The Board wishes to extend a special thanks and deep appreciation for our former Board members. Pam Brandenburg and Ron Anderson had worked hard to make this a really great neighborhood. Their contributions will be sorely missed. By the time we publish, we will have begun 2013. The Board wishes to extend to its residents a wish for a happy and prosperous New Year!!! A Board of Directors meeting was held November 5, 2012, 6:30 PM at the little room by the Pool, 6700 Setters Village Drive, Katy and TX. 77449. Board Members in attendance were Kim Rogers, Kathy Cones, Steve Breard and Tulibelle Igartua-Martinez. Representing Planned Community Management (PCMI) was Dolores Sue. With a quorum present, President Rogers called the meeting to order at 6:35 PM. A motion was made, seconded and unanimously agreed to accept the minutes as written. Steve Breard informed the Board the marquis sign for the FM 529 entrance was ordered and should be received in the next week to ten (10) days. The Board discussed the letters that were purchased for the old marquis sign. For the present time it was agreed to store them in the little room by the pool. The Whitwell sign has now been replaced.

Mr. Breard reported that he had instructed PCMI to contact the association to obtain a loan in the amount of $600,000 to expedite the installation of the pool and building. The association’s bank stated the amount most they could loan the association was $240,000. The loan would be amortized over a seven (7) year period at a rate of 6.75% interest. Mr. Breard will obtain the name of another lender and have PCMI contact them and see if they can loan more money at a better rate.

(Addendum To The Pool Project: Because the conditions for obtaining a loan to replace the pool have deteriorated so badly, the Board is going to look at investing money to extend the pool’s life and explore proceeding with building replacement as the first part of the overall project.)
Also present were Bob Ideus, Greg Dubiel, Gary Hastings, Jim Vangorder, Jim Eggleton, Michael Keefe, Jason Johnson, Delea Cooper, Perry Miller and G. Taylor Goodall, Jr. The meeting was called to order and declared open for such business as might regularly come before it.
The Board tentatively set the next meeting for Monday, February 6, 2013 at 6:30 PM at the little room by the pool. The Board unanimously agreed to have a meeting on December 7th or 8th to pick the winners of the holiday decorating in the community. The prizes will be $100 for first prize, $50 for second prize and $325 to the third place winner.
The minutes of the meeting held on September 17, 2012 were presented, reviewed and approved as presented. Michael Keefe presented a tax assessor/collector’s report. 2012 taxes are 0% collected. Mr. Keefe will present the SPA Report at a later date. After further review and discussion, the Board approved the tax assessor/ collector’s report as presented and authorized issuance of the checks listed thereon. The Board also reviewed the bookkeeper’s report and after payment of bills at this meeting, the general fund balance will stand at $694,636.30. The capital projects fund balance
Municipal Utility District Mr. Breard reported there is one well out for current bid and as soon as the contractor is chosen the well will be dug. The other two

