NATIONAL NIGHT OUT TUESDAY, OCTOBER 2, 2012
The state of Texas celebrates National Night Out on Tuesday, October 2, 2012. This day is set aside where residents come out to meet each other. Therefore, Raintree Village HOA will host a Night Out for our community on this day at the pocket park located at the corner of Westgreen & Linden Tree Drive. This event is an opportunity for residents to engage with local law enforcement and fire department regarding the collaborative efforts necessary to improve or maintain a safe community. This event will also allow parents the opportunity to compile a Child ID Kit, which includes fingerprints, DNA sample and picture for your children administered by local law enforcement. So you are encouraged to attend this event to meet your fellow neighbors, hear helpful tips regarding safeguarding our homes as well as meet our some of our contract deputies. Look for banners and community signs reminding you of this event, which includes free food and drinks.

As a fellow resident, you’ll have access to critical information regarding the HOA budget and annual meeting minutes. HONORING OUR MILITARY
I’m sure we have active and retired military either living in our community or some of you may have family members in active service. In preparation of our July issue (Fourth of July) as well as November issue (Recognition of Veterans Day); those two issues will acknowledge the sacrifice of such individuals in their service for our country. GARAGE SALES
Numerous complaints have been received regarding residents having multiple garage sales in a month. Garage sales are meant to be held twice a year at any one property. Having more than two yard sales a year constitutes running a business. Furthermore, a state tax permit is required and state sales tax must be charged. Due to traffic problems some residents are causing, the HOA will report residents to the Texas State Comptroller’s Office that fail to compliance with state law. In addition, you MUST retrieve all signs advertising your garage sale. If you know of any offenders, contact KPM Management Office at 281-685-3090.
SPOTLIGHTING OUR YOUTH
In the July 2012 issue, we congratulated Kaitlin Jones on her accomplishments as a six grader at Morton Ranch Junior High. Another school year is about to commence. RESIDENTIAL ADDRESS
A number of our residential homes need to ensure the address clearly visible and not obstructed by plants or other items. If you or someone in your home requires emergency attention, the lack of a visible address may result in delayed assistance. Reflective numbering on the curb nearest the driveway is considered the most effective. Many of the newer homes have the address located on the homes under an external light. If this is the case, it’s critical to ensure the address is not obstructed by plants.
TRASH PICKUP SERVICES
Royal Waste Management encourages residents to call in complaints regarding trash pickup. The crews are participating in a competition whereby the best crew receives a cash bonus at yearend. All complaints are taken seriously and posted internally for all crews to view. Additionally, the crew suffers deductions for each complaint. Let’s be mindful that as residents, we must do our part by placing waste in trash bags. If you can’t lift the bag or trash receptacle it’s too full. You should consider breaking up your trash into more bags. We encourage you to remove all trash receptacles from curbside before you retire in the evenings. Additionally, the crew cannot pickup paint and other hazardous materials. You must take such items either to a Harris County or City of Houston hazardous waste dumpsite.
VOLUNTEERS NEEDED!
Last year, the HOA sponsored several community events whereby neighbors can come out get to know each other and have fun. This year, the same events have been budgeted but to ensure even greater success we need the assistance of volunteers. Additionally, we have standing committees, which require an ongoing commitment of service. Volunteers are needed for the following: Pool Committee (organizes Official Pool Opening Party) Crime Watch Committee (organizes National Night Out) Newsletter Yard of the Month Community Block Parties (Back-2-School, Halloween & Santa at Raintree Village) Again, volunteering is an opportunity to make Raintree Village a better community for all the residents. TEXAS PARKING LAW
We have received numerous complaints regarding vehicles, trailers and other items parked on the streets. As neighbors we must adhere to state law as follows: • Vehicles parked on street must show valid current registration & inspection • 30 feet from stop sign • 20 feet from cross walk • 18” from curb – parallel to curb, turned toward curb, car locked • WITH the traffic direction • No more than 48 hours on a public street – sticker after 48 hours/ tow after additional 48 hours • No parking on the sidewalks (except where sidewalk crosses driveway) • 15 feet from fire hydrant • Cannot obstruct another’s driveway Let’s be mindful to not park in front of a fellow neighbor’s home and mailbox. If you own a boat, trailer and other vehicles our streets should not be treated as an extension of your driveway. We encourage you to not keep such vehicles parked on our public streets for extended periods. Some residential streets become more like an obstacle course and creating blind spots while driving through the neighborhood. More importantly, parking on some residential streets can make it more difficult for emergency vehicles to service our area.
HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

