November 2012 MPCA BOARD ELECTION

This November, we will be having an election to fill 2 seats on the Board of Directors. The three-year term of Charles Herring and Barbara Burleson will end on December 31st. Both Charles and Barbara are running again to retain their seats on the Board. BARBARA BURLESON I am seeking election for another term on the Board of Directors. I have been employed with a construction company as Executive Vice President and Treasurer for a total of 27 years. Also I have served on the National Board of National Association of Women in Construction. I am currently on the MPCA Board and have been involved for several years, having served as Vice president, Secretary and Treasurer. I have lived in the Katy area for 33 years and Memorial Parkway for 12 years. My goals have not changed, which is to keep our neighborhood safe for our families, and our homes well kept. This is and will continue to be, important to me personally. It is a great feeling to know that we can live in a nice, well-kept neighborhood even though our homes are 30 to 40 years old. And we all can work toward that goal and be proud of Memorial Parkway. I ask you to vote in our election and vote for me. Thanks. CHARLES HERRING I have lived in Memorial Parkway for 25 years and have been involved with the homeowners association for 9 years while serving on the Board for the past 6 years. Prior to this, I served with my wife, Susan, on the Security Committee for many years. Keeping property values high and our neighborhood safe are my foremost priority. As an auditor for 32 years, I understand the value of money and the proper/ethical use of it. I enjoy visiting with my neighbors at the Board and committee meetings, listening to their concerns while helping them find an equable solution. My children grew up in this neighborhood and I will strive to do my best to keep it a good and safe neighborhood. Your vote would be appreciated. SIDEWALKS

All sidewalks within Common Areas shall be maintained by the Association. All other sidewalks shall be maintained by the Owner of the Lot on which the sidewalk is situated. If any section of your sidewalk is uneven, which may cause someone to trip and hurt themselves, you are responsible for repairing or replacing that section of the sidewalk and liable for any injuries incurred. In some cases, a sunken section of a sidewalk may be caused by a water or sewer line leak. The Board has asked our Constables to take the appropriate action whenever there is a violation of the Transportation Code. The parking of vehicles on the street has become a big problem in our neighborhood. School buses can’t pull close to the curb to pick up and let off students. In some cases, emergency vehicles may not be able to reach their destination if traffic flow is inhibited, especially when two cars are parked directly across from each other. Plus, vehicles parked on the street are those that are vandalized the most. Some of the worst areas are the cul-de-sacs where it’s hard enough to back out of a driveway or navigate the circle even when there aren’t any vehicles parked on the street. Be considerate of your neighbors and don’t park your vehicle in front of their house or block their mailbox. Also, think of the neighbor across the street and park so that you’re not making it difficult for them to back out of their own driveway. All of our homes have at least a two or three-car garage and room for several cars in the driveway. We respectfully request that you refrain from parking on the street.

If you are having any problems with getting trash picked up or want to register a complaint, please call WCA at 281-368-8397 if you are a customer of Memorial MUD. If you are a customer of MUD 81, you may call Royale Disposal and Recycle at 713-526-1536.

The HOA has received complaints about trashcans being stored in front of the home, left at curbside, and not being stored out of sight. In the past, the deed restriction committee has not been writing letters to homeowners about proper storage of trashcans. Since this has become a problem in the neighborhood, we are now sending

Every resident must have a MPCA I.D. CARD to use the pools, clubhouse and tennis courts. Complete the I.D. Registration form in this newsletter and return it to the office at least 3 days before coming in to the office for pictures taken. If you are renting your home, please provide us evidence that you live in the subdivision, i.e. a water bill with your name on it, etc. ID’s are for residents only. Homeowners who do not live in Memorial Parkway are not eligible for a MPCA I.D. CARD. Once you have the card, turn it in to the office the following year for validation.

We ask that you keep the street area in front of your home clean, so that leaves, pine needles, grass clippings and dirt won’t accumulate in the gutters next to the curb and end up being washed into the drains causing them to back up and flood the streets. If you see someone putting grass clippings, oil or other debris down the drains, please contact the MUD District and the County at 281-463-6300. This includes lawn contractors that are blowing the leaves into the street instead of bagging them.

