WINDSONG COMMUNITY IMPROVEMENT ASSOCIATION 2012 ADJOURNED ANNUAL MEETING MINUTES June 12, 2012 The Windsong Community Improvement Association Adjourned Annual Meeting of Members was held on Tuesday, June 12, 2012, at the Windsong Community Center. CALL TO ORDER: Dennis Shook, President, called the meeting to order at 7:30 PM. INTRODUCTION OF DIRECTORS, OFFICERS & GUESTS: Dennis Shook introduced himself as President of the Association. Chad Vowell, 1st Vice President; Steve Zunker, 2nd Vice President and Brenda McCullah, Secretary, introduced themselves. Director Shook advised that Johnny Luttrell, Treasurer, was unable to attend the meeting. Also introduced were Nancy Callaway and Cristi Cauthron of SCS Management Services, Inc. PURPOSE OF THE MEETING: Director Shook announced that on Thursday, May 3, 2012, the WCIA held its Annual Meeting to present the financial report and elect two (2) Board Members to

fill expiring three year terms. The required quorum of 10% or 114 was not met; therefore, it was necessary to hold this Adjourned Annual Meeting to finalize the election procedures. According to Article IV, Section 4 of the By-Laws, in order to conduct the election at this meeting, the Association must have one-half of all the votes of the members or 57 with voting privileges that were present or represented by proxy at the Annual Meeting.

NOMINATIONS AND ELECTION OF DIRECTORS: Director Shook explained that there are two (2) Board Member positions available for three-year terms. He advised that the terms of Steve Zunker and Chad Vowell have expired. Steve Zunker and Chad Vowell, incumbents, have agreed to place their names on the ballot for the election. A motion was made by Brenda McCullah and seconded by Dennis Shook to nominate Steve Zunker and Chad Vowell as candidates for the election. All were in favor. Nominations were opened from the floor. There were no nominations from the floor. A motion was made by Brenda McCullah and seconded by Dennis Shook to close the nominations. All were in favor. The election was conducted. Nancy Callaway asked that each homeowner complete their ballot for the election. The ballots were tallied. Director Shook announced that Steve Zunker and Chad Vowell were elected to the Board.

june Minute Briefs CALL TO ORDER: The June meeting of the Board of Directors of the Windsong CIA was held on June 28, 2012. Present were Board Members: Dennis Shook, Chad Vowell, Steve Zunker, Brenda McCullah and Johnny Luttrell. Also present were Nancy Callaway and Cristi Cauthron, SCS Management Services, Inc. EXECUTIVE SESSION • Director Shook called the meeting to order at 7:06 PM. Quorum was established. EXECUTIVE SESSION SUMMARY: During executive session the Board held a hearing regarding deed restriction violations and agreed to pursue further action regarding several violations at this time. A second hearing was held regarding a dispute of an unpaid collection balance and the Board agreed to waive ½ of the amount due to extenuating circumstances. The Board also reviewed correspondence regarding solicitation in the community and agreed to post “No Soliciting” signs at all entrances. Five properties on the June Board Referral List were approved for attorney deed restriction demand letters; one property was approved for a deed restriction lawsuit. Eleven properties on the Mow List were referred to FN Landscape for force mowing. REGULAR SESSION • Director Shook called the Regular Session of the Board Meeting to order at 8:11 PM. MINUTES: The Board approved the minutes of the Board of Directors Meeting held on May 24 2012.

