dennis, Katrina, Rita and Wilma. Katrina was the only one of these that didn’t come with a mandatory evacuation, but that was the storm that sent a tornado down my street at 4 a.m. That was one hell of a wake-up call.
In 2005, Marathon’s City Hall was located in the building near 100th Street, the current location of Ocean Sotheby’s Real Estate and Tewes Mortgage. There were some interesting things that happened while holed up in the building during these four storms — way more interesting than hearing then-City Manager Mike Puto snore during the overnights.
One moment of sheer terror was hearing a large booming crash at the back of the building during a particularly strong wind gust. It was a very large tree branch — about half of that particular tree — that had blown down and hit the back wall and walkway. We were really lucky it didn’t hit the roof. The truly fun part about this particular

incident was getting this very large leafcovered tree-sized branch off the walkway and away from blocking one of our exit doors.
Hurricane Wilma was one of our most destructive storms, and it came through the Keys after we had already been battered by the other three that visited earlier. The
windy and rainy part of Wilma came overnight, while everyone at our EOC was asleep — everyone except Fire Chief Hans Wagner and myself. Sometime after midnight, with winds gusting over 100 miles per hour, we discovered that the oceanside storm surge had begun encroaching the parking area under the building. Hans and I moved all the cars from underneath to the elevated parking out front, literally in the middle of a hurricane.
By the time Wilma arrived, most everything that could have been blown down had already been blown down. The trees were all brown, the customary green having either just been damaged by salt spray or simply blown off the tree branches. The next morning, as I was driving around surveying the damage, I noticed water pouring onto the highway where Aviation Boulevard meets U.S. 1 at Coconut Cay. It wasn’t long before the highway behind me turned into a lake and I was forced to find higher ground in the Gulfside Village parking lot.
The rising saltwater storm surge caused a short circuit at one of the buildings of the Reef Resort. As you can probably guess, it caught fire. Because of the amount of Florida Bay that had encroached upon formerly dry land, firefighters used jet skis to carry fire hoses to put out the burning building.
So, as we see the devastating results of Hurricane Ian unfold, I’m sending my thoughts and prayers to the people of Florida’s west coast. And I hope we have no more of these for a long, long time.

On November 8, 2022, the Key Largo Fire Rescue and Emergency Medical Services District will issue a referendum to the voters seeking approval to increase the maximum millage rate in order to cover future costs of provid ing high-quality fire-rescue and emergency medical services to the residents of Key Largo.
The District Board of Commissioners wishes to make clear to Key Largo voters that the Board does not intend to levy annual millage at the maximum rate permitted under the proposed increase and remains committed to its longstanding policy of providing high quality firefight ing, rescue, and emergency medical services in the most cost-effective manner. The District has adopted a five-year operating plan that contem plates a millage rate less than the proposed maximum of 2.00 mills, however also understands the importance of long term planning. The following is the official ballot:
