No One Wins if Split Roll Tax Passes
T
he Corona Chamber strongly opposes the split roll property tax measure (Prop 15) on the November ballot. Working with the Howard Jarvis Taxpayers Association, California Chamber of Commerce, and other key business and taxpayer groups, our legislative advocacy outreach is focusing on several upcoming propositions guaranteed to burden both businesses and residents alike (see chart on page XX). This $11.5-$12.5 billion annual property tax increase
is claiming to be a cure for the economic crisis experienced by local governments and school districts due to COVID-19, but its flaws negate any positive impact and will unduly burden Californians with an increase in the cost of living. The five major flaws are: 1. Hurts Farmers Most food items will face higher property taxes not just once, but several times, as they travel from the farm to processing, packaging, distribution, and the

grocery store, ultimately driving up the cost of living for all Californians. 2. Hurts California’s Renewable Energy Goals Prop 15 will eliminate the incentive to build solar energy systems, which will endanger California’s goal of 100% renewable energy by 2045 and increase utility bills for families – ultimately driving our cost of living even higher. 3. hile Congress has taken critical steps to protect the public and assist the economy, the COVID-19 crisis continues. It is clear that additional liquidity will be required for impaired industries and businesses to avoid a historic and systemic economic crisis. Congressmen Filemon Vela (D-TX) and Lance Gooden (R-TX) have introduced H.R. 7671, the Small Business Comeback Act, in order to facilitate the distribution

he County of Riverside has procured 10 Million masks to distribute to those in need, as part of their “Masks are Medicine” campaign. These single-use masks come in boxes of 50, and have been sent to partners across the county, including Chambers of Commerce, community

his year has treated owners of restaurants as if their business were a metallic ball in a pinball machine. A quarter is dropped and the game has the ball bouncing off bumpers, being slapped by flippers and constant bells ringing warnings. If the rules are violated and the unit is tilted, the game is over and your restaurant is done. This is the most challenging time to serve food to the public than anyone can remember. It is in this tumultuous time of Covid 19 that the owner of the local IHOP franchise (2450 Wardlow Rd, Corona), Tom Coelho, has done his best to follow the evolving health and safety regulations so he and his crew can remain open and keep serving customers. As
every food service operator knows, this is not an easy assignment. When another edict was made that “dinein” customers could only be served outside, his IHOP could utilize its fortunate location. Near the corner of Serfas Club Drive, this location has outside space for tables, enabling IHOP to remain open and remain in compliance. With tables and chairs secure, the next thing Tom needed was an overhead covering. He started researching and contacted friends within the business community, who lent him “pop-up” coverings. n this age of miracles and wonders, one of the things that most of us had little use for just a decade ago, is now a major factor in commerce, news, entertainment, socializing and even personal relationships. An Australian researcher estimates claims that half of the world’s population now utilizes social media. That is almost 4 billion people plugged into Facebook, Instagram, TikTok, Twitter, Ebay, Amazon and I am certain many other formats that are outside my limited scope of awareness. Since the start of the global pandemic, professionals agree that there has been a significant increase in
events and services, while promoting a valued member of our staff, Stephanie Shapiro, to manage this growing and increasingly important part of our operation. You can find us at mychamber.org. At this point, businesses limiting participation in online advertising seems to be shortsighted. Many of us have been frustrated when trying to research or find a company with a specialty we need or even to find out if a favorite store or restaurant is open. We live in an environment of ruthless competition and some competitors will earn an advantage with a good internet presence.

