Report on the Closure of the General Conference of Islamic Wilayas's Ulema (Saturday 8/1/1433) : On Saturday 1433/01/08 in the city of Baidoa, the capital of the Islamic Wilayah of Bay and Bakool, General Conference of Islamic Province's Scholars ended. The idea of preparing for the conference began before four months, when the Sharia Committee of the Harakat Al-Shabaab Al-Mujahidin conducted a general tour in the Islamic Wilayas and met all the Ulema based in the Islamic Wilayas of Harakat Al-Shabaab AlMujahidin, during that tour came the idea of the conference, and after inviting the Ulema they didn’t hesitate in answering it.
The activities of the conference began on Saturday 1 Muharam 1433 A.H. and continued until Saturday 8 Muharam. During these days several topics were discussed some related to the Aqeeda and other linked to the legitimate politics and Fiqh of reality. The period of discussion was characterized with tranquility since it was based on the Book, Sunnah and the sayings of the Ulema. Sometimes the topic would be recited by one of the Ulema as a lecture then the Ulema comment on the topic and ask each other questions and who has knowledge about the question responds so that the topic would be dealt sufficiently, and sometimes several Ulema would be chosen to prepare a small research about the topic, then one of them recite it on the attendees, then the topic would be discussed and questioned. Of course the conference had a great resonance in the Somali arena especially it had many well known Ulema in the Somali arena among them for example sheikh Abdulcaadir Mumin, sheikh Hassan Takr, sheikh Jamee Abdulsalam,‌ and several of the well known Ulema in their regions and areas which they came from.
The closing day of the conference was attended by several of the leadership of Harakat Al-Shabaab Al-Mujahidin among them sheikh Ali Dhere, the official spokesman of Harakat Al-Shabaab Al-Mujahidin, sheikh Hassan Dahir Aweys, sheikh Mukhtar Robow Abu Mansur, sheikh Abu Bakr Al- Zayla'I, sheikh Mohammed Abu Abdullah Wali of the Waliyah of Shabeellaha Hoose, sheikh Mahd Wali of the Islamic Wilayah of Bay and Bakool, and sheikh Ali Jabal an official in the Sharia Committee of Harakat Al-Shabaab Al-Mujahidin. The first speaker in the closing day was sheikh Ali Jabal from the Sharia Committee where he recited a summarized report about the conference, and was followed by several of the leadership of the movement and the Uelma attended in the conference. Also the final statement of the conference was read in Arabic. The statement mentioned about several of the important issues among it are that the Ulema assured their acknowledgment of the Islamic Wilayas and that they are the legitimate authority in Somalia and mentioned several proofs from the Sharia on that, and confirmed also confirmed on the apostasy of the government of Sharif and mentioned the proofs from the Sharia of that, and mentioned also the Sharia stance from the Ulema who stand in the rank of the crusaders and the apostates, and the statement mentioned the prohibition of drugs, Khat, cigarettes, and addressed advices to the Moslems in the general and the mujahidin in particular and in the end of the statement the honorable Ulema may Allah preserve them suggested changing the name of Harakat Al-Shabaab Al-Mujahidin to the Islamic Emirate. After the end of the conference we met several of the Ulema who participated in the conference and asked them different questions to get from them more about this conference, sheikh Abu Bakr Al- Zayla'I may Allah preserve him was one of the participating Ulema in the paper of Asma and Ahkam, we ask him about issues that were dealt in that topic: Al-Kataib net: Sheikh Abu Bakr Al- Zayla'I can you speak to us about some of what was dealt by the Ulema in the topic of Asma and Ahkam? Sheikh Al- Zayla'I: The topic of Asma and Ahkam is a new topic and strange to the Moslems now, and it’s an old topic and the differences in it between the Muslims appeared starting from the death of the prophet peace and blessings of Allah be upon him when the Abu Bakr Assiddiq may Allah be pleased with him became the Caliph of the Moslems, a disagreement happened regarding the issue the war of apostasy between Abu Bakr and Omar may Allah be pleased with them and the matter ended with the famous saying of Abu Bakr may Allah be pleased with him, then the Kharijites appeared in the caliphate of Ali may Allah be pleased with him and said that the Sahabah are Kuffar, and the