COMMITTEE REPORTS: CLUBHOUSE • There was no written report available. The Board reviewed email communications from Rhea Burton, Clubhouse Manager. The Board requested MCS to move the old clubhouse couch and loveseat to the curb for pick up and repair the closure on the men’s restroom door. Director Shook advised that he has checked the clubhouse refrigerator and it is not cooling. The Board approved the purchase of a replacement for the clubhouse refrigerator at a ceiling of $1,200. Director Vowell agreed to coordinate. COMMUNITY EVENTS • There was no written report available. GROUNDS & PARKS • Director Zunker reported fallen tree limbs from the storm this week need to be removed from the common areas. SCS was requested to contact FN Landscape to insure compliance. MUD #183/SHERIFF • The activity reports for the month of May 2012 were presented in written form for the Board’s review. POOL • Cristi Cauthron, Service Manager, reported that Houston Recreation has a part on order for the tower clock and the shower tower edging has been added. Director Zunker agreed to inspect the shower tower. YARD OF THE MONTH • The June winners are Walter and Roberta Wily at 18042 Brooknoll Drive. An article will be published in the Windsong Whistler. MANAGEMENT AND FINANCIAL REPORTS • Nancy Callaway, Association Manager, presented the Management and Financial Reports for review and consideration of the Board. • The CAMI Report dated June 8, 2012 was presented in written form and reviewed by the Board. The Board authorized MSC to replace the light fixture for the Garden Manor monument on the exit side.

OLD BUSINESS: ACTION ITEM LIST • The Board addressed the disposition of the Action Item List. Additional action is as follows: Electrical Windsong Trails Recreation Area - SCS was requested to contact Greater Southwest Lighting to troubleshoot the electrical issues for the parking lot and playground lights. The Board approve a ceiling of $1,000 for the project. BY-LAWS AMENDMENT • The Fifth Amendment of the By-Laws proposed by the Board was addressed with the full Board present. The purpose of this amendment is to allow for declining quorum at the Annual Meeting to avoid having to pay additional costs to hold an Adjourned Annual Meeting in the future. The Board adopted the Fifth Amendment of the By-Laws as presented. NEW BUSINESS: • Royal Disposal Correspondence - The Board reviewed correspondence from Royal Disposal regarding a price increase of $2.12 per house per quarter due to increases in the environmental disposal fee from 2.8% to 8.8% effective July 1, 2012. • ACE Group Correspondence - The Board reviewed a list of risk control service activity from the association’s insurance carrier. SCS was requested to have Kraftsman Playground submit a bid for the necessary repairs/replacement of playground equipment items. • Resolution - The Board reviewed and approved a Resolution regarding an Open Board Meeting Rules Policy. ADJOURNMENT: The meeting adjourned at 9:00 PM.

MESSAGE FROM ROYAL DISPOSAL Royal Disposal and Recycle is pleased to be your residential garbage collection company and will strive to provide you with the best collection services possible. We wanted to share a few important points with you about the service we are providing. 1. Garbage collection days are Tuesday and Friday between 7:00 AM and 5:00 PM. 2. Please place your garbage at the curb and we will take care of it from there. 3. If you have any yard waste for disposal, place it in plastic bags and leave the bags at the curb for collection. Both tree branches and shrub trimmings must be less than 3 inches in diameter. All branches and trimmings must be cut to lengths no longer than 4 feet, securely tied in bundles and not weigh more than 40 lbs. per each bundle. A combined maximum of 8 bags or bundles will be picked up per pickup day. 4. Bulk items and white items. Must be placed at the curb on the second collection day of the week. Royal will pick up one bulk item per home per week. Only acceptable items will be picked up at no additional charge. If Royal does not pick up an item, we will leave a tag attached to that item explaining why it was not removed and instructions to call the phone number on the tag to arrange for an alternate means of removal. 5. If you have an “Excluded Item” and want Royal to pick it up, call us and we will provide you with a quote to dispose of that item. The cost to pick up and dispose of a specific item will depend upon the size, amount of labor, handling and dump expenses. Royal will advise the homeowner of the cost before removing the item and bill the homeowner separately for providing the service.

