Curb Appeal, How’s Yours?
Take a look at the curb just outside your home? Is yours clean, pleasing to look at? Or is it cracked and missing a piece or two? Also, look at the curbs in your immediate neighborhood. Look around and see if we need to get those broken curbs fixed. We all appreciate seeing a clean appearance to Memorial Parkway, especially with trimmed bushes, new flowers planted and healthy trees, however, look down at the curbs. With the combination of age and weather, our streets and sidewalks move. While we have definitely noticed the dead trees from the 2011 drought, we need to look down to make sure our curbs look as good as the day we moved into our home. Remember, the curbs do a lot more for our appearance than just move water down the street. Take 10 minutes to note the intersection or home location that might need a curb repair, then call the County to have this put on the list of needed repairs. The number for Harris County the number is 281-463-8703. Together we can “fix our curb appeal.”

It was a tough summer with drought conditions, extreme heat and water restrictions. All of this has made it difficult on some of the lawns, shrubs and trees throughout the neighborhood. Recent rains have helped, but have also contributed to the growth of winter weeds. Please note that any dead shrubbery or trees need to be removed from your landscaping as soon as possible. If your grass was lost as a result of the drought, please plan on replacing dead areas of turf as soon as possible. These are both violations of our deed restrictions and notices will be sent to those that have not cured them in a timely manner. It’s important that you contact us immediately after you receive the letter to let us know your intent for taking care of the matter. If we don’t hear from you and have to send more notices, charges may be posted to your account per normal procedures. Please take advantage of the cooler temperatures to tend to these landscape chores. This is supposed to be a good time of year to plant replacements and allow them to get settled in for the spring growing season, but check with a professional.
MPCA I.D. INFORMATION
Every resident must have a MPCA I.D. CARD to use the pools, clubhouse and tennis courts. Complete the I.D. Registration form in this newsletter and return it to the office at least 3 days before coming in to the office for pictures taken. If you are renting your home, please provide us evidence that you live in the subdivision, i.e. a water bill with your name on it, etc. ID’s are for residents only. Homeowners who do not live in Memorial Parkway are not eligible for a MPCA I.D. CARD. Once you have the card, turn it in to the office the following year for validation.
Sidewalks
All sidewalks within Common Areas shall be maintained by the Association. All other sidewalks shall be maintained by the Owner of the Lot on which the sidewalk is situated. If any section of your sidewalk is uneven, which may cause someone to trip and hurt themselves, you are responsible for repairing or replacing that section of the sidewalk and liable for any injuries incurred. In December, we sent out over 100 notices asking that you keep the leaves, pine needles and acorns swept up so that they won’t get into the drains. Some of our residents felt that this was a waste of our time and were upset that we had written to them, stating that they were getting this waste from a neighbor up the street. On the other hand, most of our residents understood that backed-up drains would cause flooding on some of our streets and cleaned up their yards and streets regardless of where the debris came from. 2013 Maintenance Fees
If your 2013 maintenance fees were not paid by January 31, 2013, you were sent a late letter, along with a statement and your account was billed a late fee of $25, plus interest. If your maintenance fees were not paid by February 28, 2013, you will be receiving a final notice and statement and your account will be billed another late fee of $25, plus interest. You may pay by personal check, money order or cashier’s check sent to, or dropped off, at the office located at 21600 Cimarron Parkway. We also accept American Express, Discover, MasterCard or Visa. MPCA would like to suggest that garage sales be conducted the first Friday and Saturday of each month. This will eliminate the many signs that are out each week and also makes for a stronger turn out. Most area communities only allow sales twice a year. Memorial Parkway could be known for its “Once a Month” garage sales. Do not attach your garage sale signs to the STOP signs, as it is against the law and the County can issue citations for this. We also ask that you do not post your signs on the property of another resident. When your sale is over, please go back and pick up all of your signs.
ARCHITECTURAL CONTROL
All exterior changes to your property must be submitted to our committee for approval before you start any work. This includes, but is not limited to, painting, re-roofing, sheds, patio covers, fences, etc. All requests must be on our request form that can be found in this newsletter, online at our website www.mphoa.org or at the office. Please give as much detail as possible, so there is no delay in getting your request reviewed. DEED RESTRICTIONS
If you get a notice of violation and you feel it was sent to you in error, please call the office. Our staff will look at the picture taken of the violation and confirm whether the address is correct or not. Our inspectors make every effort to make sure they’ve got the right violation logged to the right address with the right picture to go along with it. But with 2,219 homes to inspect and over 25 miles of streets, they sometimes get it wrong. If that’s the case, we apologize for the mistake and will remove the violation from your record.

