The Glencairn Community Association Monthly Member meeting will be on the second Tuesday of the month (September 11, 2012). The meeting will commence at 7:30 PM at the Glencairn Civic Center.

COMMUNITY VOLUNTEERS Your Board of Directors are volunteers from your community that give up their time in an effort to make Glencairn a better place to live. More importantly, they strive to keep the property values up since your home is probably your single largest investment. We trust you will understand that board members do not mind discussing association issues with members. We respectfully request that homeowners do not approach board members away from board or member meetings to discuss personal deed restriction or collection matters. The individual board members cannot make a decision on an individual basis. It takes a majority vote of the Board to make a decision. That is why the Board meets on Mondays before the member meeting to discuss issues with members.

DISCOUNT FOR PAINT Sherwin Williams will give a ten per cent (10%) discount to residents of Glencairn. The Glencairn C.I.A., Inc. Board of Directors met with representatives of Sherwin Williams, located on Highway 6 a block before West Little York and provided them with the Association color chart. They will maintain this color chart for residents to use when selecting approved colors. This does not eliminate the submission of an ACC request form to paint your house. The ACC form must still be submitted to ACMP for approval by the ACC Committee. The discount will be for the purchase of paint, paint supplies and equipment. Sherwin Williams Duration paint line is excluded from this discount. Residents just need to inform the sales clerk that they reside in Glencairn. We sincerely appreciate this local business for taking an interest in Glencairn and we ask that you support them. However, you do not have to use Sherwin Williams paint. You may select your color at Sherwin Williams or by going to ACMP where the same color chart is located and take an approved sample color to any paint store you choose to have it matched. Again, the important thing is to submit an ACC form prior to painting. Your ACC Committee and Board of Directors do everything they can within the parameters of the governing documents, to work with all homeowners in a timely manner and on a one on one basis. Harris County Alarm Detail

In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. Should you have any questions, please contact the Harris County Sheriff’s Office Alarm Detail at 713-755-4600 M-F, 8 AM - 5 PM. If you would like any of our Alarm Detail personnel to attend one of your HOA meetings, we would be glad to attend and answer as many questions as possible.

Pet Hotline News Pet Tip: A very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. HOME/LOT IMPROVEMENT REQUIREMENTS If you are planning to paint, repair, improve or alter the exterior of your property (including landscaping), your residence/garage, or any other structure/improvement on your property, you must submit a Architectural Control Committee Application (Application) to the Association’s Architectural Control Committee (ACC) for review prior to starting your project. The ACC performs a unique and important function. Among other things, the ACC works to ensure that all proposed changes: (1) comply with the applicable restrictive covenants (i.e., deed restrictions); (2) are harmonious with the surrounding neighborhood; and (3) do not detract from property values. We encourage you to review the applicable restrictive covenants, including the Association’s Architectural Guidelines, before submitting your ACC Application. We also encourage you to plan ahead because the ACC has up to has up to thirty (30) days to approve or deny your Application once it is received by the Association. If your Application is denied by the ACC, you should resubmit your Application and make any changes necessary to your proposed project in order obtain ACC approval. You should not begin any exterior addition to or alteration on your property, or any exterior addition to or alteration of any structure/improvement on your property, until your project has been approved in writing by the ACC. PAINT REQUIREMENTS - The Association has color guidelines that have been set by the ACC and approved by the Association’s Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your residence/garage was previously painted with an unapproved color, the color of your residence/garage must be changed the next time it needs painting. If you paint your residence/garage with an unapproved color(s) without first receiving ACC approval, you will have to submit an Application for approval to repaint your residence/garage with an approved color(s). Please note that you must submit an Application and a color sample(s) EVEN IF YOU ARE PLANNING TO USE THE SAME COLOR(S) already on the residence/ garage. An ACC Application has been included in the packet. Should you have any questions, please, feel free to contact any staff member at ACMP, Inc. 2012-2013 CRITERIA FOR FREE AND REDUCED PRICE MEALS Katy Independent School District announced its policy for providing free and reduced price meals for children eligible under the federal income guidelines for the National School Lunch and School Breakfast Program. Go to www.squaremeals.com to view a copy of the policy. Children living in households whose income are at or below the federally approved levels, based on household size, may be eligible for free or reduced price meals. Transfer students approved for the program from another school district may either complete a Katy ISD application or provide documentation of their eligibility status. Foster children who are the legal responsibility of a welfare agency or court may also be eligible for benefits regardless of the income of the household with whom they reside. 
 The Nutrition and Food Service Department encourages parents in all eligible households to complete an online application prior to the start of school. Visit the district website (www.katyisd.org) for the online application.

