COPPERFIELD COMMUNITY ASSOCIATION, INC. RESIDENTIAL SOLID WASTE COLLECTION

The Board of Directors of CCA recently completed an extensive bid process for residential solid waste collection and awarded a new contract to Waste Corporation of Texas, L. P. effective February 1, 2013. The contract also offers recycling and types of recycling bins/carts to the Villages that each of their Association Boards approved. The level of residential trash and/or recycling services to be provided by WCA to each of the Customer’s communities is as follows: Copperfield Place - Curbside trash service on Tuesdays and Fridays and no recycling; Easton Commons - Curbside trash service on Tuesdays and Fridays and curbside recycling on Friday with WCA-provided 18-gallon recycling bins; Middlegate - Garage door household trash service on Tuesdays and Fridays and curbside recycling on Friday with WCA-provided 48-gallon wheeled carts;

With the new contract effective February 1st, new pickup days have been selected. Curbside pick up only - no recycle as before. Please set your trash out the night before or early AM and in a container, so that pets cannot get into the trash bags.

The pool is CLOSED. Trespassing and jumping the fence to get inside the pool area is prohibited. A reminder that we do have cameras monitoring the pool while it is closed. Any strange activity in the pool or parks area, please call the Sheriff’s Department.

If you are interested in being a volunteer, please call SCS and leave your name and telephone number and someone will be contacting you. We are still in need of block captains. Remember, if you see anything suspicious, call the Non-Emergency number below. Don’t wait until it is too late. REMINDER: It is imperative that we try to get involved. Keep your ears and eyes open and report any suspicious activity by calling the nonemergency police telephone number, 713-221-6000. BE PREPARED - GET INVOLVED! CRIMES IN PROGRESS CALL 911 FOR NON EMERGENCY CALL HARRIS COUNTY SHERIFF’S DISPATCHER: 713-221-6000 Little or no activity of crime was reported in the Copperfield Place area during the Christmas holidays; however, some were reported for thefts and residential break-ins throughout the other villages. Most of these were due to people leaving in view contents inside the house, doors unlocked, no alarms set, etc. that could have been prevented. Snatching of purses and car break-ins were also reported in the shopping areas. Please be aware of your surroundings at all times! A reminder… if you see or hear of anything suspicious, CALL THE SHERIFF’S DEPT!

PARKING & DEED RESTRICTION VIOLATIONS

It is allowable to park your vehicle in the street; however, DO NOT park it in such a way that emergency vehicles cannot drive through or block wheel chair accessibility! Fire trucks are not able to get through when vehicles are parked on BOTH sides of the street and it becomes too narrow. Some homeowners are parking at the end of the cul-de-sacs and not allowing people access to get their mail. These vehicles can and will be towed in an emergency at the homeowner’s expense.

VEHICLES ARE REPORTED BEING PARKED IN THE POOL/PARKING AREA AFTER HOURS. TOWING WILL ALSO BE AT THE OWNERS’ EXPENSE.

Please do not put garbage out on the curb sooner than the evening before the scheduled pick up date. Trash limbs must be bundled and tied not to exceed 4 ft. lengths or the garbage people will not pick them up!

APPROVALS FOR MODIFICATIONS/ADDITIONS/CHANGES

Easton Commons Village

REMINDER THAT NO CHANGES CAN BE MADE WITHOUT PRIOR APPROVAL FROM THE ACC COMMITTEE! FORMS NEED TO BE FILLED OUT AND SUBMITTED FOR PRIOR APPROVAL. Roofing, painting, landscaping or any major changes must be approved by the Architectural Review Board. If you are not sure of the deed restrictions or what colors are allowable under the current deed restrictions, please contact SCS Management at 281-463-1777. Many homes are in desperate need of painting or mildew cleaning! Any modification of the front yard etc. that is out of the ordinary should be approved before landscaping with the Architectural Board Committee at SCS. Please trim ALL bushes, trees, shrubs that are planted in the cross corner lots / section of the street! These must be kept trimmed and maintained for good / safe view of incoming traffic at all times! SCS will be looking closely at all intersections during their drive through to insure that this is in compliance with the deed restrictions. There has been reported instances where palms, trees or large shrubbery is overgrown and not providing a safe view of the cross intersection. You may obtain your form for Architectural Board approval by visiting the Copperfield website at www.copperfield.org or contact SCS.