is $2,907,006.49. The debt service fund balance is $2,961,984.96. The Board approved the bookkeeper’s report as presented and authorized issuance of the checks listed thereon. The tax assessor-collector confirmed that his offtce had published notice of the District’s intent to hold a public hearing and set the 2012 tax rate at this meeting. Accordingly, the Board called a public hearing on the District’s proposed 2012 tax rate. It appeared that the Harris County Appraisal District had heretofore prepared and certified to the District’s tax assessor-collector the final 2012 appraisal roll of the District. The Board considered the amount of taxes to be raised based on said valuation in order to meet debt service requirements on the District’s outstanding bonds and for maintenance purposes. The Board passed and adopted the attached Order accepting the final appraisal roll and setting a tax rate of $0.78 for each $100 of assessed valuation shown on such appraisal roll for the purpose of debt service and a rate of $0.15 per $100 valuation for maintenance purposes. The Board reviewed the operator’s report. The District has 2,339 connections. Problems regarding illegal connections to the District’s system were discussed and it was requested that the operators turn over any evidence regarding illegal connections to local law enforcement and Mr. Goodall’s office. The operators were reminded to carefully document any illegal connections with copious notes and detailed pictures. The operator then submitted a list of delinquent accounts to the Board for termination of utility service and stated that the accounts in question have been given written notification of the opportunity to appear, either in person or in writing, at the Board meeting to contest, explain or correct the charges, services or disconnection. The operator noted that the accounts listed had neither attended today’s meeting nor contacted the operator’s office or the District to contest or explain the charges. After discussion, the Board unanimously authorized the District operator to proceed with termination of the utility service pursuant to the provisions of the District’s Rate Order and approved the operator’s report as presented. Jason Johnson and Delea Cooper presented an engineer’s report. Final plans for the 105/165 interconnect will be submitted for approval this week. The engineers will meet with City officials within one week to consider the Water Well No. 4 design and Layne has mobilized on site to begin inspection of the arsenic removal system at ‘Water Plant No. 2. Construction of the storm water quality feature at Eagle Ranch detention basin is 80% complete and the operator and engineers continue to work with Layne regarding issues with the arsenic removal system. The District will pursue all options available to it in the event any issues are deemed to be caused by improper installation or design by Layne or the contractor. The engineers are continuing coordination with Cy-Fair ISD for Lift Station No. 2 and Offsite Utilities to serve the District. Progress continues on the Jasmine Heights, Section Five and West Little York Road expansions and the Board concurred in approving the low bidder, Hassel Construction, for the utility extension along ‘West Green Boulevard to serve a future Cy-Fair school campus. The Harris County Municipal Utility District (MUD) Board #105 is an independent governmental agency that is completely separate from the Settlers Village Homeowners Association (SVHOA). All are residents and property owners within the district. The MUD Board can be contacted via their attorney Taylor Goodall of Smith, Murdaugh, Little & Bonham at 713-652-6500. Please also remember the rules regarding personal sign postings. The placing of private signs of any type onto county owned sign poles or Centerpoint owned light poles is expressly prohibited per Texas House bill. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or having a deputy come tell you that they must be removed. Jurisdiction for enforcement is shared by the Harris County JP and District courts. While the deputies have been asked to be lenient toward illegal signage, a discussion is now underway to allow the deputies to cite offenders as more than enough time has passed to allow everyone to become familiar with the new rules. Lastly, a quick reminder that Steve Breard is still collecting aluminum cans for the neighborhood with all proceeds going to the capital improvement fund for our pool. In 2010 we collected $278 and $297 in 2011. We have collected $169 so far for 2012. Please rinse and bag the cans to minimize the attraction to bugs. They can be dropped at 6642 Cove Lake. As indicated earlier this year, Settlers is giving increased attention toward property upkeep and that means enforcement in the form of forced mowing and legal action is on the upswing. Property owners need to understand that keeping your yard mowed and trimmed is one of the least expensive methods to maintaining the property values in Settlers Village. And just the same as with maintenance fees, a timely action and response to violations is your obligation as a resident and/or a property owner. Ignoring a problem will not make it go away but it will make it more expensive as the lawyers become involved.

Call the Pct 5 constable’s office at 281-463-6666 and ask for Sergeant Mitch Hutter. On Thursday, November 8th, an alert resident in Settlers Village phoned in a suspicious person call to the Harris County Constables Dispatch number. Deputies were dispatched and located the individual who was the subject of the complaint. Officer questioned the young man and noted he had several items in his possession that seemed out of the ordinary, but had to release him as there had been no reports of a burglary or theft with these items listed as missing.

In June 2012, Best Trash became your new trash & recycle collection provider. Your trash service will change to Tuesday and Friday. Your recycle collection day will be Friday. Please have trash and recyclables out to the curb by 7 AM. On each regularly scheduled collection day, Best Trash will collect residential refuse at the curbside. Trees, shrubs, brush trimmings and fencing must be bundled in lengths no greater than 4 feet with no branch diameter larger than 4 inches and bundles weighing no more than 40 lbs. The bundling is required to allow quick pickup and size limitations are required to avoid damage to the compacting equipment. Heavy/bulky items (appliances, furniture, carpet up to 1 room rolled up 4 ft. wide and weighing less than 50 lbs) will be picked up either collection day. By Federal Law, refrigerators, freezers or any other item containing Freon must have the Freon drained and have an accompanying bill to validate such service was performed. Items excluded from normal collection are dirt, rocks, bricks, tires, cement, batteries, motor or cooking oil, waste generated from a private contractor or any items deemed to be hazardous materials. Best Trash will leave a tag explaining the reasons for non-collection of the item.

