Happy Valentine’s! BOARD OF DIRECTORS MEETINGS
The monthly Board of Directors meeting for Williamsburg Colony generally are held on the 2nd Wednesday of each month at 6:00 PM, at the clubhouse located at 2315 John Crump. Anyone that would like to attend a meeting and address the Board should contact PCMI’s office 281-870-0585, at least a week prior to the meeting so that you can be included on the agenda. WCMA

PARK USE
Park hours have been posted. Park hours are 8 AM to 8 PM. Also, those wishing to play baseball in the park or street, please be careful. Any damage done to resident’s property is the responsibility of those parents of the children that cause it. Also it has been brought to the Board’s attention that use of foul language and trouble at the park must stop. If Constables report such behavior, individuals may become barred from park/pool area. Let’s all have fun and play nice. Older kids watch out for little ears nearby. Remember, $250 reward to anyone who provides information about damage or vandalism to the park. This reward will be paid and no one will ever know who reported such damage.
STREET LIGHTS
Your Association pays for your streetlights from your annual dues, whether they work or not. If a light is out in your area, please call 713-207-2222 and report it. Each light pole should have a number on it. When reporting the out or malfunctioning light, give them the pole number and closest street address. We want all of our lights to work. A lighted area is a safer area.

ABANDONED OR OVERGROWN PROPERTY
Do you live next door or near someone who has abandoned or left a house vacant? Has the grass grown two or more feet high? Are there rodents and snakes coming from their backyards? Would you like to get the property cleaned up? Can you see over the back fence from your property? MINUTES OF THE WILLIAMSBURG COLONY MAINTENANCE ASSOCIATION, INC. BOARD OF DIRECTORS NOVEMBER 14, 2012
A meeting of the Board of Directors of the Williamsburg Colony Maintenance Association, Inc., was held on Wednesday, November 14, 2012, at 5:00 PM at the community clubhouse, pursuant to Notice attached as Exhibit “A.” Directors in attendance were Ken Rychlik, Jana Heaton, Chad Ray, John Eberlan and Shelli Shaw. Also in attendance was Dolores Sue, representing Planned Community Management, Inc. (PCMI). With a quorum present the meeting was called to order at 5:30 PM. EXECUTIVE SESSION The Board held their executive session to discuss deed restriction violations and delinquencies. At 6:00 PM, the Board adjourned to open forum. There were two (2) homeowners present. ELECTION OF OFFICERS The Board unanimously agreed that the officers for the next twelve (12) months will be as follows: Ken Rychlik - President John Eberlan - Vice President Shelli Shaw - Secretary Treasurer - Chad Ray MINUTES The minutes of the meetings held on September 12, 2012 and October 10, 2012 were reviewed and approved as written. Minutes attached as Exhibit “B.” FINANCIAL Jana Heaton presented the financial statement as of October 31, 2012. The money in the bank totaled $320,061.69. This includes

checking and money market accounts and is the money to cover both operating and reserve expenses. DELINQUENCY Total delinquency for the month ending October 31, 2012, was $86,958. HOMEOWNER CONCERNS A resident explained she had received a tennis court key and would like the courts repaired. The Board explained that topic is on the agenda for discussion. BOARD ANNOUNCED DECISIONS MADE DURING EXECUTIVE SESSION During executive session, the Board reviewed each deed restriction matter. Total violations noted for the month were two hundred sixty seven (267). There were four (4) accounts that all notices had been sent for deed restriction violations and no corrective action was taken by the owners. It was unanimously agreed the Board will review these violations and Ken Rychlik will send PCMI instructions on how the Board wants these matters handled. The Board also reviewed the attorney status report. No action was required at the time of this meeting. The Board reviewed a request via the Association attorney office. This resident had financial difficulties and requested to have some of the fees waived. The Board unanimously agreed no attorney fees can be waived. The Association had to pay those fees and therefore, the only thing they can do is waive the interest of $223. This offer will only be valid if the payment is received by cashier’s check or money order by November 30, 2012. PCMI was instructed to inform the Association attorney. Another resident had been sent to the attorney for a deed restriction violation matter. The violation was cured after the attorney letter had been sent. This resident has financial difficulties and requested the Board waive the attorney fee. The Board unanimously agreed the attorney fee had already been paid by the Association and the fee will not be waived.

