BRADFORD COLONY 1 & 2 (BC 1&2) ARCHITECTURAL REQUESTS Remember to submit your architectural requests to have them approved prior to beginning the work. Forms can be obtained form Esquire Community Management (phone number is listed at the back of the newsletter). You may contact any board members to submit the completed form for approval. These include any work done to the outside appearance of your home, paint, fence, sidings, new roof, major landscaping work, etc. The HOA board are all volunteers and our goals and efforts are to keep the entire neighborhood looking pleasant and not run down or chaotic, which in turn has an impact on all our property value of the subdivision. November 2012 (BCS3) 2013 HOMEOWNERS ASSESSMENT The 2013 Homeowners Assessment has been set at $300 per property. Property owners should be receiving the invoice and related payment details in the near future (if not already).
This assessment total is the same as this past year. The Board and ACMP have done everything possible to keep expenses to a minimum without sacrificing services and quality in the neighborhood, as well as not negatively compromising the HOA’s future financial condition. Look for a copy of the 2013 budget handout to be put out for distribution at the mail boxes in the near future. As the invoice indicates, the deadline for payment of this bill is December 31, 2012 with late fees and interest starting to be added on to unpaid balances as of January 31, 2013. Residents are encouraged to consider setting up payment plans early if you feel that you need to spread out payments over time to handle this bill. If you want to set up a payment plan, please contact Theodora Daly at ACMP (281-855-9867) to make arrangements.
(BCS3) LET’S BE CAREFUL OUT THERE With the time change and less daylight, all residents are asked to be extra special careful when driving around the neighborhood. Sometimes it is difficult to see our children in the twilight as they play outside or in the early morning as they rush to catch the school bus or walk to school. Let’s honor the posted 20 MPH speed limit in the neighborhood, as well as all the stop signs. Speaking of stop signs, we have notice the Harris County Constable sometimes parked in the Harcourt Bridge Court circle waiting for people to run the stop signs at the neighborhood entrance. The last thing anyone needs at this time of year is a traffic ticket, so let’s do everything we can to avoid them by obeying the traffic regulations in BCS3.

(BCS3) NEIGHBORHOOD CRIME
(BCS3) DEED RESTRICTION VIOLATION LETTERS PROCESS AND COST Many of us have received deed restriction violation (DRV) letters from the management company (ACMP). ACMP makes two inspections of the neighborhood every month. Although these inspections are random, they tend to be roughly two weeks apart every month. Did you know that these letters are being paid for by EVERYONE in the neighborhood? For each initial DRV issue, the HOA is charged $.65 plus postage (at cost) and copying (at $.10 per page) for the letter. A second DRV letter for the same item is only charged postage and copying. This past year, there have been HUNDREDS of DRV letters sent out to BCS3 residents totaling hundreds of dollars of expense that the HOA - and BCS3 residents - have to pay as part of our contract with ACMP. This is an issue where all residents can contribute to helping to keep costs down for the HOA. If you get a DRV, try to get it corrected as soon as possible to avoid a second letter. If you can’t get to it, contact ACMP and let them know your timing in fixing the DRV (and therefore avoiding a second letter). If you don’t correct a DRV after two letters, you will end up receiving a certified letter concerning the issue in question. The cost for this letter and associated “proof” photo (recently reduced to $10.50) is billed to the resident and not the HOA (but the HOA has to pay this up front and is then reimbursed when the resident pays this bill). The best recommendation that the HOA can give to any resident is to try to take care of any DRV issue as soon as possible upon receiving a notice letter. If there are questions about the DRV (ACMP can sometimes make mistakes) and/or you have a timing problem in getting the issue corrected, contact ACMP and talk to them about the issue in question.

