Neighborhood Crime Watch - Harris County Sheriff’s Program Dear Residents, At the 2012 Annual Meeting this year, seven (7) residents were interested in forming a Neighborhood Crime Watch program in Windstone Colony. them down the drain or dumping them in an unapproved waste site.

Too many homeowners and lawn crews aren’t aware of the difference between storm drains and sewers. Sewers carry sewage “black water” that comes from toilets and other household drains. It is sent, via underground pipes, to treatment plants. Typically, we don’t see these pipes or openings.

If you are someone that has dumped your yard waste onto the pipelines we will give you 30 days to remove this before we report you to the proper authorities.

Storm drains lead to a separate pipe system. Openings are visible from the street. They are designed to route rain runoff into large pipes that lead directly to major ditches, bayous and other waterways, which ultimately empty into Galveston Bay. There’s no treatment or filtering of this water between your yard and the bay.

If you see someone illegally dumping down the storm drains report it to the Harris County MUD #284 at 281-240-1988. If you see someone illegally dumping on the pipelines or anywhere else report it to the Harris County Sheriff’s Office at 713-221-6000.

HOW TO CONTACT OUR MANAGEMENT COMPANY

It is your responsibility to make sure that nothing but untainted rainwater flows from your yard into storm drains. Lawn clippings, leaves and other debris often clump, contributing to flooding in your neighborhood. And that’s only the beginning. If you’ve used chemicals on your lawn or garden, they may contaminate the water that runs off from rains or your sprinkler system. Even nontreated lawn clippings do harm. When they decompose, they release carbon and nitrogen that feeds undesirable algae, which, in turn, use up oxygen in the water, contributing to fish kills. This is not just a matter of civic concern or responsibility. It’s the law: “Sweeping grass, leaves, grass clippings, yard waste, etc., into a storm drain is cited as a civil solid-waste violation of State Municipal Solid Waste rules, Chapter 330.15 (a)(1). Civil penalties are $50 to $25,000 per day per violation. Criminal penalties, if pursued, are $500 to $100,000 per day per violation.” The best option, ecologically speaking, is to re-mow several times so the clippings will sink down into the lawn and break down quickly, providing valuable fertilizer. Alternatively, bag lawn clippings, allow them to compost and then spread them on the lawn. Don’t put these bags out for the trash. This contributes to landfill problems. The pipelines that go through our subdivision is also not an approved solid waste site. If you send your clippings and other yard wastes off with your yardmen, please impress on them the importance of not flushing

OCTOBER……DID YOU KNOW?

• Opal and Tourmaline are the birthstones? Characteristic is Hope? Flower is the Calendula? • Free rural delivery of mail began in the United States on October 1, 1896. • First “Model T” Ford put on the market on October 1, 1908. • The Soviet Union launched first artificial satellite on October 4, 1957. • President Harry S. Truman made the first presidential telecast address from the White House on October 5, 1947. • Chicago fire began, and burned for about 30 hours on October 8, 1871. • U.S. Naval Academy opened at Annapolis, Md. on October 10, 1845. • Columbus landed in America on October 12, 1492. • White House cornerstone laid on October 13, 1792. • Thomas Edison began first successful demonstration of his electric light on October 19, 1879. • U.S.S. GARDENING TIPS FOR OCTOBER

• Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulphur to control fungus. Store by hanging in open mesh bags or old panty hose. • Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better. • October 15th is about the time for dividing and planting daylilies. • Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil. • If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees. • Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better. • Get the ant baits down. This will greatly reduce your spring populations. • Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early. • For color throughout the winter, begin planting pansies.

WEST NILE VIRUS

Harris County Public Health and Environmental Services (HCPHES) requested the district’s assistance in distributing prevention and protection information about West Nile Virus. Outdoor temperatures remain high and warm weather means more mosquitoes. Although the number of people in Harris County contracting West Nile Virus is lower than in other parts of Texas, HCPHES has documented a rise of West Nile Virus in mosquitoes and birds. For your convenience, information is posted on the district website. If you have questions or need additional information, please go to www.hcphes.org and view 2012 West Nile Virus Response.

HALLOWEEN SAFTEY TIPS

Teens and Adolescents• Travel in groups. Go only to the houses of people you know. Younger children should be accompanied by a responsible older person. • Carry flashlights. • Carry a mobile phone for quick communication. • Stay focused on your surroundings. If harassed or threatened, go into the closest store/restaurant and ask to use the phone. Call parents and/or police. Let the proprietors know that your group feels unsafe. • Be very cautious around jack-o’-lanterns with lit candles. Keep an eye out for flames and/or candles on porches. • Consider alternatives to trick-or-treating. Alternatives include house or school parties or volunteering at a haunted-house project. Teen and Adult Drivers: • Clear the driver’s view. Be sure that neither the driver’s costume nor anything else in the car obstructs the driver’s view. • Wear a seat belt. Be sure your passengers are wearing a safety belt, even if they have to take off part of their costume to attach it. • Drive slowly and defensively. Don’t assume that a pedestrian, especially an excited youngster in a costume, will move as you expect. Keep an eye out for trick-or-treaters darting out from parked cars. Homeowners: • Replace burned-out bulbs in exterior lights. Leave your exterior lights on later than usual - perhaps even all night. • Clear the pathway. Make sure the path to your door is well lighted and your lawn is clear of things that could be tripped over, such as jack-o’-lanterns with lit candles, ladders, garden hoses, flowerpots, bikes and animal leashes. • Sweep wet leaves from sidewalks and stairs. • Keep excitable pets away from the door. You’ll have a safer and calmer house if you keep Fido away from where you are dispensing the treats. • Put your car in the garage. Lock your garage doors.

“I’m In PAIN” Can Chiropractic Help ME ? We are often asked, “What’s the best way of finding out whether or not a doctor of chiropractic can help my problem?” We believe the answer can be found in a complete chiropractic consultation and examination, including x-rays. And to help find out for sure, we will do a complete consultation and examination, including x-rays, if necessary, (procedures that normally cost $187.00 or more) for $25.00. We will make this special program available through October. The only exception to the offer involves personal injury cases (workers’ compensation and auto accidents) in which there is no charge directly to the patient.
