Festival opens with dinner, movie
Area churches will gather each day next week to celebrate Easter during annual Holy Week luncheons hosted by the First Baptist Church of Cherokee. Lunch will be served from 11:30 a.m. to 12:20 p.m. Monday through Friday in the Fellowship Hall. Speakers will make presentations from 12:25 p.m. to 12:55 p.m. each day in the First Baptist Church. Speakers include Max Ott, First Christian Church, who will speak on Monday. Lee Roy Goeken from Cherokee Bethel Baptist Church will speak on Tuesday and Wednesday’s speaker is Clay Goodwin from the JetPrairie Valley Methodist Church. Keith Norton, First United Methodist Church of Cherokee, will speak Thursday, with Tom Evans of Cherokee’s First Baptist Church, will speak Friday. “Six Women – Witnesses to Jesus’ Life,” a Holy Week drama, will begin at 7 p.m. April 21 and 22 at the First United Methodist Church.

Finding something to do in Chrokee and Alfalfa County, beginning Friday evening through Sunday afternoon, shouldn’t be too difficult... it’s Birding and Nature Festival time! This year’s festival – the 17th – begins with dinner and a movie in Cherokee. The Cherokee Lions’ Club will host its annual Groundhog Supper of sausage and pancakes from 5 p.m. to 7 p.m. in the school cafeteria. Tickets are available for $5 from any Lions’ Club member or at the door. At dark, Cherokee Main Street will show a free viewing of “Legend of the Guardians: The Owls of Ga’Hoole” at AEC Park in Cherokee. Main Street will provide snacks and drinks. Participants should bring their own chairs. Saturday’s events for this year’s festival, themed “Go Digging! Go Birding! Go Wild!,” begin at 7 a.m. with Early Bird Watching at the Great Salt Plains National Wildlife Refuge Headquarters. Events during the day include birding tours, a prairie chicken trailer, a photography scavenger hunt, native plant walk, geocaching contest, a zoo mobile program, survival course, a guided tour of the Eagle Roost Nature Trail and much more. The annual Crystal Digging Contest begins at 9 a.m. at the salt flats. Rules for the contest will be explained on site. By KORINA DOVE Messenger & Republican Staff A preliminary hearing has been set for David Otis Cole, 46, of Cherokee. Cole, who served on the Cherokee Police Department from Feb. 17 to 19, is scheduled to appear at 9:30 a.m. July 6 in Alfalfa County District Court. Assistant District Attorney Westline Ritter asked Associate District Judge Loren Angle Tuesday during an initial appearance for a full day in court to review evidence pertaining to the case. Cole was charged Feb. 24, after three days on the job as a Cherokee police officer, with two felony counts of first-degree (by force) rape by instrumentation and possession of a firearm during the commission of a crime. He also was charged with two misdemeanor counts of soliciting prostitution and willful omission to perform duties as a public officer. The charges stem from the testimony of a
20-year-old female with whom Cole admitted having a sexual encounter. Cole said in an interview that he did not have sex with the female, but they “pursued some interesting things,” with her consent. According to the affidavit filed in district court, Cole offered to buy the female items from Wal-Mart in exchange for sexual favors. Cole is being held in Alfalfa County Jail on $270,000 bond. If convicted, the rape charge carries a penalty of one to 15 years in prison. The firearm charge carries a penalty of two to 10 years in jail and a fine of no more than $10,000. The misdemeanor prostitution charge is punishable by 30 days to one year in county jail and up to a $2,500 fine, plus 40 to 80 hours community service. Willful omission to perform duties by a public officer carries a penalty of up to one year in county jail and up to a $500 fine. See COP Page 2
Cherokee BOE goes behind closed doors to fill seat By KORINA DOVE Messenger & Republican Staff Cherokee Board of Education members spent nearly an hour and a half Thursday in two executive sessions discussing the appointment of a new school board member and the future employment of certified teaching personnel. Following the first executive session, which lasted about 20 minutes, board members Cheryl Washburn, Ken Girty, T.J. Allison and Daylon Caruthers voted to appoint former board member Amber Wilhite to replace Jim Moncrief. Moncrief announced during last month’s regular meeting that he planned to vacate Seat 2 so that he and his wife could retire in Enid.

