Andy Meyers Speaks at Annual Meeting Fort Bend County Commissioner for Precinct 3 Andy Meyers, attended the forum prior to the Grayson Lakes Annual Meeting to field questions from residents about county activities. There were many questions about roads. Road construction on Gaston Road and Falcon Landing Blvd. serving Katy High School #7 is scheduled to be completed by July 2013 to concur with the completion of the High School. These are the sections of road immediately along the boundaries of school property. At the same time, the segment of Falcon Landing Blvd. at High School #7 will be connected to Falcon Landing Blvd. adjacent to Rylander Elementary. Any widening of Gaston Road north of Greenbusch or of Greenbusch itself will depend on future traffic studies. Andy also reminded us that the Precinct 3 Annex is open at 12333 Grand Corner Dr., Katy, Texas 77494. This location is on the northeast corner of the intersection of Grand Parkway and the Westpark Tollway. This facility houses Andy’s office, the office and courtroom of Justice of the Peace Ken Cannata, branch offices of Tax Assessor-Collector Patsy Schultz and County Clerk Dianne Wilson and substations for the Fort Bend County Sheriff’s Office and the Precinct 3 Constable’s Office.

Lieutenant Michael Waller of the Fort Bend Patrol Division, attended the forum prior to the Grayson Lakes Annual Meeting to meet residents and fill us in regarding public safety matters. Lt. Waller stated that the crime rate in Grayson Lakes is exceptionally low. He said that much of this is due to neighbors being nosey and looking out after each other. He also had high praise for Deputy Singh who has been contracted by MUD 130 to patrol our subdivision since September of 2010. When asked if we could expect Deputy Singh to continue in his present assignment, Lt. Waller said patrol contracts are renewed every 6 months. He went on to say that Deputy Singh has not requested a change of assignment and he, Lt. Waller, has no reason to move Deputy Singh from his current patrol. The audience applauded that statement. Traffic patrol is another important function served by Deputy Singh. We are all safer, especially our children, because speeding by both residents and non-residents has been greatly reduced. Lt. Waller added that Deputy Sing can usually tell when residents are out of town and pays extra attention to those homes. As an extra precaution, residents can sign up for vacation watch on the Fort Bend website. This way, other Deputies visiting the neighborhood will know to check your home. At the Annual Meeting on December 4, 2012, Melissa Simmons, Lee McAdory and Ed Parma were elected to serve two-year terms on the Grayson Lakes Association Board of Directors. 2012 Grayson Lakes Holiday Event The annual Grayson Lakes Holiday Event was held on December 2, 2012 at the Recreation Center. This grand affair was kicked off with Santa riding through the neighborhood in a Willowfork Fire Truck and then stopping by the dock to listen to the wishes of the Grayson Lakes children. Other activities included an inflatable slide, train rides, horseback rides, face painting, holiday tattoos, crafts and cookie decorating. A huge thank you goes out to all of the volunteers that made this event possible. Without the help of many volunteers this event could not be put on each year. We also appreciate The McMahon Family and their wonderful horses. A special thank you goes our to our generous and faithful sponsor of the annual holiday event Bob Miles, Broker Associate, Better Homes & Gardens Real Estate Gary Greene. Reserve Fund One of the factors leading to the 3% increase in dues for 2013 was a need to increase contributions to a reserve fund. This article will attempt to explain why a reserve fund is necessary and how it differs from the operating fund. As an analogy, let’s consider household expenses. Certain household expenses are fairly consistent on an annual basis. We develop a sense of the budget required to cover utilities, gas for the car, lawn care and a wide variety of repairs and replacements. Surprises can happen, but they are typically on the order of a few hundred dollars and we handle them by squeezing somewhere else: fewer meals out or a shorter vacation. This type of expense corresponds to the Association’s operating expense. A prime example is the care of common area, which accounts for 44% of our annual budget and is relatively stable year to year. On the other hand, there are household expenses that are measured in thousands of dollars; a new roof, replacing the fence or getting a new air conditioning unit. We don’t accommodate these by simply squeezing somewhere else, we either plan ahead or get a loan. While your Board has the authority to take out a loan, authorities in the field of community management advise against that option. Savvy home buyers are reluctant to buy in a community with debt and home values can suffer as a result. Furthermore, our governing documents state that our budget “shall” include a contribution to a reserve fund and “shall” in a legal document indicates an obligation. By commissioning a reserve study and setting aside the funds recommended by that study, we are planning ahead to handle those major expenses that can’t be accommodated by “squeezing somewhere else.” Examples of the sort of expenses in this category are fence replacements, irrigation controllers, pool and tennis court surfaces, tennis court lighting and recreation center roofing. We have all chosen to live in Grayson Lakes because it provides the quality of life we want. It’s very interesting to see how we stack up in terms of a few quantifiable amenities. The table shows the number of households (Hh) that share and support a variety of amenities in Grayson Lakes, Cinco Ranch I and Grand Lakes. The information has been derived from community websites, county records and direct communication. By these measures, we see that Grayson Lakes has the fewest number of households competing for use of amenities. Of course, this means that our amenities are either more expensive per household or less elaborate. It should not be surprising that our dues are slightly higher than either Cinco Ranch or Grand Lakes. If we could distribute the cost of each acre of our common area over 33 homes instead of 18 we would be able to reduce dues to less than $800.