THE STANDING RULES FOR RAINTREE VILLAGE HOA BOARD MEETINGS
The Board of Directors feels it serves you best when the Board meetings are conducted in an orderly manner. The HOA Board Meetings are held to conduct Association business. Your cooperation in this regard is requested. Parliamentary Procedure is followed at this Meeting. There are two sessions at the HOA Board Meetings, an open session when members may be present and an executive session when no members are permitted. Board Meeting will begin with the open session at 7:00 PM until 7:15 PM when that time slot has been filled, members must wait until the next month’s meeting to be placed on the agenda. Your opinion is important to the Board of Directors. The Board desires to hear from Members who have information concerning the Association. During the portion of the Meeting in which the Chair accepts questions or comments from the floor, please proceed in the following manner. 1. If you wish to address the Board, please contact the Board at least 10 days prior to Meeting to be added to the agenda. You also have to state the topic to be discussed and stay on that topic only. 2. Any Member wishing to address the Board shall speak no more than two (2) minutes. 3. No Member may speak more than once on the subject and no more than two (2) minutes, until all Members who wish to speak have done so. 4. Members of the audience shall not be permitted to interrupt nor question any speaker. 5. After the speaker has finished addressing the Board, the Meeting Chairperson will recognize the next Member to speak. 6. Members in attendance are not permitted to engage in private discussions during the open session and must remain quite or leave the meeting room. 7. Violations of these Standing Rules will not be tolerated. Violators may be requested to leave the Meeting.

We want all of our streetlights to work. A lighted area is a safer area. If a streetlight is out in your area, please go to www.centerpointenergy. com and report it. Once on the website, click on “electricity” then” residential.” On the left side, you should click on “report a streetlight outage” to enter the required information. Each light pole should have a number on it. When reporting the out or malfunctioning light, give them the pole number, closest street address, contact information, an email address and the number of street lights you would like to report.

2012-2013 CRITERIA FOR FREE & REDUCED PRICE MEALS
Katy Independent School District announced its policy for providing free and reduced price meals for children eligible under the federal income guidelines for the National School Lunch and School Breakfast Program. Go to www.squaremeals.com to view a copy of the policy. Children living in households whose income are at or below the federally approved levels, based on household size, may be eligible for free or reduced price meals. Transfer students approved for the program from another school district may either complete a Katy ISD application or provide documentation of their eligibility status. Foster children who are the legal responsibility of a welfare agency or court may also be eligible for benefits regardless of the income of the household with whom they reside. The Nutrition and Food Service Department encourages parents in all eligible households to complete an online application prior to the start of school. Visit the district website (www.katyisd.org) for the online application. A Free and Reduced meal application form and an information letter will also be distributed in the student’s first day packet. A paper application will not need to be completed if you submitted the 2012 2013 application online. If your child was on the program at the end of the previous school year, they are eligible for the same benefit for the first 30 operating days of the new school year or until a new application is processed. A new application is required each school year. The Nutrition and Food Service Department is located at 5364 Franz Rd, Katy, TX 77493. Staff is available Monday - Friday, 8 AM - 2:30 PM to assist parents in completing the application. Bring the names of all members of the households and their Gross Monthly Income. For any questions, call the Katy ISD Nutrition Department office at 281-396-6240. Applications are available online, at any district school and at the food service office. Applications may be submitted any time during the school year, which started on August 15, 2012. The information households provide on the application will be used for the purpose of determining meal eligibility. Application information may be verified by school officials at any time during the school year.

The 8th Grade Katy Rebels-D’Addieco Team took 1st place in the June 30-July 1, 2012 Primetime tournament in Humble, TX. The team went 4-0 to win the tournament in convincing fashion. The zone defense continued to frustrate opponents and the extra effort to complete every hustle play led to opportunities that made the difference in the games. She competed in a total of 7 Top Ten divisions, placing in each event with 3 Silver medals in Traditional Weapon, Extreme Form, Extreme weapon and a Bronze medal in Creative Weapon. At age 6, Mikayla earned her first Texas State Champion Title in Creative Form in 2010 (Division-Girls 8y/o and under). At age 7, Mikayla eventually earned 5 Texas State Champion Titles in Traditional Form, Traditional Weapon, Sparring, Creative Form and Creative Weapon in 2011 (Division-Girls 8y/o and under). Mikayla was promoted to the rank of 1st Degree Black Belt in June 2011 at age 7. Added to her 2012 World Championship achievements, Mikayla also earned 7 Texas State Champion Titles in Traditional Form, Traditional Weapon, Sparring, Creative Form, Creative Weapon, Extreme Form and Extreme Weapon 2012 - this being her 3rd consecutive year as a Texas State Champion in TaeKwonDo.
