McCants holds a BA degree in Sociology and Urban studies from Virginia Union University and has been self employed for 20 years. An avid business leader, he currently serves on the following boards and organizations: Wachovia/Wells Fargo Bank Advisory Board, Greensboro, NC; North Carolina A&T State University Entrepreneurship Advisory Board, Greensboro, NC; and Omega Psi Phi Fraternity, Incorporated (Zeta Chapter ‘79) (Tau Omega Graduate Chapter). He has completed the MBDA Executive Program at Dartmouth University Tuck School of Business designed for entrepreneurship and received a certificate for the Babson College Symposium for Entrepreneurship Educators. In 2006, McCants traveled with a delegation of business owners to the United Kingdom, visiting Kent and London, England to engage other black owned companies as a part of a Business Trade Mission from the state of Virginia. Letter from the Publisher Dear Black Pages Supporter: A major mandate for the African-American community is to harness our $1 trillion in annual economic clout. For too long, disjointed efforts have resulted in us retaining little of the wealth that we create each year. Many other groups have prospered in our free market society by adhering to a basic economic principle -- the recirculation of dollars within their communities. Less developed countries have also seized on this simple principle. China has flooded the U.S. market place with imports, while displacing American workers and holding the lien on billions of dollars in U.S. debt. Yet, China has fiercely guarded its own marketplace, creating a huge trade imbalance that ensures the United States will stay in its debt for the foreseeable future. At the time of this writing, the ratio was nearly 5:1. For every $5 in products that China exported to the United States, they imported $1 in American products, according to foreign trade statistics from the U.S. Census Bureau. While our capitalistic, entrepreneurial spirit has gained traction around the globe, we continue to negate our role as major power brokers wielding $1 trillion in spending power each year. As our nation rebounds from an economic recession brought on by greed, lack of vision, weak leadership and the lack of investment in less developed regions of our country, we have a unique “teaching moment.� We know that enterprise must be tempered with social responsibility and that a responsible government must intervene when the business community loses focus of that fact. Even in its infancy, the administration of President Barack Obama has done much to raise the profile of African- Americans and has, more importantly, set the pace for a new wave of young, well-educated entrepreneurs. None can dispute the fact that we are the wealthiest and most educated professionals and entrepreneurs in the entire civilized world. Our history as hard working Americans has been documented through the sacrifice of many of our ancestors, who made the treacherous journey from the shores of Africa, built a foreign country, and otherwise survived unparalleled obstacles. The time is now for a systematic reshifting of our priorities. Yes, we must create competitive businesses, but we must also become competitive consumers — not only within our borders, but within the global economy.

The Black Economy:
The Black Pages concept started over 30 years ago. Today, Black Pages-type publications are produced in about 30 cities and metropolitan areas throughout the United States. McCants Communications Group ,Inc., is a minorityowned corporation that publishes Black Pages USA in Greater Southwest Roanoke/Lynchburg (VA), Hampton Roads - Richmond (VA) Northeastern, N.C., Raleigh/Durham/Cary (NC), Triad (NC), Charlotte (NC), and the Greater Fayetteville/Wilmington/CapeFear/Jacksonville (NC) regions. Black Pages USA publications are also distributed in South Carolina, Florida, and Georgia.
U.S. Census statistics indicate that the Black community has an annual income of $900 billion. The Black Pages serves as a means through which a portion of this tremendous spending power can be used in the Black business sector. Utilizing the Black Pages to promote and access the goods and services of Black businesses provides for the growth and development of those businesses, which in turn provides employment and career opportunities for tomorrow’s youth. Obviously, we also urge Black consumers to utilize the goods and services of the major corporate advertisers listed in the Black Pages. Through their investment, these companies demonstrate their concern for and commitment to the Black community, thereby promoting economic self-reliance.
Why the Black Pages? The specific purpose of the Black Pages is to feature and highlight minority-owned businesses. The introduction of the Black Pages concept during the past several years is timely. The current economy of the United States is ncreasingly focusing on individual entrepreneurial efforts, self-help initiatives and small business development. The Black Pages seeks to provide exposure to individuals and businesses at the forefront of the entrepreneurial effort. The objective of the Black Pages is to help these individuals and businesses provide positive leadership for today’s youth, as well as a realistic alternative to the traditional career/ employment opportunities of the past. While primarily highlighting minorityowned businesses, we also encourage and solicitmajor corporate involvement in the Black Pages. The corporations that advertise provide support and assistance to minority business development while marketing quality goods and services. The involvement of major corporations is a wise business investment and improves the entire community.
