As an editor of a magazine that supports the educational endeavors of veterans and servicemembers, I, and the rest of the Military Advanced Education staff, am always happy to see the expansion of opportunities for this special group of students, particularly when those opportunities are financial, making attaining a degree more affordable and accessible. That’s why we were pleased to learn of the recent expansion of the Fry Scholarship. The Fry Scholarship was created to honor Marine Gunnery Sergeant John David Fry, 28, of Lorena, Texas. Sergeant Fry Kelly G. Fodel had one week left in his tour in Iraq in 2006 when he volunteered to Editor continue working for seven more hours disarming explosive devices, despite having already sustained an injury to his hand. He made the ultimate sacrifice on March 8, 2006, in Anbar Province, Iraq, when an improvised explosive device detonated. He left behind a widow and three children. The Veterans Access, Choice and Accountability Act of 2014 (also known as the Choice Act) was recently signed into law. It included two provisions affecting GI Bill benefits, including the Fry Scholarship. Section 701 of the Choice Act expands the Fry Scholarship to include the surviving spouses of servicemembers who died in the line of duty after September 10, 2001. Prior to this law, only children of those who died in the line of duty were eligible for this benefit. In fiscal year 2013, 1,279 children were awarded the Fry Scholarship. Now, eligible spouses will be entitled to receive 36 months of full benefits, equal to the 100 percent level of the Post-9/11 GI Bill. This includes tuition and fees payment, a monthly housing allowance and a stipend for books and supplies. VA began accepting Fry Scholarship applications by mail from spouses starting November 3, 2014. Visit www.benefits.va.gov for more information. As the population grows and people live longer, there’s an increased need to provide

The reasons cited for nursing’s growth include the emphasis on preventive care, the growing rates of chronic conditions and the need to provide services to the baby boomer population. A career in nursing may be attractive for active or retired servicemembers, a group of people already credited with helping others. Nurses can work in a variety of environments, from doctors’ offices to home health care services, schools or even the military. The Bureau of Labor Statistics indicates there are three education paths: a bachelor’s degree, an associate degree or a diploma from an approved nursing program. Registered nurses must also be licensed. The median salary is more than $65,000, making nursing an attractive career, and there are a variety of schools to choose from when mapping out your path.

Once the baccalaureate nursing degree is completed, Ogle said, nurses can go on to work in any type of care—OB, pediatrics, gerontology, trauma or community health. With advanced education, nurses can become nurse practitioners, nurse midwives, nurse anesthetists, nurse administrators and nurse educators.

I wasn’t entirely sure which direction to go or exactly what I wanted to do when I graduated from high school. After speaking with my family and a few close friends, I decided to talk with each branch of service before choosing the Marine Corps. If I had not made this decision, I wouldn’t have been a candidate for Penn State’s nursing program and

certainly wouldn’t have known that one day I would be accepting a job at University of Pittsburgh Medical Center Altoona in the emergency department. I chose to enlist as infantry in September 2005 and was stationed at Camp Lejeune, N.C. During enlistment, I completed two tours in Iraq, one in Habbaniyah and the other in Fallujah. These two deployments shaped the rest of my life. I chose nursing because of one inspirational Navy corpsman, John Medrano, whom I worked closely with on my first deployment. I believe he saw that I had a passion for helping others, and I was always asking

questions regarding his duties as a corpsman. After seeing my desire to learn more, “Doc” (as we called him) decided to enroll me in different courses, such as the Combat Lifesavers Course and Deployment Medicine Operators Course, which were taught by several members of the Special Forces, providing realistic scenarios in a combat atmosphere where we would have to triage, assess and treat the victims with minimal medical equipment available. After completing these courses and applying this knowledge on two deployments, I knew nursing was the career for me. I chose Penn State because I grew up in this area; my father had gone to Penn State; and the positive energy and achievements of this campus are

undeniable. The nursing program is not an easy one, but provided the necessary challenges and amazing instructors needed to further prepare me as an R.N. I would also like to send a special thank you to Pam Lawson, who shares the military experience and motivated me and prepared me to be the best nurse possible. As for the future, I plan on gaining the most experience I can at UPMC Altoona and possibly further my education to become a nurse practitioner. For all those making a career transition, I would suggest using all the resources that you have earned in the military to further your education and continue to better yourself while helping others do the same in the process.