It is sad to say, but crime tends to increase as we approach the holiday season. Last month, it was reported that numerous unlocked vehicles were entered into and burglarized by individuals looking for “easy pickings.” Apparently, this style of burglary (i.e. looking for unlocked vehicles) has been taking place in many neighborhoods in the northwest part of town. A few years ago, we experienced a similar crime wave that also included open garages being burglarized in broad daylight while residents were inside the home. The easiest way to prevent this type of crime and frustrate the burglars is to make sure your vehicles are locked, plus to not leave your garages open if you are not there to keep an eye on things. We would also encourage residents to not leave “items of interest” in parked vehicles so as to not entice potential burglars to break windows and/or jimmy locks to break into vehicles. As always, the best defense we have against crime is for all residents to be on the alert for suspicious persons and/or vehicles in the neighborhood. If you see something that doesn’t seem right, contact the police or at least note key details and descriptions of the people/ vehicles in question. Several residents have suggested that we consider a security camera system and/or private security patrols for the neighborhood. Initial investigations into these options have shown them to be cost prohibitive for our small neighborhood, but we will continue to investigate all logical and cost effective options that may lead to improved security.

In an effort to improve communications during the year with the BCS3 residents, the Board is trying to update its email distribution list to include as many of the residents as possible. Email is the fastest and more effective way of keeping the BCS3 residents informed of neighborhood events, criminal activity and other important issues. In an effort to maintain confidentiality of individual email addresses, the Board always sends out email notices with resident addresses handled as “blind CCs” to avoid widespread distribution. The next neighborhood garage sale will be next Spring. Note that the BCS3 guidelines allow for individual homeowners to have their own garage sales outside of the scheduled neighborhood wide events. If any homeowner is interested in having their own garage sale, all you need to do is contact the Board (see contact info on inside back page of THE COLONIES REVIEW) to discuss the details prior to your wanting to have the sale.

We are sure that many of you have also noticed the green cage around the sprinkler piping on the corner of the front esplanade. Originally, this pipe was in the open but individuals cut out the back flow valve in late August (assumedly for the brass fittings). Replacing this valve cost $150. To prevent future such burglaries, the Board elected to have the security cage installed (at a cost of $400).

As you drive around the area (e.g. along Huffmiester Road), you will see many such security cages. Apparently, these sprinkler valves were a hot item for burglars this past summer.

CHARLESTOWN COLONY (ChC) A Time for Thanks As the end of the year approaches, we all take a time-out in November to say thanks for our individual blessings and those of the country where we live. As a nation, we have so much to be thankful for. While the evening news shows us our trials and our sorrows, there are many blessings that go unnoticed. As we celebrate Thanksgiving, may we all focus on our blessings.
(ChC) A Time for Decorating! As the holiday season approaches, we not only decorate our homes but the sign at the entrance to the subdivision. Decorating will probably take place the Saturday after Thanksgiving. Anyone who would like to help can contact a Board member for the exact time. If you see folks out there decorating, feel free to stop by and lend a hand. Have some new ideas for decorating? Contact a Board member. Once more, December will bring our annual holiday decorating contest. Judging will occur between December 15th and 23rd. We look forward to the wonderful light displays.