Their vehicles are indentified with a mpca sign on the car door that says deed restriction inspector. Some of our inspectors have been threatened and some have been followed. Be a responsible / considerate pet owner by picking up your dog’s waste from your neighbor’s yard when you’re out for a walk. There’s nothing more frustrating than stepping in fecal matter in your own yard when you don’t even have a pet.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. Please remember that cats fall under the same laws as dogs and must be licensed and kept restrained when not on the premises of the owner. We’ve been told that spreading moth balls in flower beds might keep cats away. The subdivision gets a drive through inspection twice a month. Some problems may not be noticed at that time. It is helpful if residents can inform the office in writing of such problems. Our subdivision was formed 35 years ago and we need to take steps to keep it looking nice so the value of homes will continue to increase.

Must be resident of Memorial Parkway. 2. Valid MPCA I.D. card. 3. Reservations must be made at least 2 weeks in advance of use with money down and forms completed. 4. $275 damage deposit. 5. Available for use from 8:00 AM to 1:00 AM. 6. Pool and clubhouse cannot be rented at the same time. 7. Clubhouse holds maximum of 50 individuals, per fire code. 8. If alcohol is being served, a security guard may be required to be present. 9. The resident renting the facility will be held responsible for any damage to the facility caused as a result of user neglect or alcohol use. Additional charges over and above the deposit may be assessed to cover damages.

The Memorial Parkway clubhouse located at 21600 Cimarron is available to non-profit adult and youth groups for meetings. The meeting times and days for adult and youth groups are from: 3:00 PM - 5:15 PM, 5:30 PM - 6:45 PM and 7:00 PM - 10:00 PM on Monday, Wednesday, Thursday and Sunday (some exceptions regarding times on Sunday). Reservations must be made at least 2 weeks prior to reservation date. For additional details, contact the MPCA office at 281-492-2949. All groups who wish to use the Clubhouse must be comprised of no less than 100% of Memorial Parkway residents.

LONE STAR SYMPHONIC BAND RECEIVES SUDLER SILVER SCROLL AWARD National Award given to Community Bands Annually
The Lone Star Symphonic Band is celebrating a milestone season in 2012 - 2013 with five concerts that run to June 2013. The Katy-based non-profit community band, featuring many Katy ISD employees under the direction of Fine Arts Director Bob Bryant, has three concerts remaining in this year’s season that will be held on March 3rd, May 5th and June 30th. The Band is also this year’s recipient of the Sudler Silver Scroll Award, North America’s most prestigious award for Community Concert Bands. The award is administered by the John Philip Sousa Foundation to honor community bands that have demonstrated particularly high standards of excellence in concert activities and played a significant role in the cultural and musical environment in their respective communities. The award includes a plaque, certificates for each band member and the Diploma of the Sudler Order of Merit for Mr. Bob Bryant, the Band’s Music Director. “The Sudler Silver Scroll Award is definitely a major accomplishment and it is exciting that we received the award during our milestone 20th season,” Band President, Beverly Buis said. “The support of so many music enthusiasts, the City of Katy, KCAA and having CrossPoint Community Church as our rehearsal and concert site has encouraged and inspired each band member to prepare more diligently so that we may continue to deliver quality band concerts to the Katy/West Houston area.” The Lone Star Symphonic Band is a non-profit volunteer organization dedicated to bringing performances of artistic merit to the Houston metropolitan area. Founded in 1993 as the West Houston Concert Band, the band is comprised of musicians from all walks of life and instills the value that music is a life-long event, continuing well beyond high school and college.

