Pursuant to Article V, Section 3 of the RESTATED AND AMENDED BY-LAWS OF THE GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION the Regular Monthly Meeting of the Members was duly called and held on January 8, 2013, 7:45 PM, at 17030 Kieth Harrow Blvd., Houston TX 77084. IN ATTENDANCE Directors Anderson, Hill, Mendetia and Quick were in attendance. Management representative Johannes Lonaker and homeowners listed on the sign-in register were also in attendance. MEETING MINUTES The November 13, 2012 meeting minutes were approved as presented in the Chatter.
COMMITTEE REPORTS LANDSCAPING Director Mendetia advised the residents to contact the Sheriff’s department if they see anyone removing flowers from the flowerbeds, unless the entire flowerbed is being replanted. HIGHWAY 6 GREEN MEDIANS PROJECT Director Anderson advised the residents that due to the poor response from the businesses, they will be contacting various M.U.D’s and P.UD.’s for support. TENNIS COURTS Director Mendetia advised the residents that the Board approved installing the windscreens. KIETH HARROW POOL BUILDING Director Mendetia advised the residents that the Association is still seeking bids. The Association awarded the 2013 Pool Management Contract to Greater Houston Pool Management. Glencairn will have a new pool management company for the upcoming swim season. SECURITY CAMERAS Director Mendetia advised the residents that the camera system is fully operational and the entirety of the Kieth Harrow facilities are under surveillance. CHRISTMAS DECORATING CONTEST Director Mendetia announced the winners of the Christmas Decorating Contest, 1st place for homes located north of Keith Harrow resulted in a tie. OPEN FORUM The Board of Directors inquired if residents from the floor had any issues to discuss with the Board regarding the community. A resident stated that there is a work-out business located on Royal Mile. The people attending tend to be ladies. The Board advised that they have seen this group from time to time and requested any homeowner that observes this, to please take pictures and send them to ACMP, Inc. with the date and times. A resident asked the Board about curb repairs. Management stated that all residents need to do is contact Harris County 281-463-6300 or online at Greg_Wyatt@ hctx.net to have curbs and/or sidewalk ramps repaired. The county will not repair driveway skirts or aprons. A resident asked the Board about sidewalk repairs. The Board stated that the resident should call Severn Trent or Harris County, if the sidewalk is sinking/buckling near a storm drain, water meter and/or manhole. If the sidewalk is buckling due to tree roots, the resident will need to effect repairs after ACC approval is acquired. A resident asked about annual garage sales. The Board advised that they are looking into holding a garage sale during spring and another in the fall. EXECUTIVE MEETING ACTIONS Director Mendetia reported the following business transactions at the January 7, 2013 Executive Meeting: Approved IM Green for installation of recycling containers at the 17030 Kieth Harrow and 16222 Cairnway common areas. Homeowners can recycle plastic, aluminum, steel cans and clothing using the containers marked for each of the above. The containers should all be installed by the end of next month. Approved the installation of new windscreens for the tennis court. Approved Greater Houston Pool Management as the pool management company for the 2013 swim season.

Approved the Cy Fair ISD mobile library scheduled use of the Kieth Harrow parking lot. Management reported a large amount of trash/debris along the curb in front of 4623 Scone. The ownership of this property is now clouded. It could take two or more weeks to resolve the ownership and get the notice to the owner allowing the Association to back charge the homeowner for this. The Board determined that neighbors should not have to be subject to this and approved removal of the trash/debris as soon as possible.

