March 2013 RESTRICTION OF ALCOHOL USE IN OUR RECREATION AREA

At its January 15th meeting, the Board responded to resident complaints about the use of alcohol in and around the clubhouse area. Alcohol has always been prohibited around the pool but there have been no restriction on its use on the tennis or basketball courts, nor close to the playground or parking area. The view has been expressed that our recreation facilities should be “family friendly” which is incompatible with alcohol consumption, which often results in boisterous behavior and discarded trash. Accordingly, the Board passed a resolution that alcohol consumption be prohibited on all common areas in and around the clubhouse recreation facilities, with the exception of parties held in the clubhouse building, which are governed by existing rules requiring two law enforcement officers to be in attendance when alcohol is being served.

DISCARDED TRASH IN OUR RECREATION AREA AND NEIGHBORHOOD

In addition to beer cans in our recreation area, there are a lot of other items that are being discarded detracting from the quality of our facilities. These include such things as soft drink cans, water bottles, food wrappers, tennis ball containers, old tennis balls and the like. The Association does not employ anyone to

clear up this junk, so users of our facilities are strongly requested to discard such material in the trash cans provided. In the tennis courts, there are small trash containers for this purpose. But at the end of the games when players leave, they should empty these containers into the large trash can near the playground just outside of the tennis court gates, as this is the only container which is serviced by our trash collection service. Sponsors of the tennis leagues are reminded that, as defined in their signed league agreements, it is their responsibility to ensure that all trash is removed prior to their departure from the courts. Our recreation area is not the only place where trash is being discarded. In walking around the subdivision, trash can be seen alongside the streets, on people’s yards, including “decorating” our foliage at the entrance esplanades. This does not enhance our experience in living in this great subdivision nor add to its attraction to potential purchasers. PLEASE, let’s all work together to maintain the attractiveness of our neighborhood. Thanks!

FEBRUARY YARD-OF-THE-MONTH

The February Yard-of-the-Month award goes to Ron and Robin Raab of 1603 Calveryman. Their beautiful yard looks like a paradise right here in Williamsburg Settlement. Their plant selection is vast and beautiful. You have to drive by and see this yard. The Raab’s have lived in The Settlement since 2003. Thank you Ron and Robin for adding so much beauty to our wonderful neighborhood.

DRAFT MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WILLIAMSBURG SETTLEMENT MAINTENANCE ASSOCIATION, INC. JANUARY 15, 2013

A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, January 15, 2013, at 5:30 PM, at the Williamsburg Settlement clubhouse, 1602 Hoyt, Katy, Texas 77449.

ATTENDANCE

Board Members present were Larry Crain, Floyd Ball, Dave Ellis and Don McClelland. Also in attendance were Officer Paul Wilburn and Dolores Sue representing Planned Community Management, Inc. (PCMI). With a quorum being established, the meeting was called to order at 5:35 PM.

MINUTES

The Board reviewed the minutes of the November 20, 2012 meeting. A motion to accept the minutes as written was made by Dave Ellis, seconded by Larry Crain and unanimously approved.

HOMEOWNER CONCERNS

There were three (3) homeowners present.

One resident thanked the Board of Directors for all their hard work and stated that it was a pleasure to live in the community. He also thanked the Board for allowing him to use the clubhouse to give a “Medicare Made Simple” seminar last Fall. This resident, noting a later agenda item on the possible restriction of alcohol consumption in and around the tennis courts, mentioned that a lot of trash such as water bottles, old tennis balls and items of that nature are being discarded on the tennis courts in addition to beer cans. He also addressed the consumption of beer in our parking area. The Board agreed that we do have a number of residents who don’t remove their trash after playing on either the tennis or basketball courts and that drinking beer in and around our recreation area is not conducive to the family-friendly atmosphere that we should be promoting. Another resident supported these observations and said that he had noticed that the lid is missing from the trash can adjacent to the playground. He volunteered to donate a lid, for which the Board thanked him.

PATROL SERVICE REPORT

Officer Wilburn presented the patrol service report. At this time, the Board thanked Officer Wilburn for attending and he left the meeting.

FINANCIAL AND DELINQUENCY SUMMARY

Dave Ellis presented the financials. As of December 31, 2012, the money in the bank totaled $624,952.92. This includes checking, savings accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets. Dave Ellis made a motion to transfer $100,000 of the money in the operating account from New First Bank into our Capital One account where it will earn more interest until it is required later in the year. The motion was seconded by Larry Crain and unanimously approved. Delinquency for the month ending December 31, 2012 totaled $10,300.77.