The director of Servicemembers Opportunity Colleges (SOC) explains the changes to SOC’s mission. By Dr. Kathy McMurtry Snead In early August 2014, the Office of the Assistant Secretary of Defense informed SOC Consortium and Degree Network System member institutions that changes were coming to Servicemembers Opportunity Colleges programs and services under the long-standing Department of Defense (DoD) contract with AASCU. institutions have expressed concern about the potential impact the SOC contract modifications might have on how they will provide ongoing educational support to servicemembers. SOC has a long history of supporting and serving military students and veterans and will continue this support as the programs and services change. Planned changes include reshaping SOC and expanding the Degree Network System (DNS), placing www.MAE-kmi.com


greater emphasis and focus on creating educational partnerships and programs that will maximize the amount of transfer and non-traditional credit applied toward degree requirements. Accelerated degree options (such as awarding non-traditional credit, guaranteed course transferability and two- to four-year degree articulations) that minimize the time-to-degree completion will continue to be central in the DNS so that servicemembers can transition smoothly following military service into the civilian workforce. The SOC DNS will be consolidated across the participating military services into a “joint services” program without separate degree networks for the Army (SOCAD), Navy (SOCNAV), Marine Corps (SOCMAR) and Coast Guard (SOCCOAST). Additionally, within the next six months, SOC will focus on the establishment of a career and technical education group of schools that offer certificates, diplomas and associate degrees to provide servicemembers with career preparation for a successful transition to the civilian workforce. Details of how this grouping of career and technical program offerings will be selected or publicized has not yet been determined. The most significant change is the dissolution of the SOC Consortium, a voluntary membership confederation of colleges and universities across the country who collectively agreed to implement the SOC principles and criteria into performance and action on their campuses in support of degree completion for servicemembers. Through the consortium construct, SOC leadership helped shape institutional policies and practices that provide servicemembers recognition for non-traditional learning acquired through their military training courses and military occupational specialty skills and knowledge. In December 2014, the SOC Consortium, with 1,750 colleges and universities that voluntarily commit to institutional support and engagement of military students, will be dissolved. In an August 2014 letter to SOC member institutions, Dr. Thomas Langdon, director of state liaison and education opportunities for DoD, stated that the release of Executive Order 13607, “Establishing Principles of Excellence for Educational Institutions Serving Service Members, Veterans, Spouses and Other Family Members,” has introduced “significant changes to the way our military www.MAE-kmi.com

services administer voluntary education programs.” The presidential executive order added policy oversight of education programs and financial protections for veterans, servicemembers and their families in the Departments of Defense, Education and Veterans Affairs operations and program implementation. The SOC principles and criteria that shaped the SOC Consortium for over 42 years have been incorporated in the recent Change 3 of the DoD Instruction 1322.25 (which includes the DoD Voluntary Education Partnership Memorandum of Understanding) and implementation requirements for receiving military tuition assistance. Institutions that agree to participate in the military tuition assistance program will readily recognize that the SOC principles and criteria and the SOC Military Student Bill of Rights, established collaboratively by SOC stakeholders and DoD, have been folded into the Memorandum of Understanding document and will continue to guide institutional expectations, policies and practices for protecting and effectively delivering educational programs to servicemembers, veterans and their family members. Established in 1972 by civilian and military educators, SOC was formed to help strengthen and coordinate collegelevel educational opportunities for servicemembers. SOC has served as a liaison between the higher education community and military leadership to overcome many of the academic and educational policy obstacles experienced by active duty servicemembers pursuing their college educational goals during off-duty hours. SOC efforts helped the higher education community understand and appropriately respond to the unique needs of servicemembers who, due to their mobile work environment and intensive work demands, had difficulty completing college degrees. In many cases, institutional policies related to academic residency, acceptance of credit for military training and occupational specialty toward degree requirements, and waivers of final-year degree requirements were implemented to better serve and support the educational pursuits of servicemembers, veterans and their families. Positive institutional policy changes resulted from debates and collaboration between faculty, campus leadership and SOC, resulting in academic policy exceptions for deserving servicemembers.