Statements for the 2013 maintenance fees were mailed to all homeowners during the first week of October. If you haven’t received your statement by the end of October, please notify the office of a good mailing address, as you are responsible for paying the fees by January 1, 2013. When you receive your statement, you may start making payments before the due date. You may pay by personal check, money order or cashier’s check sent to or dropped off, at the office located at 21600 Cimarron Parkway. We also accept American Express, Discover, MasterCard or Visa. For you convenience, you can use your credit card by going to www.mphoa.org - our web page. If you cannot pay the fee in full by January 1, 2013, you may get on a payment plan, at no charge, making a down payment and $50 monthly payments. GARAGE SALES

MPCA would like to suggest that garage sales be conducted the first Friday and Saturday of each month. This will eliminate the many signs that are out each week and also makes for a stronger turn out. Most area communities only allow sales twice a year. Memorial Parkway could be known for its “Once a Month” garage sales. Do not attach your garage sale signs to the STOP signs, as it is against the law and the County can issue citations for this. If a sign is on a public right of way, like the esplanades), they may be subject to fines of $500-$1000 per occurrence per day. We also ask that you do not post your signs on the property of another resident. When your sale is over, please go back and pick up all of your signs.

DEED RESTRICTIONS

Memorial Parkway Community Association has inspectors that drive through the neighborhood checking for violations of our deed restrictions. They are not permitted to get out of their cars and/or trespass on your property. They only take pictures of violations that can be seen from the street. If you see one of our inspectors stopped in front of your home, please do not approach their vehicle to confront them. Their vehicles are indentified with a MPCA sign on the car door that says deed restriction inspector. If you still have questions, call the office. If you get a notice of violation and you feel it was sent to you in error, please call the office. Our staff will look at the picture taken of the violation and confirm whether the address is correct or not. Our inspectors make every effort to make sure they’ve got the right violation logged to the right address with the right picture to go along with it. But with 2,219 homes to inspect and over 25 miles of streets, they sometimes get it wrong. If that’s the case, we apologize for the mistake and will remove the violation from your record.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat nor to allow any dog or cat to become a stray.”

PROCEDURE FOR REPORTING BARKING DOGS: 1. Contact your neighbor and work it out as good neighbors should. 2. In the event that #1 is not possible, contact the Constables at 281463-6666. It is our understanding that the Constables will investigate the barking dogs. In order to file a formal complaint you must be willing to give the officer your name, address and phone number for their records. PROCEDURE FOR REPORTING LOOSE DOGS, DOG BITES & LOST PETS: 1. Contact Harris County Animal Control at 281-999-3191 or 281999-3194. A recorded message will guide you through the system. When reporting a loose animal you will be asked to give your name and address, a description of the animal and the address of the animal’s owner (if known).

If you have noticed a problem in the subdivision you think needs taking care of, please complete the resident comment form and turn it in to the office. The subdivision gets a drive through inspection twice a month. Some problems may not be noticed at that time. It is helpful if residents can inform the office in writing of such problems. Having complaints in writing is helpful, if the association has to take legal steps in enforcing deed restriction violations. Our subdivision was formed 35 years ago and we need to take steps to keep it looking nice so the value of homes will continue to increase.

The rental fee for using the clubhouse is $50.

Must be resident of Memorial Parkway. 2. Valid MPCA I.D. card. 3. Reservations must be made at least 2 weeks in advance of use with money down and forms completed. 4. $275 damage deposit. 5. Available for use from 8:00 AM to 1:00 AM. 6. Pool and clubhouse cannot be rented at the same time. 7. Clubhouse holds maximum of 50 individuals, per fire code. 8. If alcohol is being served, a security guard may be required to be present. 9. The resident renting the facility will be held responsible for any damage to the facility caused as a result of user neglect or alcohol use. Additional charges over and above the deposit may be assessed to cover damages.

LOCAL JAM SESSIONS

We encourage new musicians to join us at our local jam sessions of old time folk, bluegrass, country and Cajun music and for those who play guitar, dobro, mandolin and bass fiddle. We meet at a local Katy location (no smoking or drinking), every Friday (except first Friday of month) from 6:30 to 9:30 PM. No charge and non-profit. NON-PROFIT CLUBHOUSE RENTAL

The Memorial Parkway Clubhouse located at 21600 Cimarron is available to non-profit adult and youth groups for meetings. The meeting times and days for adult and youth groups are from: 3:00 PM - 5:15 PM, 5:30 PM - 6:45 PM and 7:00 PM - 10:00 PM on Monday, Wednesday, Thursday and Sunday (some exceptions regarding times on Sunday). ACT reports that Katy ISD graduates for 2012 are more ready for college-level coursework when compared to students across the state. In 2012, more than 1,500 Katy ISD students participated in ACT testing and, as a district, had a higher average score in all four categories than the state average. The Katy ISD average composite score for 2012 was 23.5, while the average composite score for the state was 20.8. The ACT consists of curriculum-based tests of educational development in English, mathematics, reading and science designed to measure the skills needed for success in first year college coursework. ACT research shows that it is the rigor of the coursework that has the greatest impact on ACT performance and college readiness. KATY ISD SENIORS NAMED SEMIFINALISTS IN 2013 NATIONAL MERIT® SCHOLARSHIP PROGRAM