Homeowners begin receiving their annual assessment and account statement usually between November 15th and November 30th of each year. These statements will list any balances owed to the Association and payment is due by January 1st of the next year, unless the account is being handled by the attorney.
letter will also state that payment of the balance is due within thirty days or a lien may be filed or the account will be turned over to the Association attorney. The owner will be responsible for all charges associated with filing and releasing of the lien and/or any legal fees incurred for the collection of this debt.
If the account is being handled by the Association attorney then, the next year maintenance fee assessment is still due by January 1st. All other balances are due at that time, but you should contact the Association attorney at 713-780-4135 to determine the total amount owed. There will probably be some legal fees invoices that have not yet been received by our management company. Once again, if legal fees are displayed on the statement, then the owner should contact the Association attorney to determine the total legal charges owed unless stated otherwise.
Delinquent accounts turned over to the attorney for collection will normally be handled in the following manner. A certified letter will be sent and a charge added to the account for the letter. A lien could be filed. If payment is not received within the specified time a lawsuit will be filed for collection of the assessment. This could ultimately lead to foreclosure.
The assessment is due January 1st, becomes delinquent January 31st and is subject to the following actions when delinquent. The week of February 1st interest will accrue and be posted to any accounts that are delinquent. Additionally, a late penalty will be assessed to each delinquent account. A letter will be sent to each delinquent account stating the current balance. Once again, those accounts being handled by the attorney for prior year delinquent fees or lawsuits should contact the Association attorney at the phone number listed above. The letter will request payment within fifteen days or a certified letter will be sent by the Association and the homeowner will be responsible for all charges associated with the collection of this debt. If the payment is not received within fifteen days from the postage date of the first delinquent notice, a certified letter is sent by the Association to all accounts with delinquent balances. The same circumstances for accounts being handled by the attorney as stated above apply to this circumstance. The Association’s certified letter will state that an administrative charge plus postage has been added to the balance of the account for processing the certified letter. The

The Board of Directors does not want to foreclose on any property, but has a responsibility to all the homeowners to ensure all fees are paid. It is unfair for other homeowners to bear the burden for homeowners that will not pay their maintenance fee assessment. However, the Board has, on a case by case basis, worked with homeowners unable to afford paying the assessment all at one time. This Board will continue to do so but if there is no communication from the homeowner, the Board has no other option but to proceed with the above collection policy. If every homeowner would pay their assessment on time, it would result in fewer expenses and less aggravation for everyone involved. The Association must expend some funds for the collection of delinquent accounts. This expenditure is passed on to the individual homeowners but it is still an expenditure to the Association until the homeowner reimburses the Association. If homeowners pay on time, these expenses are eliminated along with the aggravation of getting certified letters and/or being turned over to the attorney. A four-month payment plan has been approved by the Board of Directors, which includes an administrative charge. Payment plans are available by contacting ACMP, Inc. prior to January 31st.

HOMEOWNER SATISFACTION Here’s What HOA Residents Have to Say Americans who live in community associations are overwhelmingly pleased with their communities, expressing strong satisfaction with the board members who govern their associations and the community managers who provide professional support. More than seven in 10 community association residents expressed satisfaction with their community experience, according to a survey conducted by Zogby International, a leading public opinion research firm. Almost 40 percent of community association residents say they are “very pleased,” with only 10 percent expressing some level of dissatisfaction. Almost 20 percent express neither point of view. An estimated 54 million Americans live in some 274,000 homeowner associations, condominium communities, cooperatives and other planned developments. Here’s what community association residents say: • 88 percent believe their governing boards strive to serve the best interests of the community.

• 90 percent say they are on friendly terms with their association board members, with just 4 percent indicating a negative relationship. • 86 percent say they get along well with their immediate neighbors, with just 5 percent reporting a negative relationship. Of those who reported issues with neighbors, the most common problems were pets, general lifestyle, noise and parking. • 78 percent believe community association rules “protect and enhance” property values, while only one in 100 say rules harm property values. About 20 percent see no difference. • 88 percent of residents who have interacted with professional community managers say the experience has been positive. The research was sponsored by the Foundation for Community Association Research, a non-profit organization created in 1975 by Community Associations Institute (CAI). Based on telephone interviews conducted in August 2005, the survey has a margin of error of +/- 3.5 percentage points.

