MAINTENANCE ASSOCIATION DIRECTORY

At its August meeting, the Board discussed the future of the Association Directory and the issue of whether it is now time to make the Alphabetic and Listing by Street Address available online as pages on our website. The major benefit of having this information on-line is that it would be instantly available and could be updated immediately as that revised information is submitted by residents. This would be a significant improvement over the monthly email updates (that are currently sent out to the residents who have registered their email addresses on our website www. wsmaonline.org) which those interested can keep their personal hard copy up-to-date between the three to four year directory publication update cycles. Recognizing that not everyone would be comfortable with having their name and number available on-line, participation would be optional - as it is now with our hard copy directory. In addition, the current practice of giving residents the option of including their children’s names and birthdates would be terminated. No children’s information would be put on-line. The decision reached by the Board is that a personalized page containing each resident’s current directory entry will be included with the 2013 Maintenance Assessment invoices. This page will ask each resident to check their entry for accuracy and convey any changes (as was done when compiling our February 2011 edition). But in addition, the residents will be given the option to NOT have their information included in the on-line version. During 2013, both the electronic and hard copy versions will be maintained and monthly email updates to the February 2011 directory will continue to be published. Prior to 2014, the Board will decide if there is sufficient interest to publish an update to the February 2011 hard copy directory or if it should be discontinued in favor of the on-line version.

Although there has been some past reluctance to put directory information on-line, so much personal data is now in the public domain via the various social media and other websites that the Board considers this to be much less of an issue that it was in years past and that the time has now arrived for us to take this step.

A REMINDER TO DOG WALKERS

Although most dog owners do abide by the Harris County leash laws, which are published in this and each edition of the newsletter, regrettably some owners do not. The biggest problem about which the Board receives regular complaints remains owners who let their dogs out without any supervision at all. However, there are others who, although not letting their dogs out alone, will let them run free without adequate supervision while walking them around the subdivision. This is a major cause for concern to other dog owners who are walking their animals on a leash, only to have them aggressively approached by these unleashed dogs. And, of course, we have the unending complaints of owners failing to pick up after their dogs. This is a problem all along the dog walking routes, but seems to be particularly bad on corner lots. So, once again, those owners who do have dogs are asked to PLEASE be responsible and show respect for their neighbors. Thanks for your cooperation.

SEPTEMBER YARD-OF-THE-MONTH

The September YOM is awarded to Gilbert and Ann Marquez of 22422 Unicorns Horn. They have lived in the Settlement for 10 years. They love the neighborhood because of it being quiet, secluded and that they have great neighbors. They have ﬁve kids, only one remaining at home. Their yard is a beautiful combination of caladiums, box woods, nandinas and fox tail ferns. The focal point is the gorgeous bougainvillea that blooms an unusual salmon color. DRAFT MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WILLIAMSBURG SETTLEMENT MAINTENANCE ASSOCIATION, INC. AUGUST 21, 2012

A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, August 21, 2012, at 5:30 PM at the Williamsburg Settlement Clubhouse, 1602 Hoyt, Katy, Texas 77449. ATTENDANCE Board Members present were Walter Smith, Floyd Ball, Don McClelland, Martin Spears and Dave Ellis. Also in attendance were Ofﬁcer Paul Wilburn and Dolores Sue representing Planned Community Management, Inc. (PCMI). With a quorum being established, the meeting was called to order at 5:30 PM. MINUTES The Board reviewed the minutes of the July 17, 2012 meeting. A motion to accept the minutes as written was made by Walter Smith, seconded by Don McClelland and unanimously approved.

