LEASH LAW Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. Please remember that cats fall under the same laws as dogs and must be licensed and kept restrained when not on the premises of the owner. We’ve been told that spreading moth balls in flower beds might keep cats away. To make a complaint or report an animal that is not properly restrained please contact: Harris County Precinct #5, Contract #87: 281-463-6666 Harris County Animal Control: 281-999-3191 Harris County Health Department, Rabies/Animal Control Section 2223 West Loop South, Houston, Texas 77027-3588 www.countypets.com

Spray with Malathion, Diazinon or Orthene. • At the end of February: peach, apple and pear fruit must be thinned to insure quality production at harvest. • Give groundcovers a haircut. They will spread faster. • Divide daylilies, daisies and other perennials now.

STAAR SCORES WILL NOT AFFECT COURSE GRADES FOR 2012 - 2013 Texas Commissioner of Education Michael Williams announced today that he will again defer the requirement that states that STAAR end-of-course examinations be counted as 15 percent of a student’s final grade in each subject tested. With this announcement, local school districts have the option to move forward with the 15 percent rule for the 2012 - 2013 academic year. Last year, Katy ISD opted to participate in the deferral as the district adjusted to the rigor of the new STAAR test. “Katy ISD will again participate in the deferral, as we feel that this will allow both students and teachers an opportunity to better understand STAAR, while focusing on the subject matter and not just a final test score,” said Dr. Christine Caskey, Katy ISD Chief Academic Officer.

As posted on the Texas Education Agency’s website: “Deferring the 15 percent rule for this school year relieves some of the pressure being felt in Texas districts as we continue the transition to a more rigorous accountability system,” Williams said. “This deferral also allows the Texas Legislature ample opportunity to address the various issues and concerns that have been expressed about implementation of the new system.”

On Nov. 29th, Williams received letters from Gov. Rick Perry, Lt. Gov. David Dewhurst and Senate Education Committee Chair Dan Patrick urging deferral of the 15 percent rule. All three state leaders noted the rule would be an issue that would be discussed during the upcoming legislative session. The 2013 Katy ISD FFA Livestock Show and Rodeo It made history in 1943 as the first of its kind to be established on a local school level and now the Katy Rodeo has grown to encompass three nights of rodeo entertainment for the whole family. 70 years later, the Katy Rodeo is one of the few remaining youth and professional rodeos still supporting FFA. In conjunction with the annual Katy ISD livestock show, the Katy Rodeo is an event that supports agricultural education within the Katy Independent School District. The livestock show, rodeo, carnival and parade draw sold out crowds from Katy and many of the surrounding areas. The Katy Rodeo has something for all ages. The Katy Cowgirl Mounted Drill Team opens each night’s performance while a Katy ISD student performs the national anthem. The rodeo consists of all pro events including Bareback and Saddle Bronc, Steer Wrestling, Ladies Breakaway, Calf and Team Roping, Bull Riding and Barrel Racing while allowing the Katy youth to participate in junior Calf Roping and junior Barrel Racing. The young children can also participate in the rodeo events by joining the Stick Horse race or the ever-popular Mutton Bustin’. The KISD FFA students have a chance to compete in the “ever popular” Calf Scramble. The carnival also delights spectators of all ages, as well as the annual Saturday Morning Parade. The 2013 Katy ISD FFA Livestock Show and Rodeo kicks off its historic 70th year on Thursday, February 21st and runs through Saturday, February 23rd. Please visit www.katyrodeo.org for more information on the rodeo.

Hosting a foreign exchange student is easier than you may think During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested.

