THE BOARD OF DIRECTORS OF THE CONCORD BRIDGE HOMEOWNERS ASSOCIATION HELD THEIR MONTHLY MEETING ON NOVEMBER 13, 2012 AT THE OFFICES OF CREST MANAGEMENT LOCATED AT 17171 PARK ROW, SUITE 310, HOUSTON, TEXAS 77084 AT 5:30 PM. DIRECTORS PRESENT Sandra Peters Maria Cutlip Helen Montesinos IN ATTENDANCE Rachel Schmutz, representing Crest Management Company. CALL TO ORDER & ADOPTION OF AGENDA The meeting was called to order at 5:30 PM by Maria Cutlip. The agenda was adopted as presented. APPROVAL OF MINUTES: October 9, 2012 The minutes of the Board Meeting held on October 9, 2012 were presented to the Board. After review, a motion was made to approve the minutes as presented. The motion was seconded and carried. FINANCIAL REPORT: October 31, 2012 The Board was presented with the October 31, 2012 financial report and advised that the total cash was $465,176.03; $247,345.17 in the Capital Reserve account, $308,077.38 in the Non-Cap Reserve account and $276,289.17 in accounts receivables. The Board was advised that 98.15% of the 2012 assessments billed had been collected. The Board reviewed the Statement of Revenues and Expenses. The Board inquired on the cause for the budget overages in landscape extra’s and park and basketball courts.

March 2013 BUSINESS RATIFICATION OF DECISIONS MADE BETWEEN BOARD MEETINGS There were no decisions to ratify. ANNUAL MEETING NOTICE REVIEW & APPROVAL The Board was presented with the annual meeting notice for review as well as a deed restriction reminder insert. Mrs. Montesinos advised of one spelling error in the reminder insert. After review, the Board approved the notice and insert for mailing. COUNTY STATUS REPORT The Board was provided with a copy of the county repair status report for review. HOMEOWNER FORUM There were no homeowners present. SCHEDULING OF NEXT MEETING The next meeting was the Annual Meeting of the Membership and was scheduled for November 29, 2012 at 7:30 PM at the Concord Bridge pavilion. EXECUTIVE SESSION The Board of Directors recessed into Executive Session at 6:00 PM. MANAGER’S REPORT COLLECTIONS The agent presented the Board with the attorney status reports for review. FORECLOSURES There were no foreclosure actions to be discussed.

HOMEOWNER HEARINGS ACCOUNT 1160109015: The owner rescheduled the hearing. ACCOUNT 116N0202009: The owners of account 116N0202009 introduced themselves to the Board and explained their reason for requesting a Board hearing. They presented pictures of the storage shed and showed its location on the lot. After review, the Board agreed to allow the shed to remain while the current owners remain the owners and if the home were to sell, the shed must be relocated.

OPEN SESSION APPROVAL OF MINUTES: November 13, 2012 The minutes of the Board Meeting held on November 13, 2012 were presented to the Board. After review, a motion was made to approve the minutes as presented. The motion was seconded and carried. FINANCIAL REPORT: Preliminary December 31, 2012 The Board was presented with the Preliminary December 31, 2012 financial report and advised that the total cash was $586,828.68; $232,149.37 in the Capital Reserve account, $263,587.97 in the Non-Cap Reserve account and $129,019.92 in accounts receivables. The Board was advised that 98.72% of the 2012 assessments billed had been collected. The Board reviewed the Statement of Revenues and Expenses. The Board instructed the agent to have the line item “Board of Directors” moved from the “Committees” category to “Administrative.” BUSINESS RATIFICATION OF DECISIONS MADE BETWEEN BOARD MEETINGS The following decisions were ratified: • January 8, 2013 - proceed with legal action on accounts 1160108019 and 1160506031; • January 14, 2013 - proceed with legal action on account 116N0401027 once 2013 is delinquent. POOL FENCE REPLACEMENT PROPOSALS The Board was presented with two proposals to replace the pool fence between the two pools. After discussion, a motion was made, seconded and carried to approve the proposal from Texas Fence in the amount of $6,823.15. AUDIT PROPOSALS The Board was presented with three audit proposals and each vendor’s affiliation with CAI. The Board agreed to have Canady & Canady complete the audit only if they could confirm a set price. SWIM TEAM AGREEMENT The Board reviewed the proposed Swim Team Agreement and instructed the agent to make the noted changes. Swim Team Agreement hereto attached as Exhibit C. POOL MANAGEMENT PROPOSALS The Board was presented with pool management proposals and summary spreadsheets. After a lengthy discussion, the Board agreed to change management companies for the 2013 swim season to A-Beautiful Pools, Inc. The agent was instructed to send the termination notice to the current vendor and to have the hours revised on the A-Beautiful Pools, Inc. proposal.

