CALL TO ORDER: The July meeting of the Board of Directors of the Windsong CIA was held on July 26, 2012. Present were Board Members: Dennis Shook, Chad Vowell, Brenda McCullah and Johnny Luttrell. Also present was Cristi Cauthron, SCS Management Services, Inc. EXECUTIVE SESSION • Director Shook called the meeting to order at 7:10 PM. Quorum was established. REGULAR SESSION Director Shook called the Regular Session of the Board Meeting to order at 7:38 PM. EXECUTIVE SESSION SUMMARY There were no homeowners in attendance during the Executive Session. During Executive Session, the Board held a hearing regarding a deed restriction violation. No action is necessary. One property on the July Board Referral List was approved for an attorney deed restriction demand letter; three properties were approved for deed restriction lawsuits. MINUTES: The Board approved the minutes of the Board of Directors Meeting held on June 28, 2012. COMMITTEE REPORTS: CLUBHOUSE • The Board reviewed a written report provided by Rhea Prevost, Clubhouse Manager. COMMUNITY EVENTS • The Board reviewed a written report provided by Michele Spees, Community Events Coordinator. Mrs. Spees informed the Board of Directors she will be moving out of the Windsong subdivision, but is willing to fulfill her Community Events Coordinator Agreement, which ends in December 2012. She is also willing to resign if another resident is interested in taking the Community Events Coordinator position. GROUNDS & PARKS • Bid specifications have been sent out to several Landscaping Companies. MUD #183/SHERIFF • The activity reports for the month of June 2012 were presented in written form for the Board’s review. POOL • Director Shook reported the tower clock is working. He also reported Houston Recreation came out to fix three separate leaks in the pool house. YARD OF THE MONTH • The July winners are Prissilla and Americo Lopez of 18071 Golden Ridge Drive. An article will be published in the Windsong Whistler. MANAGEMENT AND FINANCIAL REPORTS • Cristi Cauthron, Service Manager, presented the Management and Financial Reports for review and consideration of the Board. • The CAMI Report dated July 13, 2012 was presented in written form and reviewed by the Board.

RATIFY INTERIM BOARD ACTIONS • The Board ratify the interim vote of the Board to approve the proposal from Central Tree Services & Landscape Designs to complete the monthly Force Mows for the Association. NEW BUSINESS: • No Soliciting Signs – The Board reviewed and approved proposals from Adam’s Signs for the purchase five reflective 24” X 18” ‘No Soliciting/Deed Restrictions Strictly Enforced’ signs with mounts in the amount of $517.50 plus tax. ADJOURNMENT: The meeting adjourned at 8:30 PM.

We wanted to share a few important points with you about the service we are providing. 1. Garbage collection days are Tuesday and Friday between 7:00 AM and 5:00 PM. 2. Please place your garbage at the curb and we will take care of it from there.