Though SOC does not have a comprehensive estimate on the amount of evaluated credit awarded for military training and experience by the more than 1,750 SOC Consortium institutions, we do have precise figures from the 160 schools participating in the SOC DNS. Illustrating the value of the SOC principles and criteria on college performance in FY13, SOC DNS institutions reported over 720,000 credit hours of non-traditional credit were awarded and applied toward the degree requirements of more than 45,000 servicemembers for whom SOC DNS Student Agreements (degree plans) were written. On average, the participating colleges awarded 13 semester hours of credit in associate degree programs and 19 semester hours of credit at the bachelor’s degree level. Ninety-three percent (more than 670,000) of the non-traditional credit awards were for military training and occupational specialty experience. From a strictly financial cost-avoidance standpoint, the cost avoidance by the military services on tuition is enormous. Extrapolating the data from that small group of dedicated SOC Degree Network System members to the greater consortium membership would show a daunting return on investment from the SOC Consortium construct. Throughout SOC’s history, participating institutions have proudly communicated their commitment to serving military students and veterans. Photos of graduation ceremonies conducted under the shade of military tents speak volumes about the dedication and commitment of SOC colleges to deliver on their promise of not merely degree completion, but degree recognition and personal achievement. Though the SOC Consortium will be dissolved, the institutional commitment to military students and veterans of the participating colleges will continue to thrive and provide vital support to servicemembers and their family members in their educational pursuits. With thousands of schools vying for your enrollment (and military education funds), how can you make the best possible college choice?

Deciding what college or university to attend can be a very difficult decision. Prospective students are always encouraged to verify some basic information, including: • School eligibility for DoD education funds and/or Post-9/11 GI Bill funds • School accreditation • Whether a school offers the degree program you are seeking • Whether a school meets your needs of classroom instruction with online options or hybrid learning Beyond those important points, what does a student need to look for to make a final decision? Prospective students should look at the student services schools provide to military and veteran students. The quality of student services can be the difference between a hassle-free college experience and graduation, or a four-year grind working through school and VA funding issues, late tuition payments and financial headaches.

Single Point of Contact One quick way to determine if the school is prepared to properly assist is to ask who the school has identified as the point of contact for military or VA issues once you become a student. Schools should provide a single point of contact to either help you directly or help direct you to the right department and, ideally, to the right person who can provide resolution or resources to support you. Be sure to follow up and call the school representative. Ask if they attended the school, if they served in the military and if they used the Post-9/11 GI Bill or another VA education funding source. This can be an indicator of the quality of support that you can expect once you become a student. 8 | MAE 9.10

Someone who has successfully attended the school using VA benefits will be able to expertly guide you through the process and provide the details needed to successfully follow behind them with the fewest missteps. Conversely, someone who has no military background, no experience using education benefits or has not attended the school may not be as well-equipped to assist.

for VA-funded students to accommodate the VA processing time. Some schools try to bridge the gap by offering short-term loans to students until VA payments arrive. This, in turn, leads to additional paperwork and paying interest or penalties if there is a problem with VA funds dispersal.

