City and county parks are connected by a series of walking trails that meander through or around neighborhoods, and an extensive trail system runs throughout the community. When you combine that with a mix of amenities and incredible outdoor recreational options backed by thriving retail, dining, and entertainment choices, itâ&#x20AC;&#x2122;s easy to see why so many call Laguna Niguel home. 8 I

The genesis of Laguna Niguel began in 1959 with the establishment of the Laguna Niguel Corporation by Cabot, Cabot and Forbes, making it one of the first master-planned communities in California. The firm of Victor Gruen and Associates was retained to develop a detailed community plan for the approximately 7,100-acre site, and shortly thereafter land sales began in Monarch Bay and Laguna Terrace subdivisions. Avco Community Developer acquired the Laguna Niguel Plan in 1971 and initiated development as set forth in the original master plan. From the very beginning, Laguna Niguel has had great community I

volunteers. In fact, in 1986, it was a group of Laguna Niguel residents, looking for local governance that took the first step toward cityhood by volunteering to form a Community Services District. These committed individuals helped Laguna Niguel progress from a quiet bedroom community to a town that is bustling with services, programs and events, quality schools, and wonderful businesses. Three years after the formation of the Community Services District on November 7, 1989, 89% of voters favored incorporation and on December 1, 1989, Laguna Niguel became the 29th city in Orange

County. To mark the occasion, 2019 will feature a year-long extravaganza of events honoring the past, celebrating the present, and planning for the future. COMMITTED TO BUILDING A STRONGER COMMUNITY Laguna Niguel has seemingly unlocked the secret for great coastal living in slow, easy style. With a family-friendly vibe, the City’s distinctive lifestyle and smaller size help foster a strong sense of community. The commitment to that community that began with the City’s founding volunteers remains today, and residents take great pride working together to build on a strong foundation, and a great way of life. Once considered a small bedroom community, Laguna Niguel has grown into a dynamic, business friendly and family-oriented city. To keep that growth moving forward, City officials are focused on promoting a strong, local, small business base that results in an enhanced and sustainable economy. One way they are doing that is with a recently formed Economic Development Committee. That group has been asked to develop short and long-term strategies to attract and retain quality businesses and services to meet the needs of residents and preserve and enhance sales tax revenue. The Committee’s first initiative was the establishment of “concierge level” service for businesses and residents seeking permits with concurrent permit approvals and one point of contact to guide through the process. The new service allows the City to cut the red tape and roll out the red carpet both for businesses and residents looking to move to the community or make improvements to their property. Through this process, the City of Laguna Niguel is dedicated to working collaboratively with businesses and residents so they can focus on growing their business and enhancing their homes. Laguna Niguel does not require business licenses and works closely with many of the shopping center property

owners and the Laguna Niguel Chamber of Commerce to ensure any regulatory challenges faced by local businesses are addressed quickly. In addition, the City has one of the fastest building plan check reviews anywhere and responds within 10 business days. All subsequent submittals have a response time of five business days or fewer. Promoting the community’s exceptional standard of living, dedicated volunteers, and priority on public safety, the City

officials and staff are busy working to make Laguna Niguel a magnet for families and businesses. A new website to help further their efforts, www.CityOfLagunaNiguel.com/ Economic-Development, was recently launched and will help attract quality shops, stores and restaurants to the community. Olessya Protulyak loves a challenge. Born and raised in Kazakhstan, and later living in Dubai, then southeast Asia, Kuala-Lumpur, and Singapore, she has developed a skillset that has made adapting to new lifestyles and juggling marriage, motherhood, and a career easy. After moving with her husband to his home state of California and settling in Laguna Niguel, she decided it was time for a new enterprise and purchased Salon Sauvage and Day Spa. Crown Valley Park attracts more than 240,000 visitors annually and has recently undergone extensive renovations and improvements. A new Community Center, currently under

CROWN VALLEY PARK IMPROVEMENTS The Beautification Continues!

