Spring is just around the corner. Soon the snow will melt away… Wait… we live in the Great state of Texas and need not worry about that silly white stuff! But, spring is coming and soon the weeds will be sprouting up on our lawns. Please help us to keep our neighborhood looking nice and keep an eye on the outside appearance of your property. For those of you who are renting a home in the community, it is important that you keep the property you are entrusted with up to the community standards and if there is an issue, please notify your landlord so it can be resolved quickly. We all like to live in an area that is well kept and one we all can be proud to call home. Did you know that the Homeowner’s Association board meets monthly? The board meeting is open to all residents of the community and is typically held at 6:30 pm on the second Tuesday of each month. Please reach out to a board member to inquire where the meeting will be held, as our meeting location does change depending on the size of group requesting to attend the meeting. Typically, we will meet at the Denny’s on Hwy. 6 near Keith Harrow. Last year, the HOA made the decision to close off access to the Bayou for our community’s safety and security. There had been many break-ins where the culprits came in from or escaped into the bayou. By closing those off, we have greatly reduced the entrance to and exit from our neighborhood by the criminal element. That being said, when the fences were constructed, the main gates had locking mechanisms that were secured with a lock provided by the MUD district to only allow access by official MUD personnel. Some of our more industrious neighbors have found ways around the locks and continue to access the bayou to fish, ride motor vehicles or who knows what. Access to the bayou is limited to official personnel only. While it seems a nice place to relax and/or play, it is not part of our subdivision nor is it property that should be accessed or entered by anyone except authorized individuals. We ask that you respect the fences, gates and the laws regarding the county property adjacent to our subdivision and avoid entering the bayou without permission.

(BCS3) NEIGHBORHOOD GARAGE SALE As has been our practice for many years, there will be a Spring Neighborhood Garage Sale set for April. Look for details on the exact date in the near future. Signs advertising the sale will be posted along Huffmeister Road to direct potential buyers to the neighborhood. Just a reminder that, even though BCS3 normally has two neighborhood garage sales every year, our Deed Restrictions permit individual households to have their own sales on a limited basis. The only prerequisite to do this is to contact the Board of Directors to get the necessary approval.
(BCS3) FIRE HYDRANT REPLACEMENT In mid-January, an unknown driver destroyed the street sign and fire hydrant at the entrance of BCS3 at Harcourt Bridge Drive. A report was filed with the Harris County Constable as to this issue (which appeared to be one of many similar destructive events that took place in the area earlier this year). As of the creation of this newsletter, the stop sign has been replaced and our MUD district (Harris County 102) has been notified about replacing the hydrant. Note that none of these repairs are the responsibility of the HOA.

Our annual meeting is set for Sunday, May 19th, at 7 PM. The meeting will again be held at the Harris County MUD 102 Building on Falmouth Road. Key aspects of this meeting will be the election of two new Directors (the terms of Mark Przywara and Irma Poirier expire in May 2013), as well as serve as an open forum for any residents to discuss various neighborhood issues with the Board, as well as Theodora Daly (ACMP Management).

(BCS3) ONE FINAL POINT
One of the goals of the HOA is to do all it can to keep our neighborhood looking as great as possible. In addition to the short term results of helping keep BCS3 looking nice and clean, an overlying objective of this effort is to maximize our property values. These goals are not just those of the Board, but are also shared by all the residents since it is significantly easier for 59 property owners to be working toward these goals, instead of just the 5 Board members. Doing little things like putting up our trash receptacles in a timely fashion or picking up trash from the common areas or along the street may seem minor, but these small acts of neighborhood pride all add up to keep BCS3 looking as good as possible. Thank you to all the residents who do such a great job of taking care of their own yards and homes, as well as doing the little things that contribute to making our neighborhood looking so great!

If you still owe association dues and have not made arrangements to pay them, please contact Cynthia Debord at SCS Management. Delinquent accounts already had a $29 late fee added for the month of February. There are additional fees and penalties if arrangements assessments remain unpaid. Assessments collected by our Homeowners’ Association are not voluntary; but are mandatory for each property owner. These dues allow us to keep our neighborhood streetlights on, common areas mowed, our park area safe and usable and cover any major repairs. Have you noticed the beautiful flowers at the front of the subdivision? Our association dues cover the landscaping costs that keep our neighborhood attractive and keep our home values up. Was a neat clean neighborhood one reasons you moved here? Paying dues helps the neighborhood continue to be well kept. Remember our annual neighborhood meeting is the first Wednesday in October. Please plan to attend. If you have questions for the board, you can always contact them via the numbers in the back of this publication.
(ChC) Yard of the Month is Back! While it felt like spring arrived in February, spring officially arrives in March. Yard of the Month will be awarded March through October. The March award will be named in the April newsletter. There were many beautiful yards last year and we look forward to more difficult decisions this year. Cornelius Nurseries’ “Good Neighbor” Program sponsors the Yard Of The Month program for Charlestown Colony. Cornelius Nurseries is located just south of I-10 on Dairy Ashford. A gift certificate to Cornelius Nurseries will be awarded to the Yard of the Month winner. Are you really into plants and gardens? Check out Cornelius’ garden club. When you consider landscaping changes, please consider using drought tolerant plants. The experts are once again predicting a hot dry summer. Tree planting or big landscaping changes should be done before the end of March so roots have time to get established before the heat of summer. Water as needed; water smart. Avoid run-off when watering. Even if our area gets rain, the reservoirs are all low. Reservoirs in the central part of the state are extremely low. Please conserve water both at home and when you go out to eat.