Not only is their yard always well kept and inviting but this time, it is festively decorated for Halloween! (ChC) Trash TALK There will be NO TRASH PICK-UP on Thanksgiving Day or the Friday after. Trash pick-up is only on Monday or Thursday. Trash will be picked up Monday, November 26th. Please remember not to put your trash cans out before Sunday night and to put trash cans back out of sight Monday evening. Otherwise you might get a letter from the association.
(ChC) Charlestown Colony Annual Homeowners’ Meeting The annual Charlestown Colony was held October 3rd. We were short enough proxies to make quorum. Not having a quorum prevents the association from voting or conducting official business. Making a quorum should not be a difficult task. In the future, if homeowners know they will not attend the meeting, please mail proxies to SCS Management Company. This will help greatly toward making quorum. We have new contacts at SCS Management. Should you wish to contact SCS and can’t find the copy of “The Colonies Review” with this article, you can search SCS Management on the web, go to the associations link and select Charlestown colony (http://www.scsmgmt.com/hoa/cha1.asp). You can find copies of the deed restriction (Declarations of Covenant) at this site. If you need an architectural approval form, you can also get that at the main page for SCS. An update on the neighborhood was presented by our Board. There are several small projects in the works. One is having the neighborhood trees trimmed. This should be done in late fall. There was discussion about the lights under the trees along the part and the small grassy area near the entrance to the subdivision. The Board is committed to maintaining the lights. The system for the lights is a good system. We are working with our lawn service to help keep the lights clear of debris by blowing the lights each time they mow. This will help with some of the issues. If you notice anything that needs immediate attention regarding the lights, please don’t hesitate to contact a Board Member. Speaking of Board Members, we have a new volunteer! Mr. Curley Cosey is now monitoring deed restriction violations. Look for an update from him as to what his job entails in our next newsletter. Should you want a copy of the deed restriction, you can find them on the SCS Management website: http://www.scsmgmt.com/hoa/ cha1.asp. They are called “Declaration of Covenants.” They do take a while to download, as they are large pdf files. There is an opening for the position of Treasurer on the Board. Our current treasurer has moved and rather than bother her long distance, we need someone to step up and take her place. On the subject of finances, the neighborhood has collected or made arrangements to collect dues from about 89% of the homeowners. There are a few of the 11% that habitually do not pay and do not contact SCS for payment plans. There was discussion of the process to place a lien on a property. So if you are one of these homeowners or know one of these homeowners, please make an effort to contact SCS Management. (281-463-1777). Parking was also discussed at the meeting. Residents are encouraged to park in front of their own residence. If you must park in front of someone else’s residence, please let that resident know, so they don’t have your car towed. Also, when two cars are parked in the same relative area on each side of the street, the path for moving traffic narrows considerable. If you must park on the street, park as close to the curb as possible. It will be very difficult for emergency vehicles to get through the narrower opening. The school bus drivers don’t like it very much either. The big project for 2013 is the replacement of the brick wall on the west side of the entrance to the subdivision. The wall is starting to separate from the steel bracing. This is a liability to the neighborhood. The funds are available for the project, so this is in the works. Should anyone wish to volunteer for Yard of the Month, Community Events or writing the newsletter, please contact a Board member. And lastly, the news everyone is waiting to read - there will not be an increase in our association dues for 2013. However, dues will likely increase in 2014. Hopefully, the economy will improve over the next year and an anticipated $10 or $15 increase won’t break the bank. With all this discussion and more individual discussion, the meeting ended in just 45 minutes.

(GC1) Garbage Cans Many new neighbors have been storing their garbage cans in view from the street. This is in violation of the deed restrictions and appropriate actions are subject to corrective action. Also, please remember to place garbage curbside after 6 PM the night before pickup.
(GC1) Garage Sales According to the State Comptroller’s office, garage sales are permitted only twice annually. If more than that, it will be assumed that a business is being operated out of home, which is in direct violation of the deed restrictions and necessary action will be taken.
(GC1) LOST AND FOUND PETS The first thing to do if you find a lost dog that does not have a tag, is to take it to any vet’s clinic or Petsmart and have it scanned for a micro chip. This is the fastest way to get the dog back to its owner. If it does not have a micro chip, please look for signs to make sure the dog gets back to its rightful owner. A dog that is left to wander is subject to being hit by a car, abuse or starving to death. Those of you who are dog owners, please be sure to keep a collar and tag on it at all times. Even if the dog is micro chipped, it is much easier to return the dog to you if it has your contact information on a tag.

(JC) HOA ASSESSMENTS DUE Okay, we’ll quit griping about the 2012 assessments. Instead, we’ll remind you that the 2013 assessments come due on January 1st of the new year and you will owe $465. This is the last year for the increased assessment to pay for the new fence; next year, the assessment will drop back to $375. Here are a couple of options: 1. You can lessen the burden of that $465 lump sum by making partial payments before January 1st. Just remember to write “2013 Assessment” in the memo line on the check(s) that you send to ACMP.