Board members approved three school fundraisers, including a car wash on May 14 for the elementary cheerleaders, who will use money raised to buy new uniforms, a car wash on April 9 or 10 for FCCLA members and an auction for the Little Chiefs Enrichment Program. tor Brenda Kurtz, who works in the Opportunities Inc. headquarters in Watonga, said Cherokee’s center is the largest facility in the county. “If we can get more children, we would like to keep Cherokee open,” Kurtz said. “They (the instructors) have done a lot more recruitment, and they have put out some flyers.”
She said the Aline-Cleo center will close, unfortunately, but children who qualify for Head Start will attend the school’s Pre-K program under the same provisions that Head Start provides to all students. Mayor Karen Hawkins said she believes the city owes Luttrell speedy service and that installing the new sewer as quickly as possible will serve as a plus to others moving into town. “We’re exploding with people and they’re all going to be looking for some place to live,” Hawkins said. Commissioners discussed the possibility of sharing Water Superintendent Jim Hoos with the City of Waynoka, which operates a reverse osmosis water treatment plant similar to Cherokee’s. Waynoka would pay half of Hoos’ salary if he worked there part-time. Bowman said Cherokee would have to hire someone to replace Hoos on the street department and he was unsure how benefits would be divided. “I have trouble with that,” Hawkins said. Commissioner Rachel Hager wanted to know what would happen if a catastrophe happened at both places and Bowman said he wondered the same thing. “I wouldn’t have any problem with you going to help out Waynoka a few times,” Kunzman said to Hoos, who was present at the meeting. Hoos said he didn’t have a problem with training Waynoka’s water superintendent. Hawkins said she would be more inclined to contract Hoos out as a consultant. Commissioners tabled the item for further review. The board also tabled the purchase of air conditioning and heating units for the police department and dispatch offices. Bowman said T.H. Rogers has a unit for $585, but commissioners wanted him to obtain more price quotes. “I just feel like we could purchase better than T.H. Rogers for that,” Hawkins said. Kunzman agreed.
Bowman said Lowe’s has a different sized unit for $685. He was instructed to bring more prices back to the next meeting. Also tabled was the use of the current Cherokee Strip Transit office by City Treasurer Esther Lingemann. Bowman said Lingemann needs a “spot of her own” where she can do books, specifically payroll, in private. The Cherokee Strip Transit office located at City Hall is now vacant since the driver quit in February. “You just need to decide if you want Cherokee Strip Transit in there or us,” Bowman said. The city pays Northern Oklahoma Development Authority $400 a month and provides an office for the Cherokee Strip Transit service, which offers transportation services to residents. Since the office closed in February, commissioners voted not to pay the $400 service charge billed to the city in March by NODA. The third agenda item tabled by the commission was a request from the City-County Library Board to install a drop ceiling on the second floor of the library. Hager said she does not think it would be wise to let the library board deplete funds to install the ceiling, which will cost about $20,000 if the work is hired out. Hager said she would support the board searching for a grant, however. The public cannot use the second floor of the library because it is not compliant with the Americans with Disabilities Act. Hawkins said the area would make a good place for storage and the city needs to make a decision on the issue. Two agenda items were approved during the meeting, including a decision to take bids for the leasing of city-owned land near the airport and the use of $6,000 in hotel tax revenue for the continuance of annual Main Street funding. asked the city to move a storm siren from his property because he wants to expand his shop. The cost to move the pole will be about $1,000. Bowman said it would be best to have Parr speak to commissioners during the next meeting. He asked that the item be added to the next agenda. Under new business, Cherokee Police Officer Chris Ferrell presented a request to buy a used, fully equipped SUV K-9 unit from Grant County. “Purchasing a new vehicle for the police department is my new business,” Ferrell said. “The state of our vehicles is questionable for us to be using them in a law enforcement capacity.” He said the police department has three units: one is in the shop and one is in need of a lot of repair. “It’s not what I’d call pursuit worthy,” Ferrell said. He said he had spoken with the Grant County undersheriff about the SUV, which will have 75,000 miles and a retail value of $21,000 in about a month when Grant County plans to put the vehicle up for sale. Commissioners asked that the item be placed on the next agenda.

SAM Continued from Page 1 Not having the funds in the Cherokee Main Street account to replace the sign, Koontz started pounding the pavement. Instead of asking for monetary donations, she asked for plywood – eight sheets to be exact – and paint. The generosity of Cherokee folks shined through, as usual, and her requests were met. She and Warner snapped some photos of the worn-out sign, put the sheets of plywood together to form two 8-by-16foot billboards and began painting. The signs will be finished and up next weekend before the first crystal digger hits the salt flats. SAM AND THE BILLBOARD The Cherokee Chamber of Commerce erected the original signs in the mid-1990s. Laura Cormack was there, along with Connie Moore, Dr.
Carl Newton, Steve and Sonya Booher, Gordon McDowell, Keith and Margaret Smith and former Chamber of Commerce Director Kay Hendrickson. The volunteers had set out on a mission to bring tourism to Alfalfa County. Together, they formed the Great Salt Plains Recreational Development Association. Ideas did not come easy, according to Booher. Locals mostly took the Salt Flats for granted. The seemingly boring, flat “block of salt” nestled in the middle of Alfalfa County never really seemed all that exciting … until someone mentioned the fact that it’s the only place in the world where folks can find hourglass-shaped selenite crystals. That sparked an idea for Margaret Smith, who saw the value in Alfalfa County’s special treasures. “Mine the Jewels of Alfalfa