A Free and Reduced meal application form and an information letter will also be distributed in the student’s first day packet. A paper application will not need to be completed if you submitted the 2012 - 2013 application online. If your child was on the program at the end of the previous school year, they are eligible for the same benefit for the first 30 operating days of the new school year or until a new application is processed. A new application is required each school year. The Nutrition and Food Service Department is located at 5364 Franz Rd, Katy, TX 77493. Staff is available Monday - Friday, 8 AM 2:30 PM to assist parents in completing the application. Bring the names of all members of the households and their Gross Monthly Income. For any questions, call the Katy ISD Nutrition Department office at 281-396-6240. Applications are available online, at any district school and at the food service office. Applications may be submitted any time during the school year, which started on August 15, 2012. The information households provide on the application will be used for the purpose of determining meal eligibility. Application information may be verified by school officials at any time during the school year.

ECI PROJECT TYKE ECI Project TYKE is a year round Early Childhood Intervention program (ECI) in the Katy Independent School District that specializes in working with children who need extra help. The program provides developmental services to children who may need assistance in attaining developmental milestones or who may have a disability. Services are provided to children from birth to three where they live, learn or play. ECI Project TYKE develops a supportive partnership with families by providing educational and emotional supports, which enriches the daily routines and relationships that will enable their child to reach his or her maximum potential.

SUNSHINE KIDS FALL FEST AT THE RIVER

The Sunshine Kids is a non-profit organization dedicated to children with cancer. The children have the opportunity to go on vacations with other childhood cancer patients. It gives them the opportunity to share with others in their same situation and gives them a break in their treatment. The Gary Greene Champions office has an annual fundraiser in the northwest part of Houston. This year, it will be at the Red River Saloon on 249 (23238) just north of Spring Cypress on Wednesday, October 3rd from 5-9 PM, with food served at 7 PM. The location, as well as the Bar B Q dinner, is generously donated so 100 percent of the proceeds can go to the Kids. There will be a silent auction, food, music and fun. GARDEN TIPS FOR SEPTEMBER

Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. Follow up with a dose of fertilizer the first week of September. • Plants come out of summer rest and go crazy. Insect populations explode as we get into cooler temperatures. Diseases that have been dormant wake up. - Citrus, croton, avocado and mango are susceptible to spider mites and thrips. Discourage them with a strong jet of water from a hose directed to the undersides of the leaves. - Hibiscus, citrus, palms, gardenia and ixora are susceptible to scale and mealybug. • Winter vegetable gardens and perennials get planted. • Wait until November to plant petunias and pansies. • Fire ants baits should be put out in September-October to lessen the number of eggs that make it to Spring. • St. Augustine grass gets its fall fertilizer during September. Continue to mow at maximum height. You want to leave a lot of leaf surface to produce carbohydrate reserves for the winter. • Keep an eye out for sod webworms. First sign of them is grass that appears to stop growing. You need to get them early for biological controls to work. When the caterpil lars are only 1/4 inch, Bacillus thuringiensis applications can slow them. Bt is a bacteria that works on the caterpillars’ digestive systems and makes them stop feeding. Do theapplication late in the day. The larvae feed at night and you want them to get nice fresh Bt.
