GLENCAIRN CRIME WATCH SECOND TUESDAY EVERY MONTH Want to know the best crime prevention device ever invented? A good neighbor! In fact neighbors working together in cooperation with law enforcement can make one of the best crime-fighting teams around. We call it Glencairn Crime Watch. Crime Watch is a crime prevention program which enlists the active participation of citizens in cooperation with law enforcement to reduce crime in their communities. It involves: (1) Neighbors getting to know each other and working together in a program of mutual assistance. (2) Citizens being trained to recognize and report suspicious activities in their neighborhoods.

(3) Implementation of crime prevention techniques, such as home security, Operation Identification and others. You may hear it called Neighborhood Watch, Citizen Crime Watch, or Block Watch. The names differ but the idea is the same: Neighbors looking out for each other. OBJECTIVES ARE: • To reduce neighborhood crime. • To turn the eyes and ears of the neighborhood into a powerful, hard to penetrate, 24 hour a day protective wall to defend our neighborhood against crime. • Create a public awareness that crime is not inevitable • Through knowledge of neighborhood crime data and preventative measures we can lessen the fear of crime for all of us. • Create a formal network for neighbors to communicate with each other and with the police about crime related problems. • If you would like to join Glencairn Crime Watch just come to a meeting, call 281-855-2203 or email glencairncrimewatch@live.com PATTY HILL CRIME WATCH COORDINATOR glencairncrimewatch@live.com

COMMUNITY VOLUNTEERS Your Board of Directors are volunteers from your community that give up their time in an effort to make Glencairn a better place to live. More importantly, they strive to keep the property values up since your home is probably your single largest investment. We trust you will understand that board members do not mind discussing association issues with members. We respectfully request that homeowners do not approach board members away from board or member meetings to discuss personal deed restriction or collection matters. The individual

board members cannot make a decision on an individual basis. It takes a majority vote of the Board to make a decision. That is why the Board meets on Mondays before the member meeting to discuss issues with members.

DISCOUNT FOR PAINT Sherwin Williams will give a ten percent (10%) discount to residents of Glencairn. The Glencairn C.I.A., Inc. Board of Directors met with representatives of Sherwin Williams, located on Highway 6 a block before West Little York and provided them with the Association color chart. They will maintain this color chart for residents to use when selecting approved colors. This does not eliminate the submission of an ACC request form to paint your house. The ACC form must still be submitted to ACMP for approval by the ACC Committee. The discount will be for the purchase of paint, paint supplies and equipment. Sherwin Williams Duration paint line is excluded from this discount. Residents just need to inform the sales clerk that they reside in Glencairn. We sincerely appreciate this local business for taking an interest in Glencairn and we ask that you support them. However, you do not have to use Sherwin Williams paint. You may select your color at Sherwin Williams or by going to ACMP where the same color chart is located and take an approved sample color to any paint store you choose to have it matched. Again, the important thing is to submit an ACC form prior to painting. Your ACC Committee and Board of Directors do everything they can within the parameters of the governing documents, to work with all homeowners in a timely manner and on a one on one basis. DEED RESTRICTION REVIEW

The deed restriction violation reviewed in this issue is “improperly stored materials.” Once again, this is an overview and there could be specific issues that are not covered. For additional information, feel free to contact the Deed Restriction Department at ACMP, Inc. 281-855-9867. The Association regularly cites properties with trash, trash cans, landscape material, toys and any number of items that remain in the front yard or are visible from the street. The minutes of the June member meeting list items Mr. Rothchild of REMAX has stated create good property values. The major issue is curb appeal, which includes not storing items in view from the street. Trash, papers and other items in view from the street are it unsightly but will depress property values. The Association would hope that neighbors are considerate of each other and maintain their properties in a neat, attractive manner. This is the “community” attitude. Unfortunately, some people prefer a more individualistic attitude or just simply don’t care and leave trash and other items in view from the street on a continual basis. While they have a right to their views, the deed restrictions prohibit the storage of trash, refuse or any other material in view from the street. It is fine to have and express views, but the appearance of the subdivision should be a community issue in which everyone is considerate of each other’s property and property values. We truly hope that as homeowners walk throughout the subdivision

and see random trash blowing or laying around, they will pick it up. It only takes one person to start making a difference. That one person could be you. However, for properties where items are stored in view from the street on a continual basis, the Association must enforce the deed restrictions to preclude this storage.