Certifying Officials

It’s recommended to attend a campus tour or orientation, either on campus or online. The ideal situation is for the school to provide a resource who is both a current or former student and a veteran. Ask what percentage of the student body is in the military, veterans or family members. Schools should have this information or be able to get it for you. Ask what percentage of the faculty and staff is veteran- or military-affiliated. Request to speak with other student vets or a vet staff member. Be cautious if the school cannot answer these questions. Selecting a school needs to be done with care and the most information you can gather. Don’t be afraid to ask questions. The school should be prepared to answer your queries and provide specific information related to student support services and student veteran support in particular. Making the effort to learn as much as possible about a school up front will result in far higher chances of having a successful college experience. O

Another area to investigate when looking at student services is the financial aid and VA certification departments. Again, be sure to have the school identify who, by name, will be the point of contact for your benefits and get that individual’s phone number and email address. Generally, this person will be associated with the financial aid department and be called the VA certifying official. This is true for either online or campus-based schools. Get in touch with the VA certifying official and learn as much as you can about how and, more importantly, when the school will process your course registration status in the VA website for submitting educational paperwork, VA-Once. A school that processes your course registration as early as possible will ensure your funds are dispersed quickly and predictably. Some schools even offer front-of-the-line course registration privileges to veteran students to expedite processing. Timely processing will ensure you receive your monthly housing allowance (MHA) quickly so you can pay your rent or mortgage on time. Late processing by the school will almost always result in late payments. Don’t be afraid to ask what the school’s policy is if VA payments are late. Ideally, some schools may provide a grace period

Welcome to Military Advanced Education’s 2015 Guide to Colleges & Universities. Now in its eighth year of publishing the guide, MAE was the first publication to launch a reference tool of this type. MAE has been improving the process every year in order to provide our men and women in uniform information that will help them make the right choices about college. Our goal in designing this extensive survey was to take into consideration the best practices in military and veteran education that are most relevant to you, the prospective student. Color-coded dashboards throughout the guide display the results of our survey. They consist of six gauges representing key categories of consideration to servicemembers, veterans, their spouses and dependents: Military Culture, Financial Assistance, Flexibility, General Support, Online Support and On-campus Support. You’ll also notice that we have added information about the types of degree programs each school offers. Students have unique needs, and schools offer a variety of program deliveries to serve those needs. We asked institutions to identify if the programs they offer are 100% online, 100% on campus, or hybrid (a blend of both online and on campus). It is important to note that we could only evaluate the information that was provided; each institution was responsible for disclosure. Responses to the survey questions were assigned weights to reflect their relative importance within each of the six categories, and were then totaled to determine their score for that gauge. Each dashboard gauge has a shaded background that shows the maximum potential points for that category.

Against that background is a darker bar which shows how many points that school achieved. You’ll see that we have included the results for all schools that responded to our questionnaire. We believe that having as much data as possible will help prospective students make a well-informed decision about which school best suits their needs. Although we are not ranking schools in the guide, we have recognized the schools that exhibited best practices in military and veteran education with an MAE 2015 Top School logo for use in their promotional materials. As in previous years, all institutions were judged based on the same criteria; we did not judge private, public, for-profit, notfor-profit, four-year or two-year colleges separately because we believe that regardless of size or degrees granted, any school can make an effort to better serve those who have served our nation. In addition to our published guide, we have lots of extra details about each institution available on our online database of schools. APSCU Sues U.S. Department of Education In early November, the Association of Private Sector Colleges and Universities (APSCU) filed suit challenging the U.S. Department of Education’s new gainful employment regulations. The regulations apply to vocational programs, including most of the for-profit sector’s offerings. Non-degree programs at community colleges would also need to comply with the rules, which are set to go into effect in July 2015. Some non-degree programs at four-year nonprofit institutions, both public and private, would also need to comply. According to the Department of Education, the law requires that in order to receive federal student aid, most forprofit programs, regardless of credential level, and most non-degree programs at nonprofit and public institutions, including community colleges, prepare students for “gainful employment in a recognized occupation.” These regulations set the standards for “gainful employment” programs to remain eligible to accept federal student aid grants and loans. The framework of the final regulations has two components: accountability and transparency. The accountability component

