Parking in the Street

Take a look at the curb just outside your home, is yours clean, pleasing to look at? Or is it cracked and missing a piece or two? Also, look at the curbs in your immediate neighborhood. Look around and see if we need to get those broken curbs fixed.

When a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time.

We all appreciate seeing a clean appearance to Cinco Ranch, especially with trimmed bushes, new flowers planted and healthy trees, however, look down at the curbs. With the combination of age and weather, our streets and sidewalks move. While we have definitely noticed the dead trees from the 2011 drought, we need to look down to make sure our curbs look as good as the day we moved into our home.

While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street.

In our monthly newsletter, The Cinco Spirit, there is a standing section titled “Who Do I Call.” Within that section there is a broken curb phone number. The number for Fort Bend County is 800-690-7623 and for Harris County the number is 281-463-8703. Take note that the Association maintains the gated communities, but the Counties maintain the curbs on the streets and cul de sac areas. There is a website for Fort Bend County that you report these matters as well: https://www.co.fort-bend.tx.us/roadmaintenanceform.asp. Remember, the curbs do a lot more for our appearance than just move water down the street. Take 10 minutes to note the intersection or home location that might need a curb repair, then call the County to have this put on the list of needed repairs. To assist the Emergency Services in their endeavors and help eliminate road congestion, we ask that Residents refrain from parking in the street. Your assistance in this matter would be greatly appreciated.

Help Keep Our Lights On

Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office. To report the outage yourself you will either fill out the form available at: www.centerpointenergy.com/outage or you can call the information into Centerpoint Energy at 713-207-2222. Cinco and Cinco Southwest Shared Use Agreement

Cinco has 9 pools available during the swim season. Starting in April, the Greenway Village pool will open. This pool stays open through the end of October. Cinco Southwest has two pools - The Lake House Pool and the Rosewood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities.

Are You Receiving the Association Emails?

CincoRanchLife.org If you are not signed up for the community website, you are not receiving the e-blasts from the Association. E-blasts can consist of Association News and Announcements, Cinco Ranch Events, Local Area Happenings, Cinco Ranch Area Public Service Announcements, Severe Weather Alerts and much more. E-blasts can contain current information, which is a benefit to the Association when immediate notices need to be sent to Residents. The Cinco Ranch Communication Committee under the direction of the CRPA Board of Directors has been working on better forms of communication for the Cinco Ranch Residents. The website offers the online experience of receiving news and information from your Association. Residents have a 24/7 connection to the Association Information and documentation. Legal Documents of all three Cinco Ranch Associations are available online. There is also local contact information that is area specific to Cinco Ranch. There are some online forms that will help you expedite your communication with the management company. Another feature that can be utilized is the online classified ad section. This is a free service and allows Resident the chance to list their treasures for sale. Several features have been built into the site to help our Residents.

Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane.

The website offers a benefit to all as you can view much of the needed information while not logged in. Below is a list of information and services available.

PET LEASH LAWS IN THE CINCO RANCH AREA Harris County - LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.”

Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. If you see any curbs needing repair around the islands in the Cul de Sac or along the boulevards, please call and report these, too. If you live in a gated section, the streets and curbs are maintained by the association with funds from the separate assessment billed annually. On a related note, the driveway “apron” is the responsibility of the individual property owner, no matter who maintains your street. Also, the sidewalks adjoining residential lots are the responsibility of the owner. Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. If you are going on vacation, a business trip or just going away for the weekend, please put your house on a vacation watch list. It only takes a few minutes to inform local police that you are away from home. Take measures to secure your home and cars. Let your neighbors know that you will be away and when you plan to return. Inform neighbors and law enforcement if you plan on having maintenance services stop by while you are on vacation. It is advised that you have newspapers stopped, mail held and any advertisement left on your property picked up by someone. Keeping lawn mowed for a normal appearance to the property will look as if there is active occupancy. Taking preventative steps may deter vandals or thieves from entering your home. GARDEN TIPS FOR SEPTEMBER

Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. Follow up with a dose of fertilizer the first week of September. • Plants come out of summer rest and go crazy. Insect populations explode as we get into cooler temperatures. Diseases that have been dormant wake up. - Citrus, croton, avocado and mango are susceptible to spider mites and thrips. Discourage them with a strong jet of water from a hose directed to the undersides of the leaves. - Hibiscus, citrus, palms, gardenia and ixora are susceptible to scale and mealybug. • Winter vegetable gardens and perennials get planted. • Wait until November to plant petunias and pansies. • Fire ants baits should be put out in September-October to lessen the number of eggs that make it to Spring. • St. Augustine grass gets its fall fertilizer during September. Continue to mow at maximum height. You want to leave a lot of leaf surface to produce carbohydrate reserves for the winter. • Keep an eye out for sod webworms. First sign of them is grass that appears to stop growing. You need to get them early for biological controls to work. When the caterpillars are only 1/4 inch, Bacillus thuringiensis applications can slow them. Bt is a bacteria that works on the caterpillars’ digestive systems and makes them stop feeding. Do the application late in the day. The larvae feed at night and you want them to get nice fresh Bt. • When the heat and drought end, the weather could bring brown patch disease in the St. Augustine grass. Watch for yellowish spots if the nights drop into the 60’s and days stay in the 80’s. • Get any pruning of hedges and such done now. You want the flush of new growth to be hardened-off before the end of October. Tree pruning should be put off until winter, when the trees are dormant. • Pre-emerge herbicide applications targeting annual bluegrass and the earlier-germinating winter broadleaf weeds needed to be put out starting in mid-August.

2012-2013 CRITERIA FOR FREE AND REDUCED PRICE MEALS

Katy Independent School District announced its policy for providing free and reduced price meals for children eligible under the federal income guidelines for the National School Lunch and School Breakfast Program. Go to www. squaremeals.com to view a copy of the policy.

A Free and Reduced meal application form and an information letter will also be distributed in the student’s first day packet. A paper application will not need to be completed if you submitted the 2012 - 2013 application online. If your child was on the program at the end of the previous school year, they are eligible for the same benefit for the first 30 operating days of the new school year or until a new application is processed. A new application is required each school year. The Nutrition and Food Service Department is located at 5364 Franz Rd, Katy, TX 77493. Staff is available Monday - Friday, 8 AM - 2:30 PM to assist parents in completing the application. Bring the names of all members of the households and their Gross Monthly Income. For any questions, call the Katy ISD Nutrition Department office at 281-396-6240. Applications are available online, at any district school and at the food service office. Applications may be submitted any time during the school year, which started on August 15, 2012. The information households provide on the application will be used for the purpose of determining meal eligibility. Application information may be verified by school officials at any time during the school year.

Children living in households whose income are at or below the federally approved levels, based on household size, may be eligible for free or reduced price meals. Transfer students approved for the program from another school district may either complete a Katy ISD application or provide documentation of their eligibility status. Foster children who are the legal responsibility of a welfare agency or court may also be eligible for benefits regardless of the income of the household with whom they reside.   The Nutrition and Food Service Department encourages parents in all eligible households to complete an online application prior to the start of school. In multiple matches, the team also completed a rare “Triple Balance” of three robots on a tipping bridge, highlighting CRyptonite’s robot design, along with their Student Drive Team’s strategy and skills. “With a superior performance, we made a tremendous impression on the other teams, particularly as a first-time competitor at the IRI,” said Mike Outlaw, Robotics Booster Club President and Build Mentor. “And based on solid performances all year long, culminating with the IRI, we’ve cemented Team 624’s reputation as a worldwide top contender. FFPS offers children a fun and fair experience, including one practice per week, a full uniform and trophy for every player, equal playing time, opportunities to play every position, co-ed/balanced teams, positive coaching and more. Katy Rebels Girls Basketball Association

The 8th Grade Katy Rebels-D’Addieco Team took 1st place in the June 30July 1, 2012 Primetime tournament in Humble, TX. The team went 4-0 to win the tournament in convincing fashion. The zone defense continued to frustrate opponents and the extra effort to complete every hustle play led to opportunities that made the difference in the games. Their continued commitment to defense allowed them to control the pace of the games and deflate opponents early, resulting in large margins of victory against quality teams. CrossPoint Community Church is hosting it’s first 5K event!

GO 5K A Different Way and The Outdoor Market, organized by the CrossPoint’s Community Impact Team, will be held at CrossPoint Westgreen, located at 700 S. Westgreen Blvd, Katy TX 77450 on November 17, 2012. CrossPoint Westgreen will utilize their property, as well as the adjacent Mason Creek running trails and Rick Rice Park to make up the 3.1 mile route for the race. The route will also include a series of obstacles & “outreach” tasks, which include gathering care package items and stowing them in a cinched bag that each of the 500 participants will carry throughout the journey. The completed care package bags will be delivered to persons in need throughout the community as part of the CrossPoint Community Impact “Project Feed the Need.” Participant registration begins Sept. 9th continuing thru a firm deadline of Oct. 28th. Following the race is The Outdoor Market, a second annual event that features vendors, craftsmen, household items, children’s activities and concessions. Congregation Or Ami - Great Comedy Night - Ross Bennett