GARDENING TIPS FOR JANUARY
• Birds: Provide food and fresh water. More birds die from lack of water than from lack of food. • Cacti: Semi-dormant now. Reduce watering. • Camellias: Plants may be moved. Pick up and discard fallen blooms. • Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown. • House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer s directions before spraying. • Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses.

• Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees. Energy will be expended on roots instead of foliage. CY-FAIR EDUCATIONAL FOUNDATION HONORS MILITARY HEROES
The Foundation will kick off its fifth “Salute to Our Heroes” event on February 9, 2013 at the Omni Hotel Westside Houston. “Salute to Our Heroes” honors the brave men and women who have served to preserve our freedom and liberty. Proceeds from this event go to an endowment enabling graduating students from CFISD to attend college. The event will be generously underwritten by Earthcare Management and Kodiak Gas Services, as the Missing Man Underwriters. The Cypress Fairbanks Medical Center Hospital will be the Major General Sponsor. This year our guest speaker is Steve Russell. LTC Steve Russell (Ret.) commanded the central unit responsible in the hunt and capture of Saddam Hussein. Through leadership and joint efforts across multiple teams, a large organization worked effectively to capture one of the world’s most notorious criminals. Russell is an American Hero. His proven leadership and problem-resolution techniques engage audiences through his storytelling. Salute to Our Heroes has two purposes. First, to give tribute to our heroes - soldiers serving now, veterans and those who have been wounded or killed in action. We want to honor those who have served their country. The second purpose is to raise funds for scholarships for Cy-Fair ISD students. Each year we give three scholarships per Cy-Fair ISD high school, and the number of high schools is growing. It has been a challenge keeping up with the demand, but CFEF is dedicated to this mission. The inaugural event honors Jersey Village High School graduate 1st Lt. Jeremy E. Ray, who was killed December 20, 2007 while serving his country in Iraq. A CFEF endowment was established in Jeremy’s memory by an anonymous donor. Last year the 1st Lieutenant Jeremy Ray Community Service and Peace Award was presented to Klein Funeral Homes & Memorials. Following tradition, the event will have the Missing Man Table & Honors Ceremony. The table will have empty table settings with chairs leaning up against the table as though saved for someone. The table settings have a single red rose displayed in a vase in reminder of the bloodshed for our country and the vase was tied with a red ribbon - a symbol of the continued pledge to shed blood for our country. A slice of lemon on the bread plate is a reminder of the bitterness of the loss of comrades in arms; a bowl of salt to symbolize the tears shed by family members of lost loved ones and glasses turned upside down indicate no one will sit there. Last year’s ceremony was performed by the 75th Army Division Honor Guard and was proceeded by Taps performed by William Veenstra, Cy-Fair High School Senior. The Northwest Flyers Youth Track Club will celebrate its 26th Anniversary Season by hosting its annual free information/registration breakfast on Saturday, February 2, 2013, for all boys, girls and their parents who are interested in joining for the 2013 track season. CHRIST APOSTOLIC CHURCH BETWEEN JOBS NETWORKING
On Sunday, January 13 , during the 8:30 and 10:45 AM worship services as a part of the worship celebration, we will be including the Wesley Covenant Service from the United Methodist Book of Worship. The first usage of the Covenant Service by a meeting of Methodists was August 11, 1755. During the week before that event, Wesley had been encouraging the Society at Spitalfields to use the covenant as a “means of increasing serious religion which had been frequently practiced by our forefathers and attended with eminent blessing.” Several mornings before he actually introduced the liturgy, Wesley explained it again, talking about the manner of doing the covenant. Then on Friday, August 11th, Wesley “recited the tenor of the covenant proposed, in the words of that blessed man, Richard Alleine.” About 1800 people arose and gave testimony of their assent. “Such a night I scarce ever saw before. Surely the fruit of it shall remain forever.” Wesley’s motivation for using the service in 1755 came from two sources: (1) He had recently read Gillies’ Historical Collections which spoke of a solemn renewing of a covenant in Massachusetts in 1680 and (2) Richard Alleine (161181) whose influence had touched Wesley’s paternal grandparents and whose covenant had been used in Wesley’s family at Epworth. The use of this service proved so successful that it was used frequently, especially on New Year’s Day or the first Sunday in the New Year.