The Easton Commons Homeowners Association is putting together an email database of the residents in order to keep as many people informed of community happenings as possible. This list will be used strictly for the purpose of communicating with Easton Commons residents and will not be forwarded to a third party nor used for any other than the stated purpose. You may also use this means to ask questions, make suggestions or present complaints about the community. So far, this has been a really effective means of updating the village on things that will be taking place. It would be even better if there were more of the residents that could be contacted in this way. If you are not on the list and would like to be or have a neighbor who is not on the list, remember an email to easton.commons@yahoo.com will ensure that you are put on the list.

Wca’s contract has been awarded again and extended for another year. Curbside pickup will remain approximately at the same rate as last year. New pick up days will be posted by february 2013.

(EC) Change in Trash Service

There will be a change in Trash Service effective February 1, 2013. WCA will continue to serve the community. The pick-up days have changed. Pick-up will now be on Tuesdays and Fridays. Recycling will tentatively be on Fridays. Any changes in the recycling days will be reported to the residents as they become known. Easton Commons will continue to use the 18-gallon recycling bins that we currently use.

(EC) Deed Restrictions

Every month SCS Management rides through Easton Commons to check for Deed Restriction violations. The Deed Restrictions set the standard on how our property is taken care of. A well maintained community will impact the property value of your home, which is most likely the largest investment you have. If you have received a letter from SCS regarding a Deed Restriction violation, please take care of the violation as soon as possible. If you are having problems getting an issue resolved, please contact SCS Management to inform them and to schedule a timeline for the correction. If you ignore the letter, additional letters are sent out which can result in additional expenses, which will be added to your account. If you are not sure of the Deed Restrictions, you can access them on www. copperfield.org under Easton Commons.

(EC) Trucks Prohibited

There are still incidences of large commercial trucks parking along the street near the entrance to the subdivision and adjacent to the park. The entrance to a residential neighborhood is no place for such vehicles, which are a safety problem, as well as unsightly and may interfere with traffic. Signs are posted that indicate that the parking of these vehicles is prohibited. When a truck parks in the restricted area, residents are encouraged to call the Harris County Sheriff’s Office non-emergency number (713-221-6000) to make a report.

(EC) HOME IMPROVEMENTS

To make changes to the exterior appearance of your home (i.e. painting, new windows, new roof, new fence, etc.) an ARC Application must be filled out and sent to SCS Management. All exterior changes must be approved via an ARC Application. A copy of this form can be found at www.copperfield.org under Easton Commons. Until the Architectural Review Committee is filled, the applications will be reviewed by the HOA Board of Directors.

Middlegate Village (MG) Recycling Returns in 2013

The Board voted to add recycling to the upcoming trash contract starting in February with the lidded and wheeled 48-gallon container. Homeowners will be contacted by Waste Corporation of America (WCA) with the information pertaining to the day and acceptable items between now and February. The days of trash collection will also return to Tuesday and Friday, as they were before. You should be receiving information from WCA as to when these changes are to begin.

(MG) Annual Meeting

The Annual Middlegate Village Homeowner’s meeting will be held on Wednesday, March 27, 2013 at 7:00 pm, at Labay Middle School, 15435 Willow River Drive. Please show up at 6:30 pm for check-in, either in the cafeteria or the library. If you cannot make the meeting, please return your proxy to SCS Management or to a neighbor who is going.

The annual one-day Middlegate Village Garage Sale is scheduled to take place on Saturday, April 13, 2012 from 7:00 am to 3:00 pm. This is a great opportunity to clean out cluttered garages, closets, attics and sheds to get rid of unwanted treasures and make a little money. The rain date is scheduled for Saturday, April 20th but only if there is heavy rain on the 13th. The decision to reschedule will be made at the sole discretion of the Middlegate Village Board and posted at website (www.middlegatevillage.org) on the morning of April 13th. Signs will be posted around the community one week prior to the event announcing the sale and will be collected at the end of the sale for reuse in coming years. Please remember the signs are property of the HOA and are paid for by community homeowner funds. Please be respectful of the community members working hard to participate in this event and do not remove or dispose of the signs.

