Pursuant to Article V, Section 3 of the RESTATED AND AMENDED BY-LAWS OF THE GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION, the Regular Monthly Meeting of the Members was duly called and held on August 14, 2012, 7:45 PM, at 17030 Kieth Harrow Blvd, Houston TX 77084. IN ATTENDANCE Directors Hill, Jones and Rocha were in attendance. Management representative Johannes Lonaker and homeowners listed on the sign in register were also in attendance. MEETING MINUTES The Members approved the July 10, 2012 Member meeting minutes as they appeared in the Glencairn “Chatter.” COMMITTEE REPORTS Landscaping No report HIGHWAY 6 GREEN MEDIANS PROJECT Jessica Anderson advised the residents that she has spoken with the Copperfield Coalition and the 1960 Group about businesses paying into this project. NEW HOMEOWNERS Director Rocha advised the residents that there were seven (7) new homeowners. Four (4) properties were purchased by individuals and three (3) by investment companies. MEDICARE PRESENTATION Director Jones advised the residents that Toni King will be conducting a presentation on Medicare on October 10, 2012. This will be advertised in the “Chatter” and flyers.

NO PARKING ON KEITH HARROW Director Hill advised the residents that street parking on Keith Harrow is prohibited since the lanes are now “marked” lanes it is considered a moving lane of traffic. Harris County Sherriff Deputy Matt Hersham, who was present at the meeting, informed the members that he has had to ask residents to move their vehicles off of Kieth Harrow. OPEN FORUM The Board of Directors inquired if residents from the floor had any issues to discuss with the Board regarding the community. A resident stated that the refrigeration system at the pool water fountain is not working and complemented the Board on the pool area’s appearance and that the lifeguards are doing a great job. Director Hill stated the Board will get the fountain repaired and thanked the homeowner for their compliment. A resident asked about the I.M. Green containers. Director Hill informed the members that I.M. Green has not given an installation date yet. A resident asked what type of recycling will I.M. Green have and if the containers can be opened by individuals.

Director Hill informed the members that the containers will have slots marked with the type of material that container is for. The containers cannot be opened by individuals in an effort to prevent trash from being put in the containers. Director Coy will be providing additional information about this service. EXECUTIVE MEETING ACTIONS Director Hill reported the following business transactions at the August 13, 2012 Executive Meeting: 1. The Board approved Management’s proposal to lower the cost of the certified deed restriction letters from $10.50 to $8.50. 2. The Board approved installation of I.M. Green recycling containers at the rear of the Keith Harrow parking lot. This is the area closet to the flood control easement. 3. Director Jones was appointed as the Board liaison for the Highway 6 Green Median Project. 4. Directors Coy, Hill and Mendieta met with the pool management company and lifeguards. 5. The Board met with two (2) out of three (3) homeowners that requested a meeting with the Board to discuss a deed restriction or collection matter. The Board provided responses for Management to forward and action for Management to take. 6. The Board reviewed correspondence from thirteen (13) homeowners and provided Management with responses to forward and action to be taken. NEXT MEMBER MEETING The next member meeting will be September 11, 2012. MEETING ADJOURNED The meeting adjourned at 8:00 PM.

MONTHLY MEETING OF THE MEMBERS SEPTEMBER 11, 2012 Pursuant to Article V, Section 3 of the RESTATED AND AMENDED BY-LAWS OF THE GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION, the Regular Monthly Meeting of the Members was duly called and held on September 11, 2012, 7:35 PM, at 17030 Kieth Harrow Blvd, Houston TX 77084. IN ATTENDANCE Directors Anderson, Hill, Jones, Mendieta, Rocha and Quick were in attendance. Management representative Johannes Lonaker and homeowners listed on the sign in register were also in attendance. MEETING MINUTES There were no minutes presented at the meeting. COMMITTEE REPORTS HIGHWAY 6 GREEN MEDIANS PROJECT Jessica Anderson advised the businesses that she has spoken with the fifty (50) homeowners about donating time to this project and has received a lukewarm response. POOL AND KIETH HARROW FACILITY Director Mendieta advised the residents that the Board is obtaining quotes to demolish and rebuild the pool building at the Keith Harrow location, including the swim team storage area, as it is falling apart. MEDICARE PRESENTATION Director Jones advised the residents that Toni King will be conducting a presentation on Medicare on November 14, 2012, 7:00 PM, at the clubhouse. Residents will need to contact Director Jones to RSVP. This will be advertised via flyers and the newsletter. CALLS FOR SERVICE Director Hill reviewed the calls for service with the residents. Sherriff’s Deputy Matt Hershman advised the residents as to what some of the numbers meant and why some were high. OPEN FORUM The Board of Directors inquired if residents from the floor had any issues to discuss with the Board regarding the community. A resident stated that the empty lot on Kieth Harrow and Tain is overgrown. The weeds are overtopping her fence and when the MUD district was doing work and had piles of dirt on the lot her house flooded twice for the first time in 30 years. Another resident stated that the lot also has poison oak and some of these plants have covered her fence. Director Hill advised that the Board will look into who is the owner of this lot. They also asked Director Rocha if