Their stats indicated that 73% of Australians purchased online in the month of June. Not only are more joining worldwide, but a recent Harris Poll found over 50% of adults in the U.S. were spending significantly more time surfing the web. E-commerce is benefitting, sales are up with Amazon (North American) reporting a 29% increase the first quarter of 2020. Significantly, as our lives are being increasingly entwined with the digital world, our relationship with the social marketplace is becoming circular; we are influenced, involved, and targeted, and then sellers hope we buy (and we do). Some find it unsettling to see products they perused on the internet pop up on their screen on a seemingly unrelated site. That is a new, intrusive perhaps, tool of marketing. Online participation is becoming increasingly important no matter what your business. Led by our President, Bobby Spiegel, the Corona Chamber of Commerce has been joining the trend to an increased social media presence. We have secured professionals to promote our membership,
As one who has retired and is viewing business from the sidelines, I have to admit to not understanding how to tap into the obvious potential of e-commerce and social media. When I exited almost 10 years ago it was not yet the important factor it has become. Luckily, for those deficient about the topic, like me, there is help. Looking through The GUIDE published by the Corona Chamber of Commerce, under “Advertising/Marketing” you can find member businesses that specialize in this aspect of your potential profits. Online, social and geographical barriers are eliminated. Whether this is giving us a broader view and a more accurate impression of the world is debatable, because, of course, everyone is trying to sell us something, be it a tangible product, service, idea, or viewpoint. Ideally, we could learn more about other cultures and perspectives, even opportunities, but must be aware of the editorializing. The online world is still in its infancy. The numbers of participants will only increase, and more profits will be made. The results are still developing. The only thing that seems certain for those in business is to join the evolution.

Finding Your WHY to Not Only Survive, but Thrive in Current Times By Stephanie Shapiro, Communications and Events Manager, Corona Chamber
A
s I thought about what topic to cover in this issue, the pandemic kept staying at the forefront of my mind. If you’re anything like me, you’re more than a little “done” with the news right now. But like anything that captures the attention of the masses, it too will soon be taken over by another sensational story, and all things COVID will slowly fade into the background as life returns to normal. 2020 was supposed to be “our year”—the year when everything falls into place. Valentine’s Day, Christmas, and New Year’s Day are all on Fridays. Independence Day and Halloween are on a Saturday. The Summer Olympics were set to take over Tokyo, with the world watching on as their country’s most decorated athletes fought for their title. The Presidential election is coming. The Census is being taken. And these are just the highlights! This year began like every other before it, with so much promise of what would be. We partnered with the Brea, Yorba Linda, and North Orange County Chambers this past February to host an Economic Forecast featuring renowned economist, Dr. Christopher Thornberg. If you’ve ever had the pleasure of seeing him speak, you know how captivating he can be when discussing this pretty complex topic. His presentation covered the economic health of our region, state, and federal governments, and the resounding message was clear: we were doing really, really well. Our state had reserves, unemployment was steadily low, and there was no sign of a recession happening within the next couple of years. My, how one month could
turn everything upside down. I don’t need to reiterate to you how this has impacted the world. Like the terrorist attacks of September 11, 2001, we all have our own unique stories and perspectives of how this current time has and is affecting us. It is something we will remember with astute clarity. What is most interesting to me is hearing the stories of individuals and how they have shifted not only their actions, but their mindsets. It’s no secret that businesses are struggling, and badly at that. Our life experiences combine to form our opinions on things, which we see play out in many ways from politics to views on crime and even what we find either humorous or offensive. You and I could look each look at someone who is addicted to drugs, with one of us saying “s/he deserves it” and the other wanting to do whatever we could to help them. Balance is good! But our businesses didn’t do anything wrong to find themselves in this current plight. From arguments on who or what is “essential” to how we protect the masses, businesses today have more to worry about than ever. If you’re an entrepreneur now (or have been in the past), you are keenly aware of having to keep on top of sales, product or service development, staffing, industry trends, competitors, marketing, expenses, and having a life outside of said business. It’s exhausting! Add into that the governor telling you that you cannot operate, or you can as long as you implement XYZ regulations (at a new, large expense, no less), or that one day you can but then the next you can’t, how is a business owner supposed
to succeed? What do you do when it’s finally your “turn” to reopen and your employees are now gone? What about the property owners, whose business is renting out commercial spaces? We’ve protected the tenant from being evicted, but the owner still has to answer to the bank. I don’t claim to have an answer to this perplexing situation, but I’d like to circle back to the mindset shift I mentioned earlier and share with you how this article came to be. The topic came from my coworker, Linda Richards, talking about her “why”, and it became clear to me that this simple word could help someone struggling right NOW. And like a relationship, timing is everything, so even if you’ve heard it before, I hope it resonates with you today. By focusing on the WHY, the how and the what will come later. In 2009 (during the last recovery efforts), author Simon Sinek started a movement to help people become more inspired at work, and in turn inspire their colleagues and customers. The idea is called The Golden Circle, and it provides a framework upon which organizations can be built, movements can be led, and people can be inspired. It’s a shift in finding your passion in YOUR why. By focusing on this reason which motivates
you and you alone, it keeps you on track and able to continue pushing through whatever difficulties lie ahead. Too often we focus on how we’re going to do it all, and that can be debilitating. I encourage you to stop for a few minutes today, tonight, or whenever it’s not overwhelming to do so, and remember why you got into business. What action can you take today to shift your mindset so tomorrow is easier? It’s like the saying, ‘How do you eat an elephant?’ and the answer is ‘one bite at a time.’ Don’t bite off more than you can chew, and don’t be afraid to ask for help. As a fiercely independent person, I understand how difficult that can be, but now more than ever we must help each other. We need to share our wisdom and our experiences and whatever tools we have to lift up our fellow humans. There are people in this community right now who are ready to do so, including your friendly neighborhood Chamber of Commerce. You don’t have to go at it alone. Let us decipher what the government is telling us we must do today, and let us point you in the direction of resources. 10 Policy Coverages You May Not Know About—But Should By Crystal Lopez
A
homeowner’s insurance policy is designed to protect the average homeowner against the property and liability exposure that results from homeownership. All insurance companies place sub-limits of coverage on particular items. Below is an industry average of what is included in your policy. These limits will vary from company to company. If you feel you need additional coverage, most of these limits are available to increase. Jewelry - $1,500 for theft coverage only. You can add coverage for lost, misplaced jewelry and stones that fall out. Firearms - Your personal weapons arsenal is covered for $2,500 on most policies. Business Personal Property $2,500 on premises, $500 off premises if it’s stolen Identity Theft - Generally not included. This coverage provides coverage for up to $20,000 for expenses you incur as a result of someone who has used your identity for unlawful activities. Back up of Sewer & Drain – This is water damage done from sewage lines to back up into your home through the drainpipe. This coverage is not generally included in most policies.