(NM) 2013 HomeOwner’s Association Fees

Annual fees were due January 30, 2013. The fee is $495. A $50 late fee is charged after the due date and interest is charged as well. Please understand the importance of paying this assessment fee. It is what supports the neighborhood amenities and landscaping. A strong homeowners association has a positive impact on your home value. Unfortunately, homes can be foreclosed on and expensive legal fees accrued if a homeowner does not pay these dues. You may pay online with a credit or debit card at grahammanagement.com

Beginning February 1st, Garbage pick-up days will change and recycling will be added to the service. The good news is that your garbage fees will decrease although recycling service is added. Fourth of July parade

Each year, Southcreek residents are able to attend our annual Fourth of July parade. This includes a parade from the Autumn Laurel Park to the Park Falls Park. Once the parade reaches the Park Falls Park, residents are able to have refreshments and play on inflatables. This is one of our largest social events of the year. In order for the event to take place, a lot of planning and hard work must be done between now and the Fourth of July. You may wonder what you can do to help keep our neighborhoods safe. Here is some helpful information on reducing crime in our community: 1. Know your neighbors. Do they work full time? Know what cars should be in the driveway. If something is different, report it to the non-emergency number, 713-221-6000. 2. Be a Block Captain. Our Block captains are the Key Communicator of Important Events in the Community and any Crime Activity in our neighborhood. If you don’t have a Block captain on your street, please consider volunteering to be the Block Captain for your street. 3. Lock your vehicle when it’s on the street or in your driveway. 4. Don’t keep valuables in your car. This includes cell phones, GPS systems, IPODS, etc. A burglar can smash the window and steal the contents of your car in less than 45 seconds. 5. Have you experienced any change in your life recently? These days, many people have experienced significant change in their lives as a result of the economy; whether it’s worrying about a job, retirement accounts or what the future holds. Change, whether good or bad, usually brings some level of discomfort. There are always some unknowns with change. Most people even dread changing their bank accounts. Change is inevitable. Whether it is a death of a loved one, a job change or a marriage, change will come. There is fear in change because it always involves something different replacing the familiar. Change is endless and constant. To thrive in life, we must be able to deal with change. We must learn to master change and develop resiliency. Mastering change is the ability to learn, adapt and apply what we learned to other circumstances. Below are ten strategies for mastering change and resiliency: 1. Step away, take a breath and take some time to think realistically about the impact of the change and the strategy for moving forward. We often get caught up in the change itself and cannot think clearly enough to develop a strategy. 2. Adjust your mindset from viewing change as a problem to an opportunity. 3. Think about the different perspectives you could have around the change. What perspective do you choose to be in? 4. Keep sight of the long-term vision, not what the change causes short term. How will your perspective be different a year from now? 5. Be open to learning. If we resist change, our energy is wrapped up in the effort to maintain the status quo. Think, “What can I learn from this?” 6. Change often causes stress. Ask yourself, “What can I control in this situation? What can I do to influence this situation? What do I have to accept about the situation?”

Whether or not you have children in school, proposed legislation in the Texas House will have a direct impact on you as a homeowner and as a citizen in the State of Texas. Contact Mr. Patrick’s office to get on his email list - www.patrick.senate.state.tx.us so you can keep abreast of updates. Stay tuned for local meetings regarding these issues. Listed below are Mr. Patrick’s Education Reform Goals: Improve the accountability of our schools and students by creating additional flexibility • Unacceptable-Exemplary system with an A-F grading system for school districts and campuses. • Grant the Education Commissioner the authority to take over school districts after 2 years of failing performance. • Revise parent trigger statute, giving parents authority to make changes in their school after 2 years of failing performance. • Allow districts to determine how they will use the STAAR End-of-Course (EOC) exam for up to 15% of a student’s grade. • Reduce the number of tests required for graduation based on the needs of colleges and the workforce with emphasis on Math and English. • Give districts an automatic waiver to begin school 5 days earlier than current start date. Increase the availability and quality of charter schools • Raise the current cap on the number of charters by 20 per year. • Allow unlimited number of charters to be approved by regional service centers after training from National Association of Charter Authorizes. • Improve the ability of the Education Commissioner to shut down poor performing or financially unstable charters. • Allow school districts to become Home Rule Charters or to designate any school a charter by the vote of the board. Expand student and parent choice in schools • Allow students to attend any public school of their choice in or out of their district based on capacity.