Deed Restrictions

Deed restrictions are in place to maintain continuity within the neighborhood. Without these standards, a home could be left in disrepair or abandoned and could become a plight to our neighborhood. At entrances to the neighborhood, there are signs declaring deed restrictions are strictly enforced and when you purchased the home you were given a copy of the deed restrictions. Please remember, this is a legal document in place to protect the value of your home. Crest Management handles most of the business transactions for Concord Bridge under the direction of your board of directors. If you don’t understand any correspondence from Crest Management, please call for clarification. The homeowners association pays for all correspondence related to deed restrictions; therefore, duplicate letters cost us additional fees. Do not ignore correspondence from Crest Management!

The pet hotline at www.concordbridgepethotline.com is no longer in service. You can still contact them at 281-4689414 and on the new Facebook account, Concord Bridge Pet Hotline. You can use this source to report lost and found animals. This has been a great help in returning lost and found animals to their owners. If you don’t have access to Facebook, you can call 281-468-9414. Please note, Harris County requires that all pets be on a leash or confined within your yard.

Vacation Watch

Vacations occur year round and the Precinct 5 Constables offer a very valuable service. If you complete a Vacation Watch form they will drive by and check your home while you are away. This form is available on the Precinct 5 Constable’s website, www.co.harris.tx.us/pct5 on the Concord Bridge website, www.concordbridgeonline.com and in this publication. You can also ask for a copy from one of the officers. Information on how to mail or fax it is on the form. It’s also a good idea to let a trusted neighbor know that you will be gone so they can report unusual activity at your home during your absence.

A NON-WORKING STREET LIGHT?

If you encounter a streetlight that is not working, you can report it by phone or on the internet. Please have as much information as possible, the location of the light, approximate address or closest intersection, and if possible, the number on the pole. The only way for a light to be repaired is for us to report it. You can report it by phone at 713-207-2222 or at www.centerpointenergy.com/outage.

TRASH PICK UP

Please remember that our trash pick up days are Monday and Thursday. Heavy trash day is Thursday and the trash company is required to pick up heavy items approved on their retrieval list. If a holiday falls on trash day, it will not be picked up the next day. It will be picked up the next scheduled pick up day.

March Gardening Tips

LAWN • Re-sod or replant as needed with turfgrasses adapted to this part of Texas and suited to the planting location (shade or sun). • When resodding semi-shaded areas with St. Augustine, use ONLY the variety Floratam for best pest resistance. See www.plantanswers.com/grass.htm. TREES AND SHRUBS • Plant container-grown trees and shrubs as soon as possible. In shady areas, where grass is difficult to grow, consider planting a dependable groundcover such as English ivy, Asian jasmine, vinca or one of the prostrate junipers. • Prune spring flowering and evergreen shrubs during early March. However, be sure to prune spring flowering shrubs after they have bloomed. • Fertilize with a pre-plant application of a slow-release fertilizer analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square feet of garden planting area. Early March is the ideal time to fertilize landscape plants because you give them food just before the spring growing season starts.

Hosting a foreign exchange student is easier than you may think

During the 2012-2013 school year, students from all across the world will have the opportunity to travel to Houston and surrounding communities to spend the entire school year in the United States, learning and working with American Families. In order for the students to come to the U.S. they must have proper host families lined up. Now is a crucial time of year for the Ayusa program as local staff coordinators to find local host families for the upcoming school year. The Ayusa program is celebrating its 30th year this year and is responsible for more than 60,000 students from 75 different countries spending the school year in the United States. There are not many strict requirements that need to be met to host a student. The most important thing is that those who host students are doing so for the right reason; providing a loving experience and an exposure to American culture. There are a few basic requirements, of course. Anyone older than 25 and can provide food and shelter for a student fulfills the requirements of being a host family. There is a background check, reference check and an interview. Background checks have to be done on everyone over 18 living in the home. The host families have to be interested in it for the right reasons, the cultural exchange of learning from them and them learning from us. It’s the language, the cooking, the music, the food. The host family has to be genuinely interested. Once the host families and students are matched, Ayusa stays involved by monthly contacts with the families, students and quarterly contacts with the schools. Ayusa coordinators also handle the host family orientations and the student orientations. Group activities, such as community service and seeing things with the group of exchange students is also arrange throughout their academic year.