distinguishes programs that provide affordable training that leads to well-paying jobs from programs that leave students with poor earnings prospects and high amounts of debt, while the transparency element requires institutions to provide key information for consumers. Secretary of Education Arne Duncan said that an estimated 1,400 academic programs that enroll 840,000 students would fail to meet the standards with their current performance. He said that 99 percent of those programs are at for-profit schools. However, APSCU says the gainful employment rule is illegal and arbitrary. “This regulation, and the impact it will have on student access and opportunity, is so unacceptable and in violation of federal law that we were left with no choice but to file suit. If successful, our suit will protect student access and opportunity to higher education at a time when the U.S. Department of Education seems interested in limiting choices for students by closing private-sector programs,” said Steve Gunderson, president and CEO of APSCU. APSCU says the department’s gainful employment regulations prohibit students

enrolled in programs at certain institutions of higher education—primarily privatesector institutions—from receiving federal student aid under Title IV of the Higher Education Act of 1985 unless the program satisfies what APSCU says is a biased and arbitrary earnings metric. The debt-to-earnings metric is set at 8 percent, which APSCU says is a level that would disqualify a law degree from George Washington University Law School, a bachelor’s in hospitality administration from Stephen F. Austin State University and a bachelor’s in social work from University of Texas. Further, according to the department’s own data, 43 percent of graduates from public colleges and 56 percent from private non-profit colleges would fail the metric. However, Duncan countered, “Career colleges must be a stepping stone to the middle class. But too many hardworking students find themselves buried in debt with little to show for it. That is simply unacceptable. These regulations are a necessary step to ensure that colleges accepting federal funds protect students, cut costs and improve outcomes. We will continue to take action as needed.”

Scholarships Help Veterans Pursue STEM Careers Raytheon Company and Student Veterans of America awarded three $10,000 scholarships to military veterans studying cybersecurity and engineering, and also opened applications for a new scholarship being offered to Army student veterans. The Raytheon/SVA scholarship, now in its second year, marks the organizations’ shared mission to help veterans succeed in civilian life through the study of science, technology, engineering and math. Leading VA in Supporting Servicemembers and Veterans.

Allison A. Hickey Under Secretary for Benefits Department of Veterans Affairs Allison Hickey was appointed Under Secretary for Benefits in the Department of Veterans Affairs in 2011. In this position, she leads more than 20,000 employees in the Veterans Benefits Administration (VBA) in the delivery of a wide range of integrated programs of non-medical benefits and services to more than 12 million veterans, servicemembers, their families and survivors. Through a nationwide network of 56 regional offices, special processing centers and VBA headquarters, she directs the administration of seven distinct lines of business: VA’s disability compensation, pension and fiduciary, education, home loan guaranty, vocational rehabilitation and employment, life insurance, and transition assistance programs, with an annual budget of more than $94 billion. Prior to joining VA, Hickey led a human capital management program at Accenture for the intelligence community, including the National Geospatial-Intelligence Agency. She served 27 years in the United States Air Force on active duty, in the Air National Guard and in the Air Force Reserve, retiring with the rank of brigadier general as the director of the Air Force’s Future Total Force office at the Pentagon. Q: What are some of the newer tools VA is offering veterans to help them choose a college that meets their goals and expectations? A: We want veterans to be informed consumers first and GI Bill users second. VA has several tools in place to achieve this goal. In August 2014, VA released an updated version of our GI Bill Comparison Tool packed with new functionality. This new version prepopulates the tuition and fees from the Department of Education’s Integrated Postsecondary Education Data System (IPEDS) and provides a personalized estimate of Post-9/11 GI Bill tuition and fees, monthly housing allowance and book stipend payments to the student. Also available are each school’s graduation rate, student loan default rate and participation in the Yellow Ribbon program, the President’s Principles of Excellence and the Department of Education’s 8 Keys to Veteran Success. The Principles of Excellence and the 8 Keys to Veterans Success are sets of guidelines that schools voluntarily agree to follow in providing support to veterans attending their schools. We released the third edition of our “Choosing the Right School” decision guide, at http://benefits.va.gov/gibill/docs/factsheets/Choosing_a_School.pdf, that provides prospective students www.MAE-kmi.com