he would get a plat map of the temple property. It may state who owns the adjoining lot. Director Rocha agreed to do so. The same residents stated that property where the temple is located looks bad and needs to be mowed and cleaned up. They asked Board if there was anything we could do about it. The Board explained that this is an unrestricted reserve and the Association has no authority over it. There is nothing the Association can do. The Association will send a letter requesting they maintain the lot. Neighbors are encouraged to contact the Harris County Health department and complain about rats and rodents coming from the place because of the high grass/weeds. Director Hill presented plaques to former Board of Directors members Connie Wyatt and Rosanne Kohler in recognition for their many years of service to the Glencairn community. EXECUTIVE MEETING ACTIONS Director Hill reported the following business transactions at the September 10, 2012 Executive Meeting 1. The Board approved Management’s proposal to set up and maintain a website for the Association. Homeowners will be able to pay online, view their account, submit ACC forms, submit work requests and view Association documents and several interactive features. 2. I.M. Green informed the Board that it is not cost effective to provide paper recycling dumpsters. They will gladly provide plastic recycling dumpsters. The Harris County Sheriff Department D.A.R.E. program will be placing clothing recycling dumpsters at both locations. 3. The Board approved the installation of a sixteen (16) camera security system at the Kieth Harrow recreation area. The cost will be approximately four thousand dollars ($4,000). This is an effort to curb the vandalism that occurred this past summer which cost the Association over five thousand dollars ($5,000). 4. The Association will continue mosquito fogging twice a week through October 31, 2012 and then review this service again. 5. The pool building at the Keith Harrow location is old and falling apart. The plumbing supply lines have the bathrooms and pool fill line on the same supply line. When the pool is being filled, the water to the bathrooms is cut off. The Board has reviewed proposals ranging from fifty-eight thousand five hundred dollars ($58,500) and up to demolish the pool building and rebuild using hardi plank. The Board will be meeting with the subcontractors to review their proposals. The Management Company was asked to have the subcontractor bring drawings of the structure to the next meeting so the Board can review what exactly is to be done.

6. The Board approved allowing Toni King to present a Medicare and Health Insurance Survival Guide presentation in October or November. 7. The Board appointed Tiffany Quick to fill the unexpired portion of former Director Roseanne Kohler. Jessica Anderson was appointed to fill the unexpired portion of former Director Connie Wyatt’s position. The Board sincerely thanks Bill Brown and Kenneth Richardson for interviewing. 8. The Board met with four (4) out of five (5) homeowners that requested a meeting with the Board to discuss a deed restriction, collection or other matters. The Board provided responses for Management to forward and action for Management to take.

GLENCAIRN CRIME WATCH SECOND TUESDAY of EVERY MONTH

Want to know the best crime prevention device ever invented? A good neighbor! In fact neighbors working together in cooperation with law enforcement can make one of the best crime-fighting teams around. We call it Glencairn Crime Watch. Crime Watch is a crime prevention program, which enlists the active participation of citizens in cooperation with law enforcement to reduce crime in their communities. It involves: (1) Neighbors getting to know each other and working together in a program of mutual assistance. (2) Citizens being trained to recognize and report suspicious activities in their neighborhoods. (3) Implementation of crime prevention techniques, such as home security, Operation Identification and others. You may hear it called Neighborhood Watch, Citizen Crime Watch or Block Watch. The names differ but the idea is the same: Neighbors looking out for each other. The individual board members cannot make a decision on an individual basis. It takes a majority vote of the Board to make a decision. That is why the Board meets on Mondays before the member meeting to discuss issues with members.