3. If you have any yard waste for disposal, place it in plastic bags and leave the bags at the curb for collection. Both tree branches and shrub trimmings must be less than 3 inches in diameter. All branches and trimmings must be cut to lengths no longer than 4 feet, securely tied in bundles and not weigh more than 40 lbs. per each bundle. A combined maximum of 8 bags or bundles will be picked up per pickup day. 4. Bulk items and white items. Must be placed at the curb on the second collection day of the week. Royal will pick up one bulk item per home per week. Only acceptable items will be picked up at no additional charge. If Royal does not pick up an item, we will leave a tag attached to that item explaining why it was not removed and instructions to call the phone number on the tag to arrange for an alternate means of removal. 5. If you have an “Excluded Item” and want Royal to pick it up, call us and we will provide you with a quote to dispose of that item. The cost to pick up and dispose of a specific item will depend upon the size, amount of labor, handling and dump expenses. Royal will advise the homeowner of the cost before removing the item and bill the homeowner separately for providing the service. 6. EXCLUDED ITEMS. Things we cannot take to landfills include acids, car batteries, car parts, car tires, chemicals, construction garbage (concrete rubble, large quantities or rolls of carpeting, fencing, construction/demolition material and debris), dirt, automatic garage door openers, hazardous, toxic or radioactive waste, large pieces of glass (this must be broken into smaller pieces and placed in cardboard box weighing less than 40 pounds), gravel, human or animal fecal waste (must be securely contained in plastic bag or closed boxes so Royals employees do not come into direct contact with the fecal substances while loading into truck), large sofas and sleepers and furniture with metal frames, metal items, paint, petroleum products or filters, refrigerators (if Freon is not removed and refrigerator tagged), rocks, sand. Excluded items will be tagged. Homeowner may call Customer Service at 713-526-1536 and arrange for items to be picked up separately for a negotiated price. If lines are busy, please leave us a message and your call will be returned in the order in which it was received. 7. We observe six holidays per year: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day. 8. Pick up days vs. Holidays. If your garbage pickup day should happen to fall on a holiday, your garbage will not be picked up on that day. However, we will pick it up on your next regular scheduled pickup day following the observed holiday. If the holiday does not fall on your regular garbage pickup day, you will be picked up on your scheduled day. On some holidays garbage will be picked up subject to landfills being open. Royal Disposal will provide notice via email to the property management company of any changes in holiday collection schedules. As stated in a separate article, the WCIA does not contract for the patrolmen that service your community. The patrolmen are contracted and hired by MUD #183. Remember that you don’t have round the clock patrols. It is just not affordable. Remember also that the bad guys know where the good guys are, so neighbors should be watching out for neighbors. Unfortunately, the bad guys might be casing out your street and the patrolman might be on the other side of the community. The bad guys are looking for unlocked vehicles, valuables in view, etc., for a quick in and out and they’re gone. In the event your vehicle is broken into or burglarized, please contact the Sheriff’s Department. It is my opinion that due to the economy,

I’m publishing this article in an attempt to inform you of ways to be proactive to help prevent your vehicle or your valuables from being stolen. - Nancy Callaway, Association Manager “No Cost” Precautions: 1. Take your keys 2. Lock your car 3. Never hide a second set of keys in your car 4. Park in well-lit areas 5. Park in attended lots 6. Never leave your car running, even if you’ll only be gone for a minute 7. Completely close car windows when parking 8. Don’t leave valuables in plain view 9. Park with your wheels turned toward the curb 10. If your vehicle is rear-wheel drive, back into your driveway 11. Always use your emergency brake when parking 12. If you have a garage, use it 13. When parking in a garage, lock the garage door and your vehicle 14. Don’t leave the registration or title in your car 15. Disable your vehicle when leaving it unattended for an extended period of time (remove the electronic ignition fuse, coil wire or rotor distributor) 16. Replace T-shaped door locks with straight locks 17. Have the Vehicle Identification Number (VIN) etched on car windows and major parts 18. Engrave personal I.D. numbers on expensive accessories (car stereos, cellular phones, etc.) so a thief will have difficulty disposing of them 19. How to Prepare for the Worst September is National Preparedness Month. Take simple steps to prepare for emergencies in your homes, businesses and schools. Think first about the basics of survival - fresh water, food, clean air and warmth, according to the U.S. Department of Homeland Security’s Ready Campaign. DEED RESTRICTION/home improvement SCS Management Services is contracted to enforce our deed restriction guidelines in an effort to continuously improve our community and keep property values up. We would like to ask everyone to refer to their deed restrictions on issues that might pertain to our community. Citing (if applicable to your guidelines) could result from one or more of the following: 1) Garage door paint should match your house or trim. 2) Houses/garages should be clean of dirt and mildew. 3) House, garage and trim in need of repainting (i.e. - fading, peeling or poor quality of paint). 4) Trim boards, garage doors, shutters or gutters in need of repair. 5) Oil stains in the driveway or street. 6) Flower beds, shrubs or trees that need weeding or pruning. 7) Yard Decorations should be repaired/maintained as needed. Compliance with our community guidelines is greatly appreciated.