Opportunities to Serve Grayson Lakes Do you enjoy community events? Do you think it is important for Grayson Lakes residents to be informed? Are you interested in maintaining the attractiveness of our community? Are you willing to promote Neighborhood Watch and other crime prevention programs? Would you like to help your Board make good decisions? If so, we have opportunities for you! Frankly, we don’t have the budget to provide all of the things that make Grayson Lakes a wonderful place to live so we rely on volunteers for “extras.” Many of these volunteers have been working hard for over 5 years and are beginning to wear out. We could use some new energy. Take a look at the committees described below and get involved. You can let Trey, any member of a committee or any member of your Board know you want to help and we will get you started. Events Committee: The Events Committee organizes the Fishing Derby, the Independence Day Celebration, the Annual Garage Sale and the Christmas Boat Parade and Event. The committee also maintains our Christmas decorations that always need some repair before being hung. There is always a need for help, so please respond when the call goes out for volunteers to support upcoming events, even though you might not want to be a standing member of the committee. Communications Committee: The Communications Committee handles the signs at our entrances, maintains the website and provides content for the newsletter, website and Facebook page. The committee is currently in need of a chairperson, so there is an opportunity for someone to shape the way we keep residents informed. There is also a need for volunteers to change the entrance signs and there is always a need for articles of interest to the community. Let Trey know if you can help.

Safety and Security Committee: The Safety and Security Committee is in need of leadership from one or more energetic people interested in promoting Neighborhood Watch, Neighborhood Night Out and other national and local crime prevention programs. The presence of Officer Singh in our community is keeping crime low and neighbors watching out for neighbors can only make that better. This is a big job, so you might want to encourage like-minded friends to volunteer with you. The main job for the Safety and Security Committee Chairperson is to create community awareness. Additionally, the chairperson runs the Neighborhood Watch, coordinates the Block Captains and ensures that a captain covers each area in our community. The chairperson contacts the block captains with any safety or security issues in the neighborhood so that the block captains can keep the residents of their block informed. The chairperson will hold meetings as necessary. These responsibilities could be shared by a leadership group rather than falling on a single individual. Lake and Irrigation Committee: The Lake and Irrigation Committee was organized to advise your Board on matters related to the operation of our lakes and our irrigation. The operation of the lakes is now well understood so there is not much activity regarding that topic. Irrigation is another matter. With steadily increasing water rates, it becomes more and more important that we irrigate efficiently. Some members of the committee have monitored the effectiveness of soil moisture sensors that we installed to ensure we don’t water unless our plants need watering. Results have been mixed and the committee particularly welcomes the involvement of residents who have knowledge of irrigation systems.