Sherwin Williams will give a ten per cent (10%) discount to residents of Glencairn. The Glencairn C.I.A., Inc. Board of Directors met with representatives of Sherwin Williams, located on Highway 6 a block before West Little York and provided them with the Association color chart. They will maintain this color chart for residents to use when selecting approved colors. This does not eliminate the submission of an ACC request form to paint your house. The ACC form must still be submitted to ACMP for approval by the ACC Committee. The discount will be for the purchase of paint, paint supplies and equipment. Sherwin Williams Duration paint line is excluded from this discount. Residents just need to inform the sales clerk that they reside in Glencairn. We sincerely appreciate this local business for taking an interest in Glencairn and we ask that you support them. However, you do not have to use Sherwin Williams paint. You may select your color at Sherwin Williams or by going to ACMP where the same color chart is located and take an approved sample color to any paint store you choose to have it matched. Again, the important thing is to submit an ACC form prior to painting. Your ACC Committee and Board of Directors do everything they can within the parameters of the governing documents, to work with all homeowners in a timely manner and on a one on one basis. GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION Harris County Alarm Detail In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. CHIROPRACTIC HEALTH and WELLNESS CENTER The Architectural Control Committee (ACC) is unique and important function. Its main purpose is to ensure that all changes are harmonious with the surrounding neighborhood and to assist in maintaining property vales. They are volunteers and go about fulfilling their function by ensuring all changes are structurally sound, attractive and harmonious with the neighborhood. The Association has color guidelines that have been set by the Architectural Control Committee and approved by the Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your house is already painted with an unapproved color, then it must be changed the next time it needs painting. However, if you paint it an unapproved color and then submit a change request form, either voluntarily or because you have been cited as being in violation, you will need to repaint the house immediately. Texas voters will select from a long list of contested races including the President of the United States, US Senator, every U.S. Congressional Representative, State-wide races including Railroad Commissioner, State Supreme Court and Court of Criminal Appeals judges, State Senator and Representative, judicial positions for the First Court of Appeals, District Courts, Family District Courts, county officials and county judicial positions for civil courts, criminal courts, constables and justices of the peace. Every citizen has an obligation to be informed and participate in the election process. Melissa’s Brussels Sprouts Recipe courtesy Paula Deen

Ingredients 1 tablespoon butter 4 to 6 slices bacon 1 teaspoon sugar Salt and freshly ground black pepper

6 whole garlic cloves 3/4 pound (about 12) Brussels sprouts, cut in 1/2 1/2 cup chicken broth

Directions In a large skillet melt the butter over medium heat. Put the garlic cloves in the skillet and brown completely. Remove the garlic to a small bowl. Add the bacon to the skillet and cook until crisp. Transfer the bacon to paper towels to drain, then cut into small pieces and set aside. Put the sprouts in the skillet with bacon grease, flat side down, and saute until they begin to brown, about 2 to 3 minutes. Turn them over, increase the heat to medium-high and add the sugar and the broth. Cook for a few minutes, then add the cooked bacon and the garlic cloves. Cover and cook for 2 more minutes. Transfer to a serving bowl and serve.

Grilled Sweet Potatoes with Lime and Cilantro Recipe courtesy Bobby Flay for Food Network Magazine Ingredients 3 sweet potatoes, unpeeled 2 teaspoons finely grated lime zest 1/4 cup canola oil 1/4 cup finely chopped fresh cilantro

Kosher salt Pinch of cayenne pepper Freshly ground pepper

Directions Parcook the potatoes: Place in a pot of water and boil until fork-tender; let cool. Slice each potato lengthwise into eighths. Preheat a grill to medium or place a cast-iron grill pan over medium heat. Mix 1 tablespoon salt, the lime zest and cayenne in a small bowl. Brush the potato wedges with the oil and season with salt and pepper. Grill until golden brown on all sides (including the skin) and just cooked through, about 1 1/2 minutes per side. Transfer to a platter; immediately season with the salt mixture and sprinkle with cilantro.