HOMEOWNER CONCERNS There was no homeowner present. PATROL SERVICE REPORT Martin Spears presented the patrol service report. It was a quiet month. At this time, the Board thanked Ofﬁcer Wilburn for attending and he left the meeting. FINANCIAL AND DELINQUENCY SUMMARY Dave Ellis presented the ﬁnancials. As of July 31, 2012 the money

in the bank totaled $567,200.62. This includes checking, savings accounts and CDâ&#x20AC;&#x2122;s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Associationâ&#x20AC;&#x2122;s capital assets. Dave Ellis made a motion to close the existing account at Capitol One and to transfer the proceeds to a new Capitol One Clear Interest Business Checking Account, which is currently paying a higher interest rate. The motion was seconded by Walter Smith and unanimously approved. Dave Ellis reported the reserve CD had matured and has been renewed for another eighteen (18) month term at a rate of 0.89%. Delinquency for the month ending July 31, 2012 totaled $19, 293.65 - a reduction of $10,180.72 from the June total. OLD BUSINESS LaNDScapE/ pErImEtEr FENcE ISSUES Larry Crain could not attend the meeting; however Floyd Ball reported that a request has been sent out to solicit volunteers for the perimeter fence repairs. There is a possible repair date set for September 15, 2012. It was noted that it would be nice if some of the owners who live along the perimeter fence that is being repaired would also volunteer. A motion to allow Larry Crain to purchase up to $1,000 of fence materials for these repairs was made by Walter Smith, seconded by Don McClelland and unanimously approved. It was noted that any materials not used will be returned for a refund. Floyd Ball also reported that on one cul-de-sac where plants died some new plants have been installed, but there is a need for additional plants and some trimming of trees other cul-de-sacs. A motion to

allow Larry Crain to spend up to $1,000 on these improvements was made by Dave Ellis, seconded by Walter Smith and unanimously approved. The Board expressed the hope that residents living close to these cul-de-sacs will contribute to the Association efforts by watering these plants as needed. mOSqUItO SprayINg Currently our subdivision is being sprayed for mosquitoes on Tuesday and Saturday nights and this was scheduled to revert on September 1st to the regular Tuesday night spraying only. The Board discussed the need for continuing the Saturday night spraying through the end of September. A motion to continue with the twice per week spraying through the end of September was made by Walter Smith, seconded by Martin Spears and passed with one opposing vote. NEW BUSINESS SWIm tEam SpONSOrShIp For a number of years the Association has supported the Swim Team by contributing a sponsoring donation. A motion to sponsor the team again this year at the same $125 level was made by Dave Ellis, seconded by Walter Smith and unanimously approved. It was noted that this year, the team has presented the Association with a check for $749 as compensation for use of our facilities by non-resident swimmers. mOWINg FrEqUENcy aLONg cOLONIaL parkWay The Board discussed the possible need to increase the mowing frequency of the property along Colonial Parkway, which is owned by the Association. The Board unanimously agreed to authorize Larry Crain, the landscaping chairperson, to work with the landscaping contractor to review the mowing schedule and to increase the frequency if he feels this to be necessary to maintain this property at an acceptable standard.

