Unpaid Dues Are Now Past Due
If you failed to pay your dues before January 31, 2013, you are now in arrears and subject to additional charges. Those who haven’t paid will receive a letter regarding their delinquency with the additional charges for handling by the management company. The state of Texas parking laws are being strictly enforced in Westlake and Westlake Forest. For several years we have been advising our neighbors regarding consideration of others in their parking habits. This effort, obviously, has failed to reach those who are the worst offenders. District patrol, our contract deputy and unmarked units will continue to patrol our subdivision and write warnings and tickets to illegally parked vehicles. The law is specific: park with the traffic flow, do not block sidewalks, do not park within 20 feet of an intersection or within 30 feet of a stop sign, do not park within 15 feet of a fire hydrant, do not park unattached trailers or boats on the street, do not park on the street for more than 48 hours, do not park on the street if you have an expired inspection sticker or registration. There are numerous other portions of the state parking code; however, these are the ones which seem to be causing the most problems in our neighborhoods. The deputies will continue to enforce the parking laws in our neighborhoods; whenever possible, park in your garage and on your driveway. Leave the street as clear as possible for short term visitor parking. Safety is the main focus of this strict parking enforcement. We hope all neighbors will do their part to keep our subdivisions’ streets orderly and safe for children, passing vehicles and emergency vehicles.
New Sheriff’s Deputies Began As Civilian Officers
Thirty-three civilian detention officers got a badge and took the oath to become peace officers as detention deputies with the Harris County Sheriff’s Office. The detention deputy position provides a step toward full deputy sheriff status. Chief Deputy Mike Smith convinced Commissioner’s Court earlier this year to create the new position approved by the Sheriff’s Civil Service Commission. “These people that passed today are full blown peace officers in the state of Texas. They are armed. They have arrest powers. People only think of the jail as being a wall, but I have to send people to the hospital 15-20 times a day. I have to move these buses around town full of very dangerous convicts. So there are a lot of jobs within the jail that still require a peace officer,” Chief Smith said. Sheriff Adrian Garcia, who actively sought this new employee designation says in the past, there was no future for civilian detention officers: “For years, we have had employees who dipped into their own pocket, sacrificed family time just to go to school to get their license and you would have thought that this would have been appreciated as a cost savings to the organization. But instead, we let them leave to other organizations, which recognized their potential and their contributions.” There will always be the need for deputies in detention operations, but Garcia’s goal is to move as many deputies as possible, out of detention and into patrol. Garcia commented, “These deputies want to get into patrol cars. They want to get to those calls. They want to help the citizens. They want to put the bad guys, they want to catch the bad guys and give them to their partners. And so it’s an exciting day, but this also stays with the promise that I made to the community. We are putting more boots on the ground today and this is an example of that continued commitment.”
Traffic Enforcement In Subdivision Continues
If you are in the habit of doing a “California stop” at stop signs in the neighborhood, you might want to reconsider this option. Due to the many violations by “cut through” traffic, as well as residential traffic in Westlake, the Sheriff’s Office has launched a “zero tolerance” of traffic violations. Do not speed in the subdivisions. Do not run stop

Holiday Decorations Should Be Removed
If you decorated the exterior of your home for the holidays and haven’t removed the lights and decorations, it is time to do so. All holiday decorations should have been completely removed by the end of January. Thank you for participating in the spirit of the season; thanks, too, for removing these items in a timely fashion.
Burglary of Vehicles Continues in Area
We are still seeing unlocked cars and trucks parked on the street and in driveways. When these cars are “burglarized,” it is classified as a Burglary of Motor Vehicle. Please lock your cars and remove all attractive items from the passenger compartment including the floor and under the seats. As these “kids” walk through the two subdivisions late at night, it is very easy to “pull doors” and see what they can find. Don’t be the next victim of a BMV.
Report StreetLight Outages Quickly
When you notice that the street light(s) on your street are no longer working, please report these to CenterPoint Energy at SLOAdmin@ centerpointenergy.com. Complete the form and a report will be sent to you regarding the status of the street light repair. You will be informed if it is completed or if there is a problem with the information.
Trash Pick-up Stickers Belong On Trash Cans
The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be sufficient.