Duane Angles will host a Wildlife Photography Expo at 9 a.m. at the refuge headquarters. Across the lake at the salt flats, the Crystal Digging Contest opens at 9 a.m. and concludes at 1 p.m., with the awards ceremony beginning at 1:30 p.m. A Native Plant Walk starts at 10 a.m., and a new event, geocaching, begins at noon with District 1 County Commissioner Doug Murrow. “The ‘Friends’ will sell chili starting at 10 a.m. at the headquarters on Saturday,” Pike
said. “That will be nice because we’ll all be gathering up for the awards ceremony at 1:30.” Oklahoma City Zoo staff will display a Zoo Mobile Program at 1 p.m. Saturday afternoon events include a survival course, an Eagle Roost Nature Trail guided tour, a second Zoo Mobile Program and more guided bird watching. Wildlife photographers can pick up a wildlife scavenger hunt sheet Saturday morning and be on the lookout throughout the day for items on the list. Also, Cherokee will host citywide garage sales all day Saturday. Other events at the refuge headquarters include duck identification, a “Bats! Bats! Bats!” presentation, a tomahawk and atlatl demonstration, youth archery contest, youth casting contest, trap shoot, fire shoot out, a “Skins & Skulls” presentation and “Relics of Oklahoma” and “Edible Wetlands” presentations. A “Dutch Oven Treat” will begin at 6 p.m. in Shelter No. 1. Cooks will share recipes and tips on making their favorite cowboy meals in a Dutch oven or over an open campfire. Sunday’s activities include bird watching at 7 a.m. and a horse trail ride at 1 p.m. The Vining Community Service Gospel Sing begins at 2 p.m. at Vining Church, located 14 miles north of Jet on SH 38. All events at the festival are free and open to the public.

After the board approved the slogan, the ideas just kept on rolling. “We were looking for a mascot, something we could call our own,” said Cormack, who was the first to envision the actual character of Selenite Sam. Moore threw out the idea of a pioneer digging in the sand, or mining the salt flats for crystals, “which were, in essence, kind of like jewels,” Cormack said. “So, we kind of came up with ‘the digger guy.’” The original “digger guy” was a perfect combination of someone who symbolized life in a rural area and the Wild West. Cormack took her ideas, along with input from fellow board members, to an artist in Kansas. “I had just moved from Dodge
City where I worked at the High Plains Journal, which had artists on staff,” Cormack said. “I was good friends with the artist (Jim Brown,) who drew up several designs.” The board considered all the illustrations contrived by Brown and eventually chose the caricature seen today. The only thing missing was a name. “I really think Gordon McDowell came up with that,” Cormack said. “(Selenite Sam) is an old western type name, and it just seemed to go together.” Board members at that time had big dreams for ol’ Sam. “We were hoping the character could be used throughout Alfalfa County for other jewels of the county, such as the Sod House, the (Heritage Manor) Bed and Breakfast etc.,” Moore said. “But ol’ Sam has just stood proud at the opening entrances of the dig site, and he didn’t get to use his great characterization
for other tourism opportunities in the county.” Although Sam did not encapsulate all the attractions of Alfalfa County, it was not long before he was adorning pamphlets, signs, the Cherokee newspaper and the billboards posted at the entrance to the crystal digging area south of Cherokee. Harvey Crabtree of Nash painted the original sign that Koontz and Warner now are revitalizing. Moore said she is proud that Sam is carrying the original message devised by the GSPRDA 17 years ago. “I’m really surprised he’s stayed around so long,” Cormack said. “We were just a bunch of people, who sort of had a little bit of expertise … and a lot of gumption.” Being created with gumption like that, Sam is sure to continue to “Mine the Jewels of Alfalfa County” for years to come.

