Grand Lakes News And so we celebrate the month of October! It’s hard to believe that we are entering the last few months of 2012. Take a moment to reflect upon your last 10 months. How do you feel? What have you accomplished so far? What else would you like to do? If you ask me, I would answer that I have yet to feel one again. Life seems so chaotic and often without any moment of peace. However, I’ve learned to keep things simple and keep even simpler people within our lives. When I hear others complain, I look at them blankly and simply ask them (silently in my mind), “what are you REALLY complaining about?” Sure I have my moments and we all do. But what do we complain about really? Are we complaining about all that we haven’t achieved the last ten months? Do we see that we still have three full months? Looking for a cheap, easy, fast, funny costume this Halloween? Try one of these ideas, sure to be a hit when trick-or-treating or at parties. • Dress up as you normally do. If someone asks what you are, tell them you’re a werewolf. If they ask why you have no hair or fangs, explain that it’s not a full moon. • Get a bag of white balloons and a box. Put the box over your head and cut out holes for your arms. Paint the box a bright color and the word “soap” across it. Then tape the bubbles to the top of the box around your shoulders and head. • Tape a bunch of green or purple balloons all over yourself (wear green or brown clothing underneath). Go as a bunch of grapes. • Throw a white sheet over your head and cut a hole for your head to come through. Wear a yellow hat and paint your face yellow with make up. Go as a fried egg. • Get a box and paint it white. Make holes for your head and arms. Paint or draw black spots on it and go as a die. If you have a partner, make two and go as a pair of dice. • Get some yellow yarn and brown pom-poms. Glue them all over an old sweat suit. Put an old colander over your head as a hat. Go as spaghetti and meat balls. • Wear a clown costume top and paint your face. Get a large box and paint it a bright color. Make a hole for your waist and put it on as if the bottom of a skirt. Go as a jack-in-the-box.

The Community Emergency Response Team (CERT) Program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members can assist others in their neighborhood or workplace following an event when professional responders are not immediately available to help. CERT members also are encouraged to support emergency response agencies by taking a more active role in emergency preparedness projects in their community. Have you been trained as a CERT member? Leslie Power and Shelia Maneffa are interested in gathering names together of CERT trained individuals who live in Grand Lakes. please email Leslie at freetofly1234@gmail.com if you are a member and would like to be included in this Grand Lakes Team. TEEN CERT trained members are welcome as well. We hope to get to know other CERT in Grand Lakes and be better organized and prepared to help one another in a crisis situation when first responders may not be readily available. visit www.citizencorps.gov/cert if you have not been trained but would like more information. The West I-10 Fire Department holds periodic training classes. CRIME WATCH UPDATE Earlier this year, several homeowners in Grand Lakes were victims of home burglaries. The burglaries happened during the early evening hours, often while the homeowners were away at dinner. Generally, the intruders broke in through large windows in the rear of the houses, often at the master bedroom. We were fortunate that nobody was hurt, but valuables were taken in each incident and it could have been worse. Participate in Crime Watch and talk to the neighbors next to you, across the street and down the street. Introduce yourself; get to know them and who lives in the household. Encourage them to do the same and pledge to watch out for each other. Don’t hesitate to report suspicious persons to the Sheriffs. Reports from citizens are the best sources of information for law enforcement. Contact grandlakescrimewatch@yahoo.com if you would like to be involved in more organized Community Watch efforts. Emergencies or crimes in progress should be immediately reported via “911.” Non-emergency calls should go to Fort bend County Dispatch at 281-341-4665. Keep your outside lights on after dark and consider a home alarm system if you don’t already have one. You might want to take extra precautions to protect the rear of the house and especially the bedroom suite. Enhanced lighting is a quick, inexpensive and effective way of making your home less attractive to criminals. Lights on photocells are a good option, as they come on whenever it gets dark. Some people prefer motion sensors, but whatever you choose, assess your home for the best options and be sure to avoid adding lights that will shine in your neighbor’s windows. If you decide to add exterior fixtures, you first need to submit an Architectural Review application. The form is on the website. RECYCLING NEWS FOR GRAND LAKES Did you know that you can recycle your GLASS jars and bottles, along with any STYROFOAM? Our community recycling company, Best Trash, accepts glass and styrofoam! It takes approximately 1 MILLION YEARS for glass bottles to decompose and Styrofoam containers - over 1 MILLION YEARS! Let’s ALL try to recycle - with curbside pick-up so there are no more excuses!

