Introduction Background of the Project
Methodology
Durgapur is an industrial town in the state of West Bengal, India and located about 160 km from Kolkata. It was a dream child of the great visionary Dr. Bidhan Chandra Roy, the second chief minister of the state. The well laid out industrial township was designed by Joseph Allen Stein and Benjamin Polk. It is home to the largest industrial unit in the state, Durgapur Steel Plant, one of the integrated steel plants of Steel Authority of India Limited. There are a number of power plants, chemical and engineering industries. Some metallurgical units have come up in the area. It is an integral part of the AsansolDurgapur region that is the cradle of industrialisation not only for the state of West Bengal but for entire India. Very few areas in India offer competitive advantages that this area offers. On one side we have Eastern Coalfields Limited, producing one of the finest qualities of coal in India. On the other hand, we have Durgapur Steel Plant, Alloy Steel Plant and Indian Iron and Steel Company producing one of the finest qualities of steel in India. In a nutshell, this region contributes immensely to the infrastructural growth of
Eastern India. The Asansol Durgapur Planning Area (ADPA) covers 1616 sq. km. comprising of two municipal corporations (Asansol and Durgapur), 3 municipalities (Raniganj, Jamuria and Kulti) and 8 Community Development Blocks accommodate about 2.4 million population (2001 census) situated in the western district of Burdwan. This emerged as an important urban industrial complex of the state.

History of the Town Evolution of the Town Durgapur is an Industrial hub in West Bengal, located on the bank of Damodar River. It was a dream project of PM Jawaharlal Nehru and CM Dr. Bidhan Chandra Roy envision in the 1960s. Evidence of Sparse villages in the area can be found, like Bhiringi village, village temple was established in 1852. The Railway station was built as a Halt station for the route to Raniganj coal mines in 1855. Major industrial proposals were undertaken in 1950s with construction of Durgapur Barrage to cater to water and power requirements of the upcoming industries. DPL power plant and Durgapur Steel Plant were set up in 1955 and 1956 respectively. Regional Engineering College (NIT Durgapur) was established in 1960s as a technical college to support growing industries. The Industrial townships started coming up in 1960s – 70s. The municipal corporation was set up in 1968. Planned private colonies were proposed in 1990s and 2000s to accommodate retired people from the industry and also people who migrated to the city. The existing villages started growing as unplanned areas in late 2000s to accommodate the growing population within the city

ADPA LIES FROM 23°53’ TO 23°56’ North to 86°48’ to 88°25’ East. River Ajoy forms Northern boundary while river Damodar the Southern boundary. Maximum length from East to West is 81 kms (approx.) while North to South is 27 kms. Since 2017, the ADPA converted to district called Paschim Bardhaman. It is surrounded on north by Dumka (Jharkhand), Birbhum and Murshidabad, in east by Purba Bardhaman, on south Hoogly, Bankura and Purulia and on west by Dhanbad (Jharkhand) districts.

Paschim Barddhaman is 36 m above sea level. Climate is transitional between CWg3 and AW1 type. (C stands for Warm temperate rainy climates with mild winter, W stands for dry winter, g for eastern Ganges type of temperature trend and AW for tropic savanna climates). Summers are rainier than the winters. Average summer temperature is 30° C. Average winter temperature to 20°C. Average annual rainfall of 1186 mm.
In ADPA region (Paschim Bardhaman) there are 8 CD Blocks, 2 Municipal Corporations and 3 Municipalities and it covers an area of 1604.17 sq. kms. CD Blocks are Kanksa, Faridpur Durgapur, Pandabeshwar, Andal, Raniganj, Amuria, Barabani and Salanpur. Municipalities are Jamuria, Raniganj and Kulti while Asansol and Durgapur are municipal corporations.

Formation of ADPA was primarily due to its mineral deposits. The Raniganj coalfield (1977) was birth place of the Indian coal Industry and it still produces best coal reserve.

There is one wildlife scentuary in eastern part of this region in Kanksa block which is called Ramnabagan Wildlife Sanctuary. Animals found include spotted deer and common langur. It also attracts some tourists.

