Over 180 Kingston city employees made the Sunshine List in 2014 By Bill Hutchins

News – The number of doctors, teachers, public administrators, fire fighters, police officers and other provincial civil servants on the Sunshine List continues to grow each year. The province has published its financial disclosure list of those public sector workers who made more than $100,000 a year. More than 100,000 provincial employees are on the expansive list. In Kingston, the top three hospital administrators pulled in combined annual salaries of more than one million dollars in 2014. Once again, it appears Leslee Thompson tops the so-called Sunshine List. The president and chief executive officer of Kingston General Hospital had a salary of $511,377 in 2014. Thompson’s pay cheque was more than double the $255,493 earned by Dr. David Pichora, chief executive officer of Hotel Dieu Hospital, while Catherine Szabo, president and CEO of Providence Care, earned $243,766 as Kingston’s other top hospital administrator. The list also shows several local doctors earning six figure salaries Calvin Park Public School students (l-r) Finley van de Ven, Myra Chan, Kaitlyn Rankin and Criswyn Paul work that are much higher than hospital on their wind turbine, a component of the elementary green construction competition, during the 11th an- chief executives. Woolf, who is into his second term as principal of Queen’s University, earned $364,500 last year. Brenda Hunter, who will soon retire as director of education with the Limestone District School Board, was paid $221,440. Her counterpart at the Algonquin & Lakeshore Catholic District School Board, Jody DiRocco, made $203,650. Most of the 125 Limestone school board earners on the Sunshine List are principals, vice principals and teachers at elementary and high schools. St. Lawrence College president and CEO Glen Vollebregt made $268,547. More than 185 employees with the City of Kingston, including police officers and fire fighters, also appeared on six-figure list in 2014. The highest paid municipal employee was City Hall chief administrator Gerard Hunt, who made $214,343. Police chief Gilles Larochelle had the city’s second highest tax-funded salary at $197,716. Police Inspector Michael Fleming was the third highest earner with $162,543. Fire chief Rheaume Chaput made $144,587. Priority Picks: City council maps out its vision for the next four years By Bill Hutchins

News – City councillors have drafted a wide-ranging ‘to-do’ list for their term in office. But the debate over how much they can actually afford will have to wait for another day. After much jostling over what kind of city they want to see, councillors finalized their 2015-2018 strategic priority list during two evening meetings over March 30 and 31, guided by a professional facilitator in a classroom setting at the Queen’s School of Business. The list features six key priority themes: create a smart economy, invest in infrastructure, plan a liveable city, green the city, advance a vibrant waterfront and foster open government. “I think it’s a very balanced plan. It speaks to many different parts of the community, many different community priorities,” said Mayor Bryan Paterson. Other councillors were unanimous in adopting the vision. “I think it’s building on where we’ve come as a city,” observed Coun. Ryan Boehme. “There are some clear and consistent priorities that rang out. They may not be bold but it’s clear what we’re looking for,” added Coun. Richard Allen.

Veteran councillor Jim Neill says finding a common vision stems from a council that’s willing to work together and compromise. “There’s a level of trust and collaboration on this council that, frankly, was sorely missing on the previous couple of councils.” Facilitator Suzanne Gibson guided councillors through the priority talks, urging them to make the themes simple to read and easy for residents to understand. “There’s value in bundling. Part of this is how you frame it to the public.” Each theme covers a long sublist of priority items that councillors want to tackle: -Creating a smart economy revolves around policies that foster an open-for-business culture, developing a youth employment strategy, increasing assessment growth and encouraging cultural business opportunities, -Infrastructure investment covers projects such as getting the third bridge crossing ‘shovel ready,’ expanding the airport and creating mixed affordable housing, -Planning a liveable city means revitalizing Brownfield properties, improving public transit, addressing food security and homelessness, and protecting heritage, -Greening the city is about improving the trails and pathway sys-

tem, and doubling the city’s tree canopy by 2025, -Advancing a vibrant waterfront involves pushing for the redevelopment of the Kingston Penitentiary property, looking at creating a deep water dock for cruise ships and revitalizing waterfront properties, -Fostering open government means providing more City Hall data to the public, improving online

“I think it’s a very balanced plan. It speaks to many different parts of the community, many different community priorities.” Mayor Paterson access to committee meetings, and finding new ways to encourage public participation in civic affairs. The so-called ‘Group of 6’ themes were hashed out on the first evening, and then fine-tuned during the second night as councillors launched into a lengthy discussion over what to call the six themes, and which items should fall under them. “We are jostling to make sure some of the things that are important to us get the emphasis they need,” noted Coun. Rob Hutchison.

Some of the chosen themes closely mirror election campaign issues, and Mayor Paterson was pleased council got behind his ‘Smart City’ vision. “It was my vision and I wanted council to have the freedom to come up with their own vision, but they chose to adopt a smart, liveable 21st century city as a theme for the entire council for the next four years.” Coun. Neill says while some municipal priorities are carried over from the last council, there are new goals this group wants to achieve. “I think there’s been a shift in what our priorities are. We’re now addressing things that aren’t high cost, like more open transparent government.” But Neill admits other priorities will come with a big price tag such as the third crossing and airport expansion. “We now have to find the resources to accomplish these. Some of them are low hanging fruit and some of them are very high expensive fruit.” Mayor Paterson doesn’t think the city is striving to accomplish too much, but says affordability remains a concern. “That’s always a danger, but that will come out when we talk about tax rate increases.” But the tax rate discussion never happened during this round of talks. Councillors agreed to meet

again April 20 to set tax rate targets they’d like to see in each of the next few years. Chief administrator Gerard Hunt says inflationary pressures and the planned expansion of public transit, cultural attractions and winter plowing will lead to a projected tax hike of 3.2 per cent in 2016, 3.3 per cent 2017 and 2.8 per cent 2018 – beyond the 2.5 per cent rate of the past few years. Fiscal responsibility, boosting non-tax revenue and decisions that frame Kingston as “one city” form a list of guiding principles that oversee each of the six priorities.