The National Merit Scholarship Corporation released the names of approximately 16,000 Semifinalists in the 58th Annual National Merit Scholarship Program. A total of 41 of these talented seniors are from Katy ISD. As Semifinalists, these students now have a chance to compete for some 8,300 National Merit Scholarships, worth more than $32 million, that will be offered in spring 2013. Katy ISD’s 2013 Semifinalists are: Cinco Ranch High School: Austin Anthis, David Bjerkaas, Bohao Cheng, Ji-Hoon Cho, Daniel Fernee, Celine Lee, Yifei Li, Hongzhou Liu, Dmitri Mirakyan, Shinq Yng Tan, Tiffaney Tran and Katherine Yu. This past school year, nine outstanding Katy ISD students were selected to participate in Education in Action’s 2012 spring break and summer camps. Lone Star Leadership Academy camps took place in Dallas/Fort Worth, Austin/San Antonio and Houston/ Galveston depending on the students’ grade level. Selection for the Lone Star Leadership Academy was based on each student’s demonstrated academic success and leadership ability, an educator recommendation and involvement in school and community activities. During the Lone Star Leadership Academy camps, selected students joined delegations of other distinguished students from across the state to develop leadership skills while learning about the great state of Texas. They also completed problem solving and decision-making simulations, exercised creativity and practiced presentation skills in leadership groups. Participants experienced what they are learning in school through visits to historically, politically, scientifically, and environmentally significant sites. TAYLOR HIGH SCHOOL JR. PACESETTER CLINIC

The Taylor High School Pacesetters hosted their annual Jr. Pacesetter Clinic on September 1st. Approximately 250 girls participated in the clinic where they learned a dance and had a showcase for the parents at the end of the clinic. That evening, the clinic participants performed with the Pacesetters during the halftime show at the football game. The clinic is for children in Kindergarten thru 9th grade and everyone always has a fantastic time, so come join the fun next year!

KISD GOLF RIVALS MEET AGAIN

Eric Redeker, 2011 Taylor High School graduate and Cody Hebert, 2012 Katy High School graduate, squared off in the John Bohmann Memorial Invitational Golf Tournament held recently in Seguin, Texas. Eric is currently a sophomore at Trinity University and Cody is a freshman at Southwestern University. Trinity took first place in the tournament, with Southwestern finishing a close second.

UPWARD BASKETBALL AND CHEERLEADING

Bear Creek Baptist Church is offering Upward Basketball and Cheerleading for K-8th Grade. Cost is $75 for Basketball and $80 for Cheerleading. They will have one hour of practices a week and on Saturdays they will have a game for one hour. Every practice and game takes place on our Campus. They will learn great new skills from encouraging coaches. Registration began October 15th. Each child needs to attend one evaluation session. Our first Evaluations will be Monday, Tuesday and Thursday, November 5th, 6th and 8th, between 6:00 PM and 8:00 PM in our Gym on the North side of our Church. We will also have one on Saturday, November 10th between 10:00 AM and 12:00 Noon. The Houston Family Arts Center received the Gem of a Theater Award for consistently providing superior theater in its own handsome theater, tucked away in a strip mall in northwest Houston. HFAC rents the nearby 456-seat Berry Center Theater twice a year for large musical productions. This year it outdid itself by commissioning and then producing Death by Design, a comedic mystery drama, from noted playwright Rob Urbinati and the result was a most entertaining success. HFAC also produced the world premiere of the musical Kissless and raised $144,000 to enter it in the prestigious New York Musical Theater Festival (NYMF) and run it off-B’way for several weeks.

Kimberly Akimbo is a play written in 2000 by Pulitzer prize-winning playwright David Lindsay-Abaire. Its title character is a lonely teenage girl suffering from a disease a lot like progeria, that causes her to age 4 and a half times as fast as normal. Thus, Kimberly is trapped inside the frail physical body of an elderly woman. She meets another misfit (a teenage boy) and the two form an attachment to one another that borders on attraction. The situation is not helped by Kimberly’s rapidly deteriorating health. Soon Kimberly’s family gets mixed up in some crazy money schemes and the family gets emotionally destroyed.