Landscape Committee: The Landscape Committee was organized to advise your Board on landscaping matters. The committee is currently involved in making recommendations regarding plant replacements. It is a seven member committee chosen by your Board and it is responsible for maintaining the aesthetic standards established by the developer of Grayson Lakes. This committee works hard to ensure that Grayson Lakes maintains the same look that it had on the day you bought your house. Membership on this committee is now full but residents are encouraged to let us know if they are interested in serving on this committee. Budget Committee: The Budget Committee was organized to develop budget alternatives for consideration by your Board. It also gives residents a way to become involved in the budgeting process. The committee is chaired by the current elected Treasurer and a call will go out for volunteers about mid-year via newsletter, website and Facebook. This describes ways you can support Grayson Lakes through involvement on our various committees. If you know a committee member and want to volunteer, let that member know. Governing Documents Reorganized on WebSite In an effort to make the Governing Documents for Grayson Lakes more understandable, the large file formerly labeled CC&Rs has been broken into its major sections so each can be accessed separately. A brief description of each section can be found below: Declaration of CC&Rs 11/18/2005 In 2005 Newland amended and restated the Declaration of Covenants, Conditions and Restrictions for Grayson Lakes. At that point, this became the fundamental document setting up the way our community is run. It establishes the responsibilities of residents and the Association to one another. It sets the aesthetic standards of Grayson Lakes as a master planned community. It covers a multitude of details too numerous to recount here. Exhibit A- Land Submitted 11/18/2005 This exhibit defines the area to which the Declaration applies. Exhibit B- Land Subject to Annexation 11/18/2005 This exhibit defines additional land to which the Declaration applies. Together Exhibits A and B define Grayson Lakes as we currently know it.

Exhibit C- Initial Rules and Regulations 11/18/2005 These are rules of conduct for residents established by Newland and remain in force until they are changed by a process outlined in Article III of the Declaration. Obeying these rules is a promise we made to fellow residents when we purchased our homes in Grayson Lakes. Exhibit D- By Laws of Grayson Lakes CIA 12/5/2001 Officially, your HOA is the Grayson Lakes Community Improvement Association, Inc. It is a Texas corporation and these are the Corporate By-Laws. This is the document that sets up a 5 member Board with certain powers and obligations, establishes all residents as members, sets the rules for meetings and outlines basic reporting requirements.

Exhibit E- Initial Architectural Guidelines and Supplements 11/9/2001 through 3/29/2007 This document describes the aesthetic standards that the developer intended to be applied in Grayson Lakes. They are used by the Architectural Review Committee when deciding whether a proposed modification should be approved. In order to guarantee that the character of Grayson Lakes remains consistent over time, residents are required by Article IV of the Declaration to obtain approval for all modifications. Landscaping Guidelines Adopted 1/12/2011 Newland, the developer of Grayson Lakes, had a very strict set of rules for builders governing the numbers and types of plants to be used on each lot in the community. However, Newland failed to include those rules in our Governing Documents. In 2010, your Board concluded that this was an oversight and worked with the Landscape Committee and the Architectural Review Committee to officially adopt Landscaping Guidelines based on Newlands rules for builders. This was done to ensure that the character of the community remains consistent over time. Additional Guidelines and Policies Effective 1/1/2012 In 2011, the Texas Legislature passed laws affecting HOAs. Effective 1/1/2012, HOAs throughout Texas adopted Guidelines and Policies in order to be consistent with the changes in law.