getting around that.” Coun. Hutchison acknowledges a certain amount of public envy and curiosity with the Sunshine List along with privacy concerns of those individuals with listed salaries - but says the nearly 20 year old financial disclosure law is still important to show transparency to taxpayers. “The public has a right to know where its money is going, so this is part of it.” There are many comparable positions in the private sector that probably pay much more but companies are not required to disclose their salaries, he added. The annual disclosure of public sector salaries is based on a 1996 provincial law that’s been in place since Mike Harris was premier. It

requires hospitals, schools, municipalities, judiciary, crown corporations and other public sector employers to disclose the salaries of those earning more than $100,000. The annual list is published at the end of March. City councillor Rob Hutchison, who barely made $30,000 last year as an elected official, has no problem with the high-end salaries of dozens of municipal employees, police officers and fire fighters. “I think it’s justified by competition in the market. If you want good people who are highly trained and experienced then you have to pay for it. And there’s just no

Kingston Heritage – If you think some Kingston roads are congested now, you’d better get used to it. The city is in the process of updating its Transportation Master Plan (TMP), and one of the strategies is to allow traffic congestion to get worse. “It’s not nice to drive if the capacity of that road is virtually reached,” explained Valerie McGirr with AECOM, the consulting firm hired to help the city map out its long-term transportation needs. Experts told council that extending local road capacity to its maximum design is more likely to persuade automobile users to consider alternate transportation means such as car-pooling, public transit and cycling. “This is how we further help people make that choice,” McGirr told council March 24. The TMP’s first update since 2009 sets new longterm goals to promote active transportation while reducing reliance on car travel. In 2004, automobile use was the dominant form of transportation, representing an 82 per cent share of all commuters in Kingston. By 2009, the automobile mode share was down to 76 per cent. Experts believe Kingston can further reduce that figure to 69 per cent by the year 2034. At the same time, they’re forecasting an increase in active transportation users (walking and cycling) from a 12 per cent share in 2004 to 17 per cent by 2034. Public transit is projected to rise from just a three percent share in 2004 to 9 per cent in 2034. Getting people out of their cars and into more sustainable forms of transportation is a cornerstone policy of the proposed 2015 TMP update, which council is expected to approve later this year. A city-funded telephone and online survey of 846 residents conducted last year identified the top reasons that influence travel choices. The majority of respondents, 38 per cent, said they were swayed by convenience, 25 per cent said travel time and 14 per cent said it was the cost. Regardless of the mode of travel, the survey also looked at what residents consider as “very important” improvements that need to be made; 48 per cent want more multi-use trails for pedestrians and cyclists, 42 per cent want transit improvements along with designated carpool and park-and-ride facilities, 41 per cent identified building and widening roads, and 39 per cent favoured more cycling lanes. The city has already invested millions of dollars to install new sidewalks and bicycle lanes, and officials promise that more will be done down the road. At the same time, experts want to increase the threshold by which traffic engineers determine whether roads

need to be widened. The former standard to determine whether a particular road was a candidate for expansion was when traffic counts reached 90 percent capacity during peak periods. The new standard is 100 percent. It’s a standard that’s already been adopted by communities such as Ottawa, London, Waterloo Region and Burlington. “This LOS (level of service) threshold will allow the City to defer capital costs until roads reach capacity,” said a report by director of engineering Mark Van Buren. He added: “Given that the population forecasts for the City of Kingston are forecast to peak in 2034 and then gradually decline, it is reasonable to adopt a higher level of congestion.” For example, two-lane Bayridge Drive is already a busy commuter route for suburban motorists. Yet city officials confirmed they have no plans to widen Bayridge to four lanes to ease the weekday morning and afternoon congestion. What they have done, however, is launch a west end-to-downtown 15-minute peak express transit service, and more express busses will be added this May to the central and east end areas of Kingston. “We are emphasising the active modes,” explained McGirr during a presentation to council. Coun. Rob Hutchison says increased bus service frequency is what the city should be striving for. “Ten minute service is one of the thresholds where you see people being willing to leave their cars and that’s why I think it’s something we should seriously look at.” While many councillors appear enthusiastic with the active transportation vision, they are not about to abandon the needs of motorists completely. In fact, the TMP has identified some key road projects that should be built over the next 20 years, subject to final council approval. The list includes the third bridge crossing over the Cataraqui River, completing the controversial Wellington Street extension, finishing the widening of John Counter Blvd. with a bridge over the CN tracks, extending two-lane Bayridge Drive (Sierra Avenue to Creekford Road), extending Cataraqui Woods Drive east (Centennial Drive to Sydenham Road), extending four-lane Centennial Drive (Cataraqui Woods to Gardiners Road), widening Highway 15 to four lanes (Highway 2 to Gore Road) and connecting Leroy Grant Drive (Concession Street and Elliott Avenue.) The expensive road projects, coupled with improvements to transit, intersections and pavement widening for cycling lanes, adds up to $293 million over the next two decades.

Kingston Heritage – A new community centre serving residents of Pittsburgh District is one step closer to reality. Despite concerns from neighbours over the location, councillors have selected Grenadier Park as the future site for the $9 million to $12 million community centre. “The positives outweigh the negatives. This is the right spot,” said Pittsburgh district councillor Ryan Boehme. The park’s location, one of four sites evaluated by city staff, was chosen because it is easily accessible to motorists and public transit and is central to high density neighbourhoods in Greenwood Park. The proposed 20,000 square foot facility, including gymnasium and public meeting rooms, will be situated just north of Lasalle Secondary School off Highway 15. City officials say this site also allows the city to partner with the Limestone District School Board for programs and activities. “This is truly going to be gaining an asset in the east end,” said Coun. Boehme. Some nearby residents collected a 55-name petition objecting to the loss of green space and the lack of advance notice over the final site selection. However, councillors voted 13-0 at their March 24 meeting to proceed with the location and launch a new round of public consultation to finalize the building design and amenities that will be offered. The community centre could include indoor and outdoor recreation facilities, class and conference rooms and on-site daycare, depending on what feedback the city gets from residents. The city will also proceed with the closure and demolition of two aging and more remote east end community centres, Meadowcrest on Kingston Mills Road and Madoma on Highway 2, at a cost of $230,000. “(It) will then enable the development of the properties for other types of recreation and park uses that will better serve the residents in the area,” said a report by community services commissioner Lanie Hurdle. Three other city-owned sites were considered for a community centre - MacLean Trail Park (site of Pittsburgh Library Branch), Innovation Drive (St. Lawrence Business Park) and John Marks Avenue (St. Lawrence Business Park) – but were ruled out. The decision to build in Grenadier Park caps a two year search for a new community hub to serve