“Article IV, Section 13 No Lot shall be used or maintained as a dumping ground for rubbish. Trash, garbage or other waste materials shall not be kept except in sanitary containers constructed of metal, plastic or masonry materials with sanitary covers or lids. All incinerator or other equipment for the storage or disposal of such waste material shall be kept in clean and sanitary condition. Provided, further, that no Lot shall be used for the open storage of any materials whatsoever which storage is visible from the street, except that new building materials used in the construction of improvements erected upon any Lot may be placed upon such Lot at the time construction is commenced and may be maintained …” The Association, its Board of Directors and management company have a responsibility to enforce this deed restriction. The Board believes the enforcement procedure is fair and offers property owners the opportunity to explain any problems regarding storage of material. The management company inspects the subdivision twice a month. If a material of any type is observed the violation is noted on the first citing. If material of any type is observed on a subsequent inspection, a first letter will be sent via first class mail. The first letters states that if there are extenuating circumstances or you believe the letter is in error to contact the management company. Landscape material, construction material and trash cans will be cited unless the owner has called in and informed the Association about the situation and stated an agreeable date the materials will be removed. Since the Association has no way of knowing the exact length of time the material has been stored in view from the street, but has allowed sufficient time to complete improvements, the material must be cited. The Association is attempting to be considerate, the restrictions state that it there be no open storage of materials period. They do not say until the flower bed is constructed or until the dirt is spread in the backyard. The Association wants to work with homeowners. If no communication is received after the property owner receives the first and the material is observed during a subsequent inspection, a second letter will be sent via certified mail. A picture is taken at the time the material(s) is observed during the second inspection. The charges for the certified letter and photo are the responsibility of the property owner in accordance with the Texas Property Code. If the material is still in view from the street and still in violation during the subsequent inspection, it is placed at Board Direction. The material has now been stored on the property for at least six weeks. The Board will inspect the property to observe the violation and will take one of three courses of action.

15544 Ridge Park Dr., Houston, TX 77095

If the material remains in view from the street, the Association may have the material removed by a contractor. The charges for enforcement of deed restrictions are the responsibility of the property owner, but the Association must pay the expense up front and get reimbursed by the property owner.

The Association could have the attorney send a letter to the property owner requesting removal of the items. There is definitely a charge associated with this avenue of enforcement. If the Board chooses to take the attorney avenue for correction of the violation and the

Every section of Glencairn Community Improvement Association, Inc. has a restriction regarding improper storage of material or storage and disposal of garbage and refuse. The restriction regarding storage of materials was, once again, not something the Board instituted, but put in place by the Developer. The restriction was put in place to prevent a cluttered, unsightly appearance in the neighborhood. This in turn would cause property values to decline. Most sections of Glencairn C.I.A., Inc. have the following restriction regarding improperly stored material.

violation is not corrected, the next step is a lawsuit. Once this step is taken, legal fees increase rapidly. The Association could send a “President’s“ letter, which is a final appeal from the Association for the violation to be corrected. Once again, the trash, materials or whatever, has now been stored in view from the street for almost six weeks.

The Association does not want to file lawsuits for any deed restriction violations. If homeowners communicate with the Board, they have always worked with the homeowners. The same would apply in this situation. The key issue is communication. The Board will rarely ever file a lawsuit for improper storage of material. It would, however, use a contractor to remove the material if at all possible. The charge associated with the removal will be billed to the property owner.

If the account is being handled by the Association attorney then, the next year maintenance fee assessment is still due by January 1st. There will probably be some legal fees invoices that have not yet been received by our management company. Once again, if legal fees are displayed on the statement, then the owner should contact the Association attorney to determine the total legal charges owed unless stated otherwise.

The assessment is due January 1st, becomes delinquent January 31st and is subject to the following actions when delinquent. The week of February 1st interest will accrue and be posted to any accounts that are delinquent. Additionally, a late penalty will be assessed to each delinquent account. A letter will be sent to each delinquent account stating the current balance. If every homeowner would pay their assessment on time, it would result in fewer expenses and less aggravation for everyone involved. The Association must expend some funds for the collection of delinquent accounts. This expenditure is passed on to the individual homeowners but it is still an expenditure to the Association until the homeowner reimburses the Association. If homeowners pay on time, these expenses are eliminated along with the aggravation of getting certified letters and/or being turned over to the attorney.

The Board of Directors does not want to foreclose on any property, but has a responsibility to all the homeowners to ensure all fees are paid. It is unfair for other homeowners to bear the burden for homeowners that will not pay their maintenance fee assessment. However, the Board has, on a case by case basis, worked with homeowners unable to afford paying the assessment all at one time. This Board will continue to do so but if there is no communication from the homeowner, the Board has no other option but to proceed with the above collection policy.

A four-month payment plan has been approved by the Board of Directors, which includes an administrative charge. Payment plans are available by contacting ACMP, Inc. prior to January 31st.

Not to be combined with any other discount or offer.

Delinquent accounts turned over to the attorney for collection will normally be handled in the following manner. A certified letter will be sent and a charge added to the account for the letter. A lien could be filed. If payment is not received within the specified time a lawsuit will be filed for collection of the assessment. This could ultimately lead to foreclosure.