How to Obtain Copies: Distribution of the Black Pages is primarily conducted via the major churches in the area and by a number of established distribution points that have been set up in your area (see Distribution Points Listings on page 6). On The Cover Dr. Edward J. Clemons Jr., Clemons Dentistry Born in Atlanta, Ga. He later moved to Durham NC, where he graduated from Hillside High School. He received his Bachelor of Science degree from Morehouse College in Atlanta, GA and his Doctor of Dental Surgery degree from Howard University College Dentistry. He completed his dental residency at St. Elizabeth’s Hospital in Washington, DC. Dr. Clemons has been in private practice since 1988. He is an active member of the American Dental Association, National Dental Association, Academy of Computerized Dentistry, and the NC Dental Society, he has served as President of the Durham Academy of Medicine, Dentistry and Pharmacy (DAMDP). After graduating with honors from the University of Arkansas at Pine Bluff in 1999, Dr. Willis moved to Washington, D.C., to attend Howard University School of Dentistry. Dr. Willis graduated from Howard University School of Dentistry in 2003 and moved to New York to begin his General Practice Residency. The one year General Practice Residency was with the New York Medical College Northern Consortium, which consisted of two hospitals: Our Lady of Mercy Hospical in Bronx, New York and Westchester Medical Center in Valhalla, New York. Dr. Willis moved to North Carolina in 2004 and was very passionate about working in an undeserved area. Spencer B. Howard, DDS
Spencer Brian Howard was born and raised in Trinidad and Tobago, West Indies, along with his twin brother, Kris. Although his family travelled frequently, spending two years in France while his father earned his PhD, Trinadad was always the family’s home base. Dr. Howard left Trinidad after graduating from high school in order to continue his education. Dr. Howard is an alumnus of Morehouse College in Atlanta, Georgia, where he was Phi Beta Kappa when he graduated with a BS in Mathematics. He then attended the University of North Carolina at Chapel Hill North Carolina at Chapel Hill School of Dentistry, earning a Doctor of Dental Surgery degree in 2003. Dr. Howard remained at the University of North Carolina for his specialty training, earning his certificat in Oral and Maxillofacial Surgery in 2007. After receiving his OMFS certificate, Dr. Howard opened his own private practice, Central Durham Oral and Maxillofacial Surgery, in Durham NC. In addition to running his own practice, he is an adjunct faculty member at the UNC Chapel Hill School of Dentistry, and a sub-specialty physician Dr. Howard is a regular participant in the North Carolina Missions of Mercy project, as well as other volunteer clinics. On The Cover Debra Tyler-Horton, AARP Debra Tyler-Horton is Associate State Director for Multicultural Outreach with AARP North Carolina. She focuses on raising awareness of how the association improves the quality of life for all individuals at every age. Tyler-Horton works to develop a deeper presence in diverse communities by strengthening visibility, engaging volunteers and members, building key relationships, conducting grassroots activities and participating in educational forums. AARP’s Multicultural Outreach program supports diversity and recognizes inclusion as vital components of AARP’s programs and activities in North Carolina in addition to offering 50-plus citizens methods to live their best life. With more than 20 years of experience in non-profit management, Tyler-Horton served as the Deputy Director of the North Carolina Justice Center in Raleigh for over 13½ years. From 2007 to 2010 she served as coordinator of Historic Thousands on Jones Street (HKonJ), led by the North Carolina NAACP. HKonJ is the largest multi-racial, multi-issue alliance of progressive organizations in North Carolina and comprises more than 125 member organizations. Today Tyler-Horton serves as the Co-chair of the HKonJ Steering Committee. Tyler-Horton is the host of AARP’s “Real Life, On the Radio,” a public affairs and discussion program on WAUG Power 750AM and Radio One, The Light 103.9FM. Stephen Jackson, Greater Raleigh Convention & Visitors Bureau Stephen Jackson is national sales manager for the Greater Raleigh Convention and Visitors Bureau (GRCVB) in Raleigh, N.C. Stephen has worked in the hospitality sector for more than 15 years, and has been working with GRCVB since 2005. He is an active member of the National Coalition of Black Meeting Planners and is a graduate of North Carolina Central University’s hospitality and tourism program. Stephen’s assistance (as well as that of the GRCVB) is free of charge to event organizers. Upon receiving a new request, Stephen works with the organizer one-on-one to define the event’s venue and sleeping room requirements and other specs. He coordinates the process of receiving bids from Raleigh area venues and hotels, allows the planner to select the lowest bid and get the best deal. On The Cover Maggie Green, Window of Opportunities When Maggie Green started Window of Opportunities in 2009, her goal was to convert her passion for thrift stores and helping people into a thriving business. A year and three months later she has helped 400 plus people who were in need and gained a host of supporters from her community whom she had never met before. This is a woman who lives for the thrill she gets from providing food, shelter, education, and survival skills. “I still cry when a plan we put together to help families who have nothing works” states Ms Green. In addition to feeding the homeless, some of her favorite assistance strategies include “How to save your American Dream” a workshop run by experts on preventing foreclosure, educating young people on how to start a business and helping prisoners begin again. Maggie has a wonderful board of directors who provide guidance on what it takes to implement her vision of assisting everyone who asks for help. According to a June 30, 2011 press release by a House Ways and Means Committee, the “temporary” 0.2 percent Federal Unemployment Tax Act (FUTA) surtax enacted in 1976 was not extended beyond its current June 30, 2011 expiration date. This temporary surtax was originally implemented by Congress after the 1973-75 recession to pay the related federal unemployment benefits and has been extended eight times since its inception. According to the instructions for Form 940 (Employer’s Annual Federal Unemployment Tax Return), the IRS states that the FUTA tax rate will remain at 6.2% through June 30, 2011. The FUTA tax rate will drop from 6.2% to 6.0% beginning July 1, 2011. Employers who pay the state unemployment tax on time receive an offset credit of 5.4% which remains unchanged. The IRS advises employers to visit (http: www.irs.gov) for updated information.
