Kingston’s third crossing bridge project takes giant step forward By Bill Hutchins
News – The City of Kingston will spend nearly $3 million to embark on the next crucial phases to get the third bridge crossing ‘shovel ready’ for construction. Councillors agreed to spend the money to undertake a preliminary bridge design and cost estimates, and to develop a financial plan that will determine who will build the bridge. “It’s time folks. It’s definitely time,” agreed Kingston east councillor Ryan Boehme. The latest action plan, presented to council Sept. 15, predicts that most of the groundwork of the next phases will be done during this term of council, but not the actual construction. “If we looked at the next phases … we would be approximately three years out before we’re at a stage that we’ll basically have a construction ready project. Probably 2019,” said Mark Van Buren, the city’s director of engineering. Van Buren says it will be a mammoth task to complete the final phases of bridge design, cost estimates and funding strategy over the next three years. A Request for Proposals will be issued this fall to select an engineering company to complete the preliminary design for a two-lane bridge crossing a 1.1 kilometre section of the Cataraqui River between John Counter Boulevard and Gore Road. KEDCO also brought Jay Amer, a consultant, to council to outline how the agency stacks up against other economic development agencies in Ontario. Amer says it’s hard to compare tax dollars invested in different agencies because each has different mandates, and KEDCO has many other responsibilities such as tourism promotion and doctor recruitment as part of its budget.
“Typically less than one per cent of budgets are for economic development but expectations are 110 per cent,” Amer added. The city spends $2.7 million a year funding KEDCO, an amount the agency plans to scale back in 2016. Mayor Bryan Paterson, who sits on the KEDCO board, expressed concerns that the public review could send a negative signal to the business community and potential investors. However, Gillespie assured council the agency won’t be retreating from its current mandate while the study is underway. She added: “KEDCO is open for business.”

Stop this way: City council ignores staff advice against all-way stop signs By Bill Hutchins
News – The city has a longstanding policy for the placement of intersection stop signs, but councillors don’t always follow it. They ignored staff’s advice and decided to install all-way stop controls at two suburban intersections even though the locations fall short of traffic and pedestrian counts to justify the signs. “If we override the policy why bother having a policy?” observed Mayor Bryan Paterson. Councillors Kevin George and Jeff McLaren teamed up on the public safety motion by asking for all-way stops in their districts; Crossfield Avenue and Emerald Street/Savannah Court, and Hillen-
dale Avenue and Fairview Road. The motion passed by a slim 7-6 vote at the Sept. 15 council meeting. “It has become troublesome,” said Coun. George, noting some constituents have voiced safety concerns when children use school buses along Crossfield Avenue. However, city staff say both intersections do not see enough pedestrians or vehicles to warrant allway stop signs. For example, only 950 vehicles use Hillendale Avenue each day, which is “very far” from meeting the stop sign criteria. In fact, they warn that putting stop signs at those locations could create a false sense of security. Motorists don’t come to a complete stop in neighbourhoods if there’s
not enough people or traffic around the signs. “We are putting pedestrians at risk by installing stop signs with low vehicle volumes,” said traffic manager Deanna Green. Green says the city usually looks at other traffic calming options, such as speed humps, when stop signs aren’t justified in neighbourhoods. But the two councillors urged the city to consider traffic speed, not just volume, as a criteria for the stop signs. The issue reopened an old debate about whether civic politicians should be bypassing municipal traffic policies to address individual complaints. “If you have stop signs all over

the place people begin to ignore them,” said Coun. Liz Schell. “There’s got to be some way to make this fair. We are jumping the queue,” agreed Mayor Paterson, who voted against the motion. City officials say there may be another option besides stop signs or speed humps that’s coming down the road. Green says the Ontario government is expected to change the Highway Traffic Act next year to allow municipalities to install pedestrian crosswalks and motorists would be required by law to stop for pedestrians. If that happens, the city will likely convert its 10 ‘courtesy’ crossings into mandatory crosswalks, and more could be added to other streets, she added. But a divided council decided not to wait for the proposed new crosswalk rules and proceeded with stop
signs at the two west end intersections. Given the traffic evidence about stop signs and strong political opposition, even Coun. George expected his own motion to go down to defeat. “Sounds like I’m fighting a losing cause,” he remarked before the vote. The seven councillors who supported new stop signs were Councillors Kevin George, Jeff McLaren, Richard Allen, Mary Rita Holland, Jim Neill, Lisa Osanic and Peter Stroud. While Mayor Paterson and Councillors Ryan Boehme, Adam Candon, Rob Hutchison, Liz Schell and Laura Turner voted against it. Some voiced concerns that allowing unwarranted stop controls at both intersections could spark more requests for the same treatment. “I’m worried of the precedent it sets,” said Coun. Ryan Boehme.

estimate is also part of the work. “All we have at this time is the environmental assessment in 2011 dollars at $120 million for a two lane crossing. It’s very likely with inflation we’ll see an increase in costs,” Van Buren added. Another big component of the background work is to secure Parks Canada’s support. “We need ongoing discussions with Parks Canada because they continue to have ownership of that portion of the river bed - making sure we can get land lease agreements with Park,” said Van Buren. The city will also develop a detailed financing plan to determine different sources of funding for the project and the type of delivery model to build a third crossing. “We have the traditional model where the city would be responsible for design, construction, operation and maintenance versus a (P3) public-private partnership,” Van Buren added. However, he says any decision or debate surrounding a (P3) toll bridge rests solely with council. Coun. Boehme says Kingston has debated the merits of a third crossing since 1960 and this summer’s two-day closure of the Lasalle Causeway, which caused gridlock along Highway 15, served as another reminder of why the city needs some control over its key transportation routes. The federal government owns and maintains the causeway while the province owns and maintains Highway 401 - leaving Kingston without
its own east-west transportation link. A bridge constructed midway between the 401 and the causeway would solve that dilemma, he argued. “We’re no longer at the mercy of other levels of government.” Securing grants from senior levels of government to help finance the third crossing remains a big question mark. It’s unclear if the city can finance the bridge on its own without funding from other governments. Coun. Boehme stressed that a bridge would benefit the entire city, noting 50 percent of civilian employees and soldiers at CFB Kingston live in the city’s west end and commute to the base daily, while his Pittsburgh district is undergoing a building boom. “This is not an east end issue,” he argued. “It’s about connecting the community as a whole.” But council support for the next phases of the bridge project was far from unanimous. It was carried by a vote of 8 to 5. Councillors Mary Rita Holland, Rob Hutchison, Jeff McLaren, Jim Neill and Peter Stroud voted against spending $2.9 million to undertake the next phases. Van Buren says staff will be returning to council for ongoing updates and approvals as the project moves closer to the ‘shovel ready’ stage. He also stressed the need for a communications strategy to keep the community well informed, and to seek public input along the way. He added: “There’s an opportunity here to build some community enthusiasm around the project.”