OLD BUSINESS POOL EVALUATION The Board had requested that PCMI obtain an independent pool company that does not have lifeguarding services to review the pool for needs of repair and or maintenance. That report was presented and the Board reviewed the report. They also reviewed the report from their current contractor Sweetwater Pools. The Board approved the proposal from Sweetwater Pools for a new diving rope, bleeder valve and pump lid for a total cost of $312 plus tax. The Board instructed PCMI to inquire as to why the filter media is dirty as the Association recently replaced it in April 2012. CONSTABLE CONTRACT The constable’s office sent a contract modification for a two (2) month extension. This extension was done by the county, as they are aligning their contracts with their fiscal year. There was no increase for the next two (2) months. The Board unanimously agreed to the contract extension. NEW BUSINESS HOMEOWNER COMMUNICATION The Board reviewed a comment card that a homeowner sent regarding trash bins in view. This homeowner was upset that a large number of people are leaving their trash in view and felt it made the subdivision look dirty. The Board instructed PCMI to continue to send the violation notices to those residents with trashcans and recycle bins in view. The Board further explained that at the recent Municipal Utility District Number 2 (MUD #2) meeting, homeowners in the subdivision did attend and voiced their concern with the once-per-week garbage collection. It was reported the MUD #2 Board of Directors is currently communicating with the garbage collection vendor the possible adjustment to the three (3) year contract to investigate what might be done to have the twice (2) a week pick up reinstated. It was also reported that the MUD #2 Board did not received the letter sent in August 2012 from the Williamsburg Colony Board requesting

reconsideration of the once-per-week pick up. PCMI was instructed to resend the letter. PCMI was instructed to report back to the homeowner who sent in the comment card, the steps the Board is taking to have everyone comply with the deed restriction, but also report steps that are being made to make it easier for residents by having twice-per-week pick up. TENNIS COURT REPAIRS The Board reviewed the list prepared by PCMI of residents who have purchased tennis court keys. There are less than forty (40) keys that have been purchased. The Board unanimously agreed to instruct PCMI to prepare a form for residents with keys asking them to complete the form inquiring if they actually use the tennis court and also obtain an email address, so that the Association can start a data base to send important emails to residents and save on Association costs. It was also agreed to include a postage paid envelope to make it easier for the residents to send the information back to PCMI. The Board reviewed a proposal from CL Sports to power wash the courts, patch cracks, replace base material as needed, clean tennis net headband, add tyrpas to windscreens on both sides, wash and paint wooden back board with two (2) coats of paint and install one net and one center strap for a cost of $3,905 plus tax. The Board unanimously agreed to accept the proposal. CLUBHOUSE RENTAL PERSON Ken Rychlik explained the person who was performing the clubhouse rentals has resigned the position. He does have someone else who is interested and hopefully, they will be in place soon. CLOSET IN CLUBHOUSE The Board expressed their appreciation to Board Member John Eberlan for cleaning the closet in the clubhouse. TABLES AN D CHAIRS IN CLUBHOUSE The Board discussed the need to establish a date to review all tables and chairs in the clubhouse to attain the number that may need replacement. SHREDDING OF OLD DOCUMENTS The Board instructed PCMI to find a shredding company to meet them at the properly to shred the old records of the Association. They would prefer a Saturday for this to take place. With no further business to come before the Board, the meeting was adjourned at 6:21 PM. Shelli Shaw, Secretary

We would like to remind residents that being in Harris County means those under the age of 18 must not be roaming the streets after midnight. Any children spotted after midnight should be reported to the Constables at 281-463-6666. Most of the trouble we have in the subdivision that is attributed to mischievous minors occurs after the curfew. Once park hours are posted, anyone in the park after hours will be charged with trespassing.

To all Williamsburg Colony residents, garage sales are great, we can increase our attic and closet space, locate things we forgot that we had and most important, make a few extra bucks. The one thing that is sometimes forgotten is the placement and removal of our garage sale signs. So please neighbors, if and when you have a garage sale, let’s try and remember not to place garage sale signs on any of our community signs or poles. Also, remove signs that are staked when your garage sale is complete. Cleaner streets do make a difference.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

Cupid is the most famous of Valentine symbols and everybody knows about the boy as a mischievous, winged child, armed with bow and arrows. The arrows signify desires and emotions of love and Cupid aims those arrows at humans, causing them to fall deeply in love. Cupid has always played a role in the celebrations of love and lovers. In ancient Greece, he was known as Eros, the young son of Aphrodite, the goddess of love and beauty. To the Roman’s, he was Cupid and his mother was Venus. There is a very interesting story about Cupid and his mortal bride Psyche in Roman mythology. Venus was jealous of the beauty of Psyche and ordered Cupid to punish the mortal. But instead, Cupid fell deeply in love with her. He took her as his wife, but as a mortal, she was forbidden to look at him. Psyche was happy until her sisters persuaded her to look at Cupid, as soon as Psyche looked at Cupid, Cupid punished her by leaving her. Their lovely castle and gardens vanished, too. Psyche found herself alone in an open field with no signs of other beings or Cupid. She wandered trying to find her love, until she came upon the temple of Venus. Wishing to destroy her, the goddess of love gave Psyche a series of tasks, each harder and more dangerous than the last. For her last task, Psyche was given a little box and told to take it to the underworld. She was told to get some of the beauty of Proserpine, the wife of Pluto and put it in the box. During her trip, she was given tips on avoiding the dangers of the realm of the dead. She was also warned not to open the box. But Temptation overcame Psyche and she opened the box. But instead of finding beauty, she found deadly slumber. Cupid found her lifeless on the ground. He gathered the deadly sleep from her body and put it back in the box. Cupid forgave her, as did Venus. The gods, moved by Psyche’s love for Cupid, made her a goddess. Today, Cupid and his arrows have become the most popular of love signs. And two hearts pierced by an arrow, Cupid’s arrow, most frequently depict love.