One-Year Payroll Tax Reduction During 2011
The recently enacted “Tax Relief, Unemployment Insurance Reauthorization and Job Creation Act of 2010” includes a tax break for individuals that reduced the employee tax rate for social security by two percentage points during 2011. Under this new provision, the Social Security payroll tax on individual wages up to $106,800 will be lowered to 4.2% in 2011 from the standard 6.2% rate. Self-employed workers will also benefit from this tax break. Their selfemployment taxes will be reduced from 12.4% to 10.4%. The employer tax rate for social security will remain at 6.2% during 2011. Worker Misclassification: Employee or Independent Contractor? The Internal Revenue Service (IRS) has increased its audit initiatives to address the issue of worker 42
misclassification. Employers must properly classify workers as either employees or independent contractors to avoid substantial financial penalties by the IRS for failure to withhold and remit employment taxes. Additional penalties may also be imposed by the Social Security Administration and the applicable state tax agencies for non-compliance. In order to determine if an individual is an employee or independent contractor, the relationship of the worker and the business must be carefully examined. Facts that provide evidence regarding the degree of control fall into three categories: Behavioral Control, Financial Control and the Type of Relationship. The IRS discusses specific details and examples in Publication 15-A.
Protect Your Business from ID Theft
According to the Federal Trade Commission (FTC, 2003), businesses lose more than $50 billion dollars each year to identity theft. Listening in Multi-Cultural Communities By Debra Tyler-Horton & Diana D. Hatch
O
lder North Carolina African Americans would like to enjoy retirement, but this goal is increasingly uncertain because of health and economic worries. A new AARP survey of the state’s African Americans age 50 or older reflects an older population with bright dreams of traveling and spending time on leisure pursuits in retirement. But concerns over staying healthy, receiving social Security when they need it, and having enough health insurance coverage cast a shadow over those dreams. Only around one quarter or fewer of those surveyed feel they have the resources they need to address a wide range of concerns. This is something all generations of Americans need to work on together, and AARP can help. The North Carolina results come from a massive survey effort. AARP conducted separate surveys in each of the 50 states and the three territories where it has offices, plus a national survey,
to better gather information on the needs, interests and concerns of Americans 50+. More than 300 North Carolina African Americans were surveyed in January. Among the North Carolina survey’s findings:
1.
Over one in four respondents said vacation and travel are activities they most dream of doing. Another 15 percent listed hobbies and interests as their top dream, while seven percent dreamed most about finding a new or better job.
2.
Nearly four in ten respondents said health care issues, including the cost of health care and staying healthy, is their top challenge. About one third listed economic issues as their top concern, including unemployment and having enough money to retire.