• Create an Opportunity Scholarship program that provides means-tested scholarships to students to attend the private schools of their choice funded by business tax deductions. • Create choice brokers to help advise parents and students of the choices available to them for private and charter schools. Modernize high school to reflect today’s workforce by placing career pathways on the same level as college readiness • Restructure graduation plan to one diploma called the Texas Foundation Diploma; with student selected specialties in STEM, Liberal Arts, Career and Business and Administration, as well as academically distinguished. • Repeal requirement that state colleges/universities can only accept students with a Recommended or Distinguished Diploma. • Create more flexibility to enable certain rigorous applied Career/Tech courses to satisfy graduation requirements. • Encourage industry to create specific workforce courses for districts. • Relax restrictions on teacher certification for CTE courses if teacher has work experience in that field and would be approved at the Community College level. • Create more dual credit courses so students can complete career certificates faster. • Create more flexibility for students to take rigorous applied Career/Technical courses that satisfy graduation requirements. Turn Lanes - Be careful when turning in clearly marked turn lanes at night. There have been incidents where people have been nearly hit because they were standing in the turn lanes attempting to cross the highway. These people have been known to wear black clothing at night and you may be unable to see them until it is too late. Southdown Parks - The parks located in Southdown Village are not public facilities. Homeowners own and maintain these parks. If you see people at the parks that you believe may not be residents, please call the sheriff’s non-emergency number. If they live here fine, if not, they will be asked to leave immediately. Signs have been prominently posted advising that these parks are private property. The deputies have been asked step up patrols of our parks.

Suspicious Persons - Most of the home burglaries in Southdown Village occur between the hours of 8:00 am and 12:00 noon. Peanut Butter Brownie Trifle

Ingredients • 1 fudge brownie mix (13-inch x 9-inch pan size) • 1 package (10 ounces) peanut butter chips • 2 packages (13 ounces each) miniature peanut butter cups • 4 cups cold 2% milk • 2 packages (5.1 ounces each) instant vanilla pudding mix • 1 cup creamy peanut butter • 4 teaspoons vanilla extract • 3 cartons (8 ounces each) frozen whipped topping, thawed

Directions • Prepare brownie batter according to package directions; stir in peanut butter chips. • Bake in a greased 13-in. x 9-in. baking pan at 350° for 20-25 minutes or until a toothpick inserted near the center comes out with moist crumbs (do not over bake). • Cool on a wire rack; cut into 3/4-in. pieces. • Cut peanut butter cups in half; set aside 1/3 cup for garnish. • In a large bowl, whisk milk and pudding mixes for 2 minutes (mixture will be thick). • Add peanut butter and vanilla; mix well. • Fold in 1-1/2 cartons whipped topping. • Place a third of the brownies in a 5-qt. glass bowl; top with a third of the remaining peanut butter cups. • Spoon a third of the pudding mixture over the top. • Repeat layers twice. Cover with remaining whipped topping; garnish with reserved peanut butter cups. • Refrigerate until chilled. Yield: 20 servings (1 cup each). T - tell a trusted neighbor if you are going on vacation or you can request a sheriff’s deputy to watch your home by going to Copperfield.org and clicking on the Crime Watch tab to download the required Vacation Watch form. (WC) FEBRUARY GARDENING TIPS

If you still have not yet been able to remove any holiday decorations, please remember to do so ASAP. February will likely continue to bring us cold nights like we saw in December and January. Continue to be prepared to cover any tropicals or temperaturesensitive plants as we potentially will see some evenings that will hover at or below freezing. March will usually bring warmer nights, so be diligent for one more month and protect your plants! If you did not yet get a chance to clean out your gutters this past fall, combining this chore with any tree pruning would serve your home well. Most of the homes within Westcreek are nearing 20 years old now and any help you can give to your home to prevent poor drainage and preserve your siding will save you $$$.

• Identify any limbs that might be a hazard to someone underneath it or to a building or structure nearby. Broken branches, weak branches, narrow growth angles and other “odd” growth faults, should be identified. Any dead or dying growth should be removed, as well as any limbs that cross over or rub against each other, as this can cause disease/damage to the tree/bush, as well as prevent light to filter down into the lower limb areas. Removing such growth will also encourage fruit production in fruit trees and promote ripening during production seasons. • Follow the three-cut method on all large limbs. If a single cut is made the weight of the limb will pull the limb down and damage the trunk or adjacent limb areas before the cut has been completed, which will injure the tree and cause unsightly wounds.

