GLENCAIRN MEMBER MEETING The Glencairn Community Association Monthly Member meeting will be on the second Tuesday of the month (August 14, 2012). The meeting will commence at 7:30 PM at the Glencairn Civic Center.

MONTHLY MEETING OF THE MEMBERS JULY 10, 2012 Pursuant to Article V, Section 3 of the RESTATED AND AMENDED BY-LAWS OF THE GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION the Regular Monthly Meeting of the Members was duly called and held on July 10, 2012, 7:30 PM, at 17030 Kieth Harrow Blvd, Houston TX 77084. IN ATTENDANCE Directors Coy, Hill, Jones, Mendieta and Rocha were in attendance. Management representative Johannes Lonaker and homeowners listed on the sign-in register were also in attendance.
MEETING MINUTES The Members approved the June 12, 2012 Member Meeting Minutes as they appeared in the Glencairn “Chatter.” COMMITTEE REPORTS Landscaping No report MOSQUITO FOGGING Director Mendieta advised the Members that mosquito fogging has been changed to a bi-weekly schedule due to the recent rains.
RECYCLING PROGRAMS Director Coy advised the residents that the Board has reviewed options for recycling within the Association. Waste Management will pick up recycling bins of normal recycling material once a week at an additional cost of $2.52 per month per property. They will include hazardous material pickup at an additional cost of $1.10 to $3.62 per month per household. The Association also investigated a company called I.M. Green, which will install recycling dumpsters (similar to those at Cy-Fair schools) at the Keith Harrow clubhouse parking lot for homeowners to drop recycling material off. This is at no charge to the Association and the Association will be paid $20 per ton of recyclable material collected. OPEN POSITION Director Mendieta advised the residents that the Board of Directors is still interviewing homeowners for an open Board position. OPEN FORUM The Board of Directors inquired if residents from the floor had any issues to discuss with the Board regarding the community.

A resident asked if there has been any news on the median installation along Hwy. 6. Director Mendieta stated that there has been no news but additional volunteers are needed. This is a large and important matter. A resident complemented the Board about the landscaping and flowers in and around the subdivision. Director Mendieta informed everyone that this is the work of former Director Kohler. A resident asked which if any, of the recycling programs would be implemented by the Association. Director Coy stated that the Board is discussing using I.M. Green and determine if the amount of recycling collected would warrant starting a recycling pickup. If the Board considers contracting Waste Management to add recycling pickup, there would need to be a survey of all homeowners. This would increase each and every homeowner’s monthly solid waste pickup bill so they should have input. A resident asked if I.M. Green also recycles plastics. Director Coy stated that he believes they do but will check again with the company.

Director Coy stated that you must contact the company. They will provide a bag to place the materials in and they will pick it up. She also reminded residents that used motor oil and car batteries can be left at most automotive shops and/or Wal-Mart for free recycling. Most electronic stores will recycle used batters, electronics and printer cartridges. Harris County also has periodic hazardous waste collection sites. EXECUTIVE MEETING ACTIONS Director Mendieta reported the following business transactions at the July 9, 2012 Executive Meeting. 1. The Board reviewed recycling programs per a homeowner’s request. This information was discussed through this meeting. 2. The Board discussed the possibility of constructing fences on dead end streets with Harris County. These fences would go from the adjacent homeowner’s fence to the dead end street barricades. This would hopefully deter unwanted traffic from the flood control easements into and out of the subdivision. 3. The Board authorized repair of the tennis court nets and windscreens. 4. Director Mendieta met with the pool management company. They reviewed the pool management company’s performance to date and the Association’s expectations. The pool management company is aware that the in-pool lights are not working as they should. They are in the process of repairing them. 5. The Board met with five (5) out of six (6) homeowners that requested a meeting with the Board to discuss a deed restriction or collection matter. The Board provided responses for Management to forward and action for Management to take. 6. The Board interviewed two (2) applicants for the vacant Board position. The Board is still scheduling interviews for this position while reviewing current applicants. 7. The Board reviewed correspondence from nine (9) homeowners and provided Management with responses to forward and action to be taken. NEXT MEMBER MEETING The next member meeting will be August 14, 2012. MEETING ADJOURNED The meeting adjourned at 7:50 PM.

The individual board members cannot make a decision on an individual basis. It takes a majority vote of the Board to make a decision. That is why the Board meets on Mondays before the member meeting to discuss issues with members.