Prep the yard for winter weather As quickly as autumn weather arrives it seems to move aside for the blustery, cold days of winter. Winter can catch a person off guard and the seasons are now less predictable than ever before. It’s never too early to begin preparing your yard and outdoor living spaces for winter. Homeowners may be sad to bid farewell to the furniture and accessories of the fair-weather season, but time is of the essence when prepping for impending ice and snow. * Clean patio furniture. Give cushions and structures a thorough cleaning and allow to dry completely. Cleaning items before storing them for the winter saves time and energy next year when it’s time once again to set up the yard for recreation. If anything is damaged beyond repair, discard it and look for replacements during end-ofseason sales when savings can be had. * Move things indoors. The more items you can store in a safe and secure location the better. Load the garage, basement or storage shed with outdoor gear. Leaving items exposes them to the elements, and such exposure can cause rust, wear and damage. Flower pots and lawn ornaments also can blow around in winter wind or collapse under the weight of the snow, so
collect these items and store them for the winter. Take out patio umbrellas and put them in the shed. If something is too large to move indoors, such as a barbecue or a pool filter, cover it with a durable tarp and secure it with rope. * Cover delicate trees. Depending on where you live, certain fruit trees, including fig trees, may need to be covered for the winter. Covering protects them from subfreezing temperatures and helps ensure they will rebound in the spring. Tropical plants should be moved indoors where they can thrive in a heated home. Do not rip out chrysanthemum plants. Contrary to popular belief, these are not annuals. They will rebloom year after year if allowed to do so. * Remove water collectors. Bring in or cover anything that may accumulate water, such as bird baths or kids’ toys. Water expands when frozen, and that means water trapped in any ceramic, glass or even plastic vessel can expand and cause the container to crack. * Clean up leaves and debris. Piles of leaves not only can suffocate a lawn and cause discoloration, but also can be attractive homes for rodents and insects looking for a warm place to spend their winters.
Keep your yard neat and clean to discourage wildlife from taking up residence near your home. * Cover vegetable and flower beds. Invest in some burlap to lay down over planting beds. This helps to keep the ground from freezing over and minimize weeds for next season. * Care for outdoor ponds. If you have a pond on your property, remove any weeds around it and fish out any leaves from the water. Leaves will decay in the water and build up ammonia levels that can harm fish. If the pond is small, cover it for the winter. Also, start cutting back on feeding outdoor fish. These aquatic animals’ bodies begin to prepare for winter by slowing down metabolism. Continuing to feed them can harm the fish when the temperature drops. * Wrap up pool season. It’s wise to close the pool and cover it before leaves start to drop. Otherwise you will have a hard time of keeping the water clean. * Plant spring bulbs now. Now is a good time to plan where you want to put spring bulbs. Once you have mapped things out, get the bulbs in the ground. Bulbs are relatively inexpensive and will provide that first punch of color when winter finally skips town.

Overcoming my fear of public pools
Column - How old was your child when they had their first swimming lesson? If you gave birth in the last 20 years or so, I’m guessing the answer falls somewhere in the range of less than a year old. These days, most people seem to attend some sort of ‘mommy and me’ swimming activity with their baby so he or she can get used to being in the water and whatnot. It’s really a great idea, especially when you live in a place like Kingston where water is basically omnipresent. That said, Summer is almost three and a half years old and she’s never been to a single swimming lesson. I kept telling myself this wasn’t a big deal because I used to teach swimming lessons to kids - eventually I could just show her, right? I’m a little embarrassed to say that I’ve lacked some motivation in this department. Up until this year, we had a backyard pool. I tried to show her a few things last summer and she made a small amount of progress. At age
two, she could flop around in a puddle jumper jacket like a champ. She even got used to kicking her legs, etc. But the problem with outdoor pools in Canada is you can only use them for three months of the year tops. Since it wasn’t exactly swimming weather for the final 10 months we were in our old house, Summer hasn’t been swimming in about a year - which leads me to the real reason she hasn’t had a real swimming lesson yet: I hate public pools. The reason is threefold: 1) Bandaids. There was a time in my life when I spent hours a week in public pools – through competitive swimming, training to be a lifeguard, etc. Then one day I was doing laps and my lips met a bloody, waterlogged bandaid. I emerged from the pool screaming, spitting, shuddering in disgust. That incident has haunted me even since, and began my everincreasing distaste for public pools. 2) Body image issues. I have no problem parading around resorts in Jamaica or Cuba in a tiny bikini. It’s easy because no one there knows me other than my husband and other close friends or family members we’ve travelled with. Here in Kingston, however, I’m pretty much guaranteed to run into someone I know through work. “Why hello city councillor/prominent business leader/fellow local media person. tattoo I got as a teenager.” Not the end of the world, I know, but a situation I’d prefer to avoid nonetheless. 3) I don’t own a bathing suit that is appropriate to wear to a ‘mommy and me’ swimming lesson. As for the last 10 years I’ve only ever worn a bathing suit in the Caribbean or by a private pool with just a few other people I know well, all my suits are tiny, very bright bikinis. I fear I’d stick out like a sore thumb at a public pool in Kingston. Because I’ve never had a desire to go to a such a place during my adulthood, I’ve never had a reason to get myself an appropriate bathing suit. That’ll be changing this weekend, though, because I’ve finally decided it’s time to swallow my pride and take Summer to swimming lessons. Because she’s never been before and can’t swim on her own in any capacity, I enrolled her in a beginner class that requires a parent to be in the water. It’s going to be embarrassing as I’m sure she’ll be the oldest by far in the class, but I figure we’ve just got to get it over with. With any luck she’ll learn fast and be with the kids her own age within a year or even sooner. Maybe I’ll even rekindle my love of public pools. (Though I doubt it.) Now, off to find an appropriate bathing suit…