The Board of Directors receives resident complaint forms on a monthly basis. We thank those who take the time to send them. The forms are reviewed at the monthly Board meetings and then referred to SCS Management Services to process. Harris County Alarm Detail Please be aware that it is a requirement for you to obtain a permit for operating an alarm system within unincorporated Harris County. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. Should you require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx.net. The application can be printed from the website, then completed and mailed to our office with the applicable fee. FLAGS AND FLAPOLES ARCHITECTURAL GUIDELINES FLAGS: This policy is only for the display of the flag of the United States of America; the flag of the State of Texas; and an official or replica flag of any branch of the United States Armed Forces on any property. No disrespect should be shown to the flag of the United States of America. Flags shall be no larger than 3 feet by 5 feet. FLAGPOLES: No more than one building or pole-mounted flagpole not to exceed 20 feet in height will be permitted on any property. Any flagpole attached to a dwelling or a freestanding flagpole must be constructed of permanent, long-lasting materials, with a finish appropriate to the materials used in the construction of the flagpole and harmonious with the dwelling. The display of a flag or the location and construction of the supporting flagpole, shall comply with applicable zoning ordinances, easements and setbacks of record. Flagpoles should be located so as to minimize their impact on neighboring properties. When locating freestanding flagpoles, the size of the property, relationship to adjacent residences, the size of the flag, the height, color and material of the pole shall be considered. CONDITION: A displayed flag and the flagpole on which it is flown shall be maintained in good condition. Any deteriorated flag or deteriorated or structurally unsafe flagpole shall be repaired, replaced or removed. NOISE: Flags shall be displayed in such a manner so as to abate noise caused by an external halyard of a flagpole so as to not be a nuisance, irritant or adversely impact other neighboring property owners. LIGHTS: Any lighting used to illuminate a displayed flag must not be a nuisance or impact neighboring properties with regard to glare or intensity. Lighting which is part of the original structure may not be altered without prior approval. Proposed replacement or additional fixtures must be compatible in style and scale with the existing property. Exterior lighting shall not be directed outside the owner’s property and should not have an adverse visual impact upon adjoining neighbors. ASSOCIATION PROPERTY: Property Owners may not locate a displayed flag or flagpole on property that is owned or maintained by the Association.
BASKETBALL GOALS ARCHITECTURAL GUIDELINES Please be aware that if you have a basketball goal in street view it must be maintained at all times. Basketball goals are permitted subject to the prior approval of the ACC and the following: * A net shall be maintained on the rim at all times. The net shall be replaced in the event that it becomes frayed or torn. * A rim shall be affixed to the backboard at all times. The rim shall be repaired or, if necessary, replaced in the event that it becomes broken or bent. * The backboard shall be repainted, repaired or replaced in the event that the surface of the backboard becomes chipped or cracked or the backboard becomes warped or unaligned. The backboard shall also be kept clean of mildew or mold. * Basketball goals that are visible from the street shall be attached to the front of the garage or freestanding. * In no event shall a basketball goal be placed at any curb either temporarily or permanently. * The pole and all mounting supports must be maintained in an attractive condition. The pole shall be removed if the basketball goal is no longer functional.

CONTRACT DEPUTY PATROL The Harris County Municipal Utility District #183 has a contract through Harris County for one Deputy from the Sheriff’s Department to patrol the District. The MUD has also hired five part-time off duty police officers to patrol the District as needed. Their jobs are to watch out for suspicious persons and/or activities and report any incidents to the Sheriff’s Department for further action. The Deputy Sheriff and the part-time off duty police officers patrol the Windsong and Windsong Place communities as well as any commercial properties within the District.