Bingman plays ‘Obama’ card on insurance – From the Tulsa World State Senate leaders have chosen a questionable course in deciding not to take up a measure that would begin the process for establishing a state health insurance exchange. Gov. Mary Fallin has urged lawmakers to adopt the measure, arguing that if the state doesn't create its own system, the federal government likely will force one on us. But some state senators insist that taking federal money to create an exchange inexorably commits the state to implementing the federal health care reform law. If they're right, then 48 other states also are irrevocably tied to the federal reform measure. Only one state has not received some federal funding for starting up insurance exchanges. The state's more rational GOP leaders - Fallin and House Speaker Kris Steele, R-Shawnee, who authored the exchange legislation and got it passed in the House - understand why it's important for the state to act on this front. Exchanges are a good idea even without federal health care reform. Several states have had them in operation for years and have found they help individuals and small businesses shop for and buy health insurance and locate financial assistance. Oklahoma is in line for a $54 million federal grant to fund an exchange, and that's at the heart of the controversy in Oklahoma. If the Legislature doesn't pass some measure on a state exchange, there's a chance the state will have to give up that grant. In announcing that the Senate won't take up the measure, Senate President Pro Tem Brian Bingman said he feels the bill would commit the state to the reform measure, which Oklahoma has challenged in court. Bingman wants the state to give up the grant and create an exchange using state and private money. At first blush, that plan sounds OK, but it's easier said than done. Where's the money going to come from, at a time when budget cuts of at least 5 percent are being contemplated? Nobody's going to admit it, but what's really going on here is politicking. Leaders know it's wildly popular to take potshots at federal health care reform. Every time they sneeringly denounce "Obamacare" they score a few political points. If standing on principle is so important, why don't they also turn back all that other federal money that flows to Oklahoma - money for "welfare" and "pork" and "frills" and all those other programs the GOP finds so distasteful? If federal health care reform is overturned or repealed, then Oklahoma's lost nothing by taking federal funds and advancing the exchange concept. If federal health care reform stays on the books, then Oklahoma's ahead by setting up an exchange our way. It makes perfect sense to go ahead and get started on this effort. But then there wouldn't be the opportunity for political grandstanding.

This time, change came easily and too quickly
Who stands to cash in most on state’s latest income tax cut? –From the Oklahoma Policy Institute Unless the legislature acts to stop it, another state income tax cut will take effect Jan. 1, 2012. The cut, which was triggered when the state projected that revenue will rise by more than 4 percent next year, is the last of a series of income tax reductions passed from 2004 to 2006. At that time, the top income tax rate was cut from 6.65 percent to 5.5 percent; next year’s reduction will bring it down to 5.25 percent. The next cut is projected to reduce available revenues for FY ’12 by $38 million. When the cut is fully phased-in, revenues will be reduced by $120 million. At OK Policy’s request, the Institute on Taxation and Economic Policy provided a distributional analysis of the benefits of the tax cut. They find that the average state tax cut would be divided up as follows: •The lowest 20 percent of households (incomes less than $17,300) see no change in taxes; •The second 20 percent (incomes of $17,300 to $31,200) get an average cut of $6, though many within that group would not see any change; •The middle 20 percent (incomes of $31,200 to $51,800) receive an average of $24;
•The fourth 20 percent ($51,800 to $85,800) get an average cut of $67; •The next 15 percent (incomes of $85,800 to $176,000) take an average of $148; •The next 4 percent ($176,000 to $399,100) get an average of $295; •The top 1 percent of Oklahomans (households with incomes higher than $399,101) receive an average of $1,930. Another way to look at the numbers is how much of the overall cut goes to each group as a whole. The top 20 percent of Oklahoma households take home almost 3/4ths of the tax cut. More than a third of that goes to the top 1 percent. The bottom 60 percent of Oklahomans together receive only 9 percent of the benefit. Forty-three percent of Oklahomans would receive no tax cut at all. By taking so much revenue away and giving the benefits to a relatively small group, the state will be shifting a larger proportion of the cost of providing services onto lowerand middle-income Oklahomans. As we consider how to pay for the state’s current and future needs, we need to examine our priorities and make careful choices to ensure that our prosperity is widely shared.
Senate misses the boat not voting on health insurance exchange – From The Muskogee Phoenix The Oklahoma Senate not only missed the boat, it missed the ocean when it announced late last week it will not consider a bill to help establish a state health insurance exchange. The nonconsideration is nothing more than jockeying for re-election by the senators, who are afraid of the evil “Obamacare” word. Many Republicans campaigned last year on their opposition to the federal health care plan, and a state ballot question in November designed to allow the state to opt out of the federal health care plan passed with nearly 65 percent of the vote. Gov. Mary Fallin, also a Republican, while not in favor of Obamacare, was in favor of of creating a health insurance exchange for uninsured Oklahoma residents on Monday. Her reasoning? She believes if the state does not have an exchange in place by 2013 the federal government will step in and create its own. “As of today the federal health care bill is the law of the land,” Fallin said last week. This was an extremely prudent decision by Fallin. She was doing what is right for the state. And it’s an extremely shortsighted stance by the Senate, which decided to stick its head in the sand so it can maintain its anti-Obama rhetoric.
We might not like the federal health care plan, but we better get ready for it regardless. Fallin was attempting to do that. The Senate clearly wants us to be at the whim of what the feds have in mind, without giving Oklahomans a chance to have a hand in it.
Dear editor... Should support local business Dear Editor: I am new to the beautiful town of Cherokee. My son and family, along with my daughter and her family, are also new to town. That makes 10 of us. We love the small town friendliness. One of the first things I noticed was the Scrapbooking 101 store. It is a pot of gold here and I go there two to four days a week. They are kind, friendly and helpful, and have everything the big stores have. I don't have to drive to get what I need and with the price of gas going up, this is really nice. Big changes are coming in Oklahoma’s educational system. But does big change equal big improvement? We won’t know for several – perhaps many – years to come. While the results of change may not be known for quite some time, this year’s crop of juniors in Oklahoma high schools will experience change within months. They will have to toe the mark on significant new testing requirements their senior year, designed to reassure Oklahoma’s students are being properly educated. State Superintendent of Schools Janet Barresi and a majority of the Oklahoma Legislature want results... right now! Hardly seems fair to the students, particularly if Barresi is correct in her assumption that students have, for decades, been under-educated and are not prepared for higher education or the job market. We editorially supported Barresi and reform of Oklahoma’s educational system, but we can’t support a process that expects results overnight. A more realistic goal would have been to phase in more stringent testing standards over a three- or four-year period. But that’s not in the cards, so get smart now you juniors in high school. You can do it, and if you can’t, Superintendent Barresi and her supporters can tell state voters, “See, we told you the system was broke!” And when the system is proven to be broken, legislation passed this session will make it easier for school boards to get rid of “bad” teachers much easier than in the past. No longer will a teacher be able to appeal his or her firing all the way to District Court. Local school boards – based entirely on the recommendation of superintendents and principals who evaluate teachers in the classroom – will be the ultimate decision-makers. Seems fair, doesn’t it? That’s why we hire quality people like Cherokee High School Principal Jeremy Hickman and soonto-be Superintendent Cory Ellis. Let them do their job. Well, I happen to have all the confidence in the world in Hickman and I think the local board of education hit a home run in the hiring of Ellis. But what about administrators who may not be fair, who may not show good judgment? Sure, they can be terminated, too. But what about the teachers – some of them who may have been good educators – who may be lost along the way? They’ll no longer have a recourse. We’ve all heard it before: Change doesn’t come easy. In this case, the change came too easily and too quickly in the case of testing standards and how teachers are dealt with. Unless you’re a high school junior, a high school junior’s parents, or a teacher who may be excellent in the classroom but hard for an administrator to handle, these changes won’t seem too sudden... and final.