2. Or you can set up a payment plan for 2013 in advance. As long as you are on a payment plan (and stick to it), you will not be assessed penalties or late fees. Remember that your homeowner assessment will accrue late fees & penalties after January 31st. A new guide from Earth Working Group (EWG) guide looks at more than 2,000 household cleaners and grades them A to F based on the safety of their ingredients and the information they disclose about their contents. According to EWG, around 53% of cleaning products they assessed contain ingredients known to harm the lungs. Among a multitude of issues, carcinogenic formaldehyde was also detected in some cleaning products. Even “green” household cleaners raised EWG’s ire when some brands examined did not disclose ingredients adequately. Overall, just 7% of cleaning products adequately disclosed their contents. 2. The holidays are the best time to recycle. DON’T throw away a pile of stuff when it can find a use elsewhere and keep our landfills a little emptier (and save you tax money). • Excess paper and cardboard gift wrapping can be recycled at the local schools in the yellow & green bins. • Plastic packaging can be recycled using your curbside bins. • Clothing, shoes and household items can always be recycled through charitable organizations like individual church thrift shops, Salvation Army, Purple Heart, etc. Aside from helping your neighbor during the holiday period, you can also get a tax write-off for such contributions. • Electronics can be recycled at the local Goodwill office on Hwy. 6, just south of West Little York. A tax write-off for your donation just before the end of the year is a bonus!
(JC) EASY WAY TO REPORT STREET LIGHT OUTAGES Instead of waiting for the CenterPoint Energy Business Office to open, report the burned out street lights while you’re thinking of it. Remember, the HOA pays for these lights whether they’re burning or not, so you might as well have them burning.
YORKTOWN COLONY (YTC) SECURITY: FIGHTING/MAILBOX VANDALISM/THEFT Recently, when the local schools dismissed for the day, groups of students gathered in our subdivision on their way home. However, during this time, there were at least two students observed by homeowners involved in a physical altercation.

During another incident, a student intentionally tore down a homeowner’s mailbox. Students were also observed removing mail from homeowner’s mailboxes. Tampering with the US Mail or mailboxes is a federal offense with a maximum penalty of up to 5-years in a federal facility and a $250,000 fine. Homeowners also observed students removing posted surveillance security signs from an entrance area. These signs are expensive and are in place to help keep our subdivision safe. Theft of these signs won’t be tolerated and if you are caught, you will be subject to arrest and prosecution. Homeowners are encouraged to call the Sheriff Department immediately if students are involved in a physical altercation, tampering with the mail/mailboxes, removing or defacing posted signs or involved in any inappropriate behavior in our subdivision. Subsequently, the Sheriff Department was contacted and two students were arrested as a result of their inappropriate behavior. The Homeowner’s Association (HOA) will not tolerate such behavior from student residents or anyone. The majority of the students conduct themselves appropriately. However, it is a very small percentage who openly displays inappropriate behavior and disrespectfulness toward homeowners and their property. Such conduct will not be tolerated!

Thanksgiving was celebrated throughout the colonies after fall harvests. However, all thirteen colonies did not celebrate Thanksgiving at the same time until October 1777. In 1789, George Washington declared the day a holiday. Sarah J. Hale, a poet, had begun lobbying for a national Thanksgiving holiday. During the Civil War, President Abraham Lincoln, looking for ways to unite the nation, discussed the subject with Hale. He gave his Thanksgiving Proclamation in 1863 and declared the last Thursday in November a day of thanksgiving. In 1941, President Roosevelt signed a bill making the fourth Thursday the official holiday. Each year, the President of the United States pardons a turkey before Thanksgiving at a White House ceremony. The tradition’s origin is uncertain. One story claims that Harry Truman pardoned a turkey in 1947, but the Truman Library has been unable to find any evidence for this. Another claims that the tradition dates back to Abraham Lincoln pardoning his son Tad’s pet turkey.