Construction improvements at Crown Valley Park have begun! Crown Valley Park serves as the center for the City’s recreational programs and activities. The Park attracts over 240,000 people each year and is home to: • Crown Valley Park Pool • Laguna Niguel Labyrinth • Niguel Botanical Preserve • Laguna Niguel Family YMCA • Sprayground • Amphitheater • Two new playgrounds • A variety of sports fields The new Community Center, a 30,000-square foot multi-use, multigenerational community gathering space is officially under construction. The facility will house offices and feature rooms that the public will be able to rent for their special events. The three-story building will boast a contemporary look and also feature: • A dedicated art room • Fitness and dance room • Collaborative tech room • A multi-purpose room with a 300-person dining capacity and catering kitchen • Multi-purpose classrooms for year-round educational and cultural programming • Flexible space for community events, exhibitions, and additional classrooms The lower aquatics level features locker rooms with private and family

changing areas and classrooms that open to the pool deck. The upper level will feature an outdoor rooftop patio overlooking the pool. The main entrance to the new Community Center building will face a new drop-off area with a festival plaza and other pedestrianoriented amenities, and the project will also include a realignment of the main drive aisle and parking next to the new building. The Crown Valley Park Pool, nestled between the Crown Valley Community Center and the Laguna Niguel Family YMCA, will also have a deck replacement, and a recent addition to the project will include accessibility and operational improvements to the pool area to limit future closures. The City expects the Crown Valley Park Pool to reopen in early 2019 and

the final phase of construction on the Community Center to be complete in the Spring of 2020. Previous Crown Valley Park Improvements include: • A new culvert crossing that replaced a previous dip crossing • Two new parking lots with convenient access from Crown Valley Parkway – adding approximately 66 parking spaces for visitors • A new decorative and branded metal archway that was added across the entryway to highlight the entrance to the Park • A digital electronic marquee at the Park entrance to promote City events and recreation programs For more information about the Crown Valley Park improvement projects, visit www.CityofLagunaNiguel.org.

EDUCATION Building a Solid Foundation in Laguna Niguel Begins With Education

ccess to a quality education is a big deal in Laguna Niguel, and students of all ages have plenty of opportunities to build a solid foundation. With access to a number of positive learning environments, residents can gain knowledge, increase job skills and, together, build a stronger community. From pre-K to career and workforce development, Laguna Niguel’s residents have high expectations, and the area’s schools more than deliver. The public schools in Laguna Niguel are top-notch, and many students get their start at the Capistrano Unified School District (CUSD). The District has an unwavering commitment to student success and works to prepare students to meet the challenges of a rapidly changing world. CUSD is the top-performing large school district in California and number one in its size category in exceeding English language arts and mathematics standards by the California Department of Education. CUSD earned an overall grade of “A” from Niche, and two of the three CUSD high schools have also been awarded a silver medal and named as “Best High Schools 2018” by US News & World Report. CITY NEWS ECONOMIC DEVELOPMENT EFFORTS WHERE YOU SHOP AND DINE an open forum for key stakeholders and City staff to learn how to work together to grow and retain a strong business environment and provide residents the amenities they desire. Highlights of both efforts include: CONCIERGE SERVICES • Enhanced customer service with an emphasis on reducing time and uncertainty • Promotes pre-application meeting opportunities for prospective businesses with City staff to provide a comprehensive overview of the City’s planning and permitting process; an opportunity also available for existing businesses interested in growth and expansion. • Upon initial project application, a concierge, or single-point of contact, is assigned from initial submittal through permit issuance. This includes direct coordination with City departments and with outside agencies. • Accelerated project review: -- Discretionary Permit Project Review The City has made a concerted effort to limit discretionary permits for new businesses and commercial storefront remodels (e.g., conditional use permit and/or design review) to administrative action rather than requiring more intensive Planning Commission review.

A vibrant city has a thriving economic climate complete with the shopping and dining opportunities that residents’ desire. This climate also produces valuable sales tax dollars to further invest in governmental services like public safety and parks. That is why Laguna Niguel’s City Council formed an Economic Development Ad Hoc Committee to develop short and long-term strategies to attract and retain quality businesses and services that meet the needs of Laguna Niguel residents, as well as preserve and enhance City’s sales tax revenue. As a part of this endeavor, the City has initiated a “Concierge Services” program, with the goal of “cutting through red tape and rolling out the red carpet.” The City has also been actively partnering with the property managers/owners of major shopping centers as well as their commercial brokers through a series of stakeholder roundtable meetings. -- Building Permit Plan Check The City has one of the fastest building plan check review times in the County - over the counter when possible, otherwise, 10 businesses days or fewer for initial submittal; five days or fewer for subsequent submittals. You put your heart and soul into your business to provide services and products to the public and make a comfortable living for yourself and your employees.
