3022 Windemere Park Lane 7:00 PM The mission of the Neighborhood Representative Committee (the “NRC”) is to maintain the quality of life that led owners to purchase in Cinco Ranch. The NRC works with the Board of Directors (the “BOD”) of the Cinco Residential Property Association, Inc. (the “CRPA”) to encourage and promote issues concerning safety, amenities and community beauty, including but not limited to the following: • Consistency of architecture and landscaping for residential properties providing for an aesthetically pleasing living environment • Active and fair enforcement of the Declaration of Protective Covenants to promote a quality of life and retention of property values unmatched in other locally managed communities • Active management of parks and pools to promote safe and convenient community fellowship for residents of all ages • Actively engage the community in an effort to improve the quality of schools, neighborhood safety and other pertinent issues A Neighborhood Representative is elected for a two-year term. NRC Reps represent their Neighborhood’s needs and issues. They support the BOD and are a source of recommendations and advice to the CRPA BOD. NRC Reps are required to attend NRC meetings and to maintain frequent contact and communications with other Reps and the residents in their neighborhood. Reps reply to all contacts from owners of the Neighborhood in order to hear and to assist with issues and to provide guidance and information. They build an active network of contacts with owners in their neighborhood. They facilitate communication between owners and the BOD. Reps also participate with an active committee or working group and maintain regular communication with Reps from other committees. Reps respect the rights and privacy of all Reps and Cinco Ranch I property owners by not abusing the privileges of information for personal, private or political issues. Remember, the curbs do a lot more for our appearance than just move water down the street. Take 10 minutes to note the intersection or home location that might need a curb repair, then call the County to have this put on the list of needed repairs. Together we can “fix our curb appeal.”

Due to a mid-term vacancy, one position may still be available on the Cinco Residential Property Association, Inc. Board of Directors. This position, if available, will be elected by the Neighborhood Representative Committee at the October 15, 2012 NRC Meeting. Votes will be cast by the Voting Representatives or their alternates of each Cinco Ranch (Cinco I) Neighborhood. The remaining term for this position will run through May 31, 2013. CURB APPEAL, HOW’S YOURS?

Take a look at the curb just outside your home, is yours clean, pleasing to look at? Or is it cracked and missing a piece or two? Also, look at the curbs in your immediate neighborhood. Look around and see if we need to get those broken curbs fixed. We all appreciate seeing a clean appearance to Cinco Ranch, especially with trimmed bushes, new flowers planted and healthy trees, however, look down at the curbs. With the combination of age and weather, our streets and sidewalks move. While we have definitely noticed the dead trees from the 2011 drought, we need to look down to make sure our curbs look as good as the day we moved into our home. In our monthly newsletter, The Cinco Spirit, there is a standing section titled “Who Do I Call.” Within that section there is a broken curb phone number. Take note that the Association maintains the gated communities, but the Counties maintain the curbs on the streets and

Parking in the Street

When a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street. To assist the Emergency Services in their endeavors and help eliminate road congestion, we ask that Residents refrain from parking in the street. Your assistance in this matter would be greatly appreciated.

Help Keep Our Lights On

Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office.

Cinco and Cinco Southwest Shared Use Agreement

Cinco has 9 pools available during the swim season. Starting in April, the Greenway Village pool will open. This pool stays open through the end of October. Cinco Southwest has two pools - The Lake House Pool and the Rosewood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities. Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane. If you live west of Katy Gaston Road, you are in the Cinco Southwest Association and can purchase your Pool Key Cards at the Lake House at 25202 Springwood Lake Drive.

PET LEASH LAWS IN THE CINCO RANCH AREA Harris County - LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans. Help Avoid Power Outages In Your Neighborhood

Do you have a transformer in your yard? If you do, please do not directly surround it with mulch or dirt. Transformers must have the sides exposed so they can cool properly. Otherwise they will over heat and burn out. Also, the sides of a transformer can rust through due to mulch holding moisture against them. Please do your part and clear the area around transformers in your yard.