Car and foot chase leads to seizure of over $200K worth of drugs It’s the largest drug seizure Staff Sgt. Greg Sands has seen in his 45year career as a police officer. An investigation led by the Kingston Police Street Crime unit led to a large quantity of illicit drugs – approximately $212,000 worth of marijuana and $7,000 worth of cocaine – being seized and the arrest of one male, Nicholas N. Carr, 32, of Kingston. The investigation, which commenced on the evening of Friday, March 27, resulted in a vehicle chase in the small hours of the morning Saturday, March 28. The KPF’s Emergency Response Unit attempted to stop Carr’s GMC Yukon near Highway 401 and Montreal Street, which led to the accused purposely and dangerously avoiding arrest. The vehicle was eventually recov-

ered near the area of Montreal Street and John Counter Boulevard. The accused fled on foot, and was eventually found in a wooded area near Belle Park Fairways with the help of the Canine Unit and members of Uniform Patrol. The drugs were found inside the vehicle, which the police searched later after obtaining a warrant. Kingston Police Communications staff was also instrumental in locating the accused through filtering the information they received and what in turn released to officers on the ground. Carr faces charges of Possession for the Purposes of Trafficking under the Controlled Drugs and Substances Act and Dangerous Driving and Fail to Stop for Police under the Criminal Code of Canada. He attended a weekend bail hearing and was remanded into custody with a future court date.

EDITORIAL

You can never go home again but it’s really so much more than that with its beautiful, open-concept living room, finished basement, cozy sleeping loft and completely separate entrance. Nan lived there for almost 15 years, but sadly developed Alzheimer’s disease in her late 70s; in 2008, she moved to Rideaucrest, where she could receive the care she needed. Steve and I had recently moved back to Kingston after finishing school in Toronto, so my parents asked if we would be interested in moving into the little house. The decision was an easy one: of course! When I became pregnant with Summer, my parents made us another offer we couldn’t refuse. Because it would be easier for us in a larger home where the baby could have her own room, they suggested we switch sides. So when Summer was nine months old, we did just that, and I found myself once again living in the house where I’d spent a good portion of my childhood. On April 1, that house went up for sale. Steve, Summer and I purchased our own house, which is currently being built, and are moving at the end of June. My parents are also looking to move on, their hearts set on a chic downtown condo with a fraction of the upkeep. Needless to say, this development is causing me to feel a lot of feelings. This is the house that was home when I was in high school. It was where I came home to from university. It was home when I got married and when I started my career. It was home

Editorial - When I was 11, my family moved from our home in downtown Kingston to the (seemingly) far away suburb of Bayridge. I was sad to leave a neighbourhood I loved and all my friends in the area, but I was also excited. Our new place had a large, beautiful backyard with plenty of tall trees, a sprawling deck and even a pool. It also had a little house attached to the main house, where my paternal grandmother, Nan, would live. After over 30 years of living on my family’s farm in Elginburg, Nan decided it was time to downsize, but she still wanted to be close to family. For months, my parents searched the city for the perfect house. I remember touring everything from duplexes to homes with tiny, not-very-nice in-law suites attached. Looking back, it was truly a fantastic stroke of fate that this house – our house – even existed in the first place, let alone the fact that it was on the market at the exact moment we needed it. For the sake of simplicity, we always referred to Nan’s side as an in-law suite,

when I became a mother. My heart aches at the thought of somebody else living in this house. The phrase “you can never go home again has been running through my head a lot lately. It applies on a very literal level; once the house sells, I probably won’t be able to physically visit anymore. But in a way it’s also comforting. Did I really come home when I moved back to that address with my husband, years after graduating high school? To what extent did we go “home the day we brought Summer home from the hospital? It sure didn’t feel like any home I’d ever known. “The only constant is change – another platitude I’ve been musing over lately. Sometimes, change happens in a very obvious, hit-you-over-the-head kind of way. For example, moving across town to a new house. Other times it sneaks up on you in such a way that you don’t even realize it’s happening until you look back, years later, and see that your life has become unrecognizable from what it once was. Either way, I believe that change is (almost) always a good thing. I also believe that it’s finally time for me to move on to a new house – one that belongs solely to me, Steve and Summer. Together, we will make another version of “home. And, of course, we will hope that whoever moves into our magical, wonderfully functional house in Bayridge loves it even a fraction as much as we did.

In Our Opinion

A lesson in cycling safety Editorial – Now that spring has officially arrived it may be time to dust off your bike and take it for an inaugural spin, but before you do maybe a refresher on the rules of the road are in order. Every year there seems to be a battle between cyclists and motorists and while inevitably both always feel like they are right, we think it is best to look to the actual cycling laws to figure it out. According to the Ontario Highway Traffic Act, here are the basics: Cyclists are required to ride as close as practicable to the right curb of the roadway except when they are travelling at the normal speed of traffic, are avoiding hazardous conditions, the roadway is too narrow or when they are turning, passing another vehicle or using a one-way street. Cyclists have to stop for red lights and stop signs and comply with all other signs, yield or stop for pedestrians at crosswalks and walk their bike when crossing at a crosswalk Cyclist must also look behind them and signal for a turn using their right arm for a right turn and left arm for a left turn A bike is required to have at least one brake system on the rear wheel, a white front light and a red rear light or reflector if you ride between 1/2 hour before sunset and 1/2 hour after sunrise and a bell or horn in good working order. Children under the age of 16 are required to wear a helmet Failure to comply with these cycling rules can result in $85 fines for non-compliance, except for: not having a proper lights ($20); not wearing a helmet if under 16 ($60); and not stopping for school buses when the upper alternating red lights are flashing and the stop arm is out ($400). All of these rules seem like common knowledge, but year after year there are numerous accidents involving cyclists and motorists. It is important for both parties to be aware of these rules and to abide by them. We all need to remember that the road is a shared space and we need to be aware of that, even if it is difficult at times.