NH 2, a part of golden quadrilateral, is the most important road linkages. It connects Kolkata in East and Dhanbad in west. NH-60, aligned in North South direction connects Suri and meets NH-2 at Raniganj. SH-9 connects Shantiniketan Howrah-Delhi Rail link passes through ADPA in EW direction. Ondal Sainthia line connects major urban centers of Birbhum district. Other important links are Ondal-Topsi-Jamuria-Barabani loop. There is one airport called Kazi Nazrul Islam Airport which is domestic while airport at Panagarh is being used by Air Force. Currently operates only for Delhi, Mumbai, Chennai and Banglore.

Physical Setting
Western half resembles a promontory jutting out from the hill ranges of Chotanagpur Plateau and consists of barren, rocky and rolling and highest hillocks 227m above MSI. Paschim Bardhman is a transitional zone between tectonic elements and riverine features. Western half the soil is of reddish colour medium texture, acidic in reaction, low in plant nutrient having less water holding capacity.

Within DMC limits, more than 23% of the land is put to industrial use. There are also a lot of vacant and agricultural land in the city limits due to which the density is low within the city. Compared to some other Class I Cities of the State, Durgapur has the 2nd least density.

The population growth of major cities of Bardhhaman have been compared and it was observed that though the population of city had been increasing each decade since 1964 to 2011, though the population growth rate has decreased over the decades.

As per census 2011, the literacy rate stands at 86.02% for the total population; male literates are about 90.81% and female literacy is around 80.84%. It is observed that literacy rate has increased from 2001 to 2011; it is attributed to the increase in the enrolment of students in the schools. The same scenario has continued at the district and state levels, where the literacy rates have improved.

Based on the age-sex pyramid for Durgapur’s population as in 2011 shows that majority of the population is young. The trend was similar to that at the national level where most of the population is young with an average age of 24-29 years. About 66% of the total population is between 0-35 years, and the largest population group is the age group of 20-39 years. It was a strong indication, which highlighted that Durgapur had a valuable resource like youth crowd that could play an important role in the economic development of the city.
Ward 15, 18 and 20 have the maximum density followed by ward no. 17, 13 and 19. It can be observed that the Benachity area is the densest area.

Looking at the distribution of household economic activities throughout several West Bengal planning regions, mining is the dominating one. The availability of raw resources, inexpensive labour, water, power, and regional connections has also stimulated industrial growth in ADPA. Agriculture is also prevalent in several of the ADPA blocks, however the output is not promising. Aside from that, trade and business have long been an important element of the local economy, with a hinterland that extends well beyond the area. Banking and service sectors have grown in the region as a result of the growth of trade and commerce as well as institutional activity.

The proximity of coal and iron ore, the availability of cheap labour, appropriate electricity and water supplies, and the availability of inexpensive labour have all contributed to large-scale industrial growth. Prior to independence, most of the industry were concentrated in the Asansol-Kulti Chittaranjan area. The primary industries include an iron and steel plant, a locomotive factory, ceramics, cycle manufacture, and so forth. Durgapur became the primary industrial centre after independence, including the Durgapur steel factory, thermal power plant, heavy machine components, alloy plant, chemicals, cement, and so on.

Mining is the most common activity in the Asansol, Raniganj, Ondal, and Pandabeswar blocks. In the western portion of the ADPA area, the coal seam is relatively close to the surface, but it gradually moves deeper in the eastward direction. Deep mining methods are not economically viable now, therefore open surface mining and shallow mining practices predominate. In 1995-96, ADPA (Eastern Colliery Limited) had 109 collieries, one-fifth of which were open cast and the remainder underground, generating 27.8 million MT of coal and employed almost 1.63 lakh people.

When compared to mining and industrial jobs, the ADPA region does well. At the same time, it is expected that the Asansol portion of the ADPA would maintain its dominance in commerce and trade, while the Durgapur portion will thrive in educational, medical, and hospitality management. However, if Durgapur's economy is to be spared from greater instability, retail commerce and business must expand, albeit not on the scale of Asansol.

Truck Movement The Travel time Analysis is done for peak hour and off-peak hour travel from Trip production areas (Residential) to Trip attraction areas like commercial, institutional, Industrial etc. The data has been collected from Real time traffic data of google street map. The comparison with both the travel time shows the traffic scenario of the peak and off-peak hours. The mobility study shows that there is no congestion on the major roads except for the market stretches. The travel time remains unchanged during the peak hour and off-peak hours and it can also be seen that the maximum travel time to reach from city center to surrounding area is not more than 30 mins.