with advice on what to look for and what questions to ask when considering their education prospects. This new addition includes updated resources for veterans and information on financing education. Another tool we offer which helps narrow the school search is the CareerScope, offered through the GI Bill website. The CareerScope interest assessment helps potential students determine what careers they may enjoy and be successful doing and what courses or training programs are needed to pursue those careers. VA offers CareerScope at no cost to veterans, servicemembers and their families at www.benefits.va.gov/gibill/careerscope.asp. Q: As you look over the maturation of the Post-9/11 GI Bill over the last three years during your tenure as under secretary, what are some of the things you are proud of regarding this benefit? A: With the passage of the Post-9/11 GI Bill, a “new GI Bill for a new era,” the education benefits VA provided were dramatically expanded to a degree not seen since the World War II-era GI Bill. Instead of a couple thousand dollars per month paid to a student, we began to pay thousands in tuition and fees directly to schools, and thousands to veterans, spouses and children for a monthly housing allowance and a books and supplies stipend. Before 2009, VA only made GI Bill payments directly to students. VA responded immediately to this challenge, and we felt privileged to provide expanded benefits to so many deserving veterans. VA was called upon to develop complex regulations, an allnew payment system that required over 5,000 new business rules and a national advertising campaign to let everyone know about this amazing new benefit, which has already paid out more than $46 billion and counting to more than 1.3 million veterans and their families. I am justifiably proud of our success. We took a benefit that was different than any we had administered before and built a system that presently lets us process more than half of our enrollments via automated means; nearly half our work isn’t touched by a human and is processed entirely by computer. This results in faster and more accurate payment of benefits, and the program continues to improve. VA processed nearly 4.4 million claims last fiscal year, and 48 percent of them were completed in less than five days. For students already known, VA processed these payments on average in 5.9 days—a 39 percent improvement over fiscal year 2013, thanks in part to 84 percent of these cases being automated. For new students just entering school for the first time using Post-9/11 GI Bill benefits, the 16.7 day average was a 36 percent improvement over the previous year. We are thrilled our quality assurance program that spot-checks claims decisions shows accuracy approaching 99 percent. I am also proud that VA has established a more holistic approach in helping veterans transition into civilian society. Through adjuncts to the Post-9/11 GI Bill like counseling services, interest aptitude testing and the GI Bill Comparison Tool that lets veterans make informed choices, we are assisting veterans not only in obtaining an education but also with integrating into a fulfilling role in civilian society.

Q: There have been concerns voiced in recent years about some schools that may not always deliver the experience and support veteran students expected. Now that you’ve had an online complaint system in place through 2014 to date, what have you learned about the concerns of students who have had problems? A: VA’s Post-Secondary Education Complaint System has provided valuable information about the major concerns of our veteran students. For example, students have reported that they are surprised that credits they’ve earned won’t transfer to other schools. VA and the state approving agencies continue to work closely with all schools to ensure that their catalogs provide factual information regarding transfer of credit. We encourage students to utilize VA’s GI Bill Comparison Tool to make sure they are making the best choices for where to attend school. Q: Student Veterans of America’s Million Records Project earlier this year offered insight into completion rates for veterans, 64 | MAE 9.10

announcing that preliminary data showed similarity with other college students and better rates than other non-traditional students. Is VA expecting more insight to completion information in the new year? A: Yes, in a collaborative interagency effort, the Department of Education (ED), VA and the Department of Defense developed a set of outcome measures to capture important information about veterans’ experiences during school, upon completion of a degree or certificate, and post-graduation using existing administrative data. An additional set of outcome measures and, in some cases, data from additional systems were identified for further analysis and exploration. An integrated project team comprised of representatives of VA’s Education Service and Office of Performance Analysis and Integrity has been working to make outcome measure data readily available to the beneficiaries and administrators of education benefits to gauge the effectiveness of current education benefit programs. www.MAE-kmi.com