STAAR SCORES WILL NOT AFFECT COURSE GRADES FOR 2012 - 2013
Texas Commissioner of Education Michael Williams announced today that he will again defer the requirement that states that STAAR end-of-course examinations be counted as 15 percent of a student’s final grade in each subject tested. With this announcement, local

school districts have the option to move forward with the 15 percent rule for the 2012 - 2013 academic year. Last year, Katy ISD opted to participate in the deferral as the district adjusted to the rigor of the new STAAR test. “Katy ISD will again participate in the deferral, as we feel that this will allow both students and teachers an opportunity to better understand STAAR, while focusing on the subject matter and not just a final test score,” said Dr. Christine Caskey, Katy ISD Chief Academic Officer. As posted on the Texas Education Agency’s website: “Deferring the 15 percent rule for this school year relieves some of the pressure being felt in Texas districts as we continue the transition to a more rigorous accountability system,” Williams said. “This deferral also allows the Texas Legislature ample opportunity to address the various issues and concerns that have been expressed about implementation of the new system.” On Nov. 29th, Williams received letters from Gov. Rick Perry, Lt. Gov. David Dewhurst and Senate Education Committee Chair Dan Patrick urging deferral of the 15 percent rule. All three state leaders noted the rule would be an issue that would be discussed during the upcoming legislative session. “Changing Acorns to Oaks” is the theme at Texas Christian School this fall, as well as the title of their annual school wide play this past November. Families and community members enjoyed an eventful evening at the farm where Jr. High and High School students played key roles and students 2 years old – 12th grade sang songs. This fun filled evening will be remembered for years by the class of 2013 as they gave the audience quite a laugh in their roles. Academic, social and spiritual growth is a priority for the administration and staff of TCS. The 2013 Katy ISD FFA Livestock Show and Rodeo
It made history in 1943 as the first of its kind to be established on a local school level and now the Katy Rodeo has grown to encompass three nights of rodeo entertainment for the whole family. 70 years later, the Katy Rodeo is one of the few remaining youth and professional rodeos still supporting FFA. In conjunction with the annual Katy ISD livestock show, the Katy Rodeo is an event that supports agricultural education within the Katy Independent School District. The livestock show, rodeo, carnival and parade draw sold out crowds from Katy and many of the surrounding areas.

The Katy Rodeo has something for all ages. The Katy Cowgirl Mounted Drill Team opens each night’s performance while a Katy ISD student performs the national anthem. The rodeo consists of all pro events including Bareback and Saddle Bronc, Steer Wrestling, Ladies Breakaway, Calf and Team Roping, Bull Riding and Barrel Racing while allowing the Katy youth to participate in junior Calf Roping and junior Barrel Racing. Hosting a foreign exchange student is easier than you may think
During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2012-2013 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start. Katy Churches Combine to Celebrate Christmas around the World
The December 9th concert, “Christmas around the World,” was the nineteenth year that the congregations of Epiphany of the Lord Catholic Church and the Katy Stake of The Church of Jesus Christ Williamsburg Colony

of Latter-day Saints have combined for a Christmas concert. The collaboration began in 1994, at the invitation of Father Jack Dinkins, when new neighbors, the Katy Stake Center, was built across the street. This year’s choir was made up of 120 voices from both congregations, with the addition of a children’s choir of nearly 100, plus Epiphany’s small Contemporary Choir, as well as a community orchestra. The theme of the evening was introduced with flags from many countries being marched in while the congregation joined the choir for “O Come All Ye Faithful.” The Christmas music of the concert came from many nations: Italy, West Indies, Ireland, France, Ukraine, Spain, Switzerland, Germany, Austria, Philippines and Africa, as well as some English and American traditional tunes. There were several highlights. The Latin “O Magnum Mysterium,” gave the impression of a cappella beauty resonating in a Roman cathedral. “O Holy Night,” with the choir backing up Debbie Siebert’s soprano solo, brought audience members the Christmas glory they were hoping to feel. “Silent Night,” sung simply to guitar, as it was originally written, was essential. The two choirs and any who join them from the community, plan to continue the tradition for years to come, with next year marking two decades of singing together. Epiphany includes about 2,500 members in and around Katy. The Katy Stake includes 10 congregations in and around Katy, as well as north to Bear Creek and Copperfield areas and west into Austin County and beyond.

Fat Tuesday marks the end of Mardi Gras and the beginning of the Christian season of Lent. Many traditions celebrate Fat Tuesday with the eating of pancakes, giving the occasion the name ‘Pancake Tuesday’ or ‘Pancake Day.’ Pancakes contain flour, eggs and sugar, which were once forbidden rich foods during Lent.