WITHIN THE SUBDIVISION ON PUBLIC ROADS The Patrol Service Deputies (Harris County Sheriff Deputies) are required by law to enforce the following parking laws within Glencairn. SUBCHAPTER G. STOPPING, STANDING AND PARKING 545.301. Stopping, standing or parking outside a business or residence district. (a) An operator may not stop, park, or leave standing an attended or unattended vehicle on the main traveled part of a highway outside a business or residence district unless: (1) stopping, parking or leaving the vehicle off the main traveled part of the highway is not practicable; (2) a width of highway beside the vehicle is unobstructed and open for passage of other vehicles; and (3) the vehicle is in clear view for at least 200 feet in each direction on the highway. (b) This section does not apply to an operator of a vehicle that is disabled while on the paved or main traveled part of a highway if it is impossible to avoid stopping and temporarily leaving the vehicle on the highway. 545.302. Stopping, standing, or parking prohibited in certain places. (a) An operator may not stop, stand, or park a vehicle: (1) on the roadway side of a vehicle stopped or parked at the edge or curb of a street; (2) on a sidewalk; (3) in an intersection; (4) on a crosswalk; (5) between a safety zone and the adjacent curb or within 30 feet of a place on the curb immediately opposite the ends of a safety zone, unless the governing body of a municipality designates a different length by signs or markings; (6) alongside or opposite a street excavation or obstruction if stopping, standing, or parking the vehicle would obstruct traffic; (7) on a bridge or other elevated structure on a highway or in a highway tunnel; (8) on a railroad track; or (9) where an official sign prohibits stopping. (b) An operator may not, except momentarily to pick up or discharge a passenger, stand or park an occupied or unoccupied vehicle: (1) in front of a public or private driveway; (2) within 15 feet of a fire hydrant; (3) within 20 feet of a crosswalk at an intersection; (4) within 30 feet on the approach to a flashing signal, stop sign, yield sign, or traffic control signal located at the side of a roadway; (5) within 20 feet of a driveway entrance to a fire station and on the side of a street opposite the entrance to a fire station within 75 feet of the entrance, if the entrance is properly marked with a sign; or

(6) where an official sign prohibits standing. (c) An operator may not, except temporarily to load or unload merchandise or passengers, park an occupied or unoccupied vehicle: (1) within 50 feet of the nearest rail of a railroad crossing; or (2) where an official sign prohibits parking. (d) A person may stop, stand, or park a bicycle on a sidewalk if the bicycle does not impede the normal and reasonable movement of pedestrian or other traffic on the sidewalk. (e) A municipality may adopt an ordinance exempting a private vehicle operated by an elevator constructor responding to an elevator emergency from Subsections (a)(1), (a)(5), (a)(6), (a)(9), (b), and (c). (f) Subsections (a), (b), and (c) do not apply if the avoidance of conflict of other traffic is necessary or if the operator is complying with the law or the direction of a police officer or official traffic control device. (g) If the governing body of a municipality determines that it is necessary to improve the economic development of the municipality’s central business district and that it will not adversely affect public safety, the governing body may adopt an ordinance regulating the standing, stopping, or parking of a vehicle at a place described by Subsection (a)(1), other than the road or highway in the state highway system, in the central business district of the municipality as defined in the ordinance. To the extent of any conflict between the ordinance and Subsection (a)(1), the ordinance controls. 545.303. Additional parking regulations. (a) An operator who stops or parks on a twoway roadway shall do so with the righthand wheels of the vehicle parallel to and within 18 inches of the righthand curb or edge of the roadway. (b) An operator who stops or parks on a oneway roadway shall stop or park the vehicle parallel to the curb or edge of the roadway in the direction of authorized traffic movement with the righthand wheels 18 inches of the righthand curb or edge of the roadway or the lefthand wheels within 18 inches of the lefthand curb or edge of the roadway. This subsection does not apply where a local ordinance otherwise regulates stopping or parking on the oneway roadway. (c) A local authority by ordinance may permit angle parking on a roadway. This subsection does not apply to the federal aid or state highway unless the director of the Texas Department of Transportation determines that the roadway is wide enough to permit angle parking without interfering with the free movement of traffic. (d) The Texas Department of Transportation, on a highway under the jurisdiction of the department, may place signs prohibiting or restricting the stopping, standing, or parking of a vehicle on the highway where the director of the Texas Department of Transportation determines that stopping, standing, or parking is dangerous to, or would unduly interfere with, the free movement of traffic on the highway. (e) To the extent of any conflict between Subsection (a) or (b) and a municipal ordinance adopted under Section 545.302(g), the ordinance controls. 545.304. Moving the vehicle of another; unlawful parking. A person may not move a vehicle that is not lawfully under the person’s control: (1) into an area where a vehicle is prohibited under Section 545.302; or (2) away from a curb a distance that is unlawful under Section 545.303. 545.305. Removal of unlawfully stopped vehicle. A peace officer listed under Article 2.12, Code of Criminal Procedure, or a license and weight inspector of the department may remove or require the operator or person in charge of a vehicle to move a vehicle from a if the vehicle: (1) is unattended on a bridge, viaduct, or causeway or in a tube or tunnel and the vehicle is obstructing traffic; (2) is unlawfully parked and blocking the entrance to a private driveway;