Arnprior Chronicle-Guide Re: “Scrapping Wellington Street extension will impact other projects, city staff warn (April 2) West Carleton Review There really is no need for the Wellington Street extension.  In the Kingston Transportation Master Plan Final Report, (July 2004), Dillon Consulting only examined ways to relieve traffic corridors between Railway Street and the Downtown Core, once a Third Crossing bridge was built. Their conclusion was that, instead of expanding Division, Montreal or Rideau streets from two-lanes

to four-lanes, that a new two-lane route across “vacant industrial land should be built; as, this Wellington Street extension would be less disruptive to existing neighbourhoods. Also, Dillon Consulting never considered converting Montreal and Rideau streets into one-way routes to improve their traffic flows.  This boondoggle idea has been extended up to John Counter BouVice President Regional Publisher Mike to Mount levard to &connect directly its

Letter to the editor The new high school - just the facts:  There have been a number of letters to the editor on either side of the new high school issue, and some significant misinformation. The decision to close and consolidate KC and QE is not being considered. It has been made. It has been challenged in court. The court’s finding was that the Limestone Board met its obligations for procedural fairness in arriving at that decision. The appellants in the case were ordered to pay an unprecedented $35,000 of the Board’s costs. We, the taxpayers, will be paying the remaining costs of over $200,000. These appellants are still fighting the decision as if it isn’t final, by opposing building options. The province has committed $36 million to build a new school. The province will pay all costs for building the school including any interest going forward. The Board cannot choose to use the money to renovate, only to build. Presumably when the Board sells the KCVI property for an expected price of over $5 million, they can decide to use that money for enhancements which might offer significant benefits to the community through shared use. We all have something to gain from this. Another significant dollar figure is $1.15 million/year, which is the operational cost that will be saved by the Board once the two schools are consolidated into one. That would be from efficiencies in staffing and from building costs for heating, maintenance etc. Those saving could translate to a lot of extra support, every year, in all of our schools, for students at risk. The 23-acre Memorial Centre property as a potential site has never been looked at by the City. Consideration of this site has been repeatedly rejected by Council, a decision actively supported by those trying to save KCVI. There has been no investigation to see if it might benefit both the City and all of the students to have the new school there. When the School Board formally asked Council that it simply be considered, not cho-

sen, it was refused. This was the only option the school board specifically asked to be considered. Calvin Park School as one of the possible sites is a surprise to most people, but might be brilliant. None of the three high schools offers all of the possible programs to its students. All students are limited in some way in what courses they can choose. By creating a high school “campusâ€? they would create a situation where students would have full access to all programs and the Board could maximize efficiency, leaving more money to provide enrichment programs and support students at risk in all schools. Although not as “downtownâ€? as the Memorial Centre, Calvin Park sits in a very accessible location. The 70% of students who were bused to KCVI would be as well served as before. Some of KCVI’s less than 300 in-area students would be within walking distance. Some students would have to be bused, from both QE and KC, but busing is the norm for high school students. It is time to put the polarizing rhetoric aside. I can’t imagine being in a job that involved being on the receiving end of endless accusations, criticisms, and uninformed judgements. We don’t understand the broader issues that impact decision making. We don’t have all of the information and we aren’t privy to the discussions that lead to the decisions that are being made. We don’t know what creative solutions they might have for possible problems we perceive. City Council and the Limestone District School Board are the two significant local partners with mandates to serve the interests of all citizens and neighbourhoods. It’s time we moved on, stepped back and respectfully let these two groups do their jobs. The Easter bunny made an early visit to Fairfield House in Amherstview

Sports – As the temperatures slowly go up many Kingstonians are looking forward to summer sports – Chloe Wilson is one of these people. Wilson has been playing tennis for a number of years and while she loves playing in the summer months, she has always wanted to play the sport year round. Unfortunately Kingston has no indoor tennis courts, but that may not be the case for much longer. “There was an indoor tennis court at the airport at one time, but it closed more than 10 years ago,” explained Wilson. “I was frustrated by the lack of indoor courts in the city so I decided to look for a space that could house an indoor court. I started the Kingston Indoor Tennis club.” The idea may have originated out of Wilson’s own desires, but after speaking with members of the Kingston Tennis Club, where she serves as an executive, she realized that the community feels the same way. “I’ve learned that there is actually a big demand for it,” said Wilson. “All of the feedback I received inspired me to start the club and right now I am really trying to gage interest before moving forward with a concrete plan and renovations.” Wilson scouted the city for possible locations for the new indoor tennis club and found vacant space in the old Alcan warehouses at Sir John A MacDonald Boulevard and Princess Street. Some of the warehouses have already been renovated and now house facilities like a gym, a gymnastics club and a cheerleading club and Wilson thinks the space would be perfect for indoor tennis. The next step is getting enough people to sign up and support the club before signing a lease and renovating for a potential fall 2015 opening. So far, Wilson TICO#50007364

has generated a lot of interest from the Kingston Tennis Club, but now she wants the rest of the community on board. “I have set up a website and a formal membership drive to gage interest and hopefully by the end of April I will be able to move forward,” said Wilson. “I am about halfway there in terms of members and all I’m asking for is a 50 per cent deposit for the membership fee. If I don’t get enough support to open the facility that deposit will be refunded, but hopefully that won’t happen.” Wilson will be taking on the full cost of the lease and renovations and while she works full-time as a chemical engineer. She sees this venture as a worthwhile community project and hopes that more people will take interest and give the club a chance. “Tennis is a great physical activity and even social activity and it isn’t hard to organize. You can play with one other person or three and by joining a club you also meet people who have similar interests and it can be really social in that sense,” said Wilson. “It is also great for many age groups. I’m lucky that I get to play with my dad who is in his 70s. There aren’t many sports that allow that sort of dynamic.” Wilson also sees the Kingston indoor Tennis Club as an opportunity to grow the tennis community and allow younger players who may be admiring the games of Canadian tennis stars Eugenie Bouchard and Milos Raonic an opportunity to play themselves. “With the lack of indoor tennis in past years people in Kingston have found other activities to do in the winter. This is a way to bring the sport back and allow it to reach more people and I think that is really important.” For more information or to join the Kingston Indoor Tennis club visit http://kitennis.dyndns.org/