• Make sure any cuts are done above the flush level with the trunk or adjoining limb. Do not make any stub cuts. • Be sure to not remove lower branches on newly planted trees. Wait until the tree has matured for 2-4 years before lower limbs are removed. • Crape Myrtles should be pruned back to at the very least remove dead seed pods, otherwise new blooms will struggle to become established. Keep in mind that crape myrtles produce blooms from “new wood” or new branch growth, so some pruning is required annually to achieve flowering. • You may choose to select a certain height and then cut all upward limbs to not exceed that height or you may prefer to allow the tree to maintain a natural height and shape, which is somewhat more challenging to do. Either method is acceptable, but realize that allowing for a natural shape will likely allow for more blooms to occur. • Remove all “suckers,” or shoots of new growth from the base of the plant now, as well as during the warmer growth season. Suckers draw nutrients away from other plant areas and cause unsightly growth that will create an odd, unstable shape for the tree/bush. • Trim any removed growth to lengths no greater than 32” and bundle with twine or straps if you plan on disposing via curbside disposal service, otherwise it will not be picked up. The Arts at Cy-Christian High School Drama Takes Third in TAPPS Competition: The high school drama class recently completed a successful run of “The Great Pandemonium,” by Pat Cook, entertaining audiences with both in-class and evening performances. Since many of the roles were double cast and the performers took turns playing in the various shows, no two shows were alike, giving each performance an exciting “life of its own.” When the cast and crew took the show on the road to compete at the TAPPS Regional One Act Play Contest, the run culminated with an impressive third place finish. Director Dia Moore was pleased to report that in addition to the accolades for the show, the cast and crew won an extraordinary number of individual awards. Jordan Wandix was named Best Actor. Bailey Comeaux was named to the All Star Cast. Marya Gray, Ben Holman and Kaitlyn Miracle were named to the Honorable Mention Cast. Chris Ramirez and Abby Rangel were named to the All Star Crew. Congratulations to the entire cast and crew of “The Great Pandemonium” for a job well done! Cy-Christian Art Secondary art students completed paintings of landscapes in America.  Salute to Our Heroes has two purposes. First, to give tribute to our heroes soldiers serving now, veterans and those who have been wounded or killed in action. We want to honor those who have served their country.

 The second purpose is to raise funds for scholarships for Cy-Fair ISD students. Each year we give three scholarships per Cy-Fair ISD high school, and the number of high schools is growing. It has been a challenge keeping up with the demand, but CFEF is dedicated to this mission.

 The inaugural event honors Jersey Village High School graduate 1st Lt. Jeremy E. Ray, who was killed December 20, 2007 while serving his country in Iraq. A CFEF endowment was established in Jeremy’s memory by an anonymous donor. Last year the 1st Lieutenant Jeremy Ray Community Service and Peace Award was presented to Klein Funeral Homes & Memorials.

The Foundation will kick off its fifth “Salute to Our Heroes” event on February 9, 2013 at the Omni Hotel Westside Houston. “Salute to Our Heroes” honors the brave men and women who have served to preserve our freedom and liberty. Proceeds from this event go to an endowment enabling graduating students from CFISD to attend college. The event will be generously underwritten by Earthcare Management and Kodiak Gas Services, as the Missing Man Underwriters. The Cypress Fairbanks Medical Center Hospital will be the Major General Sponsor.

Following tradition, the event will have the Missing Man Table & Honors Ceremony. The table will have empty table settings with chairs leaning up against the table as though saved for someone. The table settings have a single red rose displayed in a vase in reminder of the bloodshed for our country and the vase was tied with a red ribbon - a symbol of the continued pledge to shed blood for our country. A slice of lemon on the bread plate is a reminder of the bitterness of the loss of comrades in arms; a bowl of salt to symbolize the tears shed by family members of lost loved ones and glasses turned upside down indicate no one will sit there. Last year’s ceremony was performed by the 75th Army Division Honor Guard and was proceeded by Taps performed by William Veenstra, Cy-Fair High School Senior. DISTRICT RECOMMENDS VACCINATIONS, TREATMENT IN WAKE OF FLU ACTIVITY

In response to reports of the influenza virus throughout the state, CypressFairbanks ISD is joining the Texas Department of State Health Services (DSHS) in urging students, staff and community members to receive a flu vaccination and taking additional steps to protect against the flu.

According to the DSHS, each season’s flu vaccine provides protection against three strains of flu. Researchers with the U.S. Centers for Disease Control and Prevention (CDC) have reported that the current vaccine is well matched with strains of the flu in circulation. “Since prevention of disease is the best way to protect the health and wellness of CFISD students, staff and community, the CFISD health services department supports the CDC and DSHS recommendation that all people aged 6 months and older be immunized against influenza,” said Bevin Gordon, CFISD director of health services. As of Dec. 3rd, the CDC reported that approximately 37 percent of the U.S. population aged 6 months and older had been vaccinated, with children showing the highest rate of vaccination (45 percent). The DSHS recommends a vaccination for everyone 6 months or older, especially those in the high-risk groups - children, those aged 65 and older, pregnant women and people with chronic health conditions. In addition to vaccinations, Gordon and the health services team are encouraging parents and students to protect themselves and others by washing their hands frequently, covering coughs and sneezes and staying home from school if they are exhibiting flu-like symptoms until they are feverfree for 24 hours without the use of fever-reducing medications.