Recycling Centers near you! The Ft. Bend County Recycling Center in Rosenberg (just 10 miles away), accepts glass/bottles, Styrofoam and other items. Visit the Ft. Stop That Barking!

Do you have pets? Love animals? Or do you just want to be able to help your neighbors? Did you know we have a service in Grand Lakes that helps to reunite lost or found pets with their families? Dogs left alone all day get lonely, bored and restless. Many find relief in barking. Some respond noisily to any and all activity. Nothing is as annoying as incessant barking-even for dog lovers. If your dog is a yapper or a yowler, please consider some of these bark-abatement ideas to keep the noise down in your area. Your neighbors will thank you!

Pet Poops/You Scoop When your pet poops during your walk, be prepared to scoop and trash. This is a growing issue within the community. Come with a scooper and a recycled grocery bag or anything else. It may not be the most fabulous way to walk your pet, but it does show your respect for every Grand Lakes homeowner and our beautiful community. Pet feces damages lawns and many residents are working hard to maintaining their grass!

KEEP YOUR Pets on Leashes It is the law in Fort Bend County that all pets must be vaccinated for rabies, registered and restrained. All animals when outside of an owner’s means of restraint (i.e., in a fenced back yard) must be on a leash. For the safety of all Grand Lakes residents, please use all precautions with your pets and keep them on leashes when walking pets in the community EVEN IF YOU FEEL YOUR PET IS HARMLESS. If you see ANY animal roaming freely in Grand Lakes, immediately call Animal Control at 281-342-1512. Even if you recognize the animal, be very careful approaching it, as you do not know how it will react; if you can safely retrieve the animal, then call the owner. Otherwise, Animal Control is your best and safest option.

• Training. Always the first recommendation for any behavioral problem! Training not only helps your dog, you’ll be surprised how much it helps you, too. You may get some insight into why your dog barks so much, or what it is trying to communicate. • Citronella collars. A humane alternative to the electric-shock, anti-barking collar and costs about the same. • Confinement. Sometimes simply bringing an outspoken dog indoors or confining it to a crate cuts down on the disturbance to neighbors. • For inside dogs, reduce stimulus. Close drapes to help muffle street noise, or leave a radio on to mask it. • Companionship. Dogs are pack animals; they need companionship-a cat, bird or another dog. Consider a mid-day visit from a pet-sitting service or drop your pooch off at a friend’s place or a day-care facility once or twice a week.

The park is located in the southeast corner of Grand Lakes: from south Fry Road go south on Rainwood Park Drive, left at Central Park (Grand Brooks Lane), left on Emily Park, left on Grandwood Lane, then right on Calico Crossing. Protect your pet from extreme weather (heat, cold, rain, etc). Keep indoors or in a fenced yard and on a leash when walked. Make sure they’re up to date with vaccinations. Always make sure they’re wearing identification, so they can be returned to you if lost. 5. Spay or neuter your pet. Texas Lab Rescue has labs available that are waiting to go to their forever home. The Louisiana Society for the Prevention of Cruelty to Animals is seeking partners across the country for donations in rebuilding their facility, which was destroyed by hurricane Katrina. The Katy community was overwhelmingly instrumental in supporting families that were displaced after Hurricane Katrina through the support of Katy ISD, local businesses, various community organizations and churches. Bike Racks Grand Lakes’ residents are advised to lock up bikes when utilizing community parks and facilities. Bike racks are installed in various areas throughout the community.

• Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulphur to control fungus. Store by hanging in open mesh bags or oldpanty hose. • Flowers planted for spring can begin when the temperatures aregoing to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better. • October 15th is about the time for dividing and planting daylilies. • Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil. • If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees. • Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better. • Get the ant baits down. This will greatly reduce your spring populations. • Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early. • For color throughout the winter, begin planting pansies.