Fangirls and fanboys rejoice – Herofest is making its debut in Kingston. It’s not often that fans get to rub elbows with stars from Doctor Who, Star Wars, Star Trek and a couple of original Power Rangers, but that’s exactly what will happen during this inaugural show, on Saturday and Sunday, April 11-12, at the Holiday Inn Kingston Waterfront Hotel. “Herofest truly is Kingston’s ultimate fan experience – it’s a celebration of all things sci-fi, horror, anime, TV, wrestling and more,” explains Anthony Mann, a local film-maker and actor, and the show’s promotions and public relations director. “Fans will be able to meet some of their favourite stars, take pictures and get autographs, participate in panels and pick up some unique items in the vendor room. It’s going to be a jam-packed weekend unlike anything the city has ever seen.” “Imagine the Fan Expo or Comic Con (two major shows held annually in Toronto) experience right here in our own backyard. I can’t believe it’s taken this long to bring a show here.” But, Mann’s dream of bringing a multi-genre ComiCon type event to Kingston has become a reality. “I’ve appeared as a guest at several Pop Culture Canada (the company running the show) cons over the past couple of years, and I like the feel of what they do,” says Mann. “When the idea of a Kingston event was first suggested, I recognized it was a wonderful opportunity to bring something really special here and was pleased to help spread the word. They’ve sweetened the deal by bringing in former Dr. Who star Colin Baker, who will be filming some material for my upcoming Christmas Carol adaptation.” Pop Culture Canada is headed by an Oshawa-based promoter by the name of Dave Wyldstar.

“Dave’s a great guy – a fellow geek like the rest of us who has worked in the convention industry for decades. He loves all things pop culture and that sense of fun really translates positively into his events.” These festivals have been extremely popular in larger cities over the past years, but recently they have been springing up at smaller centres, like Kingston. Are geeks and nerds finally coming into their own? During the pre-internet days, fanboys and fangirls existed in very small pockets and would gather in dark dank corners to celebrate their love of Dr Who, horror, Star Trek, Star Wars and more. “Now we are all united, and fandom has become something very mainstream,” explains Mann. “Just look at the success of Big Bang Theory to see how mainstream this culture is now. Sure we’ve come into our own – everybody loves something (yes, even the Corries – Coronation Street fans are very much fanboys/girls too) and merchandise sales for just about every genre imaginable are booming everywhere. In fact, it’s the best time to be a geek.” Today, things that used to be dubbed “geeky” are now simply part of the norm. Herofest is a celebration where fans can meet their favourite actors and artists, “cosplayers” can dress up in their favourite costumes without getting weird looks from passersby, and everyone can let their inner-nerd shine. Nerd culture has finally become mainstream. Months and months of planning go into an event of this size and scale. “As you can imagine, it’s a huge event to coordinate, and the response has been incredible,” explains Mann. “Stars are flying in from all over the world, and fans will be visiting from far outside the Kingston region. The coordination that goes into organizing

a convention on this scale takes many months of planning, and a lot of money. Wyldstar’s really going all out for our city.” It all comes down to the roster, the stars and vendors show organizers bring in, and this show is no exception. Fans can look forward to meeting, getting autographs and having their photos taken with stars including, Colin Baker, a childhood hero of Mann’s who was the sixth actor to play Dr. Who; Denise Crosby, who has appeared on Star Trek: TNG and more recently on The Walking Dead; Daniel Logan, who played Bobba Fett in the second Star Wars trilogy; Neil Affleck and Lori Hallier, stars of Canada’s cult slasher classic My Bloody Valentine, (Affleck is also a successful animator who has worked on The Simpsons and Family Guy);Tara Spencer Nairn from Corner Gas; Pat Martionni from Degrassi; even a couple of the original Power Rangers. “And, some ham named Anthony D.P. Mann who is a film-maker and actor recognized for his work in indie genre cinema,” adds Mann, whose recent dark film adaptation of The Phantom of the Opera received rave reviews. His version takes place in the fictional New England town of Garnier, but was filmed right here in Kingston at Queen’s Convocation Hall using local actors. Filming is currently underway on his next project, an adaptation of A Christmas Carol. Herofest appeals to people from all backgrounds and of all ages, a real family event. “There’s such a plethora of different genres (horror, sci-fi, wrestling, anime, etc) that there truly is something for everyone,” adds Mann. “A trend I’ve noticed at other events is parents bringing their children, celebrating things that they all love individually. It’s a very sweet concept, this cross-genera-

tional gathering.” Even visitors are encouraged to dress in their favourite super hero costumes. “That’s part of the convention experience, getting our geek on and dressing-up as our favourite heroes,or villains. I can’t wait to see what crazy costumes are going to show up on Herofest weekend,” says Mann. But note – if you are planning on dressing up, make sure to check out the rules and regulations on the Herofest website first. Admission for Saturday is $30 and Sunday is $25, half price for children 7-13, under 6 free. For additional information, a complete list of guests and activities visit www.herofest.ca. Come on Kingston - it’s time to get your geek on!