to be proceeding on is a feel good business case!! Typical of municipal and city politicians..The second piece I would have thought would be a statement that the residents of the area are supportive of a high frequency of jet traffic!I doubt that any one believes this will happen but that is what the city is hopping will in fact happen,and are going to spend a lot of tax payers' money promoting. This piece was informative,but lacks any investigative reporting. How about a follow up report.If the City wants a highly active airport,then the current location maybe does not work! Maybe the people do not want it in its current form.and should launch a no jets program. Some one should ask them.

#Imagining the future Editorial – As the 2015 federal election quickly approaches, many Canadians are thinking about the future of their country. Some are hoping for a continuation of the current government, while others are hoping for a change. In the past few weeks a group has emerged on Twitter with the hashtag #ImagineOct20th. According to their website, the group aims to “promote the collective concept of a new Canadian chapter”. They want to see a change in government, but more important they want to combat voter apathy and encourage everyone who can to actually go to the polls and vote. This message is one that saturates many elections and yet voter turnout is still embarrassing in Canada. According to Elections Canada, in 2011 only 61.1 per cent of the population in Canada voted. Of the 24,257,592 eligible voters in the country only 14,823,408 actually went to the polls and had their voice heard. In terms of demographics, #ImagineOct20th is targeting younger voters and encouraging people in cities across the country to organize concerts and gatherings to promote the idea of change in Canada. Concerts and speaking events have been organized in Toronto, Vancouver, Halifax, Winnipeg, Calgary and other major Canadian cities and are being promoted through the hashtag and website. The hope is that these events will create a movement that will help create change. The group is also asking followers of #ImagineOct20th to tweet about their visions for Canada. They are aiming to promote more conversation about the election and the issues that are facing many Canadians. Some comments are positive while others are more negative, but they are getting people talking. In the coming weeks more debates will be taking place, including a number of local all-candidates meetings/debates. We encourage community members to attend these meetings, meet the candidates and ask them what they envision as the future for the country. Perhaps even ask them to #ImagineOct20th and what they see, but above all engage and get informed. This election is important and so is your vote.

Coalition works to spread the word that ‘Hydro One is not for sale’ By Mandy Marciniak

News – Earlier this month, Kingston city council joined over 130 other municipalities across Ontario when they voted on a motion to support the continued operation of Hydro One as a publicly owned asset. This vote, which passed unanimously, comes as speculation grows that the Ontario government wants to sell 60 per cent of Hydro One, privatizing the service – something many Ontarians are strongly opposed to. In support of this opposition and in an effort to raise more awareness about the facts surrounding the issue, the Citizens Coalition Against Privatization (CCAP) held a public meeting in Kingston on Sept. 16. “These info sessions have been happening across the province and the latest polls show that 83 per cent of Ontarians are opposed to the sale of Hydro One and opposed to privatization,” said David Lundy, a member of CCAP. “Residents know it will cost them more money and it will decrease their level of service and nobody wants that.” According to Lundy, the price of electricity has already gone up 13 per cent since 2003 and is set to go up another 16
per cent. Lundy is also concerned with the impact further increases will have on businesses. “One in 20 businesses say that if this increase happens and if privatization happens then they will have to close their doors and that is unacceptable,” he said. “This is a very bad deal no matter which way you look at it. It doesn’t work and it just doesn’t make sense.” Lundy pointed to other communities in Canada that have experienced privatization as proof of what could happen here in Ontario. “The places that have privatized services, like Nova Scotia, actually have the poorest service and the highest prices,” he said. “These areas also experience more outages.” At the public meeting Lundy was joined by local councillors, experts in the hydro industry and approximately 30 community members who are all concerned about the future of Hydro One. Local activist, Smoky Thomas urged everyone in the room to be outspoken about their views. “If we lose this battle and Kathleen Wynne sells 60 per cent of Hydro One then the privatization of other services will just come like a tsunami,” said Thomas. “This is really important. We

MPs and maybe even starting local grass roots groups. “The sale hasn’t happened yet,” he said. “More opposition needs to be heard and that starts at community