TRASH SERVICE INFORMATION Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. A letter regarding this service was mailed to all residents in January and articles were published for the first few months of 2011 in the “Windsong Whistler.” Information is also published on a monthly basis on the inside back cover. If your trash is currently not being picked up, please call Royal Disposal to start service at 713-526-1536.
BE A GOOD NEIGHBOR We would like to address one of the items that the Windsong Community Improvement Association gets the most complaints about. We receive many complaints from homeowners about vehicles parked on the street blocking the flow of traffic. The reason for that is because the roads were not designed with a parking lane. There is not enough width to allow for a parking lane. More seriously, when an emergency vehicle is unable to obtain egress and ingress to a street, precious minutes are lost that could mean loss of life/ and or property. The problem becomes intolerable in cul-de-sacs where emergency vehicles or others cannot turn around due to vehicles parking inappropriately and not parallel to the curb. The neighbors of these improperly parked vehicles are inconvenienced when they have to go out of their way to get around them. Be aware that Law Enforcement can and will ticket vehicles parked too far from the curb, parked the wrong way on the street, parked facing in on a cul-de-sac instead of parallel to the curb or parking too close to a fire hydrant or a traffic sign. Everyone can “look the other way” and tolerate a vehicle parked temporarily for a visitor. We are referring to vehicles parked overnight, day after day. Please try to think of others and be a good neighbor. Don’t block your neighbor’s ability to enter and exit his driveway safely or block his/or her mailbox. We know that the homes in Windsong have two car garages. If you have multiple vehicles, please try to park them in the driveway and/or the garage overnight and whenever possible. SPECIAL PROJECT COMING UP? 1. First things first…an Architectural Control Application needs to be completed and submitted to Windsong CIA c/o SCS management Services before any work is started. 2. Include samples of paint, shingles, etc. with the application. 3. Once submitted, SCS Management Services will forward the application to the Architectural Control Committee for review. 4. Wait for a written approval from the ACC before beginning any work. Contact SCS at 281-463-1777 if you need an application. The Board of Directors and the Architectural Control Committee are concerned that residents are completing projects without prior approval. Did you know that if you complete any project that does not meet architectural guidelines you are in violation of the deed restrictions? The association has the right to take action to enforce the deed restrictions and request the removal or modification of your improvement. We want you to know before hand so that you do not spend money on improvements that may not be approved. Remember, that the deed restrictions and the architectural guidelines are in place to protect neighborhood harmony and maintain everyone’s property values.

Pet Hotline News Kittens and puppies are being dumped in Subdivisions and shopping strips. They will not find good homes. Most will be taken by the pound or shelter and those are overflowing with pets. They cannot help but have to euthanize some. You, as a responsible pet owner can be of great help by having your cat or dog spayed or neutered and not worry about finding homes for the offspring. You will have a healthier and happy pet. Another and very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find

the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. Cy-Fair Houston Chamber extends invitation to golfers to participate in Annual FORE Cy-Fair Golf Tournament FORE Cy-Fair, the Chamber’s Annual Golf Tournament will be held at Longwood Golf Club on Monday, September 24th with an 11:30 am scramble-shotgun start. The tournament will provide a dynamic networking opportunity for those who do business - or want to do business - in this dynamic and growing region called Cy-Fair. Area businesses can sign on for a variety of sponsorship and marketing opportunities, which offer exposure to tournament participants, as well as, the more than 1,300 Chamber members through email and web marketing campaigns. The tournament kicks off with registration at 9:30 AM. During that time, participants can also take part in a putting contest and fuel up with a provided lunch. Golf gets underway at 11:30 AM with a scrambleshotgun start. An awards dinner and raffle will start at 5 PM. In addition to the sponsorships, the public is invited to purchase $10 raffle tickets for some great prizes. Raffle tickets will be available at the chamber office and at member businesses throughout the Cy-Fair area. You need not be present to win. Rhonda Sandel, CEO of Texas Emergency Care Center of Cypress is committee chair and Mark McShaffry, owner of The Backyard Grill will serve as co-chair for the 2012 tournament. Registration for Fun, Fair, Positive Soccer (FFPS) is open for boys and girls ages 4 to 18 for the fall season. Games start on October 6, 2012. FFPS is a non-profit youth soccer program dedicated to providing a positive youth sports experience for all children. Founded in 1986 in Katy, Texas, FFPS has grown to 22 leagues and 16,000 players throughout the Greater Houston area. FFPS offers children a fun and fair experience, including one practice per week, a full uniform and trophy for every player, equal playing time, opportunities to play every position, co-ed/balanced teams, positive coaching and more. No tryouts are required. Registration schedule and fees (sign up early and save): Thru September 17th: $104 Online After September 18th: $109 Online Go to www.FFPS.org to sign up. Registration fee includes a full uniform (shirt, shorts and socks), trophy, trained positive coaches, nice fields and background checks on all volunteers. All major credit cards are accepted. Beginning Sunday, September 9th, Bear Creek United Methodist Church will offer “Christian Believer,” a 30-week study that focuses on the classical teachings of the Christian faith. The study will be taught by Bear Creek UMC’s Lead Pastor Dr. Jonathan Bynum on Sundays from 5:00 to 7:00 PM. Through the use of words, symbols and hymns, topics will be presented, explained and interpreted in an easy-to-understand format. Participants will examine the writings of ancient and modern Christian commentators and view video presentations by leading Bible scholars.