Spring break is the second week of March. Spring break will be an hour shorter this year as Daylight savings time beings March 10th. Clocks move forward one hour. Going away over spring break? Make sure to secure your home and make it looked “lived in” while you are away. Try to have a neighbor or friend keep an eye out while you are gone. Remember to stop the newspaper (can be done on line or on the phone - see newspaper for contact information) and be sure to have a neighbor or friend pick up the newspapers sent to everyone (fliers off your front door too!). Either stop the mail or have someone gather it from the mailbox. Set timers on lights and even radios so your house has that lived in look and sound. If you park your car outside, see if someone could move it once in a while so it looks like someone is home. Or have someone else park in the driveway for a while. Be sure someone knows how to contact you if there is an emergency related to your home. Need more ideas? Look online. It’s amazing the information you can find. Staying here over spring break? GEORGETOWN COLONY I (GC1) Garbage Cans
Many new neighbors have been storing their garbage cans in view from the street. This is in violation of the deed restrictions and appropriate actions are subject to corrective action. Also, please remember to place garbage curbside after 6 PM the night before pickup.
(GC1) Garage Sales
According to the State Comptroller’s office, garage sales are permitted only twice annually. If more than that, it will be assumed that a business is being operated out of home, which is in direct violation of the deed restrictions and necessary action will be taken.
(GC1) LOST AND FOUND PETS
The first thing to do if you find a lost dog that does not have a tag, is to take it to any vet’s clinic or Petsmart and have it scanned for a micro chip. This is the fastest way to get the dog back to its owner. If it does not have a micro chip, please look for signs to make sure the dog gets back to its rightful owner. A dog that is left to wander is subject to being hit by a car, abuse or starving to death. Those of you who are dog owners, please be sure to keep a collar and tag on it at all times. Even if the dog is micro chipped, it is much easier to return the dog to you if it has your contact information on a tag.

2013 assessments came due on January 1, and each homeowner owes $465. This is the last year for the increased assessment to pay for the new fence; next year, the assessment will drop back to $375. You can set up a payment plan for 2013, if necessary. Remember that your homeowner assessment accrued late fees & penalties after January 31st. (JC) CHANGE IN COLLECTION POLICY
In our continuing effort to save homeowner money, the Board of the Homeowners Association (HOA) has voted to institute a new collection policy. We will expedite most collections by filing small claims actions instead of putting collections in the hands of our lawyers. This will save residents thousands of dollars every year in legal fees. If a resident owes the Association money, they will receive one 30-day notice before a claim is filed in a local court by the Board and our management company.

• Pots for boiling ingredients, egg decorations and crayons in case you want to add some pizazz to your eggs & egg cartons for drying the dyed eggs There are several ingredients that will produce a rich spectrum of homegrown egg dye colors. • Red - 3 beets, skinned and chopped or red onion skins from at least 4 onions • Yellow - 3 tablespoons of tumeric • Green - spinach leaves or liquid chlorophyll • Blue - a head of red cabbage, chopped (yes, RED cabbage makes BLUE dye) Simmer each ingredient in at least a quart of water for 20-30 minutes. Strain ingredients and retain the liquid. Add 2 tablespoons of vinegar and soak your eggs in the dye until they are the desired color. Remember to refrigerate your eggs if soaking for more than 20 minutes.

Our semi-annual garage sale will be March 23rd, so get everything in order for your sale. Just a reminder that you are not allowed more than two garage sales a year or it will be considered a business venture and the State Comptroller could be paying you a visit. Also, if you put up a sign for your sale, please remove it at the end of the day. No signs on stop signs, as this is against the law and you could be ticketed.

Remember if you have an RV, boat or any kind of trailer that has to do with travel, there is a 72-hour limit for parking it in the neighborhood. Large commercial vehicles are not allowed to be parked in our neighborhood. If you drive a vehicle such as this, we ask that you find an alternate place to park/store the vehicle away from the subdivision. Running a business at your home is against deed restrictions and you are asked to find an alternative place for your business.