FFPS is a non-profit youth soccer program dedicated to providing a positive youth sports experience for all children. Founded in 1986 in Katy, Texas, FFPS has grown to 22 leagues and 15,000 players throughout the Greater Houston area. FFPS offers children a fun and fair experience, including one practice per week, a full uniform and trophy for every player, equal playing time and play every position, co-ed/balanced teams, positive coaching and more. Jews for Jesus has presented this demonstration in over five thousand churches. It was originally written in 1956 by Moishe Rosen, the founder and former executive director of Jews for Jesus. The presentation was abstracted from the writings of the late Rabbi Leopold Cohn, who came to faith in Jesus in 1894 and died in 1936. Dr. Rosen contends that some of the most important elements of Christian doctrine, such as the Trinity, the principle of substitutionary atonement and salvation through a personal relationship with the Messiah, are implied in the Seder (Passover feast) as observed by Orthodox Jews even today. According to Dr. Rosen, “The Christ in the Passover presentation is one way Jews for Jesus can help churches appreciate the Jewish roots of the Christian faith.” Cornerstone United Methodist Church is located at 18081 West Road (across from the CFISD Berry Center). HOLY WEEK WORSHIP OPPORTUNITIES Holy Week represents the last week of Jesus’ life on earth, beginning with his triumphant entry into Jerusalem on Palm Sunday and culminating with his glorious resurrection from the dead the following Sunday, Easter. CHRISTMAS GIFTS FOR THE TEXAS CHILDREN’S HOSPITAL Tashrima Hossain, Cypress Falls Key Club Editor It’s a cold winter morning. A small girl sits under a brightly decorated tree and eagerly tears the red and green paper from a large box. Excitement fills her eyes as the contents of her gift are unveiled before her - coloring books, art sets and other trinkets. Her hospital gown drags across the ground as she runs to present her treasures to the nearby nurse. She and other grateful children spread light in the dimly lit room of the Texas Children’s Hospital as they see what Santa has in store for them. On Friday, December 21 , the Cy-Falls Key Club visited the Texas Children’s Hospital to deliver gifts to the young patients. Throughout the month of December, volunteers from the organization decorated gift bags, pillowcases and holiday cards to present to the children who would be staying at the hospital during the festive season.

Not only were the children thankful someone had them in mind this Christmas, but also the volunteers were enlightened by the experience. Without the generous donations from the Meadow’s Foundation, the project wouldn’t have been possible. The Cy-Falls Key Club was thankful for the funds to purchase the gifts for the hospital patients. This year, Santa took on a new name: the Cy-Falls Key Club. Every year, children throughout the world spend December mornings scurrying excitedly to their family’s tree to open gifts. At the Texas Children’s Hospital, however, the children are away from their home, their family and their traditions. Though many of them were tired from hours of chemotherapy or yet another surgery, they spent this winter smiling because Santa always cares. Key Club volunteers always care.

Stuffed Baby Red Potatoes from Taste of Home© 2012 Ingredients 24 small red potatoes (about 2-1/2 pounds) 1/4 cup butter, cubed 1/2 cup shredded Parmesan cheese, divided 1/2 cup crumbled cooked bacon, divided 2/3 cup Daisy Brand Sour Cream 1 egg, lightly beaten 1/2 teaspoon salt 1/8 teaspoon pepper 1/8 teaspoon paprika

Ingredients 1/2 fully cooked bone-in ham (6 to 7 pounds) 2 cups apple cider 1 cup honey 1/2 cup cider vinegar 1/4 cup Dijon mustard 1 tablespoon butter 2 teaspoons chili powder 1/2 teaspoon apple pie spice Directions Place ham on a rack in a shallow roasting pan. Score the surface of the ham, making diamond shapes 1/2 in. deep. Cover and bake at 325° for 2 hours. Meanwhile, in a large saucepan, combine the cider, honey, vinegar and mustard; bring to a boil. Reduce heat; simmer, uncovered, for 15 minutes, stirring frequently. Stir in the butter, chili powder and apple pie spice. Set aside 1 cup for serving. Cook the remaining sauce until thickened; spoon over ham. Bake, uncovered, 30-35 minutes longer or until a thermometer reads 140°. Warm reserved sauce; serve with ham Yield: 10 servings (1 cup sauce).

Directions Scrub potatoes; place in a large saucepan and cover with water. Bring to a boil. Reduce heat; cover and cook for 15-20 minutes or until tender. Drain.When cool enough to handle, cut a thin slice off the top of each potato. Scoop out pulp, leaving a thin shell. (Cut thin slices from potato bottoms to level if necessary.) In a large bowl, mash the potato tops and pulp with butter. Set aside 2 tablespoons each of cheese and bacon for garnish; add remaining cheese and bacon to potatoes. Stir in the sour cream, egg, salt and pepper. Spoon mixture into potato shells. Top with remaining cheese and bacon; sprinkle with paprika. Place in an ungreased 15-in. x 10-in. x 1-in. baking pan. Bake at 375° for 12-18 minutes or until heated through. Yield: 2 dozen.