6. EXCLUDED ITEMS. Things we cannot take to landfills include acids, car batteries, car parts, car tires, chemicals, construction garbage (concrete rubble, large quantities or rolls of carpeting, fencing, construction/demolition material and debris), dirt, automatic garage door openers, hazardous, toxic or radioactive waste, large pieces of glass (this must be broken into smaller pieces and placed in cardboard box weighing less than 40 pounds), gravel, human or animal fecal waste (must be securely contained in plastic bag or closed boxes so Royals employees do not come into direct contact with the fecal substances while loading into truck), large sofas and sleepers and furniture with metal frames, metal items, paint, petroleum products or filters, refrigerators (if Freon is not removed and refrigerator tagged), rocks, sand. Excluded items will be tagged. Homeowner may call Customer Service at 713-526-1536 and arrange for items to be picked up separately for a negotiated price. If lines are busy, please leave us a message and your call will be returned in the order in which it was received. 7. We observe six holidays per year: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. 8. Pick up days vs. Holidays. If your garbage pickup day should happen to fall on a holiday, your garbage will not be picked up on that day. However, we will pick it up on your next regular scheduled pickup day following the observed holiday. If the holiday does not fall on your regular garbage pickup day, you will be picked up on your scheduled day. On some holidays garbage will be picked up subject to landfills being open. Royal Disposal will provide notice via email to the property management company of any changes in holiday collection schedules.

By now you would have seen an increase in your individual quarterly garbage service bill. Effective July 1, 2012, the net effect for increases to all residents is $2.14 per house per quarter. This represents an increase in the environment disposal fee from 2.8% to 8.8%. Royal Disposal implemented the increase to their customers which will be reduced when their environment disposal fee costs decrease. Please be aware that the increase is due only to the environmental disposal fee and not fuel at this time.

YARD/LANDSCAPE MAINTENANCE VIOLATIONS
Because of the drought, the Board of Directors of WCIA has afforded all residents the opportunity to maintain their yards and landscaping before starting to cite again this year for violations. Little by little most residents have worked diligently to bring their properties back up to the standards of the WCIA by complying with the deed restrictions. Your efforts are appreciated by all. During the month of May, SCS was requested by the Board to begin again to send deed restriction violation letters to residents who have not complied with fertilizing to revitalize the lawn, re-sodding the lawn, trimming trees and shrubs; removing tree stumps and/or removing dead trees and shrubs.
TRASH CANS IN VIEW OF THE STREET
WCIA and SCS receives resident complaints periodically regarding trash cans stored in front of garage doors, in driveways and/or at the side of the house. We ask that you remember to put your trashcans away out of street view when it is not trash pick-up day. SCS does cite for this violation of the deed restrictions and residents do comply. Sometimes residents will comply and then again become complacent and store trashcans in street view. This means that a violation would be cleared and then cited again numerous times. The Board has requested that SCS take this violation through all phases of enforcement; First Notice, Second Notice, Notice of Non-

Practice with your younger child how to safely wait for and board the school bus. Go over bicycling procedures if they are riding a bike to school. Riding the School Bus
• Have a safe place to wait for your bus, away from traffic and the street. • Stay away from the bus until it comes to a complete stop and the driver signals you to enter. • When being dropped off, exit the bus and walk ten giant steps away from the bus. Keep a safe distance between you and the bus. Also, remember that the bus driver can see you best when you are back away from the bus. • Use the handrail to enter and exit the bus. • Stay away from the bus until the driver gives his/her signal that it’s okay to approach. • Be aware of the street traffic around you. Drivers are required to follow certain rules of the road concerning school buses, however, not all do. Protect yourself and watch out!