News – Farm to table is a trend that has increased over the past few years; many people are finding great satisfaction in growing and cooking their own food and this is definitely the case for students in the Baking and Business Focus Program at Bayridge Secondary School (BSS). “This is our first harvest season for our little garden,” explained culinary arts teacher Julie Cameron. “It has taken a number of years to get the funding in place and get the facilities on board to create the garden, but now it is flourishing.” Students at BSS planted the seeds for the garden this past spring and over the course of the summer Grade 12 student Kayla Bell helped water and weed the growing plants. “I did a co-op credit over the summer and looked after the garden,” she said. “I had help from another classmate and I really loved tend-
ing to the garden. I like seeing the progress of all the growth now and it kind of exploded all at once.” On Sept. 17, the group of students harvested kale, cabbage and herbs from their garden. The ingredients were incorporated into the school’s first hot lunch Friday of the year and students worked hard making homemade pasta with fresh spices and a kale, cabbage and apple salad. “We made bread with all the herbs yesterday and it was delicious,” said aspiring chef and Grade 11 student Venetia Hyde-Smith. “I really enjoy working in the kitchen with everyone else and the kind of team effort that goes into the meals.” Over the course of the fall, Cameron hopes Students in the Baking and Business Focus Program at Bayridge Secondary School in the that the group will use even more of the ingre- school’s new vegetable garden. News – As the United Way fundraising campaign kicked off in Kingston on Sept. 11, a group of passionate Ontario Public Service/ agency employees were already busy raising money for services throughout the province. The group, made up of 18 employees from across Ontario, participated in the fourth annual Bike 4 United Way (B4UW) charity ride and on Sept. 17, they rolled into their final destination. “We are so excited to be ending this journey in Kingston and I kind of can’t believe it’s over,” said Allison Partington, coordinator of this year’s ride. “Every year we plan a new route and this year we did about 900 kilometers from Guelph to Kingston.” The group made stops in Goderich, Owen Sound and Cobourg along the way and camped in provincial parks each night. They also took the opportunity to visit different United Way agencies along the way. “We had a chance to see where the funds we are raising go and who they benefit,” said Partington. “It was great to meet new people and see the impact that we are making through this ride.” Over the past four years the B4UW charity ride has raised over $150,000 for the United Way and this year the group aims to raise another $25,000. At the end of this year’s race the group had already raised a quarter of their
goal. “We’ll definitely reach the goal,” said Partington. “Even though the race is over our work isn’t.” Of the 18 riders participating this year, 10 were returning riders while eight were new to the ride, including Kingstonian Stephen Elliott. “I was looking for a new challenge and this seemed to fit,” explained Elliott, a treasury board secretariat in Kingston. “I was really happy with how well I did on the ride. It was challenging at times but it was worth it in the end. I actually started to feel stronger each day.” Elliott also enjoyed the team aspect of the race and getting up each morning, making breakfast and getting on the road again. “It kind of felt like a vacation at times; we were outdoors, enjoying the scenery, and enjoying each other too,” he said. “It was even better knowing that it was for a great cause. The United Way does some great things for different communities across the province and it was really great to see the impact the money can have.” Elliott looks forward to participating in the race again next year and he hopes others will join in too. “It was a great experience. Drive Clean Test? Why your check engine light means everything! Sometimes when you get your sticker renewal documents there is an additional requirement attached. A requirement that says you must have a Drive Clean test completed on your vehicle. Everyone goes through it; few know the specifics of it. In the past the test was completed by actually measuring carbon monoxide and hydrocarbon emissions directly from the tail pipe. This was known as the “Tailpipe Test” or a “Two-Speed Idle Test” for gasoline vehicles. (Diesel is another story). This is still what most
people associate with when they think Drive Clean testing. The reality now is that Drive Clean testing has more to do with your on board computer than what comes out of your tail pipe. When you call or drop in for an emission test you may be asked about your Check Engine Light. This is because if your vehicle’s on-board computer system finds an emissions-related problem, the ‘Check Engine’ light should come on. If the light stays on, you probably have an emissions-related problem.
In most light-duty vehicles built in 1998 or later Drive Clean testing is done through an “On Board Diagnostic System” Test or “OBD”. This simply means they ask the car to tell them if there are any problems. If the car says it’s ok. You’re ok. If the car says there is a problem, that’s going to most likely lead to a fail. OBD Testing is more consistent and accurate than the old method. However there is one potential issue that very few people are aware can occur. Drive cycling. The computer
in your car relies on information it gathers while you drive. This information is what is requested when the Drive Clean test is performed. What if your car’s computer doesn’t have any information? How could this happen? If you’ve had your battery disconnected or drained the computer has no power and loses its information. If you’ve had a repair and they’ve cleared the system to reset a check engine light then there is no information. In these cases you’ll receive a “Not Ready” result on your emission

Liberal candidate Bossio hopes to bring his passion for the community to the federal level in Hastings-Lennox and Addington mmarciniak@theheritageemc.ca
News – For most of his life, Mike Bossio felt that his one voice couldn’t make a difference when it came to community and political issues, but in 1994 that all changed. “I found a community I really care about, issues arose that I cared about and I became really active in the community,” explained Bossio. “I quickly learned the differences that you can make in local government and the support you can gain.” Bossio grew up in Maddocks and moved to Toronto as an adult, but when he got married and had kids he wanted to raise them in a smaller area. Bossio and his family relocated to Lonsdale in 1994 and while adjusting to small town life was hard at first, he found that he fit in pretty well. “We fell in love with the feel of the place and we really fell in love with the people. Everyone welcomed us with open arms and that inspired me to get more involved,” he said. “I decided to run for council to have more of a voice and help the community more and everything kind of ballooned from there.” Following his term as councillor, Bossio also became the chair of the Concerned Citizens of Tyendinaga and Environs group and served as an advisor for the Citizens Against Melrose Quarry. He also led a successful 15-year battle with the world’s largest waste company, halting the building of a massive landfill on fractured lime-
stone. “I’m a fighter and I love my community and I would do anything I can to protect and promote my community,” said Bossio. “When I see something wrong I can’t just pretend it doesn’t exist and walk the other way, I have to try and do something about it.” It was this need to take action that lead Bossio to run for MP in the Hastings-Lennox and Addington riding. “I looked at our country and saw that it was heading in the wrong direction with Stephen Harper and I can’t just sit back and watch it happen,” he said. “Our democratic institutions are being undermined, inequality is on the rise, our environmental laws have been gutted and we have no compassion whatsoever for our citizens.” As a member of the Liberal Party of Canada, Bossio sees investment as the future for the country. He wants to see a leader that is willing to invest in the country and its citizens to provide jobs and a future that he is proud of. “We need to develop a plan that all Canadians can believe in and stick to that plan,” he said. “We need to continue to think about and support seniors. We need to focus on infrastructure investment and making it go to the right areas and focus on transportation and affordable housing. We need to invest in green energy for the future.” Bossio also believes that the best way to find out what people really want is to go out and meet them. Although the Hastings-Lennox and Addington riding is extremely large,