The Results Are In: HOA Residents Are Happy We’re confident that most residents are happy living in our community - and we certainly hope you are among them. But how do the more than 62 million Americans who live in homeowners associations and condominium communities feel about their own associations? Are they happy with their elected boards? How do they feel about the rules? What about their association assessments?
• 70 percent of residents in common-interest communities say they are satisfied with their community association experience, while 8 percent express dissatisfaction and 22 percent are neutral on the question. • 88 percent of residents believe their association board members strive to serve the best interests of the community, while 12 percent disagree or aren’t sure. • 73 percent say their professional managers provide value to their communities, while 21 percent say their managers aren’t an asset to the association and 6 percent say they aren’t sure. • 76 percent believe their own community association rules “protect and enhance” property values. Only 3 percent say the rules harm property values, while the rest see no difference. • 81 percent of residents say they get a “good” or “great” return for their association assessments, while 18 percent say the return is “not so good or bad.” The rest were unsure. Some Areas Out of Control
In early June, we observed some flagrant, outrageous violations of the community standards as these are laid out in the deed restrictions and covenants of our association. Kieth Harrow and other streets looked like a flea market on the Southwest Freeway. Many garage sales were underway. People were working on cars. In fact, three cars with paper tags were parked on the street with for sale signs in the window. People with signs were strategically placed at the corner of Kieth Harrow and Gretna Green boasted “chicken for Sale” which they were grilling in the driveway, with other food being brought out of the house. The house that was offering this little delicacy is one, which frequently cooks food and sells it. The smell is a real giveaway. If, indeed, you have the urge to be an entrepreneur doing business with the general public who visit your business location, rent a commercial suite or a stall at a flea market. Yes, there is overhead with this. Yes, you must collect sales tax and pass inspections if you are distributing food. Some of the residents are wise enough to move their garage/yard sales around to other houses of friends due to the limit of two yard/garage sales per year in the subdivision. We doubt seriously that the health department has visited the home on Gretna Green which sells cooked food “to go” on a routine basis. None of these businesses belong in a neighborhood. More than two garage sales a year are considered running a business out of your home. Working on vehicles for payment in your driveway or garage is against the deed restrictions and are considered running a business out of your home. Selling cars on a routine basis from your house is a violation of deed restrictions and considered running a business out of your home. In the future, photographic documentation will be made of these activities and the Management Company will be citing these serious violations. In addition, reports to appropriate state and county regulatory agencies will be made. If you want to do business with the general public, rent a flea market stall or a commercial space. Do not deprive your neighbors and those who must drive our streets of their right to have a serene environment in which to live and enjoy their property.

Harris County Alarm Detail
In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./ net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. If you are planning to paint, repair, improve or alter the exterior of your house or lot an Architectural Control change request form must be submitted. If you plan to paint, in accordance with the Association governing documents, you must submit a color sample with your change request form EVEN IF YOU ARE PLANNING TO USE THE SAME COLOR already on the structure. We encourage you to plan ahead because the Architectural Control Committee has up to thirty (30) days to approve the form once your request is received by the managing agent. The Architectural Control Committee (ACC) is unique and important function. Its main purpose is to ensure that all changes are harmonious with the surrounding neighborhood and to assist in maintaining property vales. They are volunteers and go about fulfilling their function by ensuring all changes are structurally sound, attractive and harmonious with the neighborhood. The Association has color guidelines that have been set by the Architectural Control Committee and approved by the Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your house is already painted with an unapproved color, then it must be changed the next time

Pet Hotline News Pet Tip: A very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. • Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. • Wait until November to plant petunias and pansies. • Chinch bug damage is obvious now. You will have areas of thin and/or dead turf where they weren’t brought under control. There is a new generation going now. This batch causes the most damage. Use Dursban to stop the damage. • Until the weather gets back to the 80’s, St. Augustine grass grows slowly. If you fill in with sod, don’t expect a fast turnaround. The sod may look like it’s not growing while it puts down roots. You will need to water the new sod often and deeply to get it started but this also creates a disease environment. Water early so the sun can dry the turf. • Now is a good time to work new beds. Till them up, add organic material, mix it in, then let them cure for a month or so. Add in any amendments like micro-nutrients. Keep the beds moist so the microorganisms have a favorable environment.

BOY SCOUT TROOP 996 Four Scouts Honored with Eagle Rank
Four Eagle Scouts held a combined court of honor celebrating their attainment of Boy Scouts of America’s highest rank. The four young men, all of troop 996, sponsored by the Copperfield Ward of the Church of Jesus Christ of Latter-day Saints, are Andrew Juergens, Larry Heki, Quinn Taylor and Ryan Patrick. Only about five percent of Boy Scouts persevere to reach the rank of Eagle, so having four from one troop at the same time is outstanding. Each Eagle Scout has completed at least 21 merit badges and has served in a series of leadership roles and he must complete a selfdirected major project. The accomplishment says much about the character of the young man, but also much about his scout leaders and parents, who have encouraged him over many years. During the June 27th court of honor ceremony, Texas Rep. Duane Bohac honored the Eagles as guest speaker.