3. About one-fourth or fewer of
respondents say they have the resources they need to meet a wide range of hopes and expectations: to stay healthy,
receive Social Security when they need it, maintain adequate health insurance coverage and receive Medicare when needed, among others. In addition to AARP’s statewide survey of African Americans, our North Carolina Director of Multicultural Outreach, Debra TylerHorton, has met with 262 African Americans 50+ in Wake County alone to ask: “When you tell the story about your community what are you most proud of? What has been your contribution? When dreaming the future, there are many services and programs available to us as we age: What is missing for you in your community? “ In terms of challenges, she has heard a wide range of concerns, ranging from lack of transportation and affordable housing to a need for more financial literacy education, and from needs for senior day care and help with home modifications to a need for access to affordable fresh produce and dental insurance. 43
AARP CONTINUED Sources of pride have included efforts to keep communities clean, support from local police officers, affordable housing and facilities such as YWCAs and community centers. What Tyler-Horton has learned is information crucial to fulfilling the dreams of all as they age, and connecting these dreams with AARP’s services and programs can make a huge difference. AARP” cannot solve all of the problems, but working together with community programs, non-profit organizations, churches and individuals, we can fulfill many needs and help entire communities change. Along with continuing to hold listening sessions throughout the year, Tyler-Horton’s ongoing commitment to helping change whole communities has her telling AARP’s story on the radio on Raleigh’s WNNL (103.9 The Light) on the first Sunday of every month (6:30-7:00 a.m.) and Second and Fourth Sunday on Raleigh’s WAUG (750 AM) from 9:30 – 10:00 a.m. Here she provides information about AARP programs and services and engages individuals in sharing their stories. As a result, others can hear real life on the air, from people who look and sound like them. Further, AARP is supporting SERA’s program “Living Life to the Fullest through SelfLove (LLFS). This is a preventive health and wellness program designed to create an understanding of the power area residents have to extend their lifespan, create health and wellness in their own lives and live fully by practicing some very simple steps. AARP will work with SERA as we coordinate with local small businesses; barber shops, salons and faith institutions to educate the community through various activities. These include taking blood pressure readings and counseling program participants, as well as creating onsite opportunities for follow-up and facilitating preventive medicine training from local health professionals. This partnership is vital to the Southeast Raleigh community as AARP helps African Americans enhance their ability to live longer and fuller lives. AARP is listening to African Americans and others among adults 50+ about what is important to them, and the survey and listening sessions are among several tools that
AARP leaders will use on both the state and national level to guide the association’s work in the near future, particularly in diverse communities. Many students never open a book during the summer During the months of June, July and part of August many students sleep until around 1:00 pm, only get up to raid the refrigerator when they become hungry. Many hang out in the mall, a friend’s house and a few on corners or other places that the parents are not aware of. The majority of their time is spent talking on the phone, texting, listing to music, surfing the Internet and watching television. Many are free to do anything they want to do or nothing because the parents failed to assign them chores or directions. Some have summer jobs which is positive for developing discipline and but it will not prepare them for the written tests they are required to pass at their next grade level. Students that do not study are tantamount to a chef that does not cook a meal. One will starve mentally and the other physically.
Students and Parents-Plan your work, and then work your plan. What would happen if for the next six weeks……? Venus and Serena Williams did not pick up a tennis racket, Chris Paul (CP3) did not touch a basketball, your hair stylist or barber did not pick up their styling comb or clippers and the best cook in your family did not cook a single meal? They would all lose a part of that competitive edge that separated them from the average person in their field. They are now less than average, two steps from where they were. It will take hours of hard and dedicated work to bring them up to average. It will be easier to carry out if the student is willing, and help write it but if they are not, you must do it anyway. Please step up and do your job. If you do not do it, who will? One day, they will thank you.

This is a sample plan to keep your students alert and help prepare them for the next educational level:

your children sometime during each day and at bedtime. Teach them by using pictures, letters, numbers, words, sounds, shapes, colors and everything they see during the course of a day. Never forget, you are their first and most important teacher. This is the formative time in their life and they think you are the smartest person in the world. This is the short period in their life when they will listen to everything you say and try to do everything you do. Use this time to teach them that learning is fun. Use the 75 /25 rule. Spend 75% of their time reading, writing, coloring, drawing and playing. The other 25% can be used on games and television.

Hire a reputable educational specialist not connected with your school system to test your child. If you have to, borrow the money from a loan company because this placement will help determine your child’s future. Pick five books from the suggested reading list provided by the school and encourage first, then demand, if you have to, your child read them. Encourage or demand your child cut off all “noise makers” (TV-radio–I pod, computers, all conversations and telephone) for two hours each day. These two hours are for reading something educational, writing summaries or meditating. Teach them how to analyze their problems and research the solutions. Impress upon your children that they will have to study (work) to be successful. If they lose focus, remind them that the only place where success comes before work is in the dictionary.

On a personal note, my wife and I discovered a book in the public library entitled “What Your Kindergartner Needs To Know”. The author is E.D. Hirsch Jr. There is one book for each grade level kindergartner through six grades. We checked one out every summer and went cover to cover with our son. We know that good study habits, reinforcement from parents and a planned summer educational program helped our son excel in public school and college. Our son is now a third years Social Studies Teacher in North Carolina.