OLD BUSINESS Perimeter Fence

Floyd Ball stated that the Perimeter Fence Committee worked on November 30, 2012 but canceled the December 1, 2012 workday as many of the volunteers had conflicting schedules. He presented a report of the fence work completed during 2012. With the help of some great volunteers, good progress was made in extending the life of the fence, hopefully allowing time for sufficient funds to be accumulated to replace major sections when this becomes necessary. During the year, the volunteers did a complete replacement of missing and broken pickets around the entire perimeter fence line. Floyd mentioned that there are six (6) Residents who never signed easement agreements, one has only a point on the fence line and one located on Colonial Parkway was offset with a fence owned by the Association and four (4) own their section of the perimeter fence. Floyd restated that our fence procedure allows for residents to enter into an agreement with the Board to repair the portion of the perimeter fence that borders on their property with the Association supplying the material when requested and approved. He reported that three residents (including him) have replaced the fence located on their property at their own expense, thus essentially making a significant donation to the Association fence fund. The Board thanked Larry Crain for chairing the perimeter fence committee and expressed its appreciation for all his hard work and dedication. Floyd Ball made a motion to make a minor change to the perimeter fence specification to allow the use of either non-corrosive nails or the woodscrews as now specified. This change, which brings the specification into line with current practice, was seconded by Dave Ellis and unanimously approved.

Pursuant to the approval of the new Sherriff Patrol Contract at the Board meeting held in November, the new contract was signed at the January 15, 2013 meeting.

Dishwasher Installation

The Board thanked Larry Crain for purchasing and installing the new dishwasher in the clubhouse.

NEW BUSINESS

Tennis Court Common Area Rules - Restriction on Alcohol Dave Ellis made a motion to prohibit alcohol consumption on all common areas in and around the clubhouse recreation facilities, with the exception of parties held in the clubhouse building, which are governed by existing rules requiring two law enforcement officers to be in attendance when alcohol is being served. Don McClelland seconded the motion, which was unanimously passed. The Board discussed the complaints heard earlier in the meeting about trash other than alcohol containers being left on the tennis courts and playground. The Board unanimously agreed to place another article in the newsletter and on the website asking residents to please remove all trash prior to leaving the common areas.

Tennis Court Lights

One of the tennis league sponsors had reported to Board Members that the lighting on one of the tennis courts has deteriorated. Dave Ellis and Floyd Ball will perform some lamp replacement and any required ballast repairs in the near future.

Mosquito Fogging

The Board reviewed proposals for the 2013 mosquito fogging, from both the current contractor, Cypress Creek Pest Control and an alternative pest control company. As the price difference was only $2 per trip, Dave Ellis made a motion that the Association renew the contract with Cypress Creek for 2013 at a cost of $67 plus tax per trip. The motion was seconded by Don McClelland and unanimously approved. Fogging will begin April 1, 2013 and end October 30, 2013.

Dave Ellis reported there were two (2) broken panes of glass in the clubhouse. He has replaced the one on the ground floor; however, to replace the one in the upstairs dormer window would require him climbing on the roof. He has obtained a price from The Glass Store, the company from which he purchased the glass, to install it for a price of $115. He made a motion to accept this bid and have the company perform the installation. Larry Crain seconded the motion, which was unanimously approved.

Dave Ellis reported that the on-line directory went live today, January 15, 2013. In response to the request that was included with the 2013 invoices sent to all residents, thirty-five (35) paper updates and twenty-one (21) on-line updates were received. These changes have been incorporated into both the on-line version and the database from which the next hard-copy will be printed in 2014 if the Board decides that a reprint is justified. During 2013, Dave will continue to email monthly updates to the February 2011 printed version to allow residents to keep their copies current.

Dave Ellis reported that he has received an email from the swim team requesting that the swim team registration and pool tag distribution dates will be March 23, 2013 and April 7, 2013. A motion to accept these dates was made by Dave Ellis, seconded by Larry and unanimously approved.

Light at Gatwick Entry

At 7:00 PM, the Board adjourned to executive session to discuss delinquencies and deed restriction matters.

Dave Ellis reported the light at the Gatwick entrance has failed and the part that would be required to repair it is now obsolete. He presented a proposal from Westpoint Electric to provide a replacement fitting for a cost of $421 plus tax. A motion to accept the proposal from Westpoint was made by Dave Ellis, seconded by Don McClelland and unanimously approved. Larry Crain informed the Board that the entrance light at the Bruton Park entrance is out also. A motion was made, by Dave Ellis, seconded by Don McClelland and unanimously approved that if the light needs replacing, to allow Westpoint to replace it at a price not to exceed the $421 price of the Gatwick replacement.