RepaiR of Clubhouse ChaiRs Dave Ellis reported that there are fifty-four (54) clubhouse chairs that need new caps installing on the legs. These are needed to limit damage to the carpet. Dave made a motion that new caps be ordered for a price not to exceed $100. Martin Spears seconded the motion, which was unanimously approved. DefeCtive pool light ReplaCement Dave Ellis presented a proposal from Houston Recreation Management, the current pool management company, to replace a defective pool light and fixture at a price of $375. A motion to approve this proposal was made by Dave Ellis, seconded by Martin Spears and unanimously approved. DiReCtoRy upDate issues From time to time, the issue of whether to post some form of the Maintenance Association directory on the website has been discussed. This could be in addition to or a replacement of the current hard copy, which is distributed to every residence. For privacy reason, the past decision has always been negative. But as there is now far more information in the public domain, maybe the time has come to give residents the convenience of having this information readily accessible on-line and maintained up to date with the latest information supplied and approved by the residents who are listed. It was unanimously agreed that in no event would information on children be included in an on-line version. As it is budget time, the Board also discussed if the directory hard copy will be reissued, whether this should be in 2013 or whether the next update should be left until 2014 consistent with the last three (3) year update. The decisions reached by the Board were as follows: 1. An on-line version of the directory will be added to the website in 2013. 2. Children’s names and birthdates will not be included. 3. As was done the last time the directory was updated, the PCMI mail out of the 2013 maintenance fee invoice sent to each owner will include a customized sheet showing the resident’s current directory entry, if any, with a request that the resident make and return any updates. But this time, in addition, the resident will be informed that the information will be included in an on-line directory unless they elect not to have their entry listed. 4. During 2013, the monthly updates to the February 2011 hard copy edition will continue to be emailed to all residents who have registered their emails on the Association website so that during 2013, residents can continue to maintain their hard copy, as well as, being able to access on-line the information approved by each resident. This will still be both an alphabetical listing and a listing by street address. 5. Towards the end of 2013, a decision will be made as to whether the on-line version of the directory has gained sufficient acceptance that the hard copy can be discontinued. If this is the case, the emails of the monthly updates to the hard copy will cease and from that point on the on-line directory will be the only one maintained. If not, the hard copy directory will be published in 2014. monthly lanDsCape ContRaCt billing In order to simplify the review and approval of the monthly invoices submitted by the landscape company, the decision to have the company identify the monthly contracted amount and a separate identification of approved “landscaping extras” was unanimously approved. buDget meeting The next Board meeting will be September 18, 2013. This meeting is the 2013 budget meeting and will be held at the offices of Planned Community Management, 15995 N. Barkers Landing, Suite 162, Houston, TX. 77079 at 5:30 PM. This is just a reminder that the email addresses to which emails from the WSMA Webmaster are broadcast are those that have been registered on the www.WSMAonline.org website by the residents themselves. This email distribution list is used to disseminate important announcements to Settlement residents. However, email addresses do tend to be rather dynamic as residents change their ISP for a variety of reasons and when they do so, unless they re-register their new email addresses on the Registration page of the website, they will no longer receive these broadcast emails. So please, when conveying a new email address to those in your address book, also update our mailing list by removing your old email address and replacing it with your new one. This will ensure that you continue to receive the timely announcements on important Settlement activities. And for those who have not yet registered, you are strongly urged to do so as this is the best mechanism we have to quickly communicate with our residents. Thanks in advance for your cooperation.

RESIDENT DIRECTORY MAINTENANCE

If any resident wishes to change the information that they have previously provided for publication in the directory, they can do so by using the Residents’ Directory Entry Form accessible via our website www.wsmaonline.org on the Registration page. When the information is received, it will be updated on the database. If the resident indicates that he or she wants that information published in the directory, it will be sent out in a monthly update to all registered residents who can use it to manually annotate their copy and it will be marked for inclusion in the next edition. A log will be maintained of all changes since the last publication, which will be emailed to any resident who requests it. This way the directory can remain useful throughout its operational life. New residents to our subdivision are requested to use the same form to register their information for inclusion in the directory or to state their desire not to have their information included. This request is included in the “Welcome

Packet” given to all new residents, as soon as PCMI is made aware of the change in ownership.

STREET LIGHT OUTAGES

To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage (the website address). Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

REMINDER ABOUT HOUSE PAINTING

Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is included in this newsletter and is also available on the Board Notices and Forms page our website at WSMAonline.org.

The Clubhouse is available for rental for non-proﬁt activities to all residents in good standing with the Association • The fees are as follows:

VETERINARY PUBLIC HEALTH LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

SUNSHINE KIDS FALL FEST AT THE RIVER

The Sunshine Kids are a non-profit organization dedicated to children with cancer. The children have the opportunity to go on vacations with other childhood cancer patients. It gives them the opportunity to share with others in their same situation and gives them a break in their treatment. The Gary Greene Champions office has an annual fundraiser in the northwest part of Houston. This year, it will be at the Red River Saloon on 249 (23238) just north of Spring Cypress on Wednesday, October 3rd from 5-9 PM, with food served at 7 PM. The location, as well as the Bar-B-Q dinner, is generously donated so 100 percent of the proceeds can go to the Kids. There will be a silent auction, food, music and fun.
