At this time of year, now that the Holidays are over and we reflect on 2012 and set goals for 2013, please remember that WHERE YOU LIVE is the single greatest investment you make in your life with your time, money and also in providing for yourself and your family. Your home is very important! February is the month of love and I ask that you take a moment and remember why you purchased a home in Cinco Ranch. Was it for the schools? Was it for the great Katy area in general? Or was it because you wanted to live in a master-planned community? Any of these, along with a number of others, is why you LOVE living in Cinco Ranch! Take a moment to remember a few simple things that makes living in Cinco Ranch better for yourself, but also for your neighbors. If we all keep this attitude, the experience of living in one of the greatest places in Texas will become that much better. Little things like: property maintenance; outdoor décor; keeping that trash can and the lawn clipping bags hidden; leashing and picking up after your dog; parking your vehicles and your guest’s vehicles that are best for your entire street. The little things, that can be done without much fuss, that in each, will help everyone. Keep this in mind as you make and finalize your New Year’s Resolutions. A wise person once told me, that the little things are the biggest in the end. Thank you…

Parking in the Street

Did you know it is against Cinco Ranch Covenants for residents to park in the street (Article XII, Section 2(a))? Additionally, when a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at

DO YOU KNOW WHO YOUR NEIGHBORHOOD REPRESENTATIVE COMMITTEE (NRC) REPRESENTATIVES ARE?

Did you know that each area of Cinco Ranch has Neighborhood Representative Committee (NRC) Representatives positions? While not every position is filled (we’re looking for volunteers who want to get involved!), most have an NRC rep and many have 1st and 2nd alternate reps. These are volunteers from your neighborhood. Your NRC rep is a tremendous source of information and a resource you should use. But, you have to know who your rep is, in order to contact him/her. A quick call to the Cinco Property Association Office at 281-599-0408 is all it takes to find out the name and contact information for your rep.

All the NRC reps are trying to build contact lists to keep you informed, but they need you to reach out and let them know you want to be added to their contact list. Many NRC reps have started Facebook pages to help keep their neighbors informed. There are many issues facing Cinco Ranch that you should be aware of. Knowing who your NRC rep is, is one way to stay in the know. So call today and find out who your NRC rep is and contact them to let them know you want to be added to their listing.

With over 8,700 homes in Cinco Ranch, we need volunteers from each “neighborhood” to receive email blasts for lost and found pets in our community. Would you be willing to receive occasional emails when there is a lost or found pet in your area? We need additional caring, animal-friendly

Street Parking Near the Schools

With the Katy ISD bus changes this year, many parents are dropping off and picking up their children at school. This means there are many more cars parked along the streets near the schools. Please be extra cautious in these areas and be alert to the parked cars and the children walking to and from the cars. Thank you.

Tennis Reservation Cancelations

If you make tennis reservations and decide that you cannot play, please go online and cancel your reservations. This will ensure that the courts will be open for other residents to then reserve the courts. Thank you.

Help Keep Our Lights On

If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office. To report the outage yourself you will either fill out the form available at: www.centerpointenergy.com/outage or you can call the information into Centerpoint Energy at 713­-207-2222. The electronic form is much faster as you won’t be put on “hold.” You can also report dim lights, leaning poles, etc. on the electronic form. Copy the email to the Cinco Ranch Residential Office at: CincoRanchCustomerCare@pcmi-­us.com so we can keep the list of lights reported.

Cinco has 9 pools available during the swim season. Starting in April, the Greenway Village pool will open. This pool stays open through the end of October. Cinco Southwest has two pools - The Lake House Pool and the Rosewood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed.

Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not.

Cinco and Cinco Southwest Shared Use Agreement

All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities. Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane. If you live west of Katy Gaston Road, you are in the Cinco Southwest Association and can purchase your Pool Key Cards at the Lake House at 25202 Springwood Lake Drive.

CincoRanchLife.org If you are not signed up for the community website, you are not receiving the e-blasts from the Association. E-blasts can consist of Association News and Announcements, Cinco Ranch Events, Local Area Happenings, Cinco Ranch Area Public Service Announcements, Severe Weather Alerts and much more. E-blasts can contain current information, which is a benefit to the Association when immediate notices need to be sent to Residents.

The Cinco Ranch Communication Committee under the direction of the CRPA Board of Directors has been working on better forms of communication for the Cinco Ranch Residents. The website offers the online experience of receiving news and information from your Association. Residents have a 24/7 connection to the Association Information and documentation. Legal Documents of all three Cinco Ranch Associations are available online. There is also local contact information that is area specific to Cinco Ranch. There are some online forms that will help you expedite your communication with the management company. Another feature that can be utilized is the online classified ad section. This is a free service and allows Resident the chance to list their treasures for sale. Several features have been built into the site to help our Residents. The website offers a benefit to all as you can view much of the needed information while not logged in. Below is a list of information and services available. Public: News, Recreation, Docs. PET LEASH LAWS IN THE CINCO RANCH AREA Harris County - LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS - The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program VACCINATION - Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans. Help Avoid Power Outages In Your Neighborhood

Do you have a transformer in your yard? If you do, please do not directly surround it with mulch or dirt. Transformers must have the sides exposed so they can cool properly. Otherwise they will over heat and burn out. Also, the sides of a transformer can rust through due to mulch holding moisture against them. Please do your part and clear the area around transformers in your yard.

Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. STAAR SCORES WILL NOT AFFECT COURSE GRADES FOR 2012 - 2013

Texas Commissioner of Education Michael Williams announced today that he will again defer the requirement that states that STAAR end-of-course examinations be counted as 15 percent of a student’s final grade in each subject tested. With this announcement, local school districts have the option to move forward with the 15 percent rule for the 2012 - 2013 academic year. Last year, Katy ISD opted to participate in the deferral as the district adjusted to the rigor of the new STAAR test. “Katy ISD will again participate in the deferral, as we feel that this will allow both students and teachers an opportunity to better understand STAAR, while focusing on the subject matter and not just a final test score,” said Dr. Christine Caskey, Katy ISD Chief Academic Officer. As posted on the Texas Education Agency’s website: “Deferring the 15 percent rule for this school year relieves some of the pressure being felt in Texas districts as we continue the transition to a more rigorous accountability system,” Williams said. “This deferral also allows the Texas Legislature ample opportunity to address the various issues and concerns that have been expressed about implementation of the new system.” On Nov. 29th, Williams received letters from Gov. Rick Perry, Lt. Gov. David Dewhurst and Senate Education Committee Chair Dan Patrick urging deferral of the 15 percent rule. All three state leaders noted the rule would be an issue that would be discussed during the upcoming legislative session. KATY ISD’S CREECH ELEMENTARY STUDENTS CREATE NEARLY 900 GINGERBREAD HOUSES IN ONE DAY

Every year in mid-December, the students at Sue Creech Elementary participate in Gingerbread Day festivities during their “specials” time. Emily Silva, a Creech Mom, chairs the annual event. Parents and the Creech PTA donate supplies such as graham crackers, peppermint sticks, gumdrops, skittles and more and a virtual army of teachers and parent/family volunteers assist the children (more than 850 students enrolled) in making their own individual Gingerbread Houses to take home. Creech Art Instructor Natalie Sansom kicks off each grade’s production with an instructional overview for the students that combine art and architecture. Then, the entire school is filled with the pleasant aroma of goodies. And when they’re finished, the students gather up their projects to take home.

Team “Beck Tech” from Beck Junior High won the Second Place Champions Award at the Katy FIRST LEGO League Robotics Qualifying Tournament sponsored by Cinco Ranch High School’s robotics Team “Cryptonite.” Team members are (L to R): Pranay Anand, William Ding, Jason Shenoi, Alex Kong, Aditya Sudhakas and Wesley Liaw.

FIRST LEGO League teams of two to ten members work alongside adult mentors to design, build and program autonomous robots using LEGO MINDSTORMS® NXT technologies and create an innovative solution to a problem as part of a research project. This year’s competition is the SENIOR SOLUTIONSSM Challenge, where students explore the topic of aging. Can FIRST LEGO League teams improve the quality of life for seniors by helping them continue to be independent, engaged and connected in their communities? Team “Bud-Botics,” an independent team from the Cy-Fair area, won the First Place Champions Award as the team with the highest combined score from all elements of the competition. They also won the award for Robot Performance. Team “Beck Tech,” from Katy ISD’s Beck Junior High won the Second Place Champions Award. As First and Second Place Champions, both Bud-Botics and Beck Tech will advance to compete in the Lone Star FLL Championship Tournament, which takes place on February 23, 2013 at John H. Reagan High School in Houston. FLL Teams are judged on each of the three parts of the FLL Challenge: The Robot Game - the performance of their robot in head-to-head competition, along with robot design and programming; The Project - a research project and presentation and FIRST Core Values – for how well a team embodies these values. Throughout the build, research and competition process, FLL robotics teams deal with real-world application of science, technology, engineering and math (STEM) concepts and hands-on problem solving, as well as honing research and presentation skills. Team CRyptonite students and adult volunteers organize and run the Katy Qualifier Tournament as part of their commitment to community service and to promoting FIRST robotics to inspire future scientists and engineers. The team also founded the FLL programs at Beck JH and Cinco Ranch JH and currently mentor the two Cinco Ranch Junior High FLL teams. The Katy FLL Qualifier Tournament, one of 800 held around the world, was the first step in the regional robotics competition process, which culminates in the Southwest (Texas/New Mexico) FLL Championship Tournament. The winning team from this Championship Tournament will participate in the 2013 FLL World Festival in St. Louis, Missouri in April.