Kingston based e-rewards app takes off locally, sets sights globally By Hollie Pratt-Campbell hpratt-campbell@perfprint.ca

Business - These days, small business owners are expected to be skilled at a great many things in order to remain competitive, not the least of which is technology. Here in Kingston, Ahsen Basit is on a mission to make it easier for businesses to connect with customers through social media. His new app, Opprox (“opportunities in proximity”), has already been hailed as giving small local businesses “the Starbucks-like experience” according to the owner of Fuel Kingston nutrition house. “Basically it’s an app that allows you to get deals from local businesses in Kingston and allows you to collect loyalty points with them without carrying a card with you,” Basit says. “So it’s like an electronic rewards program.” Businesses in turn are able to promote their products in a manner that is more direct and reliable than traditional forms of social media. “Facebook’s organic reach is going down so much,” explains Basit. “Now if you have more than 1,000 likes on your Facebook page your organic reach goes down 3-4 per cent, so you have to buy into it.” So far over 40 local businesses, such as Windmill’s, Moksha Yoga and

Ali Baba Kebab have signed on. Businesses are divided into four categories: food, health and wellness, lifestyle and entertainment. After clicking on a category, customers scroll through a series of deals attached to attractive photos of products and services. Basit says that the idea is to give customers an Instagram-like experience. Current deals include two-for-one appetizers and a Corona special at Merchant Tap House, five per cent off your first visit to Fix My Pod, a free coffee at K-Town Kups and rewards programs at places like Ali Baba Kebab and Fuel Kingston. Customers scroll through and add the deals they want to their “wallet” until they’re ready to redeem them. “When consumers get free stuff from a brand, they get great feelings about it and the brand starts turning into a lot more,” Basit says. “They tell their friends about it and that increases word of mouth, which is the most important marketing tool out there.” Eventually, Basit hopes to expand Opprox nationally and then globally. For now, though, he’s still at the phase of testing it out; he says that Kingston, a city he initially came to in order to study business at Queen’s and is now home, is the perfect place to do that. “Kingston is considered the best test market in the world. McDonald’s I think even piloted their pizza here back in the ‘80s. We have the most

restaurants per capita and we’ve got this amazing tech savvy millennial demographic of around 30,000 students, which is great. And it’s a small town, very community focused.” Indeed, Basit believes Opprox will help build upon this sense of community. “This is a digital economy being created where businesses will make use of each other’s customers, so it’s very community focused.” He also hopes it will become a launch pad, of sorts, for sales and marketing savvy entrepreneurs who would like to have their own mobile advertising franchise. “If they would like to get involved with us, we have a very aggressive revenue sharing program with our sales people. If they get it out there and get merchants to sign up, we give them a significant percentage of the revenues they bring in. I wanted to make it a platform that helps that – not everybody knows how to make a mobile app.” To learn more about Opprox, visit www.opprox.com or contact Basit at ahsenbasit@opprox.com. The app can be downloaded from both Apple and Google stores.

Kingston MMA fighter goes pro mmarciniak@theheritageemc.ca

Sports – In Grade 6, Thomas Gobin knew that he wanted to be a fighter; he watched a friend compete in the junior Olympics and earn a black belt in tae kwon doe and he wanted to achieve those things too. Now, a short six years later, the 18 year-old mixed martial arts fighter is going pro and is excited for the new challenges that go along with that. “I am currently undefeated as an amateur fighter at 3-0 so the next step up is pro,” explained Gobin at Patenaude Martial Arts Studio, where he trains multiple times a week. “I’m a little nervous that I could face more injuries, but I am definitely up for the challenge.” Gobin and his coach, Dan Levac, have been training together since Gobin was 15. Gobin started by training in Brazilian Jiu Jitsu before making the switch to Mixed Martial Arts (MMA). He loves the

level for a few years now and I’ve coached about 35 matches, but this will be my first pro match,” said Levac. “It is the same level as the UFC and for someone to be at that level at the age of 18 is very rare. I’m not worried, I see a lot more wins in his future, and I think he has great potential.” Gobin’s first pro match will take place on May 2, giving him just over a month to prepare. “With the step up to pro I am training a lot more. I train in Kingston on Tuesdays, Thursdays and Fridays and then I train in Gatineau with other professional fighters on Mondays and Wednesdays. It’s a lot of work, but it will be worth it.” Gobin is also a huge advocate for the sport and he encourages others Kingston native Thomas Gobin will fight in his first pro MMA fight on Photo/Mandy Marciniak to get involved if they can, or at May 2. least to try it once. “It’s a great way to learn discipline and see rewards for your hard work,” he said. “I think it is a really great activity and more people should try it out.”

sport and especially the challenges it presents. “My favorite part is obviously winning, but I also really enjoy the payoff after working so hard for something,” said Gobin. “You put in all this time and effort to get to a certain point and when you get the outcome that you want it is the greatest feeling ever. It is my favorite feeling.” The switch from amateur to pro means that Gobin will be fighting with no protection, a big switch from the headgear, shin pads, cup and gloves he’s used to at the amateur level. “Pro level fighting is more like street fighting and is more aggressive,” he explained. “Plus I get paid to compete now, so that’s a plus.” The switch also means a bit of a change for Levac, who has never coached a fighter for a pro match before. He will be working with Gobin and higher-level coaches to ensure that he is ready. “I have coached at the amateur

Grassland biodiversity important for birds, bees and other wildlife Heritage-The continued planting of diverse tall grasses and flowers on Wolfe Island and throughout Ontario remains imperative for the birds and the bees and their conservation. That was the reminder brought to the island by Kyle Breault, biologist and former program coordinator for Tall Grass Ontario. “ I’ve been a volunteer for Ducks Unlimited for 29 years and met Dr. George Merry who was on the board,” Breault said. “So when we had an opportunity for grass lands in Eastern Ontario George was the first one to raise his hand and say come out to Wolfe Island we will find you some donors and, I have some grass land you can use. So four years ago we did, found some interested land owners, and established grass lands on a number of properties including at (Mayor) Denis and Betty Doyle’s property. I am now working with Barrie Gilbert to find some more or less public lands.” (Breault was present at the invitation of Barrie Gilbert Frontenac Stewardship Council) Breault has had a varied career with Ducks Unlimited, Tall Grass Grass Ontario, etc. but now works as a free lancer in conservation and grass lands development. In the last two years he and DU have put in about 600 acres of rare and native grass lands, “ incredibly rare and so important for grass land birds, such as the Bobolink, Meadow Lark and for the pollinators.” “ But for as much lands as we may plant, there is as much or more land ruined in a week by bulldozing in Ontario, even large tracts of Carolina forest, home for so many different species of birds and animals.” Breault said. “We