Upward Basketball and Cheerleading
Bear Creek Baptist Church is offering Upward Basketball and Cheerleading for K-8th Grade. Cost is $75 for Basketball and $80 for Cheerleading. They will have one hour of practices a week and on Saturdays they will have a game for one hour. Every practice and game takes place on our Campus. Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. They will get a hands-on experience of what Scouting has to offer and have the opportunity to visit with the Scouts and their adult leaders to learn more about the things the troop has done during meetings and activities. Scouting activities include camping, fishing, archery, rifle/shotgun shooting, hiking, first aid, wilderness survival, community service, citizenship, swimming, leadership, white-water rafting and much more. THIRD ANNUAL CYPRESS HOOPS INVITATIONAL Cy-Fair Educational Foundation (CFEF) is gearing up for their highly anticipated Cypress Hoops Invitational Tournament to be held for the third year December 6 through 8, 2012. Twenty-four high school varsity level teams, including those from Cy-Fair ISD and outside the district, will compete over the three-day event at various high schools with the championship games held at the Berry Center. It takes a lot of community volunteers to put on an event that is as well run and organized as the Cypress Hoops Invitational. “Instrumental in last year’s event were John Fox, Fox and Bubela and Leslie Martone, who is now President of the Cy-Fair Chamber of Commerce and sponsors such as the event’s underwriter, North Cypress Medical Center,” said Hull. Last year the tournament raised $17,161.58. All proceeds raised through entry fees, game tickets and sponsorships go to the Foundation’s “Donate to Educate” program, which provides college scholarships for district students as well as staff development grants to CFISD. Where “Volunteers are Treasures!” All of our volunteers are true treasured heroes. They help in the library, sell school spirit items, organize fundraisers, read to a classroom, make costumes and test vision and hearing. The list is endless and their experience is vast. If you listen to their stories though, you will find that in all the things volunteers do, there is an element of discovery. They find not only what a child can do, but what their own treasured gift might be. And yes, there has probably even been an encounter with a dragon or two along the way. What a great turn out for our Fall Concert! A beautiful night, with beautiful voices. All choirs did an outstanding job with their vocal performances and smiles showed the pride. The Barbeque Dinner and Silent Auction were a huge success. Thank you to all our donors for their generosity. All items will be fully enjoyed, as well as the opportunity these funds will provide for our students. All choirs were fantastic as the diners were serenaded in a variety of styles. The solo artists were in true idol style and enjoyed by all! Carl’s BBQ catering fed the hungry crowd during the personable performances. Thanks to Jill Moynihan for organizing the auction, Karla Rutan for organizing the food and Sandra Greer for organizing the decorations. Great job! We give thanks as well to all of the parent volunteers that sold tickets, baked and donated their time to this success. Without you, we could not function. RECIPES Chocolate Peanut Butter Pie
BROCCOLI GRATIN WITH MUSTARD-CHEESE STREUSEL
Ingredients: 4 tablespoons (1/2 stick) butter 1/3 cup minced onion 2 large garlic cloves, minced 1/2 teaspoon dry mustard 4 tablespoons Dijon mustard 2 1/2 cups fresh breadcrumbs made from crustless sourdough bread 1 cup (packed) grated Parmesan cheese (about 3 ounces) 12 to 13 cups broccoli florets (from about 3 pounds broccoli crowns) 1/2 cup whipping cream DIRECTIONS: Melt butter in large nonstick skillet over medium-high heat. Add onion and garlic; sauté until onion is soft, about 4 minutes. Mix in dry mustard, then 2 tablespoons Dijon mustard, blending well. Add breadcrumbs; sauté until crumbs are crisp and golden, stirring and pressing with back of fork to separate, about 8 minutes. Season with salt and pepper; cool completely. Mix in 3/4 cup cheese. Cook broccoli florets in large pot of boiling generously salted water until crisp-tender, about 3 minutes. Drain. Transfer to paper towels; cool. (Streusel and broccoli can be made 1 day ahead. Cover separately and refrigerate.) Preheat oven to 350°F. Butter 13x9x2-inch glass baking dish. Place broccoli in large bowl. Add whipping cream, remaining 2 tablespoons Dijon mustard and 1/4 cup cheese; toss to coat evenly. Arrange broccoli in prepared dish. Sprinkle streusel over. Ingredients: 1 (9 inch) prepared chocolate cookie crumb crust 4 eggs 1 cup butter, softened 8 (1 ounce) squares semisweet chocolate 2 cups confectioners’ sugar 1 cup smooth peanut butter 1/3 cup heavy whipping cream DIRECTIONS: Melt 6 ounces semi sweet chocolate and cool to room temperature. Beat the eggs with 3/4 cup butter or margarine, chocolate and confectioners’ sugar for a FULL 5 minutes. Mixture will be thick and smooth. In a separate bowl, beat the peanut butter, 1/4 cup butter, and cream. Spoon chocolate filling into crust. Swirl peanut butter filling into chocolate filling. Drizzle remaining 2 oz of melted chocolate on top of pie. Refrigerate for at least 1 hour and serve.