CHIROPRACTIC HEALTH and WELLNESS CENTER (3) has been reported as stolen; (4) is identified as having been stolen in a warrant issued on the filing of a complaint; (5) is unattended and the officer has reasonable grounds to believe that the vehicle has been abandoned for longer than 48 hours; (6) is disabled so that the normal operation is impossible or impractical and the owner or person in charge of the vehicle is; (A) incapacitated and unable to provide for the vehicle’s removal or custody; or (B) not in the immediate vicinity of the vehicle; (7) is disabled so that normal operation is impossible or impractical and the owner or person in charge of the vehicle does not designate a particular towing or storage company; (8) is operated by a person an officer arrests for an alleged offense and the officer is required by law to take the person into custody; or (9) is, in the opinion of the officer, a hazard, interferes with a normal function of a government agency, or because of a catastrophe, emergency, or unusual circumstance is imperiled. (b) An officer acting under Subsection (a) may require that the vehicle be taken to: (1) the nearest garage or other place of safety; (2) a garage designated or maintained by the governmental agency that employs the officer; or (3) a position off the paved or main traveled part of the highway. (c) A law enforcement agency other than the department that removes an abandoned vehicle in an unincorporated shall notify the sheriff. (d) The owner of the vehicle that is removed or stored under this section is liable for all reasonable towing and storage fees incurred. (e) In this section:

(1) “Towing company” means an individual, corporation, partnership, or other association engaged in the business of towing vehicles on a highway for compensation or with the expectation of compensation for the or storage of the vehicles and includes the owner, operator, employee, or agent of a towing company. (2) “Storage company” means an individual, corporation, partnership, or other association engaged in the business of storing or repairing vehicles for compensation or with the expectation of compensation for the storage or repair of the vehicles and includes the owner, operator, employee, or agent of the storage company. SUBCHAPTER E. JUNKED VEHICLES: PUBLIC NUISANCE; ABATEMENT 683.071. Definition. In this subchapter, “junked vehicle” means a vehicle that is selfpropelled and: does not have lawfully attached to it: an unexpired license plate; or a valid motor vehicle inspection certificate; and is: wrecked, dismantled or partially dismantled, or discarded; or inoperable or has remained inoperable for more than: 72 consecutive hours, if the vehicle is on public property; or (ii) 30 consecutive days, if the vehicle is on private property. 683.072. Junked declared to be a public nuisance. A junked vehicle, including a part of a junked vehicle that is visible from a public place or public right-of-way: is detrimental to the safety and well fare of the public; tends to reduce the value of private property; invites vandalism; creates a fire hazard;