Local pilot set to soar with new business Zach Elliot from Seely’s Bay has continued his dream of flying with the grand opening of his Ontario Advanced Ultralights business in the Central Airways Building at Norman Rogers Airport in Kingston. An avid flyer, Zach had earned his private pilot’s license at 16 and planned to become a commerical pilot. His dreams seemed to be derailled when a car accident left him a paraplegic at 18. Zach perservered and went to British Columbia to a school that trains and certifies paraplegic pilots. Now at 20 he has become an instructor, purchased his own aircraft and opened his new business. This Christmas was a different and memorable one for Mary understand why we all had to do it at once, the stockings were usually not too interesting, but that morning, Father and Mother seemed more excited that any of us five children. The first thing we found was an envelope with our name on it. It was Mother’s writing, and the envelope was the kind we used back then flimsy and blue lined. Well, let me tell you, when we ripped into the envelope, you could hear the yells in Renfrew. Inside each was a crisp $1 bill! Not one of us had ever, in our entire lives, had a $1 bill! I had once been able to amass 33 cents tied in the corner of my hankie and thought I was rich beyond means. But a whole dollar in the form of a bill? Unheard of. “Where did it come from?” I was the first to ask. And then Mother explained it all to us. Uncle Lou, our rich uncle from New York, the one with the big black Buick. The uncle who wore pressed grey flannels. The uncle who put the terrazzo floor in the Waldorf Astoria, had sent Mother a $5 bill, and she was to have it changed at the bank in Renfrew, and each of R0013471920
Lifestyle - Was it really so long ago, on that special Christmas morning when everything was the same as other Christmas mornings, but so very different on looking back? That special day, of course, didn’t allow for special privileges. We still had early morning chores to do, we had to have a full breakfast, the kitchen had to be redded up, and we had to be fully dressed, and ready for church, all before we got near the Christmas tree propped in a corner of the kitchen. The tree was always in the kitchen, even though the blasts from the old Findlay Oval, caused it to shed, and leave it with pretty scant branches by the time Christmas morning rolled around. Putting up the tree in the parlour, the smallest room in the old log house was never an option. As soon as the first blasts of winter hit Northcote, the room was closed up with a rolled braided rug shoved tight against the door to keep out the draft, and it would stay that way until the snow was gone. So there was the tree, propped in a corner by the icebox, anchored with wires into the wainscoting to keep it from falling over.
Finally, we had done the chores, had our breakfast, we were dressed for church, and Father moved over to the tree, sat down on the floor, and made a great pretense of not being able to ready the cards Santa had attached to each parcel. On other Christmas mornings, we were handed out stockings first. These weren’t the fancy red felt stockings you could buy at the Dime Store for ten cents... these were Father’s grey work socks, each with a name attached to the top. No, that morning, we were handed the parcels first. There were the usual hand-knit mitts, a small book...we always could count on a book...and a small toy. I remember mine as if it were handed to me yesterday...it was a small game of Chinese checkers. It looked very much like the very same game I had seen in the Dime Store weeks before. But I was thrilled. Especially when I found it wrapped inside my very first pair of long white stockings!!! Such luxury was simply beyond me! I had never owned a pair of white stockings before. Finally, all that was left were the five stockings. As Father picked the first one up, he told us we were not to look inside until everyone had his stocking in his hand. It all sounded very mysterious to me, but it added to the excitement. I knew for a fact there would be an orange in the toe. We always got an orange - our oncea-year orange! When Father was sure we each had our stockings, he gave us the nod that we could dig into them. I couldn’t

Audrey put hers in her shoe, which I thought was a silly place for a dollar bill, but then I knew she would likely show it off to her friend Iva at church. I knew mine would go into the little drawer of my washstand upstairs...not tied in the corner of my hanky. Oh no! It would be laid out flat under my pile