discussion began about the issues of Kufr and Iman, Asma and Ahkam, and a dialogue happened between the Kharijites and Ibn Abbas may Allah be pleased with him, after that the Murjites appeared in Iraq and Sufyan ibn `Uyaynah used to respond to them, and from the Ulema who responded to the Kharijites were Amir al-Mu'minin Omar bin Abdulaziz and Abdullah bin Al-Mubarak. This topic is part of studying the Aqeeda, since the Aqeeda is the fundamental of religion and that topic is the fruit of studying the knowledge of Aqeeda, and this knowledge resulted in concepts as believer, Kaffir, hypocrite. And appeared for the result of these concepts rulings regarding the Dunya and hereafter, and Asma and Ahkam before receiving the proof and Asma and Ahkam after the proof. Rulings regarding the Dunya like killing, marrying, inheriting, eating of the offerings, and the loyalty and disavowal, and rulings regarding the hereafter like the torture, paradise and hellfire. The topic of Asma and Ahkam have several matters in it as evidence, Asma, Ahkam and classes of the people, and the issue of excuse for ignorance, defining of Iman, Iman according to the Murjites, Kharijites and Ahlus Sunnah, the issue of Al-Fasiq Al-Milli, the increase and decrease of Iman, the differentiation of the people of Iman, and what enters in the fundamental of Iman, and what enters in its obligatory compilation, and the issue of leaving work of the Kharijites does it enter in the definition of Iman or no, the difference between the Kufr and polytheism, types of Kufr, constraints of Takfir, and availability of the conditions and absence of the contraindications, and the issue of Takfir of the person, and the issue of sort of work, leaving the individual work, and Al-Istihlal (legitimizing the Haram). The discussion continued regarding these issues for two days, and the Ulema exchanged their opinions about these issues and they benefited from each other. Finally I say that from the useful references about this topic: As-Sarim Al-Maslul ‘ala Shatim Ar-Rasul for Ibn Taymiyya, Al-Shifa fi Tarif Hoqoq Al-Mustafa, Kitab Al-Iman and Al-Fatawa for Ibn Taymiyya, Al-Iman for Ibn Abi Shaybah, Al-Iman for Ibn Mandah, Al-Sharia for Al-Ajri, Al-Sunnah for Al-Khalal, Al-Sunnah for Abdullah ibn Ahmad ibn Hanbal, Sharh Usol I'tiqaad for Al-Laalikaa'ee, Al-Ibanah for Ibn Battah. And from the modern books: all the books of the Fatawa of the Ulema of Nejd, books of sheikh Ali Al-Khuzair, book of Al-Haqaiq fi Al-Tawhid for Abu Marya Al-Qurashi, and the books of sheikh Abu Mohammed Al-Maqdisi may Allah free him from captivity. And among the Ulema whom we met after the end of the conference sheikh Ali Jabal may Allah preserve him, an official in the Sharia Committee of Harakat Al-Shabaab AlMujahidin, and we asked him:
Al-Kataib net: Sheikh Ali in a short word speak to us what were the goals behind convening this conference? Sheikh Ali Jabal: There are goals that we want to achieve from this meeting. We know that all the Islamic countries are invaded and the mujahidin resisted this brutal aggression on the country, and Alhamdulillah that action succeeded, and that Islamic action needs Ulema. The global crusader invasion consists of two parts, an armed invasion and another ideological invasion based on spreading doubts. And that invasion reached the hearts of the Muslims, and a group of evil scholars appeared giving Fatwas for the crusaders and the apostates. Those scholars have to be resisted with Fatwas and answering to the doubts that they spread among the Moslems. So the first goal from this meeting and it’s the main goal is answering to the doubts and clarifying what is really going on in the country. The Muslims don’t know really what is happening in the country. Does this government have an Islamic legitimacy and we have to obey it? And the second goal is creating a committee of prominent Ulema who issue Fatwas, solve religious problems, answer to the doubts and clarifying it to the Muslims. And the third goal, as we know, that most of its population are Muslims, if not all of them were so, and we have to publish knowledge in the country. It’s known that the Moslem needs knowledge so that he knows his religion well, and worship Allah according to the Book and the Sunnah, that’s why the Sharia committee of Harakat Al-Shabaab Al-Mujahidin gathered the Ulema and created a proper atmosphere for the Ulema to consult and clarify the matter of religion, and after this meeting we expect that these honorable Ulema do their rule, and if they did it Insha’Allah the Moslems will rest from the Fatwas of the evil scholars, . During our moving in the hall of the conference we met sheikh Abdulcaadir Mumin, the well known Alim and Da'iya, and one of the active Ulema in the conference, so we asked him:
Al-Kataib net: Shiekh Abdulcaadir speak to us about the atmosphere of the conference? Shiekh Abdulcaadir: The atmosphere really were quiet and there were long discussions between the Ulema in the various issues, especially in the issues of Asma and Ahkam and many other issues, and Alhamdulillah the Ulema agreed on all issues that were discussed. Al-Kataib net: What are the issues that have been discussed in these days? Shiekh Abdulcaadir: The most important matter was the issue of aggressive enemy who is invading Somalia like Kenya, Ethiopia, Uganda, Burundi and others; these were the most important topics in those days. Al-Kataib net: You read a paper about loyalty and disavowal, what were the most important topics that you addressed? Shiekh Abdulcaadir: Jazak Allah Khayr, the most important point that I talked about were in that topic is the issue of supporting the Muslims and not being only onlookers on the conditions of the Muslims, and the person belonging neither to these nor to those, “I’m not hostile to the Muslims and not hostile to the Kuffar also and I’m only an onlooker, if I want to travel from Mogadishu airport to abroad and live among the mujahidin and also among the apostates, Allah forbid. The points that I talked about is the issue of disavowal from the polytheists, I defined the polytheist, and said that the polytheist is the one who worships with Allah something else even if he declares himself a Moslem and says the Shahada. Also I quoted the saying of Sheikh ul-Islam Ibn Taymiyya which says that anyone who worships with Allah anything else is a polytheist and the Muslims are unanimous on that and fighting and killing him is obligatory. Also the issue disavowal from the apostates and disavowal from the secular constitutions, these were the most important points. Al-Kataib net: Grand sheikh do you have a word to say to Ulema of Islam?
Shiekh Abdulcaadir: I say to them what sheikh Hassan Dahir may Allah preserve him today, which is a general call for the Ulema to come to support the Moslems and support the mujahidin and support of the religion. I say to them the methodology has been clarified and the people have been divided to two sections, a section of Kuffar and with them their supporters and the sections of the mujahidin who do jihad for the sake of Allah, and a third section which was mentioned by the Ulema and mentioned by the Sheikh ul-Islam Ibn Taymiyya rahimahullah in his Fatwas in the time of fighting the Tartar that the people were divided to three sections, a section of mujahidin who were do jihad for the sake of Allah and a section who let down the Muslims and neglected jihad and another section who apostate from Islam, and they are those who allied with the Kuffar, Allah forbid. So I say to the Ulema see which of the two parties are you? Are you with the soldiers of Kuffar, Allah forbid? Are you, Allah forbid, giving Fatwas for those Kuffar who occupied the land like the Ugandans, Kenyans, Burundians and Ethiopians or you want to support the religion of Allah Almighty? And I say to them be with the Moslems and with the Mujahidin. Al-Kataib net: Finally, a word for the mujahidin all over the world. Shiekh Abdulcaadir: O’ mujahidin know that Allah have made you victorious, and you were few and now Allah Almighty made you many, now many fronts are opened in many lands in the east and west and the Arabian Peninsula and other. So I say to them Jazakom Allah Khayran, don’t be bored from fighting against the enemy since the victory is near Insha’Allah, Jazakom Allah Khayran. We also met sheikh Ali Dhere the official spokesman and interviewed him. Al-Kataib net: Sheikh Ali Dhere… How do you see the relation of Harakat Al-Shabaab Al-Mujahidin with the Ulema who are present in the Islamic Wilayas? Sheikh Ali Dhere: I see the relation between the Ulema in the Islamic Wilayas and the movement is a good relation, Mashaallah. There isn’t any obstructions and frictions, the Ulema are working