No new accounts will be turned over to the Association attorney for collection this month. As of this date, four Hundred Nineteen (419) residents have paid in full for 2013. The Board will send an email to residents who have registered their emails with the Association reminding them that payment is due and encouraging them to pay in full or request a payment plan so as not to become delinquent and have to be assessed legal fees.

If the resident indicates on the form that he or she is agreeable to having that information accessible via the online Directory page, the update will be made as soon as possible usually within 24 hours. To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage (the website address). Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

POOL RENTAL The pool is available for private parties during the swim season (only), subject to the posted pool rules and the following restrictions. During Pool Hours: • Only 1 group at a time. • Parties must be scheduled at least 2 weeks ahead of time. • Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags. • In the event that the total number of persons in the pool (including regular pool users who are not in the party) requires an additional lifeguard then the cost of the additional guard will be deducted from the renter’s deposit. • Two responsible adults must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Party to be over and the area cleaned up by pool closing at 8:00 PM • A $100 refundable deposit is required. The perlifeguard hourly fee is $25. • The cost for the lifeguards will be added to the rental fee and will be payable by the renter to the Association at the time the booking is confirmed. • A $150 refundable deposit is required. Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is included in this newsletter and is also available on the Board Notices and Forms page our website at WSMAonline.org.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

However, be sure to prune spring flowering shrubs after they have bloomed. • Fertilize with a pre-plant application of a slow-release fertilizer analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square feet of garden planting area. Early March is the ideal time to fertilize landscape plants because you give them food just before the spring growing season starts.

Katy/West Houston Celebrates More Birthdays in Overnight Event Join us on as we fight back against cancer!

Relay For Life, March 22nd at 7 pm, is a fun-filled, overnight event that mobilizes communities throughout the country to celebrate survivors (anyone who has ever been diagnosed with cancer), remember loved ones and empower others to fight back against cancer. Teams gather with tents and sleeping bags to participate in the largest fundraising walk in the nation. The event begins with a cancer survivors lap celebrating those who have survived cancer or who are currently battling cancer. Games, music and live entertainment encourage people all through the night. Some teams also hold creative fundraisers at their campsites during Relay. “The funds raised through our Relay For Life event enables us to continue our investment in the fight against cancer by helping people stay well, helping people get well, by finding cures and by fighting back,” added Mike Dailey, Relay For Life of Katy/West Houston Event Chair. “Due to the generosity of our volunteers and donors, the money raised by Relay For Life participants goes directly to the American Cancer Society’s lifesaving programs.”

Keep Kids Connected currently has a program called “Cans for a Cure” where aluminum beverage cans are collected and recycled and the proceeds are used to purchase computers and for pediatric cancer research. During the January Katy ISD Board Work Study meeting, Officer Ryan P. Gonzales was sworn-in to serve on the 37-member Katy ISD Police Force. Officer Gonzales has 10 years of experience in law enforcement, having served as a Harris County Precinct 5 Deputy Constable and Fort Bend County Deputy Sheriff. Gonzales’ roots are in public education as his father, Richard Gonzales, is an associate principal in Fort Bend ISD and his mother, Marilyn Gonzales, is a Katy ISD educator. Gonzales resides within Katy ISD with his wife of thirteen years, Amiko and two children, Brendon and Kylee. Katy ISD peace officers are licensed and certified by the Texas Commission on Law Enforcement Officers Standards and Education. LONE STAR SYMPHONIC BAND RECEIVES SUDLER SILVER SCROLL AWARD National Award given to Community Bands Annually

The Lone Star Symphonic Band is celebrating a milestone season in 2012 - 2013 with five concerts that run to June 2013. The Katy-based non-profit community band, featuring many Katy ISD employees under the direction of Fine Arts Director Bob Bryant, has three concerts remaining in this year’s season that will be held on March 3rd, May 5th and June 30th. The Band is also this year’s recipient of the Sudler Silver Scroll Award, North America’s most prestigious award for Community Concert Bands. The award is administered by the John Philip Sousa Foundation to honor community bands that have demonstrated particularly high standards of excellence in concert activities and played a significant role in the cultural and musical environment in their respective communities. The award includes a plaque, certificates for each band member and the Diploma of the Sudler Order of Merit for Mr. Bob Bryant, the Band’s Music Director. “The Sudler Silver Scroll Award is definitely a major accomplishment and it is exciting that we received the award during our milestone 20th season,” Band President, Beverly Buis said. “The support of so many music enthusiasts, the City of Katy, KCAA and having CrossPoint Community Church as our rehearsal and concert site has encouraged and inspired each band member to prepare more diligently so that we may continue to deliver quality band concerts to the Katy/West Houston area.” The Lone Star Symphonic Band is a non-profit volunteer organization dedicated to bringing performances of artistic merit to the Houston metropolitan area. Founded in 1993 as the West Houston Concert Band, the band is comprised of musicians from all walks of life and instills the value that music is a life-long event, continuing well beyond high school and college.