FLAGS AND FLAPOLES ARCHITECTURAL GUIDELINES FLAGS: This policy is only for the display of the flag of the United States of America; the flag of the State of Texas; and an official or replica flag of any branch of the United States Armed Forces on any property. No disrespect should be shown to the flag of the United States of America. Flags shall be no larger than 3 feet by 5 feet. FLAGPOLES: No more than one building or pole-mounted flagpole not to exceed 20 feet in height will be permitted on any property. Any flagpole attached to a dwelling or a freestanding flagpole must be constructed of permanent, long-lasting materials, with a finish appropriate to the materials used in the construction of the flagpole and harmonious with the dwelling. The display of a flag or the location and construction of the supporting flagpole, shall comply with applicable zoning ordinances, easements and setbacks of record. Flagpoles should be located so as to minimize their impact on neighboring properties. When locating freestanding flagpoles, the size of the property, relationship to adjacent residences, the size of the flag, the height, color and material of the pole shall be considered. BASKETBALL GOALS ARCHITECTURAL GUIDELINES Please be aware that if you have a basketball goal in street view it must be maintained at all times. Basketball goals are permitted subject to the prior approval of the ACC and the following: * A net shall be maintained on the rim at all times. The net shall be replaced in the event that it becomes frayed or torn. * A rim shall be affixed to the backboard at all times. The rim shall be repaired or, if necessary, replaced in the event that it becomes broken or bent. * The backboard shall be repainted, repaired or replaced in the event that the surface of the backboard becomes chipped or cracked or the backboard becomes warped or unaligned. The backboard shall also be kept clean of mildew or mold. * Basketball goals that are visible from the street shall be attached to the front of the garage or freestanding. * In no event shall a basketball goal be placed at any curb either temporarily or permanently. * The pole and all mounting supports must be maintained in an attractive condition. The pole shall be removed if the basketball goal is no longer functional.
CONTRACT DEPUTY PATROL The Harris County Municipal Utility District #183 has a contract through Harris County for one Deputy from the Sheriff’s Department to patrol the District. The MUD has also hired five part-time off duty police officers to patrol the District as needed. Their jobs are to watch out for suspicious persons and/or activities and report any incidents to the Sheriff’s Department for further action. The Deputy Sheriff and the part-time off duty police officers patrol the Windsong and Windsong Place communities as well as any commercial properties within the District.

TRASH SERVICE INFORMATION
Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. A letter regarding this service was mailed to all residents in January and articles were published for the first few months of 2011 in the “Windsong Whistler.” Information is also published on a monthly basis on the inside back cover. If your trash is currently not being picked up, please call Royal Disposal to start service at 713-526-1536.

We would like to address one of the items that the Windsong Community Improvement Association gets the most complaints about. We receive many complaints from homeowners about vehicles parked on the street blocking the flow of traffic. The reason for that is because the roads were not designed with a parking lane. There is not enough width to allow for a parking lane. More seriously, when an emergency vehicle is unable to obtain egress and ingress to a street, precious minutes are lost that could mean loss of life/and or property. The problem becomes intolerable in cul-de-sacs where emergency vehicles or others cannot turn around due to vehicles parking inappropriately and not parallel to the curb. The neighbors of these improperly parked vehicles are inconvenienced when they have to go out of their way to get around them. Be aware that Law Enforcement can and will ticket vehicles parked too far from the curb, parked the wrong way on the street, parked facing in on a cul-de-sac instead of parallel to the curb or parking too close to a fire hydrant or a traffic sign. Everyone can “look the other way” and tolerate a vehicle parked temporarily for a visitor. We are referring to vehicles parked overnight, day after day. Please try to think of others and be a good neighbor. Don’t block your neighbor’s ability to enter and exit his driveway safely or block his/or her mailbox. We know that the homes in Windsong have two car garages. If you have multiple vehicles, please try to park them in the driveway and/or the garage overnight and whenever possible. Most will be taken by the pound or shelter and those are overflowing with pets. They cannot help but have to euthanize some. You, as a responsible pet owner can be of great help by having your cat or dog spayed or neutered and not worry about finding homes for the offspring. You will have a healthier and happy pet. Another and very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. The tournament kicks off with registration at 9:30 AM. During that time, participants can also take part in a putting contest and fuel up with a provided lunch. Golf gets underway at 11:30 AM with a scramble-shotgun start. An awards dinner and raffle will start at 5 PM. In addition to the sponsorships, the public is invited to purchase $10 raffle tickets for some great prizes. Raffle tickets will be available at the chamber office and at member businesses throughout the Cy-Fair area. You need not be present to win. A wide variety of sponsorship opportunities ranging from $500 to $7,500 are still available. Non-golfers are also welcome at the dinner and raffle. The cost is $25.