Firefighters battle blazes near church By MARGARET GOSS
Carmen Correspondent CARMEN – A number of rural fire departments responded to a large fire west of Carmen on Thursday which was south of the Green Valley Church. The fire was fueled by dry grass and high winds and was on land owned by Shawn Stevens, Neilan Dietz, Dwight Keltner and Ron Martin. Several lost cattle in this fire. Then, seven fire departments including Carmen, Aline, Cherokee, Cleo Springs, Helena, Waynoka, and Rural Major County responded to a fire 1 mile south of highway 8 and 45 at the Bob Goss farm. The fire occurred when a trailer came unhitched, ran through a fence, hit a power pole that resulted in a fire fueled by high north winds. The house, hay barn, equipment and Angus heifers and babies were in danger of being lost. The fire flared up again Monday morning with loss of a cattle shed. Carmen and Cherokee fire departments responded to that fire.
Schlarb injured in accident
Glenn Schlarb Jr. sustained severe injuries April 2, when a salt-water truck pulled through a stop sign just north of Dacoma blacktop and Schlarb hit the trailer. Glenn sustained head and shoulder injuries and was transported to the Alva Hospital where he remains at this time. He was driving a farm pickup owned by Bob Goss.
Relay for Life event
Relay for Life will hold a Pampered Chef party at 7 p.m.

Adult Egg Hunt
An Adult Flashlight Easter Egg Hunt will be held at 9 p.m. April 22 at the Carmen City Park. Participation fee is $5 per adult. There will be fun, prizes, and fellowship that evening. Everyone is encouraged to attend and join the fun. Bring your flashlight and basket and get in touch with your "inner child".

Jan Stonehocker, Kate Harington, and Sam and Janis Wooten went to Oklahoma City last weekend and rode the Amtrack to Ft. Worth. They shopped and toured the Ft. Worth Stockyards then returned home on Amtrack. Mary Lou and Richard McElhatten spent Sunday afternoon in Enid where they helped her grandaughter celebrate her birthday.