Let’s start with some good news on Wolfe Island By Margaret Knott
Heritage news- It was announced, at the October meeting of Frontenac Islands Township Council, that the Card Lock Gas Outlet on Wolfe Island will open “by the end of the week.” (Oct. 18th) The final requirements for the new facility are expected to be completed by then. So as you read this, gas will once again be available to the public for the first time since the closure of the gas pumps at Mosier’s always busy Service Centre on the island. Particularly grateful are residents who will no longer have to board the ferry for the sole purpose of getting gas for pieces of equipment, boats as well as motor vehicles. An official Opening is planned . 2. Howe Island’s Fire Chief Mike Quinn accompanied by members of HI’s Marine Unit Committee, Marg Renolds and May Squires, presented an updated research committee report and a request to move forward to establish a Marine Rescue Unit on Howe Island. The idea was presented first in 2014. The recent report noted the many times that HIFR responded to incidents on the water in borrowed equipment. HIFR now has a donated 21-foot boat, motor and trailer Money for a new motor has also been donated by an appreciative resident, ($10,500). A further analysis of the proposal include determining sufficient space for patient transfer and room to install an already available fire pump /hose and determining docking locations for easy transfer, as well as Operating Guidelines and Requirements. HI Councillor Hobbs expressed appreciation and
amazement for the HIFR initiative. Seconded by Deputy Mayor Natalie Nossal who noted it as “just another of the many proactive initiatives undertaken by HIFR in the past,” citing for instance fund raising for a 4-wheel drive vehicle for use on the HI Trail in the event of a medical emergency, “ if someone should have a heart attack.” Council supported the Marine Unit Project, and accepted the outboard motor replacement donation. Once trained ( training to begin spring 2016) and certified, the Marine Unit will be placed in service. (South Shore between Howe and Wolfe Islands). Chief Quinn also provided Council with an outline of a contingency plan for coverage of emergency medical issues which includes a staffed ambulance on the island when the County Ferry is out of service while MTO completes dock work. 3. IT & GIS (mapping) services will consolidated for all 4 townships at the Frontenac County level. The County will undertake to provide these services on a shared cost and utilization basis. Two specialists will be assigned for Central and North Frontenac and two for South Frontenac and Frontenac Islands, with a core group at the County Office. The complexity and specialization of this work was the basis for this decision. 4. Frontenac Islands has awarded the contract for a new Township of Frontenac Islands Website to ‘Floating Point’ . The website will be in compliance with the Accessibility for Ontarians with Disabilities Act , and is expected to be up and running no later than December 18, 2015. It is expected the new site will affirm
the township’s commitment to communicating with the public. 5. A substantial part of the agenda package included pages related to the Wolfe Islander III refit and the work to be done while it was in dry dock with a completion date of June 23, 2015 from MTO Regional Director Kathy Moore. An accompanying letter indicates winter ice conditions caused a delay in the Wolfe Islander’s departure to Hamilton and the extent of damage identified once the ship was out of the water and the hull exposed. Council received all this as information but is calling upon MTO to further explain: “Why was there a delay in starting the manufacture of the wheel house? The Municipality understood that it was being fabricated over the winter months to expedite the Wolfe Islander’s time in dry dock?” The date for the return of the Wolfe Islander III continues to be indefinite. 6. It was announced that MTO will operate a 4:45 am ferry for undetermined period of time to take large grain trucks off Wolfe Island. During that period (start date to be announced) along with 2 (two) large grain trucks, other vehicles and passengers can also board to fill
whatever space remains. Watch for it… 7. Concerns of Council: *Mayor Doyle , the Mayors of Loyalist Township, Prince Edward County with MPP Sophie Kiwala will meet with the Minister of Transportation Steven Del Ducca in September regarding the ferry services and the serious lack of a back up ferry. When most people think of art, something along the lines of painting, sculpture, or perhaps theatre probably comes to mind. But what about pairing dance, martial arts, acrobatics and music for an entirely different kind of artistic performance? “It’s a really amazing, intense experience even just to watch artists perform,” notes Kingston Arts Council executive director Bebhinn Jennings of Capoeira, a Brazilian art form that Kingstonians will have a chance to try out for themselves Sept. 27 at this year’s Culture Days event. As always, the Arts Council is heavily involved in organizing Culture Days activities in Kingston. They’re also hosting a Daybreaker Dance Party at the Tett Centre at 6:30 a.m. on Sept. 25 (which has the distinction of being the very first Culture Days event to take place this year across Canada), as well as an activity that invites people to create a post card to their creative future. “They’ll leave the post card here and then we mail it back them coming up to January, a reminder for their creative future for the new year,” Jennings explains. As for the Capoeira workshops, which will be led by artists from Ottawa, Jennings hopes to attract an intergenerational crowd; they’re open to anyone aged 13 and up. “What’s really exciting is when you have a 13 year old with a 63 year old,” she says. “That can create some real magic.” If martial arts and acrobatics aren’t your thing, you can still participate in the musical and percussive aspects of Capoeira.
“The artists are going to be bringing in musical instruments as well, so this will allow everyone of all skill levels to be there and be participating. Even if that’s banging a tambourine and being involved that way then that’s great.” She explains that part of the goal of Capoeira – and Culture Days as a whole- is to give community members opportunities to find new ways of interacting with art. “It’s a new experience and understanding of an amazing art form that you may not have seen in Kingston - just expanding horizons for what is possible and what art actually means.” Indeed, Jennings notes that she has been amazed at how much is happening on the Kingston arts scene since moving from Toronto for the executive director job in early August. She encourages everyone in the community to come out and engage in whatever way most interests them. “There’s a real undercurrent of culture in this city in every facet of amateur, emerging and professional arts and community arts and arts education… I came at the perfect time for the festival season - it was just like festival, festival, festival. And people want to be active and engaged, so I’m really enjoying my time here so far. I’m excited to meet more people and learn more about what’s really happening.” Culture Days is a national event that encourages Canadians to develop a love of culture and make a habit of incorporating it into their everyday lives. It takes place Sept. 25-27, and there are dozens of events taking place in Kingston. The Capoeira workshops take place at three different locations on Sept. 27. Reporting to the Manager of Community Development, this position is responsible for planning and coordinating all aspects of building administration and enforcement of the Ontario Building Code as Chief Building Official and is also responsible for maintenance activities for Town owned buildings/property. The ideal candidate will possess: 1) Post-secondary education in Architecture, Construction Technology or Civil Engineering or an equivalent combination of education and experience. 2) Qualification by passing the Ministry of Municipal Affairs and Housing exams in the following categories: legal, house, small building, large & complex buildings, plumbing – all buildings, HVAC – house, building services and building structural. 3) Membership or eligibility for membership with the Ontario Building Officials Association as a Certified Building Code Official. 4) Thorough working knowledge of the Building Code Act and the Ontario Building Code and other building related legislation/regulations/bylaws and related inspection processes 5) Minimum of 2 - 5 years of progressive experience in the field relating to municipal building plans review and building inspection. 6) Proven project management, planning, organization, analytical, decision making and problem-solving skills and sound technical experience. 7) Excellent verbal/written communication and interpersonal skills; tact and diplomacy; effectively deliver consistent messages. 8) Demonstrated level of professionalism and confidentially with strong ethics. Maintain discretion and confidentiality. 9) Knowledge of the Occupational Health and Safety Act and safety procedures. 10) Valid “G” Driver’s License in good standing. 11) Computer literacy in MS Office utilizing word processing, spreadsheet, presentation and database software; Outlook and the Internet; knowledge of GIS, AutoCAD, surveying equipment.

