Bear Creek Plantation residents will now be able to apply for a recreation card online at www.bcpcai.com through the community website. Our new application can be found, once logged in, under eforms. We will still accept applications which are emailed, mailed or faxed; they can be found on the website under documents.
Barking Dogs
While it is true that dogs are born to bark, they were not born to bark all day and night, driving your neighbors crazy. If you have a dog that must stay outside, please do what you can to limit the disturbance to your neighbors. You can find loads of information about how to control it at www.barkingdogs.net If you are one of the neighbors suffering from the seemingly endless noise of a neighbor’s barking dog, we hope that you will be able to speak with the owner about it. In many cases, the neighbor is unaware of the situation because, for one reason, they are away during the day. If the owner is unwilling or unable to do anything about it, you can call animal control at 281-9993191 and have them do a check on the dog for possible neglect and abuse. (They won’t always come out for the barking alone.) The Sheriff’s Dept generally cannot do anything about it and they encourage you to call animal control as well. You can also find more information about the situation by looking on the website listed above.
Ideally, the neighbors will be able to work out something mutually agreeable for everyone and every dog.

You can drop off paper products at any of the area schools using the Abitibi green and yellow bins. You can also recycle cardboard, tin, aluminum and plastic products at the alternative school on Rebel Yell, just west of Greenhouse. There are two different IMGreen Recycling bins located there. They are the bright green ones and one is for paper and cardboard and the other is for plastic, tin and aluminum. If you drop off recyclables there, please have them bagged up and use the stickers located near the cans, so the school can receive the funds.
Bear Creek Plantation HOA is looking for a volunteer or several to regularly remove the illegal signs placed in our medians and right of ways. Free training provided. And, if you keep track of your total removals, you will be publicized on the Facebook page, newsletter and website. It’s that time of year again. Here is the schedule for the collection of the Association’s Assessments: January 31st: Unpaid Assessments become delinquent. February 1st: Late fees and interest begin and Late Notices are mailed out for all delinquent accounts. March 1st: A Warning Letter is mailed out on all delinquent accounts. April 1st: A Final Notice is mailed (via certified mail) on all delinquent accounts. There is a $35 charge to the delinquent account at this time. May 1st: If payment still has not been received or a payment plan has not been entered, delinquent accounts are sent to the Attorney at this time. The Attorney can file a lien and all legal fees will be billed back to the delinquent account. Payment Options: If you are unable to make payment in full, please contact KPM Management so that you can make payment arrangements. You will still pay interest on the unpaid balance, but you will not be sent to the attorney. Statements will be mailed the first of every month for accounts making payments. Quite a few homeowners have started making monthly payments ahead of time, so that when the assessment becomes due they are already paid. Methods of payment: CHECK OR MONEY ORDER - Cash is not accepted. Please make payment with check or money order made payable to your community.

Many of us have a habit of leaving the garage door open when we are working or relaxing in the backyard. Unfortunately, people in virtually every neighborhood lose property to opportunistic thieves this way every year. Bicycles and power tools are just a few of the commonly stolen things and keep in mind that it only takes a matter of seconds for something of significant value to “walk away.” Please keep those doors down when you are not in eyesight of the garage.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. MESSAGE FROM THE SUPERINTENDANT
Dear Parents and Community Members: The journey toward an equitable state funding system took a positive turn on February 4th when a Texas judge ruled the current system unconstitutional. District Judge John Dietz ruled in favor of the more than 600 Texas school districts - including Cypress-Fairbanks ISD - that filed a lawsuit against the state last year. In a statement regarding the ruling, Judge Dietz echoed many of the same comments he made while ruling the state funding system unconstitutional in 2005. He also voiced the same confusion for school finance that I and countless other educators, have felt for many years: “I have to say, there are 26 million Texans and I doubt there are 26 people in this state who understand this system,” he said. Judge Dietz also declared that “there has never been a more expeditious trial of a school finance case anywhere in the United States,” cementing my belief that this was the only logical decision to be made during this 44-day trial. I applaud Judge Dietz, the four plaintiff teams that defended the school districts’ case and the dozens of superintendents and school funding authorities who provided critical testimony in reaching this key decision. The final, written order in the case is expected to be delivered in early March, at which point the state has pledged to appeal the ruling to the Texas Supreme Court. Although there will be more obstacles before an agreeable solution is reached, we look forward to working with legislators and other state leaders as we plot the path toward equitable school finance. CY-HOPE GRANTS BENEFIT CFISD MUSIC PROGRAMS
A pair of grants from district supporter Cy-Hope, totaling $11,000, will benefit music programs at CFISD schools. One of the donations, in the amount of $10,000, will impact music programs at 18 elementary and six secondary campuses with 60 percent or more of students qualifying for free or reduced-price meals. The other $1,000 grant will fund the CFISD Choral Festival in the spring. For the organization’s support of CFISD music programs, the Board of Trustees recognized Cy-Hope representatives Lynda Zelenka, executive director and Dr. Betty Devine, during the Feb. 11th regular Board meeting at the Instructional Support Center (10300 Jones Road) at 6 PM.

According to Zelenka, the donation came about when Dr. Devine - the founder and artistic director for the Houston Choral Society expressed a desire to give back to Cy-Hope through her passion for music. “Music crosses all generations and all demographics. It can bring joy to so many people, no matter their economic status,” Zelenka said. “I think that’s critical in the lives of our students. It’s a blessing for us to be able to fill a gap and make the community aware of some of these needs in Title I schools.” Cy-Hope provided an additional $1,000 grant to fund reinstatement of the district wide Choral Festival for fifth-grade students, last held in 2006. The upcoming event will be held April 11th at the Berry Center. “Our teachers and students are very excited to bring back this great tradition,” said Loretta Bourn, coordinator for elementary music. “It’s a special opportunity for 340 voices to come together to sing at the Berry Center.” The $10,000 donation is anticipated to benefit 16,564 elementary and 1,100 secondary students. A variety of needs will be addressed, including Texas Music Educators Association (TMEA) registration assistance, music equipment for classrooms and additional master classes for secondary campuses. “We are grateful and excited that Cy-Hope has made this generous contribution for our students. This will benefit many of our programs which otherwise would not have this opportunity,” said Larry Matysiak, CFISD director of fine arts. “Our teachers and students are very excited about this wonderful grant, which will go a long way to help our students succeed.”

The Northwest Flyers Track Club will host an orientation/registration session for all middle and high school athletes and their parents interested in joining for the 2013 season. The event will be held on Friday, April 12th, from 7:00 – 8:30 PM at Cypress Creek High School, 9815 Grant Rd., Houston. The Northwest Flyers is a youth (ages 6 -18) track organization, affiliated with USA Track & Field. The club provides a full program of “track” events such as sprints, hurdles, middle distance, distance and relays and “field” events such as long jump, triple jump, high jump, pole vault, discus, shot put and javelin. It is an excellent “offseason” program for young athletes who currently compete on their middle school or high school track teams.
