Shame on those who are knowingly abusing the disabled parking cards
A
LOT of people have different opinions about disabled parking spaces and the regulations that govern their use. Several have asked me to write about the rules and regulations attached to having a disabled parking card, as they feel there is some abuse. The EU Disabled Parking Card must be displayed on the dash of a car. People displaying the card can park in spaces with the wheelchair symbol painted on the ground. Parking is provided by the Local Authority or Public Bodies. It’s free and unlimited. The card entitles the holder to park in general parking, at parking meters and in disc parking areas. The laws do not extend to private car parks. If you park your car in a disabled person’s parking space you are liable to a ďŹ ne of â‚Ź80 and you could be clamped or towed away.
A card does not entitle you to park anywhere and you must obey parking regulations. There are very strict rules from the EU in regard to the use of the card. The disabled person must be present and using the space. If there is abuse or misuse of the card, it will be withdrawn. Furthermore it is an offence to lend the card or allow any other person to use it without the disabled person being in the car. If a holder of the card is convicted he or she could be ďŹ ned up to â‚Ź3,000. I have found people using the card to their own advantage without the disabled person being present. This is disgraceful abuse. It is depriving another disabled person of a potential parking space. If you encounter any abuse, report it. The parking card can be used in all member States of the European Union.

EIGHT HOUR MOISTURE ELIZABETH Arden’s ‘Eight Hour Cream Skin Protectant’ is famous the world over for its miraculous ability to heal rough, dry or irritated skin. It’s a heavy duty moisturiser so sometimes throughout the day you need something with a little less punch. This is where ‘Eight Hour Moisturising Hand Treatment’ comes into its own. Although it feels lightweight and is quickly absorbed into the skin the effects are long lasting. Soothing emollients go to work almost straight away to recondition dry or cracked skin, leaving your hands velvety soft. It’s one of the hardest working handcreams you will find on the market today. Elizabeth Arden is available in Kilkenny in O’Connell’s Chemist and Sam McAuley.
SUMMER SPROUTING MOST beans can be sprouted but if you are new to sprouting you should start with mung beans. Dried mung beans are available in most supermarkets or health food stores. You can buy a special sprouter but really all you need is a glass jar with a piece of net secured to the top with an elastic. Place a layer of beans in the jar and cover with cool water for 12 hours. Drain and leave in an area that is out of direct sunlight but normal room temperature. Rinse your growing sprouts with cool water twice a day until ready to eat. Sprouts are not only highly nutritious and rich in enzymes they also taste great. Once harvested keep them in the fridge and add to salads or stir fries or just snack on them raw.
PEEL AWAY THE YEARS UNCOVER the skin you really want and look fabulous this summer with a Neostrata Performance Glycolic Peel. Recommended by dermatologists and clinically proven with regular treatments to refine pore size and smooth texture; visibly diminish the appearance of fine lines and wrinkles; improve clarity and brightness; brighten and even skin tone; provide an all-over healthy glow, suppleness and smoothness to skin. So what are you waiting for? Get yourself down to Bliss Beauty, 4 Rose Inn Street, Kilkenny where the treatments costs €30 per peel or €150 for a course of six.

Faking it: Key products to achieve sun-kissed perfection
T
HE days of piling on layer after layer of fake tan in order to look as bronzed as possible are over. Pale is the look of the season but unfortunately very few people are blessed with blemish free porcelain skin. Most of us need a little help before we feel brave enough to bare our arms and legs to the elements. The key is to use just enough fake tan to even out the skin tone and give yourself a natural glow. Here are some of the best on the market.
Simply massage into dry, clean skin on a daily basis to keep your skin bronzed, smooth and soft. Apply liberally with hands to cover your face and body. Ensure even application and wash hands immediately after use. Gradual tans offer a great way to take the sting out of white skin without committing to a full-on tropical tan. Available from www. millies.ie

The award winning aloe vera based tan is 100% natural, non dehydrating and doubles up as an anti-ageing body treatment at the same time. Devotees of the product say they love it because it is so easy to apply and doesn’t leave behind the typical fake tan stale biscuit smell. It is also ideal for people with sensitive skin and is approved by the Irish Eczema Society. A nice way to finish off the tan is to apply St Tropez Wash Off Instant Glow Shimmer Stick to the fronts of the legs, shoulders and décolletage to enhance the tan and give a subtle shimmer sheen. Available from chemists nationwide.

FILM HANNA Director Joe Wright EVERY so often a director makes a leap of imagination so daring compared to what he has done before that it amazes even himself. Joe Wright, famous for well regarded literary adaptations like ‘Pride and Prejudice’ and ‘Atonement’, has done this with the ďŹ nest thriller in years - ‘Hanna’. Starring our very own Saoirse Ronan as the eponymous character we see her in the opening scene slaying a reindeer in an Arctic tundra. She is living here with her father cut off from civilisation so he can train her in secret for her mission - to kill Cate Blanchet’s evil CIA operative. She will soon have to escape an army base and cross several borders while being chased by a sadistic hermaphrodite and his skinhead thugs. The ďŹ lm moves across several international locations from Morrocco, Spain and ďŹ nally Berlin. The audience genuinely never know what is going to happen next. She befriends a family of tourists and she realises what her life has been lacking. When she has to ďŹ ght again this places even more jeopardy in the situation since she has dragged these well meaning innocents into the sights of her enemies. Saoirse Ronan brought this script to Joe Wright and she must have seen parallels between her own strange life now in the spotlight and Hanna’s hounded existence. She channels these emotions brilliantly and is utterly convincing in every frame with her striking gaze and subtle delivery of lines. She is no slouch either in the martial arts stakes and the breathtaking stunt work and ďŹ ghts are more exhilarating when you consider her age. One of the smartest choices he made was to surround her with generous actors who allow her the space to create this fantastic
character. Both Eric Bana as her father and Cate Blanchett as the villain have to stretch themselves to keep up with this prodigious talent but also allow her those moments to shine. The only bum note in the proceedings for me were the well meaning family who seemed a little cliched and their dialogue a bit obvious. This was easily compensated by the surrealism of the direction

which recalled David Lynch as much as the Bourne trilogy. Eschewing the handheld look of modern action movies each beautifully composed shot was ďŹ lled with odd details. Snowscapes and deserts never looked so strange while the stripbars and fairgrounds of Berlin were made into fairyland worlds. This was complimented by the woozy yet pounding score by The Chemical Brother who have
created the most original ďŹ lm music in a decade. Joe Wright has ďŹ nally announced himself as an important director who like other British ďŹ lm makers recently is capable of that rarest of things - a critically acclaimed blockbuster. He has a ďŹ ne ally in Saoirse Ronan who has proved herself as the ďŹ nest performer – either male or female to ever emerge from this country. Indeed there is no-one in the
acting profession on the planet at the moment who comes near this supernaturally talented girl for looks, intensity or technique. This movie is an exciting treat for anyone who wants a rollercoaster ride that will make you feel for its protagonists. You will also want to go see it again straight away or at the very least buy the cool soundtrack. — DARRAGH BYRNE.