The December 9th concert, “Christmas around the World,” was the nineteenth year that the congregations of Epiphany of the Lord Catholic Church and the Katy Stake of The Church of Jesus Christ of Latter-day Saints have combined for a Christmas concert. The collaboration began in 1994, at the invitation of Father Jack Dinkins, when new neighbors, the Katy Stake Center, was built across the street. This year’s choir was made up of 120 voices from both congregations, with the addition of a children’s choir of nearly 100, plus Epiphany’s small Contemporary Choir, as well as a community orchestra.

The theme of the evening was introduced with flags from many countries being marched in while the congregation joined the choir for “O Come All Ye Faithful.” The Christmas music of the concert came from many nations: Italy, West Indies, Ireland, France, Ukraine, Spain, Switzerland, Germany, Austria, Philippines and Africa, as well as some English and American traditional tunes. There were several highlights. The Latin “O Magnum Mysterium,” gave the impression of a cappella beauty resonating in a Roman cathedral. “O Holy Night,” with the choir backing up Debbie Siebert’s soprano solo, brought audience members the Christmas glory they were hoping to feel. “Silent Night,” sung simply to guitar, as it was originally written, was essential. The two choirs and any who join them from the community, plan to continue the tradition for years to come, with next year marking two decades of singing together. Epiphany includes about 2,500 members in and around Katy. The Katy Stake includes 10 congregations in and around Katy, as well as north to Bear Creek and Copperfield areas and west into Austin County and beyond.

The 2013 Katy ISD FFA Livestock Show and Rodeo

It made history in 1943 as the first of its kind to be established on a local school level and now the Katy Rodeo has grown to encompass three nights of rodeo entertainment for the whole family. 70 years later, the Katy Rodeo is one of the few remaining youth and professional rodeos still supporting FFA. In conjunction with the annual Katy ISD livestock show, the Katy Rodeo is an event that supports agricultural education within the Katy Independent School District. The Katy Rodeo has something for all ages. The Katy Cowgirl Mounted Drill Team opens each night’s performance while a Katy ISD student performs the national anthem. The rodeo consists of all pro events including Bareback and Saddle Bronc, Steer Wrestling, Ladies Breakaway, Calf and Team Roping, Bull Riding and Barrel Racing while allowing the Katy youth to participate in junior Calf Roping and junior Barrel Racing. The young children can also participate in the rodeo events by joining the Stick Horse race or the ever-popular Mutton Bustin’. The KISD FFA students have a chance to compete in the “ever popular” Calf Scramble. The carnival also delights spectators of all ages, as well as the annual Saturday Morning Parade. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year.

The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States.

There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture.

There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2012-2013 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start. • Volunteer at the Library - Volunteer opportunities abound at the library. Volunteers are needed to help shelve, count patrons and more. We will be holding our next volunteer orientation on Wednesday, February 6th at 4 PM. Students should be in high school and must be able to commit to two hours a week. Learn what you need to do to improve your score on one of the most important tests you’ll ever take. • Free Tax Assistance - Beginning February 1st, every Monday and Friday through April 16th, AARP will be offering free tax assistance to elderly and low-income individuals from 10 AM to 2 PM. • Free Internet Classes - The library provides free one day only classes in Internet Basics each month. You can learn how to navigate your way around the World Wide Web and use successful search techniques. You must know how to use a mouse and a keyboard. This month’s class will be on Tuesday, February 12th at 2 PM. • Password Management - Does it seem like everything needs a password nowadays? Email, Google, Amazon… how are you supposed to keep them all straight? The library will be hosting a one time class about password management on Tuesday, February 19th, at 7 PM. Learn how to keep all those passwords correct. Basic mouse and keyboarding skills are required. • Microsoft excel Class - Are you interested in getting more out of your Microsoft Excel program? • Storytime - Storytime for preschool-aged children is held each Wednesday at 11:15 AM. Stories, fingerplays and songs are featured. This is ideal for children ages 3 to 5, but all children and their caregivers are welcome. • PAT-A-CAKE CLUB INFANT STORYTIME - This program will meet each Thursday morning at 10:15 AM and 11:15 AM. This is an interactive program for children, ages 0 to 18 months and their caregivers. This six-week program is designed to encourage families to read, learn and have fun together. All Fort Bend County families are eligible to participate. Families who read 36 books or 6 hours - 6 books per week or 60 minutes per week - will be entered into a drawing for a $50 dining gift card, donated by the Friends of the Library. Each branch library will have a drawing for the gift card on March 4th. A single registration is required for each participating family. An adult (parent or guardian) is asked to register the family online by going to the library’s website (www.fortbend.lib.tx.us) and clicking on the “Family Reading Club Sign-Up” image, which became available January 19th. Families may also register at one of the libraries in the Fort Bend County library system. Upon registering, families will then have their own online page on which to record their books or reading time. There is no charge to join the Family Reading Club.