Inman, Phillips to marry in May Mark and Leta Phillips of Hazelton, Kan., announce the engagement of their daughter, Samantha Jo, to Jarrod Thomas Inman, son of Tim and Sharon Inman of Cherokee. The couple will be married May 21 at the United Methodist Church in Kiowa, Kan. Sammi is a 2005 graduate of South Barber (Kan.) High School and a 2010 graduate of Northwestern Oklahoma State University in Alva with a degree in Health and Sports Science Education. She is employed at Cherokee Public Schools. Jarrod is a 2006 graduate of Cherokee High School and
will graduate in May from Northwestern with a degree in Health and Sports Science Education. He is completing his student teaching at South Barber Public Schools. Samantha is the granddaughter of Shirley Garner of Kiowa, Kan., and the late Dwane Garner, and the late Clifton and Harlene Phillips, formerly of Stratford, Texas. Jarrod is the grandson of Delfred and Ila Inman of Waynoka and David and Norma Sechrist of Topeka, Kan. The couple will reside in Kiowa following their honeymoon in Florida.

That evening and continuing through Wednesday, April 13, the church will host its annual Bible Seminar. YoYo Collins will be the guest singer/preacher for this Sunday morning. He is no stranger to First Baptist Church. He has shared his story through song and testimony many times in recent years. May 14, 1977, YoYo was involved in a diving accident which broke his neck and severed his spinal cord. This left him paralyzed from the collar bone down. He began sharing in church in April 1980. He and his wife, Sandi, have traveled to 34 states sharing their message. Dr. Jack Terry from Southwestern Baptist Theological Seminary, Ft. Worth, will begin a study of the book of Ephesians at 6 p.m., concluding at 8 p.m. Sunday evening. Monday through Wednesday studies will begin at 7 p.m. and end at 9 p.m.
Dr. Terry has served in numerous churches. He is Professor of Foundations and Vice President Emeritus of Institutional Advancement at the seminary in Ft. Worth. He is a lifelong student of the Scriptures, a frequent traveler to Israel, and a Sunday School teacher at First Baptist in Euless, Texas. This will be his fifth year to lead a study of the scriptures in Cherokee. The public is invited and a nursery is provided.

Library to celebrate new books, McLeod retirement The Friends of the Library invite everyone to drop by the City/County Library on Wednesday, April 13 between 2 p.m. and 4 p.m. Feature attractions for the day are an introduction to the newest books provided by The Libri Foundation, our Spring Cleaning Book Sale, and a retirement reception for former library director, Mary Alice McLeod. The Libri Foundation is a non-profit group that provides books for rural areas at a 2
to one match. The Friends of the Library donated $350 and received $1,050 in children’s books, plus an additional $350 one-time selection of math and science books. These extra books were provided by Hal Berenson and Laura Ackerman. The Libri Foundation offers this opportunity to rural libraries every three years. A much needed clearing out of older books has been done and many books, cassettes and videos will be available for $5 per sack during our Spring
Funerals CARL JAMES BAHM Carl James Bahm, 88, was born May 25, 1922, in Cherokee to John and Katherine Bahm and died on March 8, 2011. He joined the Army Air Corps at age 17, then joined the US Army Reserves, where he was eventually promoted to Lieutenant Colonel. He worked for OG&E for more than 30 years. He was preceded in death by his twin brother, Julius; his parents; wife, Betty Ann Braun; and many brothers and sisters. He is survived by daughters, Diana, Cindy, Sue, and Kathleen; sons, Steve, Terry, Mark and Marty; a brother, Bob Bahm of Kaw City; and a sister, Elizabeth Terry of Kiowa, Kan.; numerous grandchildren, great-grandchildren and great-great-grandchildren. Josh Shepard wins high jump Cherokee, Burlington thinclads Cherokee competes against large schools at Kingfisher KINGFISHER – Cherokee's Chiefs, competing against much larger schools – managed a sixth place finish in the Kingfisher Invitational Track Meet staged here Saturday, scoring 40 points. Twenty-two teams participated in the meet. Coach Matt Guffy's Lady Chiefs scored 12 points to tie Clinton for ninth place in the team standings. Tuttle claimed the girls' title with 121 points. Senior Josh Shepard was the only member of Coach Steve Hickman's boys squad to bring home a gold medal. He captured the high jump with a leap of 6'-4". Shepard also had a good outing in the long jump, where he took second with a leap of 19'3". The Chiefs' two third place finishes at the meet came from Jerran Waugh in the discus and the 1600-meter relay team of Justin Schanbacher, Collin Washburn, Cortez LeeRead and Josh Argraves. Fourth place points came from Schanbacher in the 300-meter hur-
dles. Carli Richmond turned in one of the best times in the state to date in the 400-meter dash. She cruised to a 1:04.5 time, good enough for third in competing against the bigger schools at Kingfisher. The Lady Chiefs' 1600-meter relay squad of Jess Unruh, Mollie Hawkins, Jaylyn Packard and Richmond placed fifth, while the 400-meter relay team of Hawkins, Packard, Unruh and Richmond picked up sixth place points. Fish and Wildlife Service conducts fishing, hunting, recreation survey The U.S. Fish and Wildlife Service will soon be conducting the 12th National Survey of Fishing, Hunting, and WildlifeAssociated Recreation. Hunters, anglers and other wildlife enthusiasts across the nation will be asked to participate in interviewing, which began April 1. The survey, which has been conducted every five years since 1955, will involve 53,000 households. The survey is funded by the Multistate Conservation Grant Program authorized by the Wildlife and Sport Fish Restoration Programs Improvement Act of 2000. The survey provides the only comprehensive statistical database available on participation and expenditures for hunting,
fishing and wildlife-watching in all 50 states. The information is collected by the U.S. Census Bureau, primarily through telephone interviews to be conducted April to June and September to October in 2011, and January to March in 2012. Those contacted will be asked about their participation and expenditures in several categories of wildlife-associated recreation. The results will be available in a national report and in 50 individual state reports. “The last survey published in 2006 revealed 87.5 million Americans enjoyed some form of wildlife-related recreation and spent more than $122.3 billion pursuing their activities,” said Hannibal Bolton, assistant director for the Service’s Wild-