have to do more to offset this kind of mind set although, some municipalities have set a minimum level (30 percent) of forest cover in their county, perhaps a happy medium between conservation and development.” He noted a shift from a grass land focus on birds to pollinator habitat because of the Neonix, the pesticide coating every raw seed (canola, corn, soybean) used by farmers, (needed or not) blamed for bee die offs. He believes that if native flowers were planted in every nook and cranny, every roadside available honey bees would not have a problem. “The grassland I would plant for Bobolink and Meadow Lark would be what I would plant for bees and butterflies.. Expensive to do ? I don’t believe it is.” Breault added that the US is far ahead on conservation, grass land and roadside planting “Just Google Iowa Roadside for Wild Life to see what they do with the 66 feet from telephone post to telephone post. “So how do we put in these native grass plantings on road sides or any where?” Breault referred to a a book, now out of print but availablke on line as the place to find out everything needed. “The book is called Planting the Seed by Allen Woodliffe. From start to finish it is where to go to find what is required for wetland meadow to tall grass prairie planting and conservation.” At this point the slide

show focused on the variety of plants and flowers some known, others not familiar and to Walpole Island “ where the most diverse (6’) tall grass prairie on the planet grows due to cultural management The island people have set fires to their fields every spring for hundreds of years. And every year the fields came back lush, diverse and healthy,” Kyle Breault said. “Now because of new rules, they continue with what are called ‘prescribed burns’ so important to maintaining that diverse land growth.“ He spoke of Big Blue grass, Virginia wild rye, etc. and of the 100’s of different species of wild flowers noting that a grass land out performs a rain forest in the hundreds of species of wild life that are dependent on it for survival. Breault noted a change in attitude, that many companies doing heavy construction, involving digging up land for wind farms, roads ,hous-

And home owners have begun to see the possibilities the parks and buildings in their communities in terms of tall grasses, specific flowers, plants and shrubs can all contribute to protecting wildlife, birds, bees, butterflies, “for instance the Monarch It is possible to turn a field to grass land with seed collected each year,” he said. A Show& Tell of plants, flowers, grasses and a Q &A rounded out an informative evening. 16 Kingston Heritage - Thursday, April 9, 2015

Father’s love for the farm was obvious for Mary The snow was gone from our long lane, and it had settled into deep ruts of mud which wouldn’t completely dry up into the early summer. Thick bush on either side of the lane stopped the sun, and it was one of the last places on the farm to give up the snows of winter. Walking home from the Northcote School that time of year, we had to walk down the centre of the lane to miss the mud in the deep ruts. That day I could smell a difference in the air. Mud had a special smell to me...one I wasn’t particularly fond of. But I knew it was also the smell of Spring, one of my

had been mounded in the corner, thrown down from the hayloft above. Father said nothing, just leaned over the low stall boards, and let me adjust my eyes to the darkness, and then I saw what Father had taken me into the barn for. “Would you look at that,” he said so softly I could barely make out what he was saying, and I could hear a wonder in his voice. And there in the corner of that small stall was one of our ewes, and beside her two newly born lambs, their wool still damp from their birth. One was wobbling on legs that looked like little white sticks, and the other curled up beside its mother... two tiny bundles of white fluff. We leaned into the stall for the longest time. Saying nothing. The mother sheep eyeing us, and the two little lambs, fresh from birth, trying to find their place in this new world they had been born into. I realized Father was still holding my hand.

We came out of the barn, and Father said, “better go to the house... Mother will be looking for you.” I walked ever so slowly to the back door, thinking about what I had just seen, and even though I was very young, I knew again why my father so loved his farm. Why every inch, first settled three generations before him, would always be his haven. I remember, as if it were yesterday, looking up to the sky that day and thanking whoever, or whatever was up there looking down at us, and saying my childish thanks for all that was around me. The Depression, indeed, was in some other country. Interested in an electronic version of Mary’s books? Father waved at me and I waved back and when I got within a few yards from him he told me to leave my school bag near the gate, he had something to show me in the barn. Goose eggs, maybe? Or a new litter of kittens that appeared as regular as clockwork. But no, Father wouldn’t be excited enough about either to meet me at the gate. He took me by the hand, as if I didn’t know where the barn was. I felt the warmth and the roughness of a hand that had only known hard work and long hours, but I felt a comfort too. He took me to the farthest end of the barn, past the stalls of where the cows were kept, and into the darkest crevices of the barn at the very south end, never letting go of my hand. I could smell the fresh hay that

favourite times of the year. And so, that day on the way home from school, I knew there would be other changes too around the farm. Father would be pleased that the barnyard had cleared of snow, and the cows could graze on dry land. He would never tolerate any of the farm animals wallowing around in mud, and often I saw him move them from one place to another just to keep them on drier land. As I came out of the clearing of the bush along the lane, I could see patches of snow still here and there on the twenty-acre field that separated our farm from the Thoms’. It would have to be completely dry before the planting. I neared the swing gate and then I saw Father. He was leaning on the fence that circled the barnyard... most unusual for Father at that time of day. He was wearing what we called his “between winter and summer” hat. It was more of a cap, with

Dancer brings joy to the stage If idle hands are the devil’s workshop, 16-year-old Baylie Karperien is headed straight to heaven. The talented dancer is in Grade 11, holds a part-time job, and, in addition to her regular school work, trains at least 18 hours a week over six days at the Kingston School of Dance (KSD). She has no time for idle hands. Or feet. In her spare time, that is when she’s not training in dance, working or completing her studies, she’s a member of the KSD Company, which includes work in the Ballerinas Dancing in the Streets photography project. That adds more hours to her busy schedule. There’s a calmness and gracefulness surrounding her. But that exterior hides a playful exuberance that explodes when she dances. As we chat, her eyes and the intonation of her words give away an excitement about some recent news. She’s learned that she’s been accepted at this summer’s five-week intensive dance program at Belmont University in Nashville. “When I found out, I was very excited and really happy.” Belmont University appeals to Baylie for her future studies, so she auditioned for the summer intensive. “It’s a school where you can pursue your Bachelor

