INTRODUCTION GSA issued an RFP to developers to find a new home for the 30,000 s.f. United States Attorneys Office. Criteria included: • Competitive price • Location near US Courthouse • Attorney’s office had to be above the 2nd floor and below the top floor. • Interior parking for at least 30 cars • 50’ security perimeter • Achieve LEED gold certification

Goal: Unobtrusively integrate GSA’s substantial security requirements. Response: The required 50’ perimeter is protected largely with the dry laid quartzite walls and boulders of the plaza, the balance is defined by precast bollards.

Goal: Relate successfully to the adjacent US Courthouse and the surrounding historic district. Response: A two-story arched base responds to the scale of windows on the US Courthouse.

Use of local quartzite stone also ties the building to the historic Courthouse and helps define Sioux Falls as its place. Rhythm, scale and proportion of openings relate to the architecture of the historic district.

Goal: Exceed LEED gold certification requirements and become the most sustainable office building in Sioux Falls. Response: The project is one of three nationally to win the 2006 GSA Environmental Award and is on track to be the first LEED certified building in South Dakota.

The building has been submitted for final certification with a total of 45 points, compared to the 39 points required for LEED gold. Sustainable features include: • 78% of the materials (including quartzite stone and architectural precast concrete) were manufactured within 500 miles of Sioux Falls. • Geothermal heating and cooling using displacement ventilation and radiant heating and cooling panels produce nearly 50% energy savings over average non-LEED office buildings. • Water conservation measures including waterless urinals save 140,000 gallons per year.


The fifth floor set back and use of eyebrow windows reduce the apparent height and bulk of the building avoid overwhelming to the US Courthouse. The presiding judge noted in his dedication address that the building, while noticeably larger when viewed from the air, relates very well to the US Courthouse from the ground.

Goal: Welcoming design, appropriate for federal tenants.

Response: The rotunda lobby is symbolic of federal architecture and extends from the face of the building in a gesture of welcome. Use of noble local stone and limestone inspired architectural precast lend the building a sense of federal permanence.

Inside, the two-story lobby space offers views of the US Courthouse and plaza and the downtown historic district.

Goal: Provide useful public space in the adjacent plaza. Response: The design of the plaza takes cues from the nearby river using curved dry-laid quartzite walls to define a variety of outdoor gathering spaces including café seating, a “speakers corner” area and spaces that can be used for a variety of downtown festivals and events.

Designed to accommodate permanent and temporary art installations, two “Sioux Falls Sculpture Walk” sculptures have already been permanently installed in the plaza and an interactive public art project is being proposed for the future. Retaining walls created from using local quartzite provide seating space for 500 people.

A 37,576 square foot site, formerly the home of a one story furniture store at the intersection of 12th Street and 1st Avenue, across from the historic US Courthouse and adjacent to the Downtown Sioux Falls Historic District. The project site included vacated 12th Street between the building site and the US Courthouse.