Harris County Alarm Detail

In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. Should you have any questions, please contact the Harris County Sheriff’s Office Alarm Detail at 713-7554600 M-F, 8 AM - 5 PM. If you would like any of our Alarm Detail personnel to attend one of your HOA meetings, we would be glad to attend and answer as many questions as possible.

GARDENING TIPS FOR JANUARY • Birds: Provide food and fresh water. More birds die from lack of water than from lack of food. • Cacti: Semi-dormant now. Reduce watering. • Camellias: Plants may be moved. Pick up and discard fallen blooms. • Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown. • House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer s directions before spraying. • Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses.

January 2013

• Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees. Energy will be expended on roots instead of foliage. Learn ultimate size and cultural needs of tree or plant before buying. Consider dwarf varieties to avoid crowding later. Group plants of similar cultural needs. Do not work wet soil. Assure good drainage. Keep plants moist. • Vegetables: Prepare beds, preferably raised for drainage, with about 50% humus, including rotted manure. • Winter Protection: Expect freeze any time; plan for protection of tender plants. Water. Remove coverings, particularly plastic, when temperature rises. Protect low plants with dry leaves, pine needles or soil mulch, but remove when weather warms.

Pet Hotline News

Pet Tip: A very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. Having an ID on a pet makes life easier for all. Marie Nugent - 281-859-1104

CYPRESS-FAIRBANKS INDEPENDENT SCHOOL DISTRICT WWW.CFISD.NET IMPORTANT DATES

January 1st - 4th - Student/Staff Holiday January 7th - 8th - Student Holiday January 21st - Student/Staff Holiday

CY-FAIR EDUCATIONAL FOUNDATION HONORS MILITARY HEROES The Foundation will kick off its fifth “Salute to Our Heroes” event on February 9, 2013 at the Omni Hotel Westside Houston. “Salute to Our Heroes” honors the brave men and women who have served to preserve our freedom and liberty. Proceeds from this event go to an endowment enabling graduating students from CFISD to attend college. The event will be generously underwritten by Earthcare Management and Kodiak Gas Services, as the Missing Man Underwriters. The Cypress Fairbanks Medical Center Hospital will be the Major General Sponsor.

This year our guest speaker is Steve Russell. LTC Steve Russell (Ret.) commanded the central unit responsible in the hunt and capture of Saddam Hussein. Through leadership and joint efforts across multiple teams, a large organization worked effectively to capture one of the world’s most notorious criminals. Russell is an American Hero. His proven leadership and problemresolution techniques engage audiences through his storytelling.

Salute to Our Heroes has two purposes. First, to give tribute to our heroes - soldiers serving now, veterans and those who have been wounded or killed in action. We want to honor those who have served their country.

The second purpose is to raise funds for scholarships for Cy-Fair ISD students. Each year we give three scholarships per Cy-Fair ISD high school, and the number of high schools is growing. It has been a challenge keeping up with the demand, but CFEF is dedicated to this mission.

The inaugural event honors Jersey Village High School graduate 1st Lt. Jeremy E. Ray, who was killed December 20, 2007 while serving his country in Iraq. A CFEF endowment was established in Jeremy’s memory by an anonymous donor. Last year the 1st Lieutenant Jeremy Ray Community Service and Peace Award was presented to Klein Funeral Homes & Memorials.

Following tradition, the event will have the Missing Man Table & Honors Ceremony. The table will have empty table settings with chairs leaning up against the table as though saved for someone.

13

The table settings have a single red rose displayed in a vase in reminder of the bloodshed for our country and the vase was tied with a red ribbon - a symbol of the continued pledge to shed blood for our country. A slice of lemon on the bread plate is a reminder of the bitterness of the loss of comrades in arms; a bowl of salt to symbolize the tears shed by family members of lost loved ones and glasses turned upside down indicate no one will sit there. Last year’s ceremony was performed by the 75th Army Division Honor Guard and was proceeded by Taps performed by William Veenstra, Cy-Fair High School Senior. For more information on the 2013 event, please contact Marie Holmes at marie@thecfef.org or 281-807-3591.

Cypress-Fairbanks ISD is fortunate to be able to draw from a diversity of skills and knowledge in its community. If you are interested in being involved at Cy-Fair schools as a volunteer and making a difference or would like more information, please contact Pam Scott, Partners in Education Director at 281-894-3950.

“I’m In PAIN” Can Chiropractic Help ME ? We are often asked, “What’s the best way of finding out whether or not a doctor of chiropractic can help my problem?” We believe the answer can be found in a complete chiropractic consultation and examination, including x-rays. And to help find out for sure, we will do a complete consultation and examination, including x-rays, if necessary, (procedures that normally cost $187.00 or more) for $25.00. We will make this special program available through January. The only exception to the offer involves personal injury cases (workers’ compensation and auto accidents) in which there is no charge directly to the patient.