is an attractive nuisance creating a hazard to the health and safety of minors; produces urban blight adverse to the maintenance and continuing development of municipalities; and (7) is a public nuisance. 683.073. Offense A person commits an offense if the person maintains a public nuisance described by Section 683.072. An offense under this section is a misdemeanor punishable by a fine not to exceed $200. (c) The court shall order abatement and removal of the nuisance on conviction.
DEED RESTRICTION REVIEW IMPROVEMENTS/MAINTENANCE OF DWELLINGS INCLUDING LANDSCAPING The deed restriction violation reviewed in this issue is maintenance of dwellings. Once again, this is an overview and there could be specific issues that are not covered. For additional information, feel free to contact the Deed Restriction Department at ACMP, Inc. 281-855-9867. The Association regularly cites properties with the violations such as paint house/ACC required, paint garage doors, repair or replace garage doors, paint mailbox, replace roof and paint or replace house trim, among other violations regarding the maintenance of a dwelling or a house. In most cases, these are referred to as exterior maintenance. The minutes of the June member meeting list items that a successful realtor has stated create good property values. One of those items was the neat, attractive appearance of the house and mailbox. There are several issues to keep in mind when discussing exterior maintenance. These will be presented following the discussion of the Covenants & Restriction.
Every section of Glencairn Community Improvement Association, Inc. has a restriction regarding exterior maintenance. Once again, the restriction regarding maintenance of dwellings or exterior maintenance was not something the Board instituted, but was put in place by the Developer. The restriction was put in place to ensure neat, attractive dwellings that are in harmony. Dwellings or structures not maintained or with a wide variety of colors all over the spectrum present unsightly appearance in the neighborhood. This in turn would cause property values to decline. Most sections of Glencairn C.I.A., Inc. have the following restriction regarding improvements or alterations to a structure or property. “Article VII, Section 2 If in the opinion of the Committee the exterior of any dwelling is in need of repair or maintenance, the Committee shall notify the Owner thereof in writing of the need of such repairs or maintenance and if such repairs or maintenance are not accomplished within thirty (30) days of said notice, then the Committee may proceed to have such repairs or maintenance work done for the account of and payment by the Owner, and the Owner shall pay upon demand the Committee’s cost, together with interest at the rate of ten percent (10%) per annum until such payment is made and reasonable attorney’s fees if referred to an attorney for collection.” ; And “Article IV, Section 2: Architectural Control. No building shall be erected, placed or altered on any Lot until the construction plans and specifications and a plot plan showing the locations of the structure have been approved by the Architectural Control Committee, hereinafter established, as to the quality of workmanship and materials, harmony of external design with existing structures, and as to location with respect to topography and finished grade elevation.” These are the Covenants and Restrictions you agreed to abide by when you purchased your property in Glencairn. established the State of Texas has passed legislation which states: Section 204.010. (6) “Powers of Property Owners’ Associations… regulate the use, maintenance, repair, replacement, modification and appearance of the subdivision; The majority of the aforementioned deed restriction letters should have an accompanying Architectural Change Request for the ACC committee to review, approve, disapprove or request additional information. Several past Boards and the current Board were concerned with the “in the opinion of the Committee” wording in Article VII, Section 2 of the Covenants and Restrictions. These Boards have worked on a set of ACC Guidelines that can be distributed to members in an effort to make them aware of the improvement guidelines. These guidelines also state that there is an approved color chart available at the management company office or at Sherwin Williams to select exterior paint colors. You do not have to purchase Sherwin Williams paint, if you prefer another brand, just take a sample to the store where you wish to purchase your paint from. Once again, when the color is selected, it must be submitted along with the ACC form to the committee for approval. The Association, its Board of Directors and management company have a responsibility to enforce this deed restriction. The Board believes the enforcement procedure is fair and offers property owners the opportunity to explain any problems regarding improvements or alterations to a structure or property. The management company inspects the subdivision twice a month. If there is a need for exterior maintenance observed, a first class letter will be sent. Every attempt is made to be as specific as possible in an effort to help identify the violation and have it corrected. However, this does not mean each and every situation can or will be addressed. The first letter states that if there are extenuating circumstances or you believe the letter is in error, you should contact the management company. If the ACC form is returned within the ten days stipulated in the letter this serves as the response. If the ACC cannot be returned

within the ten (10) days then the homeowner needs to inform the Association when the violation will be corrected. If the violation has not been corrected and we have not received any response from the owner by the subsequent inspection, certified letter is sent. A picture is taken at the time the violation(s) is observed during the second inspection. The charges for the certified letter and photo are the responsibility of the property owner in accordance with the Texas Property Code. If the violation still exists during the subsequent inspection, it is placed at Board Direction. The violation has now existed at least six weeks. The Board will inspect the property to observe the violation and will take one of three courses of action. If the maintenance is not to the structure itself or will not cause any type of damage to the structure or property, the Association may have a contractor correct the violation. The charges for enforcement of deed restrictions are the responsibility of the property owner but the Association must pay the expense up front and get reimbursed by the property owner. The Association could have the attorney send a letter to the property owner requesting the violation be corrected. There is definitely a charge associated with this avenue of enforcement. If the Board chooses to take the attorney avenue for correction of the violation and the violation is not corrected, the next step is a lawsuit. Once this step is taken, legal fees increase rapidly. The Association could send a “President’s “ letter, which is a final appeal from the Association for the violation to be corrected. The Association does not want to file lawsuits for any deed restriction violations. If homeowners communicate with the Board, they have always worked with the homeowners. The same would apply in this situation. The key issue is communication. The Board is usually left with no other choice but to file a lawsuit for the majority of the exterior maintenance violations due to non-existent written communication from homeowners.