Early March is the ideal time to fertilize landscape plants because you give them food just before the spring growing season starts.

The Northwest Flyers is a youth (ages 6 -18) track organization, affiliated with USA Track & Field. The club provides a full program of “track” events such as sprints, hurdles, middle distance, distance and relays and “field” events such as long jump, triple jump, high jump, pole vault, discus, shot put and javelin. It is an excellent “offseason” program for young athletes who currently compete on their middle school or high school track teams. The CyFair North League plays at Matzke Elementary (Grant Road, north of Jones Road and FM 1960). A small girl sits under a brightly decorated tree and eagerly tears the red and green paper from a large box. Excitement fills her eyes as the contents of her gift are unveiled before her - coloring books, art sets and other trinkets. Her hospital gown drags across the ground as she runs to present her treasures to the nearby nurse. She and other grateful children spread light in the dimly lit room of the Texas Children’s Hospital as they see what Santa has in store for them. On Friday, December 21st, the Cy-Falls Key Club visited the Texas Children’s Hospital to deliver gifts to the young patients. Throughout the month of December, volunteers from the organization decorated gift bags, pillowcases and holiday cards to present to the children who would be staying at the hospital during the festive season.

When the Key Club volunteers visited the hospital, the staff was enthusiastic to learn of the Christmas surprises in store for their patients. The children were quite grateful upon receiving their presents as well.
This year, Santa took on a new name: the Cy-Falls Key Club. Every year, children throughout the world spend December mornings scurrying excitedly to their family’s tree to open gifts. At the Texas Children’s Hospital, however, the children are away from their home, their family and their traditions. Though many of them were tired from hours of chemotherapy or yet another surgery, they spent this winter smiling because Santa always cares. Key Club volunteers always care.

Ingredients 12 hard-cooked eggs 1 teaspoon dried parsley flakes 1/2 teaspoon ground mustard 1/4 teaspoon salt 1/8 teaspoon pepper 2 tablespoons 2% milk Additional paprika
CONSTRUCTION
Taste of Home© 2012 1/2 cup mayonnaise 1/2 teaspoon minced chives 1/2 teaspoon dill weed 1/4 teaspoon paprika 1/8 teaspoon garlic powder Fresh parsley
Directions Slice eggs in half lengthwise; remove yolks and set whites aside. In a small bowl, mash yolks. Add the next 10 ingredients; mix well. Stuff or pipe into egg whites. Garnish with parsley and paprika. Refrigerate until serving. Yield: 2 dozen.
Stuffed Baby Red Potatoes from Taste of Home© 2012 Ingredients 24 small red potatoes (about 2-1/2 pounds) 1/4 cup butter, cubed 1/2 cup shredded Parmesan cheese, divided 1/2 cup crumbled cooked bacon, divided 2/3 cup Daisy Brand Sour Cream 1 egg, lightly beaten 1/2 teaspoon salt 1/8 teaspoon pepper 1/8 teaspoon paprika
Ingredients 1/2 fully cooked bone-in ham (6 to 7 pounds) 2 cups apple cider 1 cup honey 1/2 cup cider vinegar 1/4 cup Dijon mustard 1 tablespoon butter 2 teaspoons chili powder 1/2 teaspoon apple pie spice Directions Place ham on a rack in a shallow roasting pan. Score the surface of the ham, making diamond shapes 1/2 in. deep. Cover and bake at 325° for 2 hours. Meanwhile, in a large saucepan, combine the cider, honey, vinegar and mustard; bring to a boil. Reduce heat; simmer, uncovered, for 15 minutes, stirring frequently. Stir in the butter, chili powder and apple pie spice. Set aside 1 cup for serving. Cook the remaining sauce until thickened; spoon over ham. Bake, uncovered, 30-35 minutes longer or until a thermometer reads 140°. Warm reserved sauce; serve with ham Yield: 10 servings (1 cup sauce).
Directions Scrub potatoes; place in a large saucepan and cover with water. Bring to a boil. Reduce heat; cover and cook for 15-20 minutes or until tender. Drain.When cool enough to handle, cut a thin slice off the top of each potato. Scoop out pulp, leaving a thin shell. (Cut thin slices from potato bottoms to level if necessary.) In a large bowl, mash the potato tops and pulp with butter. Set aside 2 tablespoons each of cheese and bacon for garnish; add remaining cheese and bacon to potatoes. Stir in the sour cream, egg, salt and pepper. Spoon mixture into potato shells. Top with remaining cheese and bacon; sprinkle with paprika. Place in an ungreased 15-in. x 10-in. x 1-in. baking pan. Bake at 375° for 12-18 minutes or until heated through. Yield: 2 dozen.