The following list represents items needed by the Architectural Review Committee in order to expeditiously approve your request for improvements, alterations or modifications to the exterior of your property. Without them, the committee will have to deny your request until all information is received. The following items are non-returnable, as they are kept in our files for future reference. Please complete and submit the Architectural Modification Form (following page) to the Management Company for review at the next committee meeting. You may return it by fax or mail to the address or fax number on the following page. You will be notified by mail of the status of your submission. 1)
A completed Architectural Modification Form which includes the homeowner’s name, street address, estimated start and completion date.

All items described below are needed to understand and envision how the improvement or alteration will look upon completion. a.) An official lot survey or drawing indicating exact location of improvement in relation to all fences, easements, and building set back lines. b.) Photo of the exterior of your home. c.) Picture, brochure, detailed sketch, or sample of the improvement in its completed stage along with color samples. d.) List of ALL materials used to construct the improvement or alteration. e.) Detailed description of how the improvement or alteration will be affixed to the house, garage, ground and/or other existing structure. f.) Dimensions: Height, Length, Width, Depth. g.) Elevations from natural ground to the peak of improvement.

For graduating seniors from Fort Bend County public high schools, The George Foundation has established a financial-need based scholarship program administered by Scholarship Management Services, a department of Scholarship America. Scholarships in the amount of $20,000, awarded $5,000 per year, are renewable for up to four years for full-time students attending an accredited two-or four-year public Texas institution of higher learning. STAAR SCORES WILL NOT AFFECT COURSE GRADES FOR 2012 - 2013 Texas Commissioner of Education Michael Williams announced today that he will again defer the requirement that states that STAAR end-of-course examinations be counted as 15 percent of a student’s final grade in each subject tested. With this announcement, local school districts have the option to move forward with the 15 percent rule for the 2012 - 2013 academic year. Last year, Katy ISD opted to participate in the deferral as the district adjusted to the rigor of the new STAAR test.

“Katy ISD will again participate in the deferral, as we feel that this will allow both students and teachers an opportunity to better understand STAAR, while focusing on the subject matter and not just a final test score,” said Dr. Christine Caskey, Katy ISD Chief Academic Officer. As posted on the Texas Education Agency’s website: “Deferring the 15 percent rule for this school year relieves some of the pressure being felt in Texas districts as we continue the transition to a more rigorous accountability system,” Williams said. “This deferral also allows the Texas Legislature ample opportunity to address the various issues and concerns that have been expressed about implementation of the new system.”

It is the law in Fort Bend County that all pets must be vaccinated for rabies, registered and restrained. All animals, when outside of an owner’s means of restraint (i.e., in a fenced back yard), must be on a leash. Stop That Barking! Dogs left alone all day get lonely, bored and restless. Many find relief in barking. Some respond noisily to any and all activity. Nothing is as annoying as incessant barking-even for dog lovers. If your dog is a yapper or a yowler, please consider some of these bark-abatement ideas to keep the noise down in your area. Your neighbors will thank you! • Training. Always the first recommendation for any behavioral problem! Training not only helps your dog, you’ll be surprised how much it helps you, too. You may get some insight into why your dog barks so much, or what it is trying to communicate. • Citronella collars. A humane alternative to the electric-shock, anti-barking collar and costs about the same. • Confinement. Sometimes simply bringing an outspoken dog indoors or confining it to a crate cuts down on the disturbance to neighbors. • For inside dogs, reduce stimulus. Close drapes to help muffle street noise, or leave a radio on to mask it. • Companionship. Dogs are pack animals; they need companionship-a cat, bird or another dog. Consider a mid-day visit from a pet-sitting service or drop your pooch off at a friend’s place or a day-care facility once or twice a week.