RECIPES Fudge Truffle Cheesecake
INGREDIENTS: 1 1/2 cups vanilla wafer crumbs 1/2 cup confectioners’ sugar 1/3 cup unsweetened cocoa powder 1/3 cup butter, softened 2 cups semi-sweet chocolate chips 3 (8 ounce) packages cream cheese 1 (14 ounce) can sweetened condensed milk 4 eggs 2 teaspoons vanilla extract
DIRECTIONS: Preheat oven to 300 degrees F (150 degrees C). In a large mixing bowl, mix together crushed vanilla wafers, confectioners’ sugar, cocoa and butter or margarine by hand. Press ingredients into a 9 inch springform pan. In the top of a double boiler, melt the chocolate chips, making sure that they are very smooth. In a large bowl, beat cream cheese until fluffy with an electric mixer. Gradually beat in condensed milk until smooth. Mix in melted chocolate, eggs and vanilla. Beat with electric mixer on low speed until the ingredients are thoroughly blended. Pour the filling into the prepared crust. Bake at 300 degrees F (150 degrees C) for 55 minutes. INGREDIENTS: 2 eggs 3/4 teaspoon vanilla extract 1/8 teaspoon salt 1/3 cup white sugar 1/2 cup all-purpose flour 1 tablespoon lemon zest 1/4 cup butter 1/3 cup granulated sugar for decoration
DIRECTIONS: Preheat oven to 375 degrees F (190 degrees C). Butter and flour 12 (3 inch) madeleine molds; set aside. Melt butter and let cool to room temperature. In a small mixing bowl, beat eggs, vanilla and salt at high speed until light. Beating constantly, gradually add sugar and continue beating at high speed until mixture is thick and pale and ribbons form in bowl when beaters are lifted, 5 to 10 minutes. Sift flour into egg mixture 1/3 at a time, gently folding after each addition. Add lemon zest and pour melted butter around edge of batter. Quickly but gently fold butter into batter. Spoon batter into molds; it will mound slightly above tops. Bake 14 to 17 minutes, or until cakes are golden and the tops spring back when gently pressed with your fingertip. Use the tip of the knife to loosen madeleines from pan; invert onto rack. Immediately sprinkle warm cookies with granulated sugar. Madeleines are best eaten the day they’re baked. Leftover madeleines are wonderful when dunked into coffee or tea. Variation: Chocolate Madeleines: Omit lemon zest. Increase sugar to 1/2 cup. Substitute 1/4 cup unsweetened cocoa powder for 2 tablespoons of the flour; sift into batter with flour. EDITOR’S NOTE: If you do not have a Madeleine mold pan, you can use mini muffins pan or whoopee mold pan instead. As posted on the Texas Education Agency’s website: “Deferring the 15 percent rule for this school year relieves some of the pressure being felt in Texas districts as we continue the transition to a more rigorous accountability system,” Williams said. “This deferral also allows the Texas Legislature ample opportunity to address the various issues and concerns that have been expressed about implementation of the new system.” On Nov. 29th, Williams received letters from Gov. Rick Perry, Lt. Gov. David Dewhurst and Senate Education Committee Chair Dan Patrick urging deferral of the 15 percent rule. All three state leaders noted the rule would be an issue that would be discussed during the upcoming legislative session. Texas Commissioner of Education Michael Williams announced today that he will again defer the requirement that states that STAAR end-of-course examinations be counted as 15 percent of a student’s final grade in each subject tested. With this announcement, local school districts have the option to move forward with the 15 percent rule for the 2012 - 2013 academic year. Last year, Katy ISD opted to participate in the deferral as the district adjusted to the rigor of the new STAAR test. “Katy ISD will again participate in the deferral, as we feel that this will allow both students and teachers an opportunity to better understand

It made history in 1943 as the first of its kind to be established on a local school level and now the Katy Rodeo has grown to encompass three nights of rodeo entertainment for the whole family. 70 years later, the Katy Rodeo is one of the few remaining youth and professional rodeos still supporting FFA. In conjunction with the annual Katy ISD livestock show, the Katy Rodeo is an event that supports agricultural education within the Katy Independent School District. Hosting a foreign exchange student is easier than you may think
During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture.
With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2012-2013 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start. Everyone is welcome to New Creation’s Grand Opening on Sunday, February 10th at the Irene Stern Community Center in Fulshear. The services are a blend of Lutheran worship and contemporary praise with Holy Communion offered at 10 am. The worship leader, Josh Pack, will make you feel at home and inspire your worship. Children are welcome in all our worship services with Sunday school held during the second half of the service.