Etsy and Fat Goose team up for a ‘Made in Canada’ craft fair

I think it is going to be great.� Kingston vendors featured in the show will include Celia Scala, Everlovin’ Press, Pure Colour Baby, Chasing Lightning Bugs, Shiva’s Delights and many, many more. Olley hopes that people come out to see what Kingston has to offer and enjoy the day. “It will be a really fun day with a lot of great vendors and there are a lot of kid friendly vendors too,� she said. “I think it will be great for the artisan community.� The Etsy Made in Canada Kingston show takes place on Sept. 26 from 10 a.m. to 4 p.m. at Grant Hall, 35 University Avenue. Events â&#x20AC;&#x201C;There is no question that Etsy, the online artisan marketplace, is the place to buy unique items; but while the marketplace is effective in connecting users with artisans from around the world, some shoppers want to know more about their local vendors. In response to this, Etsy created a â&#x20AC;&#x2DC;Made in Canadaâ&#x20AC;&#x2122; show last year and organized local marketplace fairs in multiple Canadian cities. This year, one of these shows will be held right here in Kingston. On Sept. 26, nearly 40 local Etsy vendors will come together for a Made in Canada fall fair at Grant Hall. The fair is organized by Etsy, but they also recruited some local help. â&#x20AC;&#x153;They contacted the Fat Goose collective to help organize and we were happy to assist,â&#x20AC;? said Brady Olley, owner of Salvage Jewelry Co. in Kingston and team captain for the show. â&#x20AC;&#x153;We run a successful craft fair in Kingston each year around the holidays, but this show is a bit different.â&#x20AC;? The Made in Canada show will feature only vendors that sell on Etsy and will give regular users of the site a chance to meet in person and interact with artisans that they may have only dealt with online. â&#x20AC;&#x153;I think the idea for Etsy was that they have a very popular online presence and they wanted to bring
that more into the actual community and really connect people and this allows them to do that,â&#x20AC;? said Olley. â&#x20AC;&#x153;It also gives local vendors a chance to connect more and we

Versatile band does more than sing the blues Jamie Browning epitomizes quirky. She’s a master of the blues. And jazz. And punk. And country. The Toronto-based vocalist and songwriter, along with her partner, drummer Iain Green, form the core of indie band Blues Element. The music is hard to classify, not a good thing for tempting the suits (i.e., recording company execs). Their new CD, Halfway Home, is as indie and unclassifiable as you can get.

They favor the sounds of jazz. They just don’t cling to labels. So why the name Blues Element? “Ian came up with that,” said Jamie. “It seemed vague enough, but interesting. Jazz is full of blues, and blues is full of jazz. I have nothing against a bluesy wailing, moany voice, but it’s not the way I sing.” She explained that some blues fans have taken issue with her being more of a jazzy singer. “And the new album is less blues and even less jazz,” she said. “It’s more of all the other stuff I’ve ever done.” In other words, it’s more difficult to classify than ever. “Record labels hate that,” she said. “Marketers hate it. We long ago stopped approaching record companies. They want you to stick to one thing or another. That’s not the way we make art. I can’t do what other people tell me to do.” The music is, however, highly listenable and catchy. She’s been in an odd posi-

tion for a while, doing a lot of rehearsing in her mind, kind of a Zen thing. “Iain’s a drummer, we don’t jam,” she said. “I’ve been doing song writing in my head.” After messing on a keyboard, she chooses the key. That’s how the latest album came about. “All the musical riffs, I wrote those as well using the keyboard. We wrote a lot of songs in the last few years. Those are the ones we ended up recording. Some are bluesier, some jazzier. We did electronic dance music for a while. I don’t know what’s next.” The last time I saw Jamie perform in Toronto a year or two back was with a country band. Actually, more like an electric honky tonk sound with some twinges of blues. Jamie sits in and performs with them whenever possible. These days she says she mostly listens to Internet 80s music. “Iain’s slightly younger and didn’t go through that same 80s scene we did. We’re also seeking a lot of new music. Some fun, some silly, some new dance music. I still listen to old favorites like Bowie, Nick Cave, that sort of thing. Some newer female vocalists like Martha Wainwright are amazing. Same for Lana Del Rey. A lot of world music, Cuban music. Ian also plays in a calypso and reggae band.” She talked about admiring musicians who innovate. “Lou Reid and Neil Young always tried new things. I’ve done jungle and traditional country. The first Blues Element song I wrote was one that came from the spirit world at one of my jungle gigs with 180 bpm (beats per minute) music in the background.” She’s one of the most versatile musical artists around. I know her better than many musicians— disclosure: I was the guitarist in one of her bands. The hauntedelic one. We’d lost touch and, thanks to the Internet, we met up again. Hers, and Iain’s, music is better than ever.
Halfway Home, as Jamie said, doesn’t fit a genre. Does any great art fit a genre? The album opens with Man is Gone. How can I describe it? Country surf blues jazz? There’s a surf guitar influence in there. On first play, it’s in the background but quickly grabs the listener. Blues Element meanders through many flavors and influences. They have a sound of their own. Maybe someone who obsesses over these things will name a genre after the band. Her newer and jazzier tunes may not have the jugular-slicing edge of some of her past work like Nursery Rhyme, a sugary sounding melody overtop a tale of woe: a woman who discovers that her lover is a male prostitute; or Panic is On, a song with brilliant but some of the most anxiety-provoking lyrics imaginable, about heroin travelling through a user’s body—“That girl in your room, does she too get the shakes, when the heroin’s late and your head’s in a vice….word on the street is the panic is on.” Her Blues Element song writing is not as slicing, but it’s just as brilliant. Probably catchier than songs about heroin, male prostitutes and the facades of the corporate scene. Her lyrics and voice have aged like a fine wine. It’s always