Ordinance or Law – Coverage for increased costs due to building code changes regulating the construction, repair or demolition of your property due to damage from a covered loss. Mortgage Extra Expense – Coverage for increased monthly mortgage costs due to a covered loss. Personal Umbrella Coverage – An option that increases your limit for covered injuries to others, up to $5,000,000. Flood – Flood Insurance is NOT included on most homeowners’ insurance policies. A flood insurance policy has a 30 day wait period from the day you purchase until it goes into effect. So, don’t wait unit a flood is imminent to buy a policy. Earthquake – Earthquake Insurance is automatically excluded from all homeowners’ policies. Your insurance carrier will offer you Earthquake coverage every other year your policy renews. But, you can obtain a separate policy at any time.

Hurts Local Government Budgets Prop 15 will be a nightmare for local governments to implement. It will create more than a billion dollars in new administrative expenses over three years for county assessors, which must be repaid before any tax revenue goes towards the measure’s stated goals. 5. No Accountability, Lacks Transparency Taxpayers will receive no accountability protections in exchange for $11.5 billion in higher taxes. The new taxes will go to state and local governments to spend however the politicians want – just like they are doing with the lottery. stating that it will cost more than $1 billion to implement in the first three years and would be impossible to administer. Moreover, groups representing two direct beneficiaries of the tax funds are not supporting the measure: the League of California Cities refused to support Proposition 15, while the California School Boards Association voted to remain neutral. The bipartisan Californians to Save Prop 13 and Stop Higher Property Taxes coalition includes more than 1,500 organizations, businesses, elected officials and businesses, and more than 200,000 advocates in support of Proposition 13. A Simple Equation for Business Success M any business owners draw a salary at an unsteady rate, making income an unpredictable variable in an already complex business world. They are at the mercy of unexpected expenses and costs, fluctuating sales, and other variables that affect profits and pay.

