CINCO RANCH COMMUNITY NEWS
March 2013 Hey, it’s spring! Thanks for keeping your lawns looking GREAT!!!
While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street.
Reminders: Those of you who have your lawn serviced by an area landscape professional, please be reminded that the lawn clipping bags must be out of sight until trash day. Please do not leave them on the curb, in the driveway or in front of the fence or garage. These bags, like trash containers and recycle bins, must be kept out of sight. They are a violation and will be cited if seen on a deed restriction inspection.
Remember, parking on the street for residents is prohibited and can impact the ability of emergency services to reach you or a neighbor in an emergency. Your cooperation will ensure Cinco Ranch retains its reputation as the premiere area to live in.
Heartfelt thanks to each of you for keeping your lawns looking great. In 2012, Cinco overall looked the best it has, due to many residents taking the time and care to keep their lawns and grounds properly maintained. From the Board and Management, thank you!
Please check with your trash service company to confirm large pickup dates for limbs, brush and leaves. These items should not be in sight until the morning of trash pickup. Please plan and this will avoid a letter from the Association. The Association thanks you for your care of your property. Happy spring!
Parking in the Street
Did you know it is against Cinco Ranch Covenants for residents to park in the street (Article XII, Section 2(a))? Additionally, when a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time.
Cinco Ranch Lost and Found Pets Networking Volunteers & Short-term Fosters Needed
With over 8,700 homes in Cinco Ranch, we need volunteers from each “neighborhood” to receive email blasts for lost and found pets in our community. Would you be willing to receive occasional emails when there is a lost or found pet in your area? We need additional caring, animalfriendly neighbors to help us network to get them back home quickly. If you would like to help reunite lost and found pets with their grateful families, please send your name and contact information to our volunteer coordinator at paigh618@hotmail.com **Also, please get a registered microchip implant for your pets through your vet and make sure they have on collars and tags with contact information to quickly get them back home safely. If you find a lost pet, always contact

Street Parking Near the Schools
With the Katy ISD bus changes this year, many parents are dropping off and picking up their children at school. This means there are many more cars parked along the streets near the schools. Please be extra cautious in these areas and be alert to the parked cars and the children walking to and from the cars. Thank you.
Tennis Reservation Cancelations
If you make tennis reservations and decide that you cannot play, please go online and cancel your reservations. This will ensure that the courts will be open for other residents to then reserve the courts. Thank you.

Help Keep Our Lights On
Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office.

PET LEASH LAWS IN THE CINCO RANCH AREA Harris County - LEASH LAW
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.

Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. To make a complaint or report an animal that is not properly restrained please contact: Harris County Precinct #5, Contract #87: 281-463-6666 Harris County Animal Control: 281-999-3191 Harris County Health Department, Rabies/Animal Control Section 2223 West Loop South, Houston, Texas 77027-3588 www.countypets.com

Ft. Bend County - LEASH LAW
Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans. To make a complaint or report an animal that is not properly restrained please contact: Fort Bend County Animal Control - 1210 Blume Road - Rosenberg, TX 77471 - 281-342-1512 - AnimalServices@co.fort-bend.tx.us

DO NOT FEED THE DUCKS!
Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. Please keep this in mind the next time you are enjoying the park and lake.Thank you for your consideration and attention. - Management

Vacation Can Be Great! Make sure you return home and feel great.
If you are going on vacation, a business trip or just going away for the weekend, please put your house on a vacation watch list. It only takes a few minutes to inform local police that you are away from home. Take measures to secure your home and cars. Let your neighbors know that you will be away and when you plan to return. Inform neighbors and law enforcement if you plan on having maintenance services stop by while you are on vacation. It is advised that you have newspapers stopped, mail held and any advertisement left on your property picked up by someone. Cinco Ranch Residents Do You Have This Phone Number in Your Cell Phone?
Two phone numbers suggested you save in your cell phone are the nonemergency Harris County Precinct 5 Constables and Fort Bend County Sheriff’s numbers. 911 should always be used in case of an emergency, but many times we need to contact the Sheriff’s department and need to do so quickly. Don’t hesitate to call the Sheriff’s department if something in your neighborhood seems questionable. This will give our contract deputies probable cause to investigate. This would include suspicious vehicles (vehicles exhibiting unsafe or erratic driving behavior), suspicious persons or behavior, activity at you neighbors home when you know they are on vacation and anything else that may be out of the ordinary in your neighborhood. Don’t take a chance on you or your family’s safety. Harris County Precinct 5 Constables 281-463-6666 281-341-4665 Fort Bend County Sheriff
PROTECT STORM DRAINS
Just one quart of motor oil can ruin the quality of 250,000 gallons of water. Decomposing leaves and grass clippings can cause large amounts of algae to grow which depletes the oxygen level in the water and can lead to fish kills. The blowing, sweeping or dumping of grass clippings and other pollutants down the storm drain is against Texas State Law punishable by a fine of $5,000 for each offense. PLEASE CALL 281-398-8211 TO REPORT OFFENDERS.

