1.
The effects of global warming or Climate Change has warned nations where as a consequence thereof may result to severe effects to nature such as more stronger typhoons and its secondary hazards such as floods, land/mud slides, storm surges, phenomenal rise of tide waters and tornadoes. The volcanic eruptions in land and underwater in Asia-Pacific region has resulted to catastrophic earthquakes and the experience of tsunamis and other related destructions that resulted to wide spread disaster-calamity that caused the lost of thousands of lives, limbs and properties.
2. The present security situation international and national with the emergence of terrorist groups engaged in bombing and other forms of terrorist attacks and the effects of insurgency better known as “Complex Emergencies� are things to prepare and appropriately respond in the event of its occurrence. Moreover, in the urban areas, most common cause of disasters are fires and other technological/chemical hazards.
3 . The respective Diocese Area of Responsibility (DAOR) based on hazard mapping will show areas of potential danger, risks, hazards and threats on possible occurrence of possible natural calamities, including “Complex Emergencies” where big shopping malls, recreational centers, tourist spots, etc., are possible targets of terrorist attacks. In view of these, the respective churches and its attached Catholic organizations must seriously prepare and ready to respond/ react in the event of emergencies. Thus, mitigate the effects of natural calamities/ disasters and “Complex Emergencies” within the DAOR, must be able to conduct disaster response and humanitarian assistance operations .
The organization of Disaster Response Teams will be consolidated, integrated, tasked organized, trained and equipped to be efficiently and reliably deployable in disaster-calamity stricken areas. This will be through the expansion of the base organization of volunteers as the “backbone” of the Diocese in terms of disaster response.
FUNCTIONS (Continued): f. Establish communications linkage and collaboration with the Red Cross and other national and local agencies involved in disaster operations; h.  Help provide land and water and/or coordinate with appropriate transportation service for the rapid transfer/delivery of relief goods, materials, equipment and personnel; and, j.
During normal situation, undertake public awareness and education program focusing on strengthening community-based preparedness and response capabilities through the organization of KCDRTs.

(b) Identify local community leaders and existing organizations related to disaster preparedness. (e) Determination, Identification and consolidation of trained volunteers. (f) Organize, train and equip Disaster Response Teams. (g) Prepare Implementing Plan (IMPLAN) to the Knights of Columbus Disaster Preparedness Plan
(2) Capability Enhancement and Development: (g) Organize and develop capability of a KCDRT Mobile Training Teams to educate the community populace on Disaster Preparedness/ Readiness and response and on “Complex Emergencies�.
e. Interoperability drills and exercises f. Training of Trainors Program
(8) Blood Donation – Undertake in coordination with the local Red Cross blood donation program to respond to blood support requirement at the disaster scene.
(9) Youth Volunteers – Consolidate and organize Youth volunteers in your AOR for limited disaster response and support operations.

Individual Waiver document will be accomplished and signed by the volunteer trainees before the start of the training.
F.
Training materials such as reference materials and vault files will be consolidated and provided to individual volunteer trainees.
G.
Diocese/DDs will be provided with their individual diskettes/CDs for later reproduction in the conduct of their own training.
H.
Personal supplies and materials will be provided by the individual trainee including towels only. Individual short and long sleeve Tshirts and baseball caps will be provided by Diocese. Preferably long maong pants, swimming trunks/shorts and rubber shoes will be used in the training.

The organization, training and equipping of at least one (1) KC Disaster Response Team per District.

First organized of KC Disaster Response Team will be trained as “Trainors” who will latter train other Response Teams from the other Churches/ Councils.

Training will start at BTPI (Subic), then at Philippine Air Force, Philippine Fleet at Sangley Pt, PNP at Cp Bagong Diwa and at Red Cross for a total period of one (1) week.
4.
KC Disaster Response Teams can be tasked organized and trained as support groups .
5.
Training fees to support food and uniform will be borne by the Council and financial assistance from the church Social Action Program.
6.
Districts under the Diocese of Imus will implement and will be the Pilot Project for the entire Luzon Jurisdiction.