Section 529 Plans: Saving for College (Part 1 of 2) A college education is one of the best investments you can make for your child’s future. But the high cost of college may alarm you especially if you’ve waited too long to begin saving. For example, a Coverdell Education Savings Account (formerly referred to as the Education IRA), with its annual contribution limit of $2,000, won’t offer much help if your child is already in high school. And prepaid tuition plans are attractive, but only if your child is willing to attend a school that participates in the plan. Fortunately, there’s another option for your college savings plan. Created in 1996, state-sponsored college savings plans (or Section 529 plans, after the IRS code that created them) allow flexibility in choosing a school and the opportunity for late starters to make sizable investments while reaping tax breaks. How the Plans Work. Section 529 plans allow individuals to invest in a predetermined pool of stock and bond investments. Most plans will require you to divide your investment according to a given asset allocation determined by your child’s age. In general, the asset allocation will be more aggressive for younger children and less aggressive for children nearing college age. Lifetime contribution limits to Section 529 plans vary from state to state, but often exceed $200,000 and offer some flexibility on when you can contribute. In addition, there are no income thresholds and typically no annual contribution limits, although annual contributions of more than $13,000 ($26,000 when made jointly with a spouse) may require filing a federal gift tax form. You may contribute five years’ worth of gifts all at once or $65,000 per beneficiary, without triggering the federal gift tax. All earnings in the account grow tax deferred. If you live in the state where the plan is administered, you also may be eligible for state tax deductions. Please consult with your tax professional concerning your situation. Once your child reaches college age, the account owner may withdraw money from the account to pay for qualified higher education expenses. Assuming that you have followed the plan’s rules, there will be no penalties (nonqualified withdrawals will be subject to a 10% penalty in addition to ordinary income taxes). And qualified withdrawals are tax-free (prior to 2002, withdrawals were taxed at the child’s rate). If there is money left over in the account, the beneficiary designation can be changed to a sibling, first cousin or other family member (as defined by the Internal Revenue Code) of the original beneficiary without triggering gift taxes. Pros and Cons. Flexibility in contributions and college choice are the biggest advantages of Section 529 plans over other tax-deferred college savings vehicles. Even though these plans are state-sponsored, you do not need to be a resident of the state to participate, although you may lose out on state tax benefits by participating in an out-of-state plan.

The primary drawback to Section 529 plans is investment risk. Unlike state-sponsored prepaid tuition plans, returns from Section 529 plans are not guaranteed. This means that your investment could lose value, perhaps just as your child is beginning college. Although the firms that manage Section 529 plans use less-risky asset allocations to reduce risk as your child nears college, risk cannot be eliminated altogether. You’ll also want to have a thorough understanding of contribution and withdrawal rules before investing in a plan, since rules vary depending on the state. Pay particular attention to rules regarding transfers, early withdrawals or withdrawals for things other than college expenses. Junior Girl Scout Troop 17430

Junior Girl Scout Troop 17430 recently spent a “Wild Overnight” with the White Tigers at the Downtown Aquarium. They earned a badge, learned about many types of animals and slept in the same room with the tigers. The girls paid for their trip with part of the proceeds from their 2012 cookie sale.

Girl Scout Gold Award

Dayna Porter, a junior at Taylor High School, recently earned her Girl Scout Gold Award. Dayna’s project targeted homelessness in Houston and was called Bags for Hope. She and her volunteers sewed 200 small fabric drawstring bags and filled them with water bottles and various toiletry items like soaps, razors, shampoos and lotions that were do-

nated by many friends and several hotels in the community. Once the bags were completed Dayna delivered them to two missions – the Star of Hope Mission and the Open Door Mission, which are both located in Houston. Dayna would like to thank everyone for the many donations that helped make her project possible.