of Arts Degree while putting hours in the [dance] studio toward course credits,” she said. “You can apprentice in a dance company at the same time as getting a university degree.” But getting into the Belmont program came down to the wire. Baylie had already been accepted at another summer program in Arizona, and the deadline for acceptance to that program was three days away when she learned that she made the cut for her first choice, Belmont. “Dance reflects everything that’s going on in our society,” said the young dancer. “It’s an important artistic outlet. And classical ballet has been around for hundreds of years. It’s important for people to hold onto tradition.” The first time I saw this talented dancer in action, I was somewhat awe-struck. She takes it to a level that far exceeds the norm. I was surprised to learn that this young woman only started her ballet training when she was 12. That’s a late start compared to many of the dancers I work with whose entry to the stage came around the age of three or four. So the talented Ms. Karperien had some catching up to do. She spent her early life in Cold Lake, Alberta. “I was a very busy and imaginative little kid, always playing pretend,” she said. “I was really excited, for sure,” she said of her beginning in dance. “For a few years, I’d wanted to dance and I wanted to be serious about it.” But she describes her first training: “I worked my butt off to learn as much as I could, but it was just a teen

How to make your renovation a successful, positive experiencepresented

APRIL 45th,,6 5th &&7 6th

paint colors, the key to a successful renovation often lies in what you won’t see. Investing in quality behind your walls will ensure durability, comfort and safety for years to come. 6. Focus on the basics. This includes quality electrical, plumbing, HVAC, framing and drywall. Don’t underestimate the importance of insulation especially in a basement renovation. Not all insulation is created equal. Opt for insulation that is fireresistant, sound absorbent and resistant to mold, mildew, bacterial growth, and rot. In my renovations, I like to use products like Roxul’s Comfortbatt and Comfortboard IS to help achieve a more energy efficient home, buy you valuable time in the event of a fire and prevent moisture issues that can pose health risks and lead to costly repairs. 7. Develop a good plan. This includes preparing for the unexpected. Setting aside a 20 percent contingency fund will help bring you to the finish line when unanticipated issues creep up. Lastly, the key to a successful renovation includes patience. Living in a construction zone - or alternately moving out while the work is done - can be stressful and trying. Keep your eyes on the prize. There’s nothing more rewarding than the end result, which can bring years of enjoyment and ultimately add to your home’s bottom line. Renovation spending has more than doubled since the late 1990s, reaching nearly $65 billion last year alone. Oftentimes the investment a homeowner makes is substantial, both financially and emotionally. The stakes are high. That’s why it’s imperative that the job is done well from start to finish. There are a number of steps a homeowner can take to ensure a positive experience and a successful outcome, including: 1. Know your goal. Ask the question, “What is this renovation designed to accomplish? More functionality? Storage? Living space?” If a homeowner doesn’t know where they’re going with the renovation, chances are they’ll never get there. 2. Do your research. In most things, knowledge is power, and knowing what to expect, in advance, can keep expectations in check. Investigate options, budgets and timelines, and arrange financing in advance. 3. Hire professionals. Be sure that they are happy to work with you to meet your budget and achieve your vision. Communicate clearly and often to ensure underth th th standing on both sides. 4. Opt for a general contractor and trades that are experienced, licensed and insured. Don’t hesitate to check credentials and references. Get recommendations from family, friends and colleagues who have had work done and were satisfied with the results. 5. Start with quality building materials. When it comes to home renovation and construction, the adage, “it’s what’s on the inside that counts” seems apt. While homeowners tend to get caught up in the aesthetics of a project, such as finishings and

Add value to your home with these renovations remodel investment, especially if the kitchen matches up well with the rest of your home. Homeowners should know that a deluxe renovation may not be necessary, as relatively moderate improvements can create a whole new look for a kitchen. • Look to paint. One of the least expensive improvement materials, but one that has a significant impact, is paint. Neutral, modern colors can easily liven up any space. If you paint with low-VOC paint, you also can advertise an eco-friendly home, which is very desireable these days. • Put in another bathroom. Multiple bathrooms are an attractive selling point, particularly in older homes that may not have been equipped with more than one bathroom. Finding extra space for a bathroom can be tricky, but consider closets, areas under stairs or even taking some space away from another room. Popular home-improvement television channel HGTV advises that half-bath-

rooms require at least 18 square feet of space, while full baths need 30 to 35 square feet for a stand-up shower or bathtub. • Renovate the HVAC system. Aesthetic improvements aren’t the only ones that add value to a home. Many home buyers are eager to purchase a home that has a new heating and cooling system, as buyers understand that furnaces and air conditioning units are substantial investments that can last for years. Other improvements, such as adding attic insulation or replacing older windows and doors with more energy efficient options, also are smart bets. • Add illumination to rooms. A dark home is a dreary home. Adding light can mean including more overhead and accent lighting. Under-cabinet task lighting is a nice touch. Inclusion of skylights and sun tubes can bring natural light into rooms that may not have south- or west-facing windows.

• Put a deck addition outdoors. Outdoor living spaces have become more desireable, especially as the “staycation” has grown in popularity. Decks and patios can make backyards more appealing. The scope of your investment will depend on the size of the deck and design. Doing the work yourself can cut the cost of decks in half, but only if you have the specific tools or experience to tackle such a project. • Improve curb appeal. Adding attractive landscaping and freshening up the entryway to a home can add considerable value to your home, as buyers judge homes by their exteriors. Completely renovated interiors may never be seen if buyers pass up your home because of a less attractive exterior. Classy, subtle changes, like well-placed shrubbery and a green lawn, can work wonders. An inviting front door and well-lit entryway also add curb appeal to a home. Before making improvements, ho-

Homeowners choose renovation projects for a variety of reasons. Although many improvements are made to increase functionality and comfort of a home, several others are seen as worthwhile investments. These investments can add up to a higher resale value when the time comes to sell a home. Certain projects have a history of providing a greater return on homeowners’ investments than others. The following renovation tips can add beauty to your home and generate great returns when you put the home up for sale. • Invest in your kitchen. Kitchen remodels are a safe bet when it comes to putting money into improving a home. Residents tend to spend a great deal of time in the kitchen, but a dated, poorly functioning kitchen can detract from the value of a home, even if the rest of the home is in good shape. It’s possible to recoup between 60 and 120 percent of your kitchen