This six-week program is designed to encourage families to read, learn and have fun together. All Fort Bend County families are eligible to participate. RUOK Program Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was

established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community. In conjunction with the annual Katy ISD livestock show, the Katy Rodeo is an event that supports agricultural education within the Katy Independent School District. The livestock show, rodeo, carnival and parade draw sold out crowds from Katy and many of the surrounding areas. The Katy Rodeo has something for all ages. The Katy Cowgirl Mounted Drill Team opens each night’s performance while a Katy ISD student performs the national anthem. The rodeo consists of all pro events including Bareback and Saddle Bronc, Steer Wrestling, Ladies Breakaway, Calf and Team Roping, Bull Riding and Barrel Racing while allowing the Katy youth to participate in junior Calf Roping and junior Barrel Racing. The young children can also participate in the rodeo events by joining the Stick Horse race or the ever-popular Mutton Bustin’. The KISD FFA students have a chance to compete in the “ever popular” Calf Scramble. The carnival also delights spectators of all ages, as well as the annual Saturday Morning Parade. The 2013 Katy ISD FFA Livestock Show and Rodeo kicks off its historic 70th year on Thursday, February 21st and runs through Saturday, February 23rd. Hosting a foreign exchange student is easier than you may think During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year.

Katy Churches Combine to Celebrate Christmas around the World The December 9th concert, “Christmas around the World,” was the nineteenth year that the congregations of Epiphany of the Lord Catholic Church and the Katy Stake of The Church of Jesus Christ of Latter-day Saints have combined for a Christmas concert. The collaboration began in 1994, at the invitation of Father Jack Dinkins, when new neighbors, the Katy Stake Center, was built across the street. This year’s choir was made up of 120 voices from both congregations, with the addition of a children’s choir of nearly 100, plus Epiphany’s small Contemporary Choir, as well as a community orchestra. The theme of the evening was introduced with flags from many countries being marched in while the congregation joined the choir for “O Come All Ye Faithful.” The Christmas music of the concert came from many nations: Italy, West Indies, Ireland, France, Ukraine, Spain, Switzerland, Germany, Austria, Philippines and Africa, as well as some English and American traditional tunes. There were several highlights. The Latin “O Magnum Mysterium,” gave the impression of a cappella beauty resonating in a Roman cathedral. “O Holy Night,” with the choir backing up Debbie Siebert’s soprano solo, brought audience members the Christmas glory they were hoping to feel. “Silent Night,” sung simply to guitar, as it was originally written, was essential. The two choirs and any who join them from the community, plan to continue the tradition for years to come, with next year marking two decades of singing together. Epiphany includes about 2,500 members in and around Katy. The Katy Stake includes 10 congregations in and around Katy, as well as north to Bear Creek and Copperfield areas and west into Austin County and beyond.

Ingredients 2 packages (8-1/2 ounces each) corn bread/muffin mix 1 medium onion, chopped 2 cups (8 ounces) shredded cheddar cheese 1 can (14-3/4 ounces) cream-style corn 1-1/2 cups (12 ounces) sour cream 4 eggs, lightly beaten 1 can (4 ounces) chopped green chilies 1/3 cup canola oil 1 tablespoon finely chopped jalapeno pepper Directions In a large bowl, combine corn bread mix and onion. Combine the remaining ingredients; add to the corn bread mixture just until moistened. Pour into a greased 13-in. x 9-in. baking dish. Bake at 350° for 50-55 minutes or until lightly browned and the edges pull away from sides of pan and a toothpick inserted near the center comes out clean. Serve warm. Refrigerate leftovers.

Ingredients 4 cans (14-1/2 ounces each) chicken broth 3 cups shredded cooked turkey or rotisserie chicken 1 can (15 ounces) black beans, rinsed and drained 1 can (15-1/4 ounces) whole kernel corn, drained 1/2 cup medium salsa 5 corn tortillas (6 inches), cut into 1/4-inch strips 1/4 cup chopped fresh cilantro Additional salsa, optional Directions In a Dutch oven, combine the first five ingredients; bring to a boil. Reduce heat; simmer for 10 minutes, stirring occasionally. Meanwhile, spread tortilla strips in a single layer on a baking sheet. Bake at 400° 4-6 minutes or until golden brown and crisp.