Last year, more than 2 billion dollars in financial aid was awarded to students in Texas. Find out how to get your share of this money. For more information, please contact the Cy-Lakes College and Career Center at Brenda.gauthey@cfisd.net College Ambassadors - January 11th, Cypress Lakes High School. On January 11th about 75 former Cy-Lakes students will visit the campus to share their knowledge and advice about college with current students. This tradition began with Cy-Springs graduates who came to Cy-Lakes in January 2009 and talked about the things they wish they had known before they went off to college. January 11th will mark the fifth year of the program and our own Cy-Lakes alumni will take over as the Cy-Lakes College Ambassadors. These college students continue the Cy-Lakes tradition of showing valor, service and leadership in all that they do.

2013 Relay For Life of Cy-Fair Cy Falls High School

Friday, April 26, 2013 - 7:00 pm Come join our planning committee or register your own team to help raise money for cancer in our Cy-Fair community!! The Heart of Relay: During the Relay for Life event, three ceremonies are held Survivors Lap: To start Relay, those who have survived their battle with cancer join together to walk a lap celebrating their victories over the disease. Luminaria Ceremony: At dark, the track is lined with candle-lit bags bearing the names of those who have been touched by or have lost their lives to cancer. Fight Back Ceremony: Before participants leave Relay, they make a personal commitment to help fight back against cancer in several ways. As interest in Relay for Life grew in the Houston area, the American Cancer Society began forming events in local communities and the first Cy-Fair Relay for Life committee was formed in 2004. This is our 9th year in Cy-Fair and our goal is to reach the $1 Million Dollar Mark. We are very close and only need $150,000 to meet our goal and with YOUR help, we can make this goal a reality!! 100% of our profits go to ACS to use for research and other programs. With more than 1,000 participants in last year’s Relay, we know that we can grow even bigger this year! For more information, contact Erin Kasperek below:erin.kasperek@cancer.org 713-706-5652 | Mobile: 281-732-8324 www.relayforlife.org/cyfairtx

Honor Martin Luther King, Jr. with Service January 21, 2013 will mark the Rev. Dr. Martin Luther King, Jr. federal holiday. This milestone is a perfect opportunity for Americans to honor Dr. King’s legacy through service. The MLK Day of Service empowers individuals, strengthens communities, bridges barriers, creates solutions to social problems and moves us closer to Dr. King’s vision of a beloved community. Why Serve on MLK Day of Service? Dr. King believed in a nation of freedom and justice for all and encouraged all citizens to live up to the purpose and potential of America by applying the principles of nonviolence to make this country a better place to live - creating the Beloved Community. The MLK Day of Service is a way to transform Rev. Dr. Martin Luther King, Jr.’s life and teachings into community action that helps solve social problems. That service may meet a tangible need or it may meet a need of the spirit. On this day, Americans of every age and background celebrate Dr. King through service projects that strengthen communities, empower individuals, bridge barriers and create solutions.

GIRLZ GONE RIGHT • Right Foundation • Right Character • Right Relationships Presented by Pregnancy Help Center of West Houston

When: Thursday January 17, 2013 at 11:30 AM CST -to-Saturday January 19, 2013 at 1:00 PM CST Where: Pregnancy Help Center of West Houston 1450 E. Summitry Circle Katy, TX 77449

HOUSTON, we have a problem! Adults who are too busy, too tired, too whatever to be bothered TEACHING and MODELING respect and integrity to their students, decide it is better to just offer them the morning after pill at SCHOOL, without consent of parents! Be realistic, they are ALL going to “do it anyway!” What message are we sending our young people? Who is going to speak TRUTH in love to this generation of young women? Where are they going hear that they are valuable? From MTV? FACEBOOK? The boy sitting behind them in Math? The school clinic handing them a chemical hormonal drug cocktail? It is time to WAKE-UP. We need to remind ourselves and those we place our children in the care of, that PARENT’S MATTER and that going behind our backs is not, nor will EVER BE in the best interest of our girls. • Thursday, January 17, 2013 - we would like to invite you (Pastors, Community Leaders, Educators) to LUNCH with Pam Stenzel. • Friday, January 18, 2013 - come join us for a frank discussion of how PARENTS MATTER (Parents, Grandparents, Aunts, Uncles, Brothers, Sisters & children included). • Saturday, January 19, 2013 - This “morning out” is for TEEN GIRLS and their Mom’s (Aunts, Grandmothers, Sisters)! It is a simple event that brings mom’s and daughters together to begin conversations that will help teen girls be TRANSFORMED by God’s WORD and not conformed to the WORLD! Don’t be the one that says “It’s hopeless, they are all doing it anyway.” Be the one that says “You are valued, you are loved, you are worth respecting and you have the strength and grace you need to make the right choice!!” Will you join me? Register now… Go to www.phckaty.org for more information or call 281-599-0909.