in the Islamic Wilayas, teaching books and giving lectures, and the movement is helping them with any help that they need in doing their good role. So we say the relation between the movement and the Ulema in the Islamic Wilayas is a good relation. Al-Kataib net: To what extent is the cooperation of the Ulema with the Islamic Wilayas? Sheikh Ali Dhere: The Ulema are helping the Islamic administrations with advices and guidance and everything. It’s known that those who work in the Islamic administrations are Ulema like the judges and Dayiahs. The Ulema are the inheritors of the prophets who didn’t leave Dirhams or Dinars, and they are spreading their knowledge that they
inherited from the prophet peace and blessings of Allah be upon him, and the Ulema help the administration because it’s an Islamic administration. Al-Kataib net: What is the advice that you give to the Ulema in the Islamic Wilayas and the world in general? Sheikh Ali Dhere: I advice all the Ulema either inside or at abroad to fear Allah Almighty in their knowledge and do their role, because the country and the Muslims in it are threatened by the Kuffar and the role of the Ulema in that situation is similar to the role of the Ulema previously. The Ulema used to defend the land of Islam when the Kuffar attack the land of Islam, as Abu Bakr Assiddiq may Allah be pleased with him did when many of the people apostate. Also in the time of Ahmad ibn Hanbal when the Bidaa spread and especially the issue of “creation of the Quran”. Ahmed ibn Hanbal did his role and saved the Muslims from this Bida. Also Ibn Taymiyya and Muhammad ibn Abdalwahhab. The Ulema have to do their proper role and if they didn’t do their role they will suffer what many of the Ulema suffered by their enemies, and I advice them to be sincere with Allah Almighty. Allah Almighty says: (O you who believe! Be afraid of Allâh, and be with those who are true in words and deeds) 119 Surah At-Taubah, and they have to work with their knowledge and don’t conceal the knowledge because concealing knowledge will make them suffer from severe torture: (Verily, those who conceal the clear proofs, evidences and the guidance, which We have sent down, after We have made it clear for the people in the Book, they are the ones cursed by Allâh and cursed by the cursers) 159 Surah Al-Baqara. They have to be faithful Ulema. And among those who have we met was sheikh Mahd Wali of the Islamic Wilayah of Bay and Bakool, and asked him this question:
Al-Kataib net: Sheikh Mahd speak to us about the role of the Islamic Wilayah of Bay and Bakool and the relation of the Wilayah in general with the Ulema and how do you benefit from that?
Sheikh Mahd:
First, the Wilayah spent great effort in this field, until recently that effort appeared clearly in the following issues. Firstly, attracting the Ulema to a significant extent. In the beginning of the matter is that inside these Wilayas as in the other provinces and Wilayas other movement sand Ulema who represent these movements and feature to the society that they are Ulema in these regions. The Wilayah have spent great effort in this issue until we managed to create an atmosphere where the Ulema and the Wilayah reach an understanding, which lead to the joining of many Ulema who were keeping themselves away from the Jihadi action, who became officials in several offices in this Wilayah, and in this Wilayah the Ulema who were from the most hating for the Wilayah, became members in the Islamic administrations, and they now have in the various directorates, especially the city of Baidoa, seminars and lectures, good participations, and hold Sharia courses for the Sufi sheikhs, and Sufism in this Wiyalah was constituent, and there has been concentration on eradicating of Sufism and many of the Sufi Ulema participated, so we were able to attract some of the Sufi Ulema and brought closer others. From the programs of the Wilayah the participation of many of the sheikhs and their students in training camps, in addition to their participation in other works. Alhamdulillah the Wilayah was able to do all that in individual meetings, personal interviews, accompanying during travel and moral and financial aid until many who were in doubt from Harakat Al-Shabaab were convinced, . After the conference the Sharia committee of Harakat Al-Shabaab Al-Mujahidin distributed a group of books to the Ulema participating in the conference.