House of Hope Fort Bend is a non-profit 501 (c)(3) charitable organization affiliated with National House of Hope. We are a Christcentered non-residential program working with troubled teens and their parents. Our six month program is set up to provide weekly counseling for the teens and parents. Become an essential part of a student’s life by signing up to be a tutor for the Literacy Council! The Literacy Council of Fort Bend County holds tutor training every other month. After 12 hours of training, outstanding volunteers are equipped to teach Basic Literacy and English as a Second Language (ESL) classes to adults. The trainings prepare tutors to organize and compile lesson plans, learn about various tutoring techniques, understand the purpose of the Literacy Council and much more. Tutors do not need knowledge of any foreign language, nor do they need formal teaching experience. We offer many locations for tutoring throughout the area, including locations in Katy. Tutoring sessions are offered during the day and at night. RUOK Program Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community. All animals, when outside of an owner’s means of restraint (i.e., in a fenced back yard), must be on a leash. For the safety of all residents, please use all precautions with your pets and keep them on leashes when walking pets in the community EVEN IF YOU FEEL YOUR PET IS HARMLESS. If you see ANY animal roaming freely in the neighborhood, immediately call Animal Control at 281-342-1512. Even if you recognize the animal, be very careful approaching it, as you do not know how it will react; if you can safely retrieve the animal, then call the owner. Fort Bend County “Leash Law” Animal control authorities are permitted to enter your Property to patrol and remove pets. Pets must be registered, licensed and inoculated as required by law. As a dog owner, you are responsible for the control of your dog. If your dog is one that ‘makes objectionable noise,’ you must make every effort to respect your Neighbor’s right to their ‘peace and quiet.’ When your dog is not in your yard, it is imperative that you keep your dog on a leash at all times. While your dog is friendly to you and your family, imagine the consequences if it were to harm someone while it was ‘roaming free.’ Please respect other resident’s right to walk the common area ground without fear of attack from an unleashed dog. Laws are written to ensure that owned animals are confined to their property or kept on a leash to free a community of unrestrained and free-roaming animals. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program’s efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current. • Allows for quick identification in case of a bite incident. • Provides revenue to offset the administration costs of the animal control program. VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans.

Anurag graduated from Taylor High School in June 2012, where he was ranked 8th in his graduating class. He was also Co-Captain of the Varsity Swimming Team. Representing Texas was Houston lodge #151. Texas is noted for its Hospitality Room, but this year was even bigger and better than ever. Highlights of the food served included Bob Boyett’s delicious special recipe chile to accompany Texas tamales and brisket to rival any of the barbeque available in the Austin area, cooked in advance by Van Poorman of the Katy Lodge. Texas boasted its special crew of “cowboy” greeters from the Panwest District (North West Texas area) that added a special Texas flair and flavor to already obvious “true Texas hospitality.” Each state provides a hospitality room, which keeps everyone busy outside of business time. Getting to meet and visit with other Elks from so many parts of our nation is exciting and rewarding. Many have state and local lodge pins to trade, which leaves you with a reminder of special times spent with special people.

Epsilon Mu The Epsilon Mu chapter of Alpha Delta Kappa will be sponsoring membership meetings from September to December 2012 in Katy ISD schools. Interested women teachers who have been actively involved in education for 2 years and have been recommended by an Alpha Delta Kappa teacher are eligible for membership. Elizabeth Stelevich, President of the Epsilon Mu chapter, recently attended the Texas State Convention in Corpus Christi where teachers from all over the state met to select new officers. Cindy Bigham, from League City, will serve as the Texas State President for the next biennium. Alpha Delta Kappa is an international honorary sorority for women educators. Membership, which is honorary and based on peer recognition, provides a wealth of opportunities for leadership development and networking through workshops, training sessions, conferences and conventions. But, perhaps the greatest opportunity Alpha Delta Kappa provides is the opportunity to make a difference. Around the world, Alpha Delta Kappa members combine their energies and talents to enrich their lives and the lives of others through thousands of heartwarming, community-based altruistic projects. Seasonal RECIPES Melissa’s Brussels Sprouts Recipe courtesy Paula Deen

Ingredients 1 tablespoon butter 6 whole garlic cloves 4 to 6 slices bacon 3/4 pound (about 12) Brussels sprouts, cut in 1/2 1 teaspoon sugar 1/2 cup chicken broth Salt and freshly ground black pepper Directions In a large skillet melt the butter over medium heat. Put the garlic cloves in the skillet and brown completely. Remove the garlic to a small bowl. Add the bacon to the skillet and cook until crisp. Transfer the bacon to paper towels to drain, then cut into small pieces and set aside. Put the sprouts in the skillet with bacon grease, flat side down, and saute until they begin to brown, about 2 to 3 minutes. Turn them over, increase the heat to medium-high and add the sugar and the broth. Cook for a few minutes, then add the cooked bacon and the garlic cloves. Cover and cook for 2 more minutes. Transfer to a serving bowl and serve.