There is a simple equation that is applied to most business models of today. It is INCOME-EXPENSES=PROFITS. It is in the category of profit that the business owner usually draws pay. If there is any money left over from all the expenses, then somehow the extra funds may find its way to the business owner. Fantasy. But let us change the equation a little and see what happens. Here is another simple equation that will change how you will analyze your business and virtually guarantee steady compensation and certainty in forecasting. It is INCOME-PROFIT=EXPENSES. In other words, the equation forces the business to pay the owner first (within the profit variable). If the quantitative aspect of profit is a priority (much like an expense was before), then this virtually guarantees that the owner receives a steady and predictable income, and it places the importance on the one variable of why you are running a business—by paying yourself first. Let us run through a general example of this paradigm shift. The first thing you need to do is total up GROSS SALES. Then take out sales tax (if applicable). Sales tax is not your money. Set sales tax funds aside and pay the appropriate sales tax by the due date. The next step is to start off with taking one percent off gross sales (less sales tax) and pay yourself this money (the profit variable of the equation). This goes in your pocket and never goes back into the business. You are paying yourself first. The next one percent is taken out and set aside for TAXES. Another one percent is taken out for an account
nies do. Thus far, three percent is taken out of gross sales. The other 97 percent is placed in an account titled EXPENSE. This account is where you take the money and pay bills, cost of goods, overhead, and basically everything you need to pay to keep the business open. You are probably asking, ‘Why one percent?’ Your expense account should be feeling the pain at a very minimal level at one percent (three percent total). If the one percent or any percent starts to put a strain on operations, you need to step back and analyze why that is the case. If, by quarter one, the percentage level is doable and you have excess funds in the expense account, increase the percentage to two percent. The caveat is that you are not able to move backward with the percentages. The obvious question is, ‘When should you stop increasing the percentages?’ If you can increase the percentages every quarter until you reach a goal that satisfies your expectations of compensation, then it is time to relax a little and rejoice. Hopefully, this is one of the primary reasons why you became a business owner. All types of outside covers and shelters are regularly supplied by TJ for the events he produces. Tom reached out to TJ, searching for outdoor shade. Corona Manufacturer Claims Chinese Officials Hijacked His Company By Don Williamson

he Wall Street Journal published a commentary in 2020 written by a Corona manufacturer, Steve Saleen, who stated that the Chinese government stole the plant he opened with them as a partner and then claimed his U.S. patents and intellectual property. Saleen, a legendary former race driver, entered a joint venture to open an automotive plant in Rugao, which has a population of 1.4 million. With his experience in designing and producing vehicles, the Chinese

considered him an excellent contact in their efforts to bring additional employment to their Jiangsu province. The plant is on the eastern seaboard, 125 miles north of Shanghai. Estimating his stake in the venture at $800 million, Saleen and his American partners maintained a controlling interest in the venture. Saleen expressed his disappointment in the results. “The agreement was a trap to seize my investment and 40 years’ worth of my intellectual property.” The relationship
that began in 2016 went well at first. Saleen delivered on his commitment to establish an infrastructure and a production management team. He says that the Chinese government never fulfilled their promised financial commitments. What they did do, according to Saleen, was apply for 510 Chinese patents of his most valuable stake in the project, his engineering tactics, designs and intellectual property. Once the patents were obtained, the Chinese moved to seize the entire operation. The Chinese government began the commandeering by claiming they were provided false information at the time of the initial investment. They claim that everyone since the start, from the Chinese national in charge of Jiangsu Saleen to Steve Saleen and his business partners, lied. Now instead of being part of a dynamic global company in which he held the majority ownership, he is left with nothing for his work and risk. Mr. Saleen has very strong opinions about the U.S. dealing with

China, stating, “China can no longer go unchecked. The U.S.-China trade deal must include protections for American companies and consumers; they ultimately pay the price for Beijing’s theft.” Steve Saleen contacted our region’s Congressional representative. Congressman Ken Calvert responded, and a meeting was arranged. Saleen updated the Congressman about his experience. Congressman Calvert reacted with concern and an assurance that he would take the matter directly to the U.S. Secretary of Commerce, as well as the Secretary of the Treasury Department. He will work to provide Mr. Saleen with a more equitable resolution. Meanwhile, Saleen will continue to warn others about what happened to him while doing business in China.