As comedian Allan Sherman once said, “you don’t have to be Jewish”…… to perform comedy at Congregation Or Ami, West Houston’s only conservative Synagogue, but you do have to be funny. On Saturday, October 13th, nationally renowned comedian Ross Bennett, will perform his unique brand of very funny stand-up comedy at the Synagogue, in an authentic comedy club setting, at 8:30 PM. Bennett, a one time West Point Cadet who left the Academy to become a Comedian (“probably the greatest service I will ever do for my country”), has been performing comedy for over 30 years. Pregnancy Help Center of West Houston FundRaising Event Baby Bottle Blessings

Pregnancy Help Center of West Houston is excited to announce that 27 local churches participated in this year’s Baby Bottle Blessings event. The event ran from Mother’s Day thru Father’s Day. Local residents picked up 2,864 Baby Bottles at their home church and filled the bottles with change, bills and checks during the month long event. This event spotlights the extensive resources that Pregnancy Help Center provides to residents of 3 counties who are faced with circumstances surrounding a present, potential or former pregnancy. Pregnancy Test, Peer Counseling, classes for Moms and Dads, as well as, limited ultrasound and help with maternity clothing and baby items are just some of the services that the Center provides to their clients. SUNSHINE KIDS FALL FEST AT THE RIVER

The Sunshine Kids are a non-profit organization dedicated to children with cancer. The children have the opportunity to go on vacations with other childhood cancer patients. It gives them the opportunity to share with others in their same situation and gives them a break in their treatment. The Gary Greene Champions office has an annual fundraiser in the northwest part of Houston. This year, it will be at the Red River Saloon on 249 (23238) just north of Spring Cypress on Wednesday, October 3rd from 5-9 PM, with food served at 7 PM. The location, as well as the Bar-B-Q dinner, is generously donated so 100 percent of the proceeds can go to the Kids. There will be a silent auction, food, music and fun. DECIBELLES (A Barbershop Chorus)

We are a ladies daytime chorus with approximately 30 members. We have been performing in the Houston area for over 30 years. We sing old favorites and contemporary tunes arranged in the barbershop style. The four parts creating the barbershop sound are Tenor, Lead, Baritone and Bass. We rehearse Friday mornings from 10:30 am to 12:30 pm at the Treemont Retirement Center located at 2501 Westerland, off Westheimer and Gessner. Kimberly Akimbo, By David Lindsay-Abaire, Directed by Ron Jones, November 29-December 15, 2012, STUDIO 101 (1824 Spring Street, Houston 77007). Kimberly Akimbo is a play written in 2000 by Pulitzer prize-winning playwright David Lindsay-Abaire. Its title character is a lonely teenage girl suffering from a disease a lot like progeria, that causes her to age 4 and a half times as fast as normal. Thus, Kimberly is trapped inside the frail physical body of an elderly woman. She meets another misfit (a teenage boy) and the two form an attachment to one another that borders on attraction. The situation is not helped by Kimberly’s rapidly deteriorating health. Soon Kimberly’s family gets mixed up in some crazy money schemes and the family gets emotionally destroyed.

• Book Discussion Clubs - The Library hosts two book clubs that meet monthly. The Evening Book Club normally meets on the first Monday of the month at 7 PM. Due to the Labor Day Holiday, the Evening Book Club will meet on the second Monday of the month, September 10th. The Afternoon Book Club meets on the second Thursday of the month at 1 PM. If you are interested in joining either discussion group, extra copies of the books are available at the library. Texas Wildlife Rehabilitation Coalition, Inc. is a non-profit organization, which serves as an emergency care and rehabilitation facility for orphaned, ill, and injured native Texas wildlife. Volunteers are welcome in the areas of assisting in the daily functions of the center, assisting with public education programs, and wildlife rehabilitation. The only time our clients say they feel free is when they’re riding a horse in a brisk walk around the arena or driving a carriage through the wooded pastures or feel the nudge of a horse’s muzzle at their shoulder saying, “I’m glad to see you, my friend.” Nothing else can compare with therapy on horseback. Equine-assisted activities improve physical balance and coordination, mental acuity, emotional stability and social interactions. At SIRE, we see miracles on horseback happen every day. The work of our dedicated volunteers helps guarantee that children and adults with disabilities in the Greater Houston Area will have the programs they need to live longer, healthier, more productive lives. In addition to their weekly work in the arena, many of our volunteers donate their time and talents at fund-raising events such as our annual Ride-A-Thon and the yearly Trailblazers Luncheon. Volunteers are on hand during the NARHA on-site certification and annual SIRE Show-Off and volunteers are vital to our Clients’ successes at the Top Hands Horse Show, during the Houston Rodeo and competition at the regional and state Special Olympics.
