LEASH LAW
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. Please remember that cats fall under the same laws as dogs and must be licensed and kept restrained when not on the premises of the owner. We’ve been told that spreading moth balls in flower beds might keep cats away. To make a complaint or report an animal that is not properly restrained please contact: Harris County Precinct #5, Contract #87: 281-463-6666 Harris County Animal Control: 281-999-3191 Harris County Health Department, Rabies/Animal Control Section 2223 West Loop South, Houston, Texas 77027-3588 www.countypets.com

BARKING DOGS If you have a problem with a neighbor’s dog constantly barking, you should first contact the pet owner and make them aware of the problem. In the event that doesn’t work, you should then contact the Constables at 281-463-6666 to file a complaint.
LOOSE OR LOST PETS & DOG BITES Contact Harris County Animal Control at 281-999-3191 or 3194.
STREET LIGHTS OUT? Contact Centerpoint Energy at 713-207-2222. You will need to give the address where the pole is located and provide the stenciled number on the front of the pole. You may also report the outage on the website at: www.centerpointenergy.com/outage.
Pet Hotline News A very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or the owner can pick up their lost pet. Having an ID on a pet makes life easier for all. Marie Nugent - 281-859-1104

SALES TAX HOLIDAY AUGUST 17 - 19, 2012 In 2012, Texas shoppers get a break from state and local sales taxes on August 17th, 18th and 19th - the state’s annual tax holiday. Lay-away plans can be used again this year to take advantage of the sales tax holiday. As in previous years, the law exempts most clothing, footwear, school supplies and backpacks priced under $100 from sales and use taxes, which could save shoppers about $8 on every $100 they spend. Go to www.window.state.tx.us/taxinfo/taxpubs/ tx98_490/tx98_490.html for details on included items and restrictions.
SCHOOL WILL BE BACK IN SESSION THIS MONTH School will be back in session soon! Please drive slowly, watch for children and stop for school buses loading and unloading. First day of school is August 27th.
BACK TO SCHOOL SAFETY We want our students to enjoy their years in school and to return safely to us each afternoon. To ensure their safety, go over a few simple rules with them. Practice with your younger child how to safely wait for and board the school bus. Go over bicycling procedures if they are riding a bike to school. And don’t forget your older child that may be driving. They are at particular risk and need your guidance. Below are more tips to review with your children:
Riding the School Bus
• Have a safe place to wait for your bus, away from traffic and the street. • Stay away from the bus until it comes to a complete stop and the driver signals you to enter. • When being dropped off, exit the bus and walk ten giant steps away from the bus. Keep a safe distance between you and the bus. Also, remember that the bus driver can see you best when you are back away from the bus. • Use the handrail to enter and exit the bus. • Stay away from the bus until the driver gives his/her signal that it’s okay to approach.
Bear Creek
August 2012
• Be aware of the street traffic around you. Drivers are required to follow certain rules of the road concerning school buses, however, not all do. Protect yourself and watch out!
Walking and Biking to School
• Mind all traffic signals and/or the crossing guard -never cross the street against a light, even if you don’t see any traffic coming. • Walk your bike through intersections. • Walk with a buddy. • Wear reflective material...it makes you more visible to street traffic.
Riding in a Car
• You might have heard before that most traffic crashes occur close to home... they do. • Safety belts are the best form of protection passengers have in the event of a crash. They can lower your risk of injury by 45%. • You are four times more likely to be seriously injured or killed if ejected from the vehicle in a crash. • Everyone needs to be buckled up properly. That means older kids in seat belts, younger kids in booster seats and little kids in child safety seats.

KATY ISD ANNOUNCES TRANSPORTATION CHANGES FOR 2012 - 2013 The Katy ISD Board of Trustees approved a change in the eligibility requirements for students to receive transportation services. Starting in August 2012, the eligibility for bus transportation will change from the current 3/10 of a mile to approximately 1/2 mile for elementary students and approximately one mile for junior high and high school students. Bus transportation will continue to be provided
8
for students for whom a hazardous condition may exist between home and school, as well as special needs bus routes. Approximately 52 bus routes (elementary and secondary) will be eliminated, affecting approximately 6,600 students or nearly 21% of the 32,000 students that ride school buses daily. The Katy ISD Transportation Department began building bus routes in June and will have specific routing information available for parents sometime in August. The district will announce specific dates once they become available. The changes are the result of the Transportation Department experiencing particular challenges this year in having a sufficient number of drivers available to meet daily transportation route requirements. Due to vacant routes and driver absences, there have been days in which the department has found it necessary to find drivers to cover up to 46 routes. These changes will allow the district to better meet route driver needs and will provide for more effective route management, including driver training and driver support in issues involving student management. “The change in transportation services comes after extensive review of our current transportation operations that not only revealed a heavy burden for drivers covering multiple routes, but also a high amount of uncertainty and risk due to vacant routes and driver absences,” said Katy ISD Superintendent Alton Frailey. “In comparison to other school districts, Katy ISD’s transportation eligibility distances remain among the shortest in the Houston area as many districts require students to live outside of a two mile radius.”

Thus, Kimberly is trapped inside the frail physical body of an elderly woman. She meets another misfit (a teenage boy) and the two form an attachment to one another that borders on attraction. The situation is not helped by Kimberly’s rapidly deteriorating health. Soon Kimberly’s family gets mixed up in some crazy money schemes and the family gets emotionally destroyed.

(A Barbershop Chorus) We are a ladies daytime chorus with approximately 30 members. We have been performing in the Houston area for over 30 years. We sing old favorites and contemporary tunes arranged in the barbershop style. The four parts creating the barbershop sound are Tenor, Lead, Baritone and Bass. We rehearse Friday mornings from 10:30 am to 12:30 pm at the Treemont Retirement Center located at 2501 Westerland, off Westheimer and Gessner. We love to have visitors and even more when you decide to join our chorus. For additional information, please call Pat at 281-497-4904 or decibelle@comcast.net (email). We perform two types of shows each year. Currently we are singing a selection of patriotic songs, Johnny Mathis’ “Chances Are,” Perry Como’s “Hot Diggity Dog” and other fun tunes. You’ll be singing along with us before you know it. Our Christmas show includes old favorites, but also includes new fun tunes with props, narratives and choreography. We’ll begin preparing that program in October and book performances for the first two weeks in December. Come visit any Friday and see how much fun you can have with us.

“I’m In PAIN” Can Chiropractic Help ME ? We are often asked, “What’s the best way of finding out whether or not a doctor of chiropractic can help my problem?” We believe the answer can be found in a complete chiropractic consultation and examination, including x-rays. And to help find out for sure, we will do a complete consultation and examination, including x-rays, if necessary, (procedures that normally cost $187.00 or more) for $25.00. We will make this special program available through August. The only exception to the offer involves personal injury cases (workers’ compensation and auto accidents) in which there is no charge directly to the patient.

281-788-2047 • Chinch bug damage is obvious now. You will have areas of thin and/or dead turf where they weren’t brought under control. There is a new generation going now. This batch causes the most damage. Use Dursban to stop the damage. • Until the weather gets back to the 80’s, St. Augustine grass grows slowly. If you fill in with sod, don’t expect a fast turnaround. The sod may look like it’s not growing while it puts down roots. You will need to water the new sod often and deeply to get it started but this also creates a disease environment. Water early so the sun can dry the turf. • Now is a good time to work new beds. Till them up, add organic material, mix it in, then let them cure for a month or so. Add in any amendments like micro-nutrients. Keep the beds moist so the microorganisms have a favorable environment.