Supply of water in different ward The water generally supplied by the DMC by the various forms that can be piped system or the tankers to the most of the wards of Durgapur. As Durgapur is moving towards the more remote area the supply of water is getting harder and new projects are introduced to supply water in the remote wards. But as the core part of Durgapur is planned and the Durgapur steel plant has authorities of it and the water supply is covered by them and they cover 3,4,5,6,7,8,9, and 10 wards doesn’t come under the DMC.

Hoogly River The river system in ADPA includes the Ajayand its tributaries in the north and Dwarakeswar, Damodarand its branches in the west and south and also includes the BhagirathiHooghlyin the east.

The Ajay River and Damodar The Durgapur city is at a lower elevation compared to the rest of the region. It is observed that the wards 26, 27, 28, 29, 30, 38, 39, 40, 41, 42, 43 are at a lower elevation. Reports show that these wards are prone to water logging.
River serves as the drainage basin for the Durgapur City.
346 tonnesof solid waste is generated per day from various sources. 280 tonnes are household wastes. 0.5 kg of wastes generated per head per day. Capacity to collect only 210 tonnes of waste. Rest of the waste is dumped on the road. 5-6 tonnes of biomedical waste is generated per day. Pilot program of segregation of solid waste is run in 9 wards: Ward No. 5,20,22,27,28,32,35,37,42 Dumping yard present near Shankarpurbesides Bidhannagar.
Present practice The Ajay rises in the Munger district of Bihar, it is a torrential stream and floods quickly. The bed is sandy and the banks are low.

The Damodar river rises near the Lohardaga town in the Palamau district of Jharkhand in India and runs from northwest to south-east along the western part of Bardhaman and flows to the estuary of the Hooghly river.
Planned and unplanned Area
It is observed that the natural slope of the region is from North-west to South-east and towards the Damodar River. The river serves as the valley region and the surface runoffs of the city drains towards the river.
The water from all the drains is discharged into the Tamla Nalla. Absolutely no treatment of wastewater is done before disposal into the Tamla Nala. The disposal occurs openly from under foot-over bridges and it causes very unhygienic living conditions for the nearby settlements. The Nalla water stinks and is in a very severe condition. The water of Tamla Nalla is disposed-off into the Damodar River without any treatment.

Separate Sewerage System is present in the planned areas which carries the waste water along. Single side storm water drains are present on the subarterial roads of the planned areas while Storm water lines are present on both sides of the arterial roads.

Dumping yard is present near Shankarpur besides Bidhannagar. Presently 2.5 lakh tonnes of solid wastes are lying in the dumping yard. Wastes are dumped all along the roads and are uncollected due to lack of infrastructure to clean the wastes.

Total 1941 beds are available in DMC for locals with only 1 government hospital under Health and Family Welfare Department. Spread along all the major areas of DMC, shown in map below, healthcare facilities are served to the population shown on the map with respect to vicinity with residential areas.

Education Infrastructure Regional Level
Institutes like NIT, Durgapur, IMS and Durgapur govt. college attract major youth population that migrate for study purpose to Durgapur from Regions within ADPA as well as outside. Map shows location of all the major colleges in DMC.
Town Level Asansol has the maximum number of primary schools, followed by Durgapur and Kanksa Block. Out of the total 940 primary schools in ADPA, 208 are situated in Asansol. As noticed by the map below, schools are evenly distributed in the blocks of residential areas. The Student to Teacher Ratio is 41:1. There are 3 public libraries in DMC and 3 free reading rooms as well.
Open Space & parks Most of the residential areas are been served by open spaces and public gardens which are maintained by DMC, except for in the squatter settlements and slum areas. Notably, Sector 2 and B Zone have ample amount of parks as compared to C zone

Urban Economy
• The growth rate has declined as compared to the previous decades (50.9 in 1981 to 14.8 in 2011) due to limited economic opportunities in the city.
• Durgapur has developed as an industrial town and has been a strong economic centre in WB since 1950s due to the major industrial proposals. (DPL Power Plant, DSP etc.) • Durgapur is transforming into an educational centre by setting up engineering colleges, hotel management companies and other technical institutes. • Durgapur city centre has also emerged as high-end retail shopping destination compared to Benachity area.
Urban Economy • Due to the decline of large-scale industries (like MAMC and HFC), dependent MSME are getting affected which has led to unemployment among the educated youth.