Now there’s a positivity that comes with maturity. There’s a near playfulness about much of Blues Element’s music. Whenever I listen to the band, I smile, yet it’s not because it’s feel-good music. There’s pain in songs like Halfway Home. There’s also redemption. “The halfway house is halfway home. They say
it’s like a stepping stone….I’ve looked deep within my soul. But what’s the rock without the roll. So many chances came and went. So many chances to repent….I see myself like others do. And I’m afraid of me, too. But I do believe I’ve grown. I do believe I’m halfway home.” There’s a hopefulness to the music. Even the down and out bluesy tunes like “Of All the Mysteries” have a reverence to them. The song itself speaks to a certain hope, despite hard times: “Of all the

Prep the yard for winter weather As quickly as autumn weather arrives it seems to move aside for the blustery, cold days of winter. Winter can catch a person off guard and the seasons are now less predictable than ever before. It’s never too early to begin preparing your yard and outdoor living spaces for winter. Homeowners may be sad to bid farewell to the furniture and accessories of the fair-weather season, but time is of the essence when prepping for impending ice and snow. * Clean patio furniture. Give cushions and structures a thorough cleaning and allow to dry completely. Cleaning items before storing them for the winter saves time and energy next year when it’s time once again to set up the yard for recreation. If anything is damaged beyond repair, discard it and look for replacements during end-of-season sales when savings can be had. * Move things indoors. The more items you can store in a safe and secure location the better. Load the garage, basement or storage shed with outdoor gear. Leaving items exposes them to the elements, and such exposure can cause rust, wear and damage. Flower pots and lawn ornaments also can blow around in winter wind or collapse under the weight of the snow, so collect these items and store them for the winter. Take out patio umbrellas and put them in the shed. If something is too large to move indoors, such as a barbecue or a pool filter, cover it with a
durable tarp and secure it with rope. * Cover delicate trees. Depending on where you live, certain fruit trees, including fig trees, may need to be covered for the winter. Covering protects them from subfreezing temperatures and helps ensure they will rebound in the spring. Tropical plants should be moved indoors where they can thrive in a heated home. Do not rip out chrysanthemum plants. Contrary to popular belief, these are not annuals. They will rebloom year after year if allowed to do so. * Remove water collectors. Bring in or cover anything that may accumulate water, such as bird baths or kids’ toys. Water expands when frozen, and that means water trapped in any ceramic, glass or even plastic vessel can expand and cause the container to crack. * Clean up leaves and debris. Piles of leaves not only can suffocate a lawn and cause discoloration, but also can be attractive homes for rodents and insects looking for a warm place to spend their winters. Keep your yard neat and clean to discourage wildlife from taking up residence near your home. * Cover vegetable and flower beds. Invest in some burlap to lay down over planting beds. This helps to keep the ground from freezing over and minimize weeds for next season. * Care for outdoor ponds. If you have a pond on your property, remove
any weeds around it and fish out any leaves from the water. Leaves will decay in the water and build up ammonia levels that can harm fish. If the pond is small, cover it for the winter. Also, start cutting back on feeding outdoor fish. These aquatic animals’ bodies begin to prepare for winter by slow-
ing down metabolism. Continuing to feed them can harm the fish when the temperature drops. * Wrap up pool season. It’s wise to close the pool and cover it before leaves start to drop. Otherwise you will have a hard time of keeping the water clean.
* Plant spring bulbs now. Now is a good time to plan where you want to put spring bulbs. Once you have mapped things out, get the bulbs in the ground. Bulbs are relatively inexpensive and will provide that first punch of color when winter finally skips town.

How to prepare your home for prospective buyers Selling a home can be exciting. Homeowners who made considerable financial commitments when buying their homes may be anxious when the time comes to get returns on their investments, but selling a hope need not be so nerve-racking. Buyers’ tastes often dictate their interest in a home. For example, no matter how immaculate homeowners may keep their colonials, such homes won’t appeal much to buyers looking for a traditional Cape Cod cottage-style home. But while you might not be able to change your home’s architecture to appeal to the masses, there are steps you can take to make your home more appealing to buyers whose dream home more closely resembles your own. • Address curb appeal. Curb appeal goes a long way toward creating a lasting first impression, so homeowners can start by driving up to their homes and looking at them through the eyes of prospective buyers. Address the landscape if it needs some TLC, and power wash siding if it’s appearing a little dirty. Examine your driveway for cracks and consider installing a new surface if the existing one is more of an eyesore than eye-catching. Finally, clear the yard of toys and tools before nailing the “For Sale” sign into the ground, as a cluttered yard will give buyers the impression that you did not prioritize keeping a clean and presentable home. • Clear out the clutter. Some sellers stage their homes when putting them up for sale. But staging might not be an option for sellers who are still living in their homes and intend
to do so until they find buyers. If you can’t stage your home, then do your best to remove clutter, including extra pieces of furniture you might have accumulated over the years that can make rooms seem smaller. Box up any books that no longer fit on bookshelves, and try to keep common areas like family rooms, hallways and kids’ playrooms as open and clean as possible so the rooms appear roomy and relaxing. • Let the light shine in. Dark homes are less appealing to prospective buyers, many of whom have no interest in living in caves that are void of natural sunlight. When showing your home, make sure all of the curtains are drawn and the blinds or shades are up. If trees or shrubs outside windows are blocking natural light from getting inside, consider trimming them so your home appears sunnier and more inviting. Bright homes tend to feel more spacious, so fix any light fixtures that need fixing and even add small lamps in rooms that could use some extra light. • Tackle that to-do list. It’s easy for a home’s residents to grow accustomed to certain minor problems, such as a doorknob that always sticks or a creaky kitchen cabinet door. But buyers might be turned off by too many of these minor problems and wonder if any larger and more expensive issues also went ignored. Before showing your home, address all those minor repairs on your to-do list. Selling a home can be exciting, and homeowners can take steps to make sure their home sale is successful and lucrative as well.