Harris County Alarm Detail
In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. Its main purpose is to ensure that all changes are harmonious with the surrounding neighborhood and to assist in maintaining property vales. They are volunteers and go about fulfilling their function by ensuring all changes are structurally sound, attractive and harmonious with the neighborhood. The Association has color guidelines that have been set by the Architectural Control Committee and approved by the Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your house is already painted with an unapproved color, then it must be changed the next time it needs painting. However, if you paint it an unapproved color and then submit a change request form, either voluntarily or because you have been cited as being in violation, you will need to repaint the house immediately. Upward Baseball - T-Ball, Kid & Coach Pitch at Bear Creek Baptist Church We would like to invite children from 4 yrs (as of Sept. 1, 2012) to 5th grade to join us as we enjoy another season of T-Ball, Kid & Coach Pitch. We look forward to teaching your children the skills and watching them enhance their abilities. Northwest Flyers Youth Track Club Registration for Middle and High School Athletes The Northwest Flyers Youth Track Club is registering athletes for the 2013 summer track season. Elementary students up to 6th grade should register during February and the first week of March. Middle and high school athletes can also register, but should compete after their school season is over. The non-profit, 501(c)(3) club is affiliated with USA Track & Field (USATF) and provides a full program of sanctioned “track” events such as sprints, hurdles, middle distance, distance and relays and sanctioned “field” events such as long jump, triple jump, high jump, pole vault, shot put, discus and javelin. Registration for Fun, Fair, Positive Soccer (FFPS) is open for boys and girls ages 4 to 18 for the Spring Season. Games start on April 13, 2013. FFPS is a non-profit youth soccer program dedicated to providing a positive youth sports experience for all children. Founded in 1986 in Katy, Texas, FFPS has grown to 22 leagues and 15,000 players throughout the Greater Houston area. FFPS offers children a fun and fair experience, including one practice per week, a full uniform and trophy for every player, equal playing time and play every position, co-ed/balanced teams, positive coaching and more. No tryouts are required. Online Registration schedule and fees (sign up early and save): Thru March 8th: $99 March 9th to March 18th: $104 March 19th and After: $109 Go to www.FFPS.org to sign up. Registration fee includes a full uniform (shirt, shorts and socks), trophy, trained positive coaches, nice fields and background checks on all volunteers. All major credit cards are accepted. Coaches will call players to schedule practice by April 10th. Practice times and location will be determined by the coach and team. The schedule includes eight games, with all games played locally on Saturdays from April 13th - June 1st. FFPS has three locations in the Cy - Fair Area. The Cy-Fair West League plays at Horne Elementary (West Little York between Highway 6 and Eldridge Parkway). The CyFair North League plays at Matzke Elementary (Grant Road, north of Jones Road and FM 1960). Celebrate Mardi Gras!
Translated from the French, Mardi Gras means “Fat Tuesday.” In short, it’s the last day before the traditional Catholic Lenten fasting season leading up to Easter Sunday. For those cities that celebrate it - most famously New Orleans, Louisiana - Mardi Gras means feasts, multiple parades, elaborate costumes and parties. Mardi Gras Origin Some scholars trace Mardi Gras’ roots to the ancient Roman Lupercalia festival, which was held in mid-February. Like many other pagan holidays, early Church leaders incorporated elements of the celebration into the new faith rather than risk alienating converted followers. As Catholicism spread across Europe, so did the Mardi Gras celebration. Mardi Gras Comes to America By the Middle Ages, Mardi Gras or “Carnival,” had become a major holiday in France and early French explorers brought the tradition to the New World when establishing settlements in their explorations of the Mississippi River. With its strong French roots, New Orleans naturally evolved into one of the premier Mardi Gras destinations in the world. Mardi Gras: The Religious roots The Mardi Gras kicks off on the Epiphany, twelve days after Christmas on January 6th, also known as Twelfth Night or Three Kings Day, celebrating the arrival of the three wise men and their gifts to the baby Jesus. The season ends promptly at midnight on Fat Tuesday, the day before Ash Wednesday, the beginning of Lent. What’s in a name: Eating a calf The name “Fat Tuesday” comes from the tradition of eating a slaughtered calf on the final day of Carnival. These days, though, that definition has expanded to include feasting on pretty much any rich fatty food. Mardi Gras Around the world Mardi Gras or Carnival is celebrated in many cities around the world besides New Orleans, including Montreal, Quebec, Canada; Nice, France and Rio de Janeiro, Brazil. But many small towns and municipalities celebrate Mardi Gras as well, including the tiny community of Rubonia, Florida. The Universal Studios Florida theme park also throws a Mardi Gras celebration on weeknights from February to April, featuring parades and concerts by national acts.