During the January Katy ISD Board Work Study meeting, Officer Ryan P. Gonzales was sworn-in to serve on the 37-member Katy ISD Police Force. Officer Gonzales has 10 years of experience in law enforcement, having served as a Harris County Precinct 5 Deputy Constable and Fort Bend County Deputy Sheriff. Gonzales’ roots are in public education as his father, Richard Gonzales, is an associate principal in Fort Bend ISD and his mother, Marilyn Gonzales, is a Katy ISD educator. Gonzales resides within Katy ISD with his wife of thirteen years, Amiko and two children, Brendon and Kylee. Katy ISD peace officers are licensed and certified by the Texas Commission on Law Enforcement Officers Standards and Education. The Katy ISD police jurisdiction includes all territory within the boundaries of the district (181 square miles) and all property, real and personal, outside the boundaries of the district that is owned, leased or rented by the district or otherwise under the district’s control. Peace officers employed by Katy ISD have the same authority, powers, privileges and immunities as bestowed on all Texas peace officers while on or off duty. The Memorial Parkway Junior High theatre students will present a madcap musical tribute to the 1920s entitled “Flapper,” with book by Tim Kelly and music and lyrics by Bill Francoeur. Registration for Fun, Fair, Positive Soccer (FFPS) is open for boys and girls ages 4 to 18 for the Spring Season. Games start on April 13, 2013. FFPS is a non-profit youth soccer program dedicated to providing a positive youth sports experience for all children. Founded in 1986 in Katy, Texas, FFPS has grown to 22 leagues and 15,000 players throughout the Greater Houston area. FFPS offers children a fun and fair experience, including one practice per week, a full uniform and trophy for every player, equal playing time and play every position, co-ed/balanced teams, positive coaching and more. No tryouts are required.

The holidays came early for 22 Katy area boys, as the KYF JV Titans finished a near perfect season with a championship win in the Turf Bowl at Rhodes Stadium. This was the Titans’ third straight appearance in the Turf Bowl and the victory was sweet. Their coaches (led by Robert Cortez), fans and team sponsor Modern Machine Works cheered the mighty Titans on. Most of the 9 and 10 year old boys attend Alexander, Creech or Exley - all located in Katy ISD and have played together for several years. Three of the players also received All Star recognition from the league this season.

The Katy Jazz Festival (KJF)
The Katy Jazz Festival (KJF) will be held at Katy High School, located at 6331 Highway Blvd., Katy, Texas and will feature an incredible array of jazz performances, master classes and a visual arts exhibit and sales. Host an Exchange Student Hosting a foreign exchange student is easier than you may think
During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested.

Relay For Life, March 22nd at 7 pm, is a fun-filled, overnight event that mobilizes communities throughout the country to celebrate survivors (anyone who has ever been diagnosed with cancer), remember loved ones and empower others to fight back against cancer. Teams gather with tents and sleeping bags to participate in the largest fundraising walk in the nation. The event begins with a cancer survivors lap celebrating those who have survived cancer or who are currently battling cancer. Games, music and live entertainment encourage people all through the night. Some teams also hold creative fundraisers at their campsites during Relay. “The funds raised through our Relay For Life event enables us to continue our investment in the fight against cancer by helping people stay well, helping people get well, by finding cures and by fighting back,” added Mike Dailey, Relay For Life of Katy/West Houston Event Chair. “Due to the generosity of our volunteers and donors, the money raised by Relay For Life participants goes directly to the American Cancer Society’s lifesaving programs.” Information about how to form a team or become involved in Relay For Life is available at www.relayforlife.org/katytx.