March Gardening Tips
vegetables • Plant vegetables such as tomatoes, sweet corn and snap beans and pepper, as well as cucumbers, lima or butter beans, cantaloupe, okra (if the soil has warmed sufficiently - 70 degrees F. or higher), southern peas, pumpkin, squash, peanuts and watermelon. LAWN • Re-sod or replant as needed with turfgrasses adapted to this part of Texas and suited to the planting location (shade or sun). • When resodding semi-shaded areas with St. Augustine, use ONLY the variety Floratam for best pest resistance. See www.plantanswers.com/grass.htm. TREES AND SHRUBS • Plant container-grown trees and shrubs as soon as possible. In shady areas, where grass is difficult to grow, consider planting a dependable groundcover such as English ivy, Asian jasmine, vinca or one of the prostrate junipers. • Prune spring flowering and evergreen shrubs during early March. However, be sure to prune spring flowering shrubs after they have bloomed. • Fertilize with a pre-plant application of a slow-release fertilizer analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square feet of garden planting area. Early March is the ideal time to fertilize landscape plants because you give them food just before the spring growing season starts.

Hosting a foreign exchange student is easier than you may think
During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student.

The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year.

The only time our clients say they feel free is when they’re riding a horse in a brisk walk around the arena or driving a carriage through the wooded pastures or feel the nudge of a horse’s muzzle at their shoulder saying, “I’m glad to see you, my friend.” Nothing else can compare with therapy on horseback. Equine-assisted activities improve physical balance and coordination, mental acuity, emotional stability and social interactions. At SIRE, we see miracles on horseback happen every day. The work of our dedicated volunteers helps guarantee that children and adults with disabilities in the Greater Houston Area will have the programs they need to live longer, healthier, more productive lives. In addition to their weekly work in the arena, many of our volunteers donate their time and talents at fund-raising events such as our annual Ride-A-Thon and the yearly Trailblazers Luncheon. Volunteers are on hand during the NARHA on-site certification and annual SIRE Show-Off and volunteers are vital to our Clients’ successes at the Top Hands Horse Show, during the Houston Rodeo and competition at the regional and state Special Olympics. Therapeutic horseback riding creates a bond of success between the rider and their horse. Volunteers are their own personal cheering section and the instructor is their mentor and coach. Clients become more empowered and better equipped to fully live their lives, each day. To volunteer, please call one of our arenas and ask to speak with a volunteer coordinator. Texas has the highest rate of homeless youth in the U.S. StandUp For Kids needs supplies for our Houston program, which provides food, clothing, counseling and a safe environment for the homeless youth of Houston. If you or your organization would like to hold a food or clothing drive for StandUp For Kids, please contact me at HeatherE@standupforkids.org to learn more about StandUp For Kids or how you can help, visit our website at www.standupforkids.org. The single greatest need, for homeless and street kids is our continuous caring and real support. We must convince them that we care, we want them back and we want to help them get off the streets.

Did you know there is a support group for the Gifted and Talented Program in KISD? The Katy Parents of Gifted and Talented is an advocacy organization dedicated to promoting quality educational services for the gifted students in the school district. The mission of the organization is to promote community awareness of the unique social, emotional and intellectual needs of gifted and talented students and to support the development of appropriate educational services to meet these needs. To function successfully as an advocacy organization, KPGT needs membership and volunteer support! Funded by membership dues, KPGT publishes a quarterly newsletter, “Connections” and is now on the web! KPGT advocates for the needs of our GT students by serving on district committees, panels at state GT conferences, the Parent Advisory Board and keeping abreast of legislative issues. KPGT works cooperatively with KISD to co-host events such as the very popular “Super Saturday” and the “Student Summer Scholarship Seminar.” Our non-profit organization offers summer scholarships and grants for innovative programs to the GT teachers in KISD.