BOARD APPROVES HIGH SCHOOL NO. 7 NAME OBRA D. TOMPKINS HIGH SCHOOL

The Katy ISD Board of Trustees approved the naming of its newest campus, High School No. 7, after retired educator Obra D. Tompkins. Obra D. Tompkins High School is located at 4400 Falcon Landing Blvd. and is slated to open in August 2013. Tompkins served more than 39 years in the field of education, serving the bulk of his years as principal for Mayde Creek High School. He has been called a ‘trailblazer’ among his colleagues and has served in a number of capacities in education during his career. Tompkins retired in 2012 from his most recent position as Katy ISD’s executive director for campus administrative support. Katy ISD’s living namesakes have more than just years of education experience. They are community-minded individuals who mentor, participate in community projects and volunteer their time and resources to continue to make the Katy ISD community the leader in educational excellence.

TOMPKINS HIGH SCHOOL HEAD FOOTBALL COACH ANNOUNCED

During their regular January Board meeting, the Katy ISD Board of Trustees approved Anthony “Tony” Tademy as the new head football coach and athletic coordinator for Obra D. Tompkins High School, slated to open in August 2013. Tademy comes to Katy ISD after serving as an assistant football coach for Duncanville High School in 2012 and serving as an assistant football coach for seven years at Texas Christian University. With more than 27 years of high school and collegiate coaching experience, Tademy’s record includes one high school state championship, a 2010 Rose Bowl win and six additional college Bowl wins. Tademy started his football career in 1985 as the assistant football coach at the Virginia Military Institute. He has held multiple assistant coach and defensive coordinator positions at top universities including Louisiana Tech University, University of Houston and Texas Christian University. Tademy holds a bachelor’s degree from Louisiana Tech University. “Coach Tademy is bringing more than just extensive experience to Obra D. Tompkins High School,” says Principal Mark Grisdale. “He has coached and developed an impressive roster of players and has a reputation for integrity and leadership. I believe our student athletes will succeed with him as both a coach and a mentor.”

Registration for Fun, Fair, Positive Soccer (FFPS) is open for boys and girls ages 4 to 18 for the Spring Season. Games start on April 13, 2013. FFPS is a non-profit youth soccer program dedicated to providing a positive youth sports experience for all children. Founded in 1986 in Katy, Texas, FFPS has grown to 22 leagues and 15,000 players throughout the Greater Houston area. FFPS offers children a fun and fair experience, including one practice per week, a full uniform and trophy for every player, equal playing time and play every position, co-ed/balanced teams, positive coaching and more. No tryouts are required.

We will offer several evaluation days so we can check on their skills so we can even out the teams. The dates for these are February 25th, 26th and 28th, between 5:00 PM - 6:30 PM. Also, on March 2nd at 10:00 AM - 12:00 noon. It only takes a few minutes for us to run them through the drills and then we will contact each player about practices. After March 4th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday or Thursday. Practices begin the week of March 18th and the league runs through May 18th. The cost will be $75. Hosting a foreign exchange student is easier than you may think

During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year. With the current school year quickly coming to an end Ayusa’s local staff is busy looking for families for students for the 2012-2013 school year. Many families are needed and with the schools having deadlines and limits for foreign exchange students the earlier the better. It also gives the families and students time to get to know each other via skype, facebook, etc. while waiting for their year abroad to start. Residents are reminded that whenever they decide to make any change to their property that requires submittal of a Request for Home Improvement form, (a copy, plus instructions for completion are included in this newsletter and on the Association’s web site), that THEY are responsible for submitting this form and obtaining the necessary approval. This is still the case if the work is to be performed by a contractor. If they have a contractor who claims they will submit the form, it is still the resident’s responsibility, prior to the commencement of any work on the improvement, to call PCMI to verify that the contractor actually did file a request and that approval has been obtained. The resident does not have permission to undertake any changes until they verify it with PCMI themselves.