The Heart of Relay: During the Relay for Life event, three ceremonies are held
Survivors Lap: To start Relay, those who have survived their battle with cancer join together to walk a lap celebrating their victories over the disease. Luminaria Ceremony: At dark, the track is lined with candle-lit bags bearing the names of those who have been touched by or have lost their lives to cancer. Fight Back Ceremony: Before participants leave Relay, they make a personal commitment to help fight back against cancer in several ways. As interest in Relay for Life grew in the Houston area, the American Cancer Society began forming events in local communities and the first Cy-Fair Relay for Life committee was formed in 2004. This is our 9th year in Cy-Fair and our goal is to reach the $1 Million Dollar Mark. HFAC Announces auditions for Leaving Iowa
A comedy about the family vacations you’d like to forget! Houston Family Arts Center announces auditions for its Main Stage production of Leaving Iowa written by Tim Clue and Spike Manton. An annual trek to Civil War Battlefields would be excruciating enough for young Don without the wrong turns and awful roadside attractions. But as an adult, Don takes a more understanding view of both those vacations and his father. This folksy and nostalgic comedy about family vacations will delight anyone who’s ever sat in a car for more than an hour. AUDITION INFORMATION Auditions for Leaving Iowa will take place on Saturday, Feb 9, 2013, from 1-4 PM by appointment at HFAC located in NW Houston at 10760 Grant Road, Houston, TX 77070. Actors can make an appointment by emailing auditions@houstonfac. com for an audition time slot. Please be sure to include your desired role and phone number in your request.

Add a spoonful to smoothies or oatmeal for a nutty flavor similar to flax seed. • Sweet potatoes: Try them baked with a sprinkle of walnuts and cinnamon - great for breakfast or a snack. • Fluids: Hydrate! Hydrate! Hydrate! • Avocado: Fats should make up about 25% of your daily diet when you’re training, so avocados are an easy way to get the healthy fat.
EASY VEGAN VALENTINE SUGAR COOKIE RECIPE! As a vegetarian, it’s difficult to find sweets that are eggless and also dairy-free. But it’s not impossible! Be sure to surprise your valentine with this super easy and vegan sugar cookie recipe: • 1 cup plain white flour • 1/2 cup or slightly less granulated sugar • 1/2 cup SmartBalance or soy butter • 1 tsp. baking powder • 1 tsp. vanilla extract Directions 1. Pre-heat the oven to 345 degrees. 2. Cream the butter and sugar in a large bowl using a spatula or an electric whisk until it is fluffy. Stir in the vanilla extract and thoroughly mix. 3. In a separate bowl, combine the flour and baking powder. 4. Add the flour to the creamed butter and mix until a soft dough is formed. 5. Shape into a log and wrap in cling film or foil and refrigerate for an hour or overnight. 6. Tear off small amounts of dough and shape into balls spacing them well apart on a baking sheet, as they will spread in the oven. 7. Bake for 15-20 minutes depending on your oven. Ease them off using a palate knife - they will be a little soft still but that is fine. 8. Allow them to cool on a rack for at least an hour. Store in an airtight container for up to a week.

Translated from the French, Mardi Gras means “Fat Tuesday.” In short, it’s the last day before the traditional Catholic Lenten fasting season leading up to Easter Sunday. For those cities that celebrate it - most famously New Orleans, Louisiana - Mardi Gras means feasts, multiple parades, elaborate costumes and parties.

“I’m In PAIN” Can Chiropractic Help ME ? We are often asked, “What’s the best way of finding out whether or not a doctor of chiropractic can help my problem?” We believe the answer can be found in a complete chiropractic consultation and examination, including x-rays. And to help find out for sure, we will do a complete consultation and examination, including x-rays, if necessary, (procedures that normally cost $187.00 or more) for $25.00. We will make this special program available through February. The only exception to the offer involves personal injury cases (workers’ compensation and auto accidents) in which there is no charge directly to the patient.