CYPRESS HOOPS INVITATIONAL BRINGS IN MORE THAN $22,500 FOR STUDENT SCHOLARSHIPS

The third annual Cypress Hoops Invitational Tournament, held Dec. 6th - 8th at CFISD high schools and the Berry Center, raised more than $22,500 for the “Donate to Educate” program, which provides college scholarships for district students as well as staff development grants to CFISD for innovative and creative teacher training. The 24-team tournament was hosted by the Cy-Fair Educational Foundation (CFEF) with the goal of engaging the entire community in order to promote basketball, generate community spirits and raise funds for the CFEF. South Grand Prairie High School won the tournament, while Langham Creek High School placed second. North Cypress Medical Center served as the event underwriter for the third consecutive year. After a football season filled with great half-time performances, the LCHS Drill Team got right to work on competition dances. They kicked off the Contest Season at the Crowd

Pleaser Winter Showcase held at Dulles High School on December 10th. This competition focused on solos, duets, ensembles and officer groups. Dance officers Victoria Vecchio, Kingsley Credeur, Courtland Klein, Maddie Sheedlo and Katelyn Vincik received several awards in the Officer category including Best in Class for their Jazz, Lyrical and Novelty routines and 1st Runner up for their Contemporary dance. Their Jazz dance was the highest scoring routine of the day and they received and Oustanding Choreography award for both Jazz and Lyrical. The Dance officers were proud to receive the hightest award of the day when they were declared Grand Champions in the Officer Category. Social officers Erin Poerschke, Mariah De Los Santos, Shelby Horton, Rebecca Ramos, Lauren Rayne and Bianca Rivera received 2nd Runner up in that category. The Bailadoras also received 1st Place in the Large Ensemble Division with their Hip Hop Routine. Christina Licarione was awarded 1st Place in the Junior Solo Division. Kingsley Credeur and Maddie Sheedlo received 1st Place in the Duet Division. Christina Licarione, Taylor Lukasek and Morgan Montalbano received 1st Runner Up in the Trio Division.

Some of our Daisy Girl Scouts joined up with Junior Girl Scouts to go Christmas Caroling at a local assisted living facility. The girls visited with the residents and served cookies. Daisy Girl Scout Jazzlynn W. took some time out with her mom, Kimberley, at the festivities. The Santa Claus hats and smiling faces were a big hit with all those present! We are looking forward to our “Me and My Guy” event in early March, as girls and the special guy in their lives enjoy a taste of Italy! It should be a “Bella notte” for all as they enjoy crafts, games, food and fun together! Daisy Day and Brownie Day events are coming together and information should be coming out in the not-too-distant future.

Friday, April 26, 2013 - 7:00 pm Come join our planning committee or register your own team to help raise money for cancer in our Cy-Fair community!! The Heart of Relay: During the Relay for Life event, three ceremonies are held: Survivors Lap: To start Relay, those who have survived their battle with cancer join together to walk a lap celebrating their victories over the disease. Luminaria Ceremony: At dark, the track is lined with candle-lit bags bearing the names of those who have been touched by or have lost their lives to cancer. Fight Back Ceremony: Before participants leave Relay, they make a personal commitment to help fight back against cancer in several ways. Harris County Animal Control ordinance

Residents of Harris County must be aware of the regulations adopted by Commissioners Court to meet the standards of the “Texas Rabies Control Act of 1981.” This ordinance, enforced by Veterinary Public Health (formerly called Harris County Animal Control) is designed to protect the health and welfare of Harris County residents.

OTHER • Impounded animals shall be kept three days to allow the owner time to redeem them. • The occupant/head of household of any premises on which a dog or cat remains for a period of seven days is presumed to be the owner of that animal. • All animals suspected of rabies, or animals that bite, scratch or otherwise attack any person shall be impounded at the discretion of the County Health Officer, for a period of ten days under veterinary observation. • Violators of any provision of this order are guilty of a misdemeanor and are subject to a fine of up to $200 in a Justice of the Peace Court.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

In 2007, Harris County moved to ban sales of animals along public roads and parking lots in unincorporated areas. A violation is a Class C misdemeanor which can mean a $500 fine.