brave cold to score at Fairview FAIRVIEW – Competing as much with the wind and cold as with other teams, track squads from Cherokee and Burlington finished in the middle of the pack at the Fairview Invitational Track Meet on Tuesday, March 29. Coach Steve Hickman's Chiefs tallied 48 points in the 17 team field, good enough for fifth place. Watonga won the boys' division with 154 points, followed by Velma-Alma with 151, Okeene 94, Oklahoma Bible Academy 59. Cherokee's Lady Chiefs picked up 33 points to place seventh in the 15-team girls' division, while Burlington's Lady Elks scored 10 for twelfth place. Watonga won the meet with 114 points. Chisholm was runnerup with 113 points. Top finishers for the Chiefs were second place performances turned in by Josh Shepard in the high jump and Justin Schanbacher in the 300-meter hurdles. The Lady Chiefs best placings came in the 400-meter dash, where Carli Richmond took

CEO/Executive Director This week, Tim is celebrating his third year at the helm of the Health Center. A native of Hugoton, Kan., he obtained his Bachelor's degree from Panhandle Oklahoma State University and his Master's degree from the University of Phoenix. Tim has overseen the Health Center's move from the former Alfalfa County Medical Clinic into the former county hospital. He and his wife, Terri, are the parents of four children: Tobi, an RN at St. Mary's Hospital in Enid; Timara, a sophomore at Southern Nazarene University; Tesica, a freshman at Southern Nazarene; and Trenton, a sixth grader. The Starkeys reside in Alva and are members of the Alva Church of the Nazarene. Tim is a member of the Cherokee Rotary Club. Church activities take up much of Tim's spare time, but when he can he likes to camp, hike and fish in the Colorado mountains.

April 15 last day to register for Cherokee bond election Friday, April 15, is the last day to apply for voter registration in order to be eligible to vote in the May 10 special election to consider a $441,000 Cherokee School District bond issue. “Two propositions will be on the ballot,” said Alfalfa County Election Board Secretary Kelly Stein. Proposition No. 1 totals $127,500 with $40,000 dedicated to heating and air in the elementary gym and high school locker rooms; $39,500 for flooring in the junior high and elementary schools, and new carpet in the band room, library and computer rooms; $32,000 for new desks; and $16,000 to replace lighting fixtures in the grade school. Proposition No. 2 totals $313,500 and is considered a transportation bond. It would cover $145,000 for a new 70-passenger bus, $52,000 for a new 30-passenger bus, $66,000 for two new Suburbans and $10,000 for a new lawn mower. Stein said persons who are United States citizens, residents of Oklahoma and at least 18 years old may apply to become registered voters. Those who have never been registered to vote before or who are not currently registered in the county of their residence, and persons who are registered but who need to change their
registration information, may apply by filling out and mailing an Oklahoma voter registration application form in time for it to be postmarked no later than midnight Friday, April 15. Applications postmarked after that time, said Stein, still will be accepted and processed, but the applications will not be approved until after May 10. The county Election Board responds in writing to every person who submits an application for voter registration, she explained. The response is either a voter identification card listing the new voter's precinct number and polling place location, or a letter that explains the reason or reasons the application for voter registration was not approved. Stein said any person who has submitted a voter registration application and who has not received a response within 30 days should contact the county Election Board office. Oklahoma voter registration application forms are available at the county Election Board office located on the second floor of the Alfalfa County Court House. They are also available at most post offices, tag agencies and public libraries in the county. Stein said applications also are available on the Internet at www.elections.ok.gov.

