Introduction The Delivery Unit, or the Bureau d’Exécution Stratégique (BES), was created at the initiative of Prime Minister Mamady Youla in January 2017 to support the Government in the implementation of priority projects. The BES aims to become a benchmark for achieving flagship government initiatives by developing and incubating effective and sustainable results-based approaches. The DU is based within the Office of the Prime Minister and works in close collaboration with the executing structures, i.e. Ministries, Departments and Agencies. Over the next years, the BES will play a catalytic role in the implementation of two sectoral initiatives in the agriculture (pineapple) and mining sector, and in the enhancement of government action efficiency. The BES will also play a supportive role in mobilizing resources and in establishing funding mechanisms in line with ongoing initiatives.

03 GOVERNMENT STRENGTHENING First results for 2017 • The plan for the Leadership Program is ready, including the training and coaching programs. The recruitment of the first cohort (3) of young leaders has been launched • Permanent support to two governance initiatives and involvement with the Prime Minister office in the strategy definition of new governance initiatives • Recruitment of the full DU team, including the CEO and COO, structuration of the DU processes
Priorities for 2018 • Initiate the Leadership program with 3 fellows using the BES budget and raise funding for 20 more fellows ($700k for 2 years) • Play an active role in the Governance Program financed by the World Bank (EGCTAB), which aims to reinforce the monitoring and evaluation of the projects financed with external funding • Define a sustainable model and organization for the Delivery Unit 2.0 (after 2018), draft an operation and investment plan, fundraise and recruit key people