Aluminum Cans: Did you know that recycling one aluminum can will save enough energy to power a TV for three hours? Plastics: Did you know that every year we produce enough plastic film in this country to shrink-wrap Texas? Or that Americans discard 38 billion plastic water bottles every year? While plastic offers the advantages of being flexible and lightweight, it also consumes fossil resources for its manufacture and contributes waste in our environment. Did you know that 14 recycled plastic bottles yields enough fiberfill for a ski jacket? Phone Books: Every year, new phone books and business directories arrive at your door. Are you careful to recycle your old ones? Newspapers: Did you know the newspaper you read today can be recycled up to seven times? More than 73% of all newspapers in the United States are collected and recycled. The average newspaper today is made of about 30% recycled fiber. Twenty years ago, newsprint contained only about 10% recycled fiber. Recycled newspapers can be made into cereal boxes, egg cartons, pencil barrels, grocery bags, tissue paper and many other products, including new newspapers.

• Broken curb - If you live in Ft. Bend County, call Road & Bridge at 800690-ROAD (800-690-7623) and if you are in Harris County, you can call 281463-8703 for Service Requests & Road Maintenance. If you see any curbs needing repair around the islands in the Cul de Sac or along the boulevards, please call and report these, too. If you live in a gated section, the streets and curbs are maintained by the association with funds from the separate assessment billed annually. On a related note, the driveway “apron” is the responsibility of the individual property owner, no matter who maintains your street. Also, the sidewalks adjoining residential lots are the responsibility of the owner. The association maintains sidewalks in common areas only. • Leaking fire hydrants or storm drain problems - Please contact your Water District. Cinco ST Environmental phone number is 281-398-8211. This would include irrigation running overtime, broken sprinkler head, common area concern or anything that needs our immediate attention. • Trash or Recycling Service Problems - Trash service is administered by your MUD through a contractor they choose. • In Home Alarm Monitoring - In home alarm/monitoring systems should be checked monthly to ensure they are functioning and sending the proper signals. Make sure you contact your monitoring company PRIOR to testing. • Park & Ride - Metro Park & Ride is located at 221 Kingsland, just east of Mason Road. Routes begin at 6 AM and continue approximately every 10 minutes to downtown and also to Transco Tower (uptown, Post Oak). Just one quart of motor oil can ruin the quality of 250,000 gallons of water. Decomposing leaves and grass clippings can cause large amounts of algae to grow which depletes the oxygen level in the water and can lead to fish kills. The blowing, sweeping or dumping of grass clippings and other pollutants down the storm drain is against Texas State Law punishable by a fine of $5,000 for each offense. GARDENING TIPS FOR OCTOBER

• Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulfur to control fungus. Store by hanging in open mesh bags or old panty hose. • Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better. • October 15th is about the time for dividing and planting daylilies. • Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil. • If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees. • Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better. • Get the ant baits down. This will greatly reduce your spring populations. • Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early. • For color throughout the winter, begin planting pansies.

Dayna Porter, a junior at Taylor High School, recently earned her Girl Scout Gold Award. Dayna’s project targeted homelessness in Houston and was called Bags for Hope. She and her volunteers sewed 200 small fabric drawstring bags and filled them with water bottles and various toiletry items like soaps, razors, shampoos and lotions that were donated by many friends and several hotels in the community. Once the bags were completed Dayna delivered them to two missions – the Star of Hope Mission and the Open Door Mission, which are both located in Houston. Dayna would like to thank everyone for the many donations that helped make her project possible.

Pets and their people are invited to the Blessing of the Animals at New Hope Presbyterian Church, which is located at 1350 North Mason Road, Katy, TX 77449. It is scheduled for Saturday, October 6, 2012. This service celebrates the important place that pets hold in our lives, reminding us of the wonder of God’s creation and our role as stewards of the earth and all of its creatures. The service begins with a procession of the animals and ends with an opportunity for each pet to receive an individual blessing. All pets should be held, caged or on leashes and all children with pets must be accompanied by an adult. Children may bring stuffed animals. Kimberly Akimbo is a play written in 2000 by Pulitzer prize-winning playwright David Lindsay-Abaire. Its title character is a lonely teenage girl suffering from a disease a lot like progeria, that causes her to age 4 and a half times as fast as normal. Thus, Kimberly is trapped inside the frail physical body of an elderly woman. She meets another misfit (a teenage boy) and the two form an attachment to one another that borders on attraction. The situation is not helped by Kimberly’s rapidly deteriorating health. Soon Kimberly’s family gets mixed up in some crazy money schemes and the family gets emotionally destroyed.
