SETTLERS VILLAGE COMMUNITY IMPROVEMENT ASSOCIATION’S BOARD OF DIRECTORS MET SEPTEMBER 19, 2012:
A Settlers Village Board of Directors meeting was held at the offices of Planned Community Management, 15995 N. Barkers Landing, Suite162 in Houston, Texas. With a quorum present, President Rogers called the meeting to order at 6:30 PM. There were no homeowners present. First, the minutes of the July 30, 2012 meeting were reviewed. A motion was made, seconded and unanimously agreed to accept the minutes as written. The Board then reviewed the 2013 preliminary budget. The key points were the setting of the maintenance fee rate and the status of the capital improvement (pool) account. President Rogers felt the still lean economic times necessitated keeping the fee rate where it stands and the Board should not take the last of the scheduled increases that were set in motion when the decision was made to rebuild the pool. After due discussion, the Board unanimously agreed to set the 2013 assessment rate for residential homes at $288 and the commercial rate at 0.02436 - unchanged from last year. It was further determined
November 2012 that the HOA may be in a position to proceed with the new pool project after the close of the 2013 pool season. PCMI is checking into whether the financing options explored a couple of years back remain viable and it was also decided to rebid the project to take advantage of lower construction costs. After much discussion in regards to the high cost of collection actions, it was determined there were no other options available to the HOA and aggressive collection actions would remain in force. After some changes the Board unanimously agreed to adopt the 2013 budget that is balanced. After much additional discussion, the Board also unanimously agreed to accept the contract of Jr. D. Construction to rebuild the FM 529 monument sign in the amount of $8,645. The marquis option is no longer under consideration. It was also unanimously agreed to replace the missing sign at the Whitwell entrance. The Board reviewed the annual meeting notice and proxy for October 22nd. Although there had been no homeowners who had presented their name for the ballot at that time it was printed and consequently, the only candidates on the official notice will be Kim Rogers and Ron Anderson, several new persons have expressed interest since that time. Although it is too late to get them on the ballot, they will be allowed to submit their name and any supporting proxies from the floor at the meeting. The Board reviewed three proposals for the pool contract and unanimously agreed to accept A-Gleam Pool Company for a total cost of $30,900. This was the lowest cost of the three. In a change from past practice, it was further decided that the HOA would forgo the discount it earned by paying the entire contract in advance and but instead be paid monthly. Lastly, the Board reviewed a resignation letter from Board Member Pamela Brandenburg. The Board unanimously agreed to accept the resignation. Her efforts and contributions to the Board have been appreciated. Previously a homeowner has shown an interest to fill the vacancy so this homeowner will be contacted to see if they would like to fill the unexpired term. This term will expire 2014.

The Harris County MUD Board of directors met on Monday, September 17th. The minutes of the meetings held on August 27th were presented, reviewed and approved as presented. Michael Keefe presented a tax assessor/collector’s report. 2011 taxes are 98.8% collected. The SPA Report was also presented and after further review and discussion, the Board approved the tax assessor/ collector’s report as presented and authorized issuance of the checks listed thereon. The Board approved a tax rate of $.78 for each $100 of assessed value for the purpose of debt service and a rate of $.15 per $100 valuation for maintenance purposes for a total of $.93 per $100 of valuation, unchanged from last year. It was noted that the aging infrastructure in the district may necessitate an increase in the maintenance rate (although it might be offset by a reduction elsewhere). To that end, the Board will be required to secure the authorization to raise that rate from the voters in an upcoming election. The Board next reviewed the operator’s report, which found the District has 2,242 connections. The operators reviewed the larger maintenance items and discussed an amendment to the rate structure the operator charges the district. After a thorough discussion, amendment was approved. The operator then submitted a list of delinquent accounts to the Board for termination of utility service and stated that the accounts in question have been given written notification of the opportunity to appear, either in person or in writing, at the Board meeting to contest, explain or correct the charges, services or disconnection. The operator noted that the accounts listed had neither attended today’s meeting nor contacted the operator’s office or the District to contest or explain the charges. After discussion, the Board unanimously authorized the District operator to proceed with termination of the utility service pursuant to the provisions of the District’s Rate Order and approved the operator’s report as presented. Jason Johnson and Delea Cooper presented an engineer’s report and reported commencement of construction of the 105/165 interconnect is pending agency approval. Engineers continue with the design of on-site water well at Water Plant No. 1 (Liberty Valley location) and expect to submit plans for review in one month. Construction of Water Well No. 3 is pending coordination with Layne regarding the arsenic removal system. The engineers continue to work with the manufacturer to solve the iron issue and also will determine whether measures taken at the suggestion of Layne to address the issue caused any damage to the facilities. At that point, the District will seek reimbursement and/or replacement of any damaged facilities from the manufacturer. Layne representatives will be traveling to the District shortly to further review the situation. Subject to that discussion, the Board unanimously approved the engineer’s report as presented. Robert Moorman provided a brief developer’s report and noted he has been selected to remain as the project manager for Jasmine Heights. The Harris County Municipal Utility District (MUD) Board #105 is an independent governmental agency that is completely separate from the Settlers Village Homeowners Association (SVHOA). Its members are: Steve Breard - President Charles LaConti - Vice President Stanley Craig - Assistant Vice-President Kathy Cones - Secretary Pam Brandenburg - Assistant Secretary All are residents and property owners within the district. Lastly, a quick reminder that Steve Breard is still collecting aluminum cans for the neighborhood with all proceeds going to the capital improvement fund for our pool. Young Brothers Taekwondo Team Legacy hosting golf tournament fundraiser
Young Brothers Taekwondo Team Legacy is hosting an inaugural Golf Tournament as a fundraiser on November 16, 2012 at Longwood Golf Club in Cypress, TX. All proceeds from this event will be used to offset costs of traveling to and participating in tournaments throughout Texas and across the country. Our team members compete at tournaments at all levels from local to international. Every July, we travel to Ft. Lauderdale, FL to compete at the Amateur Athletic Union (AAU) National Taekwondo Championship. We also compete at the international US Open tournament, which this year will be held in Las Vegas. Team Legacy is the competition team at Young Brothers Taekwondo in the Copperfield area of Houston, TX. We are a 501(c)3 non-profit under the AAU. Our mission is to develop high quality competitors through intense training and mentor leadership. Bear Creek Baptist Church is offering Upward Basketball and Cheerleading for K-8th Grade. Cost is $75 for Basketball and $80 for Cheerleading.