Andrew Juergens is the son of Kurt and Gretchen Juergens. He is about to start his senior year at Langham Creek High School. His Eagle project was to collect used baseball and softball equipment, donated to RBI (Recycled Baseball Items). The baseball equipment will be used for inner city baseball teams and the softball equipment will be sent to troops overseas.
and Girls Country participate in FFA (Future Farmers of America) competitions with the hope of earning college scholarships. Ryan’s project was to help them in their efforts. Ryan will be attending Texas A&M University this fall, in the Mays School of Business.
Larry Heki is the son of Scott and Charlotte Heki. He graduated from Langham Creek High School in 2010. Larry actually completed his Eagle requirements last summer, but left for a year of study at Brigham Young University before there was time to celebrate with a court of honor. His Eagle project was done for the Cypress Fairbanks Independent School District’s Nature Trails facility. It was a conservation project in which he led and participated in the removal of an invasive species of water plant, the parrotfeather, a noxious weed that is a native water plant of the Amazon River in South America. He also built two new floating platforms to place in the pond for the turtles, ducks and other wildlife to use to sun themselves or to rest on. Larry has been studying chemistry and leaves in late August to serve as a missionary for two years in Finland.
Cub Scouts is a fun way to teach boys about character, respect, responsibility and many other traits. Pack 164 is a Christian, home school Cub Scout Pack that services the Greater West Houston/Katy area. Pack 164 promotes service to God, to country and to others. Quinn Taylor is the son of Tim and Janet Taylor and the third in the family to earn the rank of Eagle. His project was completed for Houston Marine Moms. He organized the collection and sorting of donations used for care packages sent to Marines serving in Afghanistan. Quinn is a well-known basketball player for Langham Creek High School. He will be attending Utah State University on a basketball scholarship this fall, studying civil engineering. After his freshman year he plans to serve as a missionary for two years before returning to sports and school. Ryan Patrick is also a basketball player. It was through his basketball friendship with Quinn Taylor, starting in third grade, that Ryan learned of scouting and got involved in Troop 996. He is the son of Rich and Jeannie Patrick. His project was to make large animal feeders for Boys and Girls Country. Many of the students at Boys

Boy Scout Troop 61 Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. They will get a hands-on experience of what Scouting has to offer and have the opportunity to visit with the Scouts and their adult leaders to learn more about the things the troop has done during meetings and activities. Men’s Outward Flag Football Come join men 18 yrs. and older for our men’s Outward Flag Football league coming this fall at Bear Creek Baptist Church. Three Brothers Will Serve as Missionaries Twins Eric and Aaron Heki, along with their younger brother Larry, are about to serve as missionaries in far-flung countries for The Church of Jesus Christ of Latter-day Saints. Eric will be sent to Durban, South Africa for two years. Aaron will be serving nearby in Johannesburg, South Africa. Larry will be serving in Helsinki, Finland. All will be starting in the Mission Training Center in Provo, Utah. Larry will arrive there late August, a couple of weeks before his brothers and will stay a few weeks longer for language training - although most of the Finnish language will come once he’s in the country speaking it full time. All three graduated from Langham Creek High School in 2011. All three played in the marching band there: Eric played trombone, Aaron played tuba and Larry played French horn. All three are Eagle Scouts, earning the BSA’s highest rank. Eric’s Eagle project was to build raised flower beds for Copperfield Estates independent senior living center. Aaron’s project was to put up a world map on the side of the building at Horne Elementary. Larry, who held his Eagle court of honor on July 4th, built two turtle platforms and reclaimed a lake at the Cy-Fair ISD Nature Trails.

Chicken-Spinach-Strawberry Salad 3/4 cup sugar 1 teaspoon salt 1 teaspoon dry mustard 1/3 cup red wine vinegar 1 teaspoon onion juice 1 cup vegetable oil 1 tablespoon poppy seeds (optional) 1 cup sliced almonds 6 cups torn fresh spinach 1 quart strawberries, sliced 3 kiwifruit, peeled and sliced 3 cups chopped cooked chicken Process first 5 ingredients in a blender until smooth, stopping once to scrape down sides. Pour mixture into a serving bowl and stir in poppy seeds, if desired. Chill. Bake almonds in a shallow pan at 350°, stirring occasionally, 5 to 10 minutes or until toasted. Place torn spinach on individual serving plates; top with sliced strawberries, kiwifruit, chicken and toasted almonds. Serve with dressing. Yield: 6 to 8 servings

1 cup thin cream Sugar (to taste)
Add cream slowly to orange juice, sweeten to taste and freeze. Freeze for 1 1/2 hours. Remove and stir with a whisk. Return to the freezer and stir about once every hour for about 4 hours. The more times you stir, the more air will be incorporated, resulting in a lighter finished product.