County okays $397,632 for 2 new graders

By KORINA DOVE Messenger & Republican Staff In a short meeting Monday, Alfalfa County Commissioners Toby Walker, Chad Roach and Doug Murrow voted to accept a bid from Yellowhouse Machinery Co. of Enid for one grader each in District 2 and District 3. Yellowhouse submitted a bid of $196,816 apiece for the new John Deere graders, which will be financed for 84 months. Roach said graders in both districts are worn out, and repairs are costing more than monthly lease payments will be. “There’s one grader just last month we spent $13,000 (for repairs), and it’s already in the shop again,” Roach said. Also submitting bids were Kirby Smith of Oklahoma City, $210,916 each and Warren Cat of Oklahoma City, $269,661 each. In other business, the board approved the Alcoholic Beverage Tax Report for February. The tax totaled $4,178.37, with allocations made as follows: Aline, $259.18; Amorita, $53.29; Burlington, $188.93; Byron, $54.50; Carmen, $497.77; Cherokee, $1,974.13; Goltry, $324.58; Helena, $536.53; Jet, $278.56; Lamber, $10.90. Alfalfa County Democrats met Saturday afternoon at the county Fairgrounds Exhibit Building to elect party leaders for the next two years and pass a slate of resolutions which will be passed on to the upcoming District Convention, with hopes they will be considered at the State Convention. Shortly after meeting and electing officers in precinct meetings, the Democrats convened into their County Convention and re-elected John Herold of Cherokee as county chairman without opposition. Sherry Howell of Goltry was elected county co-chair and Marcus Jungman of Cherokee was re-elected county secretary. Neither faced opposition. Long-time party leader Jeanne Pelter of Cherokee was nominated to serve as the county's State Committee member, but declined the nomination. Mary Herold of Cherokee was then nominated and elected without opposition. County delegates considered 11 resolutions submitted by those in attendance and approved all of them. Resolutions included: •Recognition by county and state Democrats for the late A.J. Rexroat of Aline for his service to the county, state and nation. •For the safety of Oklahoma citizens, the Department of Corrections and the state Legislature "shall never allow the ratio of inmates to correctional officers (guards) to exceed 50 inmates per correctional officer" at Oklahoma prisons. •The Legislature should
"abolish the 85-percent mandatory minimum sentencing law for violent offenders" and replace it with a requirement by the state to determine "each (conviction) on an individual basis in order to reduce overcrowding" in the prison system, with the law to be applied retroactively. •Expand Medicare to include eye care, dental services and physical disability equipment (such as hearing aids). •Congress shall set new limits on interest that may be charged on credit card usage to a maximum of 10 percent per annum, along with allowing a deduction on federal income tax returns on the interest paid on revolving accounts. •Corporations that return their manufacturing facilities to the U.S. from foreign nations shall receive a 20 percent tax credit on the goods they produce in America. •Citizens of the U.S. should receive from their insurance provider the "very same coverage" available to members of Congress. •Recently retired county Election Board Secretary Joyce Thornburgh is commended for her years of service. •Congratulations to newly appointed county Election Board Secretary Kelly Stein. •State and federally elected officials should complete their budgets on time. •Energy companies operating facilities in Oklahoma must by law "produce 10 percent" of their product from "alternative renewable resources, including
wind power, solar energy and/or geothermal energy."

County okays fairgrounds dirt work By KORINA DOVE Messenger & Republican Staff Alfalfa County Fair Board Member Rick Croft asked county commissioners at their March 28 meeting if the county would take care of dirt work when a new concession stand and office building are constructed at the fairgrounds. Croft said the board hopes to start construction of the building within the next six months to a year and will need dirt cleared so that flooding to other buildings at the fairgrounds is avoided. “I think it’s in the best interest for Alfalfa County for us to do it,” Commissioner Chad Roach said. All three districts will work together to do the dirt work. Commissioners Toby Walker and Doug Murrow, along with Roach, voted to approve the work. Commissioners also approved 11 road crossing permits for Dis-
trict 1: two for Select Energy Services, four for Crescent Services and five for Sand-Ridge. One road crossing permit for Crescent Services was approved for District 3. Also approved was the appointment of Rhonda Poland as requisitioning officer for the Carmen Responders. Commissioners also reviewed a proposed bid for a ladder truck for the Carmen Responders. The fire department will submit a bid of $3,500 to the Alva Fire Department, which owns the truck. The Carmen Fire Department will pay for the truck, if the department wins the bid, with funds acquired through the county’s sales tax. “I think the fire departments know their needs better than we do,” Roach said. Murrow motioned to approve the bid. Roach seconded. All voted aye.