Q: We often tend to look at the Post-9/11 GI Bill in terms of fouryear colleges, but what are some of the other ways our readers might think about using their benefit? A: The GI Bill isn’t just for traditional four-year colleges; you can also use it to go to a vocational or technical school, or for on-the-job training and apprenticeships. You can train to be a firefighter, a chef, a truck driver and much more. VA has more than 30,000 approved programs that include these kinds of career options. Again, using the GI Bill Comparison Tool, students can type in keywords such as “police officer” and locate programs associated with that career. Q: We sometimes hear about predatory marketing and questions raised about certain for-profit schools. You mentioned the online complaint system and other smart-consumer features already, but who decides whether a school should be on the list for veterans to use benefits there? A: Schools that are approved for VA benefits have gone through an approval process with their associated state approving agencies. Each state has a state approving agency responsible for ensuring that schools meet the criteria for GI Bill approval, including offering quality education and complying with all state and federal laws. Additionally, VA and the state approving agencies conduct compliance surveys at schools to review their enrollment and certification processes. Schools that are not in compliance are subject to suspension and may not be allowed to continue enrolling students who use VA education benefits such as the Post-9/11 GI Bill. Q: If veterans find they are having trouble “fitting in” to campus and are a bit adrift concerning goals for their civilian life and how to use education benefits to pursue them, where can they turn? A: VA offers education and career counseling services, as well as an online aptitude test free of charge for all veterans. We work with school certifying officials and military partners to make this information available to all eligible beneficiaries throughout their military career and after separation. We provide several resources on our website for veterans, as well as school certifying officials, to assist vets in making career decisions and adjustments to civilian life. We also have VetSuccess on Campus (VSOC) locations at nearly 100 campuses across the country that provide outreach and transition services to veterans, servicemembers and their qualified dependents through a coordinated delivery of on-campus benefits assistance and counseling. We have partnered with other government agencies as well as veterans service organizations to provide a multi-layered support network for anyone seeking assistance, be it mental health resources, aptitude testing or employment assistance. Q: We see that the website and other materials now display a trademark registration on the GI Bill name. Can you elaborate on that and tell us if VA has enforced its trademark to date?

granted, a trademark to protect the use of the phrase “GI Bill.” As of October 16, 2012, “GI Bill” is officially a registered trademark owned by VA. We are committed to enforcing our trademark, and have researched, drafted and published Terms of Use guidelines for internal and external stakeholders in collaboration with the Department of Justice. VA’s GI Bill outreach development team is responsible for enforcement. Currently, there are four outstanding trademark violations referred to VA’s general counsel for legal action. We were also successful in obtaining the removal of some Facebook pages violating our Terms of Use by purporting an affiliation with VA and promoting the GI Bill. Q: Is there a forum or place for veterans/beneficiaries to come together and ask questions or discuss their experiences with the GI Bill? A: We host an interactive GI Bill Facebook page at www.facebook. com/gibillEducation, where VA employees answer questions about the GI Bill and encourage community discussion among our beneficiaries. We also post breaking announcements and feature stories about veterans using their GI Bill benefits in the real world. Our continuing “success stories” series shares information about those who have used GI Bill benefits—education, home loan and vocational rehabilitation and employment (VR&E)—to successfully transition from military to civilian life. ACMEs and the Military Advisory Councils on Military Education (ACMEs) are becoming an important regional connection for the Voluntary Education community. ACME members usually include base education counselors, ESOs, directors, school representatives and ancillary military support personnel, such as family services and MWR and USO representatives. Each military region is unique in its mission, educational opportunities and operational schedules. There are common concerns among these ACMEs, but like any community, there are different concerns indigenous to each geographic region. DoD cutbacks and the downsizing of the military are creating a real need to answer the dynamic concerns in higher education and the military. The concept of the ACME began in California in 1972 when a group of military base ESOs decided to meet annually and discuss best practices. By 1994, it was clear there was a national interest in what California had done in forming a discussion group to allow those involved in military higher education to be better informed and to best advise military students and their families. Those groups included school representatives so that the voice of the military could be better heard and understood by academia and to allow schools to better adapt to the needs of this community. The birth of CCME made the regional organization into an international forum that meets annually today. However, regional needs cannot always be addressed in detail, nor can regional