CHIROPRACTIC HEALTH and WELLNESS CENTER Mardi Gras Origin Some scholars trace Mardi Gras’ roots to the ancient Roman Lupercalia festival, which was held in mid-February. Like many other pagan holidays, early Church leaders incorporated elements of the celebration into the new faith rather than risk alienating converted followers. As Catholicism spread across Europe, so did the Mardi Gras celebration. Mardi Gras Comes to America By the Middle Ages, Mardi Gras or “Carnival,” had become a major holiday in France and early French explorers brought the tradition to the New World when establishing settlements in their explorations of the Mississippi River. With its strong French roots, New Orleans naturally evolved into one of the premier Mardi Gras destinations in the world. Mardi Gras: The Religious roots The Mardi Gras kicks off on the Epiphany, twelve days after Christmas on January 6th, also known as Twelfth Night or Three Kings Day, celebrating the arrival of the three wise men and their gifts to the baby Jesus. The season ends promptly at midnight on Fat Tuesday, the day before Ash Wednesday, the beginning of Lent. What’s in a name: Eating a calf The name “Fat Tuesday” comes from the tradition of eating a slaughtered calf on the final day of Carnival. These days, though, that definition has expanded to include feasting on pretty much any rich fatty food.

Mardi Gras Around the world Mardi Gras or Carnival is celebrated in many cities around the world besides New Orleans, including Montreal, Quebec, Canada; Nice, France and Rio de Janeiro, Brazil. But many small towns and municipalities celebrate Mardi Gras as well, including the tiny community of Rubonia, Florida. The Universal Studios Florida theme park also throws a Mardi Gras celebration on weeknights from February to April, featuring parades and concerts by national acts.

Please call HPCA OFFICE at 281-463-1216 to reach a board member.
PURPOSE OF HUNTER’S PARK COMMUNITY ASSOCIATION Hunter’s Park Community Association handles the financial and legal affairs of the subdivision. Each lot owner is required to pay an annual maintenance fee which is used to pay street lights; pay taxes on and maintain the common areas, such as the swimming pools, tennis courts, etc.; pay for security; and pay legal expenses incurred to enforce the deed restrictions. The Board meets every other month at 6:30 p.m. in the meeting room at the community building. Residents are welcome to attend. Anyone wishing to place an item on the agenda should call the HPCA office in advance. The Annual Meeting of Members is held on the 4th Thursday of January. Members hold three year staggered terms and are elected. The election process is as follows: 1) Mail in ballots will be mailed out with the Annual Maintenance fee statements. 2) Voting in person will begin on the 1st Monday after the Annual Meeting ending on the following Saturday at 7pm.
HPCA Office
Office Phone: 281 463-1216 Office Hrs: 9:00 a.m. to 4:00 p.m., Mon- Fri. Closed Weekends and Major Holidays HPCA employs two workers to provide coverage for the office. Every effort is made to have one of the two employees in the office at all times. Occasionally business of the association may require us to be out of the office for a short period of time. If we are out of the office when you call or if you call after hours, please leave a message on the answering machine and your calls will be returned as soon as possible during office hours.
DEED RESTRICTIONS Deed restrictions are strictly enforced by Hunter’s Park Community Association. Copies of the restrictions are available at the association’s office or by mail (call 281 463-1216). Complaint forms are included in every Bear Creek Newsletter for your convenience. The association’s office verifies complaints and writes letters to violators. HPCA will initiate legal action when warranted, to enforce the deed restrictions. ARCHITECTURAL CONTROL You must submit any plans for improvements or modifications of your home to the Hunter’s Park Community Association Office. Your plans will be checked to insure that they comply with the deed restrictions. This includes re-roofing, playforts (8 ft. height limit), temporary storage buildings, etc. Please call the office at 281 463-1216 if you need any additional help or assistance. SECURITY Hunter’s Park Community Association provides additional security currently through a contract with Commissioners Court for four Harris County Constables. HPCA also hires off-duty deputies on an as-needed basis for additional coverage. Please call the Constable’s Office at 281 463-6666 to report any suspicious person, activity or for vacation watch. There is a voluntary $2.00 security contribution on the M.U.D. #6 water bill that goes to each homeowner. The voluntary contributions can only be used to pay for security. This contribution enables HPCA to provide more coverage without raising maintenance fees. Judy - Security Directory - HPCA - (281) 463-1216
