SOUTH CAROLINA NEW RESIDENT PROCEDURES

License Plates And Vehicle Registration

New residents have 45 days to transfer vehicle title and registration after establishing residency. Form 400, which can be found at your local Department of Motor Vehicles (DMV) or online at SCDMVOnline.com, will be required for application. Before receiving your license tags, property taxes will need to be paid at a local county tax office. For information, please call 803.896.5000.

SC DRIVER’S LICENSE REGISTRATION

New residents to South Carolina may use a valid out-of-state driver’s license for up to 90 days. Military personnel may operate on their home state license as long as it is valid. To obtain a SC driver’s license, you must pass a vision test and present your Social Security card as well as proof of car insurance. Voter Registration

To register to vote in local, state, or federal elections, a new resident must be a U.S. citizen, 18 years old by date of the election, mentally competent and not under the conviction of a felony. You may register at the Voter Registration office in your county, driver’s license offices, at other certain specified sites, or by mail. Positive proof of residence is needed. Kiawah Island Security

Vehicle Access

Since Kiawah Island is a private, gated community, all vehicles must have a barcode decal or guest pass to access the Island. Passes can be obtained through the Kiawah Island Community Association (KICA) located at 23 Beachwalker Drive. Current vehicle registration, driver’s license, and proof of insurance must be presented when a barcode or vehicle decal is issued.

Gate Access

Kiawah is a private island. The main gate to Kiawah and the second Vanderhorst Gate (V-Gate) are owned and operated by the Kiawah Island Community Association (KICA) and staffed 24-hours a day by the KICA Security Department. Access is granted only to community members and their guests, resort guests, Island employees and service providers.

Community Member Access

Each Kiawah property owner may receive up to three vehicle barcode decals to access Kiawah. To receive a new barcode, community members must submit a barcode application, available at kica.us, and email a copy of their unexpired vehicle registration to memberservices@kica.us. Property owners may also visit KICA’s administrative office at 23 Beachwalker Drive to complete the application and provide vehicle registration information.

Guest Access

Property owners may request gate passes for their guests by contacting KICA Security at 843-768-5566 or security@kica.us. Property owners must provide their name and address, and the name of the guest/s and date/s of visit. Guest gate passes will then be available at the main gate for guests to pick up.

Service Personnel Access

Service providers and contractors may access Kiawah through requesting gate access from the KICA Pass Office at 23 Beachwalker Drive. One-day and annual gate passes are available for service personnel to purchase. Visit kica.us for annual pass applications and information. All service personnel conducting business on the Island are required to have a Town of Kiawah Island (TOKI) business license, available at kiawahisland.org. Service personnel are permitted on the Island Monday-Friday from 7:00 a.m. to 7:00 p.m. and Saturdays from 8:00 a.m. to 5:00 p.m. Workers are not permitted on Sundays or holidays.

Garbage Collection

The Town of Kiawah Island provides a solid waste program for property owners. This service includes garbage, recycling, and yard debris collection.

Schedules

Garbage is collected on Monday and Tuesday mornings, depending on your street. Garbage should be placed curbside by 7:00 a.m. on pick-up days. All recycling is collected on Wednesday mornings.

Yard debris service takes place on Thursdays. Yard debris is to be left at or near the end of your driveway.

RECYCLING GUIDELINES*

All recyclable materials are collected in one container. Plastics labeled 1-7, paper, cardboard, newspapers, magazines, aluminum, tin, metals, and glass may be collected in the 90-gallon recycling receptacles with a blue lid. Remember to please rinse recycled containers prior to depositing into receptacle.

Establishing Mail Service

If your home does not have established U.S. Mail delivery service, you must petition with the U.S. Post Office for a rural delivery extension. This process can take up to three to four weeks.