personnel always participate in an annual national conference. Not only have there been profound cutbacks within DoD, but universities and other schools have recently seen these cutbacks affect their own bottom line. They, too, are cutting back overhead expenses and are now looking to the local ACMEs to better support the military higher education community. State organizations such as VA-ACME (Virginia), FL-ACME (Florida), and even COMETS (Arkansas, Louisiana, Oklahoma and Texas) have seen more growth and interest in recent years. They have reached back out to the ESOs, counselors and local representatives to provide a very low-cost but effective forum to address the rapidly changing needs of the military and veteran community. These ACMEs are interested in making connections that are personal and effective for their military clients. By better understanding the military and inviting military representatives to speak to specific concerns, the local bases are better positioned to handle and advise students. The academic community needs to understand the specific issues faced by military members and their families, as well as how the changes within DoD can be best addressed. Local community colleges and universities are becoming better informed and are now considering the JST/ CCAF college credit and how ACE deliberates on those credit hours. They are stepping up and considering better platforms in teaching the military and veteran community, such as online and hybrid class formats.

By Nora Graves Additionally, these ACMEs often provide much-needed scholarship dollars, especially for family members who may have to sacrifice their own professional and educational opportunities in support of the servicemember. VA-ACME has provided over $83,000 in scholarships in the past eight years. Recipients of these scholarships include active duty members who can use these funds for additional classes not paid for through TA dollars and family members desperate to keep up with ridiculous jumps in college tuition. Every ACME has a common mission to support the military academic and vocational community in a cooperative, informed forum. It is imperative to support and keep these ACMEs viable and accessible to the military academic community. O

Kurt Johnson Director of Military Strategy and Relations Colorado Technical University Q: Please provide a brief overview of your school’s history, mission and curriculum. A: Colorado Technical University (CTU) was established in Colorado Springs, Colo., in 1965 to support the educational goals of students from five nearby military bases. Since then, CTU has grown into a network of technologically advanced campuses and online degree programs designed to provide flexible and accessible higher education options. A: By having a dedicated military team to navigate benefits, financial aid, transfer credit and more, CTU is able to provide guidance and support for the military community, including servicemembers transitioning to civilian life and military spouses. CTU aims to make the decision to go back to school an easy one for all segments of the military community. CTU is a Department of Defense memorandum of understanding participant and offers branch-specific programs, such as the General Education Mobile program for members of the Air Force. Additionally, CTU annually awards the Wounded Warrior Scholarship to 25 wounded servicemembers and 25 spouses of wounded servicemembers in an effort to provide opportunities to those who are either receiving rehabilitation services or are caring for a spouse during recovery. Q: What are some of your most popular programs, and which ones are the most appealing to military students? A: CTU offers more than 100 degree programs and concentrations in business, project management, security studies, health care, information technology, engineering and computer science across associate, bachelor’s, master’s and doctoral levels. One of our most popular degrees is the Master of Business Administration,

which was ranked as a top program globally in 2012. For military students, popular degree programs include our Associate of Science in general studies, Bachelor of Science in business administration, Bachelor of Science in criminal justice and Bachelor of Science in information technology. At the graduate level, CTU’s Master of Science in cybersecurity policy, Master of Science in homeland security and Doctor of Computer Science are also popular among military students.